The salary indicated on this announcement does not reflect the 3% salary reduction beginning July 1, 2011, through June 30, 2013, that is imposed under Senate Bill 5860. This recruitment is for one WMS Band 2 position located in Olympia.
This position will remain open until an adequate candidate pool is available. The hiring manager reserves the right to close the recruitment and make an appointment into this position an any point after ten (10) days. DUTIES: This position is located within the Department of Social and Health Services Human Resources Division (HRD), Position Management Unit. This position manages and directly supervises the Human Resource Management System (HRMS) Processing Unit, Data Unit and Organizational Management for data development and processing related to all DSHS employees and positions. This position is responsible for research, development, design, monitoring, analysis and establishment of the validity of human resources data reports with statewide impact. In addition, this position is responsible for ensuring the efficient, accurate, and timely completion of personnel actions in the personnel/payroll system for over 17,000 employees. Using specialized knowledge of the agencys mission and business needs, this position provides professional consulting and query and report development for reporting mission critical HRD data research and development.

The position is accountable for providing accurate data reporting by consulting with management to identify business and data needs; determining the correct data source; pulling complete and accurate data; designing and presenting the data in a readable and usable manner which allows management to interpret and understand in order to make critical business decisions related to employees/positions. As the supervisor of the Unit, this position is accountable for ensuring staff accurately enter information so employees are paid in alignment with Washington Administrative Code, Administrative Policy and applicable Collective Bargaining Agreements, minimizing the risk of over or underpayments to the greatest extent possible. This position: plans, leads, organizes and controls the work performed by unit staff, providing leadership and creating a learning environment in line with the Talent Management principles; sets goals and objectives for the unit and establishes performance standards; assures appropriate and optimum use of the unit's resources; supports effective communication and consultation with HR field staff; ensures that personnel and position actions in HRMS are performed in a timely and efficient manner following all rules and policies directed by DSHS, state law and Collective Bargaining Agreements, and that these actions are entered accurately and consistently; ensures timely and accurate development of personnel/position data reports for executive management, Human Resources and other internal/external entities; and determines resources and staffing levels needed to maximize service delivery to customers. This position analyzes, defines, develops and optimizes standards and procedural processes for agency-wide systems and data management; maintains standardized queries for agency use; develops and/or approves new queries as needed by the administrations; utilizes specialized knowledge and advanced database management skills, determines the data needed, the methodology for retrieving the data, and the best way to present it in a meaningful format to decision makers; provides data and statistical reporting utilizing the Department of Enterprise Service's Data Warehouse, HRMS and Business Intelligence; leads the development of reports and reporting processes, specializing in extraction of accurate, critical data from technology sources, data analysis, unique and specialized queries and databases; consults with agency managers regarding how best to utilize available information to improve business processes and reporting requirements; and develops GMAP reports, compiling, analyzing, evaluating and preparing the final GMAP data. This position serves as the liaison between the agency and the DES/Office of the State HR Director regarding HRMS system issues. QUALIFICATIONS: Seeking experienced candidates who meet, or preferably, exceed the following. Bachelor of Arts Degree with a focus on business, human resources, social or organizational behavioral science, or related field AND Four years of professional data acquisition, data transformation, and data delivery/reporting in SAP, with two of those years in the human resources arena. Equivalent professional human resource and data management experience will substitute year for year for education. Desired Knowledge, Skills & Abilities Demonstrated experience supervising and/or leading the work of others.

Knowledge of: assessment methodologies and practices; performance measurements and data analysis; strategic and long-term planning; agency mission, vision, strategies, goals and objectives, WAC's, Administrative Policy and Collective Bargaining Agreements; and state government organization, structure and responsibilities. Skills and Abilities: expert level in Excel and Access; expert level in data acquisition, data transformation and data delivery/reporting, preferably using the DES Data Warehouse, HRMS or other SAP module and Business Intelligence; experience in data report writing; work with all levels of staff within the organization to foster and develop performance, accountability and quality concepts cross-divisionally within the agency; analyze, display and report agency performance and accountability measures and coordinate the use of a common format and tools; develop complex spreadsheets; analyze and define the development of queries; develop agencywide standards and procedures for system and data management; and plan, conduct and facilitate customer requirements and proposals.
