WHEREAS, Republic Act 9997 (Article II, Section 8, Paragraph H) mandates the NCMF to promote and develop the Philippine Halal industry and accredit Halal-certifying entities/bodies for the utmost benefit of Muslim Filipinos and in partnership or cooperation with appropriate agencies, individuals and institutions here and abroad; WHEREAS, this Commission has received numerous requests for assistance in facilitating their Halal certification from accredited Halalcertifying entities; WHEREAS, this Commission has received numerous communications from here and abroad pertaining to cooperative efforts to boost the Halal industry in the Philippines; WHEREAS, with the pending approval of the Commissions Implementing Rules and Guidelines, the Commission needs to create a Philippine Halal Promotion, Development and Accreditation Board, Halal Board for brevity, to pursue the foregoing mandate; WHEREAS, to ensure integrity and lend credibility and competitiveness to Philippine Halal certified products in local and international markets, the said Halal Board shall have the following functions; 1) Craft the Philippine Halal Promotion and Development Program; 2) Administer all programs, plans and projects of the Commission relative to promotion and development of Philippine Halal industry; 3) Prepare the criteria, mechanisms and guidelines for the accreditation of Halal certifying entities/bodies; 4) Prepare the guidelines and system for the promotion and development of Philippine Halal industry; 5) Prepare guidelines and methods to revalidate all Philippine Halalcertified companies and/or products; 6) Prepare a comprehensive Philippine National Halal Standard; 7) Accredit existing and potential Halal-certifying entities/bodies;

8) Coordinate and conduct continuing consultative meetings with Muslim scholars, religious leaders, shariah experts and other stakeholders involved in Philippine Halal industry; 9) Oversee and monitor the strict compliance of Halal standard and certification scheme, guidelines and procedures; 10) Coordinate with the member agencies as identified under Memorandum Order No. 201, dated December 23, 2005, issued by the Office of the President of the Philipines to harmonize programs relative to promotion and development of Philippine Halal industry; 11) Establish local and international linkages for the promotion and development of the Philippine Halal industry; 12) Take the lead role in the Halal advocacy program and awareness campaign of Halal certification scheme; 13) Establish a medium term capability building program in coordination with other key players in Philippine Halal industry; and 14) Perform other functions as may be assigned by the Secretary. WHEREFORE, in view of the foregoing considerations, and upon motion of Commissioner Bai Omera D. Dianalan-Lucman, duly seconded and unanimously approved by the Commission through the majority of the commissioners hereunder present, the Commission: RESOLVES, as it is hereby RESOLVED, to create the Philippine Halal Promotion, Development and Accreditation Board; RESOLVE FURTHER, that the Halal Board shall be composed of the following; Chairperson: Members: Hon. RESOLVED FINALLY, that to enable the Halal Board to function smoothly and effectively, the Secretary shall appoint or designate a Project Director who shall take care of the day to day implementation of the Halal Program of the Commission.
