1 Annexure-III : TECHNICAL SPECIFICATION OF ELECTRICAL CONTROL AND RELAY PANEL: 1.

000 GENERAL CONDITIONS OF CONTRACT The attached general conditions of contract form a part of the specification and shall govern the purchase of the equipment and services specified herein. The offer is required to be backed by proven design and satisfactory service in operation. 2.000 SCOPE Supply: The scope of supply includes design, manufacture, assembly, testing at manufacturers works, supply and delivery For DTPS of complete set of duplex type control and relay panels for 25 MVA, 132KV / 25 KV single-phase Traction power transformers specified in Sl. No. 3.000 to be installed at DTPS Sub-Station. The Control and relay panels shall be complete with wiring, meters, relays, control, switches, indicating lamps, annunciators and other equipment as specified herein after suitably packed for Road transport as required and delivered at Sub-Station site. Works: Commissioning Assistance shall be required by the Bidders Engineer for a period of Maxm. 5(five) days. Bidder should quote their rate for Commissioning Assistance on per Manday basis, as indicated in the Price bid format. 3.000 EQUIPMENT: The above panel will have name-plates at the top of each section both on front and back-side designating the circuit, section of painted mimic diagram on front panel, symbols equipment labels, fuses, fuse holders, terminal blocks, carriers for cable terminals, safety earthing connections, cubicle heater, thermostat, cubicle lighting in each section (both rear and front) and 15/5 amp (combined) 3 pin plug & socket in front panel and also ICTs & IVTS wherever applicable. Saturated core ICTs as might be required in metering circuit are to be provided at no additional cost. Any other equipment/material required for implementation of the finally approved scheme. SPARES a) A list of spares recommended by the tenderer for three (3) years operation shall be submitted along with the tender. Item wise unit prices of all the spares shall be quoted in the price bid as optional items.

5.00.0 DETAILED DESCRIPTION OF EQUIPMENT 5.01.0 SWITCHES 5.01.01 The control switches shall be of rotary, back connected type, having cam operated contact mechanism. The contact shall be from silver to silver. Transparent noninflammable cover of moulded dielectric material shall protect contact mechanism stages. The number way indicated is approximate one and will be finalised after detailed design keeping sufficient spare (at best 20%). 5.01.02 Circuit breaker control switches shall be three position pistol type having "ON and OFF" momentary operations and automatic neutral return to normal release position. Red and Green escutcheon plates shall be provided to indicate ON and OFF" operations of the switch even when the handle has returned to the normal position after the operation has been carried out. The control springs shall be strong enough to prevent any inadvertent operation due to light touch. The switches would be provided with lost motion and sequence device. The no. of ways shall be at least twelve. 5.01.03 Isolator control switches shall be of Pistol grip type control switch type 3 position with spring return to neutral and lost motion device. Number of ways shall be at least with 20% spare contacts of each type. The escutcheon plates shall be provided similar to that of circuit breaker. 5.01.04 Permissive switches, Ammeter phase selection switches, Auto-reclose, Cut-off switches, Carrier cut off switch, P.T. selection switch shall be of oval head, stay put type. 5.01.05 The protection transfer switches shall be stay put ganged type with 20% spare contacts but at least 24 ways spade handled (lockable). Key to be dis-engaged only in normal position. 5.01.06 The synchronising switches (lockable) shall be stay put with oval head. 5.01.07 The Ammeter phase selector switches shall be so designed that the C.T. circuits are not open circuited during operation. 5.01.08 The rating of all switches shall not be less than 10 amps continuous and 150 amps momentary direct current. 5.02.00 INDICATING LAMP & FUSES 5.02.01 Switch board purpose built in resistor type lamps (LED) low Watt consumption suitable for connection to 250 + 10% volt D.C. Supply shall be used. 5.02.02 LED's shall be provided with screwed translucent lamp Covers ; to defused light color according to the following Scheme and shall be unbreakable, moulded from heat Resisting translucent fast color material and provided with Chromium plated bezels.

Color of lenses for other functions would be indicated during detailed design stage. 5.02.04 The fuses shall be of high rupturing capacity type and graded to suit protection of control circuits. The fuse carriers and bases shall have imprints of fuse rating, voltage and the purpose of use. Fuses in the potential transformer circuit shall be provided with phase circuit labels also. 5.03.00 MIMIC DIAGRAMS 5.03.01 10 mm wide mimic diagram shall be painted as per scheme below on the front panel to represent the single line arrangement of the system equipment. 132 KV Signal Red to shade 537 of IS : 5-1961. 25 KV Golden Yellow to shade 356 of IS : 5-1961 Earth Black 5.03.02 5.03.03 The mimic diagram shall incorporate red and green lamp indication for indicating the 'Closed' & 'Open' position of the isolators. Circuit breaker control switches shall be incorporated in the Mimic diagram to represent the relevant circuit breakers. Breaker position indication shall be by means of indication Lamps red, green and amber for close, open and auto trip Isolator control switches shall be incorporated in the mimic diagrams to represent isolators.

INDICATING AND RECORDING INSTRUMENTS Instruments shall be of the switchboard type, back connected suitable for semiflush mounting and provided with dust tight cases for tropical use with dull black enamel finish. All fixing screws, nuts and threaded parts shall be designed with Indian Standards. The dials shall be made of such material as to ensure freedom from fading, discoloring etc. during the life of the instruments. Making of scales shall be in Black on white background.

5.04.02 Spring controlled instrument shall be provided with front of board zero adjuster capable of being safely handled with the instruments are in service. All instruments shall have a practicable laboratory means of adjustment of accuracy. The limits of error shall be those permissible for industrial grade instruments of switchboard type. The calibration of the Instrument shall function satisfactory when mounted on steel panels or alternatively, magnetically shielded instruments shall be used. Instrument shall be capable of being, operated continuously at any temperature for 0-500C. The instruments shall be capable of withstanding the effect of shock vibration and humidity. All instruments shall be subjected to dielectric test of 2000V RMS to ground for one minute as per relevant ISS/BSS. 5.04.03 The scale for Meters & recorders have been tentatively indicated which would be finalised after detailed engineering. 5.05.00 RELAYS All relays shall be back connected type semi flush mounting dust tight and preferably in dull black enamel finish. Front panel of the relay shall be covered with transparent dust tight glass/acrylic covers. Test blocks for secondary injection test shall be incorporated in the relay. Flag type operating indicators reset devices suitable for operation from the front of the relay case without opening the cover shall be provided. The relays shall comply in all respect the requirements; of IS-3213-1965 or equivalent standards and shall be suitable for operation under the climatic condition specified. The Current coils shall be rated for a continuous current of 5A depending on relevant CT Secondary current and the voltage coil for 63.5 V normal. The contacts of the relays shall be silvered and precaution shall be taken to prevent or minimise damage due to arcs, which have to be successfully broken against 250 Volts D.C. When open, the contacts shall withstand voltage of 115% of the normal circuit voltage. The lockout relay shall have hand reset type contacts along with self-cut off contact. It shall have sufficient number of contacts to provide interlock in closing circuit (HV & LV breakers) in addition to providing tripping and alarm signals for HV breaker, HV bus coupler and LV side breaker. Spare contact shall be provided for future use. All protective relays, alarm relays & auxiliary and timers except the lock out relays and interlocking relays specified shall be provided with self-reset type contacts. Flag type/LED type operation indicators with flag indicator reset devices suitable for operation from the front of the relay case with out opening the cover, shall be provided. All protective relays and alarm relays small be provided with at least two extra isolated pair of contacts wired to terminals exclusively for Purchaser's use. The auxiliary relay shall be designed for continuous operation at 250 V DC as required for different station as per Cl no: 07.04.02 and shall withstand 110% rated voltage continuously. This shall also be suitable for satisfactory operation at 80% of rated Voltage

6 5.05.08 5.05.09 The relays must be suitable for protective scheme described cl no: 8. the tenderers shall submit along with the tender detailed operational sequence, relay characteristics, circuit diagrams and descriptive literatures. All vital protective relays of numerical type like Transformer differential protection relay shall invariably be free form the influence of any electrical interference signal form either AC or DC source. Whenever numerical or solid state relays are used the following requirements shall be met with : a) Necessary hardware (Cables, adapters, etc) and software for communication between relay and PC /laptop computer. b) The relay shall have remote communication facility as per IEC 870-5-103 protocol c) All relays shall be designed for satisfactory performance under tropical and humid conditions as specified. Special mention shall be made in the technical deviations schedule of the bid for those relays, if any, that bidder proposes to use which differ from specified requirements. d) All devices required for correct operation of each relay, shall he provided by contractor without any extra cost. 5.06.00 ANNUNCIATION SYSTEM (STATIC) Static type alarm annunciation system shall be provided in each control board by means of visual and audible alarm in order to draw the attention of the operator to the abnormal operating conditions or the operation of some protective devices. The annunciation equipment shall be suitable for operation on the voltages specified. The details of inscriptions for the window block for different panels will be intimated at the time of approval of drawings The annunciation shall be of visual and audible type. The visual annunciation shall be provided by annunciation facia mounted flush on the top of the control panels. The audible alarm shall be provided by alarm buzzer or bell. Separate bells/buzzer with different shall be provided for 132 KV and 25 KV sides. The annunciation facia shall be provided with translucent plastic window for alarm point with minimum size of 35 mm x 50 mm. The facia plates shall be engraved in black lettering with respective inscription, which will be approved by the Purchaser. Alarm inscriptions shall be engraved on each window in not more than three lines and size of the lettering shall not be less than 5 mm. At the existing substation' control rooms, annunciation scheme shall be engineered as an extension to the existing scheme. Each annunciation window shall be provided with LEDS in parallel to provide safety against lamp failure. Long life LED shall be used. The lamp circuit shall include series resistor of adequate rating. The cover plate of the facia windows shall be flush with the panel and shall be capable of easy removal to facilitate replacement of LED. The transparency of cover plates and wattage of the lamps provided in the facia windows shall be adequate to ensure clear visibility of the inscriptions in the control room having high illumination intensity (500 Lux), from the location of the Operator's desk. TRIP AND NONTRIP facia shall be differentiated. ALL TRIP facia shall have red color and all NONTRIP facia shall have white color.

Visual and audible annunciation for the failure of DC supply to the annunciation system shall also be provided and this annunciation shall operate on 230 Volts AC supply with separate fuses. On failure of the power supply to the annunciation system for more than 2 or 3 secs. (Adjustable setting) a facia shall light up and a bell shall sound. A separate push button shall be provided for the cancellation of this audible alarm alone but the facia window shall remain steadily lighted till the supply to the annunciation system is restored. The sound of the audible alarm (bell horn) provided for this annunciation shall be different from the audible alarm provided for the annunciation system. A separate voltage check relay shall be provided to monitor the failure of AC supply (230 V AC ) to the scheme mentioned in the above Clause. If the failure of supply exists for more than 2 or 3 secs. this relay shall initiate visual and audible annunciation (bell/horn) which shall have distinctly separate tone than that of D.C. fail. The annunciation system described above shall meet the following additional requirements : a) The annunciation system shall be capable of cater to at least 30 simultaneous signals at a time. b) One self-resetting push button shall be provided on each panel for testing the facia window lamps. Push buttons for. Testing flasher and audible alarm circuit of annunciation system and for testing the annunciation supply failure monitoring circuit shall also be provided. These testing circuits shall be so connected that which test is being done it shall not prevent the registering of any new annunciation that may land during the test. c) One set each of the following push buttons shall be provided on each panel as shown in the front view drawing : i) Reset push button for annunciation system. ii) Accept push for annunciation system. d) The annunciation shall be repetitive type and shall be capable of registering the fleeting signal. Minimum duration of the fleeting signal registered by the system shall be 15 milli secs. e) Auxiliary relay for annunciation system shall have adequate auxiliary potential free contacts for use in event logger.

8 f) The annunciation shall be suitable for operation with normally open fault contacts, which close on fault. For fault contacts, which open on a fault, it shall be possible at site to change annunciators from "close to fault" to "open to fault" and vice versa. g) Special precaution shall be taken by Contractor to ensure that spurious alarm condition does not appear due to influence of external electromagnetic / electro-static interference on the annunciator wiring and switching disturbances from the neighboring circuits within the panels. h) The annunciation system to be supplied for existing sub-stations has to be matched with the existing scheme in coordination with the Purchaser during detail engineering stage. 5.07.00 5.07.01 5.07.02 TEST BLOCK The test plugs shall be back connected semi flush mounting with contacts rated at 10 amps. Continuous current and 150 amps. Momentary at 250 V D.C . The necessary test plugs shall be provided with the devices for testing relays by secondary injection and checking meters with sub-standard instruments with out open circuiting the current transformer secondary any time during the process. The potential testing stud shall be housed in low recess and free from accidental shortcircuit across stud. Test plug covers shall be removable from front of panels board and provided with suitable lead sealing arrangement. SWITCH BOARDS PANEL CONSTRUCTION 6.01.01 The switchyard control room panels shall be of the vertical front sheet metal enclosed. Duplex, (corridor type) for indoor use. Each duplex panel assembly shall be built in back to back formation with a mid-way access corridor provided with a ceiling cover at its top and hinged access doors at both ends. 6.01.02 The complete duplex type panel shall be approximately 2300 mm high and approximately 1525 mm deep (measured rear to front face) with 700 / 800 mm corridor. However, the above dimension may vary to match with the existing panels or for any other designed requirement and will be finalised at the time of detailed engineering. No extra cost will be entertained for any change of above dimensions. It shall have concealed hinges and swing of full opening of not less than 150 off its closed position. The bottom of the panel frame shall have a 76 mm high toe space all round and shall be suitable for erecting flash on a concrete floor by it by securing it by means of evenly spaced grout bolts projection through base channel iron members of the frame. Panels shall be self-supporting and inherent structural constructions shall be inconspicuous and concealed to the extent possible. The minimum thickness of the steel plate would be 10 SWG for load bearing members and 14 SWG for other sections. 6.01.03 The complete switchboard shall be vermin proof and suitable for tropical climate. Holes and extension windows shall be covered with wire-mesh from inside and access doors lined with compressible lines at the edges. The enclosure shall have a degree of protection not less than IP - 31 6.01.04 All control and supply cables will be laid in distributing trenches running under the control panel. Necessary drawing showing cable entry positions and foundation bolt locations shall have to be supplied by the successful tenderers. The control panels shall be supplied complete with channel base grouting bolts, nuts, washers etc.

9 6.01.05 A suitable rust resisting primer shall be applied on the interior and exterior surfaces of the steel after removing rust, grease, scale etc. An undercoat to serve as base binder for the finishing coat shall be provided. Polished cellulose enamel color (specified hereinafter) to be evenly spread on the inside and outside surface. A small quantity of finishing paint shall be supplied for minor touching, if required. At site. Color of the panel shall be as under: Exterior - Stoved enamel light grey to shade 631 of IS 5. Interior - Stove enamel white. 6.01.06 The panel shall be complete with all instruments and relays. Wire trough, wiring supports, interior lights, device wiring terminal blocks etc. 6.01.07 All instruments, switches, meters, indicating lamp, Mimic buses schematic control and relay scheme with TB details shall be mounted on the back 6.02.00 SMALL WIRING All wiring shall be switchboard type, single core multi-conductor (minimum 3 strands) annealed copper wires insulated with polyvinyl chloride suitable for tropical regions against hot and moist climate. The wires shall be flame proof and verminproof. Rubber insulated wiring will not be accepted. The wiring shall be of 660 V grade and the sizes for different circuits shall not be less than those specified below: a) Metering and relaying circuits connected To current transformers - 4.0 mm2 Copper. - 2.5 mm2 Copper. The control wire shall be arranged flat and cleated. Control wiring arranged in bunches shall be avoided to the extent possible. All wiring interconnecting the front cubicles with the rear cubicles of the duplex type switchboard over the access corridor shall be wired in gutters held against the ceiling of the corridor by means of screws.

10 6.02.05 6.02.06 Wiring connected to the space heaters in the cubicle shall have porcelain-beaded insulation over a safe length from the heater terminals. Each wire shall be continuous from end to end and shall not have any joint in its run. Individual wires shall be connected only at the connection terminals of the terminal blocks, meters, relays, instruments and other switchboard devices. End of the wires shall be made up with suitable cables lugs. Terminals shall also be provided with numbered and colored ferrules (duplicate ferrules where a change of number in necessary) and shall be connected to ; studs etc. with lock nut and washers. Connection to terminals etc. shall be at right angle to the stud axis. Nuts washers bolts, screws and unnumbered colored ferrules be supplied extra to the extent of 10% of the quantities actually used on the switchboard. For relays, which requires special lugs for connection shall be crimped as required and 100% spare lugs along with two numbers crimping tools shall be supplied.

TERMINAL BLOCKS, CONNECTORS, CONTROL CABLES AND CABLES GLANDS Terminal block connectors of vertical pillar type built from cells of moulded dielectric and tinned brass stud inserts shall be provided for terminating the outgoing ends of the cubicle wiring and corresponding incoming tail ends of the control cables. Terminals block for current transformers and Voltage transformer secondary load shall be provided with test links and isolating facilities. Current transformer secondary leads shall be provided with short-circuiting and earthing facilities. Each terminal block shall be provided with a wire-marking strip and shall be shrouded by easily removable shrouds moulded of transparent di-electric material. Provision shall be made on each pillar for holding 20% extra connections both for incoming and outgoing. The terminal blocks shall be suitable for 660 V ; 10 A rating. 6.03.02 Sufficient space for receiving the control cables inside the switchboard at the bottom of the cubicles and mounting arrangement for the terminal cable glands shall be provided. The purchaser will supply control cables and cable glands. SPACE HEATERS Tubular space heaters suitable for operation of 240 V 10% 50 c/s A.C. supply complete with switches located at convenient position shall be provided in each panel at the bottom of the cubicle to prevent condensation of moisture. The watt loss per unit surface of the heaters shall be low enough to keep surface temperature well below visible heat.

SWITCH BOARD INTERNAL ILLUMINATING LIGHT Door operated button switch for control of the internal lighting shall be provided on both entrance of the switchboard corridor in addition to cubicle illuminating lamp with switch in each section. One 15/5 Amp. Single-phase A.C. 3 pin socket plug outlet shall be provided at a convenient point on each panel.

7.00.00 SYSTEM DESCRIPTION 7.01.00 GENERAL Single line diagram of protection and metering scheme is enclosed. 7.02.00 132 KV & 25 KV SYSTEM The 132 KV system is three phase system solidly earthed at neutral points of all corresponding winding of 3 phase transformer.. One of the two terminals of the 25 KV single-phase systems will be connected to the track overhead feeders through 25 KV common bus for feeding locomotives; where as the other terminal will be solidly grounded at rail tracks.

7.03.00 VECTOR ROTATION The system frequency is 50 cycles/sec. The unit vectors of the 3 phases rotate in the anticlock-wise sense in the following order. Red - Yellow - Blue - Red. 7.04.00 AUXILIARY POWER SUPPLY The A.C. supply to the auxiliary will be 3 phase, 4 wire grounded neutral, 50 cycles/sec + 3 %, 400/230 Volts +10% at the terminal of the equipment. All heaters, illuminating lamps and accessories shall be suitable for the A.C. supply. The D.C. supply voltage from the station battery would be 250 V + 10 % D.C. 16 8.02.00 PROTECTION TRANSFER The layout envisages provision of no C.T. in Bus coupler since the C.T. s proposed to located on the incoming side of the bays, 132 KV switchyard and this feature necessitates the diversion of all protective commands to the bus coupler breaker through the protection transfer switch in the event of transfer of a feeder. During transition, it should supervise both the breakers. Necessary mechanical interlock (key operated) should be provided so as allow the diversion of one feeder to Bus Coupler at a time.

TRIPPING RELAY High Speed Tripping Relay shall be instantaneous (operating time not to exceed 10 mili-seconds) and shall reset within 20 mili-seconds. It shall be D.C. operated and have adequate contacts to meet the requirement of scheme, other function like auto reclose - relay, LBB relay as well as cater to associated equipment like event logger, disturbance recorder, fault Locator etc. It shall be provided with operation indications for each element coil.

Trip Circuit Supervision Relay The relay shall be capable of monitoring the healthiness of each 'phase' trip-coils and associated circuit of circuit breaker during 'ON' and 'OFF' conditions. The relay shall have adequate contacts for providing connection to alarm and event logger. The relay shall have time delay on drop-off not less than 200 mili-seconds and be provided with operation indications for each phase.

D.C. SUPPLY SUPERVISION RELAY The relay shall be capable of monitoring the failure of D.C. supply to which, it is connected. It shall have adequate potential free contacts to meet the scheme requirement. The relay shall have a 'time delay on drop-off' of not less than 100 mili-seconds and be provided with operation indicator / flag.

METERING: Scope of metering for single-phase load (from HV side CT of two no 132/25 KV transformer and HV side PT) for a single consumer by using summation CT (5+5/5) and a single set of tariff metering equipment (not in the scope of supply) shall be kept in the panel. Provision of required space for tariff meter, sufficient no of terminal block, TTB, in the panel for the metering scheme shall be considered in the scope of supply.

Routine and Acceptance test as per relevant BSS/ISS/IEC shall be carried out on the complete panel in the presence of purchaser's representative, if so desired by the purchaser. All test reports shall be submitted for dispatch clearance. For brought out items respective manufacturers test and warranty certificate are to be furnished during pre-dispatch inspection. Name and identity Plates

8.10.01 All instruments, relays and other electrical devices mounted on the control panel shall be provided with name plates bearing the manufacturer's name serial number and the electrical rating data. 8.10.02 Ten (10) mm wide plastic plates bearing suitable identification marks shall be fixed in the interior of the switchboard, at the test blocks, at the fuse blocks and at the cable terminals. Similar plates shall be fixed to indicate functions of control switches, push buttons, indicating lamps and other equipment not incorporated in the mimic diagram etc. Suitable identification marks shall be provided for relays and other instruments. 8.10.03 Fifty (50) mm brass or plastic plates bearing respective circuit designation (which will be furnished later) etched in 30 mm letters and mounted suitably on the top of the front side and back side of each panel shall be supplied and fixed in such a way that these can be removed and refitted when desired. 8.11.00 8.11.01 Safety Earthing Current free metallic parts or metallic bodies of equipment shall be earthed with soft drawn single conductor bare copper. Tail connection shall have minimum area of 16 sq. mm and main connection 60 sq. mm. These wires shall be connected by Ross-Courtney terminals and clamp junctions. soldered connections shall not be employed. The neutral point of star connected LV winding of instrument transformers, and one corner of the delta/open delta connected LV side of instrument transformers shall be similarly earthed by tail connected with the main earth wire of the switchboard earthing system. Multiple earthing of any instrument transformer circuit shall be avoided.

Contract drawings & literature In the event of an order materializing, the contractor shall submit three prints of each drawing within 1(one) month of placing the order for the approval of the purchaser. After the drawings are approved, six copies of each drawing printed on 90 GSM paper shall be supplied for immediate use. One set of velographs for all drawings and four sets of drawings printed on 90 GSM paper and mounted on cloth shall be supplied as contract drgs. The contract drawings shall cover but not be restricted to the following :a) b) c) d) e) f) g) h) Dimensioned detail drawings of the panels showing front view, rear view and side view. Template for foundation and details of cable trench and cable holes in the foundation platform. Elementary diagrams of all control, metering, protection, annunciation and other circuits. All devices shall be numbered according to ASA or international usage, which shall be separately coded. Cabling and wiring diagram of the front and rear cubicles and inter-connections between them, ferrule number, device numbers, grouping for cable take off etc. shall be distinctly shown. Inter-connection diagram between switchboard and gear equipment, power transformers, instrument transformers etc. showing clearly the connection between the terminal blocks of the switchgear and control panel. Dimensional outline, drilling diagram and special mounting arrangement, if any, of each type of various devices on the switchboard. Internal wiring diagram of all devices and elementary wiring of relay where internal wiring is intricate. Contraction details of control switches, terminal block, test blocks etc.

19 8.12.03 In the event of a contract being awarded, 7(seven) copies of each set of the following literatures shall be supplied : a) b) Literature describing construction, operation adjustment and rating specifications of all the protective and auxiliary relays, recording instruments, metering instrument control switches etc. List of spare parts, identification number of renewable parts of relays, instruments and switches to enable the Purchaser to procure spare parts correctly later.

8.13.00 TEST AT FACTORY: The following test to be carried out and 7(seven) copies of test certificate to be furnished for approval Checking correctness of wiring of circuits and continuity. One minute applied voltage test. All equipment on panel and small wiring shall be tested for a withstand voltage of 2000V to earth IR of complete wiring circuit by circuit with all equipments mounted on the board. Routine tests according to IS. ..x..
