Financial assistance for margin money, new looms and accessories, skill upgradation, marketing opportunities and for construction of worksheds etc. During 11th Plan, 565 clusters and 2046 Group Approach Projects have been sanctioned covering 3.26 lakh weavers, out of which 1.53 lakh are women beneficiary. Out of total 3.26 lakh weaver beneficiaries, 8% belong to SC, 16% belong to ST, 40.6% belong to OBC, 12.8% belong to Minority and rest belong to general and other categories.
Benefits of Mahatma Gandhi Bunkar Bima Yojana Life Insurance cover for Handloom weavers and ancillary workers. Annual premium Rs.470/- p.a. Rs.290/- (GOI) + Rs. 100 (LIC) + Rs. 80 (Beneficiary) Rs 1.5 Lakh cover for accidental death/total disability, Rs. 75000/ for partial disability and Rs 60000/ for natural death. Scholarships of Rs.300/- (per quarter per child) to children studying in Class IX to XII. Scholarship worth Rs. 33.08 cr provided to children during 11th Plan.

To address the twin needs of credit availability to handloom weavers and availability of hank yarn at reasonable prices, a Comprehensive Package for handloom weavers has been approved.

CREDIT AVAILABILITY The Government has approved following assistance : (i) Handloom weavers Credit Card; (ii) Credit guarantee through the Credit Guarantee Trust Fund for Micro and Small Enterprises (CGTMSE); (iii) Interest subvention of 3% for 3 years from the date of first disbursement, and (iv) Margin money assistance @ Rs4200 per weaver. (v) 10% price subsidy on Hank Yarn distributed through NHDC and State Govts. or their organisations to Handloom Weavers. (vi) Enhanced freight reimbursement under Mill Gate Price Scheme.

HANDICRAFT ARTISANS COMPREHENSIVE WELFARE SCHEME * Provides Health insurance under Rajiv Gandhi Shilpi Swasthya Bima Yojana (RGSSBY) and general insurance under Jana Shree Bima Yojana (JBY). * 8.40 lakh Artisans enrolled under RGSSBY and 1 lakh artisan under JBY during 2010-11. 6. Mega Clusters- 5 mega clusters at Moradabad & Bhadohi ( U.P.) Narsapur (A.P.), Srinagar (J&K) and Jodhpur ( Rajasthan) sanctioned with project cost of Rs 70 crore each.
OVERVIEW
Globally India is the second largest producer of silk and contributes about 15 % to the total world raw silk production. It provides livelihood to around 7.25 million people covering silkworm seed producers, farmers-cumrearers, reelers, twisters, weavers, spinners of silk waste, traders, etc. About 60 % Women (43 lakh) of sericulture stakeholders are involved in various sericultural activities. Mulberry cultivation area approx. 1.90 lakh Hectare. Raw Silk production approx. 20,000 Mts.

CLUSTER DEVELOPMENT PROJECTS CSB has organised 51 Sericulture Clusters covering 16 states in coordination with the State Govt. The cluster approach helped in systematic dissemination of technical innovations to improve production, productivity and quality. Women SHGs have been formed as organizing groups (CBO) in these clusters
