Congress vice president Rahul Gan-
dhi has stepped up preparations for
the general elections with a panel to
explore pre-poll alliances meeting Fri-
day and another on coordination issues
likely to meet Saturday.
Keen to return to power with the third
edition of the Congress-led United
Progressive Alliance, the general
agreement in the party is that it needs
to have healthy alliances with friends
and allies while reaching out to dif-
ferent sections of society, said party
sources.
The issue of alliances was discussed at
the introspection-cum-strategy session
Chintan Shivir in Jaipur Jan 18-20
where party chief Sonia Gandhi urged
the workers to respect allies but not at
the expense of rejuvenating the Con-
gress and expressed concern at the par-
tys eroding traditional support base.
The Congresss Jaipur Declaration
called on all secular forces to unite in
its ideological battle against divisive
forces.
The states where the Congress is look-
ing for alliances in the run-up to the
next Lok Sabha elections scheduled in
2014 are Andhra Pradesh, Bihar, Uttar
Pradesh and some northeastern states.
The Congress has been out of power in
major states of Gujarat, Uttar Pradesh
and Bihar for decades, while it broke
up its alliance with the Trinamool Con-
gress at the centre and in West Bengal
last year.
Among the 12-odd states where the
Congress rules, only Andhra Pradesh,
Rajasthan and Assam are major. In
Maharashtra, it is in an uneasy co-
alition with the Nationalist Congress
Party.
Rahul Gandhi, who met All India
Congress Committee offce-bearers
last week to obtain feedback on how
to strengthen the organisation, will
take the exercise further with a meet-
ing of state unit chiefs and state legis-
lative party leaders Feb 15.
He is expected to make changes in the
organisation to ready a team which
will have a mix of youth and experi-
ence for the 2014 polls.
Party sources said the panels on al-
liances and coordination have just
started meeting and would have many
more sessions in the future.
Among those who will assist Rahul
Gandhi in the poll coordination panel
are leaders Digvijaya Singh, Janardan
Dwivedi, Madhusudan Mistry, Ahmed
Patel and Jairam Ramesh.
Other members of the pre-poll allianc-
es sub-group are M. Veerappa Moily,
Mukul Wasnik, Suresh Pachauri, Ji-
tendra Singh and Mohan Prakash.
Both the groups were formed days af-
ter the Congress conclave (Samvad
Baithak) in Surjakund near here Nov
9 last year.

HE IS JUST A CHILD , OR IS HE ?
All those who have a fair idea of the juvenile justice act understand
that there is a need to relook at it and make necessary changes in the
real earnest .The act was promulgated with the view that whenever
a person who is not an adult is in confict with the law shall be dealt
with softly. But the question arises as to what should be the right age
to declare a child to be an adult. In a country like India where people
still dont have identifcation documents, it becomes diffcult for the law
enforcing agencies to decide the age of a person. Hence the option lies
in medical reports involving dental evaluation or bone density tests or
other means. And there lies the loop hole where many offenders have
been able to save themselves from punishments even after committing
heinous crimes. The Supreme Court has also committed itself to see
into the factor of what should be the age of a juvenile. Punishment is
given for reformation but if appropriately used it can act as a deterrent
too. Looking at it in a simpler way a 16 year old, who can fy an aero
plane, play in the national cricket team surely understands what is right
and what is wrong unless he is insane, and if he commits a crime he
does know what he is doing. In the recent outrageous criminal act com-
mitted against a young woman in the national capital where one of the
culprits involved has been declared a juvenile on dubious evidence and
thus can escape punishment, and this has highlighted how easy it is
to circumvent the law. Whenever we talk of child laws let us also make
sure that the society understands that there should be enough deter-
rents to frighten the passion for crime.

A Nation of Mouse Charmers
If there is a systemic bias against half
of the workforce in an economy, it
rules out contributions from a wide
chunk of economically productive and
useful individuals automatically. India
has unfortunately generated a skewed
workforce by a curious combination of
social factors, family pressures, unsen-
sitized employers and poor policy sup-
port towards its working women.
Higher participation of women in the
economy has a high degree of corre-
lation with higher per capita income.

tellectual attainment and indulged in

the colonial cliche of being called a

Gender diversity at workplace is
of a mode of entertainment for its rural
folk. India has made considerable ad-
vances in its quest for modernity and
prosperity. Particular sections of In-
dian economy now vie with the best in
the world and have made a mark on the
global stage. Despite all the past and
recent achievements the tag of snake
charmers has not quite left us, as prov-

ness leaders to Gujarat CM Narendra

Not one Indian think tank fgures in
the Global 50 annual list for 2012 re-
leased by the University of Pennsylva-
nia end-January. China beats India in
this area as well and so do, in some
specifc cases, think tanks from such
countries as Ethiopia, Costa Rica, Bra-
zil, Egypt and Argentina.
The best India has managed is the
Centre for Civil Society (CCS) at
Number 51.
The US occupies fve of the top 10
slots, with Brookings, Carnegie En-
dowment, Centre for Strategic and
International Studies, Council on For-
eign Relations and Rand Corporation.
But for those who want India to shine
and value the contributions made by
think tanks in shaping a countrys fu-
ture, the carps arent limited to the fact
that only those in the US or even the
UK, with Chatham House, Amnesty
and International Institute for Strate-
gic Studies, make it to the top 10.
China, despite its innate disadvantages
in the English language, sits with two
such institutions in the global 50 -- the
Chinese Academy of Social Sciences
is at Number 17 and the Chinese In-
stitute for Social Sciences is at Num-
ber 38 and many more in the pyramid
below.
Beyond China, at Number 24 is Bra-
zils Fundacao Getulio Vargas and at
Number 39 is Argentinas Consejo
Argentino par alas Relaciones Inter-
nacionales, while Egypts Al-Ahram
Centre for Political and Strategic
Studies at Number 50, who all show
India the mirror. Even Kenya, Indo-
nesia and Chile have institutions that
fgure higher than our second-highest
ranked institution.
Our bunching in the global 150 be-
gins in the bottom 33 percentile. Af-
ter Centre for Civil Society, the Insti-
tute of Defence Studies and Analysis
(IDSA) sits at Number 105, the Indian
Council for Research on International
Economics Relations at Number 109,
The Energy and Resources Institute
(TERI) at Number 110, the Observer
Research Institute (ORF) at Number
115 and Development Alternatives at
Number 141.
That said, India is Number 4 by way of
total numbers. Out of 6,603 contacted
by U-Penn across 182 countries, India
can boast of 269 think tanks. Only the
US (1,823), China (429) and the UK
(288) have more feedstock. Also, the
general trend appeared bullish given
that the relative rankings of Indian in-
stitutions has improved compared to
2011.
U-Penn offers the same listings sans
US think tanks. They also divide the
institutions by the region, and in do-
mains such as science, economics,
health and the environment. They
even slice Asia into an amusing con-
struct. In one such list only India,
China, Japan and the Republic of Ko-
rea are ranked. Naturally, Indian think
tanks rank higher when any of this is
done. But so do a whole lot of them
from China.
In the curtailed Asia (India, China,
Japan, RoK) list, for example, ORF
shows up at Number 10, IDSA (11),
Centre for Policy Research (12), CCS
(15), Delhi Policy Group (22), the In-
stitute of Peace and Confict Studies
(24), TERI (25), the Centre for the
Study of Science Technology and Pol-
icy (28), National Council for Applied
Economic Research (29), Centre for
Study of Developing Societies (33),
Institute of Economic Growth (40),
United Service Institution (42) and
Liberty Institute (43).
Beyond research output, it is funding
and resultant infuence among poli-
cymakers that drives these rankings.
Here, the role of the Indian govern-
ment (and the countrys university
system) remains the weak link. Not
one Indian entry makes it to an in-
teresting list showing the worlds 40
best university-affliated think tanks.
Among government-affliated think
tanks, theres only IDSA at Number
16. A silver lining, perhaps, is the role
two corporate notables -- Reliance and
in an earlier hue the Tatas - who seed-
funded ORF and TERI, respectively.
Both think tanks have found govern-
ment funding for their programmes. Is
that the future?

Indias K-15 launch: Defence scientists do nation proud
The reason why nations place a signif-
icant part of their nuclear arsenals on
board nuclear-propelled ballistic mis-
sile submarines (SSBNs) is because
of their invulnerability, in comparison
with static airforce bases and missile
sites or even mobile launchers. Once
at its patrol station, a few hundred me-
ters underwater, the SSBN is consid-
ered safe from prying sensors, includ-
ing satellites.
From this top-secret redoubt, her bat-
tery of ballistic missiles, poses the
threat of a devastating riposte, to any
adversary who may contemplate a
nuclear frst-strike.
In this context, yesterdays fnal
launch of the K-15 submarine-
launched ballistic missile (SLBM),
marking successful completion of
its developmental programme, is yet
another feather in the DRDOs cap.
This event denotes the achievement
of mastery over a sequence of esoteric
technologies by our scientists. These
include; safe underwater ejection of
the missile, ignition of its rocket-mo-
tor at the moment of breaking surface,
control during its ballistic-trajectory
and precise delivery of its payload
over the target.
All that remains to be tested is how
the K-15s nuclear warhead will fare
during its hypersonic fight and white-
hot re-entry into the atmosphere; and
the kind of explosive yield that its
nuclear blast will deliver. However,
the last bit may remain an unknown,
in view of Indias self-imposed 1998
test-moratorium and the comprehen-
sive test-ban treaty.
The primary aim of Indias no-frst
use (NFU) nuclear arsenal has always
been to deter China from threaten-
ing it or attempting coercion with
its powerful nuclear arsenal. It is for
this reason that Indian scientists have
steadfastly persevered, since the early
1980s, in their endeavours to pro-
duce a missile capable of delivering
a sizeable nuclear warhead(s) out to
an inter-continental range of 5000-
8000 km. Their worthy efforts were
crowned by success, with the success-
ful test-fring of the Agni-V last year;
and India can now claim to have an
effective, land-based, nuclear deter-
rent against China.
An SSBN, being a vessel of immense
strategic value, has to be deployed,
with care and secrecy, in areas which
are not frequented by shipping traffc.
Their patrol stations are, therefore,
chosen in remote parts of the ocean
where they can loiter for months at a
time, without fear of detection or in-
terference. The obvious corollary is;
that their missile range must be ad-
equate to reach adversary targets from
safe waters. For example the Chinese
Jin class SSBN is armed with the JL-2
SLBM which has a range of 8000 km
and can, thus, target both San Francis-
co and Kolkata from the South China
Sea.
It becomes obvious that the 750 km
range of the K-15 is grossly insuf-
fcient for it to zero in on targets in
mainland China from home waters.
To be a truly effective third leg of the
nuclear triad, an Indian nuclear sub-
marine, will have to await the delivery
of an underwater launched missile of
intercontinental range, so that it can
threaten desired targets from safe pa-
trols areas in the Bay of Bengal and
the Arabian Sea.
However, it must be recognized that
the US, Soviet and the Chinese na-
vies had all followed a similar route
before achieving SLBM capability of
intercontinental range. Installed on
board the, soon to be commissioned,
SSBN Arihant, there is no doubt that
the K-15 will serve as a most valuable
stepping-stone and learning tool for
more capable SLBMs that will follow.
Nuclear deterrence is all about send-
ing the right signals to the adversary,
and there is a school of thought that
Even as India sought deterrence sta-
bility with respect to China, it clearly
understood that the latters strategic
calculus and nuclear arsenal looked
well beyond India to include the US
and Russia. It is a most regrettable
aspect of sub-continental geo-politics
that Pakistan has been unwilling to
acknowledge that Indias arsenal, too,
was predicated on factors other than
Pakistan, and has consistently sought
to acquire parity with India.
Regardless of Indias true intentions
in undertaking the Pokhran I nuclear
test in May 1998, Islamabad jumped
to the conclusion that India had em-
barked on a Pak-centric nuclear
weapon programme and accelerated
its own ongoing Islamic-bomb proj-
ect. The test of the liquid-fuelled,
nuclear-capable 150 km range Prithvi
missile in 1988 and that of the 1500
km range Agni, in the following year,
confrmed Pakistani apprehensions
that Indias nuclear capability was in-
tended, not against China, but itself;
the ranges of these missiles seemed to
confrm this. Since nuclear weapons
have a large kill radius, accuracy is a
relatively minor consideration for the
delivery system - as long as the tar-
geting strategy calls for counter-value
attacks against cities, envisaged in the
current Indian nuclear doctrine.
Indias scientists having done their
job well; it is high time that Indias
national security experts and analysts
stepped on to the strategic stage and,
apart from considering the strategic
context of the K-15, refect on the
state of mutual suspicion, rather than
the actual needs of deterrence and
stability that seem to be driving the
growth of nuclear arsenals on the sub-
continent.

he is a visionary leader

In a speech with barely disguised
claims of his capabilities, Gujarat Chief
Minister Narendra Modi Wednesday
portrayed himself as a visionary who
wants to see India as a global power.
In an hour-long speech at the Shri Ram
College of Commerce (SRCC) here,
Modi underlined that the governments
job was not to run businesses but to
provide good governance -- and he was
doing so in Gujarat.
As Modi spoke in Delhi Universitys
second oldest college, hundreds of
leftwing protesters screamed slogans
against him for his role in the 2002
communal riots in the state.
Police used water cannons and batons
to disperse them after they pulled down
police barricades outside the college.
But the protest outside had no impact
on Modi, who got a roaring welcome in
SRCC. He pressed the need to re-brand
India, saying Indias young could do it.
Amid repeated applause, the Bharati-
ya Janata Party (BJP) veteran told the
hundreds of students that Indian lead-
ers should view the countrys youths
as new age power, not new age vot-
ers.
If this thinking persists, the situation
cant change, he said. I think differ-
ently.
Modi made no criticism of any politi-
cian but left no one in doubt that he was
pitching himself as a progressive and
visionary leader.

After hearing Gujarat Chief Minister
Narendra Modis speech on rebranding
India to make it a global power, some
students of Shri Ram College of Com-
merce (SRCC) said he should be the
next prime minister.
In our country it usually takes a de-
cade to change a policy, but going by
his speech where he talked about speed
and skill, he has the potential to bring
about a change and deserves to be the
next prime minister, said Abhishek
Virmani, 19, a B.Com. (Honours) stu-
dent at the college.
Mitali Gupta, 18, said Modi had done
good work in Gujarat and he should

became chief minister in 2001, he said:
The root of all our problems is a dis-
ease called lack of good governance.
In Gujarat, he said, we have given em-
phasis on good governance.
A leaders job is to visualise the situ-
ation ahead, look for new avenues, and
bring about changes in the situation.
We see that in the last six decades,
we (India) have failed to do that. As a
result there is widespread desponden-
cy, he said, addressing the more than
1,000 students at the college basketball
ground in Hindi.
But I think differently, Modi went
on, and said in Gujarat he had used the
same constitution, same laws, same
rules and regulations, same fles, same
offces (and) same people to bring
about radical changes.
The 62-year-old then picked up a glass
of water, and said: The optimist will
say this is half full, the pessimist will
say it is half empty. I have a third view.
This glass is full - half with water, half
with air.
This was the way, he pointed out amid
applause, he governed -- with optimism
and hope.
Modi recalled that when he was young,
the Made in Japan brand stood for
quality. Why cant we brand Made in
India globally?
The world, he said, was eyeing India
for its market. The time has come to
make the world a market for us and
dump our products there.
Modi said the 21st century will belong
to India.
Our youths have the ability to achieve
that... There was a time when we were
seen as a nation of snake charmers and
black magic. Indias image has today
changed, thanks to our youngsters.
We are a nation of mouse charmers,
he said to laughter, referring to the In-
dian strength in software.
Modi presented himself as different
from the rest of the political class, one
who had a long-term vision and one
who had faith in the Indian youth.
He made no reference to Hindutva
issues or the growing clamour in the
BJP that he be named the prime min-
isterial candidate.
Speaking approvingly of the Delhi
Metro coaches made in Gujarat,
Modi said one of his achievements
was setting up the worlds frst forensic
science university in the state. He listed
several other successes.
Development is the answer to all our
issues. Vote bank politics has destroyed
India... I see a future (for India)... I am
an optimist, said Modi, who earlier
met Prime Minister Manmohan Singh.
This was Modis frst major speech out-
side Gujarat since he took oath as chief
minister in December for the fourth
time after leading the BJP to a thump-
ing electoral win.

As Modi spoke at Delhi Univer-
sitys second oldest college, hun-
dreds of Left-wing protestors shout-
ed slogans against him for his role in
the 2002 communal riots in the state.
However, many ABVP activists also
thronged the site and raised pro-Modi
slogans and welcomed him.
In an hour-long speech at the SRCC,
Modi underlined that the governments

Finance Minister P. Chidambaram as-
serted that a sustained high rate of eco-
nomic growth is a prerequisite for India
to become a comprehensive national
power.
As a nation, we seem to oscillate be-
tween embracing growth as the highest
goal and deriding growth as no panacea
for the ills that affict the country. If we
do not have sustained high growth over
a long period of time, we will be, forev-
er, an undernourished, undereducated,
underprovided and underperforming
nation, he said while delivering the
K. Subrahmanyam Memorial Lecture
here.
We will also fall behind in scientifc
and technological advancements and
the gap between India and the devel-
oped world, and the gap between India
and other emerging countries including
China, will continue to grow.
We will also be constrained in our abil-
ity to defend national security against
both external and internal threats, Chi-
dambaram stressed.
The lecture was organised jointly by the
Subbu Forum, former colleagues and
admirers of the pre-eminent national
security strategist, and the Institute of
Defence Studies and Analyses (IDSA).

An alleged intermediary between
suppliers and ordnance factories, Subi
Mally, who was questioned by the
Central Bureau of Investigation (CBI)
last month, was arrested Thursday, the
agency said.
The CBI team investigating irregulari-
ties in tendering process for the pro-
curement of parts has already booked
two senior offcials of a Kerala state
public sector undertaking here.
Mally will be brought before the CBI
court here Friday, according to the CBI.
The Mumbai-based Mally was frst
questioned by the CBI there last month
and then asked to report to Kochi.
She came here Jan 22 and was told that
she will have to report to the CBI offce

The Supreme Court pulled up the CBI
for its submission that BJP leader
L.K.Advani and other party leaders
present at Ayodhya on Dec 6, 1992,
had committed a national crime in
the conspiracy that led to demolition of
the disputed Ram Janmabhoomi-Babri
Masjid structure.
Taking a dim view of the submission, a
bench of Justice H.L. Dattu and Justice
Ranjan Gogoi said that the investigat-
ing agency should not pre-judge the
case till it was decided either way by
the apex court or the special court.
Please dont call it a national crime or
a matter of national importance until
we or the special court (trying the case)
come to a defnite conclusion, Justice
Dattu told senior counsel P.P.Rao, who
appeared for the Central Bureau of In-
vestigation (CBI).
The courts response came during the
hearing of a petition by the investigat-
ing agency challenging the Allahabad
High Court verdict that discharged
Bharatiya Janata Party (BJP) leader
Advani, Shiv Sena supremo Bal Thac-
keray and 19 others in the Babri Masjid
demolition conspiracy case.
The CBI again came in for drubbing for
taking more than nine months in mov-
ing the apex court to challenge the Al-
lahabad High Court verdict discharging
Advani and other leaders of conspiracy
charge.
The probe agency had moved the apex
court Feb 18, 2011, nearly nine months
after the Allahabad High Court May
20, 2010, discharged Advani, Thac-
keray and 19 others of the charges of
criminal conspiracy in the demolition
of the Babri Masjid.
New Delhi
The National Human Rights Com-
mission Thursday issued notice to the
union ministry of health and family
welfare over the alleged clinical drug
trials on 3,479 children in the last fve
years in three government hospitals in
Delhi.
We have asked the secretary, health
ministry, to reply in four weeks, an of-
fcial said.
While in Safdarjung Hospital the drug
trial was conducted on 2,056 children,
Kalawati Saran Childrens Hospital
conducted the tests on 1,023 children.
In Lok Nayak Jai Prakash Hospital,
400 children underwent such tests.
The complainant, R.H. Bansal, a rep-
resentative of an NGO, in his petition
to the NHRC, claimed that he got the
information about the number of chil-
dren subjected to clinical trials under
RTI (an application submitted through
the Right to Information Act, 2005)
said an NHRC statement.

It was a kind of salvation for the for-
mer night-soil carriers from Rajast-
hans Alwar and Tonk districts as they
dined inside the famous Baghabanbari
Akhara of Swami Narendra Giri with
hundreds of high caste Hindu religious
leaders and mahants after a dip at the
Sangam ghat.
The welcome departure from being an
outcast for centuries was a rare sight at
the confuence of the Ganga, the Yamu-
na and the mythical Saraswati - usually
thronged by ash-smeared sadhus and
Hindu priests.
One of the liberated scavengers, Guddi
Athwal said: It was like rebirth for
low-caste women from orthodox Ra-
jasthan when top Hindu priests and
Mahamandaleshwars of the country
gladly accepted us as part of the Hindu
society.
The initiative was taken by social re-
dled along with the bulk of its people
trapped in a life of low income, poor
quality, high morbidity and great in-
equality.
These were the two models before the
country. The frst signifed a secured
and stable nation that contributed to
peace and security in the region. The
other is a threat to international secu-

There is no substitute for sustained
growth over a long period of time if In-
dia should attain the status of, at least,
a middle income country. It is only sus-
tained growth that gives us a chance to
tune the growth model in favour of in-
clusive development. Without growth,
there will be neither development nor
inclusiveness.
Chidambaram, who earlier served as
the countrys home minister, said re-
cent history had many examples of
nations that have single-mindedly pur-
sued growth, prosperity and security.
The early winners were Japan and Ko-
rea. More recently, Brazil, Mexico and
Indonesia had demonstrated their po-
tential to join the ranks of such coun-
tries. China, if it achieved its goals,
would be the country to emulate, he
said.
It is, therefore, a self-evident truth
that growth is the key for greater public
welfare and greater security...In fact,
the case for high growth will be much
stronger if one took into account the
dimension of inclusive development
that contributes to social cohesion and
harmony.
Calling for a comprehensive view
of national security, he said defending
and promoting national security stood
on three important pillars -- human re-
sources, science and technology, and
fnance.
He said it was high growth that would
create the fscal space for the mas-
sive capital expenditure needed for at-
taining national security by upgrading
human resources, research and devel-
opment (R&D) and building capacity
to the newest threat of cyber attacks to
fnancial security.
We have not used technology for bol-
stering national security, he said and
called on the industry to invest in build-
ing secuirty related sectors like the
aerospace industry.

one ADE or one ADA would not suf-
fce. Industry has to accelerate and in-
crease investments in a big way if you
want India to become an aerospace and

gers from their sub-human occupation
- a practice nearly 5,000 years old.
Sulabh has converted 1.3 million buck-
et toilets into fush toilets and lakhs of
scavengers have been freed from man-
ual cleaning of human faeces, Pathak
said.
The women from Alwar and Tonk were
engaged in cleaning of human waste
till they were emancipated by Sulabh,
which has now rehabilitated them by
providing gainful employment.
This initiative will go a long way to
end the practice of untouchability,
said Guddi, a resident from Tonk.
Forty-year-old Usha Chamour from Al-
war appreciated the gesture of top Hin-
du religious leaders in allowing her and
others to take a holy dip at the Sangam
and perform the Maha Kumbh rituals.
The former untouchables formed part
of a procession with around 150 San-
skrit scholars, seers and pundits up to
the Sangam ghat to perform religious
rituals and later ate with them inside
the camp of Swami Anand Giri.

of Niranjani Akhara hoped such Sulabh
initiatives would aid in ending the prac-
tice of untouchability.

The Sulabh initiative comes days be-
fore parliaments budget session where
a bill seeking to prohibit manual scav-
enging is pending.
Rural Development Minister Jairam
Ramesh recently said that the Prohibi-
tion of Employment as Manual Scav-
engers and their Rehabilitation Bill can
be passed in the budget session if par-
liament exhibits its resolve to eliminate
this despicable practice.
The Supreme Court has pulled up the
central government for failing to enact
the law.
According to the bill, every district
magistrate has to ensure that no person
within his/her jurisdiction is engaged
as a manual scavenger or constructs an
insanitary latrine and that manual scav-
engers are rehabilitated. Those employ-
ing scavengers or making insanitary la-
trines face jail terms of up to an year or
fnes up to Rs.50,000 or both.
The law also makes it mandatory for
municipalities, cantonment boards and
railway authorities to construct ad-
equate number of sanitary community
latrines within three years of the act
coming into force.

A 24-year-old woman was allegedly
gang-raped by four people, including
one known to her, in west Delhis Swa-
roop Nagar, police said Thursday. All
her attackers have been arrested.
The incident came to light Wednesday
night when a Police Control Room
(PCR) van tried to fag down a car
which had tinted glasses, in north Del-
his Burari area.
The car sped away, was chased and
overtaken, and all the accused were ar-
rested, said a police offcer. The victim
was then rescued.
The woman told police that frst she was
gang-raped in west Delhis Swaroop
Nagar and later was assaulted again in
the moving car.
The victim, who knows one of the ac-
cused, had gone to meet him in Swaroop
Nagar Wednesday night. The accused
was present with his three other friends,
who took her to a nearby Uttarakhand
Colony and gang-raped her, said the
offcer.
After committing the crime the ac-
cused bundled the victim into a car and
were heading towards Burari, said the
offcer.
Patna
A 27-year-old woman is battling for her
life, while her three minor children were
killed after being set ablaze allegedly
by her husband and in-laws on charge
of stealing jewellery in a Bihar village,
police said.
Shinti Devi and her three minor children
were set on fre late Wednesday night in
Arnia village in Vaishali district, which
is about 40 km from here.
A case has been lodged against the
womans husband and in-laws on the
basis of her statement, a police offcial
said.
According to the womans statement,
the husband and in-laws frst locked her
along with the children in a room, beat
her and then set them ablaze for alleged-
ly stealing her sister-in-laws jewellery.
She was rescued by her neighbours af-
ter they saw fre and smoke in her house
and informed the police.
The woman sustained serious burn in-
juries.
She was referred to Patna medical col-
lege and hospital for treatment after her
condition deteriorated, the offcial said.
The accused are absconding since the
incident.

At least seven labourers were killed and
more than 20 injured Thursday when the
driver of the vehicle they were travel-
ling in lost control over it and hit a tree
in Jharkhands Hazaribagh district, po-
lice said.
Around 35 labourers were coming to
Hazaribagh district from Barkagao vil-
lage for work. The driver of the vehicle
lost control over it near Konar bridge,
which is around 130 km from here, and
hit a roadside tree.

Indias child rights panel chief
Shanta Sinha said she was not in
favour of the death sentence be-
ing demanded for the juvenile ac-
cused in the Delhi gang-rape or
for a change in the law.
The National Commission for
Protection of Child Rights (NCP-
CR) chairperson also said she was
against changing the juvenile law
in the wake of the alleged brutal-
ity exhibited by the accused.

To a question if changes should be

tice Act keeping in mind the bru-
tality of the juveniles act, Sinha
said: No, this case cannot be the
basis for any change in law.
She also said she was ready to
meet the victim of the Suryanelli
gang-rape case in Kerala, which
has created a storm in the state
after the Supreme Court ordered
a retrial of the case in the Kerala

The capital saw two groups - Durga
Vahini, the womens arm of the Vishwa
Hindu Parishad (VHP) and a band of
20 intellectuals - engage in heated ar-
guments over an exhibition titled The
Naked and the Nude at a gallery here.
Over 50 activists of the Durga Vahini,
carrying placards against nudity, as-
sembled outside the Delhi Art Gallery,
Hauz Khas studio village, demanding
that the gallery withdraw the exhibi-
tion.
The group of intellectuals and artists,
meanwhile, including photographer-
activist Ram Rahman, critic Nilanjana
S. Roy, and painters Manu Parekh and
Kanchan Chander, defended the exhibi-
tion saying the protest was an attempt
to stife creative expression.
Durga Vahini activists raised slogans
like Ham Bharat Ki Nari Hain, Band
Karo, Band Karo (We are Indian Wom-
en, Shut down the Exhibition!) and
Nagnata bardasht nahin (We will not
tolerate nudity). The artists and writ-
ers attempted to persuade the protes-
tors, explaining that such acts would
quell freedom in artistic and cultural
pursuits.

across the country Mar 8 to demand re-
vocation of the Armed Forces Special
Powers Act (AFSPA), an activist said
here.
The Save Sharmila campaign by the
National Alliance for Peoples Move-
ment (NAPM) will be launched on In-
ternational Womens Day.
Irom Sharmila Chanu, a human rights
activist, has been on an indefnite hun-
ger strike for nearly a decade in Mani-
pur, demanding the withdrawal of AF-
SPA from the state.
The campaign is to lend support to
Sharmilas long-pending demand to re-
the exhibition venue, allowing protes-
tors to battle it out.
The gallery owner and staff refused to
be intimidated by the protests, and the
exhibition continued.
Nudity would not be tolerated in art in
view of the recent incidents of gender
atrocities and rape. It goes against In-
dian moral sensibility, a senior func-
tionary of the Durga Vahini told IANS,
refusing to be identifed.
Independent editor, free speech cru-
sader and writer Nilanjana S. Roy said:
This has been happening for the last
10 years. It is a slow set of pitched
battles... A protestor (against the show)
was spreading rumours that the paint-
ings were of rape victims.
She said nobody was buying the idea
of the VHP protestors and there was a
political motive behind the orchestrated
protests.
Roy cited Supreme Court judgments
saying dissent was fne but one could
not afford to be selective in protest.
The exhibition has been in the news
since it opened Feb 1 to coincide with
the India Art Fair Feb 1-3, which has,
in the past, courted controversy for ex-
hibiting M.F. Husains works. After the
artists death in 2011, the fair exhibited

Imphal.
Amnesty International has campaigned
vociferously against the legislation,
which it sees as a violation of interna-
tional human rights laws.
Several human rights groups, including
the North East Students Organisation,
have also been demanding withdrawal
of the AFSPA from the northeast.
However, army offcials maintain that
it is for the central and the state govern-
ments to decide whether to revoke or
continue the AFSPA.
Human right groups never speak
against the violence committed against
security forces. For the men in uni-
form, the AFSPA gives them human
rights protection, said an army offcial
involved in counter-insurgency opera-
tions in Manipur.
Meghalaya Governor R.S. Mooshaha-
ry, who favoured the repeal of AFSPA,
said: The AFSPA should be repealed
and the Criminal Procedure Code must
be amended to protect the rights of se-
curity forces and civilians.
Husains works without criticism.
Husain had to leave the country in 2006
and died as a citizen of Qatar after right
wing activists protested against objec-
tionable depiction of gods and god-
desses in his Bharat Mata paintings.
On Wednesday, the Chitra Kala Pari-
shad in Bangalore had to remove art
works of Hindu gods and goddesses by
young artist Anirudh Sainath after the
BJP protested their blatant nature.
The nude exhibition at the Delhi Art
Gallery features 258 works, and traces
the history of nudes in the history of
modern Indian art for over 150 years in

The book is a tribute to Netaji, who was
one among the greatest leaders of the
national movement who devoted and
sacrifced their lives to give India her
cherished freedom, said the president.
The book, Netaji Subhas Chandra
Bose and Germany, has been pub-
lished by the Federation of the Indo-
German Societies of India, set up in
1971 to strengthen ties between India
and the then Federal Republic of Ger-
many.
The book portrays some interest-
ing facets of the life of Netaji and his
extraordinary contribution to Indias
freedom struggle. Through this book,
we feel inspired by the single-minded
devotion of Netaji in his efforts for the
freedom of his motherland, said the
president.
Recalling his visit to Pfaffs residence
in Augsburg in Germany in 1995, the
president said he had the privilege of
meeting with three generations of Ne-
tajis family.
They had a fascinating and memo-
rable discussion about Netaji, he said.
Noting that Netajis role in Indias

A proposed law on Hindu marriages

bodies, said a leading Pakistani daily.
An editorial in the Dawn observed that
though the current National Assembly
has passed some important laws dur-
ing its tenure, its performance has re-
mained tardy in other areas where leg-
islation is direly needed.
As many as 176 private members bills
are pending approval, with some dating
back to 2008.
Considering that the life of the Assem-
bly is limited, it is unlikely they will be
passed into law, said the daily, adding
that all laws are important, yet some of
the pending bills concern long-standing
issues that require immediate attention.
These include a law relating to the le-
gal status of Hindu marriages in Paki-
stan. Some minority activists say the
Hindus Marriage Bill 2011 has been
held up as it was introduced without
consulting stakeholders. There are also
indications that some members of the
Hindu clergy have issues with certain
clauses of the bill.

in Syria, which will soon enter its third
year, will lead to a sharp spike in the
number of people needing urgent aid,
including food, clean water and vital
medical services.
If the violence continues unabated, we
could, in the short term, see consider-
ably more than the current four million
in need of urgent assistance and more
than two million internally displaced
in Syria, the spokesperson for the UN
Offce for the Coordination of Humani-
tarian Affairs (OCHA), Jens Laerke,
told a news conference in Geneva.
Organizations are struggling to reach
more people, in more places, with more
aid, but lack of access is still a major
obstacle, he added.
The UN and its partners are expanding
local partnerships outside of the more
than 70 local groups now working
on the ground in Syria to reach more
needy people. OCHA has also urged
the Government of Syria to allow more
international non-governmental or-
ganizations, which could be potential
partners, into Syria.
The fghting has also disrupted health

strategies, says a United Nations report
released today, stressing the need for

to the social consequences of their eco-
nomic policies, as the recent uprisings
against various Arab governments have

This requires macro-policy coherence
that can enhance productivity and wag-
es, reformed labour relations to enable
workers and employers to participate
effectively in decision-making, and ex-
panded social protection systems that
provide employment and livelihoods

tention include migration management,
employment policies and active labour
market programmes, as well as greater
access to quality education and train-

premo Sharad Pawar Monday came out
openly in support of the banned mining
industry in Goa.
Pawar, who is in Goa on a days visit
to oversee party affairs, met members
of the pro-mining lobby who have been
protesting for a week against the ban.
He told reporters that there should be
no war between development and en-
vironment.
Mining is a global phenomenon. Goa
cannot turn its back on the industry.
We do not support illegal mining, but
there should be legal mining. It was in
our manifesto. The ban is unfortunate,
Pawar said.
My efforts will be to speak to the
union mines and environment minis-
tries to ensure that the mining issue in
Goa is sorted out at the earliest, Pawar

Mining has been banned in Goa for

lost their relevance or signifcance na-
tionally have a strong fear of us, the
64-year-old CPI-M veteran told IANS.
The Communist Party of India-Marxist
(CPI-M) lost power in West Bengal af-
ter ruling it for 34 long years in 2011. It
was also voted out, although narrowly,
in Kerala around the same time.
Forces within and outside the coun-
try do not want a strong Left in India
or a Left-supported central govern-
ment, Sarkar said. Thats why they
have been trying to destabilise the Left
strongholds.
Sarkar, who has completed 15 years as
Tripuras chief minister, said his gov-
ernment could boast of outstanding
performance on all fronts.
And so, he said, the Left would be
returned to power for a seventh time,
with more votes and seats.
Sarkar argued that although Tripura
was a small state, electing only two
members to the Lok Sabha, the out-
come of the Feb 14 election would im-
pact on national politics.

Chakraborty, the father fgure of the
Communist movement in Tripura, led
the frst CPI-M government in the state
from Jan 5, 1978.
Since then, except for one stint (1988-
93) when the Congress took power, the
state has been a Left citadel.
He accused the Congress, the main op-
position party, of ganging up with ter-
rorists -- his euphemism for Congress
ally Indigenous Nationalist Party of
Tripura (INPT) -- to fght the elections.

der problem are some of the issues the
party would be focusing on. We would
be seriously trying to address these is-
sues, he added.

leader said the CPI-M politburo and
other Left parties would soon fnalise
the strategies for the upcoming Lok
Sabha elections.
Mishra, who is also leader of opposi-
tion in the West Bengal assembly, is on
an election campaign tour in Tripura in
support of the ruling CPI-M-led Left
Front.
The election to the 60-member Tripura
assembly will be held Feb 14. Votes
will be counted Feb 28.
The party has, however, refused to re-
look other controversial amendments
to the Lokayukta law which have been
called draconian by civil society activ-
ists.
These, passed by the state assembly last
week, allow for declarations of the Lo-
kayukta to lapse if the Chief Ministers
Offce does not take its cognizance in
three months. Another allows ministers
indicted for corruption to stay in their
posts instead of making their resigna-
tion mandatory.
The other amendments are in the
best interests of the state and there
is no question of a rethink on them,
Savoikar said.

Bharat Ratna, Indias highest civilian
award, on the 89-year-old Vajpayee on
the Republic Day.
The PMGSY is a nationwide scheme to
provide all-weather road connectivity
to unconnected villages. The scheme
was launched Dec 25, 2000, coinciding
with the birthday of Vajpayee, who was
then the prime minister.
According to him, the INPT is the
overground force of terrorists. The
INPT denies the charge.
The chief minister also accused the
Congress-led central government of
bias vis-a-vis the Tripura government.
Why such prejudice, we dont know.
At the same time, he credited Prime
Minister Manmohan Singh with appre-
ciating the role of the Tripura govern-
ment in curbing separatism in the bor-
der state. Tripura borders Bangladesh.
Claiming that his government had
made great economic strides, he said
thousands of Congress members in-
cluding leaders have abandoned it and
Manik Sarkar, who has been the Tri-
pura chief minister for 15 years and is
leading the CPI-M in upcoming elec-
tions, is perhaps Indias poorest chief
minister.
Keeping in line with his party policy,
Sarkar gives away his salary and allow-
ances to the Communist Party of India-
Marxist, which pays him Rs.5,000 as
subsistence allowance to run his fam-
ily.

75 percent of this. This is followed
by Maharashtra, Tamil Nadu, Bihar,

Punjab, Jammu and Kashmir, Andhra
Pradesh and Madhya Pradesh.
During Valentines Day and the run-up
to it, the demand for roses multiplies.
One stem goes for as much as Rs.25-
Rs.30, almost double the Rs.12-Rs.15

So, heres some advice for all those
romantics out there. If youre working
around a budget, it is best to head to a
real phool mandi, where you would
get a rose at a wholesale rate of around
Rs.5.
Last year, fowers worth over Rs.10
crore were sold on Valentines Day
in the capital and nearby cities like
Lucknow, Jaipur, Jammu, and Patiala,
said a report.
The craze for roses has a downside for
those who grow other fowers.
Often, the craze around Valentines
Day turns out to be negative for fower
growers, said S. Jafar Naqvi, president,
Indian Flowers and Ornamental Plants
Welfare Association (iFlora), who
estimates that there are about 10,000
fower retailers across the National
Capital Region.
According to Naqvi, in an effort to
meet burgeoning demand, growers
often harvest fowers even before
they are properly grown. This results
in over-production and low quality
roses, he said.
The other negative is that the other
fowers become out of focus and a
lot of money (on the growers part)
gets wasted, added Naqvi, who feels
the prices offered by street vendors
differs from person to person - often
depending on the vehicle he or she
steps out from.
Nevertheless, none of that is a deterrent
for people with a more romantic bent
of mind and a big pocket.

Following three days of heavy snow-
fall, an avalanche hit a remote hamlet
in the tribal Kinnaur district Wednes-
day, burying two houses. At least seven
people, who were trapped under the av-
alanche, were later extricated by rescue
teams, an offcial said.
Police and the locals laboured for over
eight hours in a rescue operation and
extricated all seven people, including
four children, from the rubble. They
were given frst aid for injuries, Dep-
uty Commissioner J.M. Pathania told
IANS by phone.
The avalanche struck the remote ham-
let of Kafnu in Bhaba Valley, about 70
km from district headquarters Rekong
Peo, around 7 a.m., Pathania said.
The hamlet witnessed more than four
feet of snow.
Offcials said six families had vacated
their houses sensing threat of the ca-
lamity in Kafnu.
The higher reaches in the state have
been witnessing heavy snowfall for the
past three days.

For the frst time in over a century, the
Queen of Hills, as Shimla was fondly
called by the British, Wednesday re-
corded the highest precipitation on a
single day in this month, an offcial
said here.

A newly married couple in Haryanas
Sonipat district, whose marriage was
annulled by a Khap (community) pan-
chayat Tuesday, have decided to defy
the diktat and have approached police,
seeking protection.
The community panchayat of Joli vil-
lage in this district Tuesday announced
that the two-day-old marriage of the
couple, Anil Mehra and Seema Sabar-
wal, stood annulled. Justifying its bi-
zarre act, the panchayat said the mar-
riage was against social custom.
The couple Thursday approached So-
nipat district police chief Arun Nehra
and submitted a written complaint
against the panchayats diktat. They
sought police protection.
The family members of the couple also
urged police to intervene in the matter
and resolve the dispute.
The panchayat had ordered that the
couple terminate their marriage since
some people in Joli village belonged
to the same gotra as the girl, and that
she could not be married to a boy from

From bitter feuds between its vice
chancellor and the Shiromani Gurd-
wara Parbandhak Committee (SGPC)
to its website being hacked, the Sri
Guru Granth Sahib World University,
the frst and only Sikh university, has
been grappling with controversies al-
most from day one.
The university, set up with the idea of
disseminating philosophy and ideol-
ogy of the Sikh religion and the Sikh
holy book, is back in the news with
the Punjab and Haryana High Court
dismissing a petition by founder vice
chancellor Jasbir Singh Ahluwalia
challenging his suspension. The court
Tuesday asked SGPC to explore other
options, including allowing Ahluwalia
to resign, to give him an opportunity to
exit.
Ahluwalia, who was removed as vice
chancellor of the Punjabi University in
Patiala in 2002 following charges of
corruption and moral turpitude against
him, was placed under suspension by
his employer SGPC in July last year.
From Ahluwalias appointment as
founder vice chancellor onwards, the
university in Fatehgarh Sahib, 50 km
from here, has been caught in numer-
ous wrangles in the 18 months since it
was formally launched in July 2011.
The government has advised people to
stay indoors in Kullu, Lahaul-Spiti and
Kinnaur districts, and Pangi and Bhar-
mour areas of Chamba district. They
have also been asked not to go out in
avalanche-prone areas. Schools in
these areas have been closed as a pre-
cautionary measure.
Chief Minister Virbhadra Singh
Wednesday reviewed the situation after
three days of snow and rain across the
state.
He said the life in the state, particularly
in the tribal areas and higher reaches,
has been severely hit.
The chief minister also directed the au-
thorities to ensure supply of electricity,
water and other essential commodities
to the people and clear roads that have
been blocked by heavy snowfall.
The Met Offce has forecast that west-
ern disturbance - storm systems origi-
nating in the Mediterranean Sea and
moving across the Afghanistan-Pak-
istan region - will remain active over
the state and higher areas are likely to
experience heavy snow till Thursday.

high court, had accused SGPC presi-
dent Avtar Singh Makkar, who is the
chancellor of the university, of black-
mailing him over certain appointments.
Of 92 appointments made, Ahluwalia
alleged, 32 were of people recommend-
ed by Makkar. This included Makkars
grandson who, he alleged, was acting
like a super V-C.
The appointments were made when
Ahluwalia was in hospital and Gurnek
Singh, an eminent Sikh historian, was
made acting vice chancellor by Makkar.
Radical Sikh organisations had object-
ed to the SGPC -- an elected religious
body of Sikhs for control and manage-
ment of gurdwaras in Punjab, Haryana,
Himachal Pradesh and Chandigarh --
appointing Ahluwalia as vice chancel-
lor saying that he had a controversial

to Punjab Chief Minister Parkash Singh

The frst academic session of the uni-
versity was launched by the chief min-
ister in Fatehgarh Sahib. With an initial
fund of Rs.500 crore, the university
campus is coming up in 84 acres of
land.

philosophy and ideology of great holy
scripture to bring awareness amongst the
mankind about the universal message of
love, peace, oneness and communal har-

dertake research on different aspects of

a comparative study of other religions for
better understanding. It offers regular,
professional and vocational courses also.

support the return of Dalai Lama and

drastic action but we must highlight it
(the situation in Tibet) to the interna-
tional community. All Tibetans resid-
ing in India have an appeals to Tibetans
not to take such drastic actions, the
exile community in Dharmsala, which
did so much to keep Tibet in the pub-
lic eye during the dark years of Chinas
Cultural Revolution, has been reduced
to the role of anguished spectator as
Tibetans inside their homeland take up
the mantle of resistance.

protecting their culture and hoped solu-
tion of Tibet lay with India. We highly

Indian Government and the people of

Central Tibetan Administration never
encouraged such actions, but cant con-
trol these activities from outside the
Tibet.
The issue of Tibet is a centuries-old de-
bate that appears to have no resolution
at hand. At the heart of the confict are
deep cultural divisions and distrust on
the part of Chinese and Tibetan alike.
Located in the Qinghai-Tibet plateau in
southwest China in the highest region
on earth, Tibet has long been isolated
from its neighbors and existed as an in-
dependent kingdom for much of its ear-
ly history. The status of Tibet has been
at the core of the Tibet issues for all par-
ties drawn into it over the past century.
Regardless of third-party pronounce-
ments, however, the core of the confict
has been the positions held by Tibet
and China. Tibets government-with
less than total consistency-has largely
maintained that Tibet has historically
been an independent country. At the
same time the heart of Chinas position
has remained essentially steady: Tibet
is an inalienable part of China.
There are different views on whether
Tibet has historically been an indepen-
dent nation represents the core cause of
the confict. In the Tibetan view, Tibet
has been an independent nation and
at times a great empire throughout
the last several centuries. In this view,
Mongolian rule over Tibet ended with
Tibet reestablishing independence, and
its relationship with China thereafter
was not one of subservience. Tibet re-
mained independent up until the Chi-
nese invasion in 1950, which is there-
fore illegal.
On the other hand, the Chinese believe
that Tibets historically great empire
greatly declined beginning in the 9th
Century and then was fnally and com-
pletely brought down by the Mongols
centuries ago. Tibet then came under
Chinese suzer-
ainty in the 18th
Century, and it
remained under
Chinese admin-
istration until the
late 19th Cen-
tury when Great
Britain invaded
Tibet, wanting to
control Tibet as
a buffer between
China and British
India. Moreover,
China contends
that Britain cre-
ated the fantasy
of an indepen-
dent Tibet, for
this purpose of
creating a buffer
between China
and British In-
dia. China then
reclaimed Tibet
when Britain
came preoccu-
pied with a rising
Germany, and ef-
fectively gave Ti-
bet back to China
via a 1907 treaty.
China was fnally
able to reestab-
lish control over Tibet when it emerged
from foreign imperialism and civil war
in the middle of the 20th Century.
In May 1951, Tibetan representatives
signed an agreement with China which
Chinese scholars argue documents Chi-
nas sovereignty over Tibet. Years later,
Tibetan leaders would counter that the
treaty was imposed by force and never
valid. Tibetan nationalism grew in the
late 1950s and aided by the CIA, Tibet-
ans started a rebellion in 1959. They
were defeated by the Chinese military
and the 14th Dalai Lama fed to India
and established the Tibetan govern-
ment in exile.
The subsequent Cultural Revolution led
to the closing of thousands of religious
sites further isolating Tibetans. The ban
on religious practices and monasteries
lifted in 1976 after the death of Mao.
The issue fared up in March 2008, as
Tibetans led a series of demonstrations
and riots in protest of the anniversary
of the failed 1959 uprising in Tibet
against Chinese rule. The riots were
violent and when it was over, hundreds
of Chinese and Tibetans were injured
and there were several deaths reported
on both sides.
The Tibetan peoples resentment has
grown stronger and Tibetans have f-
nally resorted to self-immolation as
extreme protest against the Chinese
government. This form of protest was
started in the year 2009 and until now
95 Tibetan has immolated themselves,
80 people have become martyrs, among
rest, most of them have been arrested
by Chinese authorities and it is diffcult
to ascertain their present condition. As
such the situation in Tibet is becoming
more and more urgent. Even the one
who performs the last rites of deceased,
or organizes prayer for them and those
who contact surviving family members
of self-immolations are considered out-
laws and are arrested and imprisoned.
Rikyo, now in his 20s, grew up in a
part of China called Utsang. But came
to India with his aunt when he was 10
years old to save his life. They walked
through Nepal and then reached In-
dia. It took almost a month for them to
reach India. If the Chinese know I am
doing this interview with you, I would
never be able to come out from prison,
or I would be killed, or I would disap-
pear, Rikyo tells u connectt. We are
not using his real name, to protect him
from government retribution.
Lhamo now 41 years fed from Tibet

ber in Tibetan government in exile at

IAF hopes Rafale deal will be signed by June

The Indian Air Force (IAF) hopes that
the contract for the medium multirole
combat aircraft (MMRCA) Rafale will
be signed by the middle of this year
with the French aerospace vendor Das-
Bangalore
State-run defence behemoth Hindustan
Aeronautics Ltd. (HAL) Friday handed
over its weaponised light attack heli-
copter Rudra to the Indian Army at an
air show here.

enous weapon system integrated Rudra
(ALH WSI Mark-IV) from HAL chair-
man R.K. Tyagi at the static display of
Aero India 2013, the ninth edition of
the biennial aerospace, defence and
civil aviation trade expo at the Indian
Air Force (IAF) base at Yelahanka on
the citys outskirts.
True to its name, Rudra is a modern
helicopter with latest weaponry. The
combat platform will help our troops
to march ahead towards victory in the
future battles fought, if any, Lt.Gen.
Singh said on the occasion.
In Indian mythology, Rudra is one of
the names of Hindu god Shiva as a de-
stroyer of enemies.
The army will be inducting about 80
Rudras in its various units after the
sault Aviation.
The MMRCA project is very much
on track. If all goes well, we will be in
a position to sign the contract before
middle of the year, Chief of Air Staff
Air Chief Marshal N.A.K. Browne told
fnial operational clearance and serial
production.
As the armed variant of the companys
Advanced Light Helicopter (ALH),
Rudra is ftted with weapons, targetting
systems, warning and counter measure
systems and survivability features.
Rudra is a weaponised platform cater-
ing to attack roles with self-defence ca-
pability. It is ftted with three sighting
systems, viz., electro-optic pod, helmet
mounted sight, and fxed sight, Tyagi
said.
A 20mm turret gun is also ftted in the
nose of the chopper with a combination
of 70mm rockets, air-to-air and anti-
tank guided missiles.
The warning and counter measures in-
clude radar laser missile warning sys-
tems and fare chaff dispensers.
The Centre for Military Airworthiness
and Certifcation (Cemilac) granted the
initial operational clearance to Rudra
Feb 3 here.
The chopper is powered by the com-
panys Shakti engine, developed jointly
with Safran Turbomeca of France.

Giving an update on the status of the
multi-billion dollar deal at an aerospace
event here, Browne said the contract
negotiations committee (CNC) had
completed a major part of the work

and discussions were underway on the
work share between Dassault and Hin-
dustan Aeronautics Ltd (HAL), which
will manufacture the fghter under li-
censed production.
We hope by at least April-May the
CNC will complete its work so that it
(deal) could go to the fnance ministry,
where it will be examined all over be-
fore going to the cabinet for fnal ap-
proval, Browne said on the margins of
Aero India 2013, a biennial trade expo
on aerospace products and technolo-
gies in military and civil aviation areas.
Pointing out that the fourth-generation
fghter deal was an extremely complex
project, Browne said there was no short
cut to the time-consuming process,
which had to run its course cover-
ing technology transfer and the offset
clause under stringent clauses.
It was only a year ago (Jan 31, 2012)
that the L1 (Dassault) was selected for
acquiring the aircraft and the CNC was
set up to fnalise the deal soon after. We
want it (deal) to happen as early as pos-
sible for induction soon, he said.
The contract is for purchasing 126
Rafales, including 18 jets in fy-away
condition from Dassault and 108 to be
manufactured by HAL, the state-run
defence behemoth in Bangalore, later
this decade.
The twin-engine delta-wing Rafale
outsmarted Eurofghter Typhoon of
EADS (European Aeronautic Defence
and Space), which was also short-listed
in 2011 out of the six global aerospace
majors, including Russian MiG-35,
Lockheed Martins F-16 Falcon, Boe-
ings F-18 Hornet and Swedish Saab
Gripen, who participated in the global
tender foated in 2007.
The IAF will have an option to buy an
additional 63 Rafale aircraft later.
The French fghters are meant to re-
place the ageing MiG 21 feet of the
Soviet era to enhance its air prowess
and bridge the gaps in the fxed wing
aircraft.
Dassault has fown in three Rafales, in-
cluding two from the French Air Force
(FAF) frontline air base at Saint-Dizier
in northeast France and one from Al
Dhafra military air base at Abu Dhabi
in the United Arab Emirates (UAE)
for fying and static display during the
fve-day air show at IAFs Yelahanka
air base on the citys outskirts.

flm with a quirky title -- Revolver
Rani, will go on the foors next month.
Directed by Sai Kabir, the flm is being
co-produced by Tigmanshu Dhulia and
Rahul Mittra.
As a subject, both I and Tigmasnhu
were convinced about it. Title justifes
the story. The shooting of the flm will
begin from March. Kangna is all ex-
cited to get into that space, Mittra told.
Since its a female-oriented flm,
Kangna is there and other casting is
happening. We should be locking the
rest of the cast within next three to four
days, he added.
Mittra said he approached a senior
actress for the role, who loved it, en-

Coir bouquets are all set to give bouquets
made out of natural fowers a run for its
money, said K.M. Muhammed Anil, man-
aging director of the Kerala State Coopera-
tive Coir Marketing Federation (Coirfed).
He said there was a ready market for coir
products in Kerala.
Once coir bouquets take roots in the state,
we will explore markets in other parts of
the country and abroad, he said, adding
that each bouquet will cost Rs.75-100.
The prototype of the bouquet has been de-
veloped with the support of NABARD.
This is among several innovative proj-
ects approved as part of our diversifcation
plan, Anil added.
Among other value-added products from
Coirfed at this years coir expo are a
range of ornaments. These ornaments
have been getting a lot of eyeballs. We are
hopeful of making these innovative coir
ornaments a commercial success, he said.
The ornaments, like necklace, ring and
earring, have a price range of Rs.750-
1,000.

Zinc helps control infections by gently
tapping the brakes on the immune re-
sponse, says a new study.
Scientists found in human cell culture
and animal studies that a protein lures
zinc into key cells that are the frst re-
sponders against infection.
The metallic element then interacts with
a process that is vital to the fght against
infection and by doing so helps balance
the immune response.
Zincs activity was studied in the con-
text of sepsis, a devastating systemic
response to infection that is a common
cause of death in intensive-care unit
patients, according to the journal Cell
Reports.
But scientists say these fndings might
also help explain why taking zinc tablets
at the start of a common cold appears to
help stem the effects of the illness.
We do believe that to some extent,
these fndings are going to be applicable
to other important areas of disease be-
yond sepsis, said Daren Knoell, senior
study author and professor of pharmacy
and internal medicine at Ohio State.
Without zinc on board to begin with, it
could increase vulnerability to infection.
But our work is focused on what hap-
pens once you get an infection - if you
are defcient in zinc you are at a disad-
vantage because your defence system is
amplifed, and inappropriately so, says
Konell.
The beneft to health is explicit: Zinc is
benefcial because it stops the action of
a protein, ultimately preventing excess
infammation, adds Konell, according
to an Ohio statement.
The researchers also found that if there
is not enough zinc available at the time
of infection, the consequences include
excessive infammation, which is the
bodys way of responding to an infec-
tion or illness.

On the whole, Murder 3 album is a not
up to the mark, it is plain and boring
to listen. The only highlight of this al-
bum are the song Jaata Hai Tujh Tak
and Teri jhuki nazar with the rest
being unrewarding. This is not one of
Pritams masterpieces.

US technology giant Apple lost the
right to use the iPhone brand in Brazil,
according to the countrys National In-
dustrial Property Institute (INPI).
The INPI, which oversees patents in
Brazil, ruled that the brand belongs
to Brazils Gradiente, an electronics
company that had registered the name
in 2000, seven years before Apple
launched its now world-famous smart-
phone, reported Xinhua.
Apple applied to use the name in Bra-
zil in 2007, when Gradiente had yet to
launch any products of its own under
the name, due to poor fnancial health.
But just as its patent on the name was
about to expire, Gradiente unveiled in
Berlin
Computer experts from Germany have
warned people to be more careful while
surfng the internet as malicious pro-
grams called drive-by downloads can
be downloaded unintentionally when
users visit manipulated websites.
Currently the biggest threat was the
so-called drive-by downloads, ac-
cording to the German Federal Asso-
ciation for Information Technology,
Telecommunications and New Media
or Bitkom.
Cyber criminals are operating in in-
creasingly sophisticated ways, said
Bitkom president Dieter Kempf.
Drive-by downloads are particular-
ly insidious because they are hard to

istration (FAA) for permission to con-
duct test fights of its 787 Dreamliner
after recent incidents revealed safety

A Russian Soyuz-2.1a rocket carrying
six telecom satellites has blasted off
from the Baikonur space centre in Ka-
zakhstan, Russian space agency Ros-
cosmos said.
The launch was originally scheduled
for Tuesday, but was postponed due to
bad weather, Xinhua reported.
The rocket lifted off at 8.04 p.m. Mos-
cow time.
It is tasked with sending six Globalstar
telecom satellites into an orbit some
900 km from the Earth.
The satellites were developed by Eu-
ropean company Thales Alenia Space
on orders of the Globalstar corporation,
and designed to provide high-quality
global personal mobile communication
services.
Each satellite has a weight of 700 kg
and a service life of 15 years.

Daily intake of vitamin C supplements
doubles mens risk of suffering from
kidney stones, suggests a new research.
It has long been suspected that high
doses of vitamin C may increase the
risk of kidney stones, said Laura
Thomas, from the Karolinska Institu-
tet in Stockholm, Sweden, who led the
study.
This is because some of the vitamin
C absorbed by the body is excreted in
urine as oxalate, one of the key com-
ponents of kidney stones. They are
made up of tiny crystals, which can be
formed by calcium combining with ox-
alate, the journal JAMA Internal Medi-
cine reports.
Vitamin C is an important part of a
healthy diet, Thomas said. Any ef-
fect of vitamin C on kidney stone risk
is likely to depend both on the dose and
on the combination of nutrients with
which it is ingested.
The study tracked more than 22,000
middle-aged and elderly for 11 years.
The current analysis included 907 men
who said they took regular vitamin
C tablets and more than 22,000 who
didnt use any supplements, according
to the Daily Mail.
Swedish supplements, like those the
study participants would have taken,
typically contain about 1,000 mil-
ligrams (mg) of vitamin C per tablet.
Most vitamin C supplements sold in
the UK contain either 500 or 1,000 mg.
Of the vitamin C users, 3.4 percent de-
veloped kidney stones for the frst time
during the study, compared to 1.8 per-
cent of non-supplement users.
The researchers said that because there
are no clear benefts tied to taking high-
dose vitamin C, people who have had
stones in the past might want to think
before taking extra supplements.
But the fndings do not mean people
shouldnt get plenty of vitamin C
through fruits and vegetables, since the
antioxidant is important for bone and
muscle health - and severe defciency
can cause scurvy.

A study of the humble sea urchin has
shown British scientists a process that
could revolutionize efforts to reduce
carbon dioxide in the atmosphere, the
principal cause of climate change.
Experts at Newcastle University dis-
covered that sea urchins employ nickel
to make use of the CO2 in the ocean, in
order to form its calcareous shell, ac-
cording to a study published Tuesday
in the Catalysis Science & Technology
magazine.
Physicist Lidija Siller said the discov-
ery was made entirely by chance and
led them to add tiny particles of nickel
to a solution of water and CO2, and
then saw how the carbon dioxide dis-
appeared completely.

While the process would not work in
all cases, it is a cheap, effective solu-
tion that could be available worldwide

US-based Technosoft Corporation, a
software services and business process
outsourcing (BPO), plans to hire 800
people in India, a company offcial said
Tuesday.
The $90 million Technosoft Corpo-
ration will also inaugurate its new
400-seater development centre here
soon, the offcial added.
Globally we plan to hire around 1,000
people by mid-2014 for our two opera-
tions - software services and healthcare
BPO. Eighty percent of the new hir-
ing will be in India. The company will
soon inaugurate its new development
centre near Chennai, Technosoft Cor-
porations chief executive offcer Rajiv
Tandon told IANS here.
Currently the company has three de-
velopment centres in Chennai and one
in Bangalore with a around 1,600 em-
ployees, of which 1,000 are in India
and 600 in the US.
Tandon said Technosoft Corporation is
also looking at setting up BPO opera-
tions in tier two cities like Madurai.
Ruling out the consolidation of its
three delivery centres under one roof
here, Tandon said the company plans to
move to a bigger facility in Bangalore.
As per our corporate plan, by 2014 we
should have around 3,000 employees.

telligence has announced that it has en-
tered into an agreement to be acquired
by Internet search giant Google.
For over 10 years, we have focused

look forward to the great things we will
be able to do together, Channel Intelli-
gence said Wednesday in a blog posted
on its website, reported Xinhua.
In a separate press release, ICG Group,
Channel Intelligences parent com-
pany, said that Google has agreed to
pay $125 million in cash and the deal
is expected to be completed in the frst
quarter of 2013.
Headquartered in Orlando in the US
state of Florida, Channel Intelligence
provides technology to other compa-
nies to drive product sales online.
According to information posted on
its website, Channel Intelligence has
been working with over 850 retailers
worldwide and drives 2 billion dollars
in sales online annually in comput-
ing, home improvement, appliances,
consumer electronics, toys and other
goods.
The purchase is seen as Googles lat-
est efforts to strengthen its e-commerce
business.

Finance Minister P. Chidambaram
Wednesday said he will spend more
money on security when the Indian
economy returns to a growth path, re-
covering from a slowdown.
Answering a question that a cut in de-
fence expenditure could compromise
the countrys defence and security pre-
paredness, Chidambaram after deliver-
ing a speech on national security said,
growth is the key to greater public
welfare and greater security.
Provided we can grow at a higher rate,
we can provide more money, he said
after delivering the K. Subrahmanyam
Memorial Lecture at the IDSA audito-
rium.
Chidambaram has driven cuts in spend-
ing, including $1.9 billion on defence
acquisitions, in an attempt to meet the
fscal defcit target.
He also ruled out higher borrowing,
saying it was not an option for India.

manufactured in Brazil in January, up
31.9 percent from the same month of
2012 and 7.7 percent more than in De-
cember, an industry association said.
That represents the highest total for a
month of January since data began to
be tallied, said Anfavea, which repre-
sents the Brazilian subsidiaries of lead-
ing US, European and Asian automak-
ers.
The truck sector saw the biggest jump
in output, with production soaring from
3,438 units in January 2012 to 12,705
units in the frst month of 2013.
The number of light commercial ve-
hicles manufactured rose to 263,505
units, up 27.1 percent from January
2012, while a total of 3,122 buses were

Debt-ridden Kingfsher Airlines re-
ported a net loss of Rs.755 crore for the
third quarter of the current fscal.
The airline had to suspend its opera-
tions due to labour issues and suspen-
sion of the passenger carriers fying
licence in October 2012.
The airlines auditors - B.K. Ramadhy-
ani & Co. - said the loss would have
been Rs.1,090 crore if the airline had
used the prevailing accounting stan-
dards in India.
The auditors said the accounting meth-
od applied by Kingfsher to calculate
costs incurred upon maintenance and
repairs of aircraft which were not used
during the quarter under review is not
in accordance with generally accepted
accounting standards prevalent in In-
dia.
According to a regulatory fling at
the Bombay Stock Exchange (BSE),

pay back, Tandon said.

out with predictive data analytics solu-
tion for retail, fnancial services sectors
and later extend the same to logistics

The company has hired graduates in
ayurvedic and homeopathic medicines
for analytics and coding as they are
conversant with the anatomy of a hu-

ments for it to restart its operations and
reinstate its fying licence.
Kingfshers fying licence was sus-
pended Oct 20, 2012, following a
strike by employees that crippled the
carriers operations. The licence of-
fcially expired Dec 31, 2012, while a
revival plan the airline submitted to the
Directorate General of Civil Aviation
(DGCA) was rejected due to the lack
of more credible restart details in the
plan.
The airline, promoted by Vijaya Mal-
lya, has two years to renew the licence
to fy.
Kingfsher Airlines chairman Mallya
wrote to employees Jan 10 intimat-
ing them of a two-step plan submitted
to the aviation regulator to re-start the
cash-strapped passenger carrier.
We have submitted a detailed restart
plan to DGCA in two parts. The frst
part deals with a limited re-start utilis-
ing seven aircraft ramping up to 21 air-
craft in four months, Mallya wrote in
his letter.
According to Mallya, the second part
of the plan envisages a full scale reha-
bilitation of the airline by increasing
the feet size to 57 aircraft within 12
months of recapitalisation.
Both plans contain detailed informa-
tion on key assumptions and funding
requirements, including payment of
outstanding salaries to employees, he
said.
Mallya added that the limited re-start
plan is being targetted for the begin-
ning of 2013 summer schedule and re-
quires a funding of about Rs.650 crore,
which will be provided by the United
Breweries Group and associates.
On corruption, he said it certainly erod-
ed institutions and the social fabric of
the nation. At the same time, he said,
punishing people is not the same as
trial by the media.
To another question on why the gov-
ernment is dithering on amending the
Armed Forces Special Powers Act, he
said there was no consensus on the
issue. The army, he said, was against
any dilution of or amendment to the
act, though he personally believed that
some amendment could be made and
that would make the act more humane.

such a sensitive issue? he asked.
Chidamabram also did not agree with
a questioner that India does not have a
national security doctrine.
I believe we have one, he said. If you
were referring to a particular doctrine,
he told the questioner: I am not aware
of that.

The Reserve Bank of Australia (RBA)
has lowered its gross domestic prod-
uct (GDP) forecast for 2013 in its
quarterly Statement on Monetary Pol-
icy released Friday.
The RBA said that the Australian GDP
growth is now expected to be a little
below trend over 2013, at round 2.5
percent, before picking up a little in
2014, reported Xinhua.
The outlook for the Australian econ-
omy is slightly weaker than it ap-
peared at the time of the November
Statement, the RBA said in the state-
ment.
These forecasts have been revised
down since the November statement,
largely refecting the slightly weaker
outlook for mining and non-mining
investment.
The RBA mentions several reasons
for lowering the outlook for the Aus-
tralian economy, including the ex-
pectation that the mining investment
boom will peak in 2013, the effect
of the persistently high level of the
Australian dollar and little sign of a
near-term pick-up in non-mining in-
vestment.
The central bank expects infation to
remain in its target range of two to
three percent in 2013.
Over the next few quarters, the pace
of underlying infation is expected to
remain at an annual rate of around 2.5
percent and continue to be consistent
with the infation target for the rest of
the forecast period, the RBA said.

The stake sale in power generator
NTPC was oversubscribed 1.7 times
with the government receiving bids for
133 crore shares against 78.32 crore
shares on sale.
The offer has been oversubscribed 1.7
times. The government is satisfed with
the response, Disinvestment Secretary
Ravi Mathur told mediapersons here.
The government had fxed the foor, or
minimum, price at Rs.145 per share for
9.5 percent stake sale in NTPC, to earn
over Rs.11,300 crore from the biggest
disinvestment so far this fscal.
At an indicative price of Rs.145.91,
the government is likely to get around
Rs.11,430 crore from the share-sale.
This is the third occasion of NTPC
hitting the markets in the past decade.
It debuted with a listing in 2004, and
launched a follow-on public offer in
February 2010.
Post-completion of stake sale, the gov-
ernments holding in the countrys big-
gest power utility will come down to 75
percent from 84.50 percent.
Shares in NTPC closed 2.7 percent low-
er than its previous close, at Rs.148.15
on the Bombay Stock Exchange
The auction was part of the govern-
ments drive to raise Rs.30,000 crore
from disinvestment in the current fscal
year. The government last month com-
pleted a 10 percent stake sale of Oil
India (OIL) garnering over Rs.3,141
crore. The government has so far this
fscal raised over Rs.10,000 crore from
selling stakes in proftable public sector
undertakings.

three power projects totalling a capac-

DMK government the Tamil Nadu Elec-
tricity Board had borrowed Rs.35,000
crore but spent only Rs.7,858 crore to-

trend in the US as American automak-
ers are offering more diesel models, re-
ported Xinhua.
General Motors Co. rolled out its diesel
version of Chevrolet Cruze at the Chi-
cago Auto Show which opened Thurs-
day. Thus, GM joins Volkswagen, Audi,
Mercedes-Benz and BMW in making
diesel passenger cars for the US mar-
ket. In 2013, Jeep will offer a diesel
version of its popular Grand Cherokee
sport utility vehicle; and Mazda Motor
Corp. will offer a diesel version of the
new-generation Mazda6 sedan.

The Indian economy this fscal would
grow at a sharply lower rate of 5 per
cent, lowest in a decade, due to poor
performance of agriculture, manufac-
turing and services, according to gov-
ernment estimates released Thursday.
In 2002-03, the Gross Domestic Prod-
uct (GDP) had grown at 4 per cent.
The growth in GDP during 2012-13 is
estimated at 5 per cent as compared to
a growth rate of 6.2 per cent in 2011-
12, said an offcial release quoting ad-
vanced estimates released by the Cen-
tral Statistical Organisation (CSO).
The estimates lowered the growth in
agriculture and allied activities to 1.8
per cent in 2012-13, compared to 3.6
per cent 2011-12.
The fgure is much lower than the gov-
ernment and the Reserve Bank projec-
tions of 5.9 and 5.5 percent respective-
ly. In fscal 2011-12, the economy had
grown at 6.2 percent.
C. Rangarajan, chairman of the Prime
Ministers Economic Advisory Coun-
cil, found the data disappointing but
said the fnal fgure could still be higher
than currently forecast.

The data showed that agriculture, man-
ufacturing, electricity generation and
mining were the major drags on the
economy.
Agriculture, forestry and fshing is
estimated to grow at only about 1.8
percent from 3.6 percent, while manu-
facturing stands to increase marginally
by 1.9 percent from 2.7 percent and
electricity, gas and water supply will
inch further only by 4.9 percent from
last fscals growth rate of 6.5 percent.
The growth in the mining and quarry-
ing sector is estimated to recover by 0.4
percent from last fscals negative 0.6
percent deceleration.
The estimated growth in GDP in service
sectors such as trade, hotels, transport
and communication sectors is placed at
5.2 percent from a growth of 7.00 per-
cent in the previous fscal.
The service sectors like fnancing, in-
surance, real estate and business ser-
vices is expected to show a growth rate
of 8.6 percent from an increase of 11.7
percent in 2011-12.
Growth has slumped in recent quarters
due to the lingering uncertainties in the
global economy and domestic policy
inaction. The countrys GDP has ex-
panded by just 5.4 percent in the frst
half of 2012-13.
The fnance ministry said in the report
that growth was likely to improve in
the second half the current fnancial
year and it would remain between 5.7
and 5.9 percent.
It should be possible for the economy
to improve the overall growth rate of

Australian sports fans faith in their
sporting heroes has been left battered
after a government report alleged ath-
letes across a broad spectrum of sports
are teaming up with organised crime
gangs to obtain performance-enhanc-
ing drugs.
Fair play in sports is a central tenet of
Australian culture and a source of pride
for many of the countrys 22 million
strong population.
The 12-month investigation by the
Australian Crime Commission, pub-
lished Thursday, found that hormones
and next-generation drugs called pep-
tides and were widely available in
multiple sports and administered by
coaches, doctors and other trusted team
members who orchestrated and con-
doned doping.
There is also increasing evidence of
personal relationships of concern be-
tween professional athletes and organ-
ised criminal identities and groups.
Criminals supplying performance-en-
hancing drugs are also smuggling other
narcotics, the report said, and could
force doping athletes to fx matches
or leak inside information for other
scams. The report identifed one sus-
pected fxed match in an unspecifed
sport.
Crime gangs could also be buying in-
fuence over clubs through seemingly
legitimate business deals, the reports
authors add.
Over the last week, the Australian me-
dia has reported a culture of unusual
injections at Australian Rules team Es-
sendon, with players allegedly forced
to take mysterious supplements even if
they voiced objections.
The medal is Australian Rules foot-

Spains Carmen Jorda is the third fe-
male driver on the F2000 grid with six
seasons of single-seater racing experi-
ence, but with just one point from her
10th place fnish in the previous round
run at the Budh International Circuit in
December.
The Indian challenge will be spear-
headed by veteran Parthiva Suresh-
waren, who cut his racing teeth at
this very track over a decade ago, and
Kolhapurs Parth Ghorpade, neither of
whom has made much of impact. Their
best performance has been a seventh
place fnish.
Of the lot, King who will turn 19 Feb
26, is all too familiar with the track
from his participation in the MRF
F1600 series in 2011 that he won com-
fortably. As such, the highly technical
nature of the track should not be an is-
sue with this talented lad.
The foursome is expected to again
dominate the show, but one cannot put
anything past Jinkawa who pulled off
an electrifying win in the second race
of last round after being involved in a
horrifc crash a day earlier.
Meanwhile, the F1600 series has an
all-India 12-driver grid headed by 2010
champion Ashwin Sundar who will
have to contend with few other expe-
rienced competitors in Sudarshana Rao
and Ajay Kini.

You cant fsh without bait. But in the
wake of a high-profle episode involv-
ing a college athlete and his fctitious
girlfriend, experts warn that catfsh-
ing - online romance through decep-
tion - is a rising internet risk with po-
tentially dangerous consequences.
People dont realise how much they
are playing with fre when they play
with a persons emotions, said Pepper
Schwartz, sociology professor at the
University of Washington and an author
and sexologist.
Anyone can be taken in by online cat-
fshing scammers, she said, but people
who were experientially or emotion-
ally nave are particularly at risk of be-
ing duped by people they meet through
the internet but not in person.
There is a lot of delusionary behaviour
and naivety on the part of a person who
gets catfshed, Schwartz told RIA No-
vosti.
Someone who is a little bit more expe-
rienced might say something about this
doesnt smell right.
Catfshing, a term coined from the 2010
flm Catfsh documenting a young
mans supposed romance with a woman
he met through Facebook who in fact
did not exist, has come into sharp fo-
cus following an embarrassing story in-
volving Manti Teo, a football star with
the University of Notre Dame.
In Teos case, the bait manifested
itself in the form of a woman he met
online named Lennay Kekua. He said
the girl tragically died of leukemia last
year - a gripping human drama that was
amplifed by numerous US media out-
lets which themselves fell for the tale
without checking facts independently.
Teos story of excelling on the football
feld while trying to cope with the death
of his girlfriend captivated the nation.
Until, that is, sport website Deadspin
reported that the entire story was an
elaborate hoax, forcing Teo and his
school to admit they had been catfshed.
Manti had been the victim of what ap-
pears to be a hoax in which someone
using the fctitious name Lennay Kekua
apparently ingratiated herself with
Manti and then conspired with others to
lead him to believe she had tragically
died of leukemia, Notre Dame said in
a statement.
According to US media reports, Teo is
by no means the only high-profle fgure
who has been targeted in a catfsh-style
scandal.
In that episode, an apparently volup-
tuous, wealthy blonde using the name
Samantha developed a romance with
22-year-old Cooper Jackson after the
two met online.
She failed however to show up for
a face to face meeting, claiming she
missed the rendezvous because she had
been raped.
According to local media accounts, an
enraged Jackson tracked down a man
who ft Samanthas description of
her attacker, murdered him by cutting
his throat and burned his body in the
woods.
Jacksons internet love Samantha
turned out to be an overweight 22-year-
old high school dropout who worked as
a hotel clerk in North Carolina.
The girl bore no resemblance to her
online photos and confessed she had
made the entire identity up because she
had low self-esteem.
To avoid falling for the online bait, re-
lationship experts suggest giving Inter-
net companions a deadline of no more
than one month from the initial meeting
before arranging
a meeting in per-
son.
Those who date
online should
also conduct an
online search to
verify the infor-
mation provided
during conversa-
tions.
If someone
starts making
excuses as to
why they cant
meet, end it,
Schwartz said.
