The objective of this document is to define minimum requirements to construction vessels used in offshore activities for all Statoil operated project developments on Norwegian Continental Shelf. Further requirements to the shore organisation and particular job-specific requirements are given in the contract that this specification is part of. The aim is to achieve at a HSE standard in offshore construction that is equivalent to the standard on Mobile Offshore Units. To achieve this, selected parts of NMD Regulations for Mobile Offshore Units will be used as normative reference in this specification. Verification of compliance and handling of deviations is described in section 2.2.2. This specification is applicable to the extent that it does not conflict with laws, regulations and agreements in force. For a definition of service vessel and construction vessel, reference is made to section 3.1.1. Note that Companys requirements to service vessels used in offshore construction may for various reasons be different from our requirements when the vessels are used in services to Operations.

2.1
2.1.1.1 General
Contractor shall ensure a safe and healthy working environment for all personnel onboard. The Captain and his vessel management shall through their leadership show commitment and nvolvement with regards to the maintenance and improvement of the HSE standard onboard.All relevant procedures and necessary instructions regarding HSE shall be made available to marine crew as well as contractor and subcontractors personnel.

2.1.1.4 Chemicals
Protection against exposure to harmfull chemicals should be followed up according to NMDs regulation of 1 January 2005 no. 8, relating to working environment, safety and health onboard ships.
2.1.1.7 Lighting
All areas that are visited regularly shall be properly illuminated.
2.1.1.10
Medical
All vessels shall be able to document that they have a medical doctor who is responsible for the health service on board. This responsibility includes medical treatment, medical preparedness and control of stored medicines and use of medicines on board.
2.1.2
Survival suits
Survival suits shall be Norwegian type approved in accordance with NMD Regulation of 11 April 2003 No. 492 concerning life-saving appliances on mobile offshore units. The full compliment (100%) shall be provided for including sufficient assortment of sizes. If the survival suites are placed in the cabins or other location far away from lifeboat / life raft stations another 50% of suits shall be placed at lifeboat / life raft stations.

2.1.3
Fire fighting
The quality of the Firemans outfits shall be as required in NMD Regulations of 31 January 1984 No. 227 concerning precautionary measures against fire on mobile offshore units 13 to 15.
2.1.4
Navigation equipment
2.1.4.1 Radars
The vessel shall have a minimum of two fully operational radars, S band and X band. Minimum one set shall be ARPA.
2.1.5
All kinds of welding equipment incl. gas bottles, gas bottle central (if fitted) shall be certified and comply with NMD Regulation for Passenger and cargo vessels Regulation of 25th April 2002 Nr 422 welding onboard ships.
2.1.6
Towing vessels shall be equipped and operated in accordance with DNV Rules for Planning and Execution of Marine Operations and IMO MSC/Circ 884. General Guidelines for Safe Towing Operation.
2.1.7
This specification is not comprehensive with respect to operation in arctic condition. Particular requirements to systems and equipment, working environment and procedures will apply in addition to this specification.
2.1.8
Cranes
Management system shal be established to ensure that roles and responsibility on the vessel are clearly defined regarding lifting operation. Deck cranes and other lifting equipment intended for internal lifting onboard the vessel, for offshore lifts between vessels or for subsea operations shall comply with NMD Regulations of 4. July 2007 No. 854 concerning deck cranes etc. on mobile offshore units. Cranes used for sub sea operations shall be designed for the purpose. Other cranes and lifting equipment on vessels /units intended for cargo handling to and from quayside shall be in accordance to NMD regulation. If the ballast system is an essential part of the lifting operation, a documented verification that the ballast is fit for purpose is required. The lifting appliances / equipment of all kinds shall be marked with SWL, shall be maintained and controlled, Control shall be documented.

Lifting appliances and gear shall be controlled periodically by competent person according to NMD Regulations of 4 July 2007 No. 854 concerning deck cranes etc. on mobile offshore units. Lifting equipment used for lifting of personnel shall be approved for the purpose. Lifting of personnel is only permitted when the use of other means have been evaluated and has been determinated as less safe and impractical. All personnel involved in lifting operation should be trained, have the required experience for the type of lift to be undertaken, and be formally assessed as competent. All training and comtence shall be documented. All lifting operation should be performed in according to relevant parts of Norsok R003, or others standards which give the same HSE level.

2.2.2
Verification of compliance
Compliance with NMD Regulations listed in section 2.2.1 shall be documented either by a valid Letter of Compliance or by a detailed (paragraph by paragraph) GAP analysis/ Compliance Matrix Document prepared by Contractor and issued for Companys acceptance. All Non-conformances proposed not being corrected to above requirements shall be evaluated by Contractor, corrective actions proposed, and be subject to Companys acceptance.
2.2.3
Documentation
2.2.3.1 General
Contractor is responsible for providing, updating and maintaining all relevant documents and certificates related to the vessel and safe operation of the vessel. The documents, i.e. drawings, analysis, manuals, logs, lists, etc. shall be filed onboard or otherwise be available onboard for minimum 12 months. All documents shall be accessible for Company at all times during the Contract period, including the upgrading/modification/construction phase. Requirements and criteria relating to equipment and operations of significance to safety shall be specified. Conformity with specifications shall be documented. Equipment of major importance to the safety of people, the environment, assets and/or financial interests, shall be documented separately with detailed data on design, fabrication, installation, testing, operation and maintenance. Electrical installations shall be planned, designed, manufactured and operated in accordance with the technical provisions contained in applicable regulations for electrical installations in maritime installations/vessels/units. All documentation shall be in English language.

2.2.4
The following plans and instructions shall be posted at public areas at each deck level and shall be understood of everbody onboard: Fire and Safety Plan Station Bill Danger Area Classification Plan Lifeboat launching instructions Life Raft launching instructions MOB launching instructions Donning instructions Vests and Survival suits The Fire and Safety Plan, the Station Bill and the Danger Area Classification Plan shall be posted at all relevant places where people may be located. The Fire and Safety Plan and the Station Bill shall include: Alarm signals Muster areas Allocated personnel for emergency duties Specific safety measures. Escape ways Emergency exits Location of Emergency equipment The Danger Area Classification Plan shall be posted throughout the accommodation, engine room(s) and service areas. All doors, hatches and man-holes shall be clearly marked in English. The marking shall be visible at all times, if necessary illuminated.
2.2.5
The vessel shall possess a Class or Flag state approved maintenance and inspection system, identified and included in Contractors management system. The system shall be managed by objectives. Equipment and

facilities shall be organised systematically in a maintenance program, which will document the preventive maintenance, corrective maintenance and condition based maintenance. The maintenance system shall be based on an evaluation of the equipment and functions to ensure that critical equipment with respect to safety, regularity and cost receives the highest priority. The maintenance system shall as a minimum include: Inventory with critical spare parts Time intervals Maintenance instructions Documentation and history Reference documentation Document flow chart Generation of system analyses and statistics Collection of user experience Signing instructions Assignment of responsibility Computerised systems shall include a reliable back-up system, which is updated at regular intervals (minimum weekly).
2.2.6
The Following documentation is required and shall be available for inspection by Company: Valid Class Certificate with appropriate DP class notation Flag State approval for equipment class. System description Position reference systems documentation Thrusters capacity Capability plots DP footprints. Annual DP trial report FMEA Copy of DPO's certificate and experience log DP log book DP maintenance log DP incident log. DP operations shall be performed according to rules and regulations and standards set by PSA, NMD, IMO, IMCA and relevant Flag State rules. For marine operations where it is required to operate in Equipment Class 2 and 3, Company requires two fully qualified DPO's per watch, one with minimum 3 years experience. (Captain excluded) For DP operations Company has the following requirements: Minimum Equipment Class 2 operation Dynpos notation AUTR or equivalent Station keeping capability equal to project related requirements. The annual DP trials shall be executed under supervision of a qualified organization accepted by Company, and Company shall be given the opportunity to witness such trials. If the annually DP trials expiry date (12 months) will be reached during the scheduled duration of the offshore operations, Company may require the trials to be performed prior to mobilisation. Annual DP trial to be carried out in accordance to IMCA guidelines.

Company reserves the right to require DP HIL verification. FMEA shall be in accordance to IMCA, references are made to IMCA documents M 166 and M 178.
2.2.7
The helideck shall satisfy requirements from the HCA, CAA, Class, Flag state and helicopter companies operating on the NCS. Helideck motion system shall be installed. Operation of helideck shall be according to OLFs helideck manual (guideline no 074). Portable radio shall be available for the helideck crew.
2.2.8
A Fast Rescue Craft (MOB) equipped with an appropriate engine shall be on board, according to NMD Regulation for Offshore Mobile Units. A single point suspension or other Company approved suitable arrangement for quick launching and recovery shall be installed. The equipment shall be certified.
2.2.9
Temporary equipment
All temporary equipment taken on board the vessel shall be documented. Copy of all relevant certificates shall be available for inspection by Company. A deck layout drawing including temporary equipment shall be displayed at rational positions onboard and shall be submitted to the Company for acceptance. The drawing shall include safe areas and escape ways.
The radio installation and use of shall comply with SOLAS latest edition, Flag state or Norwegian Telecommunications requirements. The vessel shall have a Satellite link which has satisfactory coverage in the actual operation areas. Reasonable efforts shall be made to avoid Dead Zone problems. If nothing else is agreed the total bandwidth of the Satelittite link shall include 1024 kbps reserved for Company in addition to Subcontractors and Vessels own requirements. Contractor shall provide telecommunication from an access point onshore to the Vessel. Further, Contractor shall provide the permanent data network and telecommunication infrastructure and radio services onboard the Vessel. Contractor shall allow Company to connect their IT solution to the IT infrastructure on board. Telephone and network equipment (e.g. central and distributed switches, media converters, routers, PABX) shall be provided, operated and maintained by Contractor.
2.2.10.2
IT Security
The security features have to be able to support basic privacy requirements for all parties.

The access to the network shall be controlled. No unauthorised equipment shall have access to the network. Access to the onshore point of inter-connect shall be controlled. Access to services shall be controlled so that only legitimate users and information can pass through the network. Transfer of data between systems and users offshore and onshore shall be confidential (secure). Computer equipment shall only be connected to the equipment owners own Local Area Network unless otherwise explicitly approved by Company to ensure the parties security policy is maintained, e.g. regarding virus protection. Central computer and telecommunication equipment connected to Companys network shall be located in areas with restricted access. Contractor shall apply to international copyright laws related to computer software and telecommunications.
2.2.10.3
Service provisions
Qualified personnel shall be available onboard for installation and first-level and preventive maintenance of the telecommunication and computer equipment and cabling (incl. outlets). Contractor shall arrange a Service agreement with the satellite supplier applying 24h/day, 365days/year.

Construction Vessels: All offshore related operations which exceed the definition of offshore service vessels, drilling and well intervention excluded. A.1.1
Requirements for cleaning and standards of hygiene, as well as aesthetic requirements in all activities, including vessels are defined in this section. The requirements must be satisfied by the catering company/department n planned work processes, procedures, standards, behaviour of the individual, control routines and systems for internal control. Processes, procedures and control activities that are critical to the standard of cleaning and hygiene must be documented. Internal inspections must be documented.

Requirements for the description of processes, procedures and control activities Purchase and receipt of goods for the catering service
The selection of suppliers must be in accordance with Statoil requirements. Requirements for the goods must be specified in the list of contents sent to the supplier. On receipt of goods, a copy of the list of contents must be available and used as a control tool to verify the goods received. Non-conformity with specifications and claims relating to damaged or non-delivered goods should be handled in accordance with the general agreement between purchaser and supplier.
A.1.3.2
The received goods must be stored in accordance with a prepared plan. The storage area must ensure that the goods will not be damaged or contaminated, biologically or by other agents. The goods must not represent a health hazard to people in the store or in use. Material used for packaging will be treated as waste and handled according to type of material. Product data sheets must be available for chemicals used by the catering personnel.

A.1.3.3
The catering operations must be planned, organised and executed in a systematic manner. The cleaning must be executed in accordance with established documented plans. Acceptance criteria for cleaning must be established and documented. The handling of waste will depend on its nature and it must be handled accordingly.
A.1.3.4
Procedures should be established to ensure that catering personnel have satisfactory health. Procedures must be established for reporting illness and medical treatment. Facilities for the maintenance of good personal hygiene must be available. Work clothing must be suitable and clean.
A.1.3.5
Training
Documented formal training relevant to the individuals position must be available at the site. A plan must be established for washing down the rooms in the living quarters. As a minimum, all rooms in the living quarters must be washed down every second year. Recreation rooms for smokers must be washed down every month. Hygiene control: A regular hygiene inspection should be carried out in living quarters, including all facilities. The inspection should be done weekly. The site manager, catering supervisor and the medical doctor/nurse shall perform the inspection. Findings, actions and closing of non-conformities must be documented and stored by the participants.
A.1.4
Laundry requirements
The laundry must be designed, have capacity and be equipped for the purpose of cleaning overalls, bed linen, towels, rags, personal clothes and other items.

A.2.1.1
All food must be safe and without biological or chemical contamination that can cause acute diseases or diseases in the long-term. The food quality must be in accordance with the NMHs legislation. All main processes, control procedures, systems for internal control, non-conformities and corrective actions must be described and documented. Processes and actions described in chapter A.2.1.2 are part of the Statoil requirements and must be implemented as far they are applicable in the context of the activities. Food provided by the supplier must be safe and not contaminated by biological or chemical agents. Food must be properly prepared and packed for transport. Procedures for control of the food before/during transport must be implemented and documented. The correct transport temperature and intact packaging must be ensured. All main processes and control procedures used in the whole chain of food handling must be in accordance with best practice and documented procedures. Hygiene and cleaning procedure must be in accordance with best practise and documented. Frozen food must be transported and stored at minus 18 degrees C. Deviations of 3 degrees C in either direction are acceptable. Fruit, vegetables and fresh meat must be transported and stored at plus 0-5 degrees C. Dry food must be transported and stored at a temperature preferably around 20 degrees C. If storing food on the floor, grids must be available to ensure ventilation around the food.
