Adarsh scam: Former IAS officer resigns


MUMBAI, Jan 3: Former IAS officer Subhash Lalla, who allegedly had a role in the Adarsh Housing muddle, today resigned as a member of Maharashtra State Human Rights Commission to become the first bureaucrat to be consumed by the scam. Lalla, whose kin owns a flat in the Adarsh Housing Society in South Mumbai, met Maharashtra Governor K Sankaranarayanan at Raj Bhavan this morning and submitted his resignation from the post. The Governor has accepted Lallas resignation, Raj Bhavan spokesperson said. Lalla, who was secretary in the Chief Ministers Office when the Adarsh Housing Society file was being processed in Mantralaya (state secretariat), is the first bureaucrat to resign for his alleged involvement in the Adarsh scam. Vilasrao Desh-mukh was the chief minister at that time. Ashok Chavan was to forced to quit as Chief Minister in November last year after it was revealed that his kin including late mother-in-law, owned flats in the upscale Adarsh society. Lalla, in his resignation letter, said he had resigned to maintain dignity of the Maharashtra State Human Rights Commission. He said the resignation is voluntary to avoid further embarrassment to the Government or to himself and there is no feeling of guilt or wrongdoing associated with the decision. He said his name had been unfortunately and unfairly linked to the Adarsh scam. Lalla maintained that he had no role or financial involvement in the purchase of flats in the Society. Chief Minister Prithviraj Chavan had earlier declined to comment to reports that the state government had asked former bureaucrats Ramanand Tiwari and Lalla to step down over their alleged role in the housing scam, Chief Secretary was asked to meet the two officers to elicit certain information (on Adarsh scam). I will not comment further, Chavan had said last week. Tiwari, former Urban Development Secretary, is presently the State Information Commissioner. Lalla said membership of his relatives in the Adarsh Society was much prior to his coming to Mantralaya in 2000 which is due to his father, who was a defence personnel. My father late Shaligram Lalla, who worked in Military Engineering Services retired in Kamptee Cantonment in Nagpur district and continued to stay there during his post-retirement period. R C Thakur, the Chief Promoter of Adarsh CoOperative Housing Society was my fathers neighbour. Because of this good social relationship between them, my father was taken as a member of Adarsh CoOperative Housing Society which was originally meant for defence and defence allied personnel and their families, Lalla said.(PTI)

Whereas, the seniority list of Junior Engineer (Mechanical-Degree Holders) was issued on 16.12.2005 vide Government Order No.488-PW(R&B) of 2005 dated 16.12.2005; Whereas, many Junior Engineers (Degree Holders) figuring in the said seniority list have been regularized as Assistant Engineers and some have even retired on superannuation and as such their names are required to be deleted from the seniority list of Junior Engineers (Mechanical-Degree Holders); Whereas, some Diploma Holder Junior Engineers have acquired AMIE Section A&B and under the provision of SRO180 dated 26.05.1997 their seniority have been fixed in the seniority list of Junior Engineer (Mechanical-Degree Holders) under different Government Orders; Whereas, some Junior Engineers (Mechanical-Degree Holders) have been appointed through direct recruitment basis on the recommendations of J&K Services Selection Board and their names are also required to be incorporated in the seniority list of Junior Engineer (Mechanical-Degree Holders); Now, therefore, the tentative seniority list of Junior Engineers (Mechanical-Degree Holders) as it stood on 01.12.2010 has been framed as per Annexure to this order. Members of the service are accordingly directed to file their objections, if any, in the Administrative Department through their respective Heads of Department within a period of 21 days from the date of issuance/publication of this order, failing which it shall be presumed that no body has any objection and the seniority list so framed shall be treated as final. Doctors should work in improving healthcare in rural sector


JAIPUR, Jan 3: Stressing upon the need of improvement of healthcare and infrastructure in rural areas, former President Dr A P J Abdul Kalam today called upon doctors to come forward for development of medical services in this sector. He also suggested doctors to prescribe only needful treatment instead of unnecessary and costly medicines in order to provide relief to common people and avoid side-effects. Delivering his key note address at the Indo-American Health Summit here, Kalam said the benefits of scientific inventions and researches must reach to common people through doctors. Heart diseases, oral cancer, blindness and child care should be given due attention especially in rural areas, he said. Kalam also pointed out towards the need of awareness among people for health care. Though there have been new developments, advanced studies in the field of medial sciences, but still a lot of work has to be done to create awareness among people on healthcare, Kalam said. The three-day summit is being organised here by the Association of American Physicians of India origin (AAPI) in association with the Rajasthan Government. (PTI)

NEW DELHI, Jan 3: Rajiv Takru, Additional Secretary in the Ministry of Information and Broadcasting, was today vested with all powers of the CEO of Prasar Bharti by its board. In a meeting held here, the board resolved that Takru, who is a nominated member of the board, may exercise all such powers and discharge all such functions vested with the Chief Executive Officer until further directions of the board and work continually under the overall direction, control and supervision of the Chair-person, a statement issued here said.(PTI)

Jaswant entrusted with task of improving ties with parties


NEW DELHI, Jan 3: Six months after his expulsion was revoked and he returned to the party-fold, senior BJP leader Jaswant Singh was today entrusted with the task of improving relations with other political parties and winning new allies. BJP national President Nitin Gadkari has entrusted the task of maintaining continuous contact and relation-building with all political parties to Jaswant Singh, MP, the party said in a statement. Singh had not been given any major responsibility after his return to the BJP on June 24, 2010. Senior party leader L K Advani had said he was happy with Singhs comeback and it had brought a sense of relief to him. After the recent spectacular victory in Bihar polls, BJP decided to win over more allies and bring them to the NDA fold and also further strengthen ties with the present alliance partners. Jaswant Singhs role would be work in this direction. Todays decision is also an indicator that Gadkari, who had mooted the plan of bringing back prominent leaders like Jaswant Singh and Uma Bharti, also wants to reinstate them with more responsibilities. The senior BJP leader, a close associate of Atal Bihari Vajpayee, was summarily expelled from BJP at the Shimla Chintan Baithak in August 2009 for his controversial book which praised Pakistan-founder M A Jinnah and held Jawaharlal Nehru and Sardar Patel responsible for partition. Singh, a former External Affairs Minister, is known for his persuasive skills which can prove useful in taking along all allies and convince more parties to join NDA ahead of the 2014 general elections. At present, NDA has only four parties- BJP, JD(U), Shiromani Akali Dal and Shiv Sena. JMM as a partner is confined only to Jharkhand. BJP has renewed contacts with Om Prakash Chautalas INLD, Asom Gana Parishad, AIADMK, TRS and TDP, among others.(PTI)
