1.0 Executive Summary


1.1 INTRODUCTION Macon County is located in the mountains of Western North Carolina (WNC) and is the home of the Nantahala National Forest that consists of approximately forty-six (46)-percent of the county and the Nantahala River that is a destination for many white water recreationalists. Most of Macon County is a natural recreation area covered with trails, forest, mountains, rivers, lakes, and waterfalls. Macon County borders Georgia to the south, Jackson County to the east, Cherokee and Clay County to the west, and Swain County to the north. As of 2010 the population of the county was approximately 34,000, and the county seat is Franklin, North Carolina.

1.2 PURPOSE Alliance Consulting Engineers, Inc. (herein called the Consultant) was commissioned by Macon County to develop a Master Plan for the Parker Meadows Recreational Park. The purpose of this master plan is to consider a site evaluation of the Parker Meadows Property where the park will be located, the citizens of Macon Countys input from a public input meeting held on December 20, 2012 by the Consultant and Macon County Parks and Recreation Department (MCPRD), a description of how the park will be used by the public, a description of the physical needs of the property, a preliminary project cost opinion for the proposed capital improvements within the park, and a preliminary site master plan detailing the location of the proposed park facilities. The residents of Macon County have high expectations of what should

be provided by the public sector to satisfy the needs for recreation in the county that includes a major need for more ball fields. Macon County has not improved a facility of this magnitude in decades. Macon County can use this as support for significant investment in recreation for Macon County, specifically for the Parker Meadows Recreational Park that will supply many different recreational needs. The Parker Meadows Recreational Park in envisioned to be a destination place people will come from miles around to enjoy for many different outdoor activities

including baseball, softball, soccer, walking, jogging, picnicking, and fishing the

Cartoogachaye Creek that borders the western property line. The Park will consist of many different types of recreation facilities including four (4) youth-sized ball fields arranged in a clover leaf design, four (4) adult-sized ball fields arranged in a clover leaf design, batting cage, one multi-purpose field, a nine (9) hole frisbee golf course, multi-purpose hard surface sport court, a paved greenway, an extensive nature trail system, picnic pavilions, playgrounds, splash pad, pond, open space, fishing access to the Cartoogachaye Creek, and canoe/inner tube launch and takeout area on the Cartoogachaye Creek. The park will also include the necessary infrastructure and utilities to support the park.

2.0 Site Analysis


2.1 LOCATION AND LEGAL DESCRIPTION The Parker Meadows Recreational Park site is located in a rural residential and agricultural area in Macon County on a 47.94 acre parcel with Parcel Identification Number (PIN) 6564802513 and with the current address of 1020 Maxwell Home Road in Franklin, Macon County, North Carolina. The property is located at the intersection of Patton Road and Maxwell Home Road off U.S. Highway 64 approximately 4.5 miles west of downtown Franklin. A legal description of the property can be found in Deed Book D-26 at Page 1202-1204 in the Macon County Courthouse Register of Deeds Office. The site is bound on the west by the Cartoogachaye Creek that the property boundary follows. The site is bound by a small tributary to the Cartoogachaye Creek along the entire south property line. The site is bound on the north by Patton Road and on the east by Maxwell Home Road. 2.2 SITE HISTORY Based on information obtained from the North Carolina State Historic Preservation Office (SHPO) and the Tribal Historic Preservation Office (THPO) of the Eastern Band of Cherokee Indians (EBCI) the property was originally most likely inhabited by the Cherokee Indians. The property was later used in the 1940s by the Parker family for agriculture purposes that included pasture and crops such as hay and corn. In the 1990s the property was developed into a nine (9)-hole golf course complete with a driving range, club house, storage facility, and an irrigation

system that was supplied by an on-site pond. In 2005, the property was purchased by Willow Creek Properties, LLC, and planned to be developed as a Recreational Vehicle (R.V.) Park. In 2008 the development of the R.V. Park was started, but was never completed. The property is currently vacant of any activity and has been since 2008. Currently the site is covered with overgrown shrubs, grass, and weeds. There are several gravel drives that enter the property from Maxwell Home Road and Patton Road. The site includes several man-made structures that were originally used when the property was operating as the Parker Meadows Golf Course as well as some improvements that were used during the construction of the R.V. Park. These structures consist of a club house, storage sheds, irrigation pump house, construction trailer, and irrigation control boxes. The structures that will remain on the property and be renovated to be included as part of the proposed recreational park include the old club house located on the southern end of the property near Maxwell Home Road and the irrigation pump house that is located adjacent to the pond on the north end of the property. The existing club house includes an operational septic system and domestic groundwater supply well and pump that will both be utilized if possible. The club house will become the on-site Macon County Parks and Recreation office and will include the addition of a maintenance garage to house the maintenance equipment that will be used for the park.

2.3 SITE CHARECTERISTICS The topography of the Parker Meadows site is gently sloping from the east along Maxwell Home Road to west where it drains to the Cartoogachaye Creek. The site has one area with steep slopes along the north end of the property along Patton Road. The property is located on average approximately 2,100 feet above sea level. The site has a maximum elevation along Patton Road of 2,136 feet above sea level and a minimum elevation along the Cartoogachaye Creek of 2,086 feet above mean sea level. The surrounding rural residential areas outside the parcel boundaries are upgradient of the site with mostly steep slopes. The property includes several jurisdictional waters designated by the U.S. Army Corps of Engineers (USACOE). These include the Cartoogachaye Creek, three (3) small streams, one (1) small pond, and a centrally located wetland. There is also one (1) isolated man-made pond on the property that is not considered jurisdictional waters per the USACOE and the North Carolina Department of Environment and Natural Resources (NCDENR), and will be filled and abandoned. The Cartoogachaye Creek, which is approximately forty (40)-feet wide in many spots, runs along the entire western boundary of the property collecting the three (3) small tributary streams located within the property. One stream is located along the entire south boundary of the property and conveys from where it crosses Maxwell Home Road

flowing northwest to where it drains to the Cartoogachaye Creek. Another stream is located on the north end of the property and conveys from where it crosses under Maxwell Home Road and flows northwest to where it flows into the small pond located below the northern slope off Patton Road. The pond is approximately 0.4 acres in size and is continually fed with fresh water from the stream. The pond includes an outfall pipe that allows overflow to return back the same stream where it drains to the Cartoogachaye Creek. There is a wetland that is approximately 1.7 aces in size, and is located in the central portion of the property. It is drained by a stream that was originally man-made and conveys northwest to the

Cartoogachaye Creek. The wetland and the other jurisdictional waters have been delineated by an environmental consultant, and we are in the process of obtaining a written verification of jurisdictional determination from the USACOE. The Parker Meadows property contains approximately 7.6 acres of floodway on the west side of the property adjacent to the Cartoogachaye Creek. No structures or fill situations are proposed for the floodway. The 100-year and 500-year flood plain transects the property from south to north and includes approximately 27.9 acres of the property. The floodway and flood plain are represented in the attached Exhibit A. The soils on the site are mostly alluvial and a residual product of weathering rock that is presently underlying the site. In general, shallow unconfined surface water movement within the overlying soils is controlled mostly by topographic gradients. However, the rock fracture systems underlying the site control the groundwater as it percolates into the soil. The groundwater

movement may not be consistent with topography, but generally the subsurface groundwater will flow from higher elevations to the lower elevations. Groundwater will typically discharge to streams or other water bodies. Thus, the groundwater is expected to flow northwest beneath the site from Maxwell Home Road toward the Cartoogachaye Creek and may discharge into any of the streams, the wetland, or the ponds located on the site.

3.0 Recreational Needs


3.1 BENEFITS OF RECREATION Municipal Parks and Recreational Centers result in countless benefits to their communities. These benefits include environmental benefits by the introduction of large green space elements to improve stormwater quality, personal benefits such as increased cardiovascular health and self-esteem by maintaining a healthy lifestyle, social benefits for youth and adults to build strong relationships with family and new friends, economic benefits in the attraction of new businesses and tourism with the introduction of pristine recreational facilities. According to the American Planning Association (APA) other benefits can include the following:

Parks are one of the quickest and most effective ways to build a sense of community and improve the quality of life.

Green spaces are gathering places where people

can form social ties that produce stronger, safer communities.

Community Parks engage children in informal, experiential learning through play and shared experiences, with peers, laying the foundation for effective formal education and providing valuable resources for closing the educational gap in communities.

Parks provide people contact with nature, known to confer certain health benefits and enhance well-being and provide physical activity opportunities that help to increase fitness and reduce obesity.

Communities need to provide all types of parks to provide their various citizen groups with a range of health benefits.

Parks provide sites for special events, festivals, and sports tournaments that can attract tourists and be sources of economic benefits for smaller cities.

According to the National Recreation and Parks Association Air Quality Effects of Urban Trees and Parks produced in 2010 by D. Nowak and G. Heisler, It is estimated that U.S. urban park trees alone remove 75,000 tons of air pollutants annually. This translates into an economic benefit of $500 million each year.

3.2 PUBLIC INPUT Macon County Parks and Recreation

Department continues to face the challenges of a rapidly growing and dispersed population coupled with currently inadequate amounts of ball fields for the community to use. The lack of fields for baseball and softball practice and games causes adult and youth teams to play late into the evenings on school and work days. MCPRD and the Consultant organized and coordinated a Public Input

Meeting at the Macon County Community Facilities Building in Franklin, North Carolina on December 20, 2012. The meeting was scheduled in order to allow the Macon County Community to comment on the planning and understand the progress of the proposed Parker Meadows Recreational Park Master Plan. This Public Input Meeting was intended to be for informational purposes only. More than sixty (66) community members and interested public attended the meeting as can be seen on the attached sign-in sheet as Exhibit B. The Consultant and members of the MCPRD staff answered questions from individuals as they studied the many Preliminary Master Plan Site Layout Maps that were placed around the room. Members of the community were encouraged to complete a Parker Meadows Recreational Park Master Plan Participation and Preference Survey, as well as add any comments they may have about the Preliminary Site Layout. The comments recorded at the Public Input Meeting can be seen in the attached Parker Meadows Recreational Park Comments/Ideas sheet as Exhibit C. Of the fifty-one (51) comments received at the meeting, forty-two (42) comments were in support of the project, and thirty (30) of the positive comments expressed the need for more ball fields and/or the need for more recreation facilities in the county. Approximately nine (9) of the comments were related to concerns about the Parker Meadows Recreational Park that included issues such as traffic, noise, lighting, curfew, construction noise, and eliminating the access road entrance on Maxwell Home Road. The Consultant and the MCPRD Director gave a presentation explaining the history of the project, proposed plans for the park, and information about the progress of the due diligence that had occurred for the property. After the presentation was completed a question and answer session was conducted, which allowed many of the concerns that were on the comments sheets to

be expressed. Many of the community members that had concerns at the beginning of the meeting felt much better about the proposed development after getting their questions answered. 3.3 REALTIONSHIP OF EXISTING VS. PROPOSED RECREATIONAL FACILITIES In 2005, Macon County developed an initial Comprehensive Recreation Master Plan to assist the county in developing parks and recreational areas throughout Macon County to meet the needs of the community. During the

development of the Comprehensive Recreation Master Plan, one hundred and eighty-seven (187) Recreation Participation and Preference Surveys were completed by residents of Macon County. The majority of residents that completed a survey ranged between the ages of thirty-one (31) and forty-five (45) years. Detailed information from these surveys can be reviewed in the Macon County Recreation Master Plan. As can be seen on page sixteen (16) of the Master Plan, many survey participants stated they hope to have more ball fields and open space areas for practice and games of traditional active sports (baseball, football, soccer). MCPRD staff was also asked for input on what recreational facilities they believed were needed for the residents of Macon County. The summary of the opinions from the staff can be seen on page seventeen (17) of the Recreation Master Plan that includes the opinion that an increase in the number of regulation fields is needed in the county. As the participation in recreational activities grows in Macon County due to population growth and popularity of sports, the need for more ball fields in the county has become an ongoing necessity. This growth over the last couple of decades has caused scheduling

conflicts for ball fields and the need for more practice and game time on ball fields in the county. The county currently has approximately eight (8) ball fields ranging in size from youth to adult. The limited number of these types of facilities causes issues such as fields having no chance for rest with little time to refurbish or even maintain the fields. Most fields are being used four (4) to six (6) days a week, requiring some practices and games to be played well into the night. The MCPRD Director has been searching for a potential property in the county to accommodate more baseball and softball fields for youth and adults for many years. The Parker Meadows Master Plan proposes to add four (4) adult ball fields and four (4) youth ball fields to the counties ball field inventory. This will greatly alleviate some of the scheduling conflicts for games and practice time for softball and baseball. The addition of the two (2) clover leaf style ball field clusters, each including four (4) fields, will also allow the county to invite adult and youth programs from around the area to host tournaments on the weekends. This will provide a positive economic impact to the county as many tournaments will bring hundreds of individuals to the area for an entire weekend. We feel the addition of the Parker Meadows Recreational Park will fulfill many needs of the county for ball fields, open space, and many other recreational needs of the county.

4.0 Program Description


4.1 PURPOSE The Parker Meadows Recreational Park will be a destination place for many families and sports enthusiasts alike. The Park will consist of recreational facilities that will provide interests for a broad range of people of all ages ranging from children to senior citizens. Families or individuals will be able to enjoy the park for active sports such as baseball, softball, basketball, lacrosse, and soccer; wellness sports such as walking, jogging, hiking, biking, roller blading, frisbee golf, pickleball, bocce ball, and croquet; and nature loving sports such as canoeing, inner tubing, fishing, nature walking, wildlife observation, and picnicking. The park will be designed to meet the interests and needs of many community activists. The Parker Meadows Recreational Park will be a great asset to Macon County and its community. Parks and recreational facilities make communities desirable places to live, work, play, and visit, thereby contributing to the wellness and ongoing economic vitality of communities and businesses throughout the county. Parks, greenways, and open spaces are critical components to protecting and preserving our natural environment as well as improving wellness and health for those that enjoy them. The park will be designed to offer residents of Macon County and surrounding counties many different benefits that include social, personal, environmental and economic

benefits. Some social benefits will include meeting new people, interaction of adults and children, interacting with large groups, and community awareness. Personal benefits will include such things as health and wellness, fitness and conditioning, entertainment and having fun, learning and education, and relaxation. The environmental benefits will consist of breathing fresh air, being a part of nature, protecting the natural environment, and simply being outdoors. A few economic benefits will include attracting tourists, attracting industry and business to the area, and bringing large groups of people to Macon County for multiple days by hosting baseball and softball tournaments. 4.2 PHYSICAL NEEDS OF THE PROPERTY The Parker Meadows Recreational Park property is located in a rural residential and agricultural area on a 47.94 acre parcel in Macon County, North Carolina. The property is located at the intersection of Patton Road and Maxwell Home Road off U.S. Highway 64. Macon County will have to purchase the property from a private land owner. Currently, Macon County is under contract with an offer to purchase the property. If Macon County does not purchase the property it is likely that it will go into foreclosure, at which time it will be sold on the County Courthouse steps where it could be sold to a private developer. If a private developer is able to acquire the property, it could be developed into many different things that might not be conducive to the surrounding community.

The Parker Meadows property is relatively flat with a an average approximate slope of two (2)-percent across the property falling from Maxwell Home Road northwest to the Cartoogachaye Creek. Currently the property is covered with overgrown weeds and grass, and contains clusters of trees spread around the property that were in place to assist in defining the old Parker Meadows Golf Course fairways. The property also includes several jurisdictional waters such as a wetland, streams, and the Cartoogachaye Creek, which will all be used as discharge locations for the post-development

stormwater runoff. The proposed development of the park has been designed to save the natural tree clusters where possible, and maintain and enhance the existing natural pre-development hydrology of the watershed where possible by implementing Low Impact

Development (LID) design standards. All of the recreational facilities proposed for the park will be new construction since the property is currently vacant of these facilities. The facilities will be complete with lighting throughout the park to accommodate evening recreation and play. The recreation facilities will also include ADA accessibility for the ballfields, paved greenway, playground, and the picnic pavilion with bathrooms located on the west side of the park. The Park will consist of many different types of recreation facilities including four (4) youth-sized ball fields for baseball and softball ranging from one hundred ninety (190)-feet to two hundred and fifty (250)-feet, four (4) adult-sized ball fields for baseball and softball ranging from two hundred ninety (290)-feet to three hundred (300)-feet, a batting cage with three (3)

lanes, one two hundred and forty (240)-foot multi-purpose field for soccer, lacrosse, or open field play, a nine (9) hole frisbee golf course, a full size multi-purpose hard surface court for such things as basketball and pickleball, an eight (8)foot wide paved greenway around the adult ballfields, an extensive nature trail system around the perimeter and interior of the park, a covered picnic pavilion with bathrooms and picnic tables on the west side of the park, two (2) covered picnic pavilions with picnic tables on the northeast and southwest side of the park, playgrounds, a splash pad, a pond, open space, fishing accesses to the Cartoogachaye Creek, and canoe/inner tube launch and takeout area on the upstream and downstream side of the Cartoogachaye Creek. The ballfields will be constructed to include lighting, bleachers, dugouts, perimeter fencing, and backstop fencing. Each ball field clover leaf will also include a concession/announcers box structure to support the fields during games and tournaments. The concession areas will include food services that does not require a grease trap. The Parker Meadows Recreational Park property includes an existing stick built structure that was originally used as a club house for the old golf course, which will be renovated to become the MCPRD on-site administrative office. A storage shed/garage will be built next to the existing structure to house all the maintenance equipment that will be required to maintain the site after it has been developed. Other structures that will be constructed on the site for the park will include two (2) approximately twelve hundred (1200)-square foot, two (2) story concessions/announcers box complete with bathrooms for each clover leaf, a picnic pavilion on

the west side of the property that will include bathrooms, and two (2) other picnic pavilions without bathrooms at each end of the park. All of these structures are designed to be outside of the floodway, and only the pavilion with bathrooms on the west side of the site will be in the flood plain. The old club house structure includes an existing twelve (12) gallon per minute groundwater well for potable water service and septic system that will both be utilized for the new development. The existing well will be upgraded to also accommodate the concessions/announcers box with bathrooms for the adult fields, and the pavilion with the bathrooms that will be located on the west side of the property. The concessions/announcers box for the adult fields will use a gravity wastewater system to convey flows to a duplex grinder pump station that will be located near the picnic pavilion with bathrooms. This pump station will use a force main to convey the wastewater to the approved septic field that will be located on the slope near the intersection of Maxwell Home Road and Patton Road, which can be seen in Exhibit A. The concessions/announcers box with bathrooms for the youth fields will require a new groundwater well to be constructed to supply the structure with domestic potable water service. It will also include a gravity wastewater system to convey flows to a duplex grinder pump station that will be located on the outside perimeter of the youth fields. The pump station will also use a force main to convey the wastewater to the approved and permitted septic field located on the slope near the intersection of Maxwell Home Road and Patton Road.

A twenty-four (24)-foot wide access road with a tar and chat all weather surface will be constructed for the park that will enter the site on the north side off Patton Road and continue thru the site to access the recreational facilities and the needed parking lots. The access road is also planned to include an emergency ingress/egress access off Maxwell Home Road that will include emergency breakaway bollards. The parking lots are strategically located throughout the park to allow easy access to different areas of the park and will also use the tar and chat all weather surfaces for construction. Both the access road and the parking lots will not use curb and gutter to allow for stormwater runoff to be collected using bio-swales and roadside ditches. LID is an approach to land development that works with nature to manage stormwater as close to its source as possible. The stormwater facilities for the park are planned to utilize LID principles such as preserving and recreating natural landscape features, and minimizing effective imperviousness to create functional and appealing site drainage that treat stormwater as a resource rather than a waste product. There are many practices that will used to adhere to these principles such as bio-swales, bio-retention facilities, constructed wetlands, and rain gardens. By implementing these LID principles and practices, stormwater can be managed in a way that reduces the impact of built areas and promotes the natural movement of water within an ecosystem or watershed.
