BODH GAYA/CHENNAI: On a day when Sri Lankan President Mahinda Rajapaksa is arrived in India for pilgrimage, Tamil political parties DMK and MDMK have taken to the streets protesting against his visit to the country. The parties are protesting despite Rajapaksa's visit being entirely private - he will not visit New Delhi to meet the country's leaders, reports said. Rajapaksa, who arrived in Bodh Gaya in Bihar a short while ago, is Pradesh. NEW DELHI: European Union, which has ended over a decade-old boycott of Gujarat Chief Minister Narendra Modi, has been told by him that the 2002 riots in the state were unfortunate. Modi took the unusual step of driving to Germany embassy here to a luncheon meeting with envoys and representatives of several European Union member countries that was hosted by German Ambassador Michael Steiner. The meeting remained undisclosed for one month till EU Ambassador Joao Cravinho went public yesterday. Steiner told reporters today that he had always maintained that Germany had no intention of interfering in Gujarat Assembly elections and that it will take a "fresh look" after the election results. "That is exactly what we were doing and part of it is to talk directly to Chief Minister Modi. India is a democracy. We respect democratic institutions. We respect election results in India and we have full trust in its judicial system. Because of this respect and trust, we are now in a new phase," the German Ambassador said. However, he refused to give further details of the meeting but other sources in the know said, during the January 7 meeting with EU delegation, Modi said he will abide by the judicial verdict and that these events were unfortunate. Modi is also understood to have said that everything should be done to avoid such events. Asked if the EU, which has boycotted Modi for over 10 years after the riots, was softening up, Cravinho said, "The accountability of what happened in 2002, I think is the matter that is of interest to Indians and is of interest for people around the world." Rajapaksa arrives...
Karunanidhi said the Sri Lankan government was changing the names of villages with Tamil names to that of Sinhalese. He said the protest was being held to teach Rajapaksa a "lesson". According to Karunanidhi, Tamils in Sri Lanka would have attained their goal of Tamil Eelam long back had they made their demand in one voice with unity. Thousands of cadres belonging to DMK, VCK and other Tamil outfits and their leaders participated in the protest wearing black shirts. He along with around 100 supporters assembled at the Parliament Street and shouted slogans against Rajapaksa even as it is unlikely that they will be allowed to march to the Parliament. According to Indian officials, Rajapaksa will then proceed to the Tirupati temple, before returning to Sri Lanka on Saturday or Sunday. At a meeting here Feb 4, Sri Lanka's Independence Day, TESO decided to protest against Rajapaksa's visit. Out of these 55 would be issued under regular dealership and 117 under Rajiv Gandhi Grameen LPG Vitral Scheme (RGGLV). It was given out in the meeting that 15.70 lakh connections have been regularized under KYCs in J&K adding that only 41, 000 KYCs are pending and directions have been passed to complete the same at the earliest. Regarding the availability of the LPG stock in the state, the Minister was told that there were adequate stocks available in all parts of the state.

Not satisfied with the steps taken by the Centre to regulate sale of acid and to curb its use for attacking women, a bench headed by Justice R M Lodha directed the Union Home Secretary to meet all the Chief Secretaries to formulate a policy to address the menace of the acid attacks. The bench passed the order on a PIL filed in 2006 by Delhi-based victim Laxmi who was then a minor. In her plea, she had sought framing of a new law or amending of the existing criminal laws like IPC, Indian Evidence Act and CrPC for dealing with the offence, besides asking for compensation.

The Rural Development Ministry's proposal came after Tribal Affairs Minister Kishore Chandra Deo pointed out that bulk of the habitations in tribal areas are below the 250-mark. "Right now all habitations over 250 population have been taken up. But in most tribal areas, the density of population is very, very low. Large number of habitations but smaller number of population," Rural Development Minister Jairam Ramesh had said. Govt. is giving utmost priority to provide road connectivity to tribal districts in the country as most of these areas are affected by Naxal violence.

Congress member K Gopinath later informed the House of the various pro-Tamil measures taken up by the Centre including a Rs 500 crore grant and taking up of housing projects for the internally displaced Tamils. Meanwhile, Speaker P Dhanapal said the conduct of the DMK MLAs was not in consonance with the dignity of the House and they had used objectionable words and remained standing near the Chair. NEW DELHI: The Supreme Court Thursday directed Karnataka to release 2.44 tmc (thousand million cubic feet) of Cauvery river water to Tamil Nadu for irrigating its standing crops in the delta basin. The apex court bench headed by Justice R.M. Lodha said Karnataka would release the water forthwith. The court passed its order after receiving the report of the expert committee that had visited the Tamil Nadu part in the delta region and recommended that 2.44 tmc water be released for the standing crop. Karnataka is unlikely to release Cauvery water to Tamil Nadu immediately though the Supreme Court Thursday directed it to do so "forthwith", Chief Minister Jagadish Shettar indicated. "It (directive to release water forthwith) is a matter of serious concern," Shettar told the state assembly soon after the apex court ordered Karnataka to release 2.44 tmc (thousand million cubic feet) of Cauvery river water to Tamil Nadu for irrigating standing crops in that state. Brushing aside Tamil Nadu's objections, the court said: "According to you, whatever you say should be accepted as gospel truth and the order be passed accordingly." The court's strong observation came in the wake of Tamil Nadu objecting to the expert committee report and saying that it was not based on objective grounds. "This time the order is for forthwith release and this is of grave concern," Bommai said as opposition Congress and Janata Dal-Secular members demanded that the state government take all steps to get the directive rescinded. Both Shettar and Bommai refuted the opposition attack that the Bharatiya Janata Party (BJP) government had failed to provide to the Supreme Court full details of the grave shortage of water Karnataka was facing following failure of monsoon.

'Ensure safety of women, use VIP security police': SC


NEW DELHI: The Supreme Court has asked the Delhi Police why security personnel deployed on VIP security could not be provided to ensure security of women in the city. The court's observation came on a plea filed by Amicus Curiae Harish Salve. During the court proceedings, Harish Salve told the court that thousands of crores of rupees were being spent on VIP security, which can rather be used for ensuring the safety on women in the city. The Delhi Police had told the Supreme Court that it deploys over thousands of personnel for security of judges. After hearing the Delhi Police's arguments, the apex court said that many of these personnel could be deployed for better purposes like making the Delhi roads safe for women. The court has given the states time till February 11 to file an affidavit on the deployment of policemen for VVIP security. The apex beach also said that if states do not file their replies by Monday, their home secretaries will have to appear personally in the court on February 16.

Modi meets PM, gives memorandum on Sardar Sarovar


NEW DELHI: Gujarat Chief Minister Narendra Modi today met Prime Minister Manmohan Singh and expressed his unhappiness over the Centre's refusal to provide gas to the state at the same price at which it is given to Mumbai and Delhi. "It was a very good meeting and we had a long discussion during which several different issues came up. The Prime Minister gave his good wishes for the development of Gujarat and the success of the new government. I gave an assurance that Gujarat will give full support to all measures taken for the welfare of the people," Modi said. He was talking to reporters after an over hour-long meeting with the Prime Minister at his residence. This was Modi's first meeting with Singh after his victory in the Gujarat Assembly elections in December last In a memorandum submitted to the Prime Minister, Modi demanded that Gujarat be provided gas at the same rate as places like Delhi and Mumbai. "A legal battle is on between us and the Government of India. Gujarat is not given gas at the price at which Delhi and Mumbai get it. We had gone to court and won the case. Despite this the order was not implemented for six months and we filed a contempt petition," Modi said. Modi said by raising the Full Reservoir Level (FRL) of the dam the storage capacity of the dam will get enhanced to 46.8 lakh acre feet (almost three times the present capacity) and would facilitate creation of an additional irrigation potential of 6.8 lakh ha and nearly 40 per cent additional power generation. Modi urged the Prime Minister to facilitate clearance for the longpending project as early as possible. Raising the issue of desert development programme (DDP) areas facing severe water problems than areas covered under the drought prone areas programme (DPAP), he said the Centre was strangely not providing assistance under Accelerated Irrigation Benefit programme (AIBP), even though it provides 90 per cent assistance in DPAP areas. The Chief Minister said Gujarat has very large areas in Saurashtra and Kutch under DDP which falls under command areas of Sardar Sarovar and the state has made all out efforts to bring water to these areas to improve the lives of people. He noted that the Planning Commission chaired by Prime Minister supports the proposal to bring DDP areas at par with DPAP areas but the same has not been approved by the Government of India. SC pulls up Centre, states on missing children' status report


NEW DELHI: The Centre and several state governments on Tuesday came in for sharp criticism by the Supreme Court for their failure to file status report on the issue of missing children with the bench saying that nobody seems to be concerned about them. The apex court also came down heavily on the Chief Secretaries of Arunachal Pradesh, Gujarat and Tamil Nadu for their failure to comply with its order to be present before it today on the issue, observing that they are "playing the fool with the court" and threatened to issue non-bailable warrants against them. The bench headed by Chief Justice Altamas Kabir gave last opportunity to the Centre and the states which have not filed their affidavits on the matter and posted it for further hearing on February 19. The court had on January 17 directed the states which had failed to file their response earlier, to do so by February 5 while stating that if they failed to do so, then their Chief Secretaries would have to appear before it. The apex court had on March 16, last year issued notices to the Centre, the states, the UTs directing them to file their response on the issue of missing children.

Union Law Minister Ashwani Kumar informed media then about the decision soon after a Cabinet meeting held on Friday night at Prime Minister Manmohan Singh's residence. Kumar had then said, "The Cabinet has decided to recommend the ordinance to the President. It will have most of the Justice Verma Committee recommendations. The UPA Government is committed to protect the dignity and safety of women in the country." The three-member committee led by former Chief Justice of India Justice (Retired) J. S. Verma, was constituted after the countrywide outrage following the gruesome gang rape of a 23-year-old woman student on a running bus by six persons, including juvenile on December 16 last year. The committee took a month to submit its elaborate report, which suggests ways to deal with crimes against women. The panel has recommended enhanced punishment of imprisonment up to 20 years for rape and life term for gang rape and murder. It has also suggested that crimes like stalking, disrobing a woman and voyeurism be treated as new offences with stringent punishment. The government has said that it is looking into the possibility of giving capital punishment in cases of rape that are gruesome and can be assessed to be included in the rarest of rare by the judiciary. Women and Child Development Minister Krishna Tirath on Saturday said the ordinance approved by the Union Cabinet on the basis of the Justice Verma Committee report, would definitely create fear among criminal elements of the society. External Affairs Minister Salman Khurshid said: "All you can do is that when Parliament is not in session, we can promulgate an ordinance. It does not mean that widespread consultations cannot take place when the actual bill is brought in Parliament." Communist Party of India-Marxist (CPI-M) leader Brinda Karat said: "We disapprove of the ordinance. The CPIM has issued a statement that we disapprove of this ordinance. See when Parliament is meeting, it is just three weeks away; it is undemocratic in fact to bring an ordinance like this. Former Indian Police Service (IPS) officer and activist Kiran Bedi said the government needs to give a holistic response to the society on the Justice Verma Committee's recommendations. Various women's rights activists, however, have criticised the government for ignoring the committee recommendations regarding marital rape and reviewing controversial sections of the Armed Forces Special Powers Act (AFSPA). Kavita Krishnan, secretary of All India Progressive Women's Association (AIPWA) termed the ordinance as "an absolute mockery" of Justice Verma panel's recommendations. "We were alarmed to see the ordinance as it ignored many recommendations of that committee. All the recommendations than can actually strike at the heart of impunity have been dropped," she said.

MoS Railways Chowdhury booked for attacking DM's house


KOLKATA: The West Bengal Police on Friday filed an FIR against Union Minister of State Adhir Ranjan Chowdhury for allegedly instigating a mob to attack the residence of Murshidabad district magistrate Rajiv Kumar. Congress workers had gone on a rampage when the officer declined to accept their memorandum on the alleged custodial death of a party worker. The workers smashed flower pots, pulled down a sun shed and hurled brickbats breaking the windscreen of a vehicle as Chowdhury was seen standing on the bonnet of a jeep. While it is being alleged that he instigated the mob, he says that he was only trying to pacify the restive crowd.Chowdhury claimed that there was no vandalism at the DM's office. "I can tell you very categorically that none of our Congress workers entered the premises of the district magistrate. No kind of vandalism took place," he said. Today after the FIR was lodged, Chowdury said, "It is well expected that case would have been registered over me.I was trying to pacify the irate mob to prevent any untoward incident."

Delhi HC issues notice to CBI on Kalmadi plea


NEW DELHI: The Delhi High Court Wednesday issued notice to the CBI on former Commonwealth Games (CWG) organising committee chief Suresh Kalmadi's plea for quashing of FIR and proceedings against him. Justice Kailash Gambhir, seeking response from the Central Bureau of Investigation (CBI), asked it to file response in three weeks and posted the matter for March 7. Kalmadi moved the court terming the investigation against him "illegal" as he was a central government employee and no prior sanction from the government was taken to initiate inquiry under the Prevention of Corruption (PC) Act. Senior advocate Mukul Rohatgi, appearing for Kalmadi, told the court that under section 6A of the Delhi Special Police Establishment (DSPE) Act, his client was entitled to protection from any investigation in corruption cases. Rohatgi said his client was "appointed in January 2005 by the central government as chairman of the organising committee of CWG, which was constituted Act." "No prior approval taken under section 6-A of the DSPE Act. Hence, investigation in this case was carried out in contravention of the mandatory requirement of section 6-A of DSPE Act and thereby depriving the applicant of statutory protection to which he was entitled," the plea added. "So the investigation is illegal and further proceeding cannot be continued till the illegality is cured," Rastogi said. The trial court Dec 21 last year dismissed same plea of Kalmadi, which he challenged in the high court later. The petition said: "Pass order for quashing the FIR filed by CBI on November 29, 2010, and all the proceedings emanating therefrom including the investigation being conducted against him." A Delhi court Monday framed charges against Kalmadi and nine others for forgery, cheating and conspiracy in a corruption case related to the 2010 Games.

SC to examine implementation of its guidelines on strikes


NEW DELHI: The Supreme Court Friday decided to examine alleged non-implementation and non-compliance of its guidelines on the issue of strikes and 'dharnas' by political parties and others which have in many cases resulted in destruction of public and private property. A bench comprising justices P Sathasivam and J S Khehar issued notices to the Centre and all state governments and sought their responses on the allegation that the apex court guidelines issued in this regard in 2007 and 2009 have not been implemented. The bench, while granting them eight weeks time, also directed them to file status reports explaining as to the steps they have taken to implement the guidelines issued by the court and to prevent destruction of public and private property during demonstrations and 'hartals'. The court passed the direction on a PIL filed by advocate Koshy Jacob who gave instances of such 'bandhs' or 'hartals' declared by political parties in Kerala. The counsel told the court that they had sought the information under Right to Information Act from other states but they were not given the material. The PIL submitted that there was wilful and deliberate omission on the parts of the authorities to comply with the April 16, 2009 guidelines passed by the apex court in a matter relating to destruction of public and private properties. The PIL alleged that if a 'bandh' or 'hartal' was declared by a political party in power, the state government remained mute spectators in disregarding the judgements and guidelines of the apex court, which results in destruction of private and public property in large cases.

Iran rejects US nuclear talks offer


TEHRAN: Iran's supreme leader has dismissed a US offer of one-toone talks on Tehran's nuclear programme. Ayatollah Ali Khamenei said in a speech posted online that the US was proposing talks while "pointing a gun at Iran". On Saturday, US Vice-President Joe Biden suggested direct talks, separate to the wider international discussions due to take place later this month. But the US widened sanctions on Iran on Wednesday, aiming to tighten a squeeze on research. Tehran's critics believe the government is developing nuclear weapons. The five permanent members of the UN Security Council plus Germany have held a series of negotiations with Iran over the years. But they have often ended with Iran demanding the West lifts sanctions as a condition to any nuclear move, and the Western powers refusing. Iran is expected to attend another round of negotiations on 26 Feb in Kazakhstan.

KATHMANDU: With Nepalese parties failing to select a consensus prime ministerial candidate, a top Madhesi leader Tuesday sought President Ram Baran Yadav's intervention in appointing an independent person to lead a national unity government for holding fresh elections. "As major political parties have failed to forge consensus to give a name of the Prime Minister to lead a national unity government, we have suggested to appoint an independent person as the Prime Minister," Sadbhawana Party President and Health Minister Rajendra Mahato told reporters. He was speaking after at the end of the four-day long extended meeting of the central working committee of the party at Newbaneshwor in Kathmandu. "If political parties failed to reach an agreement to recommend the name of a single candidate of the Prime Minister, we advise to give all the names of the independent candidates recommended by various parties to the President and authorise him to choose among them," Mahato said. Such a prime minister will lead the government for a three-month period to conduct polls, he said. Maoist chief Prachanda had floated the idea of appointing an independent candidate as the prime minister. The Maoists had rejected Nepali Congress president Sushil Koirala as the candidate for new Prime Minister.

Egyptian PM condemns fatwas calling for killing of oppn leaders


JOHANNESBURG: Egyptian Prime Minister Hesham Kandil has condemned religious edicts by hardline Islamic clerics calling for the killing of Opposition leaders. According to the state-run media, Kandil said that the government is considering legal action against such clerics. Kandil also warned that such fatwas could lead to 'sedition and disturbance', News24 reports. The statement comes a day after Egypt's most prominent opposition leader Mohamed ElBaradei, the head of the National Salvation Front, criticised the government's silence over the edicts. A security official says ElBaradei's home has been put under observation for his protection. In one edit, ultraconservative cleric Mahmoud Shaaban said the Front's leadership is "setting Egypt on fire to gain power, and the verdict of God's law against them is death", the report said.

CUBA: Cubans are set to vote in polls to select 612 members of the National Assembly, in balloting derided by opponents of the ruling regime as a "farce". Critics note that the number of candidates vying for seats in the legislature's next five-year-long term is identical to the number of open seats, leaving little suspense about the outcome. However, about two thirds of this year's candidates are running for the first time, raising hopes that the election will bring some change to the country. Another prominent opposition figure, Elizardo Sanchez, called the election "a race with only one horse" - since the Communist Party is the only one running. Cuban authorities, however, hail the electoral system as a grass-roots democracy since all nominees are elected by municipal delegates and by citizen assemblies. No dissident has ever been allowed to run for office and no national legislator has stood up to the Communist leadership by casting a no-vote. Cuba watchers also say there have been an increasing number of blank ballots cast in recent elections. If Castro is reelected - and there is no doubt that he will be - it would be his second five-year mandate as Cuba's leader. ISLAMABAD: Pakistan Army Chief General Ashfaq Parvez Kayani has said that more needs to be done in the fight against terrorism, according to a statement by the International Security Assistance Force (ISAF). Kayani said this during a meeting with outgoing commander of the 50nation coalition force in Afghanistan General John Allen, reports said. General Joseph F Dunford Jr, the new ISAF commander, also attended the meeting at the military headquarters in Rawalpindi. Issues relating to peace and stability in the region and strengthening cross-border cooperation were discussed, the report said. ISAF described the meeting as "the latest in a regular series of engagements aimed at bolstering the military-to-military relationship between Isaf and Pakistan as well as improving security in the region". Pakistan military's public affairs wing, ISPR, did not issue a statement on the meeting. Pakistani leaders, particularly the military commanders, have always resented the American "do more" mantra, therefore it was probably one of those rare occasions that the Kayani himself acknowledged that the counter-terrorism efforts needed to be expanded.

CAIRO: Egyptian President Mohamed Morsi on Wednesday urged Syrian opposition groups to unify, as he addressed leaders of Islamic states at a summit that also focused on the battle against militants in Mali."The Syrian regime must draw lessons from history it is the people who remain. Those who put their personal interests above the interests of their people will end up leaving," Morsi told heads of state and representatives of the Organization of Islamic Cooperation (OIC) in Cairo. Among them was Mahmoud Ahmadinejad, in the first visit to Egypt by an Iranian president since Iran's 1979 Islamic revolution. Iran is the chief regional backer of Syrian President Bashar al-Assad, nization's rotating presidency. Though Syria is not represented at the conference, much of the debate was expected to focus on the conflict which the UN said has killed more than 60,000 people in less than two years. According to a draft resolution, the gathering will call for "serious dialogue" between the Syrian opposition and govt. officials "not directly involved in oppression." The document stresses the need to maintain "Syria's territorial integrity and sovereignty," while underlining that "the main responsibility for the continued violence falls on the Syrian government."The Syrian regime is committing "odious crimes over which we cannot be silent," said Saudi Crown Prince Salman bin Abdul Aziz.

Once a few students in shodh yatra course in Ladakh had walked ahead of others, climbing the peaks on the way. I was walking in the end with some who had faced difficulty in walking in low oxygen environment. After we reached the village for night halt, we met and discussed about what happened during the day. Those who had come ahead of others by then had realised that by leaving those weakling behind, they had probably not set a very good example. Sensing my uneasiness at the turn of the events, one of them said, "Sir, we realised something valuable today. If you are on the top and have no one to share, you are not there." Having someone to share is fundamental to experience happiness. Even before human societies evolved languages, they had made cave paintings more than 50,000 years ago to express their creativity and happiness. Would not the measurement of happiness index thus rest, among other factors, on the extent to which various institutions, incentives and indicators are aligned to measure? Indexes like a) social and ethical capital embedded in various action, b) willingness of

participants in any economic or social activity to take responsibility for well being of nonhuman sentient beings, c) the extent to which the cost of consuming natural resources are reflected in the actual prices of various good and service so that by externalising such cost, we don't transfer the costs and sometime the irreversible burden to the future generation. Achieving happiness through expression of creative potential of each segment of society will require a new model of the work, organization and indicators for tracking the progress. The social inequality in terms of not just economic indicators but also opportunity matrices will need to be addressed. The concern for fairness not just to other human beings but also to non-human sentient beings, will become central to evaluating happiness index of any society. The prime ministers will then not complain that taking care of wild life and environment is a hindrance to economic development, given the fact that India has only 4% area under sanctuaries. We need to redefine the very purpose of growth and then means of achieving it will start getting realigned. Consumptive society is going in a direction which we all have to realise is not sustainable. Do our grandchildren have any vote in our current decision making systems?

ipartisan observers have all along been of the opinion that the Congress-led UPA Government's much vaunted rural job programme, the Mahatma Gandhi Rural Employment Guarantee Scheme, is inefficient and unfair, hamstrung by corrupt local officials, a wasteful project that would sap the Government's finances without the benefits adequately reaching the targeted segment. As it turns out, those pronouncements have been proved correct with the Union Government officially acknowledging that its flagship programme has failed to live up to its avowed promise of enhancing the livelihood of people in rural areas, breaking down social inequalities, empowering people and reviving growth. Touted as the one of the largest cash-for-work programmes, MGNREGS was expected to respond to the needs of poor households by ensuring them 100 days employment in a financial year. At least 50 per cent of the work was supposed to be reserved for women. But going by the Union Ministry of Rural Development's recently released 'Report to the People', the Government has failed on all counts. The Centre has spent a whopping Rs1,29,000 crore just on wages between 2006 and 2012. Unfortunately, the benefits of these 'wages' have failed to reach the poor and needy. What is worse is that despite this lavish spending, the scheme has in the last three years failed to generate adequate employment avenues. Reportedly, from 54 days in 2009-10 to 47 days in 2011 and 43 days in 2012, there has been a steady decline in the number of days of employment. And there are portents that the figure may dip further in the current year. The report shows that economically weaker States like Uttar Pradesh and Bihar were the worst off recording a paltry 31 days of employment out of an officially guaranteed 100 days. While, even in the best of times the average number of days of employment under the scheme has never exceeded 54, this steady decline is a clear indication of the infirmities, the corruption and irregularities the scheme is mired in. There have been several cases of fake entries in muster rolls, inclusion of names of dead persons, fudging of records and irregularities in job cards, with additional funds being embezzled by corrupt officials. Often, local Governments have been less than honest while making claims about the number of people who had received job cards. And worse, the provision of work to one person of the family under MGNREGS has been misinterpreted to suit the male head of the household. In fact a Parliamentary Committee on Empowerment of Women in Rural Areas has observed that a mere 21.42 per cent women in Uttar Pradesh and 28.49 per cent in Bihar had managed a job under the scheme. If the project has failed in the States that were supposed to benefit the most, there is clearly something seriously wrong with MGNREGS. It's time to wind up this wasteful populist project.

BY ANIL GUPTA ecently, as a member of the Expert Group set up by the King of Bhutan, I attended the meeting to develop gross national happiness as a viable substitute for gross domestic product.The latter goes up when the trees are cut while the former goes down for the same act.There are many other differences between both the concepts, which have triggered a worldwide debate. Some believe that a system, which counts on the destruction of natural resources as a contributor to the economic growth is a broken system.It is unfortunate that prime minister recently felt that the plea for forest conservation was an obstruction to economic development.Perhaps he meant that mining and other such activities should be allowed even in the reserved and protected forest areas, though we have only 4% area reserved for wildlife. Bhutan has almost 50% area under forest and has decided to keep it that way. The model of development in Bhutan may have contradictions but it has lessons for the global community to learn.We all know that one cannot enjoy happiness without bouts of sadness.But, the sources of sadness determine the authenticity of happiness.If we are sad because of social iniquity, denial of basic freedom to people, the inability of birds and other

Post-retirement politics will harm democracy


BY FIRDOUS SYED enior bureaucrats joining the politics ahead of elections is an old trend. In the recently held Gujarat elections, a record number of senior bureaucrats reportedly said good bye to their government services and joined different political parties. Understandably most of these bureaucrats found refuge in the bandwagon of the ruling party headed by Narendra Modi, the so-called icon of clean and responsive administration in the country. Most of the time the media attention is focused on the malpractices of the politicians and their dirty ways to amass more and more wealth. In comparison, the role of bureaucracy, including that of the judiciary, in derailing the system hardly finds any mention. As a matter of fact, compared to a politician, the role of bureaucracy in governance is more eminent and more permant, yet it invariably escapes the due public scrutiny. But for a few praiseworthy exceptions here and there, most of the babus behave like hereditary rulers - this is the day-to-day experience of a common citizen and need not to be dwelled in any further detail in order to prove a point. It is an open secret that the politicalbureaucratic nexus to rob the democracy of its sheen and particularly to deny the citizen his/her due has seeped deeper. However, the brazenness with which all the norms of decency are being thrown to wind seems to be a recent phenomenon. Only last week, the deputy commissioner (DC) of Ganderbal in

Kashmir, joined the ruling National Conference literally within 24 of his retirement. It's hardly a coincidence that Ganderbal is the traditional burrow of the NC, the assembly segment from where chief minister Omar Abdullah is elected, and that the retired official was a "cardholder of the youth National Conference" before he joined the government service. It's also not a coincidence that he had not qualified any exam or appeared for any interview; he was facilitated to join the service actually through the backdoor. Furthermore, it's also not by chance that he was promoted to join the elite Indian Administrative Service (IAS) on a technical quota made only possible by the then chief secretary, who is incidentally now a member of the legislative council (MLC) belonging to the NC. "He was a known halqa (block) president of the NC. This is no big deal if he joined the party officially. He was card holder in his early days and has simply returned to his roots. But this raises serious questions over these officers' ability to remain non-partisan while working in different positions in the administrative set-up," a senior IAS officer quipped. What a career graph! In case the lady luck continues to smile on the said retired bureaucrat, and following the suit of his seniors - for the record, at present three retired chief secretaries of J&K, two belonging to the NC and another affiliated with the Congress, are members of the legislative council; a senior officer dismissed from service on the charges of corruption was a member of the

same august house till recently( having allegiance with the opposition PDP) - he may soon contest elections and may rise to be the merciful and benevolent ruler of "us, the grateful electorate". Recently, another very senior retired bureaucrat, against whom a charge sheet on misuse of power and corruption is still pending in the court, was admitted into his party by former chief minister Mufti Mohammad Sayeed with such fanfare as if the retired official is a paragon of virtue and not an infamous most corrupt officer. Eis hamam mein sab nange hain, obviously "corruption is the great force equaliser". And what to talk about the honourable judges? To be on the safer side and not to invite the wrath of the 'me lords', it might be advisable to quote former Union law minister Arun Jaitley "There are two kinds of judges - those who know the law and those who know the law minister." Isn't it disgusting that the huge backlog of cases and failed prosecutions tell a macabre story of their own, yet they are hardly discussed in the public domain. It's not politics or bureaucracy alone that has derailed the system, the less talked about judiciary also needs the immediate attention. It's easier to disagree with Mr Jaitley's rabid style of politics, but one can hardly discount his legal acumen. His comment that "even though there is a retirement age, judges are not willing to retire. Pre-retirement judgements are influenced by post-retirement jobs" explains well the deepening of the rot. What remains to be explained further?

CHILD LABOUR-A BLOT ON THE FACE OF DEMOCRACY


BY MD. ISRAR "India is the largest child labour force market in the world. The problem of child labour is its roots of colossal proportions. The notion that children are being exploited and forced into labour, while not receiving education crucial to development, concerns many people. India is the largest example plagued by the problem of child labour". Current figures of the number of children engaged in child labour in India are not available. This difficulty is attributed to the fact that the Indian Government "has been negligent in its refusal to collect and analyze current and relevant data regarding the brutal incidence of child labour. As of 1996, official figures continue to be based on 1981 census figures". The 1981 Indian census reports that there were 13.6 million child labourers in India. Indian government extrapolations of 1981 data place the current number of child labourers at between seventeen and twenty million (Human Rights Watch 1996). This extrapolation seems highly unlikely as "The Official National Sample Survey of 1983 reports 17.4 million child labourers, while a study sponsored by the Labour Ministry, concluded that the child-labour force was 44 million". UNICEF "cites figures ranging from seventy-five to ninety million child labourers under the age of fourteen". A universal difficulty in obtaining accurate data maybe that individuals fail to report child labour participation during surveys for fear of persecution. The figure for the number of child labourers varies a lot, they are all significantly high when considering that the Child Economic Activity rate for 19801991 was 13.5% for males and 10.3% for females. In comparison, other developing countries such as Sri Lanka and Malaysia, have lower activity rates: 5.2% for males and 4.7% for females in Sri Lanka, and 8.9% for males and 6.6% for females in Malaysia. Historical census data shows an overall child work participation rate of 12.69% in 1961 and 7.13% in 1971 . This data is misleading because the definitions of child labour are different in the two censuses , thus a comparison cannot be completely valid The data always had the goal of taking care of its children and ensuring the safety of workers. The Bonded Labour System Act of 1976 fulfills the Indian Constitution's directive of ending forced labour. The Act "frees all bonded labourers, cancels any outstanding debts against them, prohibits the creation of new bondage agreements, and orders the economic rehabilitation of freed bonded labourers by the state" . In regard to child labour, the Indian government enacted the Child Labour Act in 1986. The purpose of this act is to "prohibit the employment of children who have not completed their 14th year in specified hazardous occupations and processes". This shows that the government of India can make laws against any inhuman activities but cannot implement because many political leaders running the Government themselves own the factories where children are exploited is a fact. A recent advance in government policy occurred in August of 1994, when the then Prime Minister Narasimha Rao announced his proposal of an elimination of Child Labour Programme. This program pledges to end child labour for two million children in hazardous industries as defined in the Child Labour Act of 1986, by the year 2000. The program revolves around an incentive for children to quit their work and enter non-formal schooling: a one hundred rupee payment as well as one meal a day for attending school. Where the funds for this programme will come from was unknown. The government needs eight and a half billion dollars for the programme over five years, and yet "about 4 percent of the five-year estimated cost was allocated for child labour elimination programmes in 19951996". The problem of illiteracy is also one of the reason of the problem of child labour. It has been observed that "the overall condition of the education system can be a powerful influence on the supply of child labour" . Dropout rates measured by the Department of Education show that 35% of males and 39% of females dropout. The concept of compulsory education, where all school aged children are required to attend school, combats the force of poverty that pulls children out of school. Policies relating to compulsory education not only force children to attend school, but also contribute appropriate funds to the primary education system, instead of higher education. The problem of child labour still remains even though all of these policies are existent. Enforcement is the key aspect that is lacking in the government's efforts. No enforcement data for child labour laws are available: "A glaring sign of neglect of their duties by officials charged with enforcing child labour laws is the failure to collect, maintain and disseminate accurate statistics regarding enforcement efforts". Although the lack of data does not mean enforcement is nonexistent, the number of child labourers and their work participation rates show that enforcement is existent, but ineffective. The problem of Child labour has social , economical and political faces. It cannot be eliminated by focusing on one determinant, for example education, or by brute enforcement of child labour laws. The government of India must ensure that the needs of the poor are filled before eliminating child labour. If poverty is eradicated, the need for child labour will automatically diminish. No matter how hard India tries, child labour always will exist until the political and bureaucratics are honestly working in this direction. The development of India as a nation is being hampered by child labour. Children are growing up illiterate because they have been working and not attending school. A cycle of poverty is formed and the need for child labour is reborn after every generation. India needs to address the problem by tackling the underlying causes of child labour through governmental policies and with the coordination and cooperation of the NGO's and the enforcement of these policies honestly in true spirit. Without wiping out the causes permanently, we cannot eradicate the typical problem of child labour, the half hearted measures are not sufficient. If we could eradicate poverty. Child labour will automatically say good bye India.

Although 39.5% of employers said that child workers earn wages equal to adults, if the percentage of employers admitting that wages are lower for children are added up, a figure of 35.9% is found. The percentage of the population of India living in poverty is quite high. Poverty has an obvious relationship with child labour, and studies have revealed a positive correlation as such. Poor families need money to survive, and children are a source of additional income. The twin factors (1) poverty and (2) the lack of a social security network form the basis of even the worst type of bonded child labour. For the poor, there are few sources of bank loans, governmental loans or other credit

sources, and even if sources are available, few of them living in poverty qualify or they hesitate to go for any loans for fear of bribe may be demanded or fear of penalty if unable to pay the loan. Here enters the local moneylender; for an average of two thousand rupees, parents exchange their child's labour to local moneylenders (Human Rights Watch 1996). Since the earnings of bonded child labourers are less than the interest on the loans, these bonded children are forced to work, while interest on their loans accumulates. A bonded child can only be released after his/ her parents makes a lump sum payment, which is extremely difficult for the poor. Though poverty is one of the basic cause of child labour, it is not the only factor but inadequate schools facility or even the expense of schooling leaves them with little else to do but work. The attitudes of parents also contribute to child labour; some parents feel that children should work in order to develop skills useful in the job market, instead of wasting time in formal education. Since independence, India has committed itself to be against child labour. Article 24 of the Indian Constitution clearly states that "No child below the age of fourteen years shall be employed to work in any factory or mine or employed in any hazardous employment". Article 39 (e) directs State policy such "that the health and strength of workers ... and the tender age of children are not abused and that citizens are not forced by economic necessity to enter avocations unsuited to their age or strength". Swine flu alert in Kashmir


SRINAGAR: Authorities in the Kashmir Valley Friday issued a Swine flu alert as doctors said the H1N1 virus was present in some parts of the local community. "In 2008-2009, we had 53 cases of H1N1 virus which tested positive for the disease. This was because of people carrying the virus coming from outside or those locals who brought it here after visiting places," said G.M. Qadri, an epidemiologist. "The virus is in parts of our community and we must take adequate precautions to deal with it," he said. Qadri said the common symptoms of the disease are high grade fever ranging around 104 degrees Fahrenheit, running nose, sore throat and cough. "We treat the infected people with tamiflu drug and the infection is treatable. But, prevention is always better," he said. "People must wash their hands often, avoid congested places, patients with proven H1N1 infection must not cough or sneeze directly. They must use a tissue paper while they cough or sneeze. Infected people should not attend social functions," the doctor advised. "Family members of the infected people must be constantly watched for H1N1 virus by carrying out tests on them." Last Week, an employee of the super specialty Sher-e-KashmirInstitute of Medical Sciences Soura (SKIMS) died of H1N1 infection while doctors there said they had successfully treated four others during the last five months.

Kashmir rights group to file suit against Grand Mufti


SRINAGAR: A civil society human rights group on Thursday said they would file a case against Kashmir's Grand Mufti for issuing fatwas which project the state in bad light internationally. Pervez Imroze, patron of Jammu and Kashmir coalition for civil society told media persons here on Thursday: "He is a self-appointed religious leader who has been issuing fatwas, which project Kashmir and Kashmiris in bad light internationally." Earlier he issued a fatwa against the Christians and now he has issued another one against these girls, he said. "He is protected by the state government and has been trying to establish his own legal system. We have decided to move the court against his right to issue intimidating fatwas," said Imroze. The Grand Mufti had recently issued a fatwa against three girls who formed 'Pragaash', the valley's first all-girl rock band. Three people accused of posting threats on social networking sites against the girl band have been arrested, an official said on Thursday. Jammu and Kashmir chief minister Omar Abdullah said more arrests were possible. The arrests took place late on Wednesday after a special investigating team (SIT) headed by a deputy superintendent probed the threats against the three-member allgirl band, police said. "One was arrested from Baba Wayil village of Ganderbal district, the other from Srinagar city and the third from south Kashmir's Anantang district," a police official said.

Khandey may be J&K's new chief secretary


JAMMU:Iqbal Khandey may be appointed the new Jammu and Kashmir chief secretary, official sources said on Thursday. The post has fallen vacant following the appointment of incumbent Madhav Lal as the secretary, ministry of micro, amall and medium enterprises. Khandey's appointment is likely to be cleared in next weeks' cabinet meeting in Jammu. Madhav Lal, 1977 batch, Jammu and Kashmir cadre Indian Administrative Service (IAS) officer, was the chief secretary of the state for a little over two years. Ministerial sources said that Iqbal Khandey, a 1978 IAS officer, currently the financial commissioner in the Jammu and Kashmir government, is likely to be appointed the next chief secretary of the state.

DGP assures of support, protection to all-girls' band in every way


JAMMU:The Jammu and Kashmir Police would support and protect the all-girl band Pragaash to all possible extent in whatever decision they take, said the state police chief Thursday. "The girls in consonance with their parents have to make the decision whether to quit or continue the band. After all, it is their life and their decision," Director General of Police (DGP) Ashok Prasad said. "Police will support them in whatever decision they take and give them all possible protection." Police have arrested two people accused of posting threats to the band members. "After going through the posts, we have identified 10 such people, who have threatened the girls and have used abusive language. We have also approached Facebook people to deactivate accounts of these people," the DGP said. Prasad said the police were keeping close watch on the developments taking place in this sensitive matter. Jammu and Kashmir Chief Minister Omar Abdullah, who is personally monitoring te case, tweeted Thursday: "I am glad police in Kashmir has identified and arrested two people for the online threats made to the girls. I'm told more arrests possible." Noma Nazir, 15, Aneeqa Khalid, 16, and Farah Deeba, 15, had formed Kashmir Valley's first all-girl rock band Pragaash last year. In December 2012, the band participated in the 'Battle of Bands' competition in Srinagar, where they finished third.

Three arrested for online attack on J&K all-girl band


SRINAGAR: Even as the support grows for Kashmir's all-girl rock band who quit music after religious zealots threatened them, the Jammu and Kashmir Police have arrested three youth for allegedly putting up threatening posts against the band 'Pragaash'. A special investigation team (SIT) of Jammu and Kashmir Police had arrested Tariq Khan from Bijbehara in South Kashmir and Rameez Shah from Ganderbal in central Kashmir yesterday evening, a third yet unmanned suspect was picked up today morning. Jammu and Kashmir Director General of Police Ashok Prasad has sought help from all central agencies to apprehend all those who had hurled online abuses at the all-girls band, reports said. He has also directed stepping up of patrolling in the areas where two of the three girls of the band group reside. As per reports, police have started tracking down 26 IP addresses from where abusive comments were posted on the band's Facebook page. India signs social security pact with Austria


NEW DELHI: Indian Minister of Overseas Indian Affairs H.E. Vayalar Ravi and Austrian Minister for Labour, Social Security and Consumer Protection Rudolf Hundstorfer on Monday signed the Social Security Agreement between India and Austria. The Social Security Agreement between India and Austria will enhance cooperation on social security between the two countries. The Social Security Agreement will provide a number of benefits to Indian nationals working in Austria. For short term contract up to 5 years, no social security contribution would need to be paid under the Austrian law by the detached workers provided they continue to determining the eligibility for social security benefits. There are about 17,000 Indians in Austria most of whom are working as professionals and selfemployed. However, there is potential for Indian workers take employment in Austria. As such, a bilateral Social Security Agreement with Austria is a significant requirement from the futuristic point of view to take advantage of the emerging employment opportunities and to strengthen the trade and investment between the two countries. Cabinet approves formation of SPV for TAPI project


NEW DELHI: The Cabinet Thursday approved the setting up of a special purpose vehicle to build the $9 billion Turkmenistan-Afghanistan-PakistanIndia (TAPI) gas pipeline, as multinational firms have been unwilling to build the project. The Dubai-based SPV, TAPI Ltd, will scout for consortium leader who will build and operate the project, arrange for finances and would be responsible for safe delivery of gas through the pipeline that will traverse militancy-infested areas in Afghanistan and Pakistan. An official statement issued after the Cabinet meeting chaired by Prime Minister Manmohan Singh said: "The Union Cabinet gave its approval for formation of the Special Purpose Vehicle (SPV) for the TAPI pipeline project and to permit GAIL India Ltd to join the SPV (as India representative)". Oil Minister M Veerappa Moily did not attend the Cabinet meeting as he was in the US. "TAPI Ltd is required to have an initial contribution of $20 million, that is $5 million from an identified entity from each of the four participating countries," it said. "GAIL, being a Navratna Company, is empowered to make an investment of this level for India." The SPV is being formed for the project as no MNC is willing to participate in the project unless they get a share in Turkmenistan's rich gas fields. While Turkmenistan, Afghanistan and Pakistan were of the view that the four promoters could build and operate the pipeline on their own, India has insisted that the project be taken up only if a multinational company leads it. New Delhi does not want to be at the mercy of Afghanistan and Pakistan for its gas needs and also feels that none of the nominee companies of the four countries have the financial and managerial capability to execute the project.

Kerry reaffirms commitment to Indo-US strategic dialogue


WASHINGTON: The new US Secretary of State John Kerry and the Indian External Affairs Minister Salman Khurshid have expressed their commitment to continuing and strengthening the Indo-US strategic dialogue mechanism. The two underscored the vital importance of the US-Indian relationship, "and cooperating closely not only on bilateral issues but on regional issues and on global issues that we work on together", State Department spokesperson Victoria Nuland told reporters Wednesday. "They also both expressed their commitment to continuing and strengthening the US-India Strategic Dialogue mechanism," she said noting that this has become the regular mechanism of bringing officials across the two governments together every year. Launched in 2010 by then Secretary of State Hillary Clinton and then external affairs Minister S.M. Krishna, it is the highest-level, regularly scheduled bilateral exchange between the two counties. The third dialogue in the series was held last June 13 in Washington.

Five Indians among 18 charged with credit card fraud in US


NEW JERSEY: Eighteen people, including at least five Indians, have been charged in one of the largest credit card fraud schemes spanning 28 states and eight countries, including India, by US federal prosecutors. The scamsters used over 25,000 fraudulent credit cards. The accused wired millions of dollars to Pakistan, India, the United Arab Emirates, Canada, Romania, China and Japan leading to losses of more than $200 million, prosecutors said."The defendants are part of a massive international fraud enterprise involving thousands of false identities, fraudulent identification documents, doctored credit reports and more than $200 million in confirmed losses," FBI Special Agent James Simpson said in court records. According to court records, the scheme involved three basic steps: The defendants allegedly created thousands of fake identities, pumped up the credit histories of those fictitious people and then racked up charges on fraudulently obtained credit cards. The proceeds, authorities said, were used for luxury automobiles, electronics, spa treatments, highend clothing and millions of dollars in gold. BANGALORE: India on Friday said it is developing a long-range nuclear-capable Agni-VI ballistic missile that would carry multiple warheads allowing one weapon system to take out several targets at a time. "Agni-V is major strategic defence weapon. Now we want to make Agni-VI which would be a force multiplier," DRDO chief V K Saraswat told reporters here on Friday. Refusing to divulge the range of the new under- development missile, he said the force multiplier capability of the missile would be because of its Multiple Independently Targetable Re-entry Vehicle (MIRV) capability. The Agni-5 ballistic missile, Agni-6 would have a range longer which would enable us to deliver many payloads at the same time using only one missile. "Work is on in this area and designs have been completed. We are now in the hardware realisation phase," he said. BANGALORE: Great Britain's minster for defence equipment, support and technology, Philip Dune, said on Thursday that a detachment ofBritish army will come to India in April for a joint exercise with the Indian army. "We plan to increase the joint exercises between the two countries in the near future," the 54year-old British Conservative Party politician said on the sidelines of Aero India 2013. Indian army carried out a joint exercise with their British counterparts on British soil for the first time since independence in 2008 when the mechanized infantry detachment visited the British Army's prestigious Land Warfare Centre in Warminster. The minister also said that talks are currently under way between British companies and the state governments of Andhra Pradesh and Maharashtra on internal security, border security and port security. He said that DRDO and its British equivalent DSLT are collaborating on three projects with an agreement on a fourth project last week. The minister didn't provide details citing security reasons. "One of the areas we are looking to work together is counter-terrorism," he said. He said: "We are looking forward to partner with India in indigenous manufacture projects. The collaboration between technology-rich Britain and high production capacity India would be not only in research and development but also in its applications." India "concerned" by China role in Pakistan's Gwadar port


BANGALORE : China's role in operating a strategically important port in Pakistan is a matter of concern for India, its Defence Minister said yesterday, as New Delhi and Beijing jostle for influence in the region. Indian policymakers have long been wary of a string of strategically-located ports being built by Chinese companies in its neighbourhood, as India beefs up its military clout to compete with its Asian rival. Management of Gwadar port, around 600km from Karachi and close to Pakistan's border with Iran, was handed over to state-run Chinese Overseas Port Holdings last week after previously being managed by Singapore's PSA International. "It is a matter of concern to us," Indian Defence Minister AK Antony told reporters at an air show in Bangalore when asked about Chinese control of the port. When completed, the port, which is close to the Strait of Hormuz, a key oil shipping lane, opens up an energy and trade corridor from the Gulf, across Pakistan to western China, and could be used by the Chinese navy, analysts say. "It will enable (China) to deploy military capability in the region," said Mr Jayadeva Ranade of the New Delhi-based Centre for Air Power Studies and a former Additional Secretary in the Cabinet Secretariat of the Indian government. "Having control of Gwadar, China is basically getting an entry into the Arabian Sea and the Gulf." China has also funded ports in Hambantota, Sri Lanka and Chittagong in Bangladesh. "Gwadar is a more serious development than the others," Mr Ranade said, as the Pakistani port gives China base facilities. A Pakistani Foreign Ministry official told Reuters that the port was none of India's business. "India has no concern with whoever Pakistan decides to work with on Gwadar," said the official, who declined to be identified. "We first had a deal with Singapore but that didn't work out as desired. Singapore's PSA International and the Chinese have settled the deal." Chinese Foreign Ministry spokesman Hong Lei said last week that Gwadar was a commercial project, part of long-standing bilateral cooperation. "China will actively support any programme that benefits China-Pakistan relations and the prosperity of Pakistan," he told reporters. India, the world's biggest arms importer in recent years, plans to spend around US$100 billion (S$124 billion) over the next decade to upgrade its mostly Soviet-era military hardware to keep pace with China's ramping up of defence spending. Speaking at the air show, Mr Antony said the country was bound to modernise its armed forces in response to China's modernisation. He added that strengthening India's north-eastern border with China was not a confrontation with its neighbour. BENGALURU: For the first time, India will roll out its complete array of missiles, including the submarine-launched-ballistic missile (SLBM) 'Sagarika' which was test-fired recently off the east coast, at Aero India 2013 commencing here on Wednesday. 'Sagarika' will top the list of missiles to be displayed by Defence Research & Development Organisation (DRDO). BANGALORE: The deal for procuring 126 French- made Rafale multirole combat aircraft is the highest priority for the Indian Air Force. BRAHMOS air launched cruise missile is next on the priority list, said Air Chief Marshal NAK Browne, against the backdrop of a cut in the defence budget, during a press conference at Yelahanka on Thursday. The IAF chief said the contract negotiations for the Rafale deal were going on track and it was expected to be finalised by the middle of this year. He listed the procurement of additional six C-130J Super Hercules aircraft, 22 Apache attack helicopters and 15 Chinook helicopters as the other priority areas for the force. The IAF chief was asked to list his force's priorities in terms of procurement in view of the Defence Ministry directive in this regard in the wake of the budget-cut decision. The Ministry has asked the three Services to first procure only those equipment which have a direct bearing on their operational preparedness. Asked about the role of certain companies in the aircraft deal, he said, "The OEM (original equipment manufacturer) has full right to select partners if he wants to supply kits to the IAF. BANGLORE:Boeing will complete the delivery of three of the first batch of eight P-8I long-range sophisticated anti-submarine warfare aircraft to Indian Navy by the end of this year, said Leland Wight, Boeing's P8I program manager who detailed plans of the handing over of these maritime aircraft which can also be used in anti-surface warfare, intelligence, surveillance and reconnaissance capacities. The aircraft is capable of broad-area, maritime and littoral operations. Boeing delivered the first P8I aircraft to India in Seattle in December 2012 and would complete the delivery of entire batch of eight by 2015 as part of a $2 billion contract signed in 2009. The mobile land-based configuration of BRAHMOS has achieved several advancements over the years in the form of Block I, Block II and Block III variants with each having its own distinct potentiality to hit and destroy enemy target. Defence Ministry clears new corps on China border


NEW DELHI:After much back and forth, the Defence Ministry has cleared setting up of a mountain strike corps along the China border, signalling its intent to press ahead with plans to strengthen offensive military capabilities despite recent calls from Beijing for a "new type" of military relationship. The plan involves fresh accretion of close to 89,000 soldiers and 400 officers. The focus, sources said, is to be able to launch a counter-offensive into Tibet in case of a "Kargil-type adventure" by China. The proposal was first mooted in 2010 and given an in-principle go ahead by the Cabinet Committee on Security a year later, but was sent back last year with instructions for a re-look by all three services so that a common plan could be drawn up. It took the Chiefs of Staff Committee another six months to review the plan, which was also essential because the Army Chief had changed since the proposal was first moved. Sources said the proposal has now been reworked with some minor changes relating to additional Air Force elements. Indian Army to get US ultra-light howitzers this year


NEW DELHI: The Indian Army is set to get the first lot of 145 ultralight howitzers it is purchasing from the US for $700 million this year. According to a report in the current issue of India Strategic defence magazine, a team from the army, including from the Corps of Electronics and mechanical engineers. (EME), Directorate General of Qualitative Assurance (DGQA) and the defence ministry visited the US in January to establish the parameters of the BAE Systems M-777 gun being in conformity with the requirements. This testing was part of the procedure, described as Maintainability Evaluation (ME), and now the final step is about discussions to finalize the price along with spares and maintenance support. The US Defence Security Cooperation Agency (DSCA) had issued a notification indicating the possible sale of the gun to India on January 22, 2010. The US Army sent two guns to India for trials, and the Indian Army tested the 152 mm/39 caliber system in the hot and mountainous terrains (Pokhran and Sikkim) the ply whatever is there in the contract, and if something is left out, then India has to send a Letter of Request (LOR) to the US Government again even if it is a tems for land, sea and air, fixed it, more out of goodwill. The upgraded gun is being developed by India's state-run Ordnance Factory Board (OFB), which had got the designs for indigenous production as part of the deal when the gun was acquired but did nothing about it for whatever reasons. This in fact was the first case in which India got the rights for transfer of technology (ToT) but the opportunity was lost due to political allegations. OFB's upgraded Bofors gun, being upgunned to 155 mm and 45 caliber, would be based on outdated technology though and in any case would be a stop-gap arrangement till the artillery gets the bigger 155 mm/52 caliber guns, both self-propelled and towed. The Bofors guns proved extremely effective in neutralizing the Pakistani positions in the 1999 Kargil War, and several army officers swear by it, saying that it was the artillery fire which demolished the Pakistani soldiers, who had infiltrated into the Indian side and occupied a number of hilltop positions.

Net Direct Tax Collection Grew 12 Percent in April-January in FY 2012-2013


NEWDELHI: Gross Direct Tax collection from the period of April to January in fiscal year 2012-2013 increased by 7.02 percent at 455125 crore Rupees against 425274 crore Rupees in same period in 2011-2012 fiscal year. Gross collection of the corporate taxes increased 3.71 percent, i.e., 296451 crore Rupees in 2012-2013 fiscal year against 285837 crore Rupees in 2011-2012. Gross collection of personal income tax increased by 13.81 percent, i.e., 157913 crore Rupees in 2012-2013 fiscal year against 138746 crore in 2011-2012 fiscal year. Net Direct Tax collections registered a growth of 12.49 percent, i.e., 390310 crore Rupees in 2012-2013 fiscal year against 346959 crore Rupees in 20112012 fiscal year. 2.85 percent growth was recorded in wealth tax. It increased to 685 crore Rupees in 2012-2013 financial year in comparison to 666 crore Rupees in 2011-2012 financial year. Growth in Securities Transaction Tax was on negative side. It recorded a fall of 9.99 percent. It decreased to 3731 crore in 2012-2013 in comparison to 4145 crore Rupees from 2011-2012.

NEW DELHI: Asian Development Bank (ADB) on Friday said the fiscal consolida2011-12 fiscal, economy grew by 6.2 percent. The 46th ADB Annual Meeting is scheduled at India Expo Mart in Greater Noida from May 2 to 5. This will be third annual meeting of ADB in India. Earlier in the day, Kuroda called on Finance Minister P Chidambaram to discuss the upcoming annual meeting of ADB. "I expressed my thanks to him for the government agreeing to host the 2013 annual meeting and for all its preparatory work," he said. The annual meet is expected to be attended by over 4,000 participants from member governments, academia, international organizations, private sectors and civil society among others. The ADB President said the annual meet at Greater Noida is likely to be one of the biggest ever. Theme of the ADB's 2013 annual meeting is 'Development through Empowerment'. This is an issue close to the heart of both ADB and the Indian Government, Kuroda said. Referring to risks to the developing nations in the Asia- Pacific region, Kuroda said the ongoing euro zone crisis is one of them. "I think we assume that worst phase is over, but still crisis situation continues in Euro zone," he said. On ADB's country partnership strategy regarding India, Kuroda said the agency was in process of consultations with Indian government in this regard. When asked about media reports regarding his appointment as governor of Bank of Japan, Kuroda said he still has about four year term left at the ADB. Meanwhile, ADB Country Director (India) Hun Kim said that in the next five years till 2017, the agency is planning USD 12 billion lending for India. Of this, USD 10 billion is for public sector and the remaining for private sector lending.

China remains top gold producer for sixth year


BEIJING: China produced the most gold in world last year, making it the largest producer for the sixth straight year even as it remained the second largest consumer of the yellow metal after India. China's gold output increased 11. 66 per cent from a year earlier to hit a record high of 403.05 tonnes in 2012, China Gold Association said. The output was almost 100 times that of 1949, when the country produced just 4.07 tonnes, state-run Xinhua news agency quoted the association as saying. It attributed the increase to favorable government policies, which have put the industry on a fast track and made it a pillar industry in many of the country's gold producing areas. The country's top 10 gold producers, including provinces of Shandong, Henan, Jiangxi, accounted for 82.71 per cent of the total national output last year. China surpassed South Africa to become the largest gold producer in 2007. According to the association, China is currently the world's second-largest gold consumer after India, with total gold consumption at 761.05 tonnes in 2011.

BSE Metal index slumped by almost 2% followed by counters like PSU, Realty, Auto, Oil & Gas, Healthcare, FMCG and Banks, all declining by 1% each. However, BSE IT, TECk, Capital Goods indices gained between 0.5-1%. Oil & Gas majors like ONGC and RIL dipped between 1-2%. Banking shares like SBI and ICICI Bank dropped between 12%. Metal shares like Sterlite, Hindal, JSPL and Tata Steel plunged between 1-3%. Auto majors like Maruti Suzuki, Hero Moto, M&M an Capital Goods majors ended higher on renewed buying. BHEL and L&T surged by 1% each. Other notable gainers include HDFC Bank, Bharti Airtel, Tata Steel, Sun Pharma and Tata Motors. Broader markets underperformed the benchmark indices. BSE Midcap and Smallcap indices slumped by almost 1%. The overall market breadth in BSE ended weak as 1,397 stocks are declining while 763 are advancing.

Indian rupee continues slide against US dollar, down 29 paise


MUMBAI: The Indian rupee continued to slide against US dollar on Friday, dropping 29 paise to 53.51, on persistent demand for the American currency from banks and exporters as it gained in the overseas forex markets as well. The dollar gained despite capital inflows into the Indian equity market. The rupee resumed lower at 53.44 a dollar against the last closing of 53.22 at the Interbank Foreign Exchange (Forex) Market. It dropped further to a low of 53.58, before quoting at 53.51 per $at 10.40 am. The rupee moved in the 53.42 and 53.58 per dollar range during the morning deals. In New York, the euro weakened against the dollar and other currencies. Meanwhile, the 30-share BSE Sensex was trading 46.58 points, or 0.24 per cent, higher at 19,626.90 in noon trade.

RBI for change in laws to deal with FAKE CURRENCY


GUWAHATI: The Reserve Bank said it is in talks with the Government to amend the relevant laws to ensure that persons generating fake currency are punished and not those who possess such notes innocently. "We are in negotiations with the Government of India on how this law can be reviewed and changed so that the responsibility for the fake currency is actually on the people who are responsible for generating the fake currency," RBI Governor D Subbarao said after the board meeting. "But at the moment, regrettably, the holder of fake currency is responsible for that and if a branch manager says that he (the person with the notes) is accountable for it then he is right," he said.

Bharti Airtel to buy Alcatel-Lucent stake in India JV


NEW DELHI: Bharti and the Indian unit of Alcatel-Lucent had formed the 26:74 joint venture, Alcatel Lucent Managed Network Service India Ltd, in 2009 to manage Bharti's fixed-line and broadband networks. The five-year USD 500 million network contract for the joint venture was to end in April 2014. Bharti Airtel has said it was introducing a new business model for managing fixed line and DSL broadband networks, on the lines of Indus Towers. Chidambaram to launch Rajiv Gandhi equity scheme


NEW DELHI: Finance Minister P. Chidambaram will launch the much-awaited Rajiv Gandhi Equity Savings Scheme (RGESS) in Mumbai on Saturday, a move likely to encourage new investors to put their money in the stock market. "He (Chidambaram) will formally launch the Rajiv Gandhi Equity Savings Scheme in Mumbai," sources said. The scheme, which was announced in the Budget for 201213, seeks to provide tax benefits to first-time investors in the stock market. Under the scheme, an individual with an income of less than Rs 10 lakh would get tax incentives for investing up to Rs 50,000 in the stock market. According to the notification issued by the Securities and Exchange Board of India (SEBI) on RGESS, there would be a lock-in period of one year on investments made under the scheme. Besides, Chidambaram would derivatives, bonds and interest rate derivatives. The Finance Minister is also likely to meet the heads of the top 30 non-bank financial companies and discuss with them issues related to infrastructure financing, rising non-performing assets along with grant of banking licenses to new players by the Reserve Bank, sources said. RBI is likely to issue final guidelines for grant of banking licenses to new players by February-end. A number of large corporate houses, including the Anil Ambaniled Reliance Group, financial conglomerates Religare and Shriram groups, engineering-to-technology major the L&T group and the Aditya Birla group, are said to be interested in entering the banking business depending on the regulatory framework.

India's per capita income rises to Rs. 5,729 per month


NEW DELHI: India's per capita income, a gauge for measuring living standard, is estimated to have gone up 11.7 per cent to Rs. 5,729 per month in 2012-13 at current prices, compared with Rs. 5,130 in the previous fiscal year. The estimated rate of growth in per capita income for the current fiscal year, however, is lower than the previous fiscal year when it grew by 13.7 per cent. "The per capita income at current prices during 2012-13 is estimated to be Rs. 68,747 as compared to Rs. 61,564 during 2011-12, showing a rise of 11.7 per cent," an official release by the Central Statistics Office (CSO) on 'Advance Estimate of National Income, 2012-13' showed. The per capita income in real terms (at 2004-05 constant prices) during 2012-13 is likely to attain a level of Rs. 39,143 as compared to the first revised estimate for the year 2011-12 of Rs. 38,037, it said. The gross fixed capital formation (GFCF) at current prices is estimated at Rs. 29.94 lakh crore in 2012-13 as against Rs. 27.49 lakh crore in 2011-12, the release said.

New bank license guidelines "very soon": RBI Deputy Governor


MUMBAI: Reserve Bank is likely to "very soon" come out with the final guidelines on new bank licenses as its consultation with the Finance Ministry on the issue is nearing an end, Deputy Governor Anand Sinha said on Friday. He also said the RBI and the Finance Ministry will arrive at a common position on issues like allowing brokerage firms and realtors into the banking space. "We will come to a mutual position (on issues concerning brokerages, real estate firms to be given banking licenses) and then issue the final guidelines," Sinha said on the sidelines of an event. Asked about the timeline for the final guidelines, Sinha, in-charge of the banking operations and development department at the RBI, said, "Very soon" as "consultations with the Ministry are nearing an end". In the draft guidelines issued in August 2011, the Central bank had said firms with an exposure of 10 percent or more to real estate and brokerage businesses by revenue or assets will not be eligible for applying for banking licenses. Finance Minister P Chidambaram had told investors in London late last month that he expected the regulator to issue final guidelines within two weeks. The last time new banks were allowed was in 2002-03 when two Finance Minister had announced it. However, differences between the RBI and the North Block over entry norms have delayed the process. In the winter session of Parliament, the Government got the Banking Regulation Act amended to facilitate the process and give overriding powers to RBI to dismiss the board of erring banks. The Deputy Governor said there is concern of self-dealing (between bank and its promoter Group companies) on which the consultation is going on with the North Block. "The basic issue is the possibility of self-dealing. Nevertheless, in the draft guidelines we have said we will go ahead," Sinha said.

As per Customs norms, Indian passengers coming from abroad and carrying over Rs 7,500 and USD 5,000 need to make declaration about the same upon arrival, he said. The 35-year-old singer was unable to give satisfactory answers about the currency in his possession, the official said, adding his statement has been recorded. Singh has been arrested under relevant sections of customs act.

WASHINGTON: A solar 'megastorm', expected to hit Earth in the near future, could knock out the planet's communication satellites, cause power cuts and disrupt crucial navigation aids and aircraft avionics, experts have warned. The extreme space storm is caused by the Sun ejecting billions of tonnes of highlyenergetic matter travelling at 1609344 kilometres per hour. However, engineers say it is impossible to predict more than about 30 minutes before it actually happens. Such solar superstorms are estimated to occur once every 100 or 200 years, with the last one hitting the Earth in 1859. Although none has occurred in the space age, we are far more vulnerable now than a century ago because of the ubiquity of modAcademy of Engineering in London. There have been a number of 'near misses' in the past half century, when an explosive 'coronal mass ejection' of energetic matter from the Sun narrowly bypassed the Earth. A relatively minor solar storm in 1989 knocked out several key electrical transformers in the Canadian national grid, causing major power blackouts. Similar solar storms significantly increased atmospheric radiation levels in 1956, 1972, 1989 and 2003, the experts found. Professor Paul Cannon, who chaired the academy's working group on solar storms, said that the Government should set up a space weather board to oversee measures aimed at minimising the impact of solar storms..

The university said that a group led by computer science and mathematics professor Curtis Cooper found the 17 million-digit prime number last month. It is the 48th known Mersenne prime and is the third discovered at the 11,800-student university in Warrensburg. Primes are numbers such as 3, 7 and 11 that are divisible only by themselves and 1 without leaving a remainder. Mersenne primes are named after the 17th century French mathematician who discovered them, Marin Mersenne. They're expressed as 2P-1, or two to the power of "P'' minus one. P is itself a prime number. For the new prime, P is 57,885,161. The number was independently verified using different programs running on different hardware, according to the Great Internet Mersenne Prime Search, or GIMPS, a cooperative in which underused computing power is harnessed to perform the calculations needed to find and verify Mersenne primes. The school also found then-record prime numbers in 2005 and 2006. Mathematicians at UCLA broke the Missouri school's record in 2008 with a 13 milliondigit prime number. In their latest findings reported, Center researchers were able to synthesize a peptide called Tat-beclin 1, which induces the autophagy process. Mice treated with Tat-beclin-1 were resistant to several infectious diseases, including West Nile virus and another mosquito-borne virus called chikungunya that is common to Asia, Africa, and India. WASHINGTON: The international six-year study used a massive trove of data, including genetic and physical traits from both modern and prehistoric species, to reconstruct the extended family tree of mammals. The researchers focused on the "placental mammals" a branch of species that includes humans, horses, whales and many others. The project has helped scientists better understand how and when modern placentalmammals evolved, and, importantly, has traced the starting point to after dinosaurs went extinct 65 million years ago. The researchers say the new information will help them study a vital question facing the world today: how mammals may have survived past instances of climate change and how that might help us face the warming now underway. "Species like rodents and primates did not share the Earth with non-avian dinosaurs but arose from a common ancestor -- a small, insecteating, scampering animal -- shortly after the dinosaurs' demise," said lead author Maureen O'Leary of New York's Stony Brook University. The new conclusion overturns an earlier, commonly-held hypothesis that there was a diverse crew of placental mammals before the event that led to the disappearance of dinosaurs and 70 percent of the planet's species. That theory had been based exclusively on genetic data. But scientists said combining the genetic new tools of DNA add important information, but so do other physical clues like a body or, in the scientific realm, fossils and anatomy. Combining all the evidence produces the most informed reconstruction of a past event." Protest over delay in implementation of scholarship scheme


SRINAGAR: A group of students and their parents today protested while demanding implementation of scholarship scheme for the students of Jammu and Kashmir. The protesters said that Cabinet Committee on Economic Affairs approved Special Scholarship Scheme for the Jammu and Kashmir students in 2011 to pursue higher education outside the State. But the undue delay in the release of fees is putting the career of hundreds of students at stake. Under this scheme, more than 5000 beneficiaries have sought admission in different discipline including undergraduate technical and general degree courses in different colleges of country. The Government at that time had ensured that every scholar would get up to Rs. 30,000 perannum for tuition fees for general degree courses, up to Rs.1.25 lakh per annum for engineering course and up to Rs.3 lakh per annum for medical studies. In addition to these, hostel fees and incidentals were also promised to be given for all categories of courses up to a ceiling of Rs. 1 lakh per annum. But even after having appeared in their semester exams, the funds are yet to be released, for which the deserving students are suffering, "said the protesters. The protesters said that the Ministry of Human Resources Development has not confirmed the scholarship yet, which has raised uncertainty regarding their admissions in the upcoming semesters.

JAMMU: The activists of National Secular Forum (NSF) staged a protest demonstration at Mahatma Gandhi Park in R S Pura against the State government for failing to conduct police recruitment drive for the youth belonging to border areas. The protesters were led by NSF State Senior Vice-President Surjit Choudhary. Addressing the gathering, Choudhary criticized the State government for its failure to fulfill its commitment. 200 community colleges to come up for skill training


NEWDELHI: Aiming to integrate skills in higher education, government has decided to set up on a pilot basis 200 community colleges within the existing colleges and polytechnics from the coming academic session. These colleges will act a potent tool for implementation of the National Vocational Education Qualification Framework (NVEQF) notified last year, HRD Minister M M Pallam Raju said. "Community colleges would offer opportunities for lifelong learning and bridge courses for level certification as well as movement from one stream to another. Industry including business, service, and agriculture allied sectors will be associated integrally at all levels of activities in these colleges," he said at a conference on community colleges here. Industry will also have representations on the board of studies and board of management of these colleges, thus going a long way in restoring industry confidence in competence of the prospective employees, he said. Community colleges would offer credit based modular courses to facilitate mobility of learners into the employment market, banking of credit and re-entry into the colleges for skill up gradation. Local community would be given preference in admission in these colleges, the Minister said, adding it will create a win win situation for stakeholders, learners, industry and community besides the college The Minister said today the challenge before the industry is availability of skilled manpower. According to NASSCOM, each year over three million graduates and post graduates are added to the Indian workforce, of whom only 25 per cent of technical graduates and 10-15 per cent of other graduates are considered employable. This demand-supply mismatch of skilled workforce is a big challenge along with lack of inclination among youths to join vocational courses. Therefore, integration of skills into higher education for making them relevant to learners is the key to addressing this mismatch and initiatives such as community colleges could help bridge the gap, he said. He said with the notification of NVEQF, vocational course have started in 40 secondary schools in Haryana on a pilot scale while West Bengal, Karnataka and Assam are ready to launch their pilots soon. Besides, eight other states have got their programmes approved for 2013-14. CBSE is also orienting private schools to accept the NVEQF to start vocational education programmes.

CBSE to provide schools with unique online question papers


NEW DELHI: In a first-of-its-kind move, Central Board of Secondary Education (CBSE) will provide schools with unique online question papers ahead of the schoolbased Summative Assessment (SA) for Class IX and X. The decision of the board aims to bring in more transparency by improving upon the present paperdistribution system. The system, being tried for the first time in the country, will also help maintain confidentiality during examinations even if different schools decide to schedule the same exam on different dates. "This innovative solution will allow CBSE-affiliated schools to access question papers and download them in a transparent, secure and user-friendly manner," Rama Sharma, CBSE spokesperson, said. CBSE has already introduced an online test management system called CBSE-Integrated Test Management System (CBSEITMS) from this academic year for the purpose, which will help schools in generating these question papers instantly. "Two sets of unique question papers will be provided to each school for every major subject. The school can then either pick up a question paper for each subject or mix and match two question papers or even prepare their own papers, according to the design available on CBSE's website," reads the circular issued by the board. CBSE students have an option to take either school-based or webbased examination. The new system, however, would only apply to school-based examination. The board-based SA-II is set to start from March 1, 2013, which is also the time when most schools are planning to hold the school-based SA-II.

UK law school announces 30% scholarship for Indians


University of Southampton's Law School has announced 30 per cent scholarship to Indian students on its undergraduate LLB programmes. "The Southampton Law School has announced a scholarship of 30 per cent for LLB (Hons) Law (3 years), LLB (Hons) Maritime Law (3 years), LLB (Hons) European Legal Studies (4 years) and LLB (Hons) International Legal Studies (4 years)," the university's media coordinator Filza Hussain said in a statement. The annual fee for these programmes recognized by the Bar Council of India is 12,420 British Pounds. The programme commences in September 2013 and the deadline to apply is May 2013. "For scholarships, students must make University of Southampton their choice while applying through University and College Admission Service (UCAS - British admission service) and exceed minimum entry requirements by 5 per cent," Hussain said. "The scholarships will be applied automatically and will be repeated every year, subject to students' satisfactory performance. Students on the 4-year LLB courses will be required to pay only 50 per cent of the standard fee during the third year," she said. Entry requirements for CBSE and ISC syllabus are set at 85 per cent and 80 per cent in Class XII respectively. Other requirements include references, a satisfactory personal statement, and IELTS 6.5 with no less than 6.5 in any component.

Delhi University mulls grade system


NEW DELHI: Delhi University's taskforce working on devising the four-year undergraduate programme in one of its recommendations has proposed introducing grades instead of marking. No concrete steps have been finalized till further meeting of the taskforce. According to Ajay K Arora, member-taskforce and principal, Deshbandhu College, the new scheme is one of the panel's recommendations on examination evaluation system, which is at the planning stage right now. The idea was put forward keeping in mind retaining students who come from remote backgrounds and are not able to fair well in some particular papers for instance English, among others. "However, it will be a different grading system vis-avis the conversion of marks. It has to be discussed in detail before arriving at any conclusion. In the usual scenario, there are students who perform well in most subjects while poorly in some specific papers. Grading system can help in motivating these students so that they do not lag behind and catch up while being promoted to the next level every year," he said. Besides the marking scheme, another recommendation of the taskforce was to have more day colleges in order to accommodate the increasing number of students. Most evening colleges are planning to shift into the morning mode following the recommendation. "The decision was taken after there was a 54% rise in the number of students enrolling after the OBC expansion," he added.

Aadhaar enrolment, a must for students, says UGC


HYDERABAD: After being a facilitator of cash benefit transfers, LPG supply and provident fund, Aadhaar will now turn vital for students too. In a communication sent to universities, the University Grants Commission (UGC) has asked them to ensure Aadhaar enrolment by their students. "Universities and each of the affiliated colleges may appoint a nodal officer for helping the students for Aadhar enrolment,'' Akhilesh Gupta, Secretary, UGC said in a circular. It was proposed to link Aadhaar with students' bank account numbers so that there could be direct cash transfer of scholarships and fellowships, he said. The UGC also directed the students to collaborate with concerned State/central authorities engaged in Aadhaar enrolments to speed up the work. Though no last deadline has yet been fixed by the higher education regulator, the circular said, "This needs to be taken up on high priority." Some universities have already started preliminary work for the task. "Yesterday, we spoke to officials concerned and requested them to set up a separate camp to enroll students of the university,'' a functionary of the University of Hyderabad told Business Line on Thursday. The enrolment process might begin by next month, he added.The process is expected to be massive given the fact that there are over 250 universities in the country. A good number of students depend on scholarships from the Social Welfare Department for reimbursement of mess bills besides merit scholarships and fellowships for research-related programmes.

No Yatra registration without Compulsory Health Certificate


JAMMU: Yatris will have to submit revised Compulsory Health Certificate while seeking registration for this year's Shri Amarnathji Yatra which is scheduled to commence on 28th June, 2013 and conclude on 21stAugust, 2013. This was disclosed by Shri Navin K. Choudhary, Chief Executive Officer, Shri Amarnathji Shrine Board. He informed that a Committee of Medical Experts comprising Prof. Parveen Aggarwal, Head, Department of Emergency Medicines, AIIMS, New Delhi, Dr. J. C. Suri, Consultant, Department of Respiratory Medicine, Safdarjung Hospital, New Delhi, Dr. Bhaskar Rao, CMO (SG), Composite Hospital (ITBP) Seemanagar, Chandigarh, Dr. Sanjeev Kapoor, MD Medicines, Government Hospital Sarwal, Jammu and Dr. Rafi Arshad, Medical Officer, Epidemiology, Kashmir Nursing Home, Srinagar has designed the Format of the Compulsory Health Certificate in a meeting held on 1stDecember 2012 at Jammu. The Format of the Compulsory Health Certificate has been circulated by the Union Health Ministry and the J&K State Health Department to all States/ UTs and is also available on the Website of the Shrine Board (www.shriamarnathjishrine.com). The Yatris shall have to submit information in the form of self declaration about his/her existing health condition, past medical history and various ailments from which he/she may be suffering or may have suffered in the past. The authorised doctor would be required to prescribe such tests/investigations as may be necessary to ascertain the fitness of the Yatri to undertake the arduous pilgrimage before issuing the Health Certificate. Mr. Choudhary further informed that for ensuring against the use of fraudulent Health Certificates, the Compulsory Health Certificate issued only by the doctors or Medical Institutes authorised by State Governments/ UT administration concerned will be valid for registration. He also informed that all States/ UTs have been asked to furnish a list of doctors/ Medical Institutes who would be authorised to issue the Compulsory Health Certificate to the eligible Yatris of their respective States/ UTs. He said that lists of doctors/Medical Institutes authorised to issue Compulsory Health Certificate have been received from Jharkhand, Tripura, Haryana, J&K, Himachal Pradesh, Daman, Diu, Dadra and Nagar Haveli and Chandigarh and is available on the website of the Shrine Board. The lists of Doctors/ Medical Institutes from the remaining States/UTs will be uploaded on our website as soon as these are received by the Shrine Board. For Yatra 2013, the Health Certificate issued after 1stFebruary, 2013 would be valid. Mr. N. N. Vohra, Governor, J&K, who is Chairman of Shri Amarnathji Shrine Board has asked CEO, SASB to vigorously follow up the matter with States/UTs which are yet to furnish the list of authorised Doctors/ Institutions. The Governor also directed the CEO to compile state-wise list of Authorised Doctors/Institutions and ensure its wide publicity, for the convenience of the Yatris. It may be recalled that Supreme Court had earlier constituted a Special High Powered Committee (SHPC) to recommend measures to be implemented to ensure better facilities to the Yatris. To minimise the unfortunate deaths of the Yatris during the Yatra, the SHPC had recommended that Yatris would need to furnish a Compulsory Health Certificate for registering themselves for the Yatra. The Apex Court had directed that a Committee of three Medical Specialists from Union Health Ministry and one from the State Government should revise the certificate, if needed, to ensure that all the existing ailments of the intending Yatris are considered by the doctors before issuing the Health Certificate.

NEW DELHI: Field hockey's world body FIH is planning a tournament for the world's top clubs that would see India emerge as a hub for the sport. "The FIH is planning to hold the Club World Cup in India," FIH chief Leandro Negre said "It is too early to say anything about the event, but my personal wish is to start the tournament next year." Negre said the tournament was being planned with five continental champion teams from Europe, Asia, the Americas, Africa and Australia, along with the Hockey India League champion team and two wild card entrants. "The proposal is still under discussion and we'll make an announcement shortly. The proposal is to hold the Club World Cup for the first four years in India and then, maybe, shift it to other nations. We would like to have a contract with a nation for four-five years but it can be trimmed," he added. Negre hoped the suspension of the Indian Olympic Association by parent body International Olympic Committee would not prove to be a roadblock in the revival of the game in the country. "The next Olympics is still some time away and I hope the matter will be resolved soon between the IOC and IOA. But if it is not resolved and the IOC asks us to stop India from participating in international competitions, it will be a shame," he added. The meaning of Lothal (a combination of Loth and (s) thal) in Gujarati to be "the mound of the dead" is not unusual, as the name of the city of Mohenjo-daro in Sindhi means the same. People in villages neighboring to Lothal had known of the presence of an ancient town and human remains. As recently as 1850, boats could sail up to the mound. In 1942, timber was shipped from Broach to Saragwala via the mound. A silted creek connecting modern Bholad with Lothal and Saragwala represents the ancient flow channel of a river or creek. When India was partitioned in 1947, most Indus sites, including Mohenjodaro and Harappa, became part of Pakistan. The Archaeological Survey of India undertook a new program of exploration, and excavation. Many sites were discovered across northwestern India. Between 1954 and 1958, more than 50 sites were excavated in the Kutch {see also Dholavira}, and Saurashtra peninsulas, extending the limits of Harappan civilization by 500 kilometres (310 mi) to the river Kim, where the Bhagatrav site accesses the valley of the rivers Narmada and Tapti. Lothal stands 270 kilometers (170 mi) from Mohenjo-daro, which is in Sindh. Present day Lothal is in the middle of quiet agricultural field, where you can see no inhabitants around the site. But in the ancient time (2000 BCE), it is thought to have been a bustling commercial center with bead factories and dockyard for exporting the products. Four millennia have passed and we can only imagine the full scale of the city and people who lived there, but some artifacts, such as toys and perforated pots, can be viewed in the nearby museum. During the summer season (April-June), it can be scorchingly hot, so make sure to take lots of water with you. Carrying food is advisable since there is no restaurant nearby, although snacks and beverages are available in the Burkhi village just in front of the railway station. The museum is open every day except Friday. However, it is possible to explore the excavation site on Friday. In the rainy season and winter, Lothal is a very comfortable to place to visit, with greenery surrounding the site. You will be able to spend quiet time thinking about the lost civilization.

Depositional Features As erosion takes place in one area, deposition may occur in another. However, most glacier deposition takes place near the terminus (boundary) during retreat of the ice. Features which can occur include hummocky moraine, high-relief forms up to about 10 m high, consisting of mounds, ridges and knobs, some doughnut-shaped; series of arcuate (bow-shaped) ridges of varying heights and lengths, named (according to their form, origin and position) cross-valley, ribbed, washboard, De Geer, push, icethrusted and recessional moraines; single, prominent ridges marking the limit of a glacial advance, called end or terminal moraines; and ground moraine. Most of these features contain a high percentage of glacial till. Glaciers are also directly or indirectly responsible for various other deposits. Meltwater, originating on the surface, inside a glacier, or at its base, may form braided streams beyond the glacier

margin. These streams display an interconnecting network of shallow channels which carry and deposit gravel and sand. Gravel is an important industrial resource in Canada, and some of the largest deposits have resulted from glacier-derived braided streams. Facebook has about 72 million duplicate, misclassified or undesirable user accounts


HYDERABAD: Facebook said it is has approximately 50 million duplicate accounts besides 22 million of misclassified and undesirable accounts. According to a Facebook's statement as on December 31, 2012, it has 1.06 billion monthly active users (MAUs) worldwide including 71 million in India. "We estimate, for example, that "duplicate" accounts (an account that a user maintains in addition to his or her principal account) may have represented approximately 5.0 per cent of our worldwide MAUs as of December 31, 2012," Facebook said in its report to Securities and Exchange Commission of USA. Facebook has it has 1.06 billion monthly active users worldwide including 71 million in India. Facebook said it identifies "false" accounts, by way of dividing into two categories - usermisclassified accounts, where users have created personal profiles for a business, organisation, or non-human entity such as a pet and undesirable accounts, which represent user profiles that are determined as intended to be used for purposes that violate the site's terms of service, such as spamming. "As of December 31, 2012, for example, we estimate user-misclassified accounts may have represented approximately 1.3 per cent of our worldwide MAUs and undesirable accounts may have represented approximately 0.9 per cent of our worldwide MAUs," the report said. Facebook said it believes the percentage of accounts that are duplicate or false is meaningfully lower in developed markets such as the US or Australia and higher in developing markets such as Indonesia and Turkey. "Facebook claimed to have 1.06 billion MAUs as of December 31, 2012, an increase of 25 per cent from December 31, 2011. "Users in Brazil, India and Indonesia represented key sources of growth in fiscal 2012 relative to the prior year," the report said. "We had 67 million MAUs in Brazil as of December 31, 2012, an increase of 81 per cent compared to the same period in 2011; 71 million MAUs in India as of December 31, 2012, an increase of 54 per cent compared to the same period in 2011; 60 million MAUs in Indonesia as of December 31, 2012, an increase of 25 per cent compared to the same period in 2011, it added. 3 FEB: Narendra Modi is a polarising figure and the mere suggestion of his being the BJP's prime ministerial candidate is enough to start a mini-war in the NDA. But this is not true in the context of opposition to Nitin Gadkari as BJP president. His ouster was only due to the corruption charges against him. Even L.K. Advani, seen as a challenge to Mr. Modi even today, opposed Mr. Gadkari. But politics is a game of possibilities. Who knows when a party will make the right or wrong moves that may prove to be a game-changer? The problem with the name 'Narendra Modi' has more to do with the fact that people outside the BJP are uttering it often. Mr. Modi enjoys a larger-than-life image in the BJP hierarchy. Given his authoritarian approach, his prime ministerial aspirations may find few takers within the party. While there is no disputing his good governance and leadership qualities, his acceptability for the number one slot even among the BJP rank and file. If he becomes more amenable and accessible to the party cadres, he will emerge as a consensus prime ministerial candidate in the 2014 elections. It is, however, to be seen how the shaky and tentative leadership of Rahul is built up against the soaring presence of Narendra Modi. It is no surprise that Modi"s shadow will loom large over the conclave, as the BJP is all set to declare him as the 2014 poll campaign chief .

4 FEB: The promulgation of the ordinance amending laws on sexual assault is a step in the right direction. But the opposition to it by some women's groups and the CPI(M) is unfortunate. The UPA government has accepted most of the crucial recommendations made by the Justice Verma Committee. Some others have been left to be discussed in Parliament. All groups have ample opportunity to put forth their points before the parliamentary committee at the time of drafting the Bill. The MPs can debate the Bill in detail when it is taken up for consideration. Taking into consideration the urgency of the need to amend laws dealing with sexual assault, following the gang rape of a 23-year-old girl in New Delhi, which resulted in her death, the Cabinet has cleared the ordinance. The government deserves praise for duly considering the gravity of the issue and acting without waiting for the budget session. One wonders why the Verma Committee was constituted. Its major suggestions have been ignored. Hastily made laws will serve no purpose. The government should reconsider the ordinance, giving more importance to the panel recommendations.Just as rape needs to be punished severely, those who make false accusations should also be dealt with in a tough manner.

5 FEB: The Tamil Nadu government deserves praise for its mature decision to facilitate a dialogue in order to settle the row over film Vishwaroopam peacefully. It remains to be seen how the brokered peace translates into reality. The issue has brought into focus the role of the censor board. Why did the matter assume such proportions that groups agitating against the release of the film had to set the limits of 'decency' through negotiations? Should the authorities have been more sensitive before certifying the film as fit for viewing? It is perhaps the huge money involved that made Kamal Haasan agree to a compromise. Now that the ban on the film has been lifted, other issues have come to the fore. Is the Central Board of Film Certification relevant? When a question of law arises, it is better that the highest court of the land pass a binding verdict so that there are no more calls for negotiations by guardians of sentiments. Let principles of theism, atheism and agnosticism freely flourish in our land, guided by the rule of law. Freedom of expression may not be absolute in a 'fragile' democracy as ours. But "the rights of every man are diminished when the rights of one man are threatened," as John F. Kennedy rightly said.No religion can be demolished by a film. But that is not a licence to tarnish a religion in the name of anti-terrorism campaign. Terrorism has no religion. Therefore, tagging it with a religion cannot be justified.

6 FEB: From VHP leader Praveen Togadia's "response" to MIM leader Akbaruddin Owaisi's hate speech, one gets the impression that politicians have no sense of national interest or concern. One wonders what kind of values the younger generation will imbibe from us. Are we going to teach them that violence in response to violence is justified? Mr. Togadia's claim that the police stood aside on many occasions (including in Gujarat) is most worrying and has serious implications.The right to freedom of speech and expression is a foundational human right. At the same time, it is also universally recognised that it is not an absolute right. Every democracy has in place some restrictions on the freedom of speech. Mr. Owaisi's speech and Mr. Togadia's response are reflective of excessive freedom. If the dangerous trend of countering hate speech with hate speech continues, India will soon lose the glory of remaining united despite the presence of many religions and tribes. Indians killing Indians is a shame on the nation. The war of words and exchange of rhetoric has brought the truth to the surface, proving that nothing can destroy truth. Sure, Mr. Owaisi behaved in an immature manner. But the majority community should refrain from adding fuel to the fire. It is the responsibility of the minorities to respect the majority community and of the majority to protect the minorities.

There are demands that the law be changed (the age of juvenile be brought down).However, the Constitution does not provide for retrospective changes in the criminal justice system.But as far as other countries are concerned, the law can be changed and gruesome acts can be excluded from the Juvenile Justice Act. Contrary to the nation's expectations, the sixth accused in the Delhi gang rape case will be treated as a juvenile as per our laws. A few legal luminaries and bleeding hearts have even argued that laws cannot be changed retrospectively and that children should be treated like children irrespective of the barbarity of their crimes.But amendments must also be there as far as gruesome acts are concerned. Outmoded laws need to be revisited if the government does not want society to turn into a lynch mob. The Juvenile Justice Board should look at the issue from the angle of his brutal, inhuman and savage mentality. It should also appreciate the public's emotions on this issue. When a snake or a deadly animal attacks us, we do not look its age or growth but react to protect ourselves. Taking a lenient view of the accused will create strong resentment among people. Whatever the accused did still keeps flashing in our mind.

An avoidable statement
8 FEB: It is astounding that a senior Cabinet Minister should imply the Government cannot amend the Armed Forces (Special Powers) Act because our defence forces do not want a more "humanitarian" law. In the first place, the lack of consensus does not prevent the Congress-led regime from changing the Act, if it indeed believes that some of the legislation's provisions are 'inhumane'. But what is even more shocking is that the Minister - in this case Union Minister for Finance P Chidambaram - should have in a way cast aspersions on the Armed Forces by alluding that they were defending the 'inhumane' Act. Mr Chidambaram very well knows the hostile environment in which our Armed Forces personnel operate, tackling insurgents and terrorists in Jammu & Kashmir and parts of the North-East. The need for AFSPA arose from these special conditions, and nothing has changed in those conditions. In fact, things have got worse with infiltrators routinely entering the Kashmir valley and causing mayhem and separatists continuing to cross over to the North-East and mingling with anti-India elements inside. At a time when our security personnel are battling against odds to keep the country's integrity and sovereignty intact. Of course, it should be hoped that we soon have an environment which is conducive to further limiting the use of AFSPA.

Thanks to the Jammu and Kashmir Grand Mufti Bashiruddin Ahmad's decree that singing is un-Islamic (and Dukhtaran-eMillat's threat of 'social boycott'), Kashmir has lost its only allgirls rock band, with its three teenage members deciding to call it quits. If singing is indeed un-Islamic, the grand mufti should stop Pakistani singers from coming here to take part in competitions. The action of the mufti and those supporting him smacks of double standards. One gets shocked at the novel methods in which women are harassed. When Muslim men, sing, play musical instruments, are part of musical bands or perform on stage, they are hailed as great artists and brilliant performers. But when three young Muslim girls seek to do the very same things, their act is declared un-Islamic! The problem, therefore, is not about being a Muslim. It is about being a woman. Some men want things to be that way because it suits them. It was a pleasure to learn that, for the first time, women musicians from Iran performed before men. At the same time, it was disheartening to learn that the Jammu and Kashmir grand mufti decreed that singing is "un-Islamic." A developed society should promote girls in all fields. Although India is a secular state, a few people still seek to dominate States like Kashmir. It is because we tolerate their behaviour that they feel they can get away with any decree restricting women. As no one cares, women continue to suffer.When the entire nation is waging a struggle for gender equality, some antiprogressive elements continue to confine women to their 'roles' as they see it. The best way to lend support to the budding artists of the Valley is to listen to their music. Hate campaigns and threats received by the group on social networking sites and the Mufti's religious decree bring to the fore the gender bias cultivated through narrow interpretations of religion. If music is prohibited in Islam, how come our boys perform everywhere?

India shines with 46 medals at Special India to name squad for Australia Test series on Feb 10 Winter Olympics in South Korea
NEW DELHI: India's differentlyabled athletes returned with the largest haul of medals in the 2013 Special Olympics World Winter Games at Pyeong Chang, South Korea. The Indians won 46 medals 13 gold, 17 silver and 16 bronze from among 2,200 athletes from over 120 nations in the Games. India doubled its medal tally from the World Winter Games 2009. The Games were competed in eight sports - alpine skiing, crosscountry skiing, snowboarding, snowshoeing, figure skating, short losing to Taipei 1-2. Bharat Bhatia picked up three gold medals in the Alpine Skiing Giant Slalom event along with a silver and a bronze. The Alpine Skiing Super Giant Slalom saw 12-year-old Anishka Upadhyay from Lucknow picked up the gold. The team also picked up three silver and three bronze medals in the event. The 14-year-old Bipasha Mukherji, a first time entrant into Speed Skating, won the gold in the 25 metres and silver in the 55 metres. MUMBAI: India is all set to announce its squad for the upcoming four-Test series against Australia when the All-India Senior Selection Committee meets at the Cricket Centre on Sunday. "The All-India Senior Selection Committee will meet on Sunday, 10 February 2013, at the Cricket Centre, Mumbai, to pick the team for the AIRTEL Test series against Australia," BCCI secretary Sanjay Jagdale said in a release. "The team will undergo a preparatory camp at the NCA, Bengaluru, from 15 February 2013 to 18 February 2013." The preparatory camp will also be a huge opportunity for the budding pacers as a selected few will get a chance to bowl to the Indian batsmen as part of Team India's preparation for the Tests. "The BCCI had conducted Open Trials for fast bowlers across the country, last year. The best bowlers were shortlisted and sent to the regional academies at Mumbai, Chennai and Mohali for advanced training," Jagdale said. McGrath and Turner enter Australian Cricket Hall of Fame

McGrath was also the winner of Allan Border Medal in 2000. He was inducted in ICC Hall of Fame in December 2012. Just as McGrath was the pre-eminent Australian fast bowler of his era, Charlie Turner, on the other hand, took 6-15 on test debut at Sydney in 1887. He died in 1944. Turner took 101 wickets at 16.53 in 17 test matches between the time period of 1887 and 1895.
