EXECUTIVE SUMMARY

The City of Hewitt applied for and received a grant from the Central Minnesota Initiative Foundation to develop park planning concepts for the property owned by Bert Favre from Hewitt, Minnesota. The City of Hewitt contracted with the Region Five Development Commission to perform planning and facilitation for this project. The Region Five Development Commission partnered with Landscape Architects, Erica L. Frizzell and John Winter from Frizzell Winter Associates to assist in the project. Throughout the planning phase the steering committee and consultants developed the following: park planning, trail layouts and connection with the City of Hewitt. In addition, the City of Hewitt has worked with many partners, including the Minnesota Department of Transportation (Mn/DOT), to look at potential driving access from Highway 71 and the Minnesota Department of Natural Resources (DNR) for possible funding resources and guidance. The following document provides park illustrations that show park concepts, in addition to a phased financial breakdown for the park concept. Finally, the document provides potential funding resources for the implementation of the park.

Program Focus Acquisition, development and/or redevelopment of local outdoor recreation park facilities. A 50% cash or in-kind match for eligible elements of the project proposal is required. Minimum grant - $5,000. 9/28/12 Application materials will be available Summer 2012 Acquisition, development and/or redevelopment of regional park outdoor recreation park facilities. A regional park should be 100+ acres with some exceptions, serve a regional clientele and provide outdoor recreation facilities and activities that are primarily natural resource based. Trails Grant Program


Program Focus Develop trail connections between people and desirable locations. Priority given to residential connections to state and regional facilities and linking existing trail segments. There is a 25% "cash match" for eligible elements of the project proposal. Minimum grant - $5,000. Acquisition, development, redevelopment and/or maintenance of motorized (snowmobiles, off-highway motorcycles, all-terrain vehicles and four-wheel drive trucks) and non-motorized (hike, bike, mountain bike, ski, horse, in-line skate) trail, trailside or trail head projects. A 50% cash or in-kind match for eligible elements of the project proposal is required. Promote acquisition and/or development of regionally significant trails. Priority will be given to projects that provide a useable trail. A 25% cash match for eligible elements of the project proposal is required.
