" I n my o c c a s i o n a l d r e a m s , t h e s t o r y u n d e r t h e h e a d l i n e e x p l a i n s t h a t t h e R u s s i a n s have f o u n d some p r e v i o u s l y u n t h o u g h t - o f , u n s t a r t l i n g explanation fo r u nidentified flying objects; or, w o r s e , t h a t t h e y have made f i r s t c o n t a c t w i t h an a l i e n c i v i l i z a t io n conducting reconaissance missions to our p la n e t. One o f h i s c o l l e a g u e s s l i p p e d and s a i d t h a t R u s s i a n s c i e n t i s t s wer e n o t p e r m i t t e d t o d i s c u s s u n i d e n t i f i e d f l y i n g o b j e c t s . Al t h o u g h we ha ve r p p o r t s o f UFO s i g h t i n g s and phenomena f r o m some 70 c o u n t r i e s , t h e S o v i e t Uni on and t h e o t h e r s o c i a l i s t c o u n t r i e s h a v e n o t c o n t r i b u t e d UFO r e p o r t s . " J u d g i n g by p a s t S o v i e t b e h a v i o r , t h i s c u r i o u s s i l e n c e on a s u b j e c t o f i n c r e a s i n g i m p o r t a n c e t o s c i e n c e and g o v e r n m e n t means o n l y one t h i n g ; a n d , i n d e e d , t h e r e a r e some c l u e s t o a c t u a l S o v i e t study of the problem. A R u s s i a n a s t r o n o m e r a d m i t te d i n Prague t o an Ame r i c a n s c i e n t i s t t h a t he b e l i e v e d a p r o b l e m e x i s t e d . An o t h e r Ame r i c an s c i e n t i s t r e c e n t l y r e c e i v e d a n o t e f r om t h e s e c r e t a r y o f an o f f i c i a l S o v i e t o r g a n i z a t i o n f o r t h e s t u d y o f u n i d e n tif ie d flying objects. And t h e R u s s i a n s a nn o u n c e d a t P r a g u e t h a t t h e y woul d p a r t i c i p a t e i n a f u t u r e i n t e r n a t i o n a l c o n f e r e n c e on i n t e r s t e l l a r communication. "Even more s i g n i f i c a n t was t h e r e c e n t p u b l i c a t i o n o f t h e f i r s t a r t i c l e i n a R u s s i a n m a g a z i n e by a S o v i e t s c i e n t i s t d i s cussing the stro n g p o s s i b i l i t y of the e x is te n c e of u n i d e n t i f i e d flying objects. Z i g e l ( a u t h o r o f t h e 'Cmena* a r t i c l e ) w i l l c o n s i d e r t h e UFO p r o b l e m . Z i g e l ' s a r t i c l e con c l u d e s : 'T h e r e e x i s t s alm o st u n i v e r s a l l y a d e f i n i t e typ e of phen omenon known a s t h e phenomenon of t h e UFOs. The n a t u r e of t h i s phenomenon i s a s y e t n o t r e s o l v e d and none o f t h e e x i s t i n g h y p o t h e s e s can c l a i m a f i n a l s o l u t i o n t o t h e p r o b l e m . I n s uc h a s i t u a t i o n , t h e c o r r e c t a p p r o a c h a p p e a r s t o be t o . s u b m i t t h e p u z z l i n g phenomenon o f t h e UFOs t o a m a n y - s i d e d , c a r e f u l s c i e n t i f i c investigation.* "We know enough now a b o u t t h e way t h e U . S . S . R , a n n o u n c e s i t s s c i e n t i f i c advances the element of s u r p r i s e the R ussians have b u i l t i n t o e v e r y s t e p o f t h e i r s p a c e p r o g r a m i s one e x ample t o g u e s s t h a t a S o v i e t w r i t e r would h a r d l y c a l l f o r ' a m a n y - s i d e d , c a r e f u l s c i e n t i f i c i n v e s t i g a t i o n ' o f a phenomenon u n l e s s s u c h an i n v e s t i g a t i o n were a l r e a d y g o i n g on. . . " Z i g e l ' s d i s c u s s i o n o f UFOs i n ' Cmena1 c o n s i d e r s f i v e t h e o r i e s about t h e i r n a tu r e . The f i f t h t h e o r y t h a t UFOs a r e ' f l y in g a p p a r a t u s of o t h e r p l a n e t s , i n v e s t i g a t i n g earth * i s th e o n l y one o f t h e f i v e t o wh i c h he o f f e r s no o b j e c t i o n s . " I n sum, wha t l i t t l e ' h a r d ' i n f o r m a t i o n I have and my i n t u i t i o n t e l l s me t h a t t h e U . S . S . R . may have b e e n s t u d y i n g UFOs w i t h d i s p a s s i o n a t e t h o r o u g h n e s s f o r y e a r s . From my own o f f i c i a l i n v o l v e m e n t , I know t h a t t h e U n i t e d S t a t e s i s o n l y now b e g in n i n g to c o n s i d e r t r e a t i n g the problem s e r i o u s l y . . . " T h i s f i n a l s t a t e m e n t by Dr . Hynek, t h e o f f i c i a l c i v i l i a n mouthpiece of t h e U.S. A i r F o r c e i s e i t h e r aa o u t r i g h t l i e o r a c o v e r - u p . From t h e i r d i r e c t c o n t a c t s w i t h A i r F o r c e and o t h e r m i l i t a r y o f f i c e r s , J i m and C o r a l L o r e n z e n ha ve b e e n t o l d of t h e e x i s t e n c e o f an o f f i c i a l UFO b o a r d i n W a s h i n g t o n D.C. The b e s t s i g h t i n g s o f UFOs by m i l i t a r y p e r s o n n e l ha ve be e n r e p o r t e d d i r e c t l y to t h i s board f o r y e a r s . The L o r e n z e n s b e l i e v e t h i s UFO b o a r d was s e t up i n Au g u s t 1 952, a f t e r UFOs b u z z e d t h e n a t i o n ' s c a p i t o l f o r s i x h o u r s one S a t u r d a y n i g h t . And t h e huge m o t h e r s h i p f r o m wh i c h t h e y were l a u n c h e d was t r a c k e d by r a d a r f o r h o u r s , c i r c l i n g l a z i l y above W i l m i n g t o n , D e l a wa r e a t an a l t i t u d e o f many m i l e s . "WHAT W REALLY KNOW ABOUT FLYING SAUCERS" E C e r t a i n l y one o f t h e b e s t , most l e v e l - h e a d e d , o b j e c t i v e s u r v e y s of t h e "UFO p r o b l e m " and i t s i m p l i c a t i o n s i s t h e c u r r e n t p a p e r - b a c k by O t t o B i n d e r . S . Gover nment have f o i s t e d t h e f a i r y t a l e on Am e r i c a n s t h a t i t i s a l l n o g h i n g * . "The U n i t e d S t a t e s i s p r o b a b l y t h e f u r t h e s t b e h i n d o f a l l m a j o r n a t i o n s on e a r t h , i n c o m p r e h e n d i n g t h e t r u e p i c t u r e o f t h e s a u c e r phenomenon. And t h e U . S . Go v e r n me n t , s u p p o s e d l y the leader* of the f r e e world, has i n t h i s i n s t a n c e completely shirked l e a d e r s h i p , probably to a d e t r i m e n t a l d egree.
