Todd Lopez, Army News Service [Excerpts] The lack of an appropriations bill coupled with sequestration could eventually cause soldiers to be delayed in their redeployment home from Afghanistan, the Armys top officer said. Chief of Staff Gen. Ray Odierno, speaking today at the Brookings Institution here, explained that replacement forces to Afghanistan in 2014 could be affected by a shortage of training dollars and be forced to delay their deployment. The general said the forces that are slated next to go to Afghanistan are going to be ready to go, insofar as training and equipping is concerned. "What my concern is, the ones who come after them, they will now be behind," he said. What that means for the forces in Afghanistan in 2014 is that they might have to wait to redeploy while the follow-on forces are readied for their deployment. Earlier this week Odierno told Congress as much, saying he offered two options to lawmakers on how to keep forces in Afghanistan. "If I cant make them up quickly, I then have to send forces that arent ready, or I have to extend forces that are already there," he said. "Thatll be a decision I have to make as we get closer. We will continue to try to divert money so we do not have to extend people in Afghanistan."

Habib Zahori contributed reporting from Kabul. ************************************************************************************ KABUL American Special Operations Forces stopped a tribal leader as he was driving with his brother and 6-year-old son in an area rife with Taliban in southern Afghanistan on Wednesday.

A quick examination of his identity documents confirmed that he was a wanted man. The troops took the man, Mirza M. Khan, and his brother to a nearby base for questioning. According to both the brother and a district official who heard the Special Forces account of the episode, the two men were let go but Mr. Khan was fatally shot as he returned to his car. Jamie Graybeal, a spokesman for the American-led coalition, e-mailed a statement to The New York Times on Friday saying that the episode was under investigation. On 13 February, an engagement between coalition forces and a known Taliban member in Sangin District resulted in the death of the insurgent, the statement said. The circumstances surrounding the engagement are being investigated by the coalition. It is inappropriate to comment further on the specifics of this engagement until that investigation is complete. That Mr. Khan was almost certainly involved in illegal and violent activities is not in question, and the Special Forces may have worried that he was about to detonate a bomb in his car. But for Afghans, the details provided by the brother and the district official raise a series of disturbing questions: Why was someone who was on a list of men wanted for helping Taliban insurgents not held until he could be transferred to a detention center? Why was it necessary to shoot a man who was almost certainly unarmed, since no Afghan suspected of insurgent ties would be allowed on an American base with a weapon? Even if he was supporting the Taliban, did the Americans have the right to kill him? said Wali Khan, a Parliament member from Helmand who said he had met with three of the dead mans relatives on Friday and planned to bring the matter before Parliament and to the attention of President Hamid Karzai. If he was a suspect, then they should have arrested him and put him in jail or given him to the Afghan government, he said. Instead, they executed him in front of his son and brother. I do not see any differences between this execution and what we all condemn: the Talibans extrajudicial executions that happen day and night. The surviving brother, Massoom Khan, gave this account to his brother-in-law, Hajji Ghulam Rasool Khan, and other relatives. Mirza Khan had been ill and went to see a doctor, taking his brother and son with him. They were stopped near sunset on their way back to their village, near Poza, where the Special Operations Forces have a base.

They were questioned for a couple of hours there. As they left and were walking back to their car, a volley of bullets hit Mizra Khan in the back, neck and head, and he crumpled to the ground, before his son, Zirak. The American troops then pushed Massoom Khan back into the base it is not clear in any of the accounts where the boy was during the initial questioning or after the shooting but half an hour later let him go and asked if he needed help moving his brothers corpse. He declined the offer. Mohammed Sharif, the governor of Sangin District, said he had heard a similar account from the Special Forces as they informed him of Mirza Khans death, differing mainly in specifying that Mr. Khan had been furious as he left the base. The Special Forces said that while he was being interrogated, he got angry and said something in Pashto that from his gestures seemed hostile, Mr. Sharif said. Then he walked out of the room and walked toward his car. The Special Forces thought he was going to cause a problem and so thats why he was shot, he said. They said, We had no intention of killing him, but then he seemed to be raging and suddenly left the room and walked quickly toward his car and his gesturing was strange, and we thought he was going to cause a problem. The car had been left outside the base and may not have been searched, so it is possible that the American troops thought Mr. Khan may have been intending to grab a weapon or detonate an explosive device. Relatives insisted, however, that Mr. Khan, who was well known in the area, had no need to carry a weapon, especially when traveling on a main road. Mr. Sharif said that the Special Operations Forces told him that Mirza Khan had supported and sheltered a man who, while wearing a police uniform, shot and killed three Special Operations soldiers at the Poza base in August and then escaped. Mr. Khan was on the American militarys list of people to be killed or captured, known as the Joint Prioritized Effects List, according to officials. Several Helmand leaders said that Mr. Khan helped insurgents frequently, but he was also a local leader of the Alizai tribe and a well-off businessman who traded in auto parts and owned several taxis, including three that act as a local ambulance service, sometimes transporting wounded Taliban to medical treatment. The Parliament member, Wali Khan, said: He was a rich man, and the Taliban would make him provide them with food and money. I would do the same if I were him. You would do the same. It is a matter of survival. Only a few places in Afghanistan are as unstable and Taliban-dominated as northern Helmand Province. American troops largely ousted the Taliban from central Helmand, but were never able to completely penetrate the north, where residents have historically had little love either for the Afghan government or foreign forces. While Sangin is far less violent today than it

was two years ago, according to statistics from the international military troops, the insurgency in rural areas remains robust. Residents are particularly critical of the troops at the Poza base. They set up checkpoints near the outpost, and they scare children and women because when they stop the cars they point their guns at them, said an elder from the area who asked not to be named because he feared being singled out. I have heard from many villagers that they slap young men and they curse people in English, and at night they raid houses and kill people. To me they look like a bunch of well-armed bandits who dont steal from you but treat you like animals. For many in the area, the prolonged fighting has left them with no trust for either the Western and Afghan troops or the Taliban, but also little willingness to help the Westerners who are viewed as interlopers. They set up checkpoints, they raid houses and they ambush insurgents, said Mr. Gul, Mirza Khans brother-in-law. Most of the time civilians are caught in cross-fire. Taliban and Americans are enemy, but to tell you the truth, we, the civilians, are bearing the brunt of it at the end of the day. If we support the Americans, the Taliban kill us, and if we support the Taliban, then the Americans kill us. And if we do not support any side, then both of them kill us.

There are still places that the Taliban can find sanctuary, and we still believe there is an informal network or support structure in place that they can rely on, said Maj. Thomas W. Casey, the executive officer of the Third Battalion, 41st Infantry, which operates in the eastern and central half of Zhare. So the Americans are out on patrol alongside Afghan units here almost every day, and running larger operations on a regular basis. Last week, they used a weapon that shoots a line of explosives and is intended to clear mined roads to knock down roughly 600 yards of trees that could provide cover for Taliban scouts and attackers. On Thursday, they demolished a hill that the Taliban had used as a fighting position. Three huge explosions 100 pounds of high explosives were used in each of the last two, which could be felt over a mile away reduced the hill to dust and dirt. The Americans on the mission outnumbered Afghan soldiers nearly three to one. There are some things the Americans have to do solo because the Afghans cannot do them, nor will they be able to anytime soon, commanders say. One example is using high-tech surveillance blimps, drones, cameras mounted on towers at every base to help spot militants before they attack, and to direct airstrikes against them. They have launched numerous such attacks in the past month alone. Theres no white space in Zhare white space being the area that no one owns or controls, Major Casey said. If an area is not occupied by American or Afghan forces, its occupied by the Taliban. Its red space. The Afghans send out regular patrols on their own, and conduct a growing number of small, independent operations. Their fighting ability is getting close to where it needs to be, but the crucial back end of the army the logistics and supply teams that get bullets, fuel, food and water to where they need to be is woefully unready, American and even some Afghan officers say. The Afghan brigade based here, for instance, nearly ran out of fuel this week. It was down to a few hours worth when a supply came through after some behindthe-scenes prodding from coalition officers up the chain of command.

Thousands of their soldiers were killed, maimed and mentally disabled; billions of dollars was spent; economies of involved invading countries faced decline; its own people were reduced to beggary and other such ills.. Now the time has come for the American president Obama and other head of states of invading countries to understand the realities of this futile war and instead of tactical efforts, troop reductions and gradual withdrawals, focus on the conditions, calls and needs of its own people and immediately extract all its troops from our country. The core solution to the Afghan problem rests the complete end of its occupation. The Afghans should be granted control, choice of government and sovereignty of their country.

If not such then our sacred Jihad will intensify and forge ahead successfully even if one foreign soldier is present in our country and this struggle will continue until the fulfillment of the aspirations of our people. The announcement by Obama of removal of thirty four thousand troops from Afghanistan is not the core solution to the problem and steps must be taken for their complete withdrawal because that will be beneficial for both America and Afghanistan. That which must be done tomorrow with more losses, ignominy and humiliations should be done today and an end brought to the occupation of Afghanistan.

Two policemen were killed on Saturday night and four others injured in Shiberghan, the capital of northern Jawizjan province, when a police vehicle hit a roadside bomb, provincial security official Sayed Zaman Hussiani told TOLOnews. The bomb detonated in the Khaja Burhan area of the city, he said, adding that the victims have been taken to a nearby hospital. A third policeman was killed and another was injured in a Taliban attack in western Herat province, local officials said. The incident took place Saturday night in the Islam Qala highway of the province when a group of Taliban insurgents attacked a police checkpost. Officials said they also took two police with them and a search is underway to find them, they added.

16 Feb 2013 Al Jazeera Syrian rebels have captured a military airbase in the north and geared up for a major battle against regime forces as the opposition says it refuses to accept President Bashar al-Assad in talks on the 23-month conflict. The rebels on Friday said they overran the base in the town of Sfeira, east of Aleppo international airport, and captured a large stockpile of ammunition. Activists reported intermittent clashes around the Aleppo airport itself as well as around Nayrab airbase and another military complex, as the two sides squared up for a major fight. "The army shelled the area around Aleppo international airport and Nayrab air base on Friday morning, while rebels used home-made rockets to shell Nayrab," Rami Abdel Rahman, the UK-based Syrian Observatory for Human Rights, said. Rebels seized the base on Wednesday after a battle that left at least 150 dead from both sides, among them senior army officers, according to the Observatory.

The Distinguished Warfare Medal will recognize drone pilots for their extraordinary achievements that directly impact on combat operations, but do not involve acts of valor or physical risks that combat entails. The drone medal will rank above the Bronze Star and Purple Heart, meaning computer screen heroes will receive awards more prestigious than troops who get shot in battle.

Even members of the military community, including Veterans of Foreign Wars, are blasting the absurdity of the medals rank. Its a boneheaded decision, VFW spokesman Joe Davis told Fox News. This is going to affect morale and its sending troops in the field a horrible message.

He says hes not sure if he wants to help police the homeland or if he wants to invade foreign countries. So I thought a new Predator drone toy would be a nice gift for him. He just loves flying his drone around our house, dropping Hellfire missiles on Scruffy, our dog. He kept saying that Scruffy was a terror suspect and needed to be taken out. 13 February 2013 Addameer via URUKNET Ramallah Addameer is deeply concerned by the escalation in settlers attacks and arrests by Israeli Occupation Forces (IOF) in the village of Azzoun, located in the northern West Bank. Over the past few days nine young men, including six children, have been arrested. The recent arrests came after Azzoun was attacked by a group of illegal Israeli settlers on 9 and 10 of February. On 9 February settlers twice attacked the village. At 7pm they first tried to attack the home of a village member, before returning later that night at 9pm to again attack the village. After IOF arrived violent clashes broke out until 11.45pm, with IOF using tear gas, rubber bullets and sound bombs. The following day 10 February a group of settlers again attacked the village, closing off the main road for two hours. At 2.30am on the morning of 11 February IOF raided the village and arrested nine people, including 6 children, the youngest of which was just 12 years old. Five of the nine youngsters have since been released. As a further punitive measure IOF have also closed off the main entrance of Azzoun with concrete blocks forcing residents to walk six kilometers to get to the other side. Azzoun, a village located just outside of Qalqilia, has witnessed a spike in arrests, especially of youth and children, in the past year. About 80 residents were arrested by the IOF in 2012, of them 68 were youth under 18 years old. So far in 2013 25 residents of Azzoun have been arrested. During the arrests, children are treated violently, including being handcuffed and subjected to intimidation and in some cases beatings during interrogation. The residents spoke of deliberate destruction of the contents of the homes during night raids, sometimes with the aid of police dogs, in order to ruin the familys food and personal property.

In November and December 2012 alone, the IOF implemented curfews on ten different occasions, as well as regularly blocked the main village entrance during the night raids. Addameer calls on the international community to meet its obligations under the Geneva Conventions to ensure that Israel abides by international law to protect the occupied Palestinian population, and take action to ensure that all illegal Israeli settlements are removed in accordance with international law.

Two-year-old Suhaib Hijazi and her big brother Muhammad, who soon was to be four years old, were killed when their house was destroyed by an Israeli missile strike on Monday evening. Their father, Fouad, was also killed. Their mother is in intensive care at Al-Shifa Hospital. In accordance with their religion, the dead are buried quickly.

The badly mangled body of Fouad is put on a stretcher and his brothers carry his dead children to the mosque for the burial ceremony. When darkness fell over Gaza on this day, at least 26 new victims were to be buried. That makes the total more than 140 dead so far since the beginning of the bombardment. 17/02/2013 Maan RAMALLAH -- Hundreds of Palestinians protested across the West Bank on Friday in solidarity with prisoners on hunger strike, sparking clashes with Israeli forces. Outside Israels Ofer jail, near Ramallah, hundreds gathered in solidarity with Samer Issawi, who has been on hunger strike for 198 days, and Tareq Qaadan and Jaafar Azzidine who have refused food for 80 days. Palestinian youths threw stones at Israeli forces, and soldiers attempted to push back the crowds, a Maan reporter said. Medics said 156 Palestinians were treated for tear gas inhalation.

An Israeli military spokeswoman said forces were responding to stone-throwing with riot dispersal means. Palestinian MP Mustafa Barghouthi, Palestinian Knesset member Ahmad Tibi and Islamic Movement in Israel leader Shiekh Raed Salah attended Friday prayers outside the jail. Barghouthi said around 1,000 Palestinians had gathered to show support to the Palestinians on hunger strike in Israeli jails. Near Bethlehem in the southern West Bank, protesters raised Palestinian flags at the entrance to Efrat settlement. Israeli forces assaulted journalists Samer Hamad, Ahmad Mizher and Maan cameraman Luai Sababa. Activists Moath al-Laham, Mahmud Alaa al-Din and Marwan Hamoud were also attacked by Israeli soldiers. Clashes also erupted between demonstrators and Israeli forces at a protest in support of prisoners at Jalama checkpoint, in Jenin in the northern West Bank. A Palestinian was hit by an Israeli military vehicle and then detained at the protest, a Maan reporter said. An Israeli military spokeswoman was not familiar with the incident but said 150 Palestinians were "rioting" at the checkpoint and hurling rocks at soldiers. Issawi, Qaadan and Azzidine are being held in administrative detention, without charge or trial, in Israels Ramle prison.

JENIN (Maan) -- Israeli authorities on Saturday detained a Palestinian cartoonist on his way back to the West Bank from Jordan, according to his family. Muhammad Abdul-Ghani Sabanah, 30, was detained at the Allenby Bridge crossing between Jordan and the West Bank, his brother Tamir told Maan, adding that Sabanah was in Jordan for a meeting. He said that on his way back, Israeli troops detained Sabanah, who is from the Jenin town of Qabatia, without giving any explanation. Sabanahs cartoons are widespread in the Arab world. He is well-known for his criticism through his cartoons, which focus mainly on the Palestinian peoples problems and the Palestinian-Israeli conflict. He works as a public information officer at the Arab American University in Jenin. We Now Live In A Country In Which The President Has The Omnipotent Power To Assassinate Any Of Us For Any Reason He Wants
Under Our Post-9/11 System Of Government, President Obama Is Free To Remain Silent For The Rest Of His Life About Whether He Ordered The Assassination Of An American Citizen
February 12, 2013 by Jacob G. Hornberger, Hornbergers Blog Suppose an American citizen who is openly critical of governmental policy decides to take a trip overseas, say to Yemen. Suppose that President Obama orders the military and the CIA to assassinate him while he is traveling within Yemen. Suppose the order is carried out and that that American is, in fact, assassinated. Most Americans would consider such an assassination to be a grave wrong. They might not like the criticism that the American was leveling against the federal government, but they would ardently oppose the idea of assassinating the man based simply on the fact that he was criticizing the government. Yet, in post-9/11 America nothing could be done to rectify this wrong. The sad truth is that we now live in a country in which the president has the omnipotent power to assassinate any of us for any reason he wants. We simply have to trust him with this supreme power. We have to hope and pray that when he assassinates Americans (or anyone else), he exercises wisdom and prudence. Yet, when the presidents military and intelligence assassination team does carry out an assassination, there is no way to know why the president ordered the hit. The reason for that is that president doesnt have to provide any explanation whatsoever. Indeed, he doesnt even have to acknowledge that his assassination team actually did the assassinating.

The president can simply remain mum and go about his business without ever mentioning the assassination. As we have seen, neither Congress nor the federal courts involve themselves in the presidents assassination of American citizens or anyone else. All the president has to do is provide the magic phrases national security and war on terrorism and the other two branches of government quickly go silent, roll over, and accept the assassination (as they have done with the U.S. national-security states participation in the extra-judicial execution of 31-year-old American citizen Charles Horman during the U.S.-supported military coup in Chile some 40 years ago.) We have, of course, witnessed this phenomenon with the assassination of Anwar alAwlaki, an American citizen who was assassinated in Yemen. Did President Obama order the hit? It is commonly believed that he did but we dont really know for sure because the president, as Georgetown University law professor David Cole pointed out in an op-ed in last Sundays Washington Post, has chosen to remain silent about the matter. And neither Congress, the courts, nor the press is making him talk. Under our post-9/11 system of government, President Obama is free to remain silent for the rest of his life about whether he ordered the assassination of an American citizen. What did Awlaki do to justify his assassination? We dont know because, again, the president isnt talking. Hes choosing to exercise his right to remain silent. We know that Awlaki had been criticizing the federal government, even going so far as to exhort foreigners to forcibly resist the U.S. governments violent interventionism in the Middle East and Afghanistan. Did he go further than that and actually participate in acts of violence against U.S. forces? Was he doing so at the time he was assassinated? There certainly have been rumors to that effect. But again, we just dont know because the president steadfastly chooses to remain silent or provide any evidence that he believes warranted Awlakis assassination. Why doesnt President Obama come clean and acknowledge that he killed Awlaki and explain why he assassinated him? My hunch is that the reason has much more to do with the assassination of Awlakis 16-year-old son, Abdulrahman al-Awlaki, than it does with the assassination of his father. Surely Obama realizes that if he acknowledged the assassination of Anwar alAwlaki and explained the reasons for assassinating him, as a practical matter he

would have to do the same with respect to the assassination of Awlakis teenage son. Remaining silent on the Anwar al-Awlaki assassination enables the president to continue remaining silent on the assassination of Abdulrahman. After all, the presidents assassination of 16-year-old Abdulrahman seems to have all the characteristics of an assassination of an innocent person. At most, it seems that Abdulrahman was an American citizen who might have shared his fathers criticisms of U.S. foreign policy who happened to be traveling in Yemen in search of his father, when his life was extinguished by Obamas assassination team. Thats essentially the scenario I outlined at the inception of this article regarding the presidents omnipotent power to assassinate any American he wants for whatever reason he desires and never have to account for it. In the movie The Godfather, Vito Corleones mother pleads with the murderer of her husband to spare the life of her young son. The man refuses the request, explaining to the mother that if he were to let her son live, the boy might grow up and seek revenge. Thus, the man explained, it was necessary to kill the boy. Was that the reason for Obamas decision to assassinate the 16-year-old son of Anwar al-Awlaki after Obama had assassinated his father? Its impossible to know because Obama isnt talking, and under our post-9/11 system of government he doesnt have to.
