1. Purpose. This publication sets forth format and procedures to govern the preparation and
submission of the Service Value Report, NYG Form 100. It provides guidance for use by the
Divisions in preparing their appropriate regulation or instructions.

2. Application

a. Format and procedures established in this publication apply to all New York Guard units
and personnel.

b. This publication is directive in nature. These formats, and procedures will be followed,
except when, in the judgment of the commander, exceptional circumstances dictate otherwise.

3. Scope. This publication describes the format and procedures for Service Value Reporting.

CHAPTER I

POLICY

1. Documentation. It is NYG Policy that all supported activities be documented and reported
using the Service Value Report, NYG Form 100 (Appendix A).

2. Collective Service. Collective unit activities will be reported within ten (10) days of
completion by the unit Commander.

3. Individual Service. Individual activities, performed as a representative of the New York


Guard, will be reported within ten (10) days of completion.

4. SAD with Pay. Activities performed on State Active Duty with pay orders will also be
reported and NYG Form 100 will accompany certification of duty performance.

CHAPTER II

RESPONSIBILITIES

1. Commander New York Guard. Utilizes the Service Value Report consolidations as
supporting documentation for justification of the NYG Annual Budget submissions.

2. Commanders of New York Guard Components. Commanders of the Army Division, Air
Division and Civil Military Affairs Unit will;

a. Ensure subordinate units submit the Service Value Reports as required.

b. Make quarterly consolidations and submit to Headquarters, NYG.

c. Publish additional implementing regulations or instructions as deemed necessary.


Commanders will exercise judgment in implementing and adding to requirements. Commanders
will not publish regulations or instructions that conflict with this Directive, Conflicts will be
resolved through recommended changes to this Directive.

d. Notify and provide copies of follow-on regulations or instructions to New York Guard
Headquarters for review and approval.

3. Commanders of New York Guard Units. Commanders will; ensure that all activities by
units or individuals is documented through the Service Value Report system.

4. Individuals of the New York Guard will; ensure that all activities while serving as a
representative of the New York Guard are documented in a timely manner utilizing the Service
Value Report.

CHAPTER III

PROCEDURES

1. Service Definition. Every activity by the New York Guard that performs a service, other than
internally to the NYG, will be documented on the Service Value Report, NYG Form 100, as
shown at Appendix A.

2. Service and Personnel Identification. The support provided will be described and personnel
identified to include ranks. Attach continuation sheets if required.

3. Calculation of Equivalent Pay. Hours and rates per person can be calculated and averaged,
utilizing current military pay information available on the internet at URL http://www.dfas.mil/
or as shown at Appendix B.

4. Calculation of Expenses. Mileage rates and per diem costs can be acquired from the New
York State Traveler’s Guide, also available on the internet at URL
http://www.policyworks.gov/perdiem/ .

5. Submission. Completed Service Value reports will be submitted through the chain of
command. If on SAD with pay, a copy will also be included with the Certificate of Performance
forwarded for pay in accordance with NYG Directive 1323.1 .

6. Consolidation. MACOMs will consolidate Service Value Reports by MSC (Major


Subordinate Command) and report current service values on a quarterly basis.

7. Fiscal Year. Service Value Reports are to be consolidated on a State Fiscal Year basis from 1
April to 30 March. Quarterly periods end on 30 June, 30 September, 31 December, and 30
March.

8. Consolidated Reports. Consolidated reports are due to Headquarters, NYG, ATTN: NYSG-
J1 NLT the third Saturday of the month following the end of a quarter.
