Background
FSA was introduced in 1997 in the coastal communities of Barangay Palikpikan, Districts
#10 and 9 , and Carenahan, Balayan, Batangas by the Center for Empowerment and Resource
Development, Inc. (CERD), an NGO implementing CBCRM project in the municipalities of
Calatagan, Balayan, Calaca, and Mabini, through Mr. Stuart Horneman, an Australian marine
biologist and a VSO volunteer together with Mr. Ed Enderez, CERD Fishery Resource
Management Officer. Their report points out to the need of a fishery development plan for the
municipality and an initial appraisal of the municipal marine resources focused on fish catch
and gear used by the fishers.

FSA aims to gather factual information on the local marine resources for reference in policy
and decision making. During the introduction fishers from different communities were consulted
to create its tool- a FSA form. The form was later redesigned in 2002 by ANAKBALAYAN
through the able help of Ms. Selina Stoute, also an Australian marine biologist and a VSO
volunteer making it more simple and easy to fill up.
Forms were distributed to the randomly selected fishers at the start of every month who
records their daily catch. The numbers of respondents was increased to 5 each barangays in
2002 from 35 total respondents in 1997-2001 after when CERD transferred to the federation the
management of its CBCRM program for Balayan. The forms were collected every end of the
month and the data are consolidated and analyzed. The result of the consolidated data is being
discussed among the fishers in the communities. Together, fishers try to analyzed the output and
form part of the federation’s analysis.

At the later part of 2005, the federation saw the need to build partnership for an effective and
sustainable coastal resources management pushed by its experiences in non-cooperation of larger
number of residents in the communities and other sectors. Information dissemination campaigns on
the vital importance of biodiversity conservation, resources and environmental improvements have
of great help to stir consciousness of bigger citizenry and stakeholders.
We relate this to the result of FSA for the next 3 years as can be seen in the graph. Though
slight, the continuing increase for some specie (size and volume) may be said as fruits of our
endeavor.
