::2:: Accordingly the above said three Corporations / Federation ie., AP State Viswabrahmins Cooperative Societies Corporation Ltd, Hyd, AP State Kummari Shalivahana Cooperative Societies Federation Ltd, Hyd and AP Medara Cooperative Finance Corporation Ltd, Hyd has been registered vide reference 6th, 7th and 8th cited respectively under APCS Act 1964. Government also requested to register District Level and Primary Level Cooperative Societies for effective functioning and in order to become eligible for membership in the above said Corporations / Federation / District Cooperative Union respectively. Accordingly a draft Model Byelaws have been prepared keeping in view the State Level Apex Corporations / Fedration Byelaws for registration of the each District Cooperative Union at every District of the respective Corporations / Federation. While enclosing the draft Model Byelaws, the General Managers, District Industries Centres in the State / District Registrar of Industrial Cooperative Societies shall in the first instance register a separate District Cooperative Union for each three communities such as Viswabrahmins, Kummari Shalivahana and Medara District Cooperative Unions in order to become eligible membership of the above State Level Corporations/Federation. Subsequently, after registration of the District Cooperative Union, a Primary Level Cooperative Societies of the respective communities may also be registered keeping the draft Model Byelaws of the Primary Level Industrial Cooperative Societies with necessary modifications as required from the District Cooperative Union Byelaws as per the relevant provisions of the APCS Act and Rules 1964 wherever necesswary except primary lelvel Bamboo Workers ICS which are already existing in their District so as to become eligible for the membership of District Cooperative Union. The District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District is registered as a Cooperative Society under the AP Cooperative Societies Act 7 of 1964. DEFINITIONS:In these bye-laws unless the context otherwise requires:(i) The Act means Andhra Pradesh Cooperative Societies Act, 1964(Act 7 of 1964). (ii) Medara (iii) District Cooperative Union Limited., _________________District means the District Viswabrahmins / Kummari Shalivahana / Cooperative Union Limited., ______________________District. The Society means The Primary District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District respective Community. iv) Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., means means the District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District. (xiii) Commodities means raw material, implements, equipment, required to facilitate value addition. (xiv) Director means elected member of the Managing Committee / Official Nominee of the District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District.

General Meeting means meeting of the general body of the District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District. APPLICATION FOR ADMISSION FOR MEMBERSHIP:a) Every application for admission as a member in the District

CESSATION OF MEMBERSHIP:No member shall at any time be permitted to withdraw any share or shares held by it. Provided that with the sanction of the Registrar any Member may withdraw the whole of its Share Capital at any time for the purpose of affiliating itself to another District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District or if the affairs of the District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District are ordered to be wound up. The withdrawal of the shares held by the State Govt. Shall be on such terms and conditions as may be laid down by the Govt. From time to time and such terms and conditions it shall be binding on the Corporation. When a Member Society has been wound up under the Act the Managing Committee of the District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District may, on the application to the Liquidator, refund

the same held by such member after deducting the dues, if any, from the member society. 12. The membership of the Primary Viswabrahmins / Kummari Shalivahana /

Provided the total borrowing of the District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District at any time doesnot exceed 25 times of the paid up share capital plus Reserve Fund. 16. BORROWINGS:The Managing Committee of the District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District may pass resolution and borrow funds by way

of loans, deposits from Govt., and other institutions regulated by RBI after permission from Govt is taken through the Registrar. 17. MANAGEMENT:-

The election of the Managing Committee by the General Body shall be as per APCS Act 1964 and rules mentioned therein from time to time. All the members of the Managing Committee, save those nominated shall be elected at one and the same time for the specified period of five years. If a post of Director falls vacant due to death, resignation etc., of the existing Director, then Government / Registrar can nominate another person for the remaining period or the vacancy may be filled by Co-option, if the vacancy is not that of the President. The proceedings of the Managing Committee shall not be invalidated on account of any vacancy or vacancies in the Managing Committee which may remain unfilled subject to fulfillment of quorum under Rule 23 of APCS Rules, 1964. Any member of the Managing Committee may resign from his Office by sending a letter of resignation to the General Manager of the District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited.,

______________________District but such resignation shall take effect only from the date on which, it is accepted by the Managing Committee. In the beginning a Deputy Registrar of Cooperative Societies from Cooperative Department or Deputy Director/Assistant Director of Industries from the Industries Department will be allotted to be posted as General Manager until the activities of the District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District are clearly chalked out. AFFILIATION:The District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Ltd, ________District affiliated itself to the AP State Viswabrahmins Cooperative Societies Corporation Ltd, Hyd / AP State Kummari Shalivahana Cooperative Societies Federation Ltd, Hyd / AP Medara Cooperative Finance Corporation Ltd, Hyd. Transitory Bye-Law under Bye-Law No:17:Not withstanding anything contained in Bye-Law No:17 the Govt shall have power to nominate all the Directors including the Chairman from time to time, for such period or periods as may be considered necessary. Govt shall have power to cancel the nomination of any member of the Managing Committee including Chairman and nominate any person in his place. Any casual vacancy that may arise among the nominated members shall also be filled by the Govt for the rest of the periods. 19. OFFICE BEARERS:The affiliated District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District which are formed in the Districts for Cooperative Societies of weaker sections, shall depute the

President for representation with the General Body Meeting to elect the members of the Managing Committee. The elected Members of the Managing Committee shall elect among themselves a Chairman. The Managing Committee shall meet at least once in three months or often, if necessary, for the conduct of the business of the District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., All ______________________District. There shall be 10 prior days notice for a meeting of the Managing Committee and the meeting notice shall be sent to the Managing Committee members either by post under certificate of posting or by personal service. The notice shall be deemed sufficient and proper if sent to the address given by the members, it being their duty to keep the District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District inormed of any change in their addresses.

Disqualification of the Member of the Committee:No person shall be eligible for being chosen as and for being a member of the Committee if he has acquired or continues to have any of the disqualifications for membership of the committee specified in the Act. 22. GENERAL BODY:Subject to the provisions of the Act, the ultimate authority in all matters relating to the administration of the District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District shall be vested in the General Body. It shall be convened by the Managing Committee at least twice in a cooperative year to conduct the business of the District Viswabrahmins / Kummari Shalivahana / Medara Cooperative Union Limited., ______________________District. The General Body shall not, however, interfere with the powers of the Managing

Committee inrespect of the matters conferred to it in the Act and Bye-Laws. The following among the other matters, shall be dealt with the General Body.
