CEBU CITY COMMAND CENTER

The Command Center will be installed phase by phase, to serve as the central communications facility, manned 24/7 which will receive emergency calls and dispatch appropriate response units/agencies and monitor daily peace & order and public safety operations of the city.

One of the key elements to have an effective coordinating capability for any LDRRM is to have an operating facility with centralized communication and monitoring system. In 2008 and 2009, CCDCC have benchmarked NDCC Operations Center, Makati C3 Command Center, Davao 911, Taguig, and Singapore Civil Defense and saw the efficiency and operational capability of such facility which proved to be effective in carrying out quick and coordinated local emergency responses.
All activities and functions of an Emergency Management Office deals with one main objective that is, to protect life and property, and ensure the safety of the public. Which is why, there is a need to professionalize and widen its scope of services and functions, bring changes to improve the existing organization and assign qualified and trained personnel if we are to deliver quick quality emergency services.

PHASES OF EQUIPMENT INSTALLATION


PHASE 1 COMAND CENTER WILL BE OPERATIONAL WITH THE FOLLOWING CAPABILITY :
Receive emergency reports/calls thru landline or cell phones Dispatches concerned agencies per received complaint & report re: health, sanitary, environment, illegal structures, public safety, infrastructure damage, etc... Police assistance and MPG dispatch Fire alarm dispatch and operations control Dispatch EMS ambulances and specialized rescue units Monitor on-going works of utility companies, VECO, MCWD, PLDT, etc... Traffic situation monitoring update thru radio communication from traffic enforcers Locate, assess, & track each available resources. Operate a text message center send and to log relevant information Weather monitoring and tracking thru internet Execute response operations to implement policy, strategies and operations, & monitor & adjust operations as necessary.

Keep local jurisdictions (Barangays) informed. Extract information thru radio communication from Accredited Volunteer Radio Groups, NGOs, when necessary. Section 9. . all local government units shall program funds to be used for disaster preparedness which shall include among others, the organization of Disaster Coordinating Councils, the establishment of physical facilities, the equipping and training of disaster action teams;

The Council shall establish an operating facility to be known as the Cebu City Disaster Operation Center which shall also be serving as the Secretariat of the Council, with an appointed Executive Director who shall take charge in the administration of the office as well as overseeing its proper operation; Section 5.1.(b) The establishment of Cebu City Disaster Operation Center as well as the preparation, planning and implementation of relief, rehabilitation, and reconstruction operation before, during and after a disaster;

Section 2.(m). Engage the participation of Civil Society Organizations (CSOs), the private sector and volunteers in the governments disaster risk reduction programs towards complementation of resources and effective delivery of services to the Citizenry; Section 12.(a). There shall be an established Local Disaster Risk Reduction and Management Office (LDRRMO) in every city which shall be responsible for setting the direction, development, implementation and coordination of disaster risk management programs within their territorial jurisdiction.

Section 12.(b). The LDRRMO shall be under the Office of the City Mayor. The LDRRMOs shall be initially organized and composed of a DRRMO to be assisted by staff responsible for: administration; training; research ; planning; operations; and warning. The LDRRMOs shall organize, train and directly supervise the local emergency response teams and the ACDVs.

DETERMINING CC LOCATION
The location of the Command Center (CC) should be at the center of the city near the administrative offices and other emergency services such as fire response and medical services. This allows prompt response for officers, support personnel, and emergency response team members. The disaster management office should be located adjacent to the CC. Assure that all EMC members, Govt. Officials, Dept. Heads and EMO staff have rapid access to the CC during disasters. Also, identify where supplemental EMO staff resources may be called from, and if the EMO location will also allow them to respond in a timely manner. Such a location and the day-by-day use of the CC help ensure immediate availability of key personnel and communications.

If a risk area is identified, the CC should be located as far from the area of highest risk. Examples include locating an CC away from major fault lines, flood surge zones, flood plains, dam inundation zones, fire pathways, central areas subject to conflagration, landslide paths, areas of unstable soil, hazardous material storage, downwind of hazardous gas processing and storage facilities, power plants or toxic waste storage or transportation pathways, flight approach paths, and transport path of chemicals or pressurized gas.

Assure that the CC is located in an area where it can be secured. Identify site perimeter fences, control gates and other means of securing site perimeters.
Soil bores should be made to determine subgrade conditions that could impact CC survivability in a disaster incident. Identify where the command administration is located, and access for government command personnel to the CC. Identify the location of emergency response and support services including law enforcement, fire, medical, transportation, public works and engineering support, and other relevant support services.

The ECC should be located near the center of the local government unit to allow as fast a response as possible and afford better control, easier access for ECC personnel and greater accessibility for operational personnel. Avoid locations that can have impaired access caused by collapsing bridges, damaged or flooded roadways, or other man-made or natural impairments to access.
Verify that the site has adequate area for the ECC building, required setbacks and parking. Determine the type of parking available (surface versus garage) and if the parking can be secured.

Site may accommodate helicopter landing and seacraft docking.
