Official Constitution of the Borodino Collective

This document outlines the basic rights and restrictions on all member states of the Borodino Collective, overseen by Slow-Declinesville, Owaland, and DOSAC, hereafter referred to as the Central Committee. Any breach of the statutes laid down in this document will be brought up in communiqu between the central committee and, if deemed severe enough, will be brought to a general vote of members as to whether the nation committing the breach should be expelled from the Borodino Collective, hereafter referred to as the Region.

Statute 1. All member states are free to follow any governmental type of their choosing. By its very nature this can be contentious issue and discussion, debate and disagreement can be caused. This is tolerated and acceptable. Persecution and personal attack are not however. Any persecution, personal attack or abuse brought before the Central Committee is a breach of the constitution and may be brought to a vote of expulsion.

Statute 2. All member states represent the Region and are expected to act as ambassadors. While discourse and conversation are encouraged and are central to enjoyment of Nation States as the Central Committee sees it, griefing and harassing other members are not. As above, persecution, personal attack or abuse via forum, telegraph other methods of communication is a breach of the constitution and may be brought to a vote of expulsion

Statute 3. All nations may join the Region subject to ratification by the Central Committee. There is a place for all nations, particularly those with a sense of humour, within the Region. Any nation wishing to join should Telegram any of the Central Committee members. They will then seek consensus from the member states. Where a majority is in favour of a nation joining, and no just impediment is found (i.e. known raider, unresolved bad relations), a formal invitation will be extended to that nation and the password revealed. Upon the new nation joining the password will be changed to lower risk of raiding and un-ratified member states. If member state recommends another nation as a potential member of the Region an invitation to apply will be forwarded. Should the invite receive a positive reply the application will follow the above outline. .

Statute 4. The Region is password protected and safe from raiders. Central to the Regions existence is password protection. Our region is to be safe and secure for member states to thrive as they see fit. The password is to be distributed solely by the central committee. As each new member joins the founder will change the password to prevent additional dissemination. Should a member state be found to have disseminated copies of the password resulting in additional un-ratified states joining the Region the founder will eject and ban the responsible party without trial. Any members that join as un-ratified states will be ejected but not banned. Central Committee members are exempt from this statute unless a complete breakdown of relations happens, in which case Slow-Declinesville holds executive veto

Statute 5. The Region is exclusively home to secular atheist societies. While the Central Committee understands that nations may choose to run theistic societies, religion is not welcome in the Region. Any nation proclaiming overt religious belief will be brought before the member states and tried. Should a majority find the nation guilty they will be expelled, but no banned. If a nation is agnostic and feels no need to explore the furtherance of religious belief they will be welcome in the Region unless religious practice is later promoted by that nation, In which case they will be brought to trial as above.

Statue 6. The Region is active and engaged and takes an interest in its member states. The Region is at time of writing home to young states that are lively, used regularly and are increasing in depth and vitality. We aim to continue expansion and activity within the Region, and inactive member states may be ejected if failing to do this. To this end, any member state that remains inactive for 50 days without known cause will be expelled but not banned. If and when the nation once more becomes regularly active an invite will be extended to re-join with no stigma attached. The Central Committee realizes that sometimes life just gets in the way.

Statute 7. The Central Committee have the final say. We endorse free-speech, free-thinking and free-governing, and encourage member nations to confer and discuss with us. We will take part in humorous activities, derisive humour, lively discussion and debate. We will happily argue the finer points of existentialism with you. But in matters of state trial we will carry out the will of the member states, except where that violates one of the above statutes. We have devised them for the protection and support of us all and they are inviolable. It may come to pass that further statutes will be added in the future. These will be put before the member states for approval. If a majority vote in favour of the addition then the statute will be added. Member states cannot themselves add statutes, unless they submit this to the Central Committee first. It will be reviewed and, if deemed worthwhile, be presented to the member states for voting as above. We reserve the right to scrap a proposed statute. In the case of any dispute that cannot be settled by vote the Central Committee have the final say.

These are the founding statutes of The Borodino Collective and apply to all member states. These are the inviolable laws of our lands and we will uphold them until the end. All praise to the Central Committee and all praise to the glorious Borodino Collective.

These Statutes have been devised and ratified by the men of of the Central Committee, commanding on behalf of the great nations of Slow-Declinesville, Owaland and DOSAC.
