Environmental organizations are all factors that affect the organization and activities of the organization. Environmental organizations can be divided into internal and external environment. Internal environment of the overall factors that exist within organizations that affect the organization and activities of the organization. The overall external environment factors that are outside the organization that affect the organization and activities of the organization. This research uses qualitative research. Data collection using the interview technique, observation and documentation. Primary data in this study are from interviews with employees of the General Section, Division of Community Development, Employment Staff Board of Family Planning and Community Empowerment Malang, and community self-supporting agency. The results of this study indicate that the performance of all staff members BKBPM Malang has led to organizational goals and implement the work program of community empowerment as the period specified. Family Planning Agency and the Community Empowerment to make use of available resources in the implementation of work programs by improving cross-sectoral coordination and instantional to achieve effectiveness. Program facilitator of community empowerment through the National Family Planning and Community Empowerment Malang namely socialization and community skills training, infrastructure assistance for the village, provision of capital assistance from the local governments in the form of PNPM Urban and distribution of Raskin (rice for poor people). Providing services to the community in receiving complaints, requests for relief activities and distribution. Each employee to work according to ability and expertise in their fields. For employees that are functional in the District and Sub-District has been actively involved in aspiration and public complaints. Despite occasional differences of opinion and interests in society, because every community empowerment activities are always discussed and carefully coordinated to avoid problems and irregularities. Response Agency for Community Empowerment Family Planning and Community Development Division is very good. This is shown by the concern of the officials who facilitate, listen, understand, assist and take action if necessary in the implementation of community empowerment.
