DID YOU KNOW?

The Northshore School District..has the eleventh-largest pupil enrollment in Washington State. The district contains approximately 125,000 people and enrolls approximately 20,000 students in grades K-12. There are twenty elementary schools, six junior high schools, and three high schools, plus an alternative high school and a pre-school program. The district encompasses 60 square miles, stretching from Lake Washington on the west to the Snoqualmie River Valley on the east, and from Mill Creek and Maltby on the north to Redmond and Juanita on the south. Building on a strong base of public education founded in the community in 1878, Northshore offers basic and special education, gifted and honors classes, optional alternative education, a nationally recognized music and fine arts program, a career and college readiness program, and other special programs. The district employs 2,400 people, of which approximately 1,200 are certificated. Northshore enjoys good labor relations with its employees, and offers a wide-ranging schedule of classes and seminars for employees through a professional development program. The district lies within close proximity of five universities and six community colleges for continuing education. The Northshore School Board seeks staff and community input for its planning; citizens are involved through a variety of special committees and task forces. The district has excellent community support and parental involvement and benefits from continuous voter support of school levies (since 1942).

Scope of Responsibilities: This position serves under the general direction of the Executive Director of Human Resources. Responsibilities include employee/labor relations for classified employees; managing assigned aspects of the staffing, pay and classification processes; advising client supervisors on an array of human resources issues; investigating and resolving staff and citizen complaints; serving as Title IX and Affirmative Action Officer; supervising substitute services, and managing various other Human Resources program areas. Minimum Qualifications: A Bachelor of Arts or Sciences degree Three to five years of progressively responsible experience in Human Resources administration. Experience as a certificated building or program administrator may substitute for the required experience on a year for year basis. Desired Knowledge, Skills and Abilities Demonstrated ability to provide innovative and responsible leadership with strength in planning, organizing, supervising and delegating. Knowledge of effective principles and practices of human resources management. Knowledge of, and experience in, collaborative bargaining strategies, and ability to interpret and administer collective bargaining agreements. Ability to apply sophisticated analytical skills, methods and tools to a wide variety of situations. Skill in a variety of professional practice areas, such as job analysis, compensation, performance management, recruitment and staff training. Skill in interpersonal relations, listening, communicating and problem-solving. Effective oral communication skills, including the ability to make presentations to large groups. Ability to exercise independent judgment, remain flexible, and work effectively under pressure. Ability to use computer applications, including HR information systems, MS Office and other productivity tools. Ability to write clearly and persuasively. Ability to set and achieve goals related to the accomplishment of the districts strategic plan and objectives.

Duties and Responsibilities: Administers labor/employee relations functions for classified employees; negotiates and administers labor agreements as District spokesperson within board parameters; maintains bargaining history for the District; establishes and maintains effective and collaborative relationships with union and employee group leaders. Works with administrators on staffing issues; monitors allocated staffing resources; manages voluntary and involuntary transfer processes; writes job descriptions and manages recruitment and applicant referral processes; authorizes hiring recommendations; ensures compliance with labor agreements; resolves issues related to recruiting and hiring; ensures fairness, integrity and equity of process. Maintains effective employee relations with staff; advises administrators, supervisors and staff on a wide range of issues; assists in problem-resolution; conducts investigations; advises administrators on discipline and discharge issues; ensures conformance with external and internal due process requirements and standards; practices effective risk management related to areas of responsibility. Manages the Districts substitute services function; supervises staff in the performance of daily operational duties; trains and evaluates staff; resolves problems, counsels and corrects substitute employees. Performs other management functions related to areas of responsibility, including reporting and analyzing of data, making recommendations for change or improvement, and communicating expectations or information to internal and external audiences. Supervises, trains, deploys and evaluates other direct reports. Serves as Affirmative Action/Title IX Officer; investigates complaints, writes reports, and implements corrective action when necessary. Administers other HR program areas, such as public records, ADA accommodations, and unemployment.

Working Conditions Primarily works in an office environment; required to meet inflexible deadlines; experiences interruptions from telephone and office visitors; required to deal with distraught or angry people; requires substantial visual concentration on detail, dexterity, and precision; requires occasional prolonged exposure to visual display terminal; must be willing to travel to various work sites. Compensation/Salary: Salary Range: $110,856.00 - $116,360.00* *Salary is based on the current 2012/2013 salary schedule. This schedule may be subject to adjustment. Stipend for MA degree - $2,842.00; PhD - $5,423.00 Work Year: Full time, 12 month position. 220 work days, 25 vacation days, 13 paid holidays, and 2 personal days.
