But Orense maintained that Acosta was arrested by the soldiers for violating an existing law. Whether he is an artist or not is of no concern to us because he was apprehended in the possession of a hand grenade and this is a criminal offense, Orense said. The 40-year old Acosta was arrested by the members of the 34 th Infantry Battalion in a remote village of Bay-ang, San Jorge in Samar last February 13, 2011 for possession of a grenade. He was charged for illegal possession of explosives before Judge Reynaldo Clemens, presiding judge of Regional Trial CourtBranch 41 in Calbayog City. Prior to his temporary release last January 17, 2013, Acosta was detained at the sub-provincial jail in Calbayog. He had filed a motion for review of his case before the Department of Justice. Acosta, in an earlier interview, strongly denied that he was in possession of a hand grenade when he was arrested by the soldiers and that he was never a member of the rebel group. Acosta, a poet and a songwriter, had said that he was in San Jorge to document alleged abuses on human rights. (JOEY A.

It covers a 16.3-kilometer road in Paranas, Samar as well as the replacement of Tabucan Bridge. CP 3, bid out in June, was awarded to the consortium of Leytebased MAC Builders and Chinese company Qingjian Group Co., Ltd. It covers 64.58 kilometers and the replacement of six

overnment employees and workers make do with a meager bonus equivalent to a month-long salary every year. While the release of bonuses has already been legislated, workers in private firms experience some problems with theirs that sometimes arrive after Christmas. The news of additional bonuses of senators in the tune of P1.6 million was mind-boggling and struck the ordinary Filipinos dumbfounded. The senators who received the gargantuan bonus were callous, insensitive people who did not think of the legitimacy and appropriateness of said benefits. To ordinary people, the question of what made them extra special to deserve such amount is always a mind settling issue. Even the act of announcing the release of bonuses at Christmas time is something that should

be kept to the offices alone. It is not appropriate considering that there are a lot of people out there who are salivating at the thought of others receiving the benefit at the most-awaited time of the year. It results to rancor, selfpity and envy and many more negative emotions. If there is anything that could be done, bonuses must be given without much fanfare just like giving and receiving of salaries. The current Senate controversy is getting worst with the open tirade and exchange of accusations between the Senate president and Senator Cayetano and others. The scenes displayed and seen on national television is demeaning and throw a ghastly repute on these honorables. Many people are horrified at the accusations that are thrown back and forth.

Good news for V&G residents, thank you Mactan Rocks

Mactan Rocks is in full operation in V and G Subdivision Phases 1 and 5 in time with the fiesta celebration. This is good news for the families which have been severely affected with the water problem. The presence of the private firm in Tacloban has markedly challenged the management of LMWD that it has resulted to the rehabilitation of its pipes and connections. Its availability in communities especially in the biggest human colony in the city cannot be taken for granted or totality disregarded. It is imperative that the issue should be taken up by the concerned officials. As early as 2000, the technical experts of LMWD submitted to its management the technical, economic and financial data to

Letting days, weeks, months and even years drag on without reconciling with them is not healthy. It could be too late when the other party succumbs to his last breathe and departs to the great beyond without having reconciled with the other. If given the chance, grab it. Having said sorry while the other is still capable of forgiving is soothing to the mind and heart. *** I seize this occasion to extend my familys sincere sympathy to the bereaved family of Lilia Vitaliana Dean Labrador Reas who joined Our Creator in the evening of January 24 after enduring a lingering illness that enfeebled her once healthy body. Her body lies in state at the St. Peter Chapel along Real Street in Tacloban City and is tentatively set to be laid to her final rest on January 27, her birthdate. To her loving husband Tito James Al Reas and loving children Mano Lot, Mana Gal, Hansel, Damzel, Carozel and Jozel and their respective family, our deepest condolences. the water district has been continually rocked with corruption, inefficiency and weak management prerogatives which have rendered it ineffective and inefficient. Until now, there is no connection to the northern villages. The families there are rationed with water for domestic use through water tankers which the city mayor insists the city government must provide. Some are rationed by the Domingo Water Tanker for lesser charge. T a c l o b a n concessionaires are still faced with the problem on poor water service. One of the solutions identified by the present administration was to invite a private firm to provide a healthy competition. Privately-run firms are known for their efficient service. It

Letting go

You must have heard the line The problem with Hello is Goodbye. Yes, it is in a love song, in fact it is the title of the song itself that hit the chart in the late 80s. By the words alone, the message pierces, permeating through the core of ones emotions. Who will not be affected in being alienated from the one he has a soft spot for? No one of course; even if the farewell is for the better. It is terribly crushing to be separated from persons, things or places that one has grown up with and been passionately attached to. It is much more painful if the parting is against ones volition or at the time when it is least wanted. Sentimental.value is how hopeless romantics call it on things and places, and affection among persons. Emotion follows what the instinct dictates. It is not only human experience that acknowledges sentimental value. The

countrys legal system likewise gives importance to it in valuing or appraising properties that are subject of dispute. Sentimental value is not capable of pecuniary estimation because it is priceless. Although be it, the sentimental value upon an object improves it worth. Letting go of whatever or whoever that oftentimes brings smile into one persons melancholic face is like gazing at vividly colored panorama that suddenly turned gray and sullen. This is the change that is not easy to put up with, repulsive yet in the end should be accepted. How much more if it is losing someone so loved and cared for? It is really upsetting, a necessary inconvenience in life, but something to admit and accept with little or no remorse at all. Should there be, parting is like a spell that will keep haunting the consciousness of the total person. For which reason, being in good terms with kin

recommend for the drafting of the strategic investment program of the proposed expansion of LMWDs water supply system and its accompanying improvement in anticipation for the eventual increase in consumers and consumption. It never gave a second look at the recommendations for political reasons until the time the Tacloban constituents started demanding solutions to the perennial and worsening shortage and lack of water supply in most areas in the city. The management and board of directors controlled by the provincial government have continually disregarded the call for improvement and expansion of the system. Through the years,

is believed that the presence of Mactan Rocks and other private entities in the city will further make Tacloban as progressive as it should be. Since Taclobanons are the number 1 revenue earners of the water district, they must receive the full value of the money they pay, hence it is high time that we invite private investors to provide service which fellow Taclobanons (management and board included) cannot provide. We have been the most taken for granted in all the service areas covered by the water district. It is earnestly hoped that Mactan Rocks also expand to the north and other human colonies in the city strapped on water.

and persistent truth: Media corruption damages our society, especially during elections. We recognize that there are political candidates and media practitioners who uphold the highest ethical standards, but we also realize that the problem is real. We have thus decided to come together to reject the corruption in media, in its varied forms, that has always marred Philippine elections. In particular, the political signatories pledge not to engage in envelopmental journalism the payment (or offer of payment) by political parties or candidates to journalists and other media practitioners

The battle becomes ugly with the one accused being an old man who has made a name and is quite respected in his field and the one accusing is a young person. The Filipino sensibility is bruised at this wanton display of freedom, disrespect and harsh realities at the top echelon of our society. With shocking repercussions, public display of internal disputes and controversies must be stopped. While transparency is a good thing, it must have its limit. When supposed models of decorum are likely to undergo grueling exposures, it becomes a curse. Officials occupying high positions in government must take care of their reputations and status. Their legal and moral battles must be done in the confines of offices, making sure that the public retains their esteem and respect for them. They have to remember that they have been elected into office out of trust and confidence, as the right persons to represent the common masses who are voiceless, marginalized and insignificant to carry their own cause.

JESUS AND HIS RELATIVES

Jesus came home. Again (the) crowd gathered, making it impossible for them even to eat. When his relatives heard of this they set out to seize him, for they said, He is out of his mind.

IS SACRIFICE CRAZY?
Words, like eyeglasses, can blur everything, if you are not careful. One such word is sacrifice. A man says, I have given up salt; I had to make the sacrifice of it for the sake of my health. Is it true sacrifice? No. True sacrifice is not that you give up something so that you can get something better for yourself. True sacrifice is the surrendering of oneself for the sake of others. Jesus made such a sacrifice. The priests of the Old Testament could not sacrifice their lives in the service of the people. But Jesus did. (Heb 9:12). Such a sacrifice seemed crazy even to his relatives who complained that he is beside himself (Mk 3:21). Our own world today is not much different. Its civilized slogan is Drown not yourself to save a drowning man! Therefore, dont be surprised if people think that you are a freak when you make a worthwhile sacrifice for the happiness of another, Instead, remember the great saints who were willing to sacrifice their very lives in the service of others, because they were convinced that under certain circumstances, it is not worthwhile to live; The universe is so vast and so ageless that the life of one person can only be justified by the measure of his or her sacrifice for others. (His Word for Today by Vima Dasan, SJ, Published by Paulines. Visit us at www.paulines.ph or at Paulines Media Center, Real St., Tacloban City. Tel. #321-3195) Sowers thought: In your daily toil renew often your intention to want to spend yourself wholly for Gods glory and the salvation of people. To work in this spirit is to be in ongoing adoration. Blessed James Alberione, founder of the Pauline Family

In sum, the parties and their candidates publicly commit that they will not offer journalists and other media practitioners and their principals any payment or form of compensation for favors; the media signatories also publicly commit that they will neither accept nor solicit any such payment or form of compensation for favors. The Philippine National Police in the region, headed by Chief Supt. Elmer Soria, has come up with several moves together with the Church, the Commission on Elections (Comelec), among others, to counter any possible election-related violence. These include the signing of a peace covenant among candidates in Samar province, considered to be one of the 15 concerned or hot spot areas in the country relative to the May 13,2013 elections; conducting a unity walk and prayer rally and setting up checkpoints to monitor the movement of so-called private armed groups and proliferation of loose firearms. received reports, not only in Region 8 but in the entire country of sponsors putting their names or pictures on the cards. Ipinagbabawal po sa ngayon na kami ang maglalagay mismo. Kapag inilabas ang PhilHealth card, yan po ay malinis, Bacareza told Leyte Samar Daily Express. Its the sponsors discretion to put their names or pictures but as far as PhilHealth is concerned, that were established across the region are reaping good results. Since these checkpoints were set up, several persons were arrested in possession of firearms that are not registered. From January 13 up to Thursday, six persons were arrested in various checkpoints. All were charged for illegal possession of firearms relative to the gun imposed by the Comelec. (JOEY A.

all cards must come out clean from our agency, Bacareza added. The PhilHealth chiefs reaction was sought after reports turned up there were PhilHealth cards distributed to sponsored beneficiaries in Tacloban City allegedly bearing photos and markings of the sponsoring person and agency. Kung ano man ang ginagawa ng mga sponsors sa cards and the manner it is being distributed, PhilHealth has very limited control. I dont think its the agency that will look into that. What is important is our people have been given health protection until 2013, Bacareza said. Bacareza added that during the previous administrations, PhilHealth had the option of printing the sponsoring individual and entity. Last week, the government insurance firms central office ensured that health cards are not used for political purposes. With the onset of the election period, PhilHealth is very careful in the distribution of cards and we want to ensure these are not used in political campaigns, Bacareza said. He added to avoid issues pertaining to distribution of PhilHealth cards the agency intends to directly issue machine-readable cards to beneficiaries. This would help

members to expedite processes in availing medical benefits once they get hospitalized, Bacareza added. He said the new cards are supposed to make it easier for health facilities to access the data of patients who are either PhilHealth members or beneficiaries and report benefit claims. In the process, it should help improve members access to health services, Bacareza said. Another plan PhilHealth wants to implement is to strictly coordinate with the Department of Health (DoH), Department of Social Welfare, and Development (DSWD) in the distribution of health cards. The distribution of cards shall no longer be endorsed to local politicians, he added. We do not want to be involved in politics because our ultimate aim is for universal health care, which means full coverage of the entire population, Bacareza said. In December 2011, Eastern Visayas has about 449,661 sponsored PhilHealth members, which count 10% of enrolment nationwide. For 2012, local governments commitment to enroll sponsored members with PhilHealth reached 695,094, the highest in the country.

Bus operators told to comply labor standards for franchise renewal

TACLOBAN CITY Bus operators who would like to renew their franchise with the Land Transportation Franchising and Regulatory Board (LTFRB) must secure Labor Standards Compliance Certificate (LSCC) from the Department of Labor and Employment (DOLE). Thus said Florencio Aguilos, board secretary of the DOLEs Regional Tripartite Wages and Productivity Board (RTWPB). Aguilos said that the DOLE-RTWPB processes the compliance documents to bus operators and companies for them to be issued the LSCC. Further, it was learned that compensation earned by drivers and conductors follows the fixed component based scheme; performance based component scheme and the partfixed-part performance compensation scheme. The fixed component of the scheme includes benefits such as overtime pay, premium and holiday pay, SSS, Philhealth, Pag-ibig and other social security benefits and retirement benefits. The operators, drivers and conductors agree upon the amount of the fixed pay. The performancebased component of the scheme is based on the bus operator s business performance and the driver s safety performance that include accident record and road traffic offenses like over speeding. The part-fixed-part performance is design to curb a driver s propensity to maneuver the bus along citys major streets to get ahead of other drivers. (RITCHIE
