PALO, Leyte -Two minor landslide incidents occurred in Leyte due to the heavy and continuous rains spawned by tropical storm Crising. The minor landslides took place in Barangay Liberacion in Mahaplag town and Barangay Villa in Baybay City, both in Leyte, Ben Linde, spokesperson of the regional Office of Civil Defense (OCD) ,said. Linde, however, said that the landslide incidents did not cause any damage to the residents living in the areas. Crews from the regional office of the Department of Public Works and High-
ways immediately went to the affected areas to conduct their clearing operations, he said. Also, five villages in Santa Fe town, also in Leyte, experienced rise of water levels of one meter. These villages were San Miguelay, Gapas, Badiangay, Cabangcalan and San Isidro. The residents of these villages were not evacuated by the local government unit as the level of water did not reached higher than the one meter deep, Linde said. Also flooded were several to page 8

TACLOBAN CITY A bridge along national road in Dulag, Leyte was rendered impassable yesterday morning due to flooding brought by heavy rains since Tuesday. The Department of Public Works and Highways (DPWH) 2nd Leyte engineering district advised motorists
pushing for repair of old bridges so it can withstand impacts of natural calamities such as flooding and earthquakes. This week, the region had experienced heavy downpour and strong gale force winds associated with the surge of northeast monsoon and Tropical Depression Crising.

TA C L O B A N CITYFurther flooding here in the region is likely to occur as more heavy rains expected to fall on saturated ground, according to an official from the Office of Civil Defense (OCD). Rey Gozon, OCD-8 regional director, said 24-hour flood warnings in more than 30 river systems in the region have been issued on Wednesday morning by the state weather bureaus flood forecasting and warning section. Moderate to heavy rains have affected most areas in the region and water levels in major rivers and tributaries have increased,
In Tacloban City, the Traffic Operations, Management, Enforcement and Control Office (Tomeco) have activated its rescue unit in the northern part of the city after a four-year old boy reportedly almost drowned. Roads and homes across parts of Nulatula, Tigbao and Diit districts have been hit by significant flooding, Isabelo Lagutan, TOMECO information officer said. We advised residents in the northern barangays to be prepared for flooding from rivers and streams and surface water, Lagutan added. Other areas where surface water is likely to swell are V&G Subdivision, Apitong, Naga-naga, San Jose, Marasbaras district and some portions of the downtown area. (REYAN L. ARINTO)
TACLOBAN CITYThe Department of Health(DOH) is seeking partners to help them in communication with young people and those that work with them. DOH-8 information officer Bryant Labastida said that their office is currently developing a new holistic approach to communicate with young people in order to improve their health outcomes. We want to work with organization from all sectors, to develop partnership activity, and gain a range of expert perspective to inform its work, Labastida said. Young people face a range of challenges and pressures as they reach adolescence, when many choose to smoke, drink, experiment with drugs and have sex for the first
time, Labastida added. He also said that young people today often make decisions without access to the right information or a candid discussion with a trusted adult. Accepting that young people will be curious about new experiences, the department wants to help them be resilient and make more informed choices, Labastida stressed. With this, the DOH thru Regional Director Jaime Bernadas encourage organizations of young people to help them in improving, promoting and implementing various programs which help many people not only in the region but throughout the country. Reliance on remittances
p to now, despite the many business opportunities the government can engage in, our economy is still heavily dependent upon dollar remittances of Overseas Filipino Workers particularly from the Middle East. As it goes, our economy is like a car driven by whoever is elected president. This car cannot move on without these remittances, as though these were a bridge that has been cut off at the middle, its remnants hanging from both sides. The car will have to stand still, for a little movement forward could make it fall down into the deep ravine below. Not only is this car unable to move forward, it cannot also cross to the other side, which means that it is totally helpless without this bridge. Its an embarrassing truth but true. This being the case, the country has yet to nd other means that the government could employ in order to graduate from its total reliance on dollar remittances,
knowing that outside factors could hamper this monetary ow and thus paralyze the countrys economy. Problem is, this bridge could be impaired any time, and its likely destruction says it all our economy cannot afford to be entirely dependent on the amounts OFWs are sending home. There has got to be other sources of income that the government should tap to avoid relying all the time on this unpredictable, temporary source of income. What if no employers will hire them abroad anymore? What if, for reasons yet unknown, they will be sent home and banned from applying for overseas employment? Where, in these cases, will the government turn to for economic support? Sure enough, its time the government scouted for other means of income other than OFW remittances.
the motorbike does not anymore have that socalled silencer, or that elongated part at the side through which the fumes pass through. Rid of that thing, the motorbike sounds like a helicopter passing by, thundering along and breaking the peoples eardrums. Young, pompous drivers are fond of driving those partly-impaired bikes, especially when they are showing off to their crushes, or inviting attention to themselves. Of the various manners of driving that our bikers adopt (or enjoy), the most risky to the rider (but exciting to the viewer) is the habal-habal way. For those who are not familiar with this, to page 5

agenda. Used to doing all this, then, motorcycle riding becomes too easy for them to maneuver. They can literally fly, glide on the mud, dart on the road, and bounce on the rocks. They can climb steep mountains, or fall like a thunderbolt to the depths of dark ravines and rugged valleys. Along busy thoroughfares, they can snake alongside running vehicles and zoom past all of them, leaving nothing behind but curls of dark fumes and dust. Sometimes its a deafening noise that they leave roaring across the horizon. This happens when
Motorcycle riding is more fun in the Philippines. Adventurous ride, athletic ride, risky ride, suicidal ridename it, we have it here. Perhaps its all because of their background relative to riding that, when Filipinos get hold of a motorbike, they can turn it into anything they would like it to be. For one, they are used
to carabao back riding on which they have to widely spread their legs to clench the animals bulky body. They are also accustomed to riding people, not literally, but in terms of agreeing with them hypocritically for sarcastic and tricky ends. And they are wont to riding ideas, such as issues on corruption, etc., in pursuit of their hidden

vored department , Secretary Jesli Lapuz is the most favored cabinet secretary , this is according to a reliable sampling base , conducted by a credible pollster . This is quite an achievement , even so , it does not translate to the challenge of living a teachers life , which most of the time mean subsidizing DepEd with instructional material expenses and going the extra mile and shelling out money intended for food , just to create some positive erudition and positive changes to its learners. Being the top department and the top cabinet official does not translate to being the top in the picking list of pay increase. The rabid dog gets the new collar first; it needs a new chain because it will bite. The Asong Pinoy (aspin) means no worry the sound of the masters footsteps scares it off; it does not even need a decent rug for a bed. It is satisfied with the old-rice sack, often times filled with itchy bran which would cause dog-lice on its forsaken calloused skin.
understand obedience in reference to God. Only in that context is obedience to be lived always. Outside of that, as in our human relations, many would be the occasions when disobedience needs to be done. When referred to God, obedience has to be seen as being at the very core of our freedom, to such an extent that freedom and obedience cannot be separated. Where there is freedom, the freedom of the children of God, the freedom that makes us image and likeness of God, there should be obedience. Where there is obedience, there should also be freedom. We have to overcome the tendency to contrast the two. This is something that needs to be understood very well. At the moment, the general attitude is to put them in conflict. To be free, one should be exempted from obeying. And to obey means at least a weakening of freedom. to page 11

ry increase , many educators give a sigh of grief, perhaps a considerable few cried a tear or two in their banig, most of them ask if the government is capable of doubling the salary of policemen , why cant it fund the Salary Standardization Law , and why cant the government increase their basic salary , at least to a level mandated by the proposal and demanded by the times. The corps of mentors is often victims of rumors of a significant addition to their salaries, there was a 3k, then 6k and most reliable a ten-percent supposed increase. There isnt any. A banner story is plastered in Manila Bulletin late last year boosts of increase in salaries for mentors and public servants , while CS9RPN TV then anchored by Sen. Orly Mercado declared that its not yet forthcoming, maybe next year it said. At present , DepEd is perceived to be the fapernatural character of our life. It cannot remain in the level of instincts, the practical and reasonable. It touches on our faith and religion. It goes beyond the worldly considerations, no matter how valid and legitimate they are. As a consequence, we cannot base our understanding of obedience on purely natural, worldly and temporal considerations. It has to enter into its more radical foundation and purpose. And thats the fact that it is a gift from God. It has to be governed by Gods will more than just our own will and designs. As a gift from God, it has to be understood as part of our nature. In other words, it is something to be lived all the time, in every circumstance and situation we may find ourselves in. its not something that we live from time to time. Its field of responsibility is universal. And so we have to develop the appropriate attitude and skills. Of course, we have to

They act like humans , they strive for survival , they move , they dig for hopes in unfamiliar places, they seek to transform the diamond in the rough , they hope to find treasure hidden in each individual, ultimately they try to create a magnum opus from the little voices ,they yearn for an orchestra of a masterpiece. They are of course, the teachers. Oftentimes they are lauded with rhetorical phrases , appreciated by greeting cards and posters from present and former students , the mentor doesnt feel good much of the lavish praises, and at night the mentor asks , why he isnt pleased ?
What the sundry dont give is a real gesture, its fatally ironic that teachers who had done the best they could is focusing on the legacy factor and the progress of the individual learner . Most of them are consoling themselves pitifully in a cathartic manner; they are storing their riches in heaven, perhaps not in this world. Like it or not, they would also love to take it slow not just in summertime when the livin is easy , they would also love to feel easy in their ability to provide for their family . its a single motorcycle that is fashioned into a passenger vehicle and is used to recruit passengers, not in urban centers, but in rural areas. Why this becomes a risky ride is because, these motorbikes do not pass on smooth, cemented roads, but on narrow footpaths that run up and down the mountains, that cross streams and rivers, Comments like we dont deserve the pay hike because we are not capable of staging a mutiny may sound funny like a green joke uttered in seminars, but there is a grain of truth there. Will the honorable members of the congress pass the law of teachers pay hike, please? Take away the teachers from our daily grind, even just for a day. Then the whole world will know why they are as vital like the air that we breathe.

that hop above rocks and thickets. Sometimes, the paths they thread border between life and death. They would, for instance, climb a rocky and steep mountain side, where one false move and the vehicle and its riders would fly into the air, and down into their tragic deaths below. A log or pebble that the wheels might run over could throw them all into oblivion. This risky situation is aggravated by the number of passengers the habal-habal drivers try to accommodate. Two, three, five, or more people are seated behind him. Sometimes, another one sits in front of him, blocking his vision. Moreover, some motorbikes that they use have extended seats made of logs to the sides, looking like wings when the vehicle is on the run. Imagine this vehicle gliding under coconut trees and across rice fields and above mountainous terrains. Isnt it a risky flight?

Understanding obedience
Commentary
By Fr. Roy Cimagala
IIS a basic virtue that comes to us like an instinct. Its part of our natural endowments that at the beginning is ruled mainly by hormones. Thats why babies and children follow and obey their parents and elders without being taught. But as we grow older and reason takes root, as well as the fact that we would be exposed to elements more complicated than our basic need for physical survival, we have to realize that this virtue also has to grow and develop beyond its hormonal stage. We should not take this concern for granted. Otherwise, it would just get stuck at the level of the natural and what we consider as commonsensical. The truth is that obedience as a virtue has a coverage that extends way beyond these dimensions. In a manner of speaking, we need to apply some philosophical and theological antioxidants to our conception of obedience to protect it from some reductive or corruptive or distorting elements and to keep it on track to its full development. Obedience is very much at the core of the spiritual, moral and su-

gion dropped by 12% last year to 94,220 bales from 107,001 bales in 2011. Of the total abaca fiber baled last year, 32.18% or 30,916 bales were shipped outside the country, while 67.19% or 63,304 bales were intended for local market. Decrease in abaca baling stemmed from dampened foreign demand for fiber from major buyers. The economic struggle in Japan has compelled abaca exporters to temporarily stop buying lower grades, Espea told Leyte Samar Daily Express. He added that foreign buyers like the United Kingdom and China preferred high grade fibers than lower grades since most of them are engaged in the pulp industry.
Around 80% of the fibers produced by local farmers in the region are low quality and only 20% are high grade. He said that farmers are enticed to produce the low grade (JK) abaca fibers because they can stripped 45 kilograms in a day unlike high grades (S2) 15 kilograms daily output. The S2 grade is being processed as electrolytic (condenser) paper, high grade decorative paper, Bible paper, and dissolving pulp. JK grade, on the other hand is being manufactured into tea bags, coffee filters, meat and sausage casings, special art papers, cable insulation papers, adhesive tape papers, lens tissues, mimeograph stencil base tissues, and carbonizing tissues.

TACLOBAN CITY Three members of different political clans see no problem with the perception of their families being a political dynasty. Councilor Jerry Uy said he does not even consider himself as part of a political dynasty. Were only two in the family that is involved in politics. We should not be blamed for getting into important posts if this is what the public wants. We are duly elected by the people, Uy told Leyte Samar Daily Express. Uy is the brother of Councilor Wilson Uy of Palo, Leyte. People can scrutinize our track records. At the end of the day its still them who will vote. If they want our brand of service, we are willing to work for them, Uy added. He emphasized that there is no law defining political dynasty and even if there is a provision in the Constitution about it, there should be an enabling law defining it. Under Section 26 of the 1987 Philippine Constitution, it stipulates that The state shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law. Jose Mari Jom Bagulaya, son of Leyte Governor Mimiette Bagulaya, does not perceive himself as part of a growing political family. For me, political dynasty exists in one particular place like here in Tacloban, if Im running for councilor and a member of my family is also running here, then thats probably political dynasty, the young Bagulaya said. Its only me and my mother who are running. I see many members of one family running for various positions in one place, and thats real dynasty. Also, my mother is running in the third district, she is far from Tacloban City, Bagulaya added. He said people would

be corrected to reach its full and ideal state. And that ideal state can only be reached if obedience is referred to God In short, the main and ultimate reason for obedience should be God. It should be supernatural, not natural only. It has to be a consequence of our love for God, and because of that love, then it should also be a result of our love for others. God, not us, is the source, the law, pattern and viability of obedience. Thats why its always good to refer to how Christ obeyed. Being the fullness of Gods revelation to us, he shows us the true character of obedience and how to obey. Obedience unites our will with the will of God. This is the most difficult part to do, since we usu-
ally consider our will to be absolutely our own. We tend to think that if we subordinate our will to the will of anotherin this case, Godthen we would feel as if we are losing our freedom or real identity. We need to overcome that erroneous understanding of obedience. And we just have to realize also that obedience, given our present human condition, would always involve self-denial and sacrifice. Christ himself shows this to us. In the Letter to the Hebrews, we read: Although he was a Son, he learned obedience through what he suffered, and being made perfect he became the source of eternal salvation to all who obey him. (5,8) This is how we have to understand obedience.

City Mayor Alfred Romualdez, Councilor Cristina Romualdez and Atty Lila Aquitaa, chief legal council of Mayor Romualdez, were in rapt attention as a relative of a trafficked victim tells the horrid detail on the incident involving his kin. LITO A. BAGUNAS
who were victims of trafficking, but this time it is the men who are the victims, Baltazar said. She then appealed to the parents to always look at their children and if possible monitor their whereabouts every time they leave their house. We must ensure that our children are always safe, she stressed. At present, the minor children, although they are males, are in the custody of the Women Shelter, said Baltazar, adding that they are considered as under a special case. She said that intervention will be provided to the families of the children to ensure that their children would not resort or become victims again of trafficking and other forms of sexual abuse.
