Medical mission of the CWMFI a resounding success, says ofcials


TACLOBAN CITY- With the resounding success of their three-day medical mission, the possibility of conducting it again is not remote. So says Father Abraham Palaa, executive director of the Corporal Works of Mercy Foundation Inc. (CWMFI), which spearheaded the activity that ended yesterday. During the three-day medical and dental mission, 3,000 poor people coming from different towns in Leytes first district, to include here in Tacloban, were able to benefit it, says Palaa. It was a successful three-day medical mission and this early, there are now talks to have it again probably by next year, Palaa said. He said that the American doctors who joined the mission were simply happy and proud that they joined the activity separately held at the auditorium of the Holy Infant College and at the Tacloban City Hospital. The executive director of the CWMFI added that despite of the inclement weather prevailing Tacloban for the last days, they were still able to meet their target on the number of individuto page 2

DOH-8 deploys team to conduct probe on spread of chikungunya in Samar town


TACLOBAN CITY The Department of Health (DOH) here in the region has deployed the Regional Prevention and Control Program (RPCP) team to investigate the spread of chikungunya, a mosquito-borne disease that has affected more than 200 individuals in Villareal, Samar. Roderick Boyd Cerro, DOH-8 regional sentinel nurse, said separate teams were also sent to Catarman, Northern Samar and San Juan, Southern Leyte to investigate new cases of the disease that were reported early this week. We are yet to receive official reports coming from Northern Samar and Southern Leyte provincial health offices on the reported spread of the disease in those provinces, Cerro said. About 235 in Barangay Banquil and 28 in Guintarcan Island, both in Villareal town, have been afflicted with chikungunya. The disease was reported by the municipal health office in November, but raised alarm over the quick spread of the disease in December late last year and early this month, Cerro said. Chikungunya, a dengue-like disease has also been reported in Northern Mindanao, Ilocos Region, Cagayan Valley, National Capital Region, Calabarzon, Bicol Region, Western Visayas, Davao Region and Caraga Region. Cerro said chikungunya causes fever and skin rash similar to dengue and mostly affects adults. According to the World Health Organization (WHO), chikungunya is a viral disease spread by mosquitoes that causes fever and sever joint pains. Its symptoms include muscle pain, headache, nausea, fatigue and rashes. Signs and symptoms include an abrupt onset of fever frequently accompanies by joint pain. After the bite of an infected mosquito, illness usually occurs between four to eight days, but can range from two to 12 days. There is no cure for the disease and treatment is focused on relieving the symptoms. Although it is not as deadly as dengue, patients are advised to seek immediate medical help, Cerro said. Chikungunya had been in the Philippines in the 1990s but increase of cases were noted in the last two years. We advise the public to maintain cleanliness of surroundings. The proximity of mosquito breeding sites to human habitation is a significant risk factor for chikungunya, Cerro said. (REYAN

Mangrove-cutting incident in Guiuan turns political


TACLOBAN CITYThe cutting of mangroves incident in Guiuan town, Eastern Samar has turn into a political issue as the two candidates seeking for the lone congressional district of the province both accused each other of exploiting it for political gains. Guiuan town mayor, Annaliza Kwan, accused of illegally cutting of mangroves in one of her villages, said that a politician is obviously behind on the filing of a complaint against her due to this alleged incident. The mangrove- cutting incident resulted for Kwan to be charged before the Office of Environmental Ombudsman. She allegedly gave her order for the project to go on despite of an absence of a permit from the Department of Environment and Natural Resources (DENR). I firmly believe that there is a politician behind this issue. For obvious reasons, this is being done to besmirch my reputation. But my conscience is clear, Kwan, who is now on her third and last term as mayor, said. Kwan, who is seeking for the lone congressional district of Eastern Samar, however, did not name the politician who could be behind on this. Her lone rival on her attempt to join the House of Representatives is the incumbent Rep. Ben Evardone. But Evardone, who is seeking for a possible second term under the Liberal Party, strongly denies the allegation of Kwan saying he has nothing to do with the

issue. She should not put politics on it because it was a clear violation of environmental laws. TACLOBAN CITY A top official of this city government said that contrary to claims of others, there is no adjustment made on taxes but rather increase on the market value of lands. This was clarified by city administrator Tecson John Lim amid furor of increase on taxes pertaining to real properties. He also said that the increase on land valuation made under the administration of Mayor Alfred Romualdez was encouraged by the Bureau of Local Government Finance (BLGF). We were told by BLGF to raise the market value by 200% but we will only implement 25%.

Assessed values of lands of some Leyte municipalities are even higher, Lim added. The BLGF has been reminding local officials to update their local revenue code every five years and revise the schedule of market values once in every three years. It has also encouraged local government units to intensify the collection of locally sourced revenue to reduce its dependence from IRA (internal revenue allotment). The move of the city government to adjust tax imposes to real properties raised negative reactions, particularly by some opposition members of the city council.

But city treasurer Zosima Cordao said that with this move, the city government could generate a higher income for this year. In fact, she said, the adjustment could result to an additional income of about P120 million to the city coffers. The increase of the real properties taxes was mainly due to the enforcement of an ordinance passed by the city council in 2011. Those who will pay their real property taxes this month will avail a 20% discount. That means they would only pay 5% increase this month, Cordao added.

Court hears sides, issues no TRO for Garcia


MANILA (Updated) -- The Court of Appeals (CA) 12th division submitted Thursday for resolution Governor Gwen Garcias petition to stop her sixmonth suspension. No temporary restraining order (TRO) was issued. CA Associate Justice Vicente Veloso, who is assigned to pen the decision, advised Garcia not to make noise anymore and wait for the appellate court to resolve her petition without fanfare. He also said Garcia can recover her back wages if it is later found out that Malacaang gravely abused its authority when it suspended her last month for overstepping the powers of the Office of Vice Governor. Garcia has been suspended by the Office of the President for alleged abuse of authority since December 17 last year. Through her lawyers, she insisted on her right to speedy resolution of the cases, arguing that the Malacanang directive did not observe the required period of investigation and resolution of an administrative complaint. The complaint against Garcia was filed in November 2010 by the late Cebu vice governor Gregorio Sanchez Jr. Certiorari of irreparable injury as it can no longer fully enforce the six-month penalty. He also said that aside from going against the disciplinary power of the President, Garcia is still suspended should the CA 12th division accede to her request to issue a TRO. Govt to implement PPP school projects in EV


TACLOBAN CITY Construction of about 900 school buildings under the governments publicprivate partnership (PPP) framework will start this year in Eastern Visayas, according to the National Economic and Development Authority (NEDA). Rosabella Yu, senior supervising economic development specialist of NEDA-8, said that the infrastructure development committee of the Regional Development Council (RDC) will meet on Jan. 16 to discuss the launch of the PPP schoolhouse building that will benefit about 480,000 schoolchildren. Eastern Visayas is one of the recipients of the Phase II School Infrastructure Project (PSIP II). The project involves the design and construction of classrooms including school furniture and comfort rooms, Yu said. Yu added the project will help the Department of Education (DepEd) to stay right on track towards its goal of closing the classroom gap by end of 2013. About 645 schools in Eastern Visayas have been chosen to benefit from the project. Through PPP, it will allow the government to optimize its resources and except for regular members of the PNP and AFP on duty and in full uniform and members of government agencies who are actually performing law enforcement and/or security functions, Soria added. I lead by example by conforming to the law...., an unlikely reaction to call for total gun ban

he call for total gun ban has nothing to do with how the President regards at his beliefs in owning guns. As President of the Republic, he has the right to own a gun. Such is given for practical reasons. The call stems from several shooting incidents that claimed the lives of innocent citizenry. Deaths that resulted from shootings done inadvertently or advertently by both the irresponsible and lawless elements are enough reasons for change and must spur calls for a stricter review and implementation of gun laws in the country. More importantly, it warrants a strict evaluation on who must be given license to own a gun or weaponry and who must be denied. This is a crucial factor that must be done since statistics of incidents would probably show that those involved in the fatal shootings were either bad elements or

people who regard guns simply as toys, otherwise they would not engage their gun on wild shootings just to meet the New Year. The reaction of the President, I lead by example by conforming to the law.... and both my church and the law recognize my right to self-defense is hardly a good reaction to the call as other people are not entirely like his disposition. He has to realize and accept the fact that those who got involved in such incidents were either irresponsible individuals who find a certain high when firing a gun or corrupt police officers and members of gangs. Renovating drainage during the rainy season


The wet season is here and every time the rains pour, families in lowlying areas are at risk and prone to hazards brought about by flooding. The fear and insecurity these families feel during such situation have escalated when the City experienced heavy rains in March of last year and there were loss of lives and destruction of properties. The opening of the new year has been met with LPAs and ITCZ, compounding the problem on too much precipitation. This lead the government to do double time in mitigating emergency-situations as constant rainfall loosens the soil and result to landslides. It was one of the high-priority projects he wanted to undergo to alleviate peoples lives and safety. It is just sad that some of his nemesis in the legislative council could not appreciate and look at the same direction. Many times all they did was to block attempts of the city government to secure more funds to respond to a more comprehensive program. The proposed law conversely provides grounds on which legal separation or divorce shall be denied such as: (1) When the aggrieved party has condoned the offense or act complained of; (2) Where the aggrieved party has consented to the commission of the offense or act complained of; (3) Where there is connivance between the parties in the commission of the offense or act constituting the ground for legal separation or divorce: (4) Where both parties have given ground for legal separation; (5) Where there is collusion between the parties to obtain the decree of legal separation or divorce; or (6) Where the action is barred by prescription. It should also be noted that even before divorce is introduced, the Philippine legal system has already put in place remedies for couples who could not help but disregard their vow of loving each other in sickness and in health, in richer or poorer, till death do us part. The implementation of RA 9262 (Violence against Women and their Children Act of 2004) adds up to remedies provided under the Family Code of the Philippines, such as Legal Separation, Declaration of Nullity of Marriage and Annulment of Marriage. The VAWC law likewise in protecting the wife from further bodily harm inflicted by the husband is granted the temporary protection order that could ripen into a permanent one. The husband is to stay away from the wife and their common children for a particular distance like 150 meters. This is in effect a separation of the couple from bed and board and love that should have been present at the outset of marriage and

Others still attack it on the moral and psychological aspects, the burden of which falls on the shoulders largely of the common children of divorcing couples, besides the fact that it is an affront to the family values of deeply ingrained in Filipino culture. Calling the recent enactment of landmark legislations that are onesidedly labeled anti-life as propagation of the culture of death, the recent developments in the countrys socio-political landscape is creating a dent in the relationship between the Roman Catholic Church and the national government led by Pres. Noynoy Aquino. Although this divorce bill is not viewed by Malacaang Palace as one that necessitates the stamp-mark of urgency, the Church and her people, individual or in collegial bodies, are in agile stance to make the public aware of the ills of divorce. The pro-divorce advocates leave no stone unturned, as well. Identifying themselves as pro-life Catholics, people who are pushing for divorce claimed this proposed law to be a panacea to the blight that strikes the nucleus of the basic unit of the society. They contended that there is no point of prolonging the agony between the couple if living

under one roof would only cause misery to either or both of them and eventually their offspring. This divorce, they added, is not anyway a freefor-all privilege. This confidence stems from the experiences of Filipino families that show that separation is usually the last resort of many Filipino couples whose marriage has failed. Divorce could actually provide protection to battered women and their children from further violence and abuse. With the predominance of the Catholic faith in the Philippines, the fear that divorce will erode personal values on marriage appears unfounded. The experience of Italy, where the Vatican is located, and Spain, two predominantly Catholic countries which practice divorce, supports this. Those countries have a low rate of divorce. Italy registers a 7% rate while Spain registers 15%. The figures reflect the strong influence of religious beliefs and culture on individuals in deciding to terminate marital relations. Mortal eyes can see only those things that are mortal. For instance, you cannot see your own spirit; therefore, how can you behold its Creator? So also, when we receive the fire of the Spirit of Christ, all the blackness of evil is driven away from our heart and thus we are able to experience Gods presence. DPWH to repair damage bridges in the region


TACLOBAN CITY - The Department of Public Works and Highways (DPWH) here in the region reported that bridges destroyed by past typhoons are to be rehabilitated. Also to undergo some repair works are those bridges that are now in bad condition due to old age, Edgar Tabacan, DPWH assistant regional director, said. Under calendar year 2013 infrastructure program, the DPWH will ensure that the bridges in the region will be cared of, in which 34 identified bridges will undergo a repair, rehabilitation and strengthening program, Tabacon said. These 34 bridges are from Biliran, Bagumbong Bridge; Leytes 1st district, San Juanico Bridge; 2nd district Bosay Bridge, Balagnon Bridge and Libag Bridge; 3rd district, Bawod Bridge, Katmon Bridge, Hacienda Maria Bridge, Manlawaan Bridge, Taping Bridge, Tapunok Bridge and Ul-og Bridge; 5th district are Tagpuan Bridge, Ugkaan Bridge and Ilosig Bridge. In Southern Leyte, DPWH is set to rehabilitate and strength, Agas- agas Bridge, Bugasong Bridge, Kawayan Bridge, Divisoria Bridge and the replacement of the temporary to permanent bridges in Salvacion bridges 1 and 2. Also to be rehabilitated are the following bridges in Northern Samar:Kalab-og Bridge, Lam-og Bridge, Indikita Bridge, Marayanduyon Bridge, Palanit Bridge and San Miguel Bridge; Samar 1st district are Bugtong Bridge, Malaga Bridge, Manok - manok Bridge, Pinya Bridge and Rosales Bridge; 2nd Catbalogan divisoria Bridge, Rawis and Bagacay Bridge. Tabacon further disclosed that this program has already been bid out and ready for implementation this year. However, he admitted that they are still to wait for the statement of allocation release order (SARO). We are ready for the implementation for this program in which this will be immediately implemented upon the receipt of the SARO, he disclosed. DBM conducts FY 2014 budget forum


As the government begins to implement the FY 2013 budget, the Department of Budget and Management (DBM) likewise starts preparing anew the FY 2014 budget. As a kickoff activity of the whole budget preparation process, DBM RO8 will conduct a Regional Budget Forum on January 15, 2012 at DBM RO8 Conference Room, Marasbaras, Tacloban City. DBM Regional Director Imelda C. Laceras stressed the need to attend to the forum of the invited participants for 2014 budget shall be prepared with many breakthroughs in budgeting. As a glimpse to how 2014 budget shall be prepared, Dir. Laceras enunciated that the 2014 budget process shall be undertaken within the context of the General Appropriations Act (GAA) or the budget itself as a budgetary release document. This attempt would make the national budget more transparent and accountable as it would try to eliminate lumpsum funds in agency budget and categorically specify where the funds are intended for. Aside from the discussion of the budget framework, general procedures and specific guidelines for the FY 2014 budget preparation, the forum shall likewise tackle the guidelines on the release of funds for FY 2013. The forum shall be done in two batches, i.e., in the morning of January 15, which shall be attended by heads and Financial M a n a g e me n t O ff ic e r (FMO)/Budget Officers and Accountants of State Universities and Colleges (SUCs), TESDA RO and schools, CHED and DPWH RO and its engineering districts; and in the afternoon of the same d a y, w h i c h s h a l l b e attended likewise by the same representatives of Department of Education RO and Schools Division O ff i c e s , D e p a r t m e n t of Health RO and supervised direct release hospitals, and regional line agencies where budgets are directly handled by the different Bureaus in DBM Central Office like DENR, DA, DSWD, DOLE, DTI, DILG, DOTC and DAR. To sustain citizens participation in the budget process, civil society organizations (CSOs) are urged as well to attend the forum. DPWH-8 save over P230 million last year- Asis


TACLOBAN CITY At least P237.76 million savings was generated by the Department of Public Works and Highways (DPWH) from 2012 projects, the agency yesterday reported. The reports said that 6.29% of the P3.77 billion approved budget contract for the year was saved and will be used for other projects. Regional Director Rolando Asis said that they were able to surpass the P136 million savings recorded a year ago. Mechanisms for competitive and transparent bidding process have been observed. The department has allowed representatives from civil society organizations to observe bidding procedures, he said. Savings refer to the amount realized from projects funded under the DPWH annual infrastructure program as a result of value engineering and competitive bidding processes. Our savings was primarily used for extension and widening of roads, provision of drainage facilities, slope protection works, and installation of directional signs and road safety devices, he added. Of the 327 projects, 311 have been completed as of end of December 2012 despite weather disturbances.
