Annex B to OPORD 01, 2013 (SY 12-13) a. RESPONSIBILITIES.

1) Camp Commander. Has the overall camp responsibility for camp mission, planning, priorities, resources, discipline, morale, training standards, and safety. Lead the precamp conference. Coordinates with Camp John Newcombe Commanders on camp concept, VIP visits, and guest speakers for opening/closing ceremonies. Receive and guide daily camp staff briefing. Direct changes in camp priorities as required. 2) Assistant to Camp Commander. To perform duties as dictated by the Camp Commander. Assist the Hq. Staff in the overall organization of camp and conduction of training. Responsible for the operations conduction to the closure of camp. Act as the Finance Officer; Maintains camps disbursing operations such as all detailed banking and financial operations, camp fee collection, fee data management, deposits, records and check disbursements. Liaison to the Camp John Newcombe staff. 3) Chief of Staff. Serve as Deputy Camp Commander; responsible for the overall camp administration, camp organization, staffing, support, and overall operations. Coordinates and attends pre-camp conference. Prepares camp OPORD and movement directive, NLT the month of February. Ensures that medical staff is requested from USAT units. Ensures that camp insurance is negotiated before camp dates. Initiates support requests and planning for Billeting, Dinning facility, phone, police, and MIPR funds (laundry, SSSC, phones, general) from HQ USA Cdt. Cmd. Conducts XO/1SG briefing on C-day (-) 1; ensures preparation and distribution of all camp directives/ LOIs NLT C-Day (-) 1; facilities daily staff meetings; allocates cadre and assignments, prepares all ITO requests; ensures camp budget management; contracts for camp buses/vans, and capital equipment acquisition; prepare camp reports, annual after action report (AAR); facilitates camp break-out meetings at annual Cadet Command Conference. 4) Commandant of Cadets. Assist the Camp Commander in matters pertaining to cadet and cadre conduct and discipline. Monitors cadet and cadre conduct, investigates allegations or suspicions of improper conduct and makes recommendations to camp commanders pertaining to cadre and cadre administrative pr disciplinary actions. Plans, coordinates and monitors camp safety. 5) Command Sergeant Major. Senior Enlisted Advisor responsible for color guards, barracks standard, maintenance, grounds, training monitoring, health, care, morale, and safety of cadets. Coordinates camp concept, needs and priorities with Camp John Newcombe Commander or his representative and special VIP visits and ceremonies. 6) S-1 Officer. Primary Staff Officer for personnel and Administration; responsible for planning and conducting the cadets and cadre in-processing, cadets assignment, financial management/ banking, fund disbursement, accounting, and funds summary report. Attends pre-camp conference. Ensures medical supply, and medical evacuation. Prepares and distributes all unit packets of cadet personnel and training data for return to home station. Narrates the Closing Ceremony.

7) A/S-1 Personal Statistics. Performs Cadet Data Base management, names, school, gender, unit assignment, cadet rosters, and required report to the Chief of Staff. Performed other duties as assigned by the S-1 or Camp Commander. 8) S-3 Logistic/Supply Operations. Primary staff officer for overall camp operations and training. Responsible for the preparation of the Master Training Schedule and the execution of camp operations to include the opening and closing ceremonies, transportation, training aids or health and welfare items. Ensure training schedule times are met and transportation to and from training areas is coordinated and implemented properly, appoints a Camp Safety Officer who is responsible for camp safety and the communication of daily camp slogans to the company commanders. 9) S-4 Logistic/Supply Operations. Primary Staff Officer for overall logistics planning and installation support. Coordinates, computes, plans, and provides food service rations for the camp cycle; prepare all meal request, pick-up, store, distribute, and account for all MRE rations and Class A meals as required; calculate and pay dining facility as required. Prepare camp directive to draw, issue, account for, and turn-in all bedding items as required. Store and issue water jugs, barrack locks, flashlights, and PT running vests for all company units. Ensures all selected camp property. Acquire special equipment and supplies to support camp and training operations as required. 10) S-5 (PAO). Primary Staff Officer responsible for overall media coverage in the local and post newspaper and TV. Perform daily photo operations during camp. Plan and produce an end-of-camp CD album for each company. Ensure that CD is included in each unit packet. Obtain and distribute copies of camp coverage to units at the annual Cadet Command Conference. 11) CAMP ADMINISTRATION NCO. Primary Staff Officer responsible for cadre database. Coordinates ITO request preparation, distribution of approved ITOs; conducts cadre in-processing for travel claims; prepares all travel claims for camp cadre NLT C-day (-) 20; prepares all logistical and administrative FS 104 support request for signature. Manages the follow up actions with DPTM. Prepares, edits, manages the sequence, publishes, copy and distributes all LOIs to unit Xos/1SGs NLT D-day (-) 1; maintains the annual file for all camp LOIs; produce graphics, briefing, certificates, and camp support documents as required. 12) COMPANY COMMANDERS. Command and control of cadet training, discipline, leadership position, cadet morale, unit operations, standards, and camp success. 13) COMPANY XO AND 1SG. Primary unit assistant for supply, administration, security and logistics. Coordinate night operations with S-2 for area security and conduct. 14) SAIs. Prepare cadets with knowledge, training, uniforms, TA-50 901, and properly completed and authenticated camp forms. Ensure cadet transportation is planned and/or contracted to ensure timely arrival. Account for cadets and ensure safe return to parents and home station. Assist cadets with camp connected medical claims.

COMPANY COMMANDERS PRE-CAMP RESPONSIBILITIES: each company commander should contact assigned cadre, seek advice, assign platoons; make plans and developing a unit chant for opening ceremony; consider a unit top cadet award board; plan to award unit level (Camp provided) certificates; plan to have and end-of-camp picnic (Thursday); and responsible to bring or arrange to have brought, the following items for use in his unit: 1. 2. 3. 4. 5. 6. Guidon with appropriate unit designation (A, B , C , D) 8ea ROTC insignia for wear on the left collar of officer cadets. 25ea Discs for wear on hat and collar of officer cadets 4ea 1SG metal insignia for wear on collar and hat of 1SG 15ea SFC metal insignia for wear on collar and hat of PSGT 60ea SSG metal insignia for wear on the collar and hat of Sqd. Ldr.

Note: Insignia worn on hat will be silver. Other should be black 1. XO/1SG PRE-CAMP RESPONSIBILITIES: Executive Officers/First Sergeants should contact Company Commander, Chief of Staff and S-4; bring a laptop or PC, disks for Unit Level certificates. Arrive IAW the Advance Party schedule, make tentative platoon billeting assign and attend the CofS and S-4 meeting as required prior to the beginning of camp. Sign for the units Rental Van (if pertinent), as the primary administrative vehicle during camp. 2. INSTITUTIONAL REPRESENTATIVE VISIT: a. SAIs are encourage inviting institutional representatives (school administrators) to visit camp. b. Suggested visitation days, either Tuesday or Thursday. c. Contact the Camp Commander or the Chief of Staff if you desire and overview briefing sometime during the visit. d. Provide transportation e. Arrangement for meals should be coordinated with the S-4.
