The Parish Pump was started in 1979 to provide a free community magazine in the parish. It began as, and still is, a joint venture, combining the church magazine and village magazine. The Parish Pump is sponsored by the Parochial Church Council and Debden Parish Council. Both bodies contribute financially to the cost of running the magazine by means of a donation, received annually. It is intended that the magazine reflects all aspects of village life within the parish and provides an opportunity for community matters to be raised. In addition to the information recorded in the magazine, our sister publication, the Debden Directory provides a host of useful contact numbers for services ranging from bus times, local plumbers, doctors and restaurants. If you do not have a copy, please contact a member of the committee.

A BOUT THE PUMP

The magazine has editors but no official reporters. Consequently, an interesting magazine depends on articles, news, etc. coming from people in the village. The th closing date for submitting material is: the 5 of each month. The editors job is to edit. This means fitting the material into the space available and trying to ensure there is a reasonable balance of views on controversial subjects etc. Consequently, it is not always possible to publish everything submitted and sometimes changes have to be made to the length of a contribution. Non topical articles cannot always be published in the next issue but will appear later unless you are told otherwise. Contributions of up to 400 words have a better chance of being published in full than longer ones. Please note that the present and past editions of the Parish Pump are now available on line on the new website www.debden.org and that any material submitted will be automatically featured on the website. If you wish to have your name and/or contact details (which must normally accompany any contributions) withheld from the printed edition and/or not to appear on the website, this must be stated at the time of submission. Fighting our corner


So, for the moment Debden Green will stay part of Debden and Wimbish electoral ward. The proposal by an electoral working group of Uttlesford District Council to separate Debden Green from Debden, reported on page 4, is extraordinary. The fact that the community of Debden Green knew nothing about it and that Debden Parish Council only discovered the proposal shortly before the vote was due to be taken was even more extraordinary. The Boundary Commission wants to make electoral wards similar in size, resulting in a reduction in district councillors. The bizarre suggestion by Uttlesfords working group was to hive off Debden Green and make a new ward by linking it with Henham and Broxted. The only problem was they forgot to seek the opinions of people who live there. Uttlesford admitted that they left that job to the Boundary Commission. Although the creation of a new parish council in Debden following recent resignations may have taken the councils eye off the ball, the first official communication about the proposed change landed on desks just five working days before the vote. And District Councillor Tina Knight had been told previously that Debden would not be affected. The positive side in this farrago is the way the village came together at the 11th hour to defeat the proposal. Communication in Debden is obviously a lot better than between our district council and the community. In just a few hours we had prepared a defence and gone into battle and won, for the moment. This issue was raging while the Pump was assembling the current edition, which includes a review of last year (page 12). Browsing the stories and pictures from 2012, it was impossible not to be impressed by the community spirit that thrives in the village. To that complement we can now add that Debden is more than capable of fighting its corner when the need arises. Mike Fairchild

Debden Green stays in the fold for now


An 11th hour protest by residents of Debden forced a change of mind by Uttlesford District Council that means Debden Green will remain part of the electoral ward of Debden and Wimbish for now. Under the original proposal by Uttlesford to change the electoral boundary, Debden Green would have been split from the rest of the village and made part of a new ward comprising Henham and Broxted.
Debden Parish Council learnt of the threat just five working days ahead of the crucial vote. Within hours an orchestrated campaign was under way. The parish council and members of the community fired off letters to Uttlesford council (UDC) and the Boundary Commission. The Commission required local councils to reorganise wards into communities of similar size, in many cases resulting in a reduction in the number of district councillors. Armed with letters from constituents and the backing of Debden Parish Council, District Councillor Tina Knight held key behind-the-scenes discussions with members of the electoral working group the evening before the vote. An extraordinary council meeting on January 9 was attended by a group of Debden residents and parish council representatives. Strongly worded objections to the original proposal were put to the council by Tony Vernon, secretary of Debden Parochial Church Council and a resident in the village for over 40 years, resident Jeannette OBrien and Stewart Luck on behalf of Debden Parish Council. Tina Knight and several other councillors spoke in favour of the amendment to leave Debden and Wimbish ward unchanged. Despite a further attempted amendment, members voted overwhelmingly in favour of the status quo. Although Debden Greens status remains unchanged, the final decision rests with the Boundary Commission. The parish council and other community leaders urged as many people as possible to write to the Commission before the January 14 deadline. One key issue was why did Debden hear so late in the day that Uttlesford 4

wanted to separate Debden from Debden Green? Also this month Whilst UDC maintained that boundary changes Village happenings 6 had been discussed on several occasions they also admitted that no attempt was made to Letters 7, 40 consult directly with the public or parish councils, relying on the Boundary Commission to do that. Tina Knight was told by Uttlesford that Debden would not be affected. Addressing the extraordinary meeting of UDC, speakers from Debden objected to the original proposal on the grounds that Debden and Debden Green had been one community for hundreds of years and shared one parish church, one shop, pub, restaurant, playground and sports field. While Debden Green and Henham were linked by road, they were over three miles apart and lacked public transport. Socially, Debden Green belonged to Debden. If parish boundaries were subsequently changed, Debden Green could be in a different parish to the rest of the community. They argued we needed to be represented by one Pentecostal Church 28 district councillor. A Henham-based councillor was unlikely to understand issues affecting British Legion 36 Debden Green and the wider Debden community. Councillors Roger Forster and Andrew Tetlow stand to attention (almost) for an inspection by Nina Fiske who provided refreshments for volunteers clearing the verge opposite the shop, watched by Ted and Glenis Heath. Cllr Stewart Luck, another volunteer, said it was more fun than we imagined!. A useful start if Debden decides to enter the Best Kept Village competition.

Debden yachties all at sea


It was a familiar story. Last year they complained it was the wrong sort of water; this year the wrong sort of wind. Either way, competitors in the annual pond race to mark Mica Browns birthday, launched the usual eclectic armada of craft - a plastic tray powered by a balloon, fire-spitting motor boats, one built on a wheelbarrow inner tube, and even a couple of proper pond yachts. They all made gallant headway, but not necessarily in the right direction, except a rather posh cataraman (pictured, left, being launched) was voted the winner. The Commodore and Cathys hospitality and enthusiasm - but probably not the sailing - would have impressed even Admiral Nelson.

Glug! Trip to the dentist leads to expensive extraction


Check-up - nil. Injection - more rejection. Extraction - more push than pull. Rinse - very thorough! Recovery - slowly coming round to painful truth. Result - total replacement. Have you guessed? Yes, on my way to the dentist just before Christmas I forgot I was driving a car and not a submarine as I entered floodwater on the Widdington back road. A couple of piston rods decided to take a look through the engine block and I was going nowhere. Some consolation I suppose that a van and two other cars joined me in the waiting room. Moral of the story, get a check-up before plunging in! 6 Pat Fairchild

Congratulations to Conlas Wells for once again a dazzling display of luminescent brilliance. A festive firmament, a bravura performance, a tour-de-force, a fulminating fandango of incommensurable incandescence, a virtuoso venture constructed with the most exquisite taste. In these days of economic darkness it makes my heart sing to contemplate their next electricity bill. May they walk tall in the finest Wilsonian tradition for many years to come. Village Litter Pick Up day - February 16


To all those who hate unsightly litter .. Please come to the Shop car park at 10:30am on Saturday 16th February ready for a bit of exercise. The Village Litter Pick Up has been resurrected. Believe it or not, we last did this, as an organised group, about seven years ago, although there are some regular litter gatherers at work all the time. Unfortunately, the litter distributors always seem to have the edge. The aim of the exercise is simply to remove as much litter as we can from the village streets, lanes, roads, cul de sacs, footpaths and hedgerows This time of the year we can see the litter before it is covered by grass and undergrowth. We will split into groups and pick up sundry debris which has collected over the winter months. It can be messy work, so wear gloves and bring a stick. Basically, choose an area and take a walk, pick up litter and bring it back to the Shop car park where it will then be taken by volunteers to the tip in Saffron Walden. You can spend 30 minutes or two hours - up to you, but any time you can spare will be a great help. The morning usually brings a few laughs (you would be surprised at some of the discarded items we have found). Everyone is welcome. It would be really nice to see some children there and dont worry, they can help pick up litter safely, away from the roads. For encouragement there will be coffee, cake and sweets for the children when we finish (provided they dont drop the papers on their way home). Stephanie Watson

Our Church School outstanding once again


As a Church of England school, Debden Primary has to be inspected by the Diocese and judged on its distinctive Christian character and the impact of Christian values. This takes place every four years the last one had been in 2008 when the School was graded as outstanding - and so one was due in 2012. This Inspection took place in late November and the Report, published in December, graded the School once again as outstanding. The Inspector noted that, This is a distinctively Christian school which sits at the very heart of its local community and focused especially on three areas:

the outstanding pastoral care given to pupils which enables all to flourish spiritually as well as morally and socially the strong leadership at all levels especially the inspiring and committed leadership of the head teacher which is key to the success of Debden school. the link between the school, the church and the wider community which allows the schools distinctive Christian vision to be shared widely.
The Governors are sure that all readers of the Parish Pump will be aware of the role the school takes in community activities including the annual Remembrance Service, the recent Road Safety activities and the annual invitation to the local community to watch the KS2 dress rehearsal of their Christmas production- this year a brilliant production of Scrooge. The impact of collective worship on the school community is also part of the Inspection and the Report commented on how pupils are keen to share the importance of their class prayer books and how prayer helps them as well as how they participate, and engage, in worship. Particular reference was made to the Ignite Club, which is an after school Bible centred activities club run by Mrs Patterson, and the lead they take in the Mothering Sunday and Christingle services in the Church. Highlights from the Pump in 2012

Highlight of the year was the Debden Double marking the Queens
Diamond Jubilee and the 2012 Olympics. At the start of the year the Pump supported calls for shoulders to the wheel to make these events a success. By March deep snow had turned Debden into a picture postcard. Our recently formed Speed Watch team was pictured catching motorists racing through the village, and our new feature, Countryfile, took readers into the world of nature friendly farming and the precarious life of barn owls. Our School and Pre-school celebrated World Book Day in April when children dressed up as literary characters, while the Church Mice were happily sticking and gluing. We found History Recorders browsing Henry Blackies archives from 1700, when 70 per cent of dads worked in farming. Much-loved Dave Payton was remembered with unveiling of Daves bench. Support for the Jubilee and Debden Olympics was growing by May and Clare Thompson was selected as an Olympic torchbearer. Our new playground was formerly opened (left), and farmers and gardeners prayed for rain. The Debden signpost at Fox crossroads was wiped out in another car crash and District Councillor Tina Knight renewed efforts to introduce safety measures. In June we reported planned repairs to the School clock in time for the Jubilee. We celebrated 30 years service to the community by our Village Shop, while a readers survey provided suggestions and general approval for the Pump. Our Youth Group enjoyed flipping pancakes and hosting Swedish visitors. The School received the highest commendation the best place for your child to be educated amazing clubs quality teachers. Source: Year 6 pupils! Shock resignations of two parish councillors and the parish clerk dominated July. The chairman referred to negativity towards the council from certain members of the community. Jubilee coverage included a thanksgiving service in the Parish Church, an exhibition of memorabilia, distribution of commemorative mugs, a village picnic and seniors tea party, Mica Browns rain-soaked crew aboard Cygnet in the Thames pageant, the Schools party atmosphere (top right) and winners of the photographic competition. 12

A well-attended annual parish meeting contemplated an increased precept to boost new village hall funds. Paul Baker, Pentecostal Church Elder, was voted Villager of the Year, and Toods Gilder reminisced in his amazing country garden. August took us to the front line in Afghanistan with Major Ben Hawkins report on the work of the bomb disposal specialists from Carver Barracks. A vehicle rally, Olympics and a barn dance (below) brought the Debden Double to a close with the new village hall fund better off to the tune of 3,000. And Colin Luckley reminisced about Debden in the 30s and life at sea in WW2. The Parish Council launched a support us or lose it fight over the future of the council in September. Gamesmaker Marion Bamfield and other villagers shared experiences of attending the Olympics, and Maureen Lee, former Pastor of Debden Pentecostal, paid a long-awaited return visit to Debden. Uncertainty over the future of Stansted as the airport went up for sale, wildlife in the village pond, and why two 1953 pennies were secreted under the bench at Debden Green intrigued readers in October. The Parish Council bounced back in November with three new members. The Village Hall was packed for Harvest Supper, and our road safety week got enthusiastic support from the school (below). At the British Legion, Roger Burgess succeeded Michael Barton as chairman. A combined Remembrance Day and Armistice Day in December included launch of a booklet researched by Henry Blackie and Michael Barton containing details of soldiers whose names appear on the village memorial. Debden tennis club starred in a new series on local societies. Winter warmers were on the menu at the Village Shops Soup n Sandwich lunch while at The Plough ghostly apparitions marked Halloween night. Never a dull moment in Debden!

D EBDEN LOCAL H ISTORY R ECORDERS


Our next event will be a presentation by Elisabeth Blackie on Saturday 23rd February entitled: Debden: Portrait of an Essex village 1850 1950 (see opposite page for details). This will be based on the extensive documentation and photographic material that we have been fortunate to acquire since the Groups inception. There will also be a repeat, by popular demand, of the Exhibition Places of Worship in Debden, Past and Present, and an opportunity for those attending to look at the many documents and photographs donated to the Group. Those of you who lived through the harsh winter of 1963 will remember the snow and the bitterly cold weather that gripped the country for many weeks. Debden was badly affected as it was cut off by the snowfall for a number of days. I was told that it took John Graves a whole week to cut a way through from Debden to Thaxted with his tractor and bucket. As this is the 50th anniversary of that winter, it would be really interesting to receive some personal reminiscences from those residents who lived in Debden at the time. To refresh your memory here are two photos from our archives, one showing people playing hockey on the frozen lake in Debden Hall park and the other a view down Church lane both taken in 1963.

We hope that you will come to our event on February 23rd, it is being held in the afternoon to give as many people as possible the opportunity to attend and especially the older and younger residents who normally find it difficult to go out on an evening.

Dear Friends, Happy New Year! It was wonderful to see so many of you and have a packed church for so many of our Christmas Services. The church looked beautiful a huge thank you to all the flower ladies for their lovely arrangements and to Mica for his amazing angels. The singing was superb thanks to you all and to the church choir, which seems to get better and better and thank you to all those who read at one or other of the services. Children and adults loved the Christingle and Nativity Services (a special thank you to all those adults who entered into the spirit of the Nativity and dressed appropriately!). Thank you all too for your tremendous generosity 250 has been sent to The Childrens Society and 300 to Crisis at Christmas. In addition to our Church Christmas celebrations, it was very good to once again join with our friends from the Pentecostal Church for Carol Singing. Now we are into a New Year with its hopes and fears. The economic recession will undoubtedly make life even more difficult for many people. The prospect of peace in various parts of the world seems as remote as ever. Severe flooding in some parts of the country has put many out of their homes for several months and has brought devastation for many farmers, who must now wait for the land to dry before they can till it and re-sow grass and crops. How can we find comfort and strength to help us through and how can we find hope for the New Year? The whole point of Christmas is the birth of Jesus Emmanuel God with us. He promises to be with us through thick and thin, no matter what: recession, war, homelessness and devastation. And he promises never to desert us. If that doesnt give comfort, strength and hope then I dont know what does! God bless you all, Hilary

After the Christmas festivities, we shall continue to supply a good selection of essential items that everyone needs to buy. Please make the Shop your first port of call, when you need to restock, as we keep all of the everyday things at competitive prices, some even cheaper than the supermarkets. We were pleased that our new stock of fresh vegetables, fruit, flowers and plants, from a local supplier, was well received in the weeks leading up to Christmas. We intend to continue this on a regular basis, but of course rely on your support to be able to maintain it. Looking towards the 14th of this month, we have a selection of Valentine cards for that special person in your life. We also have many small gifts which can be given to anyone at any time! Wine, a vault and a flying angel


A flying angel was one of the main attractions at the Churchs Christmas Fair at the beginning of December. Children were invited to add decorative feathers to an angel which was then raised into the air in order to keep a friendly eye on the various Christmas services. The History Recorders exhibition on Debdens places of worship was fascinating and informative and attracted a large number of people; once again the Vault was open. There was a record number of stalls the tombola did a roaring trade along with the Christmas produce and cake stall. The provision of mulled wine, home-made soup and mince pies ensured that peoples sugar levels were kept up and enabled them to decide on the number of coins in the jar along with a decision about the original siting of the water mill in Debden.

CHRISTMAS 2012 AT DEBDEN PARISH CHURCH


Once again Debden Parish Church was pleased to welcome large numbers to the Christmas services. The service pattern varies from year to year. This year the Midnight Communion service was held at Wimbish. For comparison, therefore, I have shown figures for 2010, when the service pattern was the same as this year, as well as figures for 2011.

Attendances increased significantly over the directly comparable year of 2010. The Church was almost full for a memorable carol service, where the singing was led by the Debden Church Choir under the guidance of Caroline Castledine. Although numbers fell for the Childrens Nativity, several families with children attended the Carol Service. A total of 860.44p was raised in collections at the three services. Of this sum 300 has been sent to Crisis. On the first Sunday in December, the children from Ignite, the Debden afterschool Christian club, led a very enjoyable Christingle Service. Almost 100 children, parents and regular members of the congregation raised 201-17p for the Childrens Society. An additional 84.75p was collected at Debden School. We were extremely pleased to be judged as an Outstanding Church School in our Statutory Inspection of Anglican Schools which was carried out on November 22nd. News from Debden Pentecostal Church


Dear Friends, We were saddened by the recent loss of Peter Dyson who was the pastor of our church about 10 years ago. Since then he and his wife Ruth have been frequent visitors to Debden and have helped considerably with the ministry, particularly since Maureen retired. Peter always had a friendly word of encouragement combined with a great sense of humour. Peter and Ruth are known by many in the village and he will be sadly missed. Christmas day always brings surprises and we were delighted to welcome some visitors from Trinidad to our morning service. It was a real joy to share with them in celebrating the birth of our Lord Jesus and we were treated to a duet by the two charming children. Last year was quite a year with the Queens Diamond Jubilee, the Olympics and the record rainfall! Can it get any better? The apostle Paul looked at the good things in his own life that he had been blessed with, but concluded there was indeed something far better, in Philippians chapter 3 and verse 8 he says: Indeed, I count everything as loss because of the surpassing worth of knowing Christ Jesus my Lord. For his sake I have suffered the loss of all things and count them as rubbish, in order that I may gain Christ.

Gladys Aylward was born on 24th February 1902 and at the age of 14 started work as a parlour maid. She committed her life to Christ and soon felt a strong desire to go to China. The harmful tradition of binding Chinese women's feet had recently been outlawed, but was still being practiced and Gladys took the job of a foot inspector. As she travelled she would tell stories from the Bible and so share the Gospel. Dora Graves, born in Debden in 1894, was also called by God at a young age to go to China. Her photo is on the village website. The results of her commitment to Christ are still rippling on to this day in the changed lives of people in the area of China where she worked.

Fanfare and Military Wives Choir at Legion Carols


A combined congregation of over 450 attended the annual carol service of C Group Essex County Royal British Legion on December 9. Principal guests included Lord Petre HM Lord Lieutenant of Essex, Charles Palmer-Tompkinson, High Sheriff of Essex with his wife Virginia, Cllr Christina Cant, Chairman of Uttlesford District Council and husband John and Cllr David Watson, Mayor of Saffron Walden and his wife Sharon. The Commanding Officers of the Sea Cadets, Army Cadets and Air Cadets in Essex were also present. The service was hosted by Thaxted Branch, Royal British Legion and the principal guests were escorted by Brigadier (Retd) Malcolm Ratcliffe DL, President of Essex RBL and Mr Arnold Hitchcock CBE, President of C Group Essex RBL The choir comprised the Military Wives Choir from Carver Barracks reinforced by members of Wimbish and Thaxted choirs and soldiers from Carver Barracks supported by Bardfield Brass Band. The arrival of the C Group Branch Standards and principal guests was heralded by a magnificent trumpet fanfare provided by ACF Cadets from Cambridgeshire ACF Corps of Drums. 726.85, a record for any C Group carol service, will go to the Royal British Legion County Welfare Fund.

Vic Gunns prestigious Legion award


Vic Gunn has been awarded a Friend of the British Legion certificate, a prestigious national award, for his outstanding efforts supporting the local branch as a non-member of the Legion. Vic was due to receive his certificate at the Essex County RBL conference on January 19. Vic has given consistent support to the RBL for 10 years despite illness. Each year he has turned out, whatever the weather, to sound Last Post and Rouse (Reveille) on his trumpet at annual Remembrance Day services. His commitment to the RBL has been impressive and inspirational, said chairman, Roger Burgess. 36

Sensational party!

The Tang Ting Twinning Associations Christmas Party was a truly sensational evening shared by the communities of Debden, Wimbish, Carver Barracks and the Nepalese. Over 100 people applauded excerpts from the award winning new musical Henry V111, performances of classical music from local youngsters, carols from the Carver Barracks Army Wives Choir, followed by a country and blues duo, finishing a wonderful evenings entertainment with traditional Nepalese and English Country dancing. The TTTA would like to express our sincere thanks to all performers, especially to Paul Harris, Lynne Ward-Booth, Carley Abrams and Gam Gurung who organised the superb entertainment and made this event so magnificently successful. The Associations Christmas Party is not a fund-raising event, but primarily to thank all the friends and supporters of TTTA for enabling the charity to achieve so much during the year. All the costs of this event were donated, and it was a very pleasant surprise to find that at the end of the evening sales of Nepali goods and further donations will contribute to the costs of the 2013 Medical Mission to Tang Ting. The Tang Ting Twinning Association was formed to strengthen the ties between the villages of Debden and Wimbish with Carver Barracks and to benefit the village of Tang Ting, contributing to the welfare, health and education of this Nepalese community, whilst maintaining their important cultural traditions. CARE OF DEBDENS FOOTPATHS There has been a call for a new footpath warden following Pat Hemmings resignation after a good few years in the role. So far, no one has come forward to volunteer. I wonder if this is because of a lack of understanding about what is involved and fear of taking on too big a role? Following the December Parish Council meeting, where we were joined for mince pies, sausage rolls and mulled wine by a number of villagers, a really good suggestion emerged that the village might benefit from forming a walking group. Could this excellent idea be progressed in a way which incorporates the role of the footpath warden. A group of keen walkers could register with a central organiser and offer to walk different paths as and when they choose. The paths walked would then be recorded and, if walkers were short of ideas, the central organiser could direct them to a certain walk and provide a map, if needed. Instead of just walking they would be asked to look out for anything which needed attention on that path; litter (of course), broken styles, overgrowing hedges, anything dangerous (?) or footpaths which are closed to walkers for some reason. Their findings would be reported to the organiser and action arranged to try to rectify the problem. Sometimes, the Public Rights of Way Officer at Essex CC would be involved in putting things right but sometimes the villagers might be able to deal with it, e.g. the litter. Perhaps, say once a month, the group could meet and walk a route together. Please contact me to let me know if you would be interested in joining this initiative which would serve a dual purpose of maintaining the footpaths for the benefit of all and getting us all out for a walk now and again. A few years ago me and my brother James were given a goal that was far too big for our garden. We decided to put it on the meadow for everyone to use. It has been there for nearly 5 years but unfortunately it is now broken and is in my Daddys skip. Me and my brother and various other school and village children really enjoyed our games of football and hardly a day went by when the goal wasnt used. I wrote to Stewart Luck and asked if the Debden Residents Fund had any money to pay for a new one. They did and now we have a new goal for the meadow. I would like to thank the residents fund on behalf of all of us young footballers for this. I would ask that those who use the goal appreciate how lucky they are to have it and that we all try to take good care of it. David Watson 40

The Battle for Debden Green
Many of you will know that less than one week before Uttlesford District Council (UDC) was due to vote for the new Electoral Boundaries, Debden Green was taken from us to be put with Henham. Earlier I had confirmed to the Parish Council that there was to be no change in respect of my Ward, so it was unnecessary to make representations to UDC. I was incandescent that neither I nor the PC had been informed of these changes and immediately made a vocal protest to the Election Officer informing him that I would be making a formal complaint to both UDC and The Boundary Commission. Having contacted the Temporary Parish Clerk, Chris Griffin, to find out the Parish Councils position and asking if she would bring this to the attention of as many people as possible, I received an immediate response from the PC confirming their support, and an email from Tony Vernon, who rallied the troops in Debden Green. I was inundated with telephone calls and emails, for which I was immensely grateful (although it did mean I was still replying to emails at 4.30 am) as it gave me the ammunition needed to have a meeting with working party members to formally complain about this total lack of democracy and procedure. A good number of residents turned up at the Extraordinary Meeting on Wednesday 9th January to support the three excellent speakers from Debden and Debden Green who gave a very good account of themselves. I am pleased to say that the Power of the People, and my meeting prior to the vote, went a great deal towards the change of heart of UDC and helped us to win back Debden Green. We are not out of the Woods yet, the proposal has to be ratified by the Boundary Commission and if not approved the working party will have to return to the drawing board so it was very important that people wrote directly to the Commission to make their views known. Many did including myself. So fingers crossed!! I must thank all the people who rallied round so quickly and a special thank you to Tony Vernon and Chris Griffin who really pulled out all the stops to make sure as many people as possible were aware, not only of the situation but, what to do to try to regain an integral part of the village we do not see a dividing line!! It was certainly a very hairy weekend for me not helped by the seasonal flu bug. It was also a wonderful example of what can be achieved if we all pull together. I was very proud to represent the Parish of Debden in this instance and hope that I played some small part in keeping our community united. Tina Knight

In wet and muddy conditions, Debden led from the start 2-up but Haverhill fought back to draw before Debden rallied and took two further goals. Goal scorers were Charlie Segar, James Brown, Zak Rayner and James OBrian. Debden are now 5th in the Kershaw League NMC 4A.

Nina found this article in a church magazine just before Christmas and thought the Pump might be able to use it. She also said it describes me to a tee! Not that I agree that is! Roger Manser I went to the doctor yesterday and have been diagnosed with Age Activated Attention Deficit Disorder. This is how it manifests itself: I need to wash my car. As I start towards the garage, I notice that there's mail on the Hall table. I decide to go through it before washing my car. I put my keys down on the table and put the junk mail in the bin, which I notice is full. So, I decide to put the bills back on the table, to empty the bin. But then I think, since I'm near the post box, when I take out the bin, I might as well pay the bills first. I take my chequebook off the table, and see there is only one cheque left; so I go to my desk in my Study, where I spy a bottle of Coke I had been drinking. I'm about to look for my chequebook, when I notice the Coke is warm; so I decide to put it in the fridge. I head towards the Kitchen, when a vase of flowers, on the worktop, catches my eye; they need water. As I put the Coke down on the worktop, I notice my glasses, which I've been looking for all morning. I decide I had better take them back to my desk, but first I must top up the water in the vase. While I'm filling a jug with water, I spot the TV remote control on the kitchen table. Tonight, when we go to watch TV we'll be looking for it, so I take it back to the TV room, but first I must top up the vase. In doing so, I spill some of the water on the floor. So I put the remote down, to wipe up the spill. Then I head down the Hall trying to remember what I was planning to do! It's now the end of the day. The car isn't washed; the bills aren't paid; there's a bottle of warm Coke on the worktop; the flowers haven't been watered and there's still only one cheque in my chequebook. I can't find the remote or my glasses, and I haven't a clue where I put my car keys. I try to work out why nothing got done today, and I'm baffled, because I've been very busy and now I'm really tired. I realise this is a problem, and I'll try to get some help but first, I'll check my emails ...

DEBDEN PARISH COUNCIL EXTRAORDINARY MEETING, 9TH JANUARY 2013 The special meeting was called in order to agree a Budget and set the Precept for 2013/14. The Council were unable to do this at their December meeting as they were awaiting further details from UDC on the changes for the forthcoming financial year. In view of the government changes, the Precept was set at 14,828. In addition, the Parish Council will receive a Grant from UDC of 622, which will mean the total funding to the Parish Council from UDC for 2013/14 will be 15,450. A schedule giving full details of the way the Precept and Grant are calculated will be available with the minutes. COUNCIL MEETING, 5th DECEMBER, 2012 Public Forum Mike Fairchild, Speedwatch Co-ordinator, raised the plans for the new signs at Fox crossroads as they do not appear to include any measures that will improve safety. The Chairman of the PC has met with ECC and they are planning to install new signage which will assist drivers coming from the village and Saffron Walden direction. The white finger post will also be reinstated. Speed surveys have also been carried out by ECC which have established that the majority of vehicles travelling to and from Carver Barracks are approaching the crossroads at 45mph. The flashing signs which have been requested on this road, for safety reasons, will be pursued. Budget/Precept for 2013/14 The PC is awaiting further information following recent changes in government policy. A special meeting will be held on 9th January 2013 to agree the Budget and complete the Precept forms. Use of the Recreation Ground If the Polish football players return to the village and use the recreation ground on Sunday afternoons, the PC will meet with them and ask them not to play during wet weather and also raise the comments/complaints that are made by people in the village. Vandalism at the Pavilion Wooden forms were pushed through the window and door of the pavilion during the early hours of Sunday 11th November. An insurance claim has been raised 44

A funding application has been made for new CCTV equipment to replace the existing camera on the Village Shop. Pre-school plans for the outside area near the existing shed In the next few months, the pre-school will be erecting a new shed, to replace the existing, and low storage bins. Agreed by the PC several months ago. Affordable/Market Housing A proposal has been received from a Planning Consultant for a very small affordable scheme (1-2 units) at Debden Green together with one market house (a house which can be sold on the open market). Further information will be obtained. Parish Plan Members of the PC attended a meeting at RCCE which covered Parish, Village and Neighbourhood Plans. In view of the time and costs involved, it has been decided not to pursue this at present. Damaged Gate post at the Allotments This should be rectified by ECC in the near future Notice Board at Debden Green New posts are being obtained to make the board more stable, Memorial Hall A member of the New Village Hall Committee reported that various options are currently being investigated. When complete, the New Village Hall Committee will present the proposals to the village. These investigations have not been done through the PC. Debdens Progressive Supper The Progressive Supper, the big social occasion that traditionally kicks off the year, will take place on Saturday January 26. Once again there has been tremendous support with more than 90 people taking part. At a pre-gathering at The Plough, participants discover where they are going for starters and later their hosts reveal who theyll be joining for mains, then its off to the Village Hall for puddings and more socialising!
