MOCK ELECTIONS
Punong Patnugot NO OTHER EVENT IN PHILIPPINE politics reveals the vulgarity of the countrys rotting political system than the elections. An elaborate show of patronage and deception, the election season brings to light the non-existence of genuine reforms in governance, and the governments palpable role in the perpetuation of the peoples plight. Familiar names are set to join the fray in this years senatorial elections. Running under the banner of the United Nationalist Alliance (UNA) and Team PNoy, candidates brace for dirty politicking and electioneering, and have already done their share of premature campaigning. As the electoral campaign dawns, candidates have aggressively invaded the airwaves, soliciting the vote of the public they arrogantly think could be duped with clich promises and hollow slogans. Although commercials and advertisements overwhelm the public with promises of adequate social services and good governance, the proliferation of worn-out personalities in the electoral scene underscore the monopoly of power sought every elections. From national seats of power to local posts, the ties between officials could not be any familiar parent and child, in-laws, and sibling, as if politics has become an entirely filial affair. The coming senatorial elections is no exception, as ballots will be filled by big family names, with juniors lining up to inherit posts occupied by their kina shameless act that banks on sheer recall, and not on solid and genuine platforms for the people. Political clans have entrenched themselves in government and have been a constantand ancient predicament, even as the Philippine Constitution prohibits the concentration of political power to selected families. Despite popular dissatisfaction on the existence of political dynasties, no less than Pres. Benigno Aquino III himself seems keen in perpetuating such setup, as he endorses his cousin, who employs his very tactic of optimizing the political mileage of prominent Aquino leaders. In this manner, the elections become a means to consolidate, not eradicate, political dynasties. And with familiar names as options who surprisingly satisfy our notions of traditional politicians, the people are left with no choice, unless they opt to forego their suffrage rights. Worse, candidates posing as alternatives turn out to be just the same as the traditional Kapatnugot Patnugot sa Balita Patnugot sa Lathalain Patnugot sa Grapix

bigwigs. Abysmal track records and unprincipled politics bind them into a league of opportunist leaders, who would only differ in the nuances of their campaign gimmicks and clever use of propaganda, which depicts them as the peoples champions. Despite opposition from small progressive blocs, Philippine elections largely remain to be the ultimate competition for power among the ruling elite. Thus, radical and significant reforms such as genuine agrarian reform, decent wages, and access to sufficient basic social services are too much to ask from most of these politicians. If elections is the sole venue of ushering genuine change in this country, as most officials, media and majority of middle class Filipinos trumpet, then the people are doomed to further destitution. Yet, to blame the ills of the

elections to its contenders neglects that for a fact, the elections is only embedded in a grander system that distributes power only to the privileged few. For in this so-called pillar of democracy, wealth plays a crucial and decisive role in determining the outcomes of the elections, a resource well-endowed to the rich and powerful. Indeed, the elections have evolved to a systematic fiasco of patronage and granting favours. As such. after the victors have emerged in this vicious contest of power play among the local elite, rules of investment are enforced, and promises are left in the dust bins until the need arises once again. Even alliances that claim to have found unity in the noble goal of solving the countrys problems reek of insincerity. The weak party system in the

country, wherein affiliations are defined by chances of winning, indicate that political formations have yet to evolve into mature institutions that cultivate principles and platforms over personality. The midterm elections would elect lawmakers who would soon make important decisions for the country in years to come. But with little hope in a prerequisite as basic as clean, principled, and honorable elections, grim prospects loom for the people. We may find consolation however, in maximizing the elections, inspite its flaws, to our absolute advantage. After all, amidst all the brouhaha that is election, politicians are reminded that the ultimate power still power rests with the people.

Court junks case against ex-Kule editor

The DeparTmenT of JusTice (DoJ) and the regional Trial court (rTc) Branch 41 in Gandara, samar have both dismissed the two-year illegal possession of explosives case against poet-activist and former collegian literary editor ericson acosta on february 4. nearly two years after my arrest, i am in high spirits as i return to the ranks of cultural workers and mass activists, acosta said in a statement. acosta was officially released on february 5 from the national Kidney and Transplant institute in Quezon, city, where he has been confined since January 18 under a temporary medical reprieve. The release order signed by Gandara rTc Judge feliciano aguilar on february 5 came three days after the Department of Justice ordered the dismissal of the case against acosta. in a 16-page resolution approved by DoJ undersecretary francisco Baraan iii, the DoJ said the authorities committed various irregularities in the arrest and detainment of acosta. suspected of being a member of the new peoples army and of possessing a grenade, acosta was arrested in 2011 in san Jorge, samar where he was conducting human rights research for a local peasant group. The DoJ however ruled that there was no documentary proof that acosta was allowed upon his arrest to exercise his right to call his lawyer and family and that there was no proper inventory of the alleged grenade confiscated from acosta. The grenade seemed to have just been produced out of thin air, so to speak [hence], we find that there is no legal basis to hold respondent acosta liable for the crime charged against him, the DoJ concluded. asked what his immediate plans are, acosta said he looks forward to spending time with his wife and his son and take care of his ailing parents. acosta also said he plans to return to samar to visit his former fellow inmates and help in the campaign to release other political detainees in eastern Visayas. our fight for human rights and justice amidst the climate of impunity in the country is even more pressing today, and it is a compelling reason for our

We will continue to call for a general, omnibus and unconditional amnesty for all political prisoners. We will continue to fight for justice. and through our collective efforts, we will be victorious, acosta said.

First hearing on Lordei case set

more Than a year afTer two armed robbers attacked up Diliman (upD) political science student Lordei camille anjuli hina on campus, the Quezon city regional Trial court Branch 91 will finally begin hearing the case on february 11. Two witnesses, who were both in the vicinity of the crime scene when the incident happened, will be testifying in court, prosecution lawyer atty. eric mesoga said in a phone interview with the collegian. faced with charges of robbery with serious physical injury, one of the suspects, Dan mar Vicencio posted bail in June 2012. police authorities have yet to locate or arrest Vicencios alleged accomplice, identified as Dante santos. once Lordei herself is capable of taking the witness stand, mesoga said the prosecution will also file a frustrated homicide case, a non-bailable criminal offense, against the suspects. he declined however to give further details on how the prosecution plans to proceed with the case. Lordei sustained multiple stab wounds in her arms and head after Vicencio attacked her and stole two laptops, a flash drive, and an external hard drive at the upD university student council office on february 2. Vicencio tried to flee after the attack but was immediately accosted by the upD police, though Vicencios accomplice, identified as Dante santos, managed to escape from the crime scene and is still at large. meanwhile, Lordei is currently undergoing therapy at home, which costs around p80,000 to p100,000 a month, with total medical expenses now running up to p2 million pesos. To help raise funds for Lordeis hospital bills, multi-sectoral alliance Task force Lordei organized Lordei n night,

a benefit concert, in July 2012. on february 1, the task force also held a mass and candle-lighting event for Lordei. expected to reconvene later this month, Task force Lordei is currently composed of members from the all-up Workers union, system-wide student council alliance Katipunan ng sangguniang magaaral sa up, and the up center for nationalist studies. The task force aims to provide

further financial and legal support for Lordei and her family and to encourage broader student involvement in the issue of campus security, said Task force Lordei coordinator eduardo Gabral. We believe that to address [the issue of campus] security, it should be made through and with the whole up communitys vigilance and measures, Gabral explained, adding that the security crisis has opened

the university to threats of police and military presence. interventions from state forces should be subjected to utmost criticism as not only does it violate the law, it also puts ups integrity under threat. We should be more vigilant in upholding the autonomy of up and strengthen our unity to protect us from crimes and human rights violations, he added.

Makabayan solons to refile FOI bill next Congress

As the Lower house fAiLed to pass the freedom of information Act of 2012, party-lists of the Makabayan congressional bloc said they will seek to refile the foi in the next Congress. the Lower house failed to finish the second reading of the current version of the foi, house Bill (hB 676) on its last day of session, february 6. on January 30, Public information Committee Chair rep. Ben evardone announced that it would no longer be possible for Congress to pass foi even if it had passed second reading. the second reading is the period in the legislative process where bill sponsors deliver speeches and proposed amendments are deliberated upon. After the bill passes on second reading, it will still need three more session days before it could be put into a vote on third reading. Makabayan solons have earlier withdrawn authorship and support for the current version of the foi bill, after the Palace inserted new amendments which will restrict rather than facilitate public access to information. the said amendments to house Bill (hB) 6766 will only seek to institutionalize several restrictions and exemptions which limit access to government-held information, said the lawmakers from partylists Bayan Muna, Anakpawis, Kabataan, Gabriela, and Alliance of Concerned teachers (ACt). while Makabayan welcomed amendments such as provisions which require key government and military officials to publicly disclose their statements of Assets, Liabilities and Net worth, the said bloc questioned the Palace-backed inclusion of exemptions based on executive privilege and matters of national security. under the said exemptions, the president is authorized to use his executive privilege by allowing him to issue executive orders which withhold information from the public, said Bayan Muna rep. teodoro Casio. the exemptions on matters of national security are also too broad, ACt rep. Antonio tinio said, adding that legal restrictions to information on law enforcement do not currently exist. the government may also restrict access to draft orders, resolutions, decisions, or me-moranda until the said legislative documents have been

Security check
Taking charge of UPDs physical security
ASIDE FROM MARKING THE START of student council elections and the UP Fair, the beginning of February reminds the UP community of one of the gravest crimes witnessed in recent historythe stabbing and robbery incident involving Political Science student Lordei Hina at Vinzons Hall, one of UPDs busiest student hubs, in broad daylight. Other grave incidents in UPs various campuses further cast doubts on the universitys ability to physically secure its constituents. The UP community has long-known the culprit, which was equally responsible for all other threats the university currently faces: insufficient state subsidy. Yet, the issue of physical security lingers, even as the fight for an adequate budget to education and other social services continue. Currently, UPD has four security forces: the UPD Police (UPDP), Supervisory Team for Private Security Task Force on Squatting, Community Housing and Utilities, and Special Services Brigade, all charged to secure UPDs people and property. All these units are supervised by Chief Security Officer Edgardo Dagdag, with significant assistance from Major Bernie Baltazar, UPDP officer-in-charge. By extension, they are both in charge of UPDs physical security. babalik ba yung mga joggers o bikers? At pangatlo, magkakaroon ng curfew, a manifestation of the breakdown of peace and order. BB: Noong 70s-80s, nakakalabas tayo ng UP campus in close coordination with the police, noong meron pang Memorandum of Agreement (MOA) with QCPD. We have two other MOA with the Department of National Defense and Department of Interior and Local Government. inform us. Hindi sila pwedeng mag-operate on their own. During the last few weeks, our forces have been working for the UP Fair. Nakapatrol lagi yung tao namin as much as possible, and sweet response to calls for emergencies, that every police personnel must respond within 2 and a half minutes kung merong insidente. We also want a more improved coordination with the student council, LGU particularly Brgy. UP Campus, and Police station 9. For purposes of guarding, dati nahahati ang campus sa North (Engg) and South (AS) sectors. Babaguhin na namin yung ganyang konsepto. By cluster na: cluster 1 (Academic Oval, academic buildings, administrative offices), cluster 2 (residential halls and resident communities like those near SC), at cluster 3 (far residential areas like Daang Tubo, Area 17). For coordination purposes, we feel the clustering will be a better approach, which the Chancellor has approved last September.

On all UPD security forces being well-trained

ED: Too much naman. Otherwise, hindi ka mag-iinstitute ng training program. Makikita namang marami silang kakulangan, tulad ng human relations o paggawa ng investigation report. BB: Unti-unti through the years, na-iimprove yung security system ng UP. No UP ID, No sticker, No entry policy. We are finding ways to improve our security.

On UPD security forces mandate

BB: Local government units, particularly Brgy. UP campus, and UPD have separate political boundaries. Sumibol ang Brgy. UP campus within the UPD property. Nag-iikot ang security elements ng UPD sa mga territory nito sa mga barangay solely to protect the territorial integrity of UPD. Mandato ng UP na pangalagaan ang open spaces nito, kaya hindi papayagang may tumayong illegal structures without the consent of UP authorities. Ang security purpose primarily ay proteksyon sa mga UP students, faculty, and staff. Bagamat umiikot kami sa barangays, hindi kami nandoon para i-maintain yung peace and order, kundi i-secure ang UP property. ED: Yung original mandate is to secure UP personnel, students, and property. Ngayon, at any given time, there are 120,000 people, bigger than one municipality or ordinary city.

On the effectiveness of Diliman Security Summits in addressing security issues raised by stakeholders
ED: The purpose of a summit is to discuss and address perceived problems atthepolicylevelthatneedsparticipation of a broader sector. May agenda, and at the end of the day or week, merong output. We now have this Community Welfare and Security Committee, UPDs highest policy-making body on security, and we meet once a month. This organization is many times better, we are clear in our vision and mission, we now have more resources, more men who are committed and highly-motivated. Despite little problems, Im proud that our organization has reached this level. Kung magge-grade ako, Ill give UP security forces a 2.0. Not yet line of 1, kasi alam ko pa rin yung kakulangan namin, pero noong 1985-86, Ill grade it as 4.0, so may malaking diperensya.

On the general performance of UPs security system Maj. Bernie Baltazar

(BB): Generally speaking, the UP Diliman campus is relatively peaceful compared to other cities and municipalities within the metropolis. We cannot make UP Diliman a crime-free community. On UPDs 2012-2016 strategic security plan

ED: For x number of years, nag-operate sila nang walang strategic plan. The strategic plan will tell what you want to accomplish, how you will do it, and how to measure. With the strategic plan, malinaw kung saan tayo patungo, alam na namin ang mga priorities for five years.

On the salient features of UPs various MOAs

BB: Bottomline, no police or military operations can be done within the UP property without prior coordination with UP authorities, except, in case of hot pursuit o may hinahabol silang carnapper, hijacker, o robbery-suspect. ED: Malinaw yan. Kahit sa sitwasyon ng hot pursuit, they still have to

ROBERT*, 22, IS AMONG THE RANKS of professors in the College of Social Science and Philosophy whose classes end before noon. For Robert, the rest of the afternoon must be spent to prepare for his next class at night this time, as a graduate student in the School of Urban and Regional Planning. Robert has been teaching in CSSP for three years, but even before his graduation in 2010, he had already been interested in teaching in the college.[Iba] kasi sa UP, in terms of tenure. May social plus for research [kasi] makakakuha ka ng connections and government [aid], says Robert. One of Roberts dream projects is a free digital Philippine land use map for local government units, which aims to reduce expensive mapping technology costs. Indeed, UPs faculty are significant in upholding the universitys high academic standards. Yet, the present state of the faculty brings ominous prospectsan insecurity that may stunt UPs academic excellence.

Course requirements
UPD currently employs 1,497 faculty for all its academic programs, according to the UPD Human Resources and Development Office. Robert belongs to UPs pool of 401 Instructors, the universitys entry-level teaching post. Instructors, along with the 568 Assistant Professors (ASP) and 275 Associate Professors (AP), comprise the universitys junior faculty (JF). Meanwhile, the remaining 248 Professors are considered senior faculty (SF). Of these, more than 42 percent, or 668 JF are untenured. UP imposes high academic standards to its tenured faculty to integrate them into the international community and gain broader perspectives in research, explains UP President Alfredo Pascual.

However, a standardized requirement places certain domains in a less privileged position, as unlike the hard sciences, works on social sciences are more locally-oriented, asserts former Faculty Regent Judy Taguiwalo. With a 13-unit teaching load and master classes, time management is crucial for those seeking tenure like Robert that will entitle him opportunities for academic endeavors. Efficient compliance to requirements however, does not ensure the granting of tenure, according to AUPAEU. Non-academic criteria such as political affiliation may hinder the granting of tenure, as the case of now Center for International Studies professor Sarah Raymundo, whose tenure was rejected by the Department of Sociology despite exceeding requirements, says Guillermo. As of 2010, the AUPAEU has recorded 2 cases where tenure was denied in the college and campus level due to non-academic reasons, and had to be appealed before the BOR. Indeed, tenure becomes a prized achievement for a UP faculty, a concrete recognition of his or her worth to the academe, especially for new ones like Robert. Persistence and personal motivation however, are simply not decisive to seal a good academic career in UP, especially as various forces continue to permeate and shape the university.

Teaching load
LATHALAIN Biyernes 8 Pebrero 2013

W i t h SF and their supposed JF successors set to retire at relatively the same time, inevitably leaving the university with less-seasoned JF, both, a situation that may jeopardize UPs quality of education if left unaddressed. Given such circumstances, it seems the logical for the university to retain its current JF, and hire more professors. As easy as it may seem however, various constraints in UPs resources hinder these alternatives.

Changing rosters
UPD currently offers 70 undergraduate and 177 graduate courses. Since UPs thrust is to be a research university, graduate courses are given more importance than undergraduate programs, explains Taguiwalo. Thus, UP hires Instructors like Robert to handle bachelor programs. [Sa dami ng courses sa UP] di [ito] kayang i-sustain without instructor-level faculty. You want the senior faculty to teach the graduate programs and not [get burdened] by undergraduate [load], says Vice Chancellor for Academic Affairs Ronald Banzon. Such strategy, coupled with low faculty retention, has led to an erratic staffing trend in the ranks of the faculty as their current demographics would show (see sidebar 2). UPs low faculty retention stems from the presence of comparatively better opportunities outside the university, says Banzon. This age gap places academic programs at risk, as the expertise of senior faculty may not be replaced immediately when they retire, Banzon adds.

Suspended solutions
Among other consequences, UPs budget constraints caused the stagnation of faculty promotions. Promotions depend on allocation of funding from the national government. [When resources allotted] becomes sporadic [it] becomes very difficult to plan [and sustain] promotions, says Pascual. The Pascual administration has yet to approve any promotions, unlike its predecessor that held four system-wide promotions, which allowed deserving faculty across the UP System to be promoted. As a government institution, UP also complies with the 2009 Salary Standardization Law (SSL), which outlines the compensation for all government employees. Instructors for example, earn as much as P23,000 to P29,000, which justly covers the P28,710 monthly minimum cost of living for a family of five set by the National Wage and Productivity Commission. Although current wages afford them decent living, the lack of career mobility to some extent, demotivates UPs faculty.

SIDEBAR 1: QUALIFIED Masters or equivalent degree Satisfactory or better teaching performance Sole or lead authorship of a refereed journal article, or an exhibited creative work for visual arts, or similar requirement in music and performing arts

Source: 2003 UP Faculty Manual

UPs various units could prescribe additional tenure requirements on top of the set minimum, as approved by the Board of Regents, the universitys highest policy-making body (see sidebar 1).

Such situation of stagnant promotions may dissuade faculty members to excel and opt to work to industries and the private sector for greener pastures, asserts Taguiwalo. Should UP opt to increase the salary of its faculty on top of what the SSL mandates, the additional amount must come from non-budgetary sources like income generating projects and concessions,, says Pascual. In the language of the previous administration, which Pascual has also been using, such translates to land leases to private corporations and other commercial interests that compromise UPs academic pursuits and public character. Evidently, such points of insecurity for UPs faculty deserve urgent and intelligent action, else it risks losing skilled and dedicated faculty like Robert, In the course of seeking alternatives however, all efforts must be ultimately premised in continuing the legitimate call for sufficient state subsidy for social services like education and health. Otherwise, the UP faculty may yet be another casualty of symptom-oriented solutions that has kept the grim status quo.

SIDEBAR 2: ROLL CALL

AP

PROF

APs are expected to assume the roles of Professors when they retire. With UPDs stricter enforcement of the mandatory retirement at age 65 however, both APs and FPs will retire at the same time considering the similarity of average age range. Such demographics reveal that if the current set-up continues, the SF and APs will retire with little to no replacement.

ASP

INST

*not his real name

Instructors and ASPs meanwhile, are expected to climb the ranks. While failure to acquire tenure affects the retaining of JF, economic opportunities also make the stay of Instructors and ASPs volatile, says Banzon.

Tambay hours Between the lines
AS THE NATIONS BASTION OF HIGHER learning and research, our university is host to one Main Library and 35 unit libraries which altogether boast a total of 892,954 volumes and serials. Yet more than just places where the books live, these sacred halls have become home to more than just passionate lovers of knowledge. The following is a list of some of the other usual visitors who have sought refuge amongst the quiet company of books: 1. THE LONER. There are about 25,000 students in UP Diliman alone. The Loner, however, prefers to ignore this reality. In some respects, he is wise to do so. For while the rest of the student population are making an effort to forge meaningful relationships among each other, the Loner recognizes the superior benefits of quiet introspection. Contrary to popular belief, however, the Loner is not Lonely. He only wants some alone-time for himself. Its just that time flies when youre having so much fun. 2. THE STALKER. With the right amount of self-esteem, any female UP student can spot a Stalker. He frequents all the libraries you go to. He steals furtive glances at you. He sits a few desks away, just so he could stare at you the whole time. He pretends to scribble lines in his notebook, when he is in fact sketching another portrait of your face. Though you havent exactly caught him doing any of these things, this tiny insignificant detail does not deter you from harbouring suspicions. The Stalker is usually handsome. And you probably spend more time looking at him than he does at you. 3. THE WHISPERER. While noise is largely considered a menace to all serious thought and scholarly endeavour, the Whisperer refuses to subscribe to this belief. Armed with an abundance of things to say which cannot be exhausted through normal conversations outdoors, she invades libraries to engage anyone in a murmured conversation. The Whisperer is one of the primary reasons why some inherently kind-hearted librarians are transformed into the cranky cold-blooded stereotype many of us are familiar with. 4. THE SLEEPER. Outside the four walls of the library, the Sleeper is easy to spotthose strange creases in his cheeks might as well have been birth marks. Though some scientific studies do propose that dozing off on desks increase the likelihood of wrinkles in the long term, there are no explicit university rules which ban a harmless nap in the library. Besides, after having to go through those first pages of required reading on Dostoevsky, and with the air-conditioner turned on at such a nice, cozy level, would it be fair to blame the Sleeper for stealing a quick siesta to while away the hours until the next class?

Whats UP?

Ikalawang tahanan
DO R M ER A KO S I MULA FRESHIE.

Astig Noah and the Whale. :) Musta Rushdie?

Magkaibigan tayo simula first year pero bakit ni-unfriend mo ako sa Facebook?

Mostly As: THE NEWS WRITER
