Punjab and Haryana High Court Chief Jus-


tice A.K. Sikri has directed courts in Pun-
jab, Haryana and Chandigarh to conduct
proceedings in all pending sessions trials
involving heinous crimes against women on
day-to-day basis.
A spokesman said here Friday that the chief
justice has issued directions to all the dis-
trict and sessions judges in Punjab, Hary-
ana and Chandigarh, to fast-track proceed-
ings in all cases of heinous crimes against
women.
Sikri has also ordered designating eight
courts in Punjab and 11 in Haryana as fast-
track courts for the trial of cases of heinous
crimes against women.
All the district and sessions judges in the
states of Punjab, Haryana and Chandigarh
have further been directed to monitor the
completion of commitment proceedings
(challan) within 10 days of the receipt of
fnal report and they have also been in-
structed to hold meeting with all the stake-
holders i.e. judicial offcers, public prosecu-
tors, police and representatives of the bar
to sensitize them about the seriousness of
the issue, the spokesman said.
He added that even before the Dec 16 Del-
hi gang-rape, the high court had put such
cases on fast-track through instructions is-
sued Oct 15 last year.
In compliance thereof, as many as 204 out
of total 1,830 cases pending in the states
of Punjab, Haryana and Chandigarh have
already been disposed of, he added.
The chief justice has taken up the matter
with the concerned state governments for
sanction of 20 posts in Punjab and 21 in
Haryana of superior judicial service for set-
ting up exclusive/special courts, preferably
one in each district, to fast-track the trial
of cases involving heinous crimes against
women.
On Thursday, a court in Punjabs Hoshiar-
pur town had convicted and sentenced the
rapist of a minor girl to 10 years of rigor-
ous imprisonment within nine days of the
charge-sheet being fled in the court.

2013 has begun on a wrong note for nations defenders. The armed forces, already reeling under the
shackles of a confused and sputtering peace process with Pakistan may now have to shelve their plans to
acquire enhanced capacity and equipments. The fnance ministry under pressure to balance the fscal stance
of the budget has chosen to impose a 5% cut to the Rs 1.93 lakh crore defence budget. With an election year
looming ahead the fnance ministry hamstrung by various pressures has resorted to the course of least
resistance.

OPINION
Mani Shankar Aiyar, the venerable doy-
en of peace politics in Indian Subconti-
nent is a supporter of uninterrupted and
uninterruptible dialogue with Pakistan.
He echoes the sentiments of a narrow
spectrum of the ruling elite much used to
urbane and suave settings of diplomatic
circles far removed from the gory world
of realpolitik. Arnab Goswami from Times
Now has dubbed this spectrum of elite as
the Peace Industry, their only aim being
to perpetuate endless talks and discus-
sions in the name of a mythical Peace
Dividend.
The problem with an uninterrupted and
uninterruptible dialogue is that it creates a
principal agent problem whereby a nation
like Pakistan with army in the deep state
is assured of no retaliation to its provoca-
tions. The analog of such a policy move is
found in the fnance sector whereby cer-
tain corporations are found to be too big
to fail. The results of such a policy regime
have brought much grief globally. No en-
tity or nation should be allowed a carte
blanche to indulge its fantasies. Short-
term pain or systemic upheaval is prefer-
able to a systemic rot that can blow up in
the face of the system.
In the interest of the nation and other enti-
ties involved our policy makers should not
abandon the basic principle of reward and
punishments for like acts. Creating a false
support level for a nation state that active-
ly use deniability and irregular actors to
do its dirty work will only serve to incubate
the problem. Therefore the answer to Mr.
Aiyars assertion should be, not quite.
A Trendsetting
Court
Indian legal procedures have earned a de-
served reputation for being time consuming
and lengthy. To the point that often justice or
the fnal judgment if and when it is delivered
becomes academic in nature. Particularly in
cases involving heinous crimes justice de-
layed assumes the form of justice denied. It
is in this context that Hoshiarpur Additional
Sessions Judge JS Bhinder has set a record
of sorts. He disposed of a rape case in re-
cord time of eight days since the fling of fnal
challan by the investigative agencies.
The case involving one Pawan Dubey per-
tained to abduction, kidnapping and rape of
a minor girl. The victim was not only raped
but was also being readied for traffcking
before she managed to escape the clutches
of her tormentors. Acting swiftly on the girls
complaint and with full cooperation of the
family the police was able to piece together
a case in three months. The pace of investi-
gation and the diligence with which the case
was fled are highly unusual for a police set-
up in a rural area. The court asserted that
rape cases in rural areas are reported and
pursued vigorously only in some rare cases.
Hence the court found the testimony of vic-
tim and the circumstantial evidence grounds
enough to dispose of the proceedings.
The media has a duty to report and encour-
age such effcient performances by the of-
fcers of the law and the state. Todays India
needs positive role models and they might
exist in places where we least expected
them.

Women are equal, men need to manage the change
Management of change is always a chal-
lenging task and change is always resist-
ed in any organisation or society. What
the country has been witnessing and
seized with in the last fortnight after the
rape and brutal injury of a Delhi girl has
shamed one and all. May her soul rest in
peace.
Why did this happen? An analysis re-
veals that Indian society, especially many
males, have not been able to manage
change and transformation that has taken
place as regards Indian women. Our cul-
ture, traditions, ethics and values have
taught us to respect women and treat
them equally at our respective homes
and amongst relatives. The moment we
see a woman in public and who is not re-
lated our attitude changes and we tend to
pass sexist and snide comments. Wrong
thoughts also build up in the mind.
In earlier times women were tasked to
look after homes and rear children. They
were treated with respect and were nearly
but not exactly equal. They were looked
upon as the weaker sex. Over the years
women have transformed and are now
taking on and executing all tasks that had
been earlier done only by males. They
have become equal and this is a huge
change. This change requires to be un-
derstood by all Indians.
Today, women, apart from doing many
other jobs, are commanding space sta-
tions, fying passenger as well as military
aircraft, captaining ships, participating
in all sporting activities, driving cars,
buses and trains. They are heading gov-
ernments, business houses, industrial in-
stitutions and are holding senior offces
in the police, bureaucracy, military, medi-
cine, judiciary, scientifc, educational in-
stitutions and any post of responsibility
that can be thought of. Not only are they
holding top posts but are more effective
and effcient than their male counterparts.
It is this change that needs to be under-
stood by many men. The new mantra that
needs to be followed and understood is
to treat women equally and with respect
not only in their respective homes but in
the streets outside all day and especially
between sunset and sunrise.
Why is rape on the rise? Of the many
reasons why rape occurs, one of them
is because men cannot understand the
change taking place as regards wom-
en. They still think of them as inferior.
As women take on responsibilities they
rightly feel that they are equal to men and
would like to be given the space and free-
dom to do what they want to do and what
men normally do. They venture out of the
safe sanctuaries of their homes only to
be sniggered, teased and treated with
indignity by some men outside. When
some men see women out in the street,
they feel that they can take advantage
and sometimes overstep the Lakshman
Rekha. They lose sight of the mantra,
equality and respect.
The time is ripe now to understand wom-
en, as they move about day and night
doing their jobs and take on new respon-
sibilities. They need to be treated with
respect and equality. As regards rapists,
they need to be punished severely and
justice needs to be delivered quickly so
that it acts as a deterrent. Stricter laws
need to be enacted.
By disappearing during the widespread
popular protests in Delhi against the gang-
rape and death of a 23-year-old paramedi-
cal student, Rahul Gandhi hasnt done his
prime ministerial chances any good.
The upheaval posed a major challenge to
the government and the party, forcing them
to appoint a committee to stiffen the penal
provisions on rape, and another to probe
the lapses into the police response to the
barbaric incident. Prime Minister Manmo-
han Singh and Congress president Sonia
Gandhi also broke with protocol to go to the
airport to receive the girls body when it was
fown in from Singapore.
But, even as the country was exercised not
only over the brutal incident but also over
the rising cases of violence against women,
the heir apparent, who has been widely
touted as the person to replace Manmohan
Singh in 2014, was nowhere to be seen. He
only issued a brief message of condolence
from behind the scenes before falling silent
even as the turmoil continued with the trag-
ic incident being discussed night after night
on television and the ruling party fending
off the opposition Bharatiya Janata Partys
(BJP) demand for a special session of par-
liament.
Rahuls absence was felt all the more be-
cause it was the younger generation which
played a leading role in expressing outrage
over the tragedy and the seemingly tardy
offcial and political response as well as the
earlier callousness of the establishment to-
wards the deteriorating social scene.
As boys and girls, usually in their mid-
twenties, cried we want justice and held
candlelight vigils braving the intense cold,
it was felt that the young among the Con-
gress politicians would have been better
placed to reach out to the protesters un-
like the 80-year-old prime minister, whose
somewhat wooden television address was
marred by a faux pas at the end when he
asked the camera persons whether every-
thing went off well - theek hai? he asked.
What Rahuls absence showed at a time
when the entire central vista of the nation-
al capital was sealed to keep out the pro-
testers was his lack of interest in playing
a key role in politics and administration. A
few months ago, a union minister had rue-
fully said that the young general secretary
had been playing only a few cameo roles
instead of being more proactive. But, this
time, he did not enter the stage at all.
When Rahul had earlier failed to respond
to the prime ministers call to join the union
cabinet, it was suspected that he did not
want to be a minister among ministers when
he was not only seen as a natural succes-
sor to Manmohan Singh but had even said
in 2007 that he could have become prime
minister himself if he had wanted to. But,
now, it appears that Rahul has lost interest
even in his chosen profession.
There may be two reasons for such indif-
ference. One is that having risen to a No.2
position in the party by virtue of his lineage
and, therefore, without having to strike for it,
his political instincts have been dulled. The
other is that he may have been disheart-
ened by some of the failures in his political
forays, notably in Uttar Pradesh, and ear-
lier in Bihar, and more recently in Gujarat,
which shows that he lacks the Nehru-Gan-
dhi familys match-winning charisma.
There may be a third reason, which is that
Rahul is not a political animal. Politics is
not his natural arena, which explains why
he does not attend parliament regularly.
He has been pushed into the feld by his
mother for the sake of continuing the fami-
lys traditional occupation. But he remains a
debutant who shows no signs of becoming
a mature player. As much is evident from
his desultory efforts to carve out a path of
his own, but with no clear idea of what he
wants to achieve.
Hence his exercises in slumming, as it were,
when he spent a night or two in Dalit homes
with a bottle of mineral water and then lost
interest in whatever he had in mind. Or his
endeavours to democratize the party by fa-
vouring internal elections, which can seem
strange for someone who is the prime ben-
efciary of a feudal culture to try to do.

MIND THE WAGGING TONGUE
Though speech is the greatest gift to mankind but it is important to keep a watch on the type
of product we produce out of it. Lately we have seen some gifted beings using their long
salivary ducts to blurt out illogical theories . Many of these people are gifted with huge fan
followings and it is astonishing to see how such large number of poor god-fearing Indians
are betrayed. They are made to believe that these so called messengers have divine pow-
ers and they can bless them . While they themselves need to be educated to behave like
civilized beings. They should be taught to weigh their words before they speak.
The authorities should keep an eye on the proliferation of these institutions . Many of them
have grown out of proportion and bigger than they deserve to be. There is a need to educate
people that they are being misguided due to their blind faith and fear of the unknown. The
civil society that is getting organized and speaking out needs to take these blow-horns by
their neck and shut them up. The media has also been bit and hence they should be careful
in future.

The region around India has evolved but
our ability to project the power and pro-
tect our interests does not appear to give
hints of evolution. Our neighbor nations
such as Nepal, Bangladesh, Bhutan,
Myanmar, Sri Lanka and Maldives are
being actively wooed by China-Pakistan
entente, this has resulted in disruption of
legacy power matrix and security archi-
tecture. A pertinent case being the recent
dispute around Airport in Male (Maldives)
where our homegrown consortium GMR
group was unceremoniously kicked out
while the nation watched in angst. India
needs enhanced power projection capa-
bilities in near neighborhood to protect
its economic and security interests.
Our Pakistan policy has remained in Dol-
drums for the past half decade. Post exit
of Musharraf and ascension of General
Kiyani as Chief of Pakistani army India
has faced bouts of Pakistan sponsored
terror and atrocities. The LOC cease-
fre that came into effect a decade ago
is facing increasing amount of pressure
with each successive year since 2009.
The recent incident at the LOC where-
by Pakistani intruders beheaded Indian
soldier on Indian soil has served to only
highlight the gruesome threat that has
replenished and strengthened itself over
the years. The core cadres of Lashkar and
Jaish have not been touched post 26/11 and
despite copious amounts of evidence pro-
vided to the Pakistani establishment Hafz
Indian armed forces particularly the Army
suffer from high revenue expenditure or in
other words over 55% of the Defence Bud-
get is spent on upkeep, salaries and pension
bills of the forces. Barely 43% of the budget
is spent on improvement of capabilities and
acquisition of new equipments. The revenue
expenditures of the army are inelastic or less
prone to change in the short term hence any
kind of shortage of budget will hit the capital

support.
In addition to this but perhaps more
signifcant is the withdrawal plan of
the US and Nato forces from the
Afghanistan theatre. A withdrawal
of westerns forces will free up con-
siderable number of jihadi irregulars
and their associated infrastructure
to target Indian interests. One of
the major reasons for the boost to
Kashmiri militancy in the early nine-
ties was diversion of Afghan the-
atre jihadis in the wake of Soviet
withdrawal from Afghanistan. India
needs to be on its toes to avoid tar-
geting of its civilians on the scale of
Mumbai 26/11. Any repeat of such
a large-scale attack on Indian cities would
dent the image of the economy and security
situation irrevocably in the short term.
Trade, growth and progress are a function of secure borders. An insecure nation cannot hope or aspire to achieve development. The evolving security scenario and our current circumstances
indicate towards a more serious and robust stance on defence. India cannot let another 1962 precipitate out of a false sense of security and misplaced emphasis on goodwill of other nations.
In the jungle of realpolitik only the fttest and meanest survive, we should hope for the best but also keep the powder dry. A defence budget cut is defnitely a step back from that direction.

sualty, the needs of Indian army in the arena
of air defence, night fghting capabilities, in-
fantry modernization and armour augmenta-
tion will remain unmet.
The Indian Air Force is poised to conclude

nity in the shape of reduction of sanctions
on Indias defence and space sectors for ac-
quisition of sensitive equipments. China and
Pakistan are at a distinct disadvantage in this
sector as they face sanctions by the EU and
the US. Indian strategic community should
use this opportunity to create a domestic
military industry complex to tilt the strategic
balance in Indian favour. However this move
will require budgetary support as is wont for
capital intensive felds of research and de-
velopment plus precision manufacturing.
Finally defence spending of China is on a
sharp convergence path with the US one,
some studies predicting equalization in 2035
between US and China defence budgets.
Such disparities between military budgets
of our near neighbor and our own can spin
their own dynamics in the short term hence
India will have to decide its stance and stick
to it on a secular trend basis.

With top-notch architects and real estate de-
velopers to interior designers participating,
the frst edition of India Design ID 2013 is
the frst-of-its-kind defnitive design week in
the country aiming to establish India on the
global design map.
Bringing the best of global designs to the
capital, ID 2013 is a chance for creators and
brands to present themselves on an inter-
national platform that is frst-of-its-kind, plac-
ing the nation on the global design map and
establishing a strong Indian design vocabu-
lary, said Archana Pillai, founding member
of India Design 2013.
The three-day event, organised by Ogaan

Multicultural India is planning to pitch faith
tourism by developing more religious tour-
ist circuits to attract foreign footfalls and
encourage greater domestic travelling that
has seen double digit growth in recent years
benefting the local economy.
Faith tourism is recession-proof and, real-
ising this, the government is making efforts
to promote pilgrimage tourism from ASEAN
countries to Buddhist centres and opening a
Jewish centre in Kochi. Other circuits could
be the 22 Suf centres and the British-era
war cemeteries in the country.
There are also plans to connect pilgrimage
centres in the North with those in the South.
The government has appointed a national
level consultant to identify the spiritual tour-
ism circuits.
Tourism minister K. Cheeranjeevi told Par-
liament last month that while identifying and
developing the circuits, efforts would be
made to plug infrastructure gaps and pro-

Shidne Wednesday reviewed law and or-
der situation in the capital with Delhi Police
as part of steps to boost security following
widespread concern over the safety of wom-
en over brutal gang-rape of a young women
here Dec 16.
They will also go into the by-lanes, he said.
Shinde said that committees will be consti-
tuted at each police station involving civil
defence personnel, home guards, ex-ser-
vicemen and women NGOs so that issues
relating to public, particularly women, are
brought before the police offcers in a more
interactive manner.

After the khaps in Haryana and Uttar
Pradesh, a Muslim community panchayat in
Rajasthan Thursday banned girls from us-
ing cell-phones and also from dancing and
singing at weddings, ostensibly in an effort
to prevent incidents like Delhi gang-rape.
Boys and girls have also been prohibited
from marrying someone against the wishes
of their families or someone from a different
community, panchayat members said Thurs-
day.
The restrictions have been imposed on the
Muslim community members at Salumbar
town in Udaipur district, some 400 km from
Jaipur, by the Anjuman Muslim Panchayat, a
minority community council.
The community panchayats called khaps
in Haryanas Rohtak and Jind districts and
western Uttar Pradeshs Baghpat and Mu-
zaffarnagar districts had imposed similar re-
strictions on young girls and married women
last year.
We have decided to ban the girls from car-
rying and using cell phones. The decision
was taken with a view that cell phones are
spoiling girls, panchayat secretary Habibur
Rahman told reporters.
He said that a slew of measures has been
taken to ensure safety of girls belonging to
the community in the area.
The girls would not be allowed to dance and
sing during wedding functions. A couple can-
not get married against the wishes of their
family members, said the panchayat secre-
tary.
He added that punitive action will be taken
against girls who are found ignoring the pan-
chayat edicts.
If a couple runs away from house to get
married, they will be ostracised and a cash
fne of Rs.51,000 will be imposed on them.
Fine of Rs.51,000 has also been decided for
those who marry someone from a different
community, said the secretary.
He added that panchayat decisions have
been communicated to all members of the
community in the town.

Top security offcials of the BRICS coun-
tries - Brazil, Russia, India, China and South
Africa - Thursday discussed ways to boost
cooperation on issues like cyber security,
terrorism, piracy and other threats to inter-
national security.
National Security Advisor Shivshankar Me-
non, briefng reporters after a meeting of
high representatives on national security of
the bloc, said they also discussed major re-
gional and global developments, including
the turmoil in West Asia and the trouble in
north Africa.
We discussed how BRICS, which today ac-
count for 43 percent of the worlds popula-
tion, around one quarter of the worlds GDP
- of how we can work together for global
peace, for stability, for development, and
how BRICS could be a factor of stability and
growth, he said.
There was a high level of congruence in
our discussion of these issues, he said,
adding that their discussions would act as
inputs ahead the Durban summit to be held
in Durban, South Africa, in March. The NSAs
of the bloc have begun meeting since 2009.
On Syria, the offcials were of the view that
the Syrian people should be allowed to
choose their future, and the international
community can only be a facilitator. The of-
fcials also voiced concern over the increas-
ing violence and deteriorating situation as
well as the rise in extremist and terrorist
forces.
Dai is also the special representative on the
India-China border talks.

To protect tigers along the Indo-Nepal bor-
der, joint monitoring will be undertaken by
the two countries, it was announced here
Wednesday.
Bilateral meetings between India and Nepal
have resulted in positive outcomes for wild-
life conservation, said S.P. Yadav, Deputy
Inspector General of Indias National Tiger
Conservation Authority.
The consultative meeting between the two
countries agreed on an eleven-point resolu-
tion that laid stress on the joint monitoring
of tigers dwelling in the Terai Arc Landscape
(TAL) which stretches over 950 km across
the borders of India and Nepal.
It also focused on strengthening trans-
boundary efforts in curbing poaching, illegal
trade of wildlife and forest products, and
other similar preventive measures.

a few selected countries.
According to the tourism ministry, 6.29 mil-
lion foreign tourists arrived in 2011, earning
the country $16.5 billion.
In the frst 11 months of 2012, 5.89 million
tourists came to India against 5.57 million
in 2011, earning the nation $16.78 billion, a
growth of 22.1 per cent over the like period
in 2011.
Around 851 million domestic tourists trav-
elled within the country in the January-Oc-
tober period in 2012, up from 748 million in
2011.
India is targeting domestic tourism growth
of about 12 percent by the end of the 12th

New Delhi
Indian train fares were hiked across
the board for the frst time in 10
years, with Railway Minister Pawan
Kumar Bansal saying this was
needed to keep the worlds second-
largest rail network going.
But the opposition termed the move
as unacceptable and atrocious.
The new fares take effect from Jan
21 midnight.
Bansal said he would focus on im-
proving services and safety from
the Rs.6,000 crore expected to be
earned from the fare hike.
But he added that fares would not
be touched during the annual rail-
way budget to be tabled in Febru-
ary.
There has been no revision of basic
fares for 10 years, and this has had
a telling effect on railway fnances,
Bansal told reporters.
It is imperative to go for a moderate
fare hike immediately.
The fare hike ranged from two paise
per kilometre on second class sub-
urban trains, six paise per kilometre
on sleeper class to three, six and
10 paise per kilometre on air-con-
ditioned III, II and I classes respec-
tively.
Bansal said the hike was needed to
maintain and improve safety measures
as well as cleanliness of trains, and to
better the condition of railway stations.
But opposition parties condemned the
hike.
The government goes on increasing
the price but it does not increase ame-
nities and safety of railways. It is ab-
solutely unacceptable and atrocious,
said BJP spokesperson Prakash Ja-
vadekar.
Fares for frst class and all air-condi-
tioned classes were last revised in
March last year.
But the then railway minister Mukul
Roy of Trinamool Congress rolled back
the hike announced in the 2012 budget
in general passenger categories by his
party colleague Dinesh Trivedi.
But defending the hike, Congress
spokesperson Rashid Alvi said:

The railway ministry came to the Con-
gress after 17 years when Bansal took
charge in October after Trinamool left

Delhi Police Thursday tendered
an unconditional apology to the
Delhi High Court for defying its or-

Maoists cut open the stom-
ach of a dead trooper to plant
a bomb inside which was de-
fused after doctors conducting
an autopsy raised an alarm, po-
lice said.
Eleven Central Reserve Police
Force (CRPF) personnel were
killed in an ambush by Maoists
in Latehar district, 110 km from
here. The bodies of four men
were recovered only.
When the bodies were taken to
the Rajendra Institute of Medi-
cal Science here for autopsy,
doctors found a cut mark on
the stomach of a dead CRPF
man, a police offcial told IANS.
Suspecting a bomb had been
thrust inside the stomach, the
doctors called police. A bomb

injured CRPF personnel and
also recovered some bodies.

dias university system, saying it is in a
mess. The university system is in a mess.
What we are giving the students is any-
bodys guess, said S.C. Lakhotia of the De-
partment of Zoology, Banaras Hindu Univer-
sity addressing a session at the 100th Indian
Science Congress here.
Seconding Lakhotia, former vice chancellor
of Delhi University Deepak Pental pointed
out that one of the critical reasons for such
a state of affairs is the lack of a comprehen-
sive education system in many universities.
Many universities do not have both UG
and PG courses. This discourages students
from pursuing higher education. Such com-
prehensive universities are the need of the
hour, said Pental.
Another sector that needs an immediate at-
tention is the creation of research institutes
within the confnes of the university itself.
We have separate research institutes and
then we have single disciplined universities.
Why dont we give importance to the univer-
sity system like other countries do? Building
of research institutes within the walls of the
university is needed to promote multidisci-
plinary research and education, Lakhotia
suggested.
Adding to Lakhotias observation, Pental-
said: On the one hand there are so many
research institutes, on the other there is low
level of research in universities.
Every discipline can become a profession.
Dichotomy between liberal and professional
education is not rational. Somewhere we
have gone very wrong in our thinking, noted
Pental.
We are part of the global education net-
work. But we have a reluctance to follow
global benchmarks and standards. We have
a tendency to look inward, said Pental.
Shedding light on the way ahead, Lakhotia
said that in order to acquire global knowl-
edge leadership, well need to overhaul our
university system.
Building comprehensive universities, en-
couraging students to become teachers,
starting more number of integrated courses,
providing incentives to teachers and taking a
pyramidal approach to education are some
of the keys to ensure our students get the
best, added Lakhotia.

The Ahmedabad-based National Institute of
Design would soon be declared as an insti-
tution of national importance thus enabling it
to award degrees to its students.
The union cabinet, at a meeting chaired by
Prime Minister Manmohan Singh, approved
the declaration of NID by parliament as an
Institution of National Importance, Finance
Minister P. Chidambaram told reporters.
The status of Institution of National Impor-
tance would enable NID, Ahmedabad, to
award degree to its students.
This, in turn, may prove to be benefcial for
students who wish to pursue post-gradua-
tion, an offcial release said.
A legislation in this regard will be introduced
in the next session of parliament.
Chidambaram said the step would fulfll the
need to professionalise, standardise and in-
ternationally benchmark professional design
education in the country.

The Karnataka government told educational
institutions in the state to promote a brother-
sister relationship among students as part of
a 12-point plan to curb sexual harassment.
Educational institutions should organize
workshops to promote sisterhood and
brotherhood relationship among students,
state Higher Education Minister C.T. Ravi
told reporters unveiling the 12-point guideline
to check sexual harassment.
The guideline has been framed following the
national outrage over the brutal assault and
gang-rape of a 23-year-old woman in Delhi,
who later died in a Singapore hospital.
The guideline directed all colleges and
higher educational institutions in the state
to set up a committee to receive and hear
complaints of harassment, including sexual
harassment of girl students and women
lecturers. The committee would be headed
by the principal or head of the institution
and would have senior women lecturers,
girl students, parents and eminent persons
from society as members, Ravi said. The
committee should meet at least once a week
and lodge a police complaint immediately on
any kind of harassment, he said.

The Karnataka government would partner
with the burgeoning Information & Commu-
nication Technology (ICT) sector to generate
two million jobs in the state by 2020, Chief
Minister Jagadish Shettar said Tuesday.
The state government will implement the
ICT groups recommendations by making
budgetary provisions over the next four-fve
years to enable the ICT industry generate
two million jobs by 2020 from 0.8 million
(eight lakh) presently, Shettar told reporters
here.
With a view to maintaining the states lead-
ership position in the knowledge sector, the
state government had set up the Karnataka
ICT group in June 2012 under the chair-
manship of T.V. Mohandas Pai, chairman of

Some games are simply impossible to fully
learn or too complex for the human mind to
understand, according to researchers.
In simple games with a small number of
moves, such as Noughts and Crosses the
optimal strategy is easy to guess, and the
game quickly becomes uninteresting.
However, when games became more com-
plex and when there are a lot of moves, such
as in chess, the board game Go or complex
card games, the academics argue that play-
ers actions become less rational and that it
is hard to fnd optimal strategies.
The study, conducted by Tobias Galla from
the School of Physics and Astronomy, Uni-
versity of Manchester, and Doyne Farmer,
professor from Oxford University and the
Santa Fe Institute, could also have implica-
tions for the fnancial markets, the journal
Proceedings of the National Academy of
Sciences reports.
Many economists base fnancial predictions
of the stock market on equilibrium theory
- assuming that traders are infnitely intelli-
gent and rational, according to a Manches-
ter statement.
This, the academics argue, is rarely the case
and could lead to predictions of how markets
react being wildly inaccurate. Much of tra-
ditional game theory, the basis for strategic
decision-making, is based on the equilibrium
point - players or workers having a deep and
perfect knowledge of what they are doing
and of what their opponents are doing.
Galla said: Equilibrium is not always the
right thing you should look for in a game. In
many situations, people do not play equilib-
rium strategies, instead what they do can
look like random or chaotic for a variety of
reasons, so it is not always appropriate to
base predictions on the equilibrium model.
With trading on the stock market, for ex-
ample, you can have thousands of different
stock to choose from and people do not al-
ways behave rationally in these situations or
they do not have suffcient information to act
rationally. This can have a profound effect
on how the markets react, Galla said.
It could be that we need to drop these
conventional game theories and instead
use new approaches to predict how people
might behave, the researcher adds.

The Jharkhand cabinet recommended the
dissolution of the state assembly just before
the Jharkhand Mukti Morcha (JMM) formally
withdrew its support to the BJP-led govern-
ment.
A cabinet meeting attended by seven of the
12 ministers took the decision, Chief Minis-
ter Arjun Munda told reporters.
The meeting was attended by ministers from
the Bharatiya Janata Party, All Jharkhand
Students Union and Janata Dal-United.
JMM ministers kept away, said the offcial in
the chief ministers offce. A letter was then
sent to Governor Syed Ahmad.
Soon after, the JMM formally withdrew its
legislative support to the BJP government.
JMM chief Shibu Soren, his son Hemant So-
ren and other party leaders met the gover-
nor and handed over a letter regarding with-
drawal of support.
The JMM decision to end its legislative
backing reduced the BJP-led coalition gov-
ernment to a minority in the 82-member as-
sembly.
Relations between the JMM and BJP have
been strained ever since Chief Minister Ar-
jun Munda denied there was an agreement
between the two parties on sharing the chief
ministers post.
The JMM had wanted the chief ministers
post midway through the fve-year term of
the assembly.

Home Minister Sushilkumar Shinde Thurs-
day said he was yet to take a decision on the
mercy petition of Parliament attack convict
Afzal Guru after it was sent by the president.
He said he was preoccupied with measures
to step up security after the Delhi gang-rape
incident.
Shinde said he wanted to send his ministrys
recommendation on the petition to the presi-
dent as soon as possible but then the rape
incident took place.

On a query, Shinde said he had not received

Independent legislator Ismail R. Marak, who

tonomous District Council chief Purno K.

Senior Congress legislators said they would

With Maharashtra attracting one-third of all
FDI in the country since 2000, the Maha-
rashtra Congress Thursday urged Opposi-
tion parties to stop praising Gujarat Chief
Minister Narendra Modi and speak of Ma-
harashtra.
In an open letter to all Opposition parties,
state Congress spokesperson Sachin Sawa-
nt said that as per offcial fgures released by
the centre recently, in the past 12 years (be-
tween 2000-2012), Maharashtra attracted a
total of Rs.2,81,565 crore FDI.
This stood at 33 percent Foreign Direct In-
vestment in the country for all the states,
with New Delhi at 19 percent, Karnataka
at six percent, and Gujarat and Tamil Nadu
way behind at just fve percent each.
The state also achieved a growth of 11.8
percent in the past fve years, against a
target of 10 percent, and more importantly,
helped generate 1.80 million new jobs,
Sawant pointed out.
However, Sawant lamented that in the wake
of drumbeating of Gujarats development
by Modi, the opposition seem to have for-
gotten Maharashtra completely.
The Congresss open letter has been written
to Shiv Sena executive president Uddhav
Thackeray, Bharatiya Janata Party state
president Sudhir Mungantiwar, Maharashtra
Navnirman Sena chief Raj Thackeray and

The Delhi High Court Thursday issued no-
tice to the central government and the Elec-
tion Commission on a plea seeking directive
for a CBI or SIT probe into the Congress and
the BJP allegedly accepting donations from
subsidiaries of the Britain-based Vedanta
Group.

Kaul and Justice Indermeet Kaur said: Let
respondents one (ministry of home affairs)
and two (Election Commission) fle their re-
ply within two weeks. List this matter after
three weeks on Feb 4.
Seeking a response from the ministry and
the poll panel within two weeks, the court
said it will go through their responses before
calling upon the two parties - the Congress
and the Bharatiya Janata Party (BJP) - to
respond.
The PIL, fled by NGO Association for Dem-
ocratic Reforms and E.A.S. Sarma, a former
secretary in the central government, through
advocate Prashant Bhushan, alleged that
various Indian laws have been violated by
the Congress and the BJP by allegedly re-
ceiving funding from Vedanta Resources.
The two political parties have violated the
Representation of People Act, 1951, and
the Foreign Contribution (Regulation) Act
(FCRA), the PIL alleged.
The Representation of the People Act pro-
hibits political parties from taking donations
from government companies and from for-
eign sources, the PIL said, adding that FCRA
prohibits any fnancial contribution from any
foreign source or company to a political par-
ty registered in India.
The PIL said that Britain-based Vedanta Re-
sources and its subsidiary companies in In-
dia -- including Sterlite Industries, Sesa Goa
and Malco -- have donated several crores
of rupees to major political parties like the
Congress and the BJP.
It has also asked the central government to
confscate the illegal donations under the
supervision of the high court.
According to Vedantas 2012 annual report,
it made political donations to the tune of
$2.01 million in 2011-12, the PIL said.
Sterlites annual report of 2011-2012 also
states that during the year the group made
political donations in India of Rs.5 crore ei-
ther through a trust or directly.
The PIL alleged that since Finance Minister
P. Chidambaram was a director in Vedanta
till May 2004, the government might not take
any action against the group on its own.
Till recently he (Chidambaram) was the
home minister in charge of ensuring the
implementation of FCRA. He did not take
any action against Vedanta or the Congress
with whom he is associated. He is now the f-
nance minister under whose charge income
tax exemptions are being given to Vedanta
and the Congress for the illegal donations,
said the PIL.
Therefore, a court-monitored investigation
is required as the Union of India is unlikely
to proceed against major political parties or
corporate groups like Vedanta on its own,
it said.
The PIL asked the central government to
cancel the income tax exemption given to
political parties and corporate groups for do-
nations made in violation of the law of the
land.

writers Tilottama Majumdar and Suchitra
Bhattacharya and painter Samir Aich - who
had backed Banerjee during the fnal years
of her fght in unseating the erstwhile Left

Punjab to identify unsung heroes of freedom movement

Unsung heroes who were part of historic
movement and incidents during Indias free-
dom struggle will be identifed by the Punjab
government and their kin are likely to get f-
nancial assistance or other facilities.
Punjab Chief Minister Parkash Singh Badal
has constituted a nine-member committee
headed by the state chief secretary to for-
mulate a policy to fnalize the identifcation
of martyrs of Kuka movement (1872), Kom-
agata Maru episode (1914) and Jallianwala
Bagh massacre (April 13, 1919), a state
government spokesman said here.
He said that the identifcation will be done af-
ter proper verifcation so that the next of their
kin could be extended either a one-time f-
nancial assistance or other facilities already
payable to the freedom fghters.
Badal has asked the committee to submit its
report along with proposed policy to award
pensions or other facilities to the descen-
dents or legal heirs of these historic move-
ments of Indian freedom struggle at the ear-
liest.
This will be a gratitude to these unsung
heroes, he said. The Kuka movement was
launched by the Namdhari sect of Sikhs in
1870s against British policies and social
evils.
The Komagata Maru was a chartered Japa-
nese ship that took hundreds of Indians,
mostly from Punjab, to Vancouver in Canada

to disembark at Vancouver and the ship was

on a lot changed it, rewrote it, reshuffed
it, and shortened it. We decided early on that
we were going to drop some of it, but what
lines do we drop, and what lines do we put
back?All the hard work did pay off in the end
because Life of Pi was a truly wonderful flm

are Thursday demanded that India should
teach Pakistan a lesson like it did in 1965
for the brutal killing of two Indian soldiers by
Pakistani troops in Jammu and Kashmir.
What they have done is simply unaccept-
able. How can they mutilate and take away
the head of our soldier? This cannot be tol-
erated by any person, Hazare told reporters

Pakistan seems to have forgotten the beat-
ing it took in the 1965 war with India. Dont

The 75-year-old also expressed his willing-
ness to go to the border and fght enemy

dead and beheaded two of its soldiers in

Indian and Pakistani troops were locked in
shelling again Thursday as New Delhi reject-
ed Islamabads call for a UN probe into the
killing and beheading of two Indian soldiers.
Amid tensions on the Line of Control (LoC),
Pakistani authorities stopped Indian trucks
from Jammu and Kashmir from entering
Pakistan while Indian political parties urged
the government to act tough.
The US said urged India and Pakistan to re-
solve their latest row through dialogue.
The Indian and Pakistani armies shelled
each others positions in Jammu and Kash-
mirs Mendhar sector in Poonch district.
Pakistan said one of its soldiers, Hawaldar
Mohyuddin, was killed in the unprovoked
fring by Indian troops Thursday.
The army said an Indian post in Battal area
in Poonch, about 230 km north of Jammu,
came under Pakistani shelling. The fring
lasted an hour.
Pakistan lodged a protest and sought a fag
meeting with India.
Tensions have escalated along the wind-
ing LoC, which divides Kashmir between
India and Pakistan, ever since Islamabad
accused the Indian troops of breaching the
border and killing one of its soldiers Jan 6.
Two days later, Pakistani soldiers sneaked
into Jammu and Kashmir and retreated af-
ter killing and beheading two Indian soldiers
near the LoC in Poonch, Indian offcials said.
The raiders took away one of the heads.
The brutal killings have evoked widespread
anger with India, with the Vishwa Hindu
Parishad Thursday urging the government
to snap diplomatic as well as trade links with
Pakistan.
Speaking after a cabinet meeting, Finance
Minister P. Chidambaram rejected a Paki-
stani demand to let the UN probe the border
clashes. But he gave no sign of how the gov-
ernment would respond to the beheading.
We will not internationalise the issue nor go
to the UN, he said.
But in Islamabad, Foreign Minister Hina
Rabbani Khar reiterated the demand for a
third party enquiry into the violations on the
LoC ceasefre that has largely held on since
2003.
National Security Advisor Shivshankar Me-
non said ceasefre violations by Pakistan on
the LoC had shot up last year.
The Indian military says that Pakistani forces
resort to fring along the LoC to help infltrate
militants into Jammu and Kashmir.
Sushma Swaraj said her Bharatiya Janata
Party would support the Congress-led gov-
ernment if it took tough decisions against
Pakistan.
Shiv Sena chief Uddhav Thackeray asked
India to take revenge. Bahujan Samaj Par-
ty leader Mayawati also called for strong
action.
Soldier-turned-activist Anna Hazare said
India must teach Pakistan a lesson like in
1965 -- the war in which he took part.
What they (Pakistanis) have done is simply

his village in Maharashtra.
The US asked India and Pakistan to talk to
each other. Were urging both sides to take

Amid the tensions, Home Minister Sushilku-
mar Shinde said there was no rethink on the
liberalized visa agreement between India
and Pakistan.
Pakistani offcials added that they too had
no rethink on the MFN status to be accorded
to India.

Pakistani Foreign Minister Hina Rabbani
Khar Thursday hoped that the recent in-
cident near the Line of Control (LoC) in
Jammu and Kashmir would not affect on the
Pakistan-India dialogue process. Address-
ing a news conference, Khar said Pakistan
has contacted the UN Military Observer
Group for India and Pakistan (UNMOGIP)
to conduct an inquiry into the alleged LoC
ceasefre violations, Geo News reported.
Pakistan has accused Indian troops of kill-
ing one of its soldiers while Indian offcials
charged Pakistani troops with sneaking into
Jammu and Kashmirs Mendhar sector, kill-
ing two Indian soldiers, and mutilating their
bodies.
Reacting to the contradictory statements
emanating from India Khar said Pakistan
made responsible statements and
followed the ceasefre mechanism
to defuse the situation, state-run
Radio Pakistan reported.

Home Minister Sushilkumar Shinde Thurs-
day said Lashkar-e-Toiba founder Hafz
Saeed had visited Pakistan-administered
Kashmir before the killing of two Indian
soldiers by Pakistani troops in Jammu and
Kashmir.
He, however, told reporters that there was
no rethinking on the new visa agreement op-
erationalised by the two countries last month
and it would be implemented by the govern-
ment.
Shinde indicated that information about the
movement of Saeed in Pakistan-adminis-
tered Kashmir was received by intelligence
agencies and the government was trying to
get details of his visit.
(There) has been information that Saeed
entered PoK (Pakistan-occupied Kashmir)
and talked to some people, Shinde told a
press conference here.
Asked if militants were involved in carrying
out the raid on Indian soldiers, Shinde said:
I do not have that information. But we are
very keen to get such information. We are
on the line.
There have been reports that Saeed, wanted
by India in connection with the 2008 Mumbai
terror attacks, was in the region a few days
before Pakistani troops ambushed and killed
two Indian soldiers.
Asked when a judicial commission from Pak-
istan would visit India for cross-examination
in connection with the Mumbai attack trial,
Shinde said no date had been fnalised but
the government wanted these should
be decided soon.
Shinde indicated that the govern-
ment was willing to go ahead with
the new visa agreement despite
the sudden dip in equations fol-
lowing the brutal killing of two sol-
diers.

Asaram Supporters Defend Him
Supporters of self proclaimed Godman Asaram have
refused to apologize to the Delhi gang rape victim and
instead are defending him for his remarks. In his com-
ment, he said that the girl was equally responsible for
the incident as were the culprits.
Asarams spokesperson Neelam Duby said , This hap-
pened on December 28 in a Satsang among 1 lakh
people. You have taken only one sentence into consid-
eration; you are taking it out of context. You said she is
as responsible. The men are responsible, but she is also
responsible for boarding such a bus. If she had got on a
full bus or a bus with women passengers, she wouldnt
have faced this. If, at that time, she had prayed, then
some idea would have struck her and then she would
some done something about it.
Case Filed Against Asaram Bapu
A case has been lodged against self proclaimed God-
man Asaram Bapu in Bihar by advocate Sudhir Kumar
Ojha in the court of Chief Judicial Magistrate S.P. Singh
in Muzaffarpur for his controversial remarks against the
Delhi gang rape victim. In the complaint, Advocate Sud-
hir Kumar has demanded strict punishment charging
him with insulting the victim during his satsang.
On the other hand, the victims father has asked him
whether he will tell women of his family to surrender to
the rapist. The father also wanted to know how he could
say things like that and should be ashamed of himself.
He further added that people should throw stones at him
for his derogatory remarks.

Whereas the chants of Hang the Rapists is getting louder, so is the list
of people making derogatory remarks against the Delhi gang-rape vic-
tim. The latest addition to this list is the self proclaimed spiritual leader,
Asaram Bapu. His comment of blaming the 23 year old physiotherapy
student for the Delhi gang rape incident has sparked a fresh contro-
versy.
The self proclaimed spiritual leader said that the victim was as guilty
as those six persons who sexually assaulted her. Only 5-6 people are
not only ones who are guilty. The girl who died is also as guilty as the
culprits. If she had been a religious girl, then she wouldnt have boarded
any bus at that time with her boyfriend. Even if she had, she should
have pleaded to them, called them brothers, then this could have saved
her from such pain Can only one hand clap? I dont think so, media
reports quoted him as saying.
He further added that he is against harsh punishment for the culprits as
the law could be misused. He said, We often see that such laws are
made to be misused. Dowry harassment law is one such example.
PREVIOUS CONTROVERSIES
Asaram Bapu, born Asumal Sirumalani on April 17, 1947 is a
Hindu (self-realised) preacher of the existence of One Supreme Con-
scious.
The Asaram Ashram was allocated about 10 acres of land by
state government in 2000 but it was built upon another 18000 sq. Me-
tres. A complaint was fled by the local villagers and after repeated no-
tices were ignored, the ashram was bulldozed by the state offcials with
the help from the police.
Raju Chandak, a former aide of Asaram Bapu and two others
in 2009. He was attacked by gunmen following his complaint against
Asaram Bapu in which he claimed that he had seen Asaram Bapu in
objectionable positions with women during tantric rituals that were being
performed inside the ashram
In 2008, a commission was set up to probe into the deaths of
two cousins Dipesh Vaghela (10) and Abhishek Vahela (11) who were
students at the Ashrams gurukul at Motera. Their bodies were found
near Sabarmati riverbed on July 5th, 2008, two days after they went
missing.
CID later took over the case and in its report alleged that seven
sadhaks of the ashram had been booked claiming that the accused had
failed the lie detection tests in accordance to the activities related to
tantra sadhna and black magic that were being practiced at the ashram.

A day after making derogatory remarks against 23 years old Delhi gang-
raped girl, who died 13 days after going through a painful ordeal, self
proclaimed spiritual Guru Asaram Bapu showed his insensitivity by re-
fusing to apologize for his remark.
He, further, called all the critics and media person barking dogs. First,
one dog barked. Then another one barked. Soon all the dogs in the
neighbourhood started barking, he said to his supporters. He further
added, Now if the elephant runs behind the dogs, then their (dogs)
value increases and that of elephant comes down. They can say what
they like. I dont care. I still maintain why I should run behind the dogs.
He later clarifed with the reporters that his remarks about the 16 Dec.
Delhi gang raped victim were misunderstood by the critics and media per-
sons. He further added that if his comments were understood properly,

Delhi gang-rape victim should have called her culprits brothers and
recited the Saraswati mantra, provoking both the ruling Congress and
the opposition BJP to lash out at the comments as disturbing and con-

Had she recited the Saraswati mantra, she would not have boarded
any bus after watching a movie with her boyfriend, he added.
The comment was slammed by Indias two main parties, the Congress
and the Bharatiya Janata Party (BJP).
Such comments should be condemned as much as possible, Con-
gress leader Sandeep Dikshit said.
He was backed by party colleague Rashid Alvi who said: Political lead-
ers, including religious leaders, must give serious thought before they
speak out.
BJP leader Ravi Shankar Prasad said the comments were regrettable
and deeply disturbing and painful.
We expect Asaram Bapuji to kindly introspect, refect and withdraw the
statement, Prasad said.
I am sure he knows in the Hindu chintan (thought), woman of the coun-
try have been accorded a place of pride and dignity. Similarly in our
constitution also, there is a clear provision of granting a status of equal-
ity to a woman and no discrimination. In this case, for him to make a
statement in relation to a crime which has shocked the conscience of
the country... Sorry, it is not acceptable, he said.
The 23-year-old woman was gang-raped in a moving bus on the night
of Dec 16, and brutally beaten. She succumbed to her injuries Dec 29

Around 2.7 million Chinese people die from
cancer every year. This means there is one
death due to the disease every fve minutes,
says a government-recognised report.
About one in fve Chinese people might de-
velop cancer if they live to be 74, the China
Daily cited the 2012 Cancer Registry Annual
Report as saying.
There is one death from cancer every fve
minutes on the Chinese mainland, which
translates into 2.7 million cancer deaths an-
nually, the report said.
The fgures were based on data collected
from 72 cancer surveillance sites in 24 prov-
inces, covering 85 million people.
The cancer rate stood at 285.91 per 100,000
people, bringing 3.12 million new cases a
year.
Lung, stomach, colorectal and liver cancers
were among the top killers in China.
Liu Yuewu, a leading cancer specialist at a
hospital in Beijing, said thyroid cancer must
be the fastest growing cancer in recent
years.
In 1986, the hospital performed surgery
eight times for patients with thyroid cancer.
An average of 7,300 people die from cancer
on the mainland each day, the report said.
Patients older than 60 years account for 63
percent of these deaths.

The humble kilogram - the standard mea-
sure of weighing - has become heavier, ac-
cording to experts from a British university.
The original kilogram is likely to be tens of
micrograms heavier than it was when the
frst standard was set in 1875, experts using
a state-of-the-art Theta-probe XPS machine
-- the only one of its kind in the world - have
said.
Known as the International Prototype Kilo-
gram or the IPK, it is the standard against
which all other measurements of mass are
set, the Journal of Metrologia reports.
But the kilogram has become heavier as
contaminants have built up on its surface,
experts say.
The IPK and its 40 replicas were made in
1884 and distributed globally in a bid to stan-
dardise mass. Britain holds replica 18 at the
National Physical Laboratory (NPL). The
original is stored in the International Bureau
of Weights and Measures in Paris.
But despite efforts to protect the IPK and
its duplicates, industrialisation and modern
living have taken their toll on the platinum-
based weights and contaminants have built
up on the surface, according to a Newcastle
University.
Now Peter Cumpson and Naoko Sano at
Newcastle have used cutting-edge X-ray
Photoelectron Spectroscopy (XPS) to anal-
yse surfaces similar to the standard kilogram
to assess the build-up of hydrocarbons - and
how to remove them.
Around the world, the IPK and its 40 repli-
cas are all growing at different rates, diverg-
ing from the original, says Cumpson, pro-
fessor of Micro Electro Mechanical Systems
(MEMS) at Newcastle.
By exposing the surface to a mixture of
UV and ozone, we can remove the car-
bonaceous contamination and potentially
bring prototype kilograms back to their ideal
weight, adds Cumpson.

Despite the steady stream of plasma, fat
screen and high-defnition TVs on offer,
over 13,000 British householders still have
black and white sets, Daily Mail reported.
Almost half a century after colour pro-
grammes were frst beamed into British
homes, people are still paying 49 pounds a
year for a licence to watch in monochrome.
The number of people with black and white
licences - which are nearly 100 pounds
cheaper than the colour equivalent - has
declined from 212,000 at the turn of the
century to fewer than 50,000 in 2006.
Last week that number had fallen to 13,202.
According to television and radio technolo-
gy historian John Trenouth, though 13,202
monochrome licences may sound a lot, its
now a tiny percentage of the 25 million li-
censed viewers in the UK.
The numbers of black and white TV sets
in regular use has fallen dramatically over
the last few years, hastened by the fact that
its now almost impossible to replace them.
There will always be a small number of
users who prefer monochrome images,
dont want to throw away a working piece
of technology or collect old TV sets.

In a country where many people do not give
their real names while registering with tele-
com companies, residents of Beijing will
soon need to provide identifcation when
they register a new phone number or trans-
fer an old one.
The so-called real-name system is part of
a draft regulation still under discussion, the
China Daily reported.
It follows similar moves by many micro-blog-
ging websites to get users to log in with their
personal details.
Peoples interests will be better protected
under the policy, while illegal uses of cell-
phones, such as fraud and spreading ru-
mours, will be effectively deterred, Tong
Liqiang, deputy director of the Beijing Inter-
net Information Offce, was quoted as say-
ing.
China Mobile has more than 25 million users
in Beijing, among whom 40 percent present-
ed an ID when purchasing products, while
China Telecom said more than 60 percent of
its clients in the capital registered with real
names.
Tong said the date of enforcing the regula-
tion has not been set because many details
need to be worked out.

At least 90 people were killed and over 260
injured Thursday in four blasts - three of
them in Quetta - in Pakistans Balochistan
and Khyber-Pakhtunkhwa provinces Thurs-
day.
At least 56 people, including a journalist and
a senior police offcial, were killed and over
160 injured as two back-to-back bomb blasts
hit Quetta in Balochistan province Thursday
evening, Geo News reported. Twelve peo-
ple were killed in the same city in an earlier
blast.
There was a suicide attack at Rehmattullah
Chowk late Thursday, followed by another
blast in the nearby Airport road area minutes
later, said police.

Russian researchers have obtained the frst
sample of transparent ice from the water of a
unique sub-glacial lake in Antarctica during
drilling operations, the Arctic and Antarctic
Research Institute said.
In February 2012, after decades of drilling,
Russian scientists fnally managed to pen-
etrate Antarcticas ice sheet at a depth of
some 3.7 km to reveal the secrets of Lake
Vostok, which had been sealed there for the
past 20 million years.
Explorers hope Vostok, which is the largest
of Antarcticas buried network of icebound
lakes and also one of the largest lakes in
the world, could reveal new forms of life and
show how life evolved before the ice age.

Chinas controversial One Child Policy
(OCP), a radical tool of population control,
has produced people who are more pessi-
mistic, low on self esteem, less trustworthy
and far less competitive, according to a fnd-
ing.
The OCP was introduced in 1979 and strictly
enforced in urban centres using economic
incentives.
In 2011, an offcial Chinese outlet cited the
numbers of births prevented at 400 million.
Lisa Cameron and Lata Gangadharan, Xin
Meng, Nisvan Erkal from Monash, Austra-
lian National and Melbourne Universities,
respectively, examined cohorts of children
born just before and after the OCP was in-
troduced.
They assessed social and competitive be-
havioural attributes such as trust and risk-
taking.
They conducted a series of economic games
on more than 400 subjects.
The imposition of the OCP allowed them to
identify individuals who grew up as an only
child because of the policy and who would
have grown up with siblings in the absence
of the OCP, the journal Science reported.
Comparing this group with those who were
born before the OCP, they isolated the caus-
al impact of growing up as single children.
Results indicated that individuals who grew
up as single children as a result of Chinas
OCP were signifcantly less trusting, less
trustworthy, more risk-averse, less competi-
tive, more pessimistic, and less conscien-
tious individuals.

ally of an improvised explosive device, Geo
News reported. Several of the wounded
were in critical condition.
Scientists have previously examined water
samples received when they drilled deep
into the lake back in 2012, but they were
not sure these were samples of lake water
rather than water inside the glacier above
the lake.
So in order to receive ice right from the lake,
researchers drilled into the glacier once
again in January 2013.
The frst core of transparent lake ice, two
metres long, was obtained on January 10
at a depth of 3,406 metres. Inside it was a
vertical channel flled with white bubble-rich
ice, the Arctic and Antarctic Research Insti-
tute, part of the Federal Service for Hydro-
meteorology and Environmental Monitoring,
said in a statement.
The institute said the composition and origin
of the new core are being determined.
The discovery of the hidden lakes of Antarc-
tica in the 1990s sparked much enthusiasm
among scientists all over the world. Some
think the ice cap above and at the edges
created a hydrostatic seal with the surface
that prevented lake water from escaping and
kept anything else from getting inside.
Ice from Lake Vostok may have special
physical properties which are different from
those of ordinary ice, said Vyacheslav Mar-
tyanov, the head of the Russian Antarctic
Expeditions logistics centre.

Assembling his second term national se-
curity team, US President Barack Obama
courted controversy as he named former
Republican senator Chuck Hagel to head
the Pentagon and his counterterrorism ad-
viser John Brennan to lead the CIA.
My No.1 criteria in making these decisions
was simple - who is going to do the best job
in securing America, Obama said nominat-
ing Hagel, seen as a maverick politician, to
replace Leon Panetta as Defense Secretary
and Brennan, a key architect of Americas
drone strategy, to head the Central Intelli-
gence Agency.
In making the two controversial picks, es-
pecially that of Hagel, Obama signalled his
readiness to join battle with Senate Repub-
licans for their confrmation unlike his de-
cision to go for Senator John Kerry as the
Secretary of State instead of controversial
US ambassador to UN, Susan Rice, who
was said to be his frst choice.
Hagel, 66, who may become the frst Viet-
nam veteran and frst enlisted soldier to
serve as US defense secretary, has advo-
cated deep cuts to the Pentagon budget and
bucked his fellow Republicans in opposing
troop surges in Iraq and Afghanistan, telling
his biographer: I will do all I can to prevent
war.
Hagel has also come under fre over com-
ments about Israel and Iran and gays. He
has supported Israel entering negotiations
with Hamas, the Islamist movement that
rules the Gaza strip and is considered a ter-
rorist organisation by the US.
Hagel has also called for talks with Iran
and spoken out against certain sanctions
-- a cornerstone of Obamas foreign policy
aimed at pressuring Tehran over its nuclear
programme.
Some also are bothered by a comment he
made in 1998 about an ambassadorial can-
didate James Hormel being openly, aggres-
sively gay -- which he apologised for in De-
cember, 14 years later.
Obama, a Democrat, praised Hagel as a
patriot who knows what it is like being on
the frontline and said his selection repre-
sents the bipartisan tradition that we need
more in Washington.
But many in the Republican establishment
opposed the choice with Senator Lindsey
Graham saying, He has long severed his
ties with the Republican Party.
But Democrat Chris Murphy countered that
he believes Republicans are spoiling for a
fght.
Compared to Hagel, the reaction was some-
what muted to the nomination of Brennan to
replace retired Gen. David Petraeus, who
stepped down from his job as CIA director
in November amid revelations that he had
engaged in an extramarital affair with his bi-
ographer Paula Broadwell.
Brennan, 57, worked for the CIA for more
than two decades and has been Obamas
assistant for counterterrorism and homeland
security since 2009.
He is said to have shaped the White Houses
strategy to aggressively pursue suspected
terrorists in Pakistan and in Yemen, dramati-
cally escalating the use of armed unmanned
aircraft or drones to kill them.
After the 2008 election, Brennan was touted
as a shoo-in for CIA director, but attacks
from critics who claimed he supported the
Bush administrations policy of harsh inter-
rogations prompted him to drop out of con-
sideration for the job.
Questions may again be raised over the
drone programme and Brennans position
on CIA interrogations with the 2008 Repub-
lican presidential candidate Senator John
McCain saying he planned to examine Bren-
nans record closely.
Even as she praised his record, Democrat
Senator Dianne Feinstein also said she
planned to raise the CIA detention and inter-
rogation issue with Brennan.
Islamabad
Authorities in Pakistan have contacted the
Interpol to arrest a suspect who escaped to
Germany after killing a Canadian Sikh wom-
an, a court was told.
The Lahore High Court heard that Rajvindar
Kaur Gill, daughter of Sikandar Singh Gill,
arrived in Lahore Aug 25, 2012, to attend a
diamond exhibition. Since then her where-
abouts are unknown, the Dawn reported.
A Lahore police offcial earlier said that Gill
was murdered and one of the accused, Hafz
Shahzad, confessed to the crime. He said
the killers later threw Gills body in a canal
on Sheikhupura Road.
A police offcial told the court that a laptop
belonging to Gill had been recovered from
one of the accused involved in the murder.
He said Gills family identifed the laptop
which was sent to laboratory for data recov-
ery.
The offcer said the Interpol has been con-
tacted for the arrest of prime suspect Shahid
Ghazanfar, who escaped to Germany after
killing the Sikh woman.
The petitioners counsel asked the court to
freeze the bank accounts of Gill in Switzer-
land and Canada.
Mexico City
A gold-plated AK-47 assault rife studded
with diamonds was seized during a raid on
a ranch reportedly owned by drug traffckers
in Honduras.
Police said the rife has an exclusive design
and a fne carving, and could be worth at
least $50,000.
An engraving on the weapon links it to a lo-
cal drug gang that is allegedly connected to
Mexicos Zetas cartel, they said.
Police also found over 30 other weapons,
bullet-proof vests and 11 cars at the ranch,
about 300 km from the capital Tegucigalpa.
Honduras, which has one of the highest per
capita murder rates in the world, is a major
conduit of cocaine-smuggling from South
America to the US.
Lima
The 2013 Dakar Rally crossed the border
from Peru into Chile, where motorbikes and
quads will cover 411 km, while cars and
trucks would go 509 km.
The race began Wednesday in Perus south-
ern city of Arequipa, passing through Mo-
quegua and Tacna, and will end in Chiles
northern region of Arica, reports Xinhua.
On the frst day of the rally, motorcycles
and quads travelled 136 km, while cars and
trucks 172 km.
The travel was full of stony lands, bottoms
of rivers and a descent that goes from an
altitude of more than 2,000 metres to almost
sea level.
Meanwhile, Peruvian Foreign Trade and
Tourism Minister Jose Luis Silva said that
more than one million Peruvians attended
the rally.
The initial numbers of one million Peruvians
that have attended the rally have been sur-
passed. We have to wait to see how many
more took part before it crosses the border
to give the fnal results, said Silva.
The Dakar Rally, which has been held in
South America for the ffth time, began last
Saturday (Jan 5), and will end in Chile, at
Santiagos Constitution Square Jan 20, at
the end of a total of 14 stages and more than
8,500 km including Peru, Chile and Argen-
tina.
After four stages, the rallys leaders in the
general board are French Olivier Pain (mo-
torcycles), Argentinean Marco Patronelli
(quads), Netherlander Stephan Peterhansel
(cars) and Czech Ales Loprais (trucks).

Human Rights Watch criticized Saudi Arabia
for executing a Sri Lankan woman worker
convicted of killing a baby in her care in
2005 when she was 17.
Saudi Arabia is one of just three countries
that executes people for crimes they com-
mitted as children, said Nisha Varia of the
US-based human rights body.
Rizana (Nafeek) is yet another victim of the
deep faws in Saudi Arabias judicial sys-
tem, she said.
On Jan 9, the Saudi interior ministry an-
nounced the execution of Nafeek, rejecting
pleas by Sri Lankan leaders to spare her life.
Under the system of qisas (retaliation) that
governs murder cases in Saudi Arabia, the
dead babys parents could have granted
Nafeek a pardon or accepted blood money
in compensation.
Nafeek had been working in Saudi Arabia for
two weeks in 2005 when the employer fam-
ilys four-month-old baby died in her care.
Nafeek retracted a confession that she said
was made under duress, and says the baby
died in a choking accident while drinking
from a bottle.
International law prohibits the death penalty
for crimes committed before the age of 18.

The ruling Pakistan Peoples Party (PPP) was
among the poorest political parties in the
country based on its assets, the election com-
mission has said.
The Election Commission Wednesday re-
leased details of assets of all political parties
for the fnancial year 2010-11, the Dawn re-
ported.
The PPP, registered under the name of PPP-
Parliamentarians, had only Rs.435,397 in its
account till June 30, 2010, with no immovable
property anywhere in the country.
The PPP said it spent only Rs.348 during the
entire fnancial year.
The Pakistan Muslim League-Quaid (PMl-Q)
was among the richest parties.
It had assets worth Rs.51.91 million, which
included a house worth Rs.23 million in Is-
lamabad. The PML-Q spent Rs.11.9 million
during the fnancial year.
The Dawn said that the PML-Nawaz also
mentioned the same property among its as-
sets worth Rs.33.5 million.
The PML-Ns party offce in Karachi is worth
Rs.50 million and it also has Rs.6.3 million in
its bank accounts in Islamabad.
The Awami National Party said it has a fxed
asset of Rs.27.22 million while the Jamaat-i-
Islami showed a bank balance of Rs.5.4 mil-
lion.
Cricketer-turned-politician Imran Khans Pak-
istan Tehrik-i-Insaaf said it has immovable
assets worth Rs.4 million and Rs.32.62 mil-
lion in its bank account. Almost all the amount
was contributed by Imran himself.

The Chinese government proposes to boost
the biotechnology industry to tackle prob-
lems arising out of population growth, food
safety, energy conservation and environ-
mental protection concerns, the State Coun-
cil said.
By 2015, the government aims to double
from the 2010 level the share of GDP that
the sectors value-added output accounts
for, according to a biotech industry develop-
ment plan unveiled by the State Council, or
Chinas cabinet, Shanghai Daily reported.
The sector will see its output surge at an av-
erage annual rate of more than 20 percent
from 2013 to 2015, according to the plan.
The government also plans to improve the
sectors innovation and technological prow-
ess to make it a pillar industry by 2020.
New medicines, crops, biofuels and environ-
mental technology are needed to protect the
health of an ageing population, ensure food
safety and save energy, the plan says.
The government is targeting an annual pro-
duction value of 150 billion yuan (about 24
billion) by 2015 for the biofuel sector.
The sector is one of seven emerging indus-
tries which the Chinese government aims
to promote over the next few years to turn
domestic consumption and technological in-
novation into driving forces for the economy.
The government has set a goal of ensuring
that the combined value-added output of the
sector will account for 8 percent of the GDP
by 2015.

Porn star-cum-actress Sunny Leone has
started rehearsing for her second Hindi
movie, Ragini MMS 2. She says she was
nervous during the frst few rehearsals.
Ragini MMS 2 workshops were 360 de-
grees different model of working. I was ner-
vous because I was going through several
emotions when going through the scenes. It
(the character) has different layers of emo-
tions, Sunny told IANS.
The Indo-Canadian made her Bollywood de-
but with Pooja Bhatts Jism 2, and says she
never underwent a workshop for that movie.
I never got to do that earlier because Pooja
Bhatt operates very differently. She wants
her actors to be spontaneous. So even
though she had me go through proper dia-
logue and diction workshops, there was
no acting workshop then for Jism 2, said
Sunny.
Directed by Bhushan Patel and produced by
Ekta Kapoor, Ragini MMS 2 is a sequel to
2011 horror-thriller Ragini MMS.

Filmmaker Sajid Khan has recreated the en-
tire setting and look of popular song Tathai-
ya tathaiya from 1983 movie Himmatwala,
for its modern-day remake.
The song was picturised on Jeetendra and
Sridevi in the original movie. It will now see
Ajay Devgn grooving Bollywoods Jumping
Jack alongside actress Tamannaah.
The song was recently shot in Mumbai. Ajay
feels the song for the new Himmatwala is a
perfect replica of the original.
It is one of the most popular numbers from
the 1980s. Right from the sets to the cos-
tumes and the choreography, everything
has been perfectly recreated, Ajay said in
a statement.
Director Sajid Khan is confdent that he has
done complete justice to the original movie,
and says he doesnt mind comparisons be-
tween the movies.
I want people to make comparisons be-
cause I have done justice to the original. Of
course, it will be unfair to compare Ajay to
Jeetendra, especially since Jeetendras im-
age as a dancer was strong at that time,

Ekta Kapoor is bringing father-son duo
David Dhawan and Varun together for a
new project - the Hindi remake of Telugu
hit Kandireega.
I am doing a flm with Balaji Motion Pic-
tures, for which work has already be-
gun, Varun told IANS, without revealing
any more about the project.
A teaser of the new movie was foated
online Monday. It featured an actor with
back to the camera, and holding a poster
reading: Mafa Don Kidnaps Girl!.
The flm is a remake of Telugu flm Kan-
direega, Girish Johar, head of acquisi-
tion and distribution, Balaji Motion Pic-
tures, told IANS.
We are remaking it with Varun under his
fathers shadow, added Johar.
Varun made his Bollywood debut in
Karan Johars Student Of The Year, re-
leased in 2012. He earned rave reviews
for his fuid expressions and fexible

With desi channels adapting internation-
al shows like Who Wants To Be A Mil-
lionaire and Got Talent, fans in India
are quite used to stars such as Amitabh
Bachchan or Madhuri Dixit popping up
on TV screens as hosts or judges. But
will Bollywood biggies ever take up act-
ing in fction series seriously?
Hindi flm stars have generally steered
clear of the small screen. Quite unlike
their Hollywood counterparts, who have
taken to the small screen in a pretty big
way and happily feature in sitcoms too.
Julia Roberts, who will be seen in TV se-
ries The Normal
Heart, is the most
recent case in
point. Other popu-
lar Hollywood A-
listers like Ashton
Kutcher and Char-
lie Sheen were
seen in the sitcom
Two-And-A-Half-
Men. And Greys
Anatomy features
Katherine Heigl.
But Indian TV
screens have
mostly been de-
void of such partic-
ipation from known
cine-stars.
There have been
some exceptions
of course. In 1998,
Om Puri and Naseeruddin Shah played
the lead roles in the successful serials
Kakaji Kahin and Mirza Ghalib, re-
spectively, for Doordarshan.
Bollywoods Dreamgirl Hema Malini did
the successful dance-based show Nu-
pur in the 1990s. But after that there
was a lull.
In early 2000, Hema and Karisma
Kapoor tried to revive the trend with
Kamini Damini (2004) and Karishma -
The Miracles of Destiny (2003), which
also featured Arshad Warsi and Sanjay
Suri, respectively. But their efforts failed
to yield the desired results.
If the Karisma-starrer went off air after a
few months, Hemas show couldnt repli-
cate the success story of Nupur.
Superstar Shah Rukh Khan, who took a
big leap from TV to flms, raised hopes
of a turnaround in that trend when he ex-
pressed a desire to return to his roots.
I had a discussion with late Mukul Anan-
dji and since then we have been thinking
that all the big stars of Bollywood should
come together and make a TV series.
It will be interesting if Bollywood people
would come together and make a 10-
part or 12-part series, just like Buniyaad
and Hum Log... I am open to doing it if
there is a good story to entertain the au-
dience, he told reporters recently.
Apart from Shah Rukh, actors who have
made a transition from TV soaps to flms
include Irrfan, Vidya Balan and R. Mad-
havan.
Salman Khan feels that television is too
much of hard work. Reality shows are
about one season, but when you do a
serial you are stuck in it for 10 -15 years,
Aruna Irani, who is known for her dance
numbers and character roles in flms and
has also been quite active on the small
screen, tries to analyse why Bollywood
actors havent taken to fction shows on
TV.
Silver screen is silver screen. TV se-
rials are considered a step down as
compared to flms. People have always
considered it less than a movie, Aruna,
who continues her association with TV
through Parichay-Nayee Zindagi Kay
Sapno Ka, told IANS.
Another hurdle is that money and fame
are shortlived on
TV, says flm critic
Vikas Mohan.
There is more
money and fame on
silver screen. With
television, fame is
limited till the show
is on air. Once the
show is over, no
one remembers the
artists. So, (flm) art-
ists prefer to keep
themselves con-
nected only to the
big screen, he said.
Time constraint also
stops stars from tak-
ing up soaps, adds
Samir Soni, who
has long balanced
TV and movie roles.
Actors in flms dont want to take that
time off. They can do hosting, but for
a daily soap you have to make a con-
scious commitment. In movies, the ges-
tation period is so long... It may take a
year to come, he added.

and I Hate Luv Stories, he also fea-
tured in daily soaps like Jassi Jaisi Koi
Nahi and is currently seen in Parichay-

to the differently-abled

Offering a glimpse of what cerebral palsy
patients go through via mime, hand model
performance and dance theatre, British
performer Andrew Dawson feels peoples
perception towards the differently -abled is
beginning to change.
It is beginning to change. A big change
happened in London because of the (Aug-
Sep 2012) Paralympics. People in London
embraced the Paralympics more than they
did the real Olympics, Dawson, who was
in the city to demonstrate his concept, told
IANS in an interview.
Dawson, 50, who has trained in dance, mime
and theatre in London and Paris, as also in
the US, has ventured off the beaten path of
commercial theatre to sensitise others to
the subtle differences of being abled and
disabled and has presented over 20 case
studies on stage - poignant representations
of patients afficted with cerebral palsy in the
last fve years.
I use my body as a channel to show people,
to make them understand what its like to
have cerebral palsy and other such diseases
and what they go through. Hopefully, people
will have a better understanding, Dawson
explained.
According to Dawson, being abled or
disabled depends on how you function in
the world.
We could probably have a debate on
the topic. Since they dont do things that
appear to be normal they are labelled as
being disabled. Some people with disability
function very well, play the piano with their
feet because they cant with their hands.
That doesnt make them disabled, it means
they can play the piano and I cant.
We are all disabled and abled in certain

Matru Ki Bijlee Ka Mandola is a political
satire. The flm begins with Mr. Mandola
and his drinking companion, Matru, creating
havoc.
Matru Ki Bijlee Ka Mandola, belongs to
feudal lord, Hukum Singh Mandola aka
Harry (Pankaj Kapur) from the frst frame,
literally. Harry harbours the dream of selling
his agricultural land for industrialisation and
development, not sparing a thought to the
villagers plight.
But that is only when he is sober. But
after taking alcohol, he is a changed man,
completely transformed. The socialist in him
surfaces and incredibly, he challenges his
own feudal self, wanting to help his villagers.
He is not the only one wanting to help
the poor villagers. Matru (Imran Khan),
Mandolas driver-cum-assistant and his
partner in crime, too is egalitarian and wants
to help the villagers save their land.
There is Mao, a faceless well-wisher, who
manages to offer timely help to the villagers.
And there is Mandolas foreign educated
daughter Bijlee (Anushka Sharma) too
joining in the revolution.
On the surface, at the start, it seems like a
light-hearted entertainer about an alcoholic
feudal lord, his drunken idiosyncrasies
and his villagers. Its when Chief Minister
Chaudhary Devi (Shabana Azmi) mouths,
Maslaa hai desh ka, na power ka na bijli
ka, sums up the larger issues that the flm
deals with and post her entry it becomes
evident that it is a political satire.
The flm is not only layered with demons
of the society, but also deals with personal
demons that haunt Mandola, his people and
the place.
Pankaj Kapur is the only star of the flm as
the flm belongs to him. After Maqbool, this
is easily his best. He keeps the audience
regaled with his pancho pancho after
guzzling a few pegs, hallucinating about a
gulabi bhains (pink buffalo) and when he is
confronting the scheming Devi (Azmi).
Imran as the idealistic, rustic Matru is a
refreshing change from his usual suave
and debonair avatar. He slips into his role
with simplicity. Unfortunately for him, his
character is not so well rounded and is on
the fringe of the plot.
Anushka fails to be thunderous in her
performance even though she is Bijlee.
She walks through the flm doing what she
always does - playing a bold and spunky girl
with I-care-a damn attitude.
The music, as expected from Bhardwaj, is
outstanding. Oye Boy Oye Boy Charlie
is well-picturised though reminiscent of
Namak ishq ka from Omkara. The title
song is energy-packed though not too
relevant in the context of the flm.
The background score and the lyrics by
Gulzar are equally a treat and add to the
pace of the flm.
The plot is layered and complex, but not
without faws. The barbs on the political
system and society are contemporary and
may lose their context in years to come,
very reminiscent of Indian Peoples Theatre
Association (IPTA) plays.

I feel that the security is totally justifed
because when you create something, you
want it to be presented in the way it is
supposed to. I often get tired on the sets
and if someone takes a picture of me like
that, its not fair as it would destroy the
feeling of a superhero, he told media during

For the actor, Krrish 3 has been one of the
toughest experiences.

Indian actor Anupam Kher, who features in
the cast of Hollywood movie Silver Linings
Playbook, is ecstatic after the romantic-
comedy bagged eight nominations at the
85th Academy Awards. He says this is the
biggest moment of my life.
As an Indian actor, I feel rewarded for my
30 years of contribution to cinema. I am glad
to have worked with the fabulous cast and
crew of Silver Linings Playbook, Anupam
said in a statement.
(Director) David O. Russell is undoubtedly
a brilliant flmmaker and he has proved it
again. A major part of me as an actor feels
satiated today, added the 57-year-old
veteran.

through mime and theatre too. Its like a
cross between a lecture and a drama. I
talk to you, show you a little flm, perform
a little something, but all of it represents
being half of what we are, Dawson said.
His performances, aided by pre-recorded
voiceovers from the patients, paint an
intricate picture of how they go about their
day-to-day activities.
I interact with them. Just talk a lot.
Observe a lot - how they do regular stuff,
eat and drink and then put together that
on stage, being very careful that it doesnt
end up being a mockery. I make sure they
get to see what I have put together in the
fnal stage act, Dawson explained.
From mainstream theatre to making a
difference for the patients, Dawson feels
it helps him to know himself better.
I do it because I dont really understand
myself. It is a realisation of the self, of how
extraordinary it is to be anything at all,
how extraordinary is it to walk and talk,
Dawson elaborated on his second visit to
India for a performance at a programme
to create awareness on mental ability, an
initiative of The Wellcome Trust/DBT India
Alliance.

Cartoon characters are some-

budding scientists from all the states to

For 15-year-old Akhilesh Vaishnav and
his team from a village in Chattisgarh, it
was an opportunity to provide environ-
mental friendly and cost effective energy
alternatives to household appliances like
the refrigerator.
It generates harmful emissions... So we
came up with the concept of using the
residue after wood is burnt as the sub-
stitute for electric power, Vaishnav told

Vaishnavs refrigerator makes use of wa-
ter from the top and bottom to cool the

chulha (stove) that incorporates basic
principles of physics and saves time and

works on the simple principle of refec-

crease the use of fossil fuel and
focus on homemade biofuels.
Decreasing the use of fossil fuels

The best way to raise environmentally aware children is to instill a love and appreciation of nature at an early age Here are
some ideas and resources to help parents encourage a love of nature in their children. Just one of these ideas
alone may not make much of a difference, but a combination of several should begin to have an impact on the
way children perceive the world we live in.
1. Get your kids outside! Go for a hike, or
even a walk around the neighborhood.
2. Have your kids plant a small garden. If
you live in the city, have them plant a pot
or two on the deck or even in a sunny
window.
3. Put out a bird feeder, or better yet, a
variety of bird feeders (hummingbird,
thistle seed, suet feeders, platform feed-
ers, peanuts in shells, as well as the tra-
ditional sunfower and millet varieties).
Even in the city it should usually be pos-
sible to hang a small feeder outside a
window. If you can put out a bird bath,
you will notice a great number of bird
visitors.
4. Learn about butterfies, frogs, la
dybugs. You may visit butterfies
park , one such exists in Chandi

5. Set an example. Whether we
like it or not, kids model parents
behaviors. Show your own inter
est in nature, and point out inter
esting animals, insects, plants.
6. Come up with some nature-
themed art projects for your chil
dren, or recycled art.
7. Involve children in your recycling.
Let them help sort. Take them with
you when you drop it off.
8. Read nature-themed stories to your chil-
dren.
9. Set up a seasonal nature table in your
home where children can display their
outdoor fnds. A fall table for example
might have fall leaves, and pine cones,
whereas a spring table might have
spring fowers, feathers and grasses.
Change the table seasonally and see
what wonders your children come home
with.
10. Start solstice celebrations in your home.
Explain about the movement of the
Earth, what causes the seasons, and
what the solstice means. Being more
aware of the natural rhythms of life,
helps build an awareness of the impor-

lationship, a US think tank has said their
concerted cooperation could help Indias
global rise and provide a rich opportunity
for US businesses.
The 2008 US-India Civil Nuclear Agree-

in the relationship-Indias murky status in
the global non-proliferation regime, the
Carnegie Endowment for International
Peace said in a new report.
The evolving US-Indian strategic part-
nership holds great potential for both
countries, says the report Opportunities
Unbound: Sustaining the Transformation
in US-Indian Relations by Ashley J. Tellis,
senior associate South Asia Programme.
Indias economic growth and its ties to
the US can assist its global rise, which
contributes to keeping the peace in Asia,
provided New Delhi and Washington sus-
tain concerted cooperation, he writes.
And Indias emerging markets promise
to be the key instrument for enlarging
Indias power while remaining a rich op-
portunity for US businesses, writes Tellis
suggesting several steps for both sides to
make the partnership fruitful.
His recommendations for India include
expanding the basis for collaboration by
undertaking planned second-generation
economic reforms and doing away with
archaic protectionist policies and openly
embracing economic reforms.
New Delhi should also encourage foreign
direct investment (FDI) by opening those
sectors where FDI is currently not permit-
ted and increase the caps on FDI in those
areas where it is currently allowed.

Indias insurance regulator has strongly
advised the Pune-based private general
insurer Bajaj Allianz General Insurance
Company to strictly adhere to its Protec-
tion of Policyholders Interest (PPI) Regu-
lations while servicing a claim.
In a letter to Bajaj Allianz Generals CEO
Tapan Kumar Singhel, Insurance Regu-
latory and Development Authority (IRDA)
joint director Yegnapriya Bharath said:
You are specifcally advised to scrupu-
lously adhere to IRDA PPI Regulations
2002 in all matters regarding claims ser-
vicing. The competent authority has also
directed that systems be put in place in
your company to the effect that all claim
papers/documents are properly docket-
ed.
The letter dated Dec 31 - uploaded on
IRDAs website - was in response to a
policyholders complaint relating to delay
in settling his vehicle insurance claim.
Kochi
Kerala has stepped up efforts to encour-
age NRIs to invest in various sectors of
the state, an offcial said Wednesday.
The government at the 11th Pravasi
Bharatiya Divas (PBD) being held here
Jan 7-9 will Wednesday announce sepa-
rate facilities for NRIs for investments in
the service, industry, electronics and con-
sumer sectors.
After the success of the Technopark-TBI
(Technology Business Incubator), the
state government is all set for the NRI-
TBI, K.C. Chandrasekharan Nair, manag-
ing director, Technopark-TBI told IANS.
The TBI identifes potential entrepre-
neurs with innovative ideas, nurture them
through different phases of growth, until
the business takes off to a maturity level.
This is going to be launched with the full
support of the centre which has extended
an initial funding of Rs.2.5 crore. To start
with, we will launch one each at Kochi,
Kollam and Kozhikode, said Nair.
The Technopark-TBI has so far incubated
more than 165 start up technology frms
in their incubation facilities in the past
nine years, with a success rate of over
96 per cent.
If the Technopark-TBI is for IT, the three
NRI-TBIs would have a larger canvas
and would have sectors like the service
industry, electronics and other sectors,
the offcial said.
We will provide a space which would be
around 250 to 300 sq.ft and provide them
all the facilities...Besides being a plug
and play facility, the members will get an
address to start with, said Nair.
All those who come in and begin their en-
terprise will have to move out of the cen-
tre in three years time.
We have been getting a good number of
inquiries and we felt that the PBD is the
place where we could launch this, said
Nair.

Leading industrialists and members of
government gathered here in a move to
speed up signing of the free trade agree-
ment between India and European Union
(EU).
The meet to launch the India chapter
of the Indo-European Business Forum
(IEBF), a non-proft organisation to pro-
mote business between India and the
27-nation EU, was held Wednesday and
included Minister of State for Commerce
D. Purandeswari.
The EU-India free trade agreement
would help in creating jobs and invest-
ment opportunities, and will improve the
living standard of people in both the re-
gions, said G.P. Hinduja, managing di-
rector of Hinduja Group, who is on the
advisory board of IEBF Wednesday.
As Indias largest trading partner, bilat-
eral trade with EU in 2011-2012 stood at
nearly $110 billion, up from $90.62 billion
in 2010-11.
However, the proposed FTA has hit major
stumbling blocks like the EUs demands
for raising the cap on foreign investments
in the insurance sector and for decreas-
ing tariffs across the auto segment.

Tehran is planning to build a gas pipeline
up to Iraq and Syria, the Iranian Oil Min-
istry said Wednesday.
A 56-inch pipeline is to be laid from As-
saluyeh (near the South Pars gas feld
in southern Iran) to the Iran-Iraq border
to feed three Iraqi power plants running
on gas, Press TV reported ministrys
spokesperson as saying.
A tripartite meeting will soon be held in
Baghdad between Iran, Syria and Iraq to
develop a plan for extending the pipeline
from Iraq to Syria, he added.
Iraq has requested 30 million cubic me-
tres of natural gas per day from Iran in
the frst phase, which is scheduled to
come on-stream by next summer, Nikzad
Rahbar said.
Syria has requested 25-30 million cu-
bic metres per day. But the route for the
pipeline from Baghdad to the Syrian bor-
der is yet to be surveyed, he added.
Iranian Oil Minister Rostam Qasemi said
in July that his country, which has the
worlds second largest natural gas re-
serves after Russia, should start export-
ing gas to Iraq by March 2013.

dian economy has become the third larg-
est in Asia in terms of purchasing power
parity. It is slated to be the ffth largest
consumer market in the world by 2025,
Purandeswari said.

world, Purandeswari added.

Indias economic growth is expected
to accelerate to 6.7 percent in 2013-14
from the projected rate of 5.5 percent
in the current fnancial year on a revival
in consumption, CRISIL said in a report
Wednesday.
A pick-up in agriculture, predicated on a
normal monsoon, lower interest rates and
higher government spending will support
private consumption demand, the re-
search and ratings agency said.
Indias GDP growth in 2013-14 will be
supported by the revival of the private
sector consumption growth aided by
higher growth in agriculture, high govern-
ment spending and lower interest rates,
Roopa Kudva, managing director and
chief executive offcer, CRISIL, said in
the report.
According to the report, core infation is
expected to come down to 7 percent in
the fnancial year beginning April 1, 2013,
as against the projected infation of 7.7
percent in 2012-13.
The improved agricultural output, along
with a stronger rupee and lower crude oil
prices will also help in reducing Whole-
sale Price Infation (WPI) to around 7 per-
cent from 7.7 percent projected for 2012-
13, it said.
CRISIL expects that the Reserve Bank
of India (RBI) would cut interest rates
by 75-100 basis points this year on the
back of easing infationary pressure. This
would lower retail lending rates and boost
demands in interest rate sensitive seg-
ments.
Increased welfare expenditure by the
government, lower interest rates, moder-
ation in infation, and high farm incomes
(assuming a normal monsoon) will boost
household spending and, thereby, ben-
eft sectors such as consumer durables,
hotels and restaurants and fnancial ser-
vices, the report said.
Further, improved external demand, as
a result of marginal recovery of global
growth, could raise Indias exports, es-
pecially in the IT and IT-enabled services
sector. We, therefore, expect the services
sector to remain healthy at 8 percent in
the next fscal, it added.
According to the report, the agriculture
sector is expected to grow by 3.5 percent
in the 2013-14 fnancial year.
To improve defence cooperation, India
ought to take advantage of the wealth of
technologies available only to Washing-
tons closest partners and establish great-
er operational ties with the US to boost
its military effectiveness without forfeiting
strategic autonomy, writes Tellis.
As one of Irans biggest trading partners,
New Delhi should quietly urge Tehran to
abandon its nuclear weapons programme
in order to avert a confict that threatens
important Indian interests, he suggests.
At the top of Tellis recommendations for
the US is exploring a free-trade agree-
ment with India.
Washington should pursue such an ac-
cord on a specifed deadline while ne-
gotiating various arrangements to lower
bilateral trade barriers in the interim, he
suggests.
Favouring sustained leadership atten-
tion, Tellis says: Even if New Delhi does
not reciprocate every US initiative and
retains its traditionally independent for-
eign policy, the US should devote senior
leadership attention and create effective
bureaucratic arrangements to expand the
relationship with India.
In seeking a deeper partnership on Af-
ghanistan, Washington should encour-
age the Indian government to increase its
political and material contributions to the
effort in Afghanistan, he says.
Tellis also advocates building up Indias
defence capabilities saying: Adding to
a strong foundation of military-to-military
cooperation, Washington should make
it easier for India to purchase advanced
American defence technology and ce-
ment defence industrial cooperation.

Indias industrial production
declines 0.1 percent in November
New Delhi
Indias industrial output contracted 0.1 per-
cent in November, dragged down by deceler-
ation in production in manufacturing, mining
and electricity generation, government data
showed Friday.
Eight core industries that have a combined
weight of 37.90 percent in the index of indus-
trial production (IIP) logged a negative 0.1
percent growth year-on-year in November
2012. In the corresponding month of 2011,
these industries had registered a growth of
6 percent.
The eight core industries are coal, crude oil,
natural gas, petroleum refnery products, fer-
tilizers, steel, cement and electricity. These
had logged a 8.2 percent growth in October,
led by a rebound in manufacturing, power
and higher output of capital as well as con-
sumer goods.
The cumulative growth of the core industries
during April-November 2012-13 was 1 per-
cent as compared to 3.8 percent growth reg-
istered during the corresponding period of the
previous fscal, according to data released by
the commerce and industry ministry.
The contraction in industrial output is expect-
ed to have a bearing on the Reserve Bank of
India (RBI), which is to decide upon key lend-
ing rates later this month.
The RBI had kept key policy rates unchanged
in its Dec 18, 2012, meeting, but had hinted
at cutting rates in January, saying the focus of
the monetary policy would now shift to spur-
ring growth as infationary pressures are eas-
ing.
Indias central bank has kept repo rate, the
rate at which it lends to commercial banks,
unchanged at 8 percent. Reverse repo rate,
interest rates the central bank pays to com-
mercial banks on their money kept, also re-
mained unchanged at 7 percent.

nance to boost sales, especially the automo-

After three tough quarters, Indian IT bell-
wether Infosys Ltd has shown signs of growth
by upping its revenue outlook for this fscal
(2012-13) in rupee and dollar terms.
As per the companys revised guidance Fri-
day, revenue is expected to be Rs.40,746
crore (Rs.407 billion) or $7.5 billion as against
Rs.39,582 crore (Rs.396 billion) or $7.3 bil-
lion projected on Oct 12, 2012.
This translate into 2.9 percent year-on-year
(YoY) growth in rupee terms and 1.5 percent
YoY growth in dollar terms.
The revised revenue, however, includes $104
million (Rs.568 crore) from Lodestone Hold-
ing AG, a leading Switzerland-based man-
agement consulting business the company
acquired in September 2012 for $349 million
(Rs.1,932 crore/Rs.19 billion).
Though the global software major reported a
fat YoY growth in net proft for the third quar-
ter (October-December) at Rs.2,369 crore
(Rs.23.69 billion), its consolidated revenue
grew 12 percent YoY and 5.7 percent se-
quentially to Rs.10,424 crore (Rs.104 billion)
in rupee terms.
Under the International Financial Reporting
Standards (IFRS), net income for the quar-
ter under review (Q3), however, declined 5.2
percent YoY to $434 million from $458 million
year ago and marginally less (0.7 percent)
sequentially.
Consolidated income rose 5.8 percent YoY to
$1.9 billion from $1.8 billion year ago and 6.3
percent sequentially from $1.8 billion.
We have done well in this (Q3) quarter de-
spite an uncertain environment. We continue
to gain confdence from a strong pipeline of
large deals, Infosys chief executive S.D.
Shibulal said in a statement here.
Lodestone contributed $104 million (Rs.214
crore/2.14 billion) for the quarter.
Besides bagging eight large outsourcing
deals amounting to $731 million of total con-
bile and realty sectors, are keenly awaiting a
rate cut. The contraction in output may be-
come a point in that direction. However, infa-
tion data for December is expected soon.
The November data had showed a decline to
a 10-month low of 7.24 percent against 7.45
percent.
But the wholesale price-based food infation
increased to 8.50 percent in November from
8.32 percent recorded in the corresponding
month of 2011, thus remaining a major con-
cern for the RBI.
The manufacturing sectors output in Novem-
ber marginally increased by 0.3 percent dur-
ing the month under review as compared to
6.6 percent registered during the correspond-
ing month of 2011.
The cumulative fgures about the manufactur-
ing industry showed an increase of 1 percent
in April-November 2012, as compared to 4.2
percent growth registered in the same period
last fscal.
The mining sector registered a negative
growth. The sector, which has 10.32 percent
weight in the IIP, registered a decline of 5.5
percent in November this year as compared
to 3.5 percent decline in the corresponding
month of the previous year.

The companys cash reserves, including liq-
uid assets, however, declined marginally by
Rs.69 crore to Rs.22,501 crore by Decem-
ber-end from Rs.22,570 crore quarter ago
but up Rs.3,900 crore from Rs.18,601 crore
a year ago.

The City of Madrid offcially presented the
dossier for its candidacy to host the 2020
Olympic Games to the press.
The dossier, which took 400 people around
six months to compile, contains all facts and
fgures related to the third attempt of the
Spanish capital to host the Olympics. It was
given to the International Olympic Commit-
tee Monday while the media got their hands
on the dossier Tuesday, reports Xinhua.
Madrid, which lost out to London in the bid
to host the 2012 Games and to Rio de Ja-
neiro for the 2016 Games, is now compet-
ing against Tokyo and Istanbul for the 2020
Olympics.
The Dossier, as the bulky document of
facts and fgures is called, was presented
by Alejandro Blanco, president of the Span-
ish Olympic Committee, along with Spains
Minister for Education, Culture and Sport
Jose Ignacio Wert, Mayoress of Madrid Ana
Botella, and Madrid Autonomous Commu-
nity president Ignacio Gonzalez.
It contains detailed information on 14 differ-
ent themes relating to the Games, such as
the venues, transport, security, accommoda-
tion and public support.
Blanco highlighted the benefts of the Olym-
pic Games to a host city, saying the Olympic
Games were the most proftable investment
a city could make. But the fact is that with
Spain in economic crisis, austerity is the
watchword of the Madrid campaign, which
will attempt as much as possible to make
use of existing venues.
Around 80 percent of Spaniards are said to
support the citys bid, hoping it will provide
a much-needed boost to the economy and
jobs for the almost fve million people out of
work in Spain.
The city will be visited by IOC inspectors
June 15 and the host for the 2020 Games
will be announced Sep 7 in Buenos Aires,
Argentina.

ing and bonding with each other under the
guidance of Team Head Coach Barry Danc-

federations Cup are now on sale.

can be bought on FIFAs offcial website with
the most expensive suite available costing
$236.5 thousand. The price gives the buyer
the right to a viewing area for up to 60 peo-
ple in Belo Horizontes Mineirao stadium for
two games.
The cheapest suites cost $750 for a group
stage game in either Rio de Janeiro, Recife
or Belo Horizonte.
FIFA are offering three different types of pri-
vate box. The premium is the Match Private
Suite, which has the best view in each sta-
dium. The service also includes a buffet, VIP
parking and servers.
The Match Business Suite holds a hospi-
tality area with tables for dining before and
after matches. Parking is also available.
The Match Lounge is the most basic ser-
vice. There is a hospitality area with drinks
and snacks available but without parking.
The Confederations Cup runs from June 15-
30 and has already sold more tickets than
the 2009 tournament in South Africa.

Coaches, on the other hand, will get a good
chance to study various players and utilise

Keralas Sreejesh is taking Hero Hockey In-
dia League as a New Year gift. This is the
best event to start 2013 and I am looking for-
ward to it this year. I am sharpening my skills
for the upcoming international matches and
this League will give me a decent chance to
improve myself. I am very happy and proud
to be a part of the League, he stated.
Sreejesh is also delighted at getting $38,000
in the Hero HIL Players Auction, more than
twice the Base Price of $13,900 and being
bought by Mumbai Magicians. Usually goal-
keepers dont get much money, but this is a

The goalie will play along with international

Sreejesh was part of the Indian team in the
2010 FIH World Cup in New Delhi. In 2011,
his team won the 1st Asian Champions
Trophy, held in Ordos City, China, beating
arch-rivals Pakistan in the fnal match. Af-
ter returning from 2012 London Olympics,
he went to Doha for the 2nd Asian Champi-
ons Trophy where they lost the fnal match
against Pakistan.
The Keralite hails from Pallikkara village,
where nobody knew about the sport before
Sreejesh became famous. Hockey is not so
popular in Kerala and there are very few na-
tional players from this state. In my village,
they know hockey as the sport Sreejesh
plays, thats it.

World champions India can regain their
No.1 spot in the International Cricket Coun-
cil (ICC) ODI Championship table if they can
whitewash England in the fve-match One-
day International (ODI) series starting Jan
11 in Rajkot.
While India play Pakistan in the fve-match
series, South Africa will play New Zealand
in a three-match series starting Jan 19 in
Paarl.
But India, who are ranked world No.3, will be
keeping a close watch on South Africas se-
ries against New Zealand. Second-ranked
South Africa will jump to the top position if
they win all their three matches against New
Zealand.
England will be aiming to carry their Test
form into the ODIs and win their frst series
in India in 28 years and cement their status
as the No.1 side.
England currently lead second-ranked South
Africa by a fraction of a point, but will take
an outright lead on the championship table
if they win the series, irrespective of the re-
sults of the South Africa-New Zealand and
Australia-Sri Lanka series (starting Friday in
Melbourne).
However, Englands failure to win the series
will give both India and South Africa oppor-
tunities to reclaim the top spot.

Veteran West Indies batsman Shivnarine
Chanderpaul has signed a two-year contract
to play for English county side Derbyshire.
The 38-year-old Guyanese left-hander is
expected to be available to represent Der-
byshire in all county competitions in 2013.
Chanderpauls two-year deal also includes
the club having frst option to keep him for a
third season.
Im excited to be joining an ambitious club
with a talented young side, Chanderpaul
said.
I was impressed with Karl Krikkens vision
for the team and I am looking forward to link-
ing up with them at the start of the season.
Chanderpaul, who boasts a frst-class av-
erage of 56.32, has had previous spells in
the county game, helping Durham win the
County Championship in 2008 and 2009.
He played for Lancashire in 2010 and in
2011 represented Warwickshire, where he
made three hundreds and averaged 89.83
in fve matches to help the club fnish second
in Division One.
We have recruited a world-class player at
the peak of his game and I hope this sends

that we mean business ahead of the 2013
season, said chairman Chris Grant.
The fact that Derbyshire are able to attract
someone of his calibre is an indication of our
ambition and the esteem in which the club is

Sachin Tendulkars son Arjun has been
named in the Mumbai under-14 squad for
the West Zone league games in Ahmedabad
Jan 20-Feb 1.
This comes after Arjuns selection in the
U-14 probables list last June. The 12-year-

Soumyajit Ghosh was Wednesday rewarded
with the top slot in mens singles at the on-
going National Table Tennis Championships
here because of his excellent form this sea-
son while Achanta Sharath Kamal has been
denied the top perch, despite being the only
Indian paddler in the worlds top-100 list.
Sharath, whose current world ranking is 70,
was seeded No.6 at the Institutional Cham-
pionships last August, which was also the
season opener. On the other hand, Sou-
myajit Ghosh was seeded No.5 at Lucknow
nationals but has since grown in stature by
winning most zonals.
In contrast, national champion Anthony
Amal Raj, who was the No.2 seed at Luc-
know, has dropped down to No.5.
All the top four seeds are from the Petroleum
Sports Promotion Board (PSPB) with both
Sanil Shetty at No.2 and Soumyadeep Roy
at No.3 ahead of Amal Raj. Harmeet Desai
(No.4), Subhajit Saha (No.7) and Haryanas
Jubin Kumar at No.8 complete the top seed-
ings.
In womens singles, the frst four slots have
been taken by PSPB paddlers-national
champion Poulami Ghatak, K. Shamini,

The Pakistani cricket team returned home
after completing a successful Indian tour
as enthusiastic fans and Pakistan Cricket
Board (PCB) offcials accorded them a he-
ros welcome at the Allama Iqbal Internation-
al Airport in Lahore.
Pakistan squared the two-match Twenty20
International (T20I) series 1-1 and won the
three-match One-Day International (ODI)
series 2-1 against the World Champions
during their frst tour to India in fve years.
This is the frst time since 2005 that Pakistan
has defeated India on their home ground.
Dancing and chanting slogans in favour of
national cricketers, fans showered rose-pet-
als on the team as soon as they appeared
outside the airport lounge.
Speaking to media at the airport, skipper
Misbah-ul-Haq gave credit to the performing
youngsters and said he was happy with the
teams overall show.
T20 skipper Mohammad Hafeez, who
achieved top position in the ICC ODI rank-
ings for all-rounders, said he was proud of
his achievement and dedicated the victory
to the nation.
PCB chairman Zaka Ashraf was the centre
of attraction at the airport as he not only
showered praise on his cricketers but also
introduced the future of cricket diplomacy
with India. He said that Bangladesh Cricket
Board has not refused to send its team to
Pakistan.
This is only the third time in the history of
Pakistan-India bilateral series after 1987
and 2005 where Pakistan has inficted de-
feat on India on their home soil.
Pakistan and India have locked horns in 30
ODIs on Indian soil with Pakistan winning 19
and losing 11 of them.
Pakistans next international assignment is
the tough tour to South Africa which gets un-
derway from Jan 25 with the warm-up four-
day match against South African Invitation
