STUDENT SENATE BILL 2013-1010 TITLE: Neutrality in Budget and Appropriations Committee Act AUTHOR: Senator Umair Asghar

SPONSORS: Senator Jordan Ball, Senator Morgan Vollrath REPLACES Rules and Procedures Rule XI: Standing Committees of the Senate with the following 7. Assignment to Standing Committees: a. The Replacement and Agenda Committee shall announce in their report to the Senate all open standing committee seats. b. Members of the Senate seeking a committee seat shall submit a request for the seat with the Replacement and Agenda Committee no later than two days before the meeting at which the interviews will be held. c. The Replacement and Agenda Committee shall interview all Senators who have requested open committee seats, and shall recommend to the Senate the Senator the committee deems best qualified for the seat. d. The Senate shall hear these recommendations individually, unless otherwise agreed to by unanimous consent. e. The Senate may, when considering the committees recommendation, open the floor to nominations with the support of two-fifth of the members present. i. If other nominations are made, elections shall be held for the committee seat by rising vote, unless ordered to be by a roll call vote or ballot. ii. If a nomination from the floor is made, debate shall proceed with three alternating rounds of pro for each candidate, each to be one minute in length, followed by one round of two minutes per candidate. If more than one additional floor nomination is made, there shall still be three alternating rounds of pro debate for each candidate, each to be one minute in length, followed by one round of two minutes per candidate. f. If the Senate does not adopt the committees recommendation, the floor shall immediately be opened to nominations, and elections shall be held for the committee seat by rising vote, unless ordered to be by a roll call vote or ballot.

g. Senators may serve on no more than two standing committees at the same time. h. No person may serve simultaneously as a voting member of both the Budget and Appropriations Committee and the Allocations Committee. i. Whenever a voting member of the Budget and Appropriations Committee is elected to serve as a voting member of the Allocations Committee, his/her seat on the Budget and Appropriations Committee shall be vacated. ii. Whenever a voting member of the Allocations Committee is elected to serve as a voting member of the Budget and Appropriations Committee, his/her seat on the Allocations Committee shall be vacated.
i. Any person serving simultaneously as a voting member of the Budget and Appropriations Committee and as a member of a Student Government affiliated organization executive board that is applied to be or is currently on the Student Government Budget must abstain from voting and speaking on that organizations hearing and any substantially related organizations hearing

j. The Senate may, with a two-thirds vote, expel a member from a standing committee of the Senate; however, the Senate President, Senate President Pro Tempore, party and coalition leaders, and the Chairs of the other standing committees may not be expelled from the Replacement and Agenda Committee in this manner.
