Background Information

: Action contre la Faim is a non-governmental, non-political, non-religious,

non-prot organisation. It was established in France in 1979 to deliver aid in countries throughout the world. The aim of Action contre la Faim is to save lives by combating hunger and diseases that threaten the lives of vulnerable children, women, and men. Vision/Mission Main Objective : A world without hunger : Action contre la Faim intervenes in the following situations: * In natural or man-made disaster that threatens food security or that results in famine; * In situations of social/economic breakdown, linked to internal or external circumstances that place groups of people in extremely vulnerable positions; * In situations where survival depends on humanitarian aid. Action contre la Faim brings assistance either during the crisis itself through emergency interventions, or afterwards through rehabilitation and sustainable development programmes. Action contre la Faim also intervenes to prevent certain high-risk situations. The goal of all Action contre la Faim programmes is to enable beneciaries to regain their autonomy and self-sufciency as quickly as possible. Main Program/Activities : Detection, treatment and prevention of acute malnutrition, through

therapeutic feeding programmes and an integrated package of assistance in Food Security, Livelihoods, WASH and Care Practices. : ACTED (Agency for Technical Cooperation and Development) is a French

AVSI is a non-for-prot, non-governmental organization, founded in Italy in 1972. The main ofces are in Italy, in Cesena and Milan . AVSI is presently active in 39 countries, with 111 developmental and cooperation projects. The present work (2009 data) At present, AVSI is operating in Africa (using 56% of the available funds), Latin America and the Caribbean (29%), Eastern Europe (7%), the Middle East (6%) and Asia (2%). The development projects are in the following areas: (1) Health Care and prevention; (2) Social and Educational area; (3) Urban Upgrading; (4) Agriculture and Environment; (5) Vocational training and development of small and medium businesses; (6) Emergency relief. AVSI International afliation Since 1973, AVSI is recognized as an NGO for international cooperation by the Italian Government; it holds General Consultative status with the UN Economic and Social Council (ECOSOC) in New York, the UN Industrial Development Organization (UNIDO) in Vienna, and

AVSI is also an approved body to deal with international adoptions in Italy and abroad. AVSI Funds The funds used by AVSI for project implementation were about 30 million Euro in the year 2009. They were mainly contributed by the European Union (17%), the Italian Government (15%), UN and International Organizations (19%) local administrations (4%), private businesses and individuals (45%). Every year AVSI issues its Social Report to reconrm its commitment towards a continuous improvement of the relationship with donors, collaborators and beneciaries. AVSI has also adopted a Quality Management System in the area of project planning, according to ISO 9001:200 standards. (a) AVSI signed an MOU with MOAI(MAS) for a three year project (2010-2012) in Myaungmya township, Ayeyarwady Division. On the 17 December 2009 AVSI has signed an MOU, with three years validity, with MAS (Myanma Agriculture Service) of MOAI (Ministry of Agriculture and Irrigation) for the implementation in Myaungmya Township of a project of The objectives of the project are the following: AVSI has committed its own fund for the implementation of the MOU, but has got the following contributions: The LOMBARDIA REGION (Italy), with one year project Food Security in Myanmar The project was . operational from April 2010 to March 2011. The campaign of AVSI TENDE in Italy in the season 2009-10 supported the project the Rice- Bank of Ayeyarwady Homeland in Myaungmya. Project closed in March 2011. New Humanity signed (October 2010) an agreement with AVSI for funding some initiatives of food security and sustainable agriculture in Myaungmya to be implemented within the partnership that AVSI has with the local CBO Ayeyarwady Homeland In particular: . The MOU, with a two year validity, is for the two townships of Pyawbwe and Yamethin (Mandalay Division), with the following objectives: (a) increase water harvesting and soil conservation; (b) develop crop intensication and crop diversication; (c) Increase availability of quality seeds; (d) improve household food security; (e) strengthen capacities of rural households and CBOs of the areas.. b.2) Project in Pyawbwe Township Increasing water availability in Nyaung Shwe village .

AVSI has started the operation in Central Dry Zone in November 2010, with the implementation of a project in Pyawbwe Township Increasing water availability in Nyaung Shwe village The main activity of the . project is the drilling of 10 new tube wells to be assigned to village Water User Group. c.1 AVSI has signed an LOA with FAO for implementing FFS in 5 townships in Dry zone. On 19 May 2010 AVSI and FAO signed a LOA (Letter of Agreement) for co-nancing a nine months project Support to special rice production (GCP/MYA/011/ITA) under the framework of the FAO program Environmentally Sustainable Food Security Programme (ESFSP) funded by the government of Italy. The activities of the project in the selected areas of the 5 Townships, of are: (1) FFS (Farmers Field Schools), (2) Seed Multiplication and Inputs distribution to beneciaries. c.2 Phase II of AVSI -LOA with FAO in 5 townships in Dry zone. On the 3rd of November 2010, AVSI and FAO signed a second LOA for the continuation of the activities in 2011 (until may 2011), with the addition of initiative of increment of agricultural water: (1) 37 Shallow tube wells development; (2) establishment/strengthening of Water User Groups (WUGs) c.3 Phase III of AVSI -LOA with FAO in 5 townships in Dry zone. On 21st April 2011 a third LOA was signed, for the monsoon season 2011, until February 2012. The activities: (1) FFS (Farmers Field Schools), (2) Shallow Tube well Development; (3) Establishment/strengthening of Water User Groups (WUGs) FAO appreciation letter to AVSI Foundation-Myanmar. On 22nd April 2011, FAO send a letter to AVSI for expressing appreciation for working very professionally in the projects implemented together in Central Dry Zone. Labutta is a township of Ayeyarwady Division, Myaungmya district. AVSI has an MOU with MAS (MOAI) for Myaungmya Township, which is bordering the Labutta Township. MOAI has given to AVSI (12 November 2010) an acknowledgment letter authorizing officially AVSI to extend the operation of Myaungmya (food security and agricultural development) also to this new Township. In May 2011 AVSI has opened the Ofce in Aing Ma village and started operation of strengthening farmers group and supporting agricultural Development

CAREs water and sanitation projects are located in some of the most inaccessible and remote parts of the country. Following Cyclone Nargis in May 2008, CARE initiated water and sanitation projectssimilar to those carried out in other parts of Myanmar, in addition to pond and well rehabilitation and pond and well excavation. As with all activities, CARE provides technical training to CARE communities to ensure sustainability of all activities. Shelter and Disaster Risk Reduction CARE distributed emergency shelter materials, including toolkits, bamboo, rope and tarpaulins, in the immediate aftermath of Cyclone Nargis. CARE was the rst agency to provide early recovery materials, such as Nipa palm and wood, which were timely, locally appropriate and ensured protection ahead of the 2009 monsoon. Currently, CARE is implementing a shelter project for landless and vulnerable households in the Delta region, and continues tosupport communities to develop disaster action plans and increase preparedness against future natural disasters.

Responding to emergencies With over 14 years of experience working in Myanmar, CARE is well positioned to respond to emergencies across country. Since Cyclone Nargis struck in May 2008, CARE has worked in 196 villages across the affected areas providing food, essential household and hygiene items, safe drinking water and sanitation facilities plus hygiene promotion, and temporary shelter materials to over 288,000 survivors. The response shifted from relief to recovery in late 2008, and now entirely focuses on the rehabilitation of livelihoods (agriculture, fisheries and livestock), semi permanent shelter and disaster risk reduction (DRR), and continued water, sanitation and hygiene, utilizing the strengths and active participation of the communities to ensure sustainability of CAREs work. Crescent (RCRC) Movement. As a member of the RCRC Movement, DRC is part of the worlds largest humanitarian and development network of volunteers and staff. RCRCs global presence and structure of local branches give the Movement a unique ability to act locally and give voice to the vulnerable globally. As presented in the DRC International Strategy 2011-14, the DRC international work is centered on a range of activities within DRCs two core competences, namely Health & Care and Disaster Management, with three cross cutting strategic approaches affect the way DRC implement its core competences, namely Humanitarian Diplomacy, Partnership and working Community Based. DRCs International Strategy is consistent with the IFRC Strategy 2020 and inspired by ICRCs Strategy. The Danish Red Cross and the Myanmar Red Cross Society (MRCS) have been in a bilateral partnership since 2004, when the formulation of a community based health programme started. In 2005, the implementation of the Danish Red Cross supported community health programme commenced in three townships, Mogok, Singu and Thepakyin of Mandalay Division. The programme focuses broadly on improving the health and quality of life of residents of mining areas, which are characterized by a high presence of seasonal/migrant workers as well as other vulnerable groups including sex workers and men who have sex with men. In 2008, DRC expanded the programme to the townships of Tharzi and Nyaung U in Mandalay Division and Sagaing and Shwe Bo in Sagaing Division. The overall goal of the programme is to reduce the vulnerability of local communities to health risks, particularly malaria, TB and HIV. In 2009, DRC in support to MRCS started another programme using Mass Media for Health Promotion. The aim of the programme is to contribute to improving the health status among the general public by increasing the publics awareness on common health threats, hereunder TB and snake bites, through the creative use of mass media.

Background Information : DRC is a private, non-religious and non-political humanitarian organization founded in 1956 with Head Ofce in Copenhagen, Denmark. It is based on 30 member organizations and works in more than 30 countries throughout the world. In April 2009, in response to the post-Nargis recovery needs, DRC has established a presence in Myanmar and started a Community and Family Based Rehabilitation Project in Labutta Township of Ayeyarwaddy Division. The project focuses on construction of cyclone proof schools and re-enforced traditional houses, rehabilitation of ponds, construction of rainwater collection tanks, and hygiene promotion in 16 villages. WASH activities such as water treatment and hygiene promotion were implemented in partnership with MHDO (Myanmar Heart Development Organization) and SVS (Social Vision Services). In November 2010 in response to the Giri emergency, DRC Myanmar has distributed non-food relief items (household kits, community toolkits, and hygiene kits with shelter materials) in 8 cyclone-affected villages of Myebon Township through SVS. Since early 2011, DRC Myanmar in partnership with SVS, has been assisting Giri-affected communities in 38 villages through recovery interventions, and is committed to continue DRR-enhancing activities in the two cyclone affected townships. : The French Red Cross is one of the founding societies of the Red Cross and

Red Crescent Movement (1864). The French Red Cross Society decided to open a bilateral delegation to the Myanmar Red Cross Society (MRCS) in Yangon, following an evaluation in 2005 after the Boxing Day tsunami. A Memorandum of Understanding (MoU) was signed with the MRCS on the 6th of March, 2007 (validated by the Minister of Health, the Attorney General, and the Minister of Foreign Affairs) The FRC delegation was opened in July of 2007 and worked in collaboration with the MRCS to develop activities in Disaster Risk Reduction (DRR) in the region of Ayeryarwady (Delta), zone which had been affected by the Tsunami. The DRR programme was temporarily suspended after Cyclone Nargis hit Myanmar in May 2008, as the FRC teams were entirely dedicated to the emergency response. After some emergency / relief interventions, in the Delta, FRC worked closely with the MRCS to establish early recovery projects. Watsan/ HP, Livelihoods, and Health projects were then implemented in the township of Mawlamyinegyun from July of 2008 to April of 2010. In November 2008, after the initial response to Cyclone Nargis, the development of the DRR programme was restarted. It was ofcially launched back in January of 2009 with a long term goal to establish a DRR unit within the MRCS and to extend the geographical coverage to all the coastal regions (Ayeyarwady, Rakhine, Yangon, Bago, Mon, and Taninyatharyi). The programme duration was established as 5 years (2009 to 2013).

Sustainable Livelihoods and Natural Resources Management in the Northern Chin State With the support of the LIFT consortiums funding as well as the co-financing of Oxfam-GB, the program reinforces the activities on strengthening the capacities of local networks of farmer groups working on sustainable agriculture and extends its activities to more than 4,700 beneciaries in 185 villages. The program enhances coordination mechanisms with other development organizations and promotes coordination activities, capacity building to livelihood stakeholders (local NGOs, public services). The program will also carry out assessment and studies aiming at improving the knowledge of livelihood stakeholders on the current livelihood dynamics and potential opportunities to be supported. Socioeconomic reinforcement and household poverty alleviation in Northern Chin State Since 1995, GRET has supported the creation of decentralized nancial services with a network of 98 Village Credit Schemes and 5424 borrowers. Thanks to the nancial support of the European Commission (Non State Actor budget line), the Micro Finance Program has been able to extend its activities to new areas and introduce a new financial product addressing the needs of the families for starting microenterprise activities. The access to investment capital on a long-term basis and to economic and nancial knowledge has enabled the Chin population to improve their income generation activities, reinforce their economic capacities and strengthen their skills on small business management. Community Development and Agriculture Value Chain Development in the Ayeyarwaddy Delta (Bogale and Mawlamyinegyun Townships) Since 2008, GRET has implemented several projects aiming at resuming the capacities of local farmers and landless households affected by Cyclone Nargis. In 2011 and 2012, GRET is implementing 2 projects in the Delta under funding from Danish Embassy and LIFT in 90 villages. GRET intervention is aiming at securing the livelihoods of rural communities, building their governance and developing the linkages among the agri-products value chains. GRET technicians are undertaking trainings and demonstrations to improve the productivity for rice cultivation, as well as other crops (pulses, vegetables, owers), livestock breeding, aquaculture. GRET is also

working on the capacity of the villagers so self-develop their production asset and better manage their farm activity through Management Advice for Family Farms. In consortium with Welthungerhilfe, GRET started a project to develop the relationships between the different stakeholders of the rice value chain (and other crops if relevant). Financial services for farmers will also help them cope with their high cash needs at the beginning of the season. Starting in 2012, GRET will work with MSN (Mangrove Service Network) to strengthen this Myanmar NGO in its intervention on natural resources management. GRET is determined to enhance collaboration among the several actors of agricultural development through co-chairing BATWG (Bogale Agriculture Technical Working Group) with Welthungerhilfe. The BATWG is undertaking regular collective studies and issuing a bi-monthly newsletter (Bay Dar Pyan Ye Ah Than) to provide feedback from the eld. Dry Zone Livelihood Security through Rural Community Empowerment and Capacity Building With the nancing from Danida, the project contributes to strengthening resource-poor households livelihoods in two townships of Monywa and Yinmabin in the Dry Zone area through sustainable exploitation and management of natural resources. Main activities consist of : a/ transfer of improved crops and practices to farmers, the development of rainwater collection systems, Home gardening support, poultry production, integrated pest management through Certified Pesticides applicators, b/ employment of labourers in building or rehabilitation of rainwater facilities and other conservation works, vocational trainings, c/ assessment and design of village action plans, community mechanisms, social water management, reforestation and watershed protection and capacity building of resources persons.

for older people in Myanamar based on the ROK-ASEAN model with local partner National YMCA. Subsequently, HelpAge International began promoting the role of local partners and community-based groups of older people, referred to as Self Help Groups, Older Peoples Associations, or Older Peoples Groups. Commencing in 2009 HelpAge International, with support from HelpAge Korea (HAK), piloted an Older People Self-Help Group (OPSHG) approach to reducing poverty in Myanmar. The EU supported project is being implemented in 17 villages in the Ayerawaddy Delta and 3 villages in Pyin Oo Lwin township in Mandalay Division. The results of these projects have shown clearly that OPSHGs can become a driving force for socio-economic development in their communities, generating stronger mutual support among older people by reducing their isolation and creating a social support network that can facilitate community development involving different age groups within their communities and strengthening links with local authorities. The OPSHG model has been positively appraised by the Ministry of Social Welfare (MSW) in October 2011 and MSW is currently considering replication of OPSHG to other areas of the country. HelpAge has successfully implemented a LIFT-funded (Delta) livelihood recovery project in 25 villages in Kyailat using an inclusive VDC approach. This model is currently being replicated to 30 villages in Ayartaw and Mahlaing Townships with funding from LIFT. HelpAge in Myanmar has been working toward sensitizing the government for making it more age-friendly through a variety of interventions such as capacity building, ownership approaches and partnerships. One of the highlights of our policy work with the government here in the drafting the national plan of action on ageing. HelpAge has also developed a number of strategies to take its policy work with the government forward. Vision/Mission : Our vision is a world in which all older people fulll their potential to lead

Main Objective Disaster management

Disaster management is central to the mission of IFRC and its member Red Cross and Red Crescent Societies. Together, it is the largest humanitarian provider of disaster assistance to the worlds most vulnerable people. Through global, regional, national and local programmes, IFRC provides disaster preparedness, response and recovery services. These activities aim to reduce disaster impact, alleviate immediate suffering and re-establish livelihoods. Development IFRC supports member National Societies to grow stronger to be better able respond to humanitarian needs and improve the lives of vulnerable people. Through the volunteer and staff networks of National Societies, IFRC strives to bolster civil societies. This work enables both families and individuals to cope better with recurrent or prolonged disasters and crises. : The International HIV/AIDS Alliance is an international non-governmental

The Irrawady Delta is a relatively hostile natural environment, with limited opportunities for livelihood development. It suffered one of the largest natural disasters in world history in 2008 when cyclone Nargis killed approximately 140,000 people, thus fully exacerbating the pre-existing conditions of the area. Solidarits International has developed 17 projects in the past three years with either donors, and has recently completed our flagship project aiming at strengthening the livelihoods of resource-poor households in this remote area. Activities: Increasing 1,000 farmer households rice-self provisioning ability by at least one month Provision of 100 buffalos, tillage tool sets, power tillers, training on improved cultivation techniques, rat control campaign, setting up of demonstration plots, construction of 6 storm resistant storage facilities for paddy seeds Developing at least one supplementary source of food and income for 1,000 vulnerable households whose main livelihood was not farmin On-the-job training, workshops, start up kits, training on pig, duck raising as well as provision of piglets and ducklings, training on crab farming, support small-scale shery and employment of local boat builders and provision of sets of shing gear

Chin State is one of the poorest and most isolated areas of Myanmar, and Kanpetlet Township is the most remote and poor of Chin States eight Townships.The population of Kanpetlet gets the majority of its income from slash-and-burn agriculture, still practice archery hunting, and have minimal external trade of any sort. They earn barely enough to survive with most families never having more than 5kg of rice in personal reserves. Since 2008, the Township has been massively infested by rats in a devastating natural phenomena which occurs every 48 years called the Mautam. This phenomena is related to the blossoming of a particular bamboo which attracts scores of rats -however this usually only lasts one season. Due to a plethora of natural and man-made reasons, this infestion has not slowed down for the past 4 years and has resulted in a crop, seed stock and food disaster leading to a food security crisis. SOLIDARITES INTERNATIONAL is responding with a complementary two-fold approach in these 58 villages, first providing food through WFP (donated by Canada), and then with an agriculture and rat control program funded by Frances CIAA assistance. Activities: Food distribution for 300 vulnerable households during lean period/hunger gap: Distribution of basic food rations during 3 months for the most affected households (In many cases, villagers walk up to 3 days to the nearest distribution points). Improvement of self food production for 1,600 households: Rice and corn seeds distribution, rat trap distribution, rehabilitation of roads in isolated villages to improve acces to food and markets. Rat Control kits and training for over 400 families Food Security monitoring and sharing of the infos with other humanitarian actors as SOLIDARITES INTERNATIONAL is the only INGO in the remote Township Rakhine State, Myebon Township Intervention area : Myebon Township Number of beneficiaries : 10,200 people Reconstruction and refurbishment of Shelters for Cyclone Giri affected communities. Cyclone Giri hit Rakhine State on October 22nd 2010 affecting 260,000 people. In January 2011, SOLIDARITES INTERNATIONAL led a joint assessment to determine that approximately 20.000 houses were destroyed and 31,000 damaged, primarily affecting Myebon and Kyauk Pyu Townships, for a total of 1/3 of the total households being affected. The situation appears even more alarming in this remote area, as the communities livelihoods were already traditionally fragile.

The main objective of this program is to support cyclone affected communities in the coastal areas to recover the means to shelter and protect themselves during the upcoming monsoon, while raising awareness and knowledge of shelter related Disaster Risk Reduction (DRR). Provision of 475 shelter retrotting packages to the most vulnerable households (materials and tools). Construction of 300 bamboo shelters Construction of 120 timber houses for the vulnerable families who couldnt otherwise rebuild themselves. Identication, training and provision of toolkits and construction materials to 20 carpenters identied in target villages, including self-retrotting by beneciaries with technical support from DRR skilled carpenters. Provision of 600 cash grants to provide families with capital to self repair their homes. Cyclone Giri hit Rakhine State on 22 October 2010 with total damage affecting 260,000 people. In terms of food security, substantial destructions of paddy lands and sheries have caused lot of damages; especially because last Octobers harvest was wiped out due to the cyclone just as the harvest was ready to provide enough food for the year to come. The food-producing gap is therefore very important in this area. To assist the situation, Solidarites International is supporting livelihoods recovery of the marginal economies for one full seasonal cycle. Cash for work program - restructuring projects such as embankment repairs works -for 235 households so they receive nancial resources Distribution of rice seeds for farmers (through a voucher system), to be able to grow paddies by the next rainy season Distribution of nets and boats for fishery recover so they are able to resume their activities by August 2011 WASH - Social Water Management Number of beneciaries Intervention area : 1,400 people : Dry zone

The Dry Zone area is one of the more critical areas in the Union where the fragile ecosystem (a result of natural and human behavior) has had adverse effects on household food security. The government are underlining the need for INGOs and donors to focus on this area, and the rearby areas surrounding their new capital of Naypyidaw. Along with the problem of insufcient water for crop production, scarcity of water endangers the health and welfare of the population. Water resources in the villages cannot support the whole population during the dry season. The lack of safe water for both domestic use and livelihoods development is one of the most important factors behind seasonal migration.

The most common consequences are households travelling long distances during hours to fetch water, as well as the economic migrations outside of the area during the dry season. The main objective of this program is to support livelihoods in 2 townships in the Dry Zone throught sustainable exploitation and management of natural resources. Activities: At least 1,400 rural households increase or diversify their agricultural production without damaging their natural resources.
