Beyond Re engineering in the Colombo Branch

2013 is going to be a new era for the Sri Lanka Red Cross Society as we have planned to implement Beyond Re- Engineering a way forward process to all of the SLRCS branches in the Sri Lanka. The Branch had its beyond Re Engineering workshop on the the 14th of December 2012 in the branch premises itself. The Branch governing board, committee members, staff, division members, unit members and teachers of some of Colombo districts leading schools were present for the workshop. The Vice president 01 of the Sri Lanka Red Cross Society Mr. Bharatha Jonniku Hewa facilitated the workshop and educated the gathering on the importance of Beyond Re Engineering and how each and every single person is supposed to contribute for the success of the branch. Training programmes were also separately conducted for Junior Red Cross (JRC) teachers, divisional & unit represenatatives. The teachers training was conducted by our Branch Executive Officer (BEO) Mrs. Kumari Kothalawala where she educated the teachers on maintaining JRCs and other school related programmes according to the SLRCS constitution. The Divisional and Unit representatives were trained by our Hony. Committee member Mr. Janith Wickramasinghe on how to conduct unit, divisional Annual General Meetings (AGM) and other unit & divisional related activities according to the SLRCS constitution, rules and regulations.

Message from the Branch Chairman

As the year 2012 has come to & end it brings me great pleasure to send this message of good wishes for the year 2013. With the energy, commitment and goodwill of all our volunteers & staff we look forward to meeting the challenges in the coming years through effective planning, implementation and monitoring of all our humanitarian activities. I would like to thank everyone who was involved with the branch to make our humanitarian services a success and for also making the year 2012 a tremendous year.

Leaving with cherishing moments of good memories let us welcome the year 2013 with challenging spirits ahead and wishing you all a very happy new year.

The Beyond Re Engineering Process.

When the Tsunami struck the coastal belt of Sri Lanka the Sri Lanka Red Cross Society got ample resources & funds from countries like the European Union and the USA therefore the organization inflated like a balloon, but eventually during a certain stage donors would leave the country and our funding would decrease therefore the organization may collapse. In the year 2006 during the Annual General Assembly the Hony. President of SLRCS stated that all branches should start becoming selfsustainable branches and later on the Hony. President along with central Governing Board (CGB) then decided that a solution would have to be locally identified and thats when Re Engineering process of SLRCS was decided. The main purpose of Re- engineering is to make all 25 of the SLRCS branches self-sustainable and well-functioning by achieving all targets and goals so therefore the National Head Quarters implemented it in three stages. Phase 01 This stage was put into action on the 01st of August 2009 16th February 2010 mainly done to implement a change management process in the International Federation of Red Cross and Red Crescent led system. Orientation sessions were held for the staff and the governance of SLRCS and methodologies, strategies, actions plans were the produced. Rapid performance & Status appraisals (RSPA) were done and almost all of the staff re appointing interviews were complete. Data that was collected from the RSPA were then summarised and given to management & governance with separate roles. Phase 02 Phase 2 was then implemented on the 16th of February 2010 15th of August 2010 was about implementing the process where strategies, policies, core structures, core positions & new job profiles were developed and re appointment of the entire core staff was done. Phase 3 (180 Day programme) The final stage of the Beyond Re Engineering process took its place on the 16th of August 2010 17th February 2011. This process is about implementing the recommendations made in phase 01 & 02 so therefore training & Development programmes were done for the NHQ and Branch staff. All branches had to be innovative, discover a method of mobilizing resources so that at one point the branches could be self-sustainable thus making it operate successfully and a committee was appointed with a scoring system developed to evaluate each branch.

Annual Plan of the Colombo Branch

Vision Safer, resilient and socially inclusive in communities through improving lifestyles and changing mind sets. The Mission Reduce risk, building capacity and promote and values by mobilizing resources, creating universal access to services through volunteerism and partnership. The annual plan of the branch was strategically prepared with the valuable information contributed by the Hony. Branch committee, BEO and the management staff. We have planned out our activities & events throughout the year in order to achieve our humanitarian services. The plan is based on the 36 recommendations approved by Central Governing Board (CGB) of SLRCS, the main purpose of this plan is to be a well-functioning and a self-sustainable humanitarian provider in the Colombo district developed in line with the way forward beyond re engineering guidelines. Activities we are planning to conduct for the year 2013: Dissemination Programmes for schools and units. Conducting emblem campaigns and sticker campaigns. Developing of Branch memberships (volunteer, life, active, junior & kekulu). Blood donation programmes. Conducting Shramadana programmes Divisional Disaster Response Team Disaster Response Team (DDRT) & Branch Disaster Response Team (BDRT). Conducting fund raising activities. Conducting awareness programmes for communities. (HIV, NCD, Drug prevention) Conducting first aid training & services. Maintaining & building partnerships for donor projects. Continuation of the current Income Generation Projects (IGP) on a better scale. Conducting first aid & ambulance service. Collaborating programmes with other NGOs & INGOs. Conducting health programmes, disaster risk reduction programmes & Response programmes at branch, divisional & unit level.

Home Nursing Services

Our home nursing services in the branch provides services for the critically ill and handicapped patients where nurses are sent to give care and support within the comfort of the patients house itself. There are currently 43 numbers of professionally trained nurses looking after our patients. The home nursing division is planning to start a one month training programme by the first week of March 2013 for school leavers and unemployed individuals who are approximately 18 40 years of age, interested in doing nursing. It is planned that when the training starts the trainees would be divided into categories i.e. they would specialise in looking after babies, elderly patients, differently abled and general patients.

Ambulance Services
The Branchs ambulance service is currently supporting 5 numbers of hospitals in 2 main districts in the North, Mullaitivu and Kilinochchi where the ambulances are currently based in Akkrainkulam, Nattakanda, Kokilai, Sampath Nuwara and Maradankani.

Our ambulances provide 24 hour emergency services, therefore within 5 months the 5 number of ambulances have had an approximate number of 450 turns. This Service is conducted with the help of the help of the International Organization of Migrations (IOM).
We also have 24 hour ambulance services in the branch with well experienced and trained staff. We provide our services island wide and only charge a reasonable price.

Commercial First Aid

As one of the largest income generation activities in the branch the programme we educate the community on first aid so that in case of an emergency so that there will be a sufficient amount of well-trained First Aiders.
Our first courses have vary from basic to advance first aid where an individual learns simple basic methods of how to practice first aid in day to day basis in life, to learning the core areas of first aid. We have professionally trained instructors who are capable of conducting trainings with practical knowledge to individuals or to groups. The branch has conducted 19 trainings to some of Sri Lankas leading companies in January alone.

Micro Enterprise Development

The Micro Enterprise Development Programme of the Colombo Branch launched a vocational training programme on the 18th of December 2012 29th January 2013 in the Ambalangodo & Heraliyawala areas for the vulnerable women in the community.
There were 80 numbers of participants who are also attached to Red Cross unit from the both areas who were trained on sewing, preparation of short eats and the making of bags and curtains by trained instructors from the Divisional Secretariat office in Homagama. The main objective of this training was to eliminate poverty in these areas and to ensure that poverty is eliminated and the people in the community will be self-sufficient by starting a small scale business.
