Romualdez (DZR) Airport reached 1.14 million in 2012, 13% up as against 1.01 million that posted in 2011, the Civil Aviation Authority of the Philippines (CCAP) yesterday reported. Agriculture dept to pursue viable farming
TACLOBAN CITY-Corn farmers in Eastern Visayas could expect more policy directives from the Department of Agriculture (DA) as it intends to further boost the local corn industry by adopting natural resource conservation measures. Just recently, the Bureau of Plant Industry (BPI), an attached agency of DA, issued a memorandum directing proper labeling of bags used to pack on yellow corn seeds. The directive aims to steer strong support from all stakeholders on the nationwide campaign for sustainable corn farming in sloping areas. This stems from the fact that farming without appropriate soil and water conservation measures in sloping areas lead to soil erosion. The said office memorandum enjoined all yellow corn seed producers to follow proper labeling on the bag of the seed with the following message: Appropriate soil and water conservation measures such as contour farming, minimum tillage, crop rotation, natural vegetative strips, mulching and crop residue incorporation, organic farming terracing and rainwater harvesting when planted in sloping areas. The message should be displayed using bold block letters and readable even at a one meter distance. The memo also directed the DA-RFUs to conduct massive information drive

LGUs to receive higher IRA for 2013


TACLOBAN CITY Revenue collection improvement in the middle part of 2010 will give an increased budgetary support in this years budget for local government units (LGUs). Internal Revenue Allotment (IRA) share for LGUs in Eastern Visayas in 2013 is higher by P1.36 billion compared to 2012, according to the Department of Budget and Management (DBM) 2013 final monthly IRA allotment for LGUs. DBM records show that for this year, the region will receive P14.632 billion IRA that will be distributed to six provinces, seven cities, 136 municipalities and 4,390 barangays. Authorized appropriations for provinces in the region include P4.457 billion for provinces; P3.08 billion for cities; and P7.08 billion for municipalities. In a statement, the DBM said the energetic revenue collection eorts that marked the beginning of the Aquino administration helped generate higher revenues in 2010, which translates to higher budgetary support for LGUs this year. For this year, the province of Leyte got the highest IRA share among LGUs in the region with P1.143 billion, higher by P107.4 million compared to last years P1.251 billion. Leyte provincial treasurer Gina Hipe said with higher IRA share available for the province, it will have more legroom to boost operational efficiencies and improve the delivery of key goods and services to the public. This years appropriations for Samar province is P912.8 million; Northern Samar, P734.39 million; Eastern Samar, P700.9 million; Southern Leyte,

P528.83 million; and Biliran, P329.1 million. Among the cities in Eastern Visayas, Calbayog will receive P669.15 million; Ormoc, P568.81 million; Tacloban, P423.84 million; Borongan, P389.35 million; Catbalogan, P329.54 million; and Maasin, P290.86 million. According to DBM, increased allocation of IRA to LGUs was attributed to the increase in internal tax revenues in the country in 2010, which reached P822.6 billion, 9.64% higher than the P750.3 billion recorded the previous year. Under the Local Government Code, the IRA share of LGUs for a particular year is based on collections posted by the national government three years prior. The distribution of shares of individual provinces, cities and municipalities shall be made on the basis of population, 50%, land area, 25% and equal sharing, 25%. From their respective IRA shares, LGUs are expected to fund basic services and facilities pursuant

to Section 17 of the Local Government Code of 1991, particularly those which have been devolved by the national government and fund development projects as identified in the LGUs Annual Investment Plan (AIP). (REYAN L. ARINTO)

According to Brenda Pepito, DA-8 Agri-Pinoy Corn Program Coordinator, her office will make due representation with the Regional Integrated Agricultural Research Center (RIARC) at San Jorge, Samar, the lone producer of yellow corn seeds in the region, to take appropriate action to implement this directive. Pepito said the banner program has started integrating topics on soil and water conservation strategies in its technology dissemination through training, field visits and establishment of farmers techno fora. She also committed to revisit the existing practices of the farmers in the field and provide them with basic support services and relevant information to adopt and develop innovative technologies and management system

towards a farming community that is resilient from the erratic and unpredictable environment condition. A holistic approach will also be adopted by the banner program to come up with more eective scheme to cushion the impact of environmental problem. One key point is tapping the local government units to participate and get involved in planning workshops and extension works. Meanwhile, one of the policy thrusts of the Corn program is to mainstream climate change intervention in its Work and Financial Plan (WFP) and ensure adequate and continuous funding support in the implementation of sustainable land and water resources management among farming areas. The adoption of appropriate soil and water conservation measures will not only redound to environmental benefits, but more importantly, will serve as an economic augmentation to the farmers, Pepito said.

Gamay mayor faces another 6-month preventive suspension


CATARMAN, Northern SamarFresh from his recent three-month suspension from an administrative complaint, Mayor Timoteo Capoquian, Jr. of Gamay town was again ordered suspended for another six months by the Sangguniang Panlalawigan of Northern Samar. In a 13-page decision dated Jan. 10, 2013, a copy of which was obtained by Leyte Samar Daily Express, the Sangguniang Panlalawigan headed by Vice-Governor Ramp Neilsen Uy, found Mayor Capoquian guilty of the administrative offenses of gross neglect or dereliction of duty, and abuse of authority. The case against Capoquian stemmed when incumbent local officials of Gamay, Vicemayor Moveble Martinico; and Councilors Joeme Erroba, Pablito Encio,Bernardo Baldomaro and Crisanta Montances, accused him of abusive style of governance without regard to the rights of their townmates coupled with existing laws and much less to the local government department and as well the budget management circulars. The complainants also alleged that the acts of the mayor was in violation of Section 320 R.A 7160 for being negligent in his primary responsibility and accountability in the budget execution and par. (vi), (1), (b) Section 444 of R.A. 7160 for knowingly and illegally authorizing payment of wages of contractual employees of Gamay. But according to Mayor Capoquian, the payment of wages of job order and contractual employees alleged to be in violation of certain regulation is without merit, and added that the appropriation ordinance for calendar years 2010-2011 included are non-office expenditures for item on environmental management projects, consultancy services, janitorial services and labor cost projects provided in the AIP in CY 2010-2011. He also argued that job order employees are not included under personal services rather considered as maintenance and other operating expenses, and he (the respondent Mayor) averred that there can be no illegal payment of wages as alleged in the complaint because all payments are disbursed pursuant to the appropriation ordinance duly approved by Sangguniang Bayan. Of the 14 members of the Sangguniang Panlalawigan, 11of them ruled and agreed with the complainants that Mayor Capoquian had continuously since 2010 to 2012 illegally paying contractual employees and as well not only once but twice for the said calendar years which is in violation of existing laws with imposed limitations on funds for personnel services ,thus, the 2011 violation has been aggravated by the fact, that despite of his being informed and forewarned by the audit report of calendar year 2010. Meanwhile, in a phone interview with first Councilor Joeme Nicart-Erroba who also assumed the position as acting vice- mayor said, the decision of the Sangguniang Panlalawigan against Mayor Capoquian has nothing to do with politics. Vice-Mayor Martinico on the other hand, assumed as acting mayor of Gamay.

JV: Economic growth meaningless if millions remain mired in poverty


SAN Juan Rep. JV Ejercito Estrada reminded the Aquino administration that its economic gains may be meaningless if it will not be able to improve the lives of Filipinos and lift millions out of poverty. Ejercito Estrada said the 6.6-percent economic growth posted by the Philippines last year will not mean anything to Juan de la Cruz unless it translates into more jobs, higher pay, and an over-all improvement in the quality of his life. If the countrys economy performed beyond expectations, why then did we have more unemployed Filipinos last year? the young lawmaker asked. The San Juan solon pointed out the results of the October 2012 Labor Force Survey which revealed that 2.76 million Filipinos are unemployed. The survey showed that some 120,000 additional Filipino workers joined the ranks of the unemployed last year. The countrys unemployment rate went up despite the fact that prior to the release of the survey, the Philippines posted a 6.5 percent increase in its gross domestic product (GDP)--the sum of goods and services produced within the countrys borders--in January to September 2012. President Aquino and his Cabinet should also ask the 10.9 million Filipino households who considered themselves poor in an SWS survey whether the 6.6 percent economic growth in 2012 had an impact on their lives, said Ejercito Estrada. In a survey by the Social Weather Stations (SWS) in January, an additional 1.4 million Filipino households rated themselves mahirap. The SWS poll, which was conducted on Dec. 8 to 11, indicated that 54 percent of respondents or 10.9 million Filipino households considered themselves poor. This is higher than the 47 percent or 9.5 million Filipino families recorded in August 2012. The young lawmaker

also noted that while the salary of minimum wage earners have remained the same, the prices of basic goods and services such as food and utilities rise every year. Our minimum wage earners practically have no respite from the continuous increase in the price of basic goods and services. So before the Aquino administration flaunts its economic gains, it must first examine whether these have really trickled down to the people.

PDEA-8 urges LGUs to implement ADAC


TACLOBAN CITYThe Philippine Drug Enforcement Agency (PDEA) has urged local government units in Eastern Visayas to strengthen the implementation of their Anti-Drug Abuse Council (ADAC) which is under the Department of the Interior and Local Government (DILG). PDEA-8 regional information officer Liza Baoy said that as provided for under Republic Act No. 9165 [Comprehensive Dangerous Drugs Act of 2002], all LGUs are mandated to appropriate a substantial portion of their respective annual budget to assist in the enforcement of the law by giving priority to preventive or educational program, rehabilitation or treatment of drug dependents. Baoy said that ADAC has been implemented in different LGUs throughout the region but some are not functioning in its full potential. We were told by the DILG that there are just very few LGUs who conduct activities related to anti-illegal drugs. We will remind them again to make this advocacy a priority. We will focus on the barangay level because officials there personally know who are engaged in illegal drugs business, Baoy said. She added that through ADAC, drug abuse cases will be lesser in our region if the local government units down to all barangay levels will cooperate and give importance to the said campaign. We only have minimum cases of drug abuse in the region, but we want to even more spread awareness because I do believe that prevention is still better than cure, so as much as possible, we also want the LGUs to submit to the advocacy against drugs Baoy said. The DILG, in a memorandum circular issued in 2003, directed ADACs to conduct information and education campaign on the ill-effects of illegal drugs, monitor and report to proper authorities drug pushers and drug users in the locality; prepare a confidential watch list of drug users and pushers for submission to the Philippine National Police; plan, strategize, implement and evaluate programs and projects on drug abuse prevention in the barangay. A sort of addiction

ower is not only addictive; it is also intoxicating. Such is its effect to some people in authority. And this is not just limited to the ones holding the highest ranks. Even the low-ranking authorities likewise succumb to this temptation. Quite expectedly, it is not surprising then that, oftentimes, we hear of policemen being charged in courts for being so-called kutong cops. Politicians who refer to themselves as humble servants during campaign periods eventually elevate themselves as persons that people must look up to on account of their power after winning. Endowed with authority, people in power are indeed tempted to think this way, suggesting that, in the case of politicians, their humility during their campaign sorties was merely a front, a pretense. They dont really think they are that humble as they claimed to be, and were

then fooling the electorate into thinking they keep low proles of themselves. By way of truism, they are bloated and puffed up, thinking highly of themselves, looking down on others. This doesnt stop there. They tend to convert their power and authority into cash. It might be a form of corruption, but a more specic term could be abuse of power. How many people on top have been practitioners of this? Too many of them have. And there seems to be no stopping to their advent. Do they learn their lessons? They dont seem to, addicted as they are to the benets they gain, and intoxicated as they have been with the wine of authority. How pathetic their victims are. As always, these abusive individuals are not content with doing irregularities; they leave behind a myriad of victims spawning down in history.

How are your resolutions?


New Years resolutions have varied interpretations. Wikipedia describes them as commitments individuals make to a project or habit, often a lifestyle, that are generally interpreted as advantageous. These commitments take effect starting New Years Day till the set goal is achieved at the end of the year, although many resolutions go unachieved, or are broken fairly quickly. Most often, New Years resolutions refer to things that matter to somebodys life. The list includes significant achievements to be attained next year, or even beyond. The following are the most common examples: I want to be promoted next year; I want to ones. Take the case of a lady whose resolution was to travel to either Europe or Alaska, despite her wedding plans the following year. She argued that she needed more time before getting married, and was determined because after getting married she would not have the opportunity due to obligations to her husband, kids and family matters. She also said traveling with small children was inconvenient. Such reasons are quite convincing, but they still sound irresponsible and socially incorrect. Moreover,

be slimmer; I want to get married; I want to travel around the world, etc. Somehow, these resolutions provide hope, and encourage people to have dreams of a more optimistic future. They make people happy imagine a gloomy life void of dreams. What happens, though,

is that people push themselves too hard in their quest to reach their dreams. Their goals are too high. When they fail, they fall very hard and end up torturing themselves and wasting time. These could be more complicated if New Years resolutions involve somebody else, especially loved

Three women are out of town. The world is flat and we consult over big decisions. The virtual, loveable sisters who never fatigue listening to backward tales of madness. All on their own, they have survived the great American dream while I languish locally. They complete my supply chain of knowledge, and that matters most to me. Lastly, Mother at 85 is beyond words. A diamond whose precision and luster has gone through fire and purification always welcomes me with write better and speak better lecturettes. Her scholarly analysis of John Bunyan, Shakespeare, Machiavelli and Robert Frost makes me her captive audience, gasping for more verses, till I surrender my inadequacy. Mom is poetry in motion and her eloquence reveals that she is still the grand matriarch of the family sorority. I have spared myself if you have been following me, then you would know. Opportunism seems the prevailing rule over principles this coming election. Politicians and voters are joined in the common thought that elections are nothing but an ordinary transaction. The situation is getting worse each election as principled voters are gradually being overrun by the system. Money has been the most effective tool that influences the voter as he fills the desecrated ballot. Campaigning against the evils attendant Philippine elections is becoming an exercise in futility. People who are kept impoverished and hungry by a corrupt system are easy prey even with the smallest bait. Taking the bait is for them the only opportunity to taste even just the tiniest bit of the loot their politicians rake while in office. Corrupt politicians are too ready to share the bounty they gathered out of their office. This social ill is getting acute over the years and the situation seems irreversible. The fight for honest and clean elections must be rooted in a fierce and serious fight against graft and corruption. A corrupt officialdom appears to be the cause that corrupts voters during elections. The helpless impoverished voters can hardly resist the lure of money, justifying their bribe-taking as plain honest acceptance of a token from generous souls. But the giver is doing generosity in exchange of a reciprocal favor from the voter. The exchange deal is made sure by the politician seeking election. If the vote cannot be ensured by persuasion upon the acceptor of the bribe, resort is made to threatening the voter in many ways. The deal places the gullible voter in a situation where he feels owing something from the corrupt politician instead of the other way around. The deal creates a guilty feeling in the voter who is forced by his corrupted conscience to follow the dictate of the money from the corrupt politician. The politician who corrupts voters is sure to rule by graft and corrupt methods to get back the bribe given out during elections.

Grafting roots

After a lecture in organizational behavior, I inventoried significant women in my life formidable, spirited women - women of will so to speak. Maia, the youngest in the family built her house almost single-handedly while Tutz, a United Nations pilot sends her logistics. Calls herself the chief executive officer at home with Alyssa, two pinchers, and two pugs - quite a good company. Once, she concocted vodka and one secret element and to our alarm we fall into deep slumber the entire flight. Talk about fashion she has compelling flair for it, an interpreter why I have to wear mini-dresses. Another burning fashionista is Paula, but she is

up-to-date with her medical dispensations. With genuine urgency of a medical practitioner, she explains in laymans terms how one contracts COPD and the like. She jogs, plays basketball, dances Mama Mia, sings the Sound of Music, and a superb cook. A gold mine. The founder of the Filamor Sorority is 85 year old Mom. Herself a woman of will survived eleven siblings. Recalls vividly family comedies and tragedies, never a moment of regret, but always ends up in rhythm, rhyme and riddle. Always the lead woman of the team, her silence discusses what needs to be discussed. And her morale is Take care of one another.

Coming out from a costly exercise will push the politician to do all means to recover his financial losses in winning a short threeyear term. With so short a time to regain the losses, the politician will do everything within and even outside legal means just to get

back the money and gain many times more. The corruption is glaring that even the gullible voters who sold their souls for a penny knows that public funds are being prostituted by the winner one in power. But while illiterate vot-

The project consists of four components construction of apron and taxi way, completion of North-East shore protection, construction of drainage system, and construction of temporary transition. The project will meet the increasing air passengers and cargo traffics, serve modern and bigger aircrafts, and provide safety to air commuters, the DOTCproject management office said in a statement. From 2007 to 2012, the DOTC has set aside P1.015 billon funding for DZR Airport financing construction of new apron, taxiway, shore protection; site development of new terminal area; renovation of terminal building; and different stages of asphalt overlay of runway. Placing CICL in the custody of the government, through the RRCY, purports to make them new citizens after their period of detention, either under diversion or rehabilitation after conviction. This is reformative in essence. While in the RRCY, youth offenders are provided with inputs and values necessary to make them productive and responsible citizens when brougt back to the mainstream of society. However, once they abscond from the RRCY, and err again, they will surely end up in jail together with adult suspects and repeat offenders, even if they remain minors, while in the pendency of their case or, if convicted, to serve sentence. If only the government, national and local, perhaps with private individuals and entities through the

public-private partnership, could invest in putting up facilities like detention and rehabilitation centers like the RRCY, CICL will have a better place to stay while undergoing renewal sessions. Besides this will decongest the RRCY. Anyway, there is an over-supply of Social Work, Nursing and Psychology graduates who can help make the operation of these facilities successful. The problem though is whether or not the government can sustain the existence of these facilities. Assuming the government can, the next to be ascertained is the cooperation of the parents and guardians of these CICL in transforming them into reliable and conscientious members of the society.

Vice-governors and mayors, among others, could have their security details provided that the security agencies where they would get their escorts are accredited by the Comelec. Here in the region, Bagulaya was among the governors who have applied for security detail. She is running for a provincial seat representing Leytes third district. According to Bagulaya, just like the governors and the congressmen, the lives of the vice- governors could also be a subject for threats. As to the mayors, she is also inclined to provide them with their own security escorts Not all security agencies in the provinces are accredited before the Comelec to provide security details among officials like vice-

governors, Bagulaya said. Under the rule, only security agencies that are accredited before the Comelec could provide security details to vice governors and mayors, among others. In fact, the mayors in the third district are also seeking for a security detail of their own, she said. Considering of a possible occurrence of election-related violence in the district, there is a need for mayors to have their own escorts the lady governor added. Otherwise, the governor said, these officials may just be forced to have their own private armed groups. The PNP and the Army, on the directive of the Comelec, are in the process in dismantling these private armed groups in order to achieve peaceful and orderly elections in the country.
