MANILA -- Twelve followers of a Filipino clan occupying a village in Sabah, Malaysia and two police commandos were killed in a 30-minute shootout on Friday, Malaysian authorities reported. Sabah Police Chief Hamza Taib said three Malaysian policemen were also injured in the incident, which ensued when members of the Kiram clan from Sulu, Philippines opened fire. He said the standoff was ongoing, contrary to earlier pronouncements by Philippine authorities that it was over. The followers of Sulu Sultan Jamalul Kiram III landed in the coastal village of Lahad Datu in Sabah state on February 9 to claim the territory as their own, citing ownership documents from the late 1800s.

ance has to stop for the peaceful solution of this incident, said Defense Ministry spokesman Peter Paul Galvez. Presidential Communications Development and Strategic Planning Office Secretary Ricky Carandang said in an interview Friday night that the Philippine Government was saddened upon hearing reports that 12 Filipinos were killed in the incident. We condole with the families of those who were lost, he said, adding: There now exists a small window of opportunity to arrive at a peaceful conclusion to the situation in Lahad Datu; we are exerting every effort to seize that opportunity, and are hopeful that the Kiram family and their followers will seize it with us, so that further bloodshed may be avoided. He refused to give further details, but said the primary goal of the Philippine Government had been to resolve the situation without violence. That was why Aquino urged the followers of the Kiram family to lay down their arms and return home, so that their grievances can be addressed through sober, productive dialogue, he added. Carandang also said Friday that the Philippines requested that medics aboard a navy ship
near the village be allowed onshore to treat any of the Filipinos who may have been wounded Friday and take them and the others back to the country. There was no immediate response to the request. Earlier Friday, Agbimuddin Kiram told Philippine radio station dzBB in Manila that Malaysian police surrounding the village opened fire and that his group fought back. He said there were fatalities on the Filipino side, but there was no independent confirmation. They suddenly came in; we had to defend ourselves, he said. Sounds of shots were heard in the background while he was being interviewed by phone. On Tuesday, Aquino urged Sultan Jamalul to order his followers to return home and called their action a foolhardy act that was bound to fail.
The standoff elevated the Sabah territorial issue, which has been a thorn in Philippine-Malaysian relations for decades, to a Philippine national security concern. The crisis erupted at a crucial stage of peace negotiations brokered by Malaysia between the Philippine Government and the Moro Islamic Liberation Front, the largest Muslim rebel group in the southern Philippines. Aquino has said the standoff may have been an attempt to undermine his government on the part of those opposing the peace deal, including politicians and warlords who fear being left out in any power sharing arrangements.

or generations, women have fought for equal rights. Thanks to the hard work and success of their predecessors, modern women now have opportunities that were once available only to men. This month, we celebrate women power. With the theme Kababaihan: Gabay sa Pagtahak ng Tuwid na Daan, the month-long celebration underscores the need to accelerate womens participation in governance and enhance gender perspective in upholding good governance. The celebration of the National Womens Month is pursuant to Proclamation No. 224 s. 1988 declaring the first week of March each year as Womens Week and March 8 as Womens Rights and International Peace Day; Proclamation No. 227 s. 1988 providing for the observance
of the Month of March as Womens Role in History Month; and Republic Act (RA) 6949 s. 1990 declaring March 8 of every year as National Womens Day. Gone are the days when women suffer from great oppression and inequality. Through the years, these have significantly changed. Today, women have been empowered and have gained enough courage and strength to fight what is right and what is due them. With more women taking control of their lives either in their works, households, or in their communities, it is clearly understood that women are greatly needed to make the country further developed. A womans touch, after all, can effect so many changes.

A typical administrative case I have read is the finding of guilt of Cecelio Belarmino, punong barangay of Brgy. Antipolo, Albuera, Leyte. He is charged for Grave Abuse of Authority, Falsification of Public Document, Conduct Unbecoming of a Public Official, and Giving Undue Advantage to Mrs. Merla C. To-ong and is found guilty as charge. The Complainants are all members of the Sangguniang Barangay and the Barangay Secretary. It stemmed from the application of To-ong for Sand and Gravel Industrial Permit. Allegedly, Belarmino prepared Resolution No. 15, Series of 2011, without actual session held. He was suspected of having given favor to To-ong as allegedly always seen in the company of the latter and her relatives. On August 22, 2012, before holding the formal investigation by the Sangguniang Bayan of Albuera, he was slapped with Ninety (90) days preventive suspension upon complaint by Brgy. Secretary Emma T. Gonzaga accusing him for alleged harassment. According to Belarmino he was immediately suspended without giving him the chance to hear the charge. On October 12, 2012, the first hearing was conducted and on November 26, 2012, the formal investigation was terminated. On January 29, 2013, Belarmino received from Barangay Treasurer Linda Onting SB Resolution No. 2013-07, dated January 7, 2013, with attached DECISION dated January 4, 2013, suspending him for a period of six (6) months. In Belarminos appeal before the Sangguniang Panlalawigan (SP), which
he had me read manifested errors committed by the Sangguniang Bayan (SB). In the decision it states that the SB found Belarmino admitted he produced the Resolution and mostly seen together with the family and relatives of Toong on several occasions. Belarmino countered it by quoting: There is no crime when there is no law punishing it is a basic maxim. He emphasized there is no law that prohibits a Punong Barangay being the chief executive to initiate and propose legislative measures to the Sangguniang Barangay. He cites as example mayors or governors, as chief executives, who initiate and propose legislative measures to their respective legislative body. He has a point on that, because he is a member of the three branches of government, that is, executive, legislative and judiciary. As Punong Barangay, he performs the duty of the executive branch; as Presiding Officer of the Sanggunian, he presides the legislative body; and as Chairman of the Lupon Tagapamayapa, he is incharge of the judiciary. Another point he brought out in his appeal is the Minutes of Meeting of the Committee on Environment and Tourism of the SB held on January 17, 2012, conducted by Municipal Councilors Catalina L. Tolero, chairperson; Nelson D. Pepito, vice chairman; and Miguel D. Retuya, member; where the proof of innocence of Belarmino is conspicuously written. By reading the said Minutes, one can read the statement of Complainant Julia D. Gaballo, one of the members of the Sangguniang Barangay and one of the accusers of Belarmino stated: Yes, because that is what the Captain said during the presenta-

During brownouts, business and government operations come to some halts. ATM holders with accounts in different depositary banks on that day experienced that problem of electric power failure: they could not withdraw cash via the ATM machines which banks operate. Much affected were pensioners. That, however, had not been a problem with City Savings Bank. The CSB demonstrated how ready it was to serve its clients in Borongan City and even those coming from neighboring towns in Eastern Samar. From the first banking hour up to four oclock in the afternoon, a continually long line of bank clients was observed. The brief drizzle in the morning had not shooed them away. They remained on the line. Good thing it had been sunny from 11 a.m. to 3 p.m.. Some bankers and bank clients remarked that the very strategic location of CSB could have been one of the primary reasons

Why should I reload when I havent yet called once nor sent a single text message. Last November, at corner Salazar-Romualdez streets in Tacloban highly urbanized city, I bought two SIMS, the seller having told me both were to expire by April, 2013. I gave the 2 SIMS to my son, but, after testing each several times, he told me they didnt function at all. The 3 SIMS that I bought last Wednesday suggested that they would expire by December, 2013. America in 3D Returns
American roadshow celebrates Filipino-American Friendship in Tacloban
Now on its sixth city tour, America in 3D, a celebration of Filipino-American friendship, will stop at Robinsons Place Tacloban on March 2 and 3. All activities and presentations during this twoday event are open to the public and free of charge. Organized by the U.S. Embassy, America in 3D is a road show highlighting Diplomacy, Development, and Defense programs of the U.S. Government. It showcases American culture and services in the Philippines. The public will enjoy dance and musical performances led by the U.S. Navys high energy rock-and-roll band, The Orient Express. Vintage World War II jeeps will be on display at a mini-exhibit. Visitors to the event can also learn how to apply for a U.S. visa as well as how to study in the United States. America in 3D is the signature outreach program of the U.S. Embassy, said U.S.
I think the Davao City Government is merely channeling and giving order to how our people will express themselves through a permit-to-rally policy. We have every faith that the Davao City leadership will continue to uphold the safety and protection of its residents, and in so doing, will balance our peoples right of expression. We would also like to point out that even as there is a balance to be struck between the interest of order and the safety of the general public, and that of our citizens who wish to demonstrate, there are also other avenues by which expression can be freely made. For freedom
Ambassador Harry K. Thomas, Jr. It allows us to meet Filipinos of all walks of life, and to celebrate our two cultures and the longstanding U.S.-Philippines relationship. I am delighted that the next America in 3D will occur where General MacArthur returned to the Philippines it is a great symbol of our shared history and friendship. For Davao City Police Office Director Ronald dela Rosa, the policy would prevent a repeat of DSWD
cluding experts from the Consular Section, Department of Veterans Affairs, Peace Corps, United States Agency for International Development, and the PhilippineAmerican Educational Foundation. Representatives from the U.S. Embassy will be on hand throughout the program to answer questions and provide information. This is the sixth America in 3D program to take place in the Philippines. Launched in 2011 by Ambassador Thomas, in Quezon City, the America in 3D road show has since taken place in Baguio, Cebu, Iloilo, and Ilocos Norte.
