Purpose
1. The Auckland Transport Update Orakei Local Board: October 2012 report was considered at the 4th October 2012 Orakei Local Board Meeting.

Executive Summary
2. The Orakei Local Board resolved as follows: Resolution number OR/2012/455 MOVED by Member KH Baguley, seconded Member DEC Simpson: a) That the Auckland Transport Update Orakei Local Board: October 2012 report be received. b) That the Orakei Local Board requests that the Transport Committee Auckland Council urgently requests New Zealand Transport Authority (NZTA) and New Zealand Police to proceed with introducing red-light intersection cameras at heavily used intersections as anticipated in the National Land Transport Programme 2009 2012 and report back to the Orakei Local Board at its February 2013 meeting. That the Orakei Local Board expresses extreme concern that the notification around the opening and closing of public submissions on the Draft Regional Passenger Transport Programme is only going to be firstly notified in The New Zealand Herald on 5 October 2012. That the Orakei Local Board notes with extreme concern that the Draft Regional Passenger Transport Programme will be released on 5th October 2012 and that submissions are required to be filed by 5th November 2012 which is before the next scheduled meeting of the Orakei Local Board to be held on 8th November 2012. That the Orakei Local Board Transport Spokesman be authorised to collate responses from members of the Orakei Local Board and prepare a submission on behalf of the Orakei Local Board on the Draft Regional Passenger Transport Programme, to be filed with Auckland Transport before 4pm on Monday 5th November 2012. Executive Summary
The purpose of this report is to update the Board on a range of transport related issues in Orakei area during September 2012.

Recommendation/s

Resolution number OR/2012/435: b) That the Orakei Local Board requests that Orakei relevant Auckland Transport Quarterly Reporting items be bolded, or at the front of the report, and other areas listed as appendices.

Attachment A of Auckland Transports Quarterly Report consists of two distinct parts Regional projects and local board-specific projects. For future Quarterly Reports, this attachment will be divided into two distinct attachments so that the local board-specific projects are clearly separated from the regional projects. Resolution number OR/2012/434 b) That the memo from Traffic and Transportation Engineers Ltd regarding Tamaki Drive Bus Stop Change of Operating Hours be received and that: i) the Orakei Local Board supports the decision of St Heliers Village Association to accept the recommendation contained in the memo to change the No Stopping restriction on bus stop 7344 from limited hours (6am-10am and 3pm-7pm) to No stopping at All Times. that the Orakei Local Board supports the decision of the St Heliers Village Association to explore options for the creation of additional street side car parks outside the non- operational Police Station and other initiatives as detailed by the Manager St Heliers Village Association before agreeing to the bus rerouting scheme outlined in the memo, whilst acknowledging that this change would contribute to improved safety at the corner of Polygon Road and Turua Street by shifting bus parking to the opposite side of Polygon Road and turning the existing bus stop into a No Standing zone.

The Orakei Local Board and St Heliers Village Business Associations support for changing Bus Stop 7344 from limited hours to No Stopping at All Times is noted and this change will take place as soon as possible.

Transport Committee 13 February 2013 Auckland Transport appreciates the Orakei Local Board and St Heliers Village Business Associations support for re-routing the bus route through St Heliers and moving the bus stop to make the Turua / Polygon Road intersection safer but acknowledges the concerns expressed about parking. Auckland Transport will continue to investigate the options proposed by; 1. Asking the NZ Police to make their reserved parking on Polygon Road available for public use; and Investigating options for adding more car parks by making better use of existing spaces.

When these options have been investigated a final discussion will take place with the St Heliers Business Association and a decision on whether or not the change will take place will be made. c) That the Orakei Local Board requests that Auckland Transport complete remaining investigations for the Clonbern car park, so it can report specific options to the Boards December meeting, noting what work has been done and the disappointing lack of overall progress 21 months after Auckland Transport was established.

Monthly Overview
Remuera Road Operational Improvements This project continues as planned and since the last Orakei Local Board meeting the following key points can be reported: 1. T3 lane markings and signage are complete; 2. Tree trimming to ensure that all T3 signs are clearly visible is complete; 3. Auckland Transport has reviewed the intersections that the Orakei Local Board asked to be studied. The studies have been useful either confirming the operation of current layouts or indicating areas in which there are problems such as: a. Upland Road / Remuera Road It was noted that the Clearway leading to this intersection was not well utilized and that it reduces the capacity of the intersection during both the morning and evening peak periods. Illegal parking in the clearway was observed and contributes to the under-utilisation of this lane. Parking and Enforcement will target this issue. Auckland Transport is also investigating operation of the intersection and may rephase the traffic lights when it has confirmed the effect of the new T3 lanes on the operation of this intersection. b. Portland Road / Remuera Road - Study of this intersection suggests that it appears to operate satisfactorily most of the time. However there is some congestion created when Kings School students are dropped off and picked up in the area of broken yellow lines on Remuera Road, directly east of the intersection. Auckland Transport plans increased parking enforcement in this area to prevent this problem and improve the operation of Remuera Road.

Transport Committee 13 February 2013 After notice was given in local newspapers enforcement of the T3 Lanes has started. Tamaki Drive Action Plan The following status report can be provided on this project: 1. Intersection of Tamaki Drive and the Strand The construction date is still JanuaryMarch 2013; 2. Cliff Road Intersection Completed; 3. Averill Street Intersection The work is complete apart from the installation of the smart studs. Currently the plan is to install them by the end of September dependent on weather, resource consents and other technical issues; 4. Safety Improvements near Kelly Tarltons Will be mostly complete by the re-opening of Kelly Tarltons on 26 September 2012. Auckland Transport has paid for signage and threshold treatments in this area to support this iconic business. The only thing that needs to be completed is installation of bollards at the pedestrian crossing and this is planned to take place after the opening. 5. Watene Street Construction is complete; 6. Auckland Road / Long Drive Intersection Construction is complete; 7. Mission Bay The Mission Bay safety improvement project is now complete including resurfacing the road. 8. Tamaki Drive / Kohimarama Road Construction works are complete. Installation of threshold treatments has been delayed and will not now take place until concerns from the local community about the noise made by cars running over the treatments can be addressed. Re-developing the Ngapipi Road / Tamaki Drive Intersection This intersection was identified in the 2010 Safety Audit of Tamaki Drive as an area of concern and it is included in the Tamaki Drive Action Plan. Investigation of the two earlier options and other variations on these is under way. The investigation will provide further information about each option: 1. Relationship with the wider vision for the area expressed in the Tamaki Drive Master Plan 2. Safety Improvements for pedestrians and cyclists 3. Safety improvements for general traffic 4. Likely effects on traffic flow Auckland Transport is aiming to engage with the Orakei Local Board and other stakeholders to discuss the recommended option early in November 2012. The investigation is due for completion in December 2012 The next steps in the project are conducting a more detailed investigation of the three current options that will provide detailed information for each option about:

Transport Committee 13 February 2013 1. Likely effects on traffic flow, 2. Relationship with the wider vision for the area expressed in the Tamaki Drive Master Plan; 3. Technical feasibility of the options; and 4. Predicted improvement to safety. It is important that this initial work is completed so when Auckland Transport engages with the Orakei Local Board and other stakeholders it has good information about the intersection and how each proposal will could affect its operation. Clonbern Car Park The Clonbern Car Park in Remuera is currently reaching the end of its useful life and will need to be replaced in the next four years.

Auckland Transport has been working with the Orakei Local Board and Remuera Business Association to develop a solution to this matter that meets the needs of all parties. During this reporting period Auckland Transport reported back on progress to both representatives of the Orakei Local Board and the Remuera Business Association. The key points reported were: 1. The car park needs to be replaced within the next four years; 2. The project was not in the Auckland City Councils Long Term Council Community Plan at transition so was not carried through to Auckland Councils Long Term Plan or Auckland Transports budget meaning that replacement will have to be based on a strong business case; 3. Since discussions started a number of options for replacing the car park have been proposed and circulated to some key stakeholders but were based on assumptions about commercial viability that had not been confirmed; 4. A full study of parking occupancy both now and in the future is being undertaken and initial results were shared with Orakei Local Board members and the Remuera Business Association; 5. Further long-term development in the area that is captured in Auckland Councils unitary plan needs to be considered when a decision is made about the final size and type of replacement car-park required; 6. When this study is complete it will allow any assumptions that are made about commercial viability to be based on robust research rather than speculation; and 7. Later this year Auckland Transport will be able to put up options for discussion with solid information about their commercial viability and how they can be funded. In summary this process is taking longer than stakeholders would like but it is important that any decision about this site is made based on good information. Auckland Transport is planning to report back to the Remuera Business Association by December 2012. Auckland Transport HOP Cards for Trains

Transport Committee 13 February 2013 Auckland Transport HOP for trains is getting closer with the installation of ticket machines at train stations starting in early September 2012. On board ticket sales on trains are being phased out and as the new ticket machines are installed, customers will be able to buy their tickets before they board a train. The type of ticket able to be purchased from the machines will be phased in over time. To start with, single ride tickets will be sold from the machines but from 28 October 2012, 10 trip tickets, Day Rover and Monthly Passes for trains will be replaced by Auckland Transport HOP. Monthly passes will be loaded onto the Auckland Transport HOP card and stored value can be added to the card to pay for single trips. More detailed information will be available as changes are implemented and Auckland Transport will keep reminding customers of these changes through a variety of communications channels including; 1. Information on the website www.AT.co.nz/trainchanges 2. Advertising in the media; and 3. Customer service representatives at train stations to help passengers. The use of HOP on ferries commences in late November, and it is expected that all bus operators will be using the new system by mid-2013. This is a large and transformational project and Local Board members may be questioned by the public. If the Orakei Local Board wishes a briefing can be organized to provide information on this project.

Implementation Issues
D93 Clonbern Road Carpark The former Auckland City Council made preliminary allocation of $3m to upgrade or replace the Clonbern Road car park. The Orakei Local Board is committed to continuing with the project. Traffic flow at the Shore Road / Victoria Avenue intersection has been highlighted by the board as an issue that needs attention, and a number of possible solutions, including a roundabout, have been proposed. This project is discussed in more detail in the Monthly Update section of the report.

This matter has been discussed at senior levels within Auckland Transport and a meeting took place with representatives of the local community on 25 September 2012. Any changes to the projects status will be reported as soon as possible. The only extant issue at present is the proposal to re-route buses to alleviate safety issues at the Turua Street / Polygon Road intersection. A meeting was held with the St Heliers Business Association on 4 September 2012. Parking and the use of the existing bus stop on the seaward side of Tamaki Drive were discussed. The St Heliers Business Association is supportive of the proposed changes but are concerned about parking in the area. Auckland Transport is investigating a couple of options and will report back to the St Heliers Business Association in October or November 2012.

St Heliers Business Association Aspirations

After discussions with the Orakei Local Board it is clear that the St Heliers Business Association has a range of aspirations for the town centre including: Modifying intersections (including Turua/Polygon Road and Polygon / St Heliers) ; Improving parking; Developing more efficient traffic flow; and Re-positioning a bus stop.

Cluny Kindergarten

Residents have concerns about the safety of children being dropped off at this facility. Although this issue has been discussed previously, the Chair has asked Auckland Transport to reinvestigate this matter.

The initial survey has been completed and appears to indicate that a P 10 is unlikely to improve the situation but Auckland Transport has committed to trailing signs and is aiming to install signs during the school holidays. Installation of the signs will enable all parties to assess their impact and then decide on the best course of action for the future. Auckland Transport has discussed a proposal for re-modelling the pedestrian crossings in Ellerslie Town Centre to make them safer. There was insufficient funding in the 11/12 Financial Year to pursue this project but it is likely that this project will be re-started in the 12/13 Financial Year.

Suggestions for new Pedestrian Crossing layouts, Ellerslie Town Centres

Auckland Council Urban Design staff have suggested options for improving pedestrian crossings in these town centres.

Auckland Transport will inform the Orakei Local Board and Ellerslie Business Association about progress as soon as possible. N/A Haast Street Congestion A petition has been presented to the Orakei Local Board outlining residents concerns about the congestion created in Haast Street when the College Rifles sports complex is being used. This matter is currently being investigated. On 10 August 2012 a meeting took place between College Rifles, the Orakei Local Boards Transport Portfolio Leader and Auckland Transport. A key issue identified was the ability of traffic to make a left turn from Haast Street into Remuera Road because if a car is turning right, it effectively blocks egress into Remuera Road for left turning traffic. Auckland Transport traffic engineers have been working on the problem but have encounter concern from residents about their studies not reflecting the high usage of the area during the rugby season. The traffic engineers are working to identify other high use periods such as touch nights that will indicate how traffic problems effect the intersection. We aim to report back to the November 2012 Orakei Local Board meeting.

Orakei Station Overpass

The walkway from the Orakei Railway Station to the local shopping centre is in a poor state of repair.

Kiwi Rail is responsible for this bridge and Auckland Transport has been working with them to resolve the Orakei Local Boards concerns.

Ngake Street

A resident has reported that the layout of this road creates an unsafe environment. The resident has suggested speed bumps and broken yellow lines to improve safety. The condition of the footpaths in this street has been reported as requiring maintenance.

N/A Lower Domain Drive Closure Lower Domain Drive has been closed to all vehicle traffic until 7 December 2012. This creates considerable inconvenience for traffic moving east/west between the city and Orakei Local Board area. A detailed response outlining the reasons for the closure and analysing suggested traffic management options was supplied to the Transport Portfolio Leader on 21 September 2012.

Remuera Road Operational Improvements N/A Existing bus lanes converted to T3 Currently the High Occupancy Vehicle (HOV) Lanes on Remuera Road are bus lanes. The Orakei Local Board and Auckland Transport have agreed these should be replaced with Transit 3 (T3) lanes. Road signage will be reviewed along Remuera Road as part of implementing the new HOV lane as requested by the Orakei Local Board, the aim being to reduce clutter and improve clarity of the signage. Auckland Transport will complete works at the intersection of Blackett Crescent and St Johns Road soon. Completed.

Investigate Barn Dance crossings

Investigate Barnes Dance pedestrian crossings at the Remuera Rd / Clonbern Rd/ Victoria Ave intersection and at the Upland Rd / Remuera Road intersection.

This has been investigated and an opportunity to discuss the matter with senior manager was on 27 July 2012 to discuss these proposals. In September 2012 Auckland Transport reported that this is not currently an option at this intersection. This line will be marked completed in the next report.

Support Orakei Local Board urban design initiatives

Auckland Transport will work with Auckland Councils Urban Design Team on the following issues: 1. Creating a boulevard effect by planting further oak trees on the north side of Remuera Rd around the Victoria Ave shops; and Issues relating to the Village Green project in respect of aspects where Auckland Transport has a role.

Planting large trees in the Remuera Village has been investigated and it appears to be impractical. Auckland Transport continues to work with Auckland Council to support development of the Village Green plan.

N/A Continue to review efficiency of Remuera Road HOV lane. Auckland Transport will review the operation of Remuera Roads HOV lanes annually and, if actual usage is not consistent with modelling or other factors change traffic conditions making other configurations (T2, bus lanes or general traffic) more efficient, will change the status of the lanes. This will be completed annually.
