2012-## A RESOLUTION CALLING FOR THE MINDANAO-LEG OF THE 2012 UP STUDENT CONGRESS TO SUPPORT THE CAMPAIGN AGAINST CONTRACTUALIZATION. ______________________________________________________________________________ WHEREAS, the state is mandated to provide jobs that will secure the livelihood of its constituents for nation building. WHEREAS, the status quo of the Philippines is that laborers are withheld from their rightful wage and other benefits. WHEREAS, nine out of ten high school and college graduates are underemployed. WHEREAS, out of the 36.047 million employed Filipinos, 41.72% are self-employed and unpaid family workers. WHEREAS, 70% of Filipinos are receiving below minimum wage, living with Php 104 and lower every day. WHEREAS, labor cost is relatively less than 25% of the production of the business sector. WHEREAS, workers in the agricultural sector have the real wage of Php 153.26 compared to the living expense the average family of six is about Php 933.00, having a wage gap of Php 703.00. WHEREAS, workers in the non-agricultural sector have the real wage of Php 162.96 compared to the living expense the average family of six is about Php 933.00, having a wage gap of Php 692.00. WHEREAS, there are existing laws that obstruct the rights of workers and further vitiate the futzure acquisition of jobs for the Filipinos. WHEREAS, under R.A. 6715 entitled Labor Code Amendment or the Herera Law, unions have a tedious registration process and non-regular workers are abstained from participating in unions formed to uphold the rights of the workers. WHEREAS, under the Labor Flexibilization and Department Order 18-02 allows contractualization, which further withholds the rights and degrades the workers wage and benefits. WHEREAS, actions taken by the Government (e.g. Globalization Program, Public-Private Partnership, Conditional Cash Transfer, etc.) to resolve the grieving case of poverty in the Philippines are deemed futile in giving solutions for the matter at hand and are even appending problems in the current situation. NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, THAT, WE, THE DELEGATES OF THE MINDANAO-LEG OF THE 2012 UP STUDENT CONGRESS, call for

the establishment of local industries and businesses will provide long term solutions for the current status quo of the labor sector of the country. FURTHER RESOLVED, that the body supports the amendment of R.A. 6715 and Labor Flexibilization and Department Order 18-02. FURTHER RESOLVED, that campaigns must be organized to further the call to provide improved status quo of the Filipino workers and that respect should be given for the rights of the workers to organize unions and have a decent living and wage in order to provide for their families. FINALLY RESOLVED, that in order to provide better jobs for Filipino workers and further push for the betterment of the management of the workers wages and benefits, funds for education, health, and housing must be given priority.
