A man and his wife were driving through country on his way from New York to California. Looking at his fuel gauge, he decided to stop at the next gasoline station and fill up. Please take a moment and inspect the new car wash facility. Rutherford Management had the old dilapidated car wash structures removed and installed one brand new state of the art metal facility. A new reinforced slab was poured with a very nice finish. You will also notice that the drains work much better now. Have you all gotten used to writing 2013 on your correspondence and checks? Re: Checks Speaking of checks and correspondence, Jeff would like to remind the residents that when submitting payment for your monthly space rents that you follow these simple procedures: 1. Please remove the top portion of the monthly space rental statement and submit it with your check or money order. 2. Please place your payment and the top portion of your statement in the envelope provided. 3. To eliminate potential late charges, please insure that the person submitting payment is on your month-to-month or long-term lease documents. We cannot accept ANY payments from anyone other than persons on the lease documents. 4. Remember, too much information when submitting your payments is better than too little or no information at all. Your Sewer System: We continue to find LARGE amounts of handi-wipes (baby wipes) in the sewer system when there is a backup in the main line. Recently we observed about two (2) POUNDS of baby wipes removed in one spot from the mainline. I, for one, was simply amazed. A reminder: If your life style dictates the use of this type of hygiene products, we would ask that do NOT introduce them into the sewer system. We would recommend that you treat this type of product exactly as you would other female hygiene products. Dispose of them in the garbage. Reserving the club house for your special events: Please plan on reserving your clubhouse based on the following guidelines: The main clubhouse typically is reserved three (3) months in advance and the small club house is about six (6) weeks in advance. The procedure is very simple, just complete the club house reservation form (located in the main clubhouse to the left of the bulletin board). Bring your completed form into the office with a $100.00 refundable cleaning deposit check or money order made payable to Spanish Ranch #1. We will then check the availability of the club house requested, and put you down for your date. Your deposit monies will be returned to you after your event if the following conditions are met: 1. All trash is removed from the clubhouse areas. This includes all balloons, banners and other celebration trappings associated with your party. 2. New plastic trash can liners are installed in all trash cans 3. The kitchen is cleaned with the floor washed 4. The tables and chairs are washed and cleaned 5. The carpeted areas are vacuumed and any spills/stains are cleaned from the carpeted areas 6. Bathrooms used are cleaned, swept and new trash can liners installed. 7. All chairs and tables are restored to their original locations according to the guidelines supplied. 8. Lastly, the outside of the building is policed and any debris in cleaned up. Remember, someone else will be using the clubhouse facilities immediately after you and will expect it to be clean. The Pager Jeff would also ask for your help on a personal level and that has to do with the pager number. The pager number is for emergencies ONLY. When you dial the pager number, regardless of what time of day or night it is, or what day it is, someone will respond and typically it is me. We want to know if there is an emergency and we want you to feel comfortable about using the pager. When you dial the pager number you have three (3) options and they are as follows: Leave a voice mail message. Leave a phone number (numeric page). Leave a voice mail message and a phone number (numeric page). When you leave a voice mail message, speak clearly and slowly. Leave your Name, your phone number, your address with your message. When you leave your phone number (numeric page), please insure you leave your area code along with your seven digit phone number. If I cannot understand your message, especially your phone number or your address, I will most likely NOT return your call. What IS an emergency? An emergency is when you do not have any water, electricity or there is a main line backup. An emergency might be if you see water shooting out of the ground where it should not be. An emergency is if you see sparks emanating from an electrical transformer. What is NOT an emergency? If you see someone walking through the community. You should call the police If you see a strange car parking in visitor parking. You should make a report in writing to the office the next business day with the license plate number and other details If your bicycle is missing. Call the police or make an online report to HPD. If your television is not working, call your cable provider. Before you dial the pager number, please remember to ask yourself, Is this something that can wait until the next morning? The other thing I would ask your cooperation with is knocking on my door after business hours when you have a question regarding a non-emergency issue. Guillermos Corner: Guillermo has a suggestion for every resident to accomplish during a water system shut down. If this event is planned (you will be notified 72 hours in advance) or an emergency, once you recognize that the water has been shut down for repairs, go outside and open the hose bib. Once the water service has been restored, this will allow your system to be purged of air. This will prevent the spitting and sputtering of your sinks, toilets and washing machines. Graffiti is everywhere. The taggers have moved from the exterior of the park to the inside of your clubhouses! A person or people unknown have been tagging the laundry room in the main club house. Please be aware and if you see someone suspiciously holding a spray paint can in their hands, take note of whom, where and when and report this to management. Trash continues to be an issue throughout your community. We are discovering trash in the visitor parking areas, in and around the club house common areas, and continuing in the car wash areas. One challenge that Guillermo faces on an ongoing basis is a result of clothing collections. As residents are placing their bags of clothing on the curb in front of their homes, we have other individuals that are picking up these bags of clothing, taking them to the car wash area and then sorting through them, spreading them all over in the process. We would ask that your clothing donations be placed in front of your home no sooner than the night before the pickup, or even early in the morning if at all possible and not put them out days in advance. Check out that contractor before authorizing work
The Contractors State License Board (CSLB) advises that unscrupulous and unlicensed contractors continue to target mobilehome parks throughout California. Many mobilehome park residents have launched complaints against dishonest contractors who have taken advantage of them. Such scams involve home re-piping, heating, air conditioning, jack repairs, pad changes, and re-leveling. Travelers, or clans of illegal contractors move from town to town soliciting elderly mobilehome owners to sign contracts for work. Many times these unsuspecting residents are talked into repairs that are unnecessary and when the work is performed, it is generally substandard or incomplete. The elderly are targeted because they tend to be more trusting or can be intimidated and feel they must agree to the pitch. Also, because of a lifetime of saving, seniors generally have more cash available or equity in their homes. Unfortunately, when they become the victims of scams, many elderly are reluctant to file a complaint as they feel it might reflect upon their ability to handle life situations. In order to combat these scams, the CSLB created a Statewide Investigative Fraud Team (SWIFT) which has been successful in various undercover sting operations throughout the state. Bands of unscrupulous and illegal contractors have been cited and misdemeanor notices have been issued for court appearances. If anyone offers you a free inspection, please take heed! Check their contractors license number with the CSLB and verify that the license number, business name and business address match with information given by the contractor. Anyone performing contracting work in excess of $500.00 MUST be licensed by the CSLB. In order to become licensed, contractors must have worked at least four years in their selected field, pass a two-part examination, post a license bond, and provide workers compenation insurance for their employees. The Contractors State License Board operates under the umbrella of the California Department of Consumer Affairs. The CSLB licenses and regulates Californias 278,000 contractors. It is interesting to note that the CSLB investigates 25,000 complaints against contractors annually. If you wish to launch a complaint against a contractor, or suspect contractor fraud, please call 1 (800) 3212752 or go to www.cslb.ca.gov.

This free training, conducted mostly in the comfort of the City Council chambers, provides invaluable information for everyone, not just first responders and disaster committee people. You WILL need to know what to do in case of an earthquake sooner or later if you live in California. Dont wait! Be informed, be prepared! WATCH FOR STARTING DATES!

Meeting called to order at 7 p.m. The Pledge of Allegiance was said. In attendance: Present were Pat, Jeanie, Barbara, Brenda, Clint and Marvin. Jerry was sick, Peggy was excused, Dawn was absent. Minutes of the December meeting were reviewed and approved. Treasurers Report: E-mailed in advance of the meeting showing a balance of $1,362.17, and was approved. Resident Concerns: Two major sewer backups were experienced by residents during the holidays, filling areas around cleanouts with raw sewage and toilet paper. There was a general discussion about the state of the sewers which are known to be aging and problematic. A board member was designated to inquire of management about the problem and find out if there are any fixes or upgrades in the works. An inquiry was made about the repaving of the park streets which, it was understood, was to be accomplished in two phases and involve a complete redo and not just a slurry topping. It was noted that some of the park streets are in abysmal shape and this work is seriously needed. The President will inquire of management where this project stands and also check on the status of the tree trimming following a report from Helping Hand. SOCIAL Chili Supper: Postponed from December, the new date is February 23, 2013, with a reservation deadline of February 16. This is a Bingo Saturday, so the event is scheduled for after Bingo, from 5 pm to 7 pm. Setup will be coordinated with Bingo and the NERT-run snack bar. It was reported that the Holiday Brunch sponsored by management had an excellent turnout and those attending reported good food. There were reportedly around 85 gifts distributed by the volunteer Santa. COMMITTEES: A Flea Market is planned for March or April with a date to be determined and Patty Little in charge. Helping Handone call about help with a tree that was determined to be a park tree so the person was advised to put in a request to management. COMMUNITY: NERT: An Emergency Prep meeting is scheduled for January 15, 2013 in the Main Clubhouse. In discussing attendance at the EP meetings, or lack thereof, was noted that there is little if any feedback on what transpired at the meetings and what has been done. Since the combined NERT/Disaster people that comprise the committee are mostly the same people that
participate in the board and Neighborhood Watch, it was suggested that regular EP meetings could alternate with NW which could generate reports about what was discussed and decided and these would be published in the El Toro. Jeanie agreed we should already be doing this and will see to it. Neighborhood Watch meets February 12. Clint reported some of the usual disturbances. Several reported having a good time at the Citys Neighborhood Alert holiday event. OLD BUSINESS: HMOAStill need position filled. Next meeting is January 19 at Georgian Manor. Notification: President reported that she had sent management a message suggesting an outgoing voice message be switched on when they become aware of water shutoff or other common issue, and had received a positive response that it could be considered but that costs may be a concern. NEW BUSINESS: Charity Drives: Given the lack of paticipation from the community to the ever-changing charity drives, it was decided to discontinue them in favor of occasional special solicitations for specific recipients, such as Sulphur Creek or the Hayward Animal Shelter, perhaps coordinated with events or speakers from these organizations. Nominating Committee: The bylaws call for this committee to be formed in March for April elections so this will be dealth with next month. A flyer that was distributed by former residents, apparently soliciting business, was mentioned, but those whod gotten it just threw it away. Respectfully submitted, Jeanie Schultz, Secretary
