SINDH RURAL SUPPORT ORGANIZATION (SRSO)

INTRODUCTION
The Sindh Rural Support Organization was incorporated as a not-forprofit joint stock company under Section 42 of the Companies Ordinance 1984 at the behest of the Government of Sindh. SRSO is an apex organization at the provincial level for poverty alleviation and participatory development. SRSO has launched its operations initially in five districts namely, Sukhur, Khairpur, Jacobabad, Ghotki and Shikarpur. Its objective is to foster a framework of broad based grass roots institutions in the form of viable Community Organizations (COs) so that these COs are able to undertake various development activities for improving their quality of life. Communities would become involved with need assessment, prioritization of micro projects and creation of community based action plans. SRSO would operate on the basis of a decentralized union council based social mobilization model. The essence of this model is that social mobilization and credit operations are carried out separately. Its objective is to work in the designated districts of Sindh. This policy has been endorsed by government to achieve the goals of poverty reduction through community empowerment, skills enhancement, capacity building and development of community supported infrastructure projects, and the provision of support for income generation, enterprise development and micro credit. For this purpose SRSO organizes the local communities and develop their managerial and technical capacity. People and the government are supported in forging partnership and inculcating the sense of ownership among the people. SRSO is presently entrusted with the responsibility of fostering a countrywide network of community organizations at the grassroots level in 9 districts of Sindh and works in the following subsectors while applying the participatory development approach of sustainable development. SRSOs mandate is to alleviate poverty by harnessing peoples potential lying within the communities to help themselves and undertake development activities.

1|Page

BACKGROUND
The social mobilization movement began in Pakistan in December 1982 originating in the Northern Areas. The pioneer of this movement was the Aga Khan Rural Support Programme (AKRSP). It gradually spread to the rest of the country under the guise of provincial Rural Support Programmes (RSPs) established by the Government of Pakistan and collaborative donor funding. In July 2003 by the Government of Sindh, Sindh Rural Support Organization (SRSO) was established by the provision of an endowment of Rs. 500 million , that was raised to Rs. 1.0 billion in subsequent years. The Sindh Rural Support Organization has thus a history of 6 years. It started its activities initiated by NRSP in District Sukkur. NRSP had planned to cover only three Union Councils of District Sukkur. SRSO has since then expanded its programme to 23 Union Councils in five districts namely Sukkur, Khairpur, Shikarpur, Jacobabad and Ghotki. Now SRSO is working in 9 district of upper Sindh, i.e. Sukkur, Khairpur, Ghotki, Naushehroferoz, Shikarpur, Jacobabad, Larkana, Kashmore-Kandhkot and Qamber-Shahdadkot, and 425 Union Councils of these districts.

OBJECTIVES OF SRSO
The main objective of SRSO is to foster a network of grassroots level organizations in SRSO's program area to enable rural communities to plan, implement and manage developmental activities and programmes for the purpose of ensuring productive employment, alleviation of poverty and improvement in the quality of life. To reinforce and compliment Government of Pakistan's policy of poverty alleviation. To support and strengthen Government of Sindh's efforts to translate poverty reduction strategies into action.

SRSO'S APPROACH
The people need social guidance to harness their potential. Such guidance is essentially needed for the following purposes:

To get organized for pooling of their resources, cutting down overheads, achieving economy of scale, etc. To identify genuine leaders /activists/cadres from amongst themselves or the community. It is only these cadres and not outsiders that can bring out the willingness and harness the peoples potential. To identify and prioritize what the people are willing to undertake in terms of opportunities and needs and not demands which have to be provided by outside agencies. To assess the feasibility of the identified portfolio opportunities and needs in terms of peoples capacity, willingness, requirement of resources and availability of resources from within and outside. To arrange, secure and facilitate the flow of required resources to the community; and to linkages between them and other development agencies.

SRSO'S VISION
The Vision of SRSO is to foster a framework of grassroots institutions in villages located in 253 Union Councils of 9 Districts in Sindh, to harness the potential lying within the communities to help themselves. SRSO works to release the potential abilities, skills and knowledge of rural men and women, to enable them to articulate their aspirations and to effectively marshal the resources they need to meet their identified needs. The purpose is poverty alleviation - enabling people to break the cycle of poverty, which begins with lack of opportunity, extends to the well-known miseries of economic and nutritional poverty and leads new generations to endure the same conditions. The process is social mobilization - bringing people together on new terms for a common purpose. The conceptual tools are 'social guidance' (recruiting local men and women who will take on a leadership role), advocacy, capacity building and awareness rising. The programmatic tools are training, support to institutions, micro-credit, infrastructure development, natural resource management and 'productive linkages'. 3|Page

INTERNSHIP REVIEW ON SRSOS PROGRAMES

SRSOS PROGRAMES

SOCIAL MOBILIZATION

Key role of a Rural Support Programme is to mobilize, organize and motivate the community to take part in the development activity. Social Mobilization, thus, is the foundation of all activities. SRSO believes that success and sustainability of the Programme depends entirely on quality of social mobilization. This entails creating a proactive community sensitized to its problems and capable of addressing them. To meet such objective, community organizations are formed .CO is a group of 15-25 members and is an important forum for capitalizing the peoples potential to take an active role in the management of development activities. A mobilized community is one that is able to identify its needs and find the resources necessary to meet those needs. Those resources may be their own savings or labor, or funds or information from a line Department. CO members are trained to exploit their potential to take up physical development, managed their resources and accumulate their capital. Social Mobilization is a long and demanding process requiring guidance, supervision and monitoring of Social Mobilizers. SRSO is sensitive and 4|Page

alive to such vulnerabilities. Therefore SRSO has decentralized the strategy and introduced three tier social mobilization systems: 1. The concept of second generation social mobilization culminating into formation of Village Development Organization (VDO) has been introduced in the social mobilization approach and strategy. This is an umbrella organization having more than one COs in its fold. Its objective is: a. Ensure capacity building of activists of member COs. b. Ensure participation of villagers in the decision making about use of local resources. c. Boost membership of at least 80 % village households in the COs and d. Strengthen coordination with NGOs and Government Agencies.

2. The poverty score based on the Poverty Score Card survey exercise is the criteria for mobilization of extreme poor into the fold of CO membership. 3. Three lower bands from the results of the poverty score card would be given priority for mobilization. 4. Community Resource Person (activists both from existing male and female COs) are identified and trained as front line volunteer for forming new community organizations. 5. The formation of the Women community organization are given priority 6. In a village where 70% women have been organized, the VDO of women will be formed and Community Investment Fund would be provided for the destitute and vulnerable poor members of the COs.

5|Page

HUMAN RESOURSE DEVELOPMENT (HRD)

HRD is the back bone of SRSO for, it provides meaning to the process of social mobilization by delivering capacity building training to the mobilized community instrumental to creating the proactive community. HRD supplements the work of all other sections by providing training in skills enhancement and management. It takes on the results achieved by Social Mobilization Section to build capacity of community activists (male/female) both in terms of community basic management skills and sectoral skills. HRD is assigned the task of building capacity of the community by addressing specific training needs of respective programme interventions and the staff. Major task of this section is to organize Community Management skills Training (CMST) for both male/female CO Presidents and General Secretaries. CMST training is designed to address the specific needs of learning groups. This is a mix of sessions aimed at creating basic management capacity and transferring specific skills required by that group. Elements of curriculum include issues such as basic management skills, record keeping, conflict resolution and planning. It includes sessions on social development seeking change in the attitude, breaking taboos, encouraging equal gender relationship. Such vigorous training seeks to enable and empower the communities by changing its mindset, eliminating despondency prevalent since long due to uninformed and deprived status of the communities. HRD mostly offers residential training in case of female CO members that has shown better results as 6|Page

the learners, isolated from their routine daily chores, tend to concentrate and interact with each other and benefit from this approach. Feedback and Evaluation is inherent in the course design. It works all the year round and has been assigned several but complementary roles in order to widen its scope and strengthen SRSOs efforts in creating self-assured, self reliant proactive communities. HRD performs following functions: 1. 2. 3. 4. 5. 6. Training needs assessment and analysis Developing and revising curriculum Designing training courses Delivering training and conducting evaluation Designing and delivering special packages Coordinating with District and Provincial Governments and placing activists and staff for training 7. Coordinating with RSPN NGOs in Islamabad and other places and placing activists and staff for training 8. Playing host to these agencies and providing support to them. SRSO appreciates the support of two institutes in particulars RSPN and Institute of Rural Management of NRSP who helped SRSO to develop its capacities at the present level. The huge input has been provided by both the organizations to make SRSO more effective. This goes without saying that HRD, MER and SM sections benefited the most. RSPN paid 70% of all the costs incurred on the staffs capacity building. Despondency, lack of confidence, having no access to assets, no collateral and subjugated by local influential landlord, hardly any member of community can desire to be entrepreneur. Such venture is unthinkable. However if any member feels differently and assesses himself/herself to start some enterprise, he/she does not have access and reach to the Banks. Commercial banking in Pakistan has claimed the boom in the sector. These Banks are flourishing with huge profits by only catering to the needs of top end influential lot of society who have the capacity to borrow but has never reached out to the poor of this country. They are denied the facility of small loans against social collateral, the one they have. They have no way to establish small and medium enterprise and start income generation businesses. 7|Page

There is strong realization on the part of decision makers that prevalence of poverty must be reduced if not eradicated. It is also desired in the Millennium Development Goals which seek to eradicate extreme poverty and hunger. In keeping with it, Government of Pakistan and Government of Sindh have taken several initiatives with the help of donors. SRSO feels happy to be a partner in such efforts to address poverty. It is striving to achieve this goal in its target area. Among other initiatives, disbursement of micro credit to the marginalized people has played an important role to help them to bring about some positive change in their plight. Given this, SRSO has established a Rural Credit Sector and has negotiated a sizeable fund to be disbursed to the socially mobilized and organized community against its collective and individual collateral. Rural Credit Sector SRSO disbursed huge amount of credit or financed the number of professions i.e Livestock, Agriculture, Enterprise Development etc.

8|Page

NATURAL RESOURCE MANAGEMENT (NRM)

Pakistan is basically agriculture based country. Seventy percent population is employed in agriculture especially in rural Sindh. The farmers get poor yield of crops due to lack of technical knowledge and non-availability of required inputs. They also lack the capacity to manage natural resources at their disposal and waste the potential. SRSO understands the importance of this sector. It has established an independent Section of Natural Resource Management focusing on capacity building of the farmers. NRM has well defined role to play for the following activities:

Assist communities in water resources management by training and demonstrations; Help them in obtaining better varieties of seeds, fruits and forest plants; Promote and build up the capacity of communities in better methods of vaccinating animals, livestock management practices, agricultural farm management practices, sowing, seed and plantation; Provide preventive and curative services in the Livestock sector through the Prime Ministers Special Initiative for Livestock Project.

NRM in collaboration with COs, has identified following activities that could lead to improve the living standard of people thereby reduce the severity of poverty.

9|Page

1. Back Yard Poultry: Poultry is an integrate part of rural households. These are reared for egg & meat purpose. However these birds are low production in terms of meat & egg rearing size and number. NRM envisages turning conventional rearing poultry into a cottage industry and later on commercial farming by training CO in poultry farming on modern lines and introducing highly productive poultry breeds (Fayoomi). These breeds are disease resistant, require less management practices and are good converter of feed into egg and produces eggs daily almost around year. This activity has been designed with women community who are mainly involved in conventional poultry rearing practices. SRSO has built the capacity of target women communities to construction of poultry houses feed & diseases management.

2. Back Yard Kitchen Gardening: Kitchen gardening is simple activity to undertake. The selection of a range of vegetables is carried out based on liking and profitability. Mostly tomato, chilies, carrot, radish are cultivated in the area. But due to lack of know-how to the farmers, they have not explored the high income generating activities like vegetables production and fruit rearing. To generate interest of the target group, NRM has introduced kitchen gardening at household level. NRM has provided seed and trainings and has supplied vegetables seed packet for both Rabi and Kharif seasons. Kitchen gardening is purely women led activity SRSO ensures women participation through mobilization. Skill enhancement has been carried out through training and on site technical support. 3. Fruit Plants: To diversify and encourage complementing existing income generation source communities have been mobilized to grow fruit trees at household level. NRM has provided varieties of fruit plants to CO member i.e. Lemon, Ber, Falsa in all districts. Women are engaged in fruit planting specially at household level. 10 | P a g e

4. Land Reclamation: 35% land of upper Sindh Districts, Shahdad Kot, Larkana, Shikarpur, Jacobabad, and Kandhkot is saline and nothing is cultivated in these lands. This big chunk of land is barren. Due to non cultivation this ratio is being increased day by day. These lands require proper attention. SRSO has designed the programme of reclamation of these lands with gypsum and has supplied gypsum to the farmers that has helped reclaim 300 acres of land.

5. Crop Production : Successful crop production plays an important role in solving problems of food security as well as bringing economic development and poverty alleviation in the area. The success of producing good crops almost entirely depends upon availability better inputs better knowledge and choice of crops according to the area environments. Since majority of our population live in rural area their livelihood is fundamentality linked with agriculture and production good crops. Going through the results of the crop production in the target area, was concluded that increased crop yields with limited soils can also be achieved by the following two principles. a. Use of quality Seed b. Use of improved varieties of crops NRM is providing the quality seeds and encouraging growers to go for the improved varieties of crops.

MONITORING, EVALUTION AND RESEARCH (MER)

Monitoring is the systematic collection and analysis of information to enable the stakeholders determine whether key activities are being carried out as planned and desired results achieved or not. Monitoring provides feed back to the Management calling for corrective actions. This goes without saying that the MER is an important Section to ensure the quality of delivery of main Programme and to monitor the performance of professional staff. Responsibilities of MER:

The main responsibility of the M&E is preparation and updating of monthly progress report; Quarterly programme Review; Preparation of Annual Reports; Arrangements for meeting of Board of Directors; Minutes of meeting; Preparation of quarterly Newsletters; Publications of Brochures; Random monitoring visits to COs and projects without any prior plan and defined objectives; Baseline Survey Reports; Projects -End Evaluation; Impact Assessment Study.

12 | P a g e

PHYSICAL INFRASTRUCTURE AND TECHNOLOGY DEVELOPMENT (PITD)

Rural poor in SRSO target area do not have basic critical infrastructure. Standards of living and quality of life for those living in the rural setting and crowded confines of squatter of slum urban areas is extremely bad. Low income or no income combined with lack of such critical infrastructure like functional Basic Health Unit, Pit Latrines etc is causing more poverty. They desperately need basic physical infrastructure (land, sewage, potable water); more family planning facilities; immunization; educational health programs; link roads; and political commitment to improve basic needs. Concerted and sustained efforts are required to uplift standards of living and quality of life for those living in the remote areas. SRSO follows basic needs approach - the conscious attempt to reduce poverty among the poorest groups. It is committed to assist communities in improvement and addition to the existing physical infrastructure with their participation as an essential element. Physical infrastructure is normally considered one of the strongest and more visible indicators of development with a high demonstration effect. It provides inspiration to the community to own and involve in the development process. SRSO PITD Section assists communities in building and managing Community Physical Infrastructure (CPI) Projects by providing guidance in technical and construction related initiatives. The majority of the CPIs schemes relate to drinking water, link roads, water resource development (lining of water courses/channels, installing lift irrigation systems), sanitation schemes (open drains, bathrooms/latrines), pavement of 13 | P a g e

streets, cattle yards and schools through grants. The community contributes either through cash or by providing labour or material inkind. PITD engineers also built roads linking remote villages to main roads. This latter activity brings economic and social opportunities to communities: people pay less for goods and services, opportunities to market their farm and other produce are greatly expanded and their access to medical care is increased. Opportunities to attend school and to find employment are also increased. The PITD Section also develops the capacity of communities to operate and maintain the projects after completion.

SOCIAL SECTOR SERVISES (SSS)

Social Sector Services for the people in SRSO operational area are almost non existent. Female health is in bad shape. Maternity cases are not attended causing deaths. Even locally trained delivery attendants called Dais are not present. Infant mortality is higher. People do not have access to safe drinking water. Leave alone total sanitation, the latrines are also not available. Education, especially female education, is another problem area. Public sector schools are not functioning to the desired level. Lot of the rural talent goes waste. SRSO realizes its responsibility and commitment to serve the poor communities. Hence it has established a full fledged Social Services Sector to deliver the services like health, education, environmental sanitation including safe drinking water. Section has been assigned to:

14 | P a g e

assist the communities in addressing their needs in the areas of primary education, basic health, sanitation and drinking water. act as an intermediary between communities, government agencies and other NGOs in order to deliver services.

The sector is presently focusing on health and education services under the strategies mutually developed by SRSO and RSPN. Under this strategy series of Health & Education workshops have been organized which were attended by male & female CO members, followed by formation of implementation committees. Experts belonging to line departments/NGOs were engaged as resource persons. It has developed its strategy with the assistance of RSPN. The SSS activities include: 1. To ensure community participation in various projects being designed and implemented at various levels, especially focusing on children and women; 2. Training of Traditional Birth Attendants; 3. Triggering for Community Led Total Sanitation (CLTS) & Open Defecation Free Environment; 4. Mobile Health Camps; 5. Community Health Session; 6. Introduce Water Filter Bags for Clean Drinking Water; 7. Scaling up coverage of effective vector control measures in high risk areas; 8. Strengthening and building management capacity of National Malaria Control Project to coordinate, plan, implement and monitor effective curative & preventive interventions nationwide. The project is funded by GFATM.

15 | P a g e

ENTERPRISE DEVELOPMENT (ED)

Going by our holistic approach to upgrade the social indicators of the community; promotion of local handicrafts is equally important area and can not be ignored. It has tremendous potential to grow if only some assistance is provided to the Artisans. In our mapping we found that great number of community members (especially women) is traditionally engaged in this profession but operating at very low level since they lack increased investment and some training. Also, equally important is to link these women Producers to markets and outlets whereby they can promote their products and earn profits they deserve. Responding to the need, SRSO has established an Enterprise Development Section and placed trained professional staff, independent of Micro Credit Section. The Section is responsible to promote the handicraft of the village communities in the target area. The section also enjoys the support from RSPN. It has carried out the Mapping that revealed that the community in the target districts is tuned to cutwork, patchwork, mirror work, different types of embroidery; date leaves products, reed furniture (Chickhs & Mooras) etc. Mapping of this potential has enabled us to promote these crafts by up-grading and enhancing the skills of producers catering the specific need of the markets. Especially the women folk who are the back bone of these vocations deserve some support both in terms of capacity building/training and finances. An Artisan's gallery has been set up at the SRSO head office Sukkur, where products made by village folks are up-graded and displayed. SRSO also arrange and participate in Exhibitions at different places in Sindh and Pakistan to promote work of artisans. The target of Enterprise Development Section is promotion of local handicrafts to local, national and international markets. 16 | P a g e

GENDER AND DEVELOPMENT (GAD)

Gender equality is central to economic and human development in a country. Removing inequalities gives societies a better chance to develop. When women and men have relative equality, economies grow faster, children's health improves and there is less corruption. Gender equality is an important human right. SRSO realizes the vital importance of Gender and Development. Hence its interventions ranging from social mobilization to community physical infrastructures have been open for both, men and women. We understand that men and women would participate in the development initiatives and can benefit from the outcome equally. SRSO has a strong Section called Gender and Development working towards mainstreaming the women hitherto ignored in the decision making. The Section is alive to the sensitivities about men, women relationship and persisting inequalities. The section has been made responsible to achieve the following:

Ensure that gender remains the integral part of all SRSO activities besides mainstreaming it; Develop new programmes and packages exclusively for women CO members; Take a lead role in formulating gender policy, strategies (Operational Plan) and monitoring mechanisms for gender policy implementation while pursuing the gender agenda and advocacy for resource allocation for gender related activities;

17 | P a g e

Facilitate and coordinate capacity building of staff and community members in gender awareness and sensitivity through training sessions, discussions and exposure visits; Review and update planning tools and processes used at the field level to ensure womens participation.

GAD has formulated a gender policy and implementation plan with defined policy actions as a conscious and focused effort to bringing women in the mainstream development before the resource gaps widen the gender gap at the organizational and programme level.

PROJECTS OF SRSO

CURRENT PROJECTS UCBPRP

The Rural Support Programmes (RSPs) are working in Sindh Province since 1992 to release the potential abilities, skills and knowledge of rural men and women, to enable them to articulate their aspirations and to effectively marshal the resources they need to meet their identified needs. The purpose of RSPs work is to alleviate poverty by enabling people to break the cycle of poverty, which begins with lack of opportunity, extends to the well-known miseries of economic and nutritional poverty and leads new generations to endure the same conditions. The process is social mobilization - bringing people together on new terms for a common purpose. The conceptual tools used for doing so are social mobilization which is to provide 'social guidance' (organizing local men and women who will take on a leadership role), advocacy, capacity building and awareness raising. The programmatic tools are training, support to institutions, micro-credit, infrastructure development, natural resource management and 'productive linkages'. 19 | P a g e

The Union Council Based Poverty Reduction Programme (UCBPRP) is a pioneering initiative of the Sindh Rural Support Organization (SRSO) and the Government of Sindh (GoS), for reducing poverty through the potential of the people. The Union Council Based Poverty Reduction Programme (UCBPRP) was initiated on the 1st of February 2009 in 2 districts of Sindh, namely Kashmore-Kandhkot and Shikarpur, with a total budget of Rs. 3 billion. The duration of the project is 30 months and is being implemented by SRSO. In march 2010 after successfully completing its first year this project has been extended to two more districts namely Jacobabad and Tharparker by the Government of Sindh and is being implemented by Sindh RSPs. The Union Council Based Rural Poverty Reduction Programme (UCBPRP) in 19 UCs of district Khairpur commenced on 1st July 2009 and would be completed in 36 months by core- funding of SRSO. The aims of UCBPRP to target the poor through the process of social mobilization, harnesses their potential and enables them to build productive assets, reduce vulnerabilities and improve by and large, the condition of their village or locality. Social Mobilization is the first step in eradicating some of the barriers that the poorest face. This entails organizing rural communities into organizations of the poor at the community, village and union council level. In the case of the Union Council Based Poverty Reduction Programme (UCBPRP), it caters towards removing common hurdles such as lack of assets, credit, technical skills and inability to afford healthcare, which ultimately prevent the poorest from climbing up the poverty ladder. The Project is designed to reduce rural poverty using the RSPs conceptual package of social mobilization supplemented by a programmatic interventions based upon a holistic approach. In addition to poverty reduction, the project will also help improve social indicators relating to health, environment and education, especially for women and children. This will also introduce micro health insurance for the poor to avert health related shocks that push vulnerable people to below poverty line and poor to chronically poor. The project will also prepare the communities to make use of microfinance for their livelihoods and creation of assets, which are the main reasons behind poverty in rural areas. 20 | P a g e

MY EXPERIENCE OF SRSO INTERNSHIP

At the first day of Internship, the orientation related with Internship was given to us by HR Manager SRSO Sir Zubair Soomro. I had great experience of internship in SRSO, that SRSO being one of the largest peoples serving NGO in upper Sindh. SRSO is presently entrusted with the responsibility of fostering a countrywide network of community organizations at the grassroots level in 9 districts of Sindh. Following programs are currently running by SRSO. Social Mobilization, Human Resource development, Natural Resource development, Monitoring, evaluation and research, Physical infrastructure and technology development, Social sector services, Enterprise development, Gender and development. The employees there were so much co-operative and supportive; they had taught us their routine works related with their job criteria. We were guided by senior employees of SRSO in the period of internship. There are many projects of SRSO running in process and many have been completed, we were also sending to these projects, There we have guided by cooperative employees, they had taught us so much related with our internship specially in the HR section of the projects. In VRP we 32 | P a g e

have so much guided by Madam Aqsa about the HR works. Whole recruitment process from job assessment to the selection and from joining to the closure I have learned by Madam. We have also guided to know the importance of a file and its maintenance in the Organization. W have also guided by G.M Kalo (SPO) to maintain the employee data and their salary maintenance in the Organization. We were also gone to the fields to see the works which have been done by the SRSO in the backward areas of Sindh. There were also flood relief projects done by SRSO in the flood affected areas. The beneficiaries were so much happy and satisfied with the SRSOs works which have been done for their rehabilitation. We were also guided by Sir Khuram regarding the MER(Monitoring Evaluation and Research) section of the SRSO, who have guide us so much related with the MER works. This internship had polished my knowledge & the concepts which I have learned in my university. I am confident that my internship in SRSO will further help, guide & sup port me in my coming time.
