JAMMU, FEBRUARY 23: With a view to showcase the rich varied tourism potential of the State through print and electronic media in and outside the Country; the government has extended one year services of advertising agency 'Ogilvy and Mather'. Council (HNLC), people in large numbers were still queueing up beyond the stipulated time of 4 pm in several polling stations in the Garo hills, election officials said. Reports stated that a woman candidate of BJP has sought repoll in at least four polling stations under Wahjajer constituency in West Jaintia Hills district. Police have rounded up eight persons and arrested a BJP supporter for allegedly trying to break the EVM in one of the polling stations there. The candidate, V N Lamare, however, alleged that polling agents from the Congress "chased her agents", besides threatening to assault them and demanded repoll from the Election Commission. The ruling Congress is the only party contesting all the 60 seats followed by the UDP in 50 seats. The P A Sangma-led National Peoples' Party, in the Opposition, is contesting in 32 seats. Election officials said an electorate of 15,03,907, including 7,59,608 women, exercised their franchise in the elections being contested by 345 candidates belonging to 15 political parties and independents, including 25 women. Altogether 91 companies of central paramilitary forces have been deployed to maintain law and order in the state. The BSF has sealed the 498 kmlong border with Bangladesh and deployed additional forces to prevent any attempt of the rebels to cross over and disrupt the poll process. In view of the bandh, the government had deployed around 100 public transport vehicles in the capital city and the East Khasi Hills district for the convenience of voters.

BANGALORE: A city court today directed Majlis-e-Ittehadul Muslimeen legislator Akbaruddin Owaisi to appear before it on March one in connection with a criminal case filed against him for alleged hate speech. Chief Metropolitan Magistrate Rajashekhar V Patil directed Owaisi to appear before the court on March one after he kept aside the application filed by him seeking exemption from appearing before the court on health grounds. Hyderabad blasts case: Investigators get 'vital clues' from CCTV footage
HYDERABAD: Investigators today claimed to have got "vital clues" in the probe into the twin blasts in the city and were examining CCTV footage with the needle of suspicion zeroing in on banned militant outfit IndianMujahideen. Police also announced Rs 10 lakh award for information leading to the perpetrators of Thursday's serial blasts that left 16 dead and 117 injured. "We have already gathered vital clues in the case. We are confident we will crack the case soon," state Home Minister P Sabita Indra Reddy said after a high-level review meeting chaired by Chief Minister N Kiran Kumar Reddy. The modus operandi adopted by the perpetrators like ammonium nitrate and splinters-laden aluminium containers fitted to bicycles used in the blasts were similar to the attacks carried out by Indian Mujahideen. Without going into details, Hyderabad Commissioner of Police Anurag Sharma said, "We have some evidence, some clues". "We have footage from the camera (at the blast site) which we are analysing it," he said while refuting media reports that CCTV wires had been cut by the terrorists before their operation. He, however, admitted that out of 303 CCTVs in the city, 38 were not functioning. The Police Commissioner said they had received an alert from Delhi on February 15 about possible strikes in Hyderabad and three other cities. "We did not take any warning lightly". Asked about reports of arrests and detentions, he said, "We have not arrested anyone in this case. We are examining all types of evidences." Asked about the involvement of IM, he said the investigations were underway. "Unless we complete the process, we cannot jump to any conclusion." He said ammonium nitrate was used in the IEDs which had timers. Sharma said a high alert has been sounded and number of policemen and bomb detection squads increased particularly in vulnerable areas of the city like crowded markets, malls and cinema halls. Reddy said 15 special teams of Andhra Pradesh police, each having 10-15 personnel, have been constituted to probe the case and bring the culprits to justice. TEHRAN: Iran has selected 16 locations for the construction of nuclear power plants as part of a plan to generate 20,000 megawatts of electricity at multiple sites over the next 15 years. State TV says today that experts at the Atomic Energy Organisation of Iran have finished studies to select the best locations across the country. It added that sites were chosen in part for their resistance to earthquakes and military air strikes. cThe Islamic republic says it needs 20 large-scale plants to meet its growing electricity needs over the next one-and-a-half decades. State TV also says that Iran has discovered new uranium resources in the country that will put its reserves at 4,400 tons compared to 1,527 tons three decades ago.

It can serve as trans-shipment hub for Zahedan, Afghanistan through a 600 kilometer connecting road and also as a transit point for the landlocked Central Asian Republics (CARs). The latter fits well into India's 'Connect Central Asia' policy announced last year in Bishkek, Kyrgyzstan. Likewise, for Afghanistan, Chabahar is of strategic importance as an alternate to Pakistani ports through which it engages in international trade. Its supply chains are vulnerable to a number of factors including tensions in Afghanistan-Pakistan relations and threats from terrorist groups. Given its interest in Chabahar, India would like to develop the port to serve military purposes. Iran too is keen to develop Chabahar as an alternate naval base to overcome the vulnerabilities of its main naval base at Bandar Abbas. However, the big question is, would Iran allow the Indian Navy access to Chabahar.

That the establishment of norms devaluing and delegitimising nuclear weapons could go a long way in paving the path towards global nuclear disarmament has often been argued. There are various reasons to not expect the linear progression as imagined in the hypothesis. The first, and the strongest argument available, pertains to the prestige and utility value of nuclear weapons and how they provide weaker powers security against bigger and stronger powers. The norm of non-use of nuclear weapons that developed after its use in Hiroshima and Nagasaki is a taboo that precludes the possession of nuclear weapons. In fact, the normative taboo with regard to use of nuclear weapons notwithstanding, there are more states who have rushed to possess nuclear weapons than the ones who have given up. Nuclear weapons remain an insur-
ance for states seeking parity with superior powers (Pakistan-India; India-China; China-United States) and for states seeking security against regime change (North Korea). When the utility value of possessing nuclear weapons for the above set of states is examined, it seems that the normative considerations have not been and would not be enough to stop them in their pursuit. States such as Brazil, South Africa or Argentina, that have given up the nuclear weapons option have been states whose security calculus had no value of the possession of nuclear weapons. However, the states whose security imperatives called for the utility of nuclear weapons, have gone ahead (Israel, India, Pakistan) and the others (North Korea, Iran) have assiduously moved towards the goal, despite the threat of the US. As long as the utility of the possession of nuclear weapons remains, normative conditions will be diffi-
cult to satisfy. This, by far, would be the strongest argument against the development of norms against nuclear weapons and its success in terms of moving towards global disarmament. The example of the taboo against chemical weapons, which is used as the successful precedent for suggesting a similar course of action for nuclear weapons, may have its own problems. As to how the norm against chemical weapons came to be accepted is a matter of a rich debate with insights from varied perspectives. Even if we assume that we can decipher the trajectory by which the taboo against chemical weapons emerged and replicate them, it would be a matter of conjecture as to how successful the efforts would be. It is important to remember that it took almost a century for the taboo against chemical weapons to be an accepted norm; and almost half of this century was also the period of the discovery of atomic power and
the threat of nuclear annihilation. Yet, the taboo concerning nuclear weapons was a taboo against its use and not directed at its utility and possession. The search for a normative understanding for doing away with nuclear weapons also takes away attention from the current issues of concern. It is like an intellectual black hole in which all measures concerning nuclear issues can be lost. While global nuclear disarmament has not been achieved, the range of arms control measures and treaty agreements have fulfilled a function, even if through unequal perpetuation of the nuclear divide, and can perhaps serve as building blocks for the emergence of norms. Efforts towards global nuclear disarmament cannot wait for norms, but such measures should continue at their pace and needs, and the consensus on issues. These, in turn, could pave the way for the emergence of norms delegitimising and devaluing nuclear weapons.

The interlocutors submitted their repot in 2012.But since the start it was quite evident from their meetings and statements that they were either softly playing to the separatists galleries or were giving a feeling that they wanted something the now famous out -of the box solution for the State. Many times they went beyond their brief and raked controversies. The Interlocutors did not hold any constitutional status nor were they empowered to issue statements which would weaken India's position in Kashmir. They perhaps forgot that the whole nation was united as far as Kashmir was concerned and the parliament Resolution of 1994 should have been the guiding force for them when dealing with the separatists in Kashmir. Today the worst fears of the nation have come true one of the Interlocutor Radha Kumar has criticized the government for the hanging of Afzal Guru. Radha kumar as Director of Delhi Policy Group which wants to promote peace and resolve ethnic problems should have understood the sensitive matters relating to Jammu and Kashmir and should as a mature person destined from issuing statements which are bound to create confusion and fuel fires rather than dousing them. The people of this country demand an answer from the likes of Radha Kumar who in a craftily carved image of being an expert on conflict resolution as to why did she issue a statement which is not only fraught with grave risks but which jeopardizes the efforts of the country to bring normalcy in the Kashmir . The likes of them ought to know once for all that it are the separatists who are the real culprits in the state and it were they who fanned hatred in the State and are responsible for killing of thousands of people in the State. Since the start of the initiation of the so called peace process the three interlocutors were not going on well with each other. Radha Kumar was severely criticized by her college M M Ansari who served as former information Commissioner of hobnobbing with people like Ghulam Nabi Fai. She is said to have attended the conference o rganised byFai who now stands disgraced as the face of Pakistani ISI in America. Not only that Radha kumar was also severely criticized for attending te Seminar on Kashmir organized by Abdul Majid Tramboo a known activist who is for the freedom of Kashmir from India. It is a strange behavior of the likes of Radha kumar to attend the camps of suspect persons and ignore the political aspirations of the people of Kashmir. Guru was hanged as he was the mastermind of the attack on Parliament which is the heart of India's democracy .She should not forget that it is the same vibrant democracy which gives the likes of Radha Kumar to speak freely and give opinion on highly sensitive national issues. But these so called self styled intellectuals are mistaken that through their dubious statements they are contributing to peace in the region. Her mission needs to be probed thoroughly so that the truth about her credentials comes out in the public domain. Kashmir is at present passing through a crucial phase and the people of Kashmir in general and the State in particular have shown sagacity and maturity after the hanging of Guru. They want to move ahead on the road of peace and progress. It is for the persons like Radha Kumar not to wash their dirty linen in the waters of Kashmir. She is requested to leave the Valley alone. It has the resilience to fight the terrorists on its own and with the un- stinted support of the people of India. Let the persons like Radha Kumar try to test their dubious peace initiatives elsewhere. The worlds is big let she with her immense wisdom resolve conflicts elsewhere and the leave the people of the State to their own lot. That will be the best service she can do to the nation after harming its interests of nationalist forces in Kashmir with statements which were totally un-called for.
Udham Singh, 21 years later, in 1940, assassinated the former Lieutenant-Governor of Punjab, Michael O'Dwyer, who had approved of Dyer's brutal action. Gandhi and Nehru condemned the assassination but hailed Udham Singh for his courage. This part of the story is rarely told or only briefly mentioned in Indian school textbooks. All narratives need context, and with British Prime Minister David Cameron visiting India this week in pursuit of business deals, the narrative of what happened in Amritsar some 94 years ago got a fresh lease of life. Laying a wreath at the memorial and regretting the massacre, the Prime Minister wrote: "This was a deeply shameful event in British history, one that Winston Churchill rightly described at the time as 'monstrous'. We must never forget what happened here. In remembering we must ensure that the United Kingdom stands up for the right to peaceful protest everywhere in the world." However, he did not use the word "apology", and those who were expecting such an apology were disappointed. Who have the British apologised to, for what actions, and what necessitates an official, public apology? In a list of public apologies tendered by states and heads of government, compiled by the University of Pennsylvania, we see that the British apologised in 1995 to the Maoris of New Zealand for taking away their lands in 1863. In 1997, Prime Minister Tony Blair expressed regret for English indifference to the plight of the Irish people during the Potato Famine of the 1840s, and in 1998, Blair apologised for the 1972 "Bloody Sunday" massacre of 19 civilians in Northern Ireland. In her interesting book, "The Politics of Official Apologies", Melissa Nobles argues that "the power of apologies and what distinguishes them from other types of symbolic gestures is that they not only publicly ratify certain reinterpretations of history, but they also morally judge, assign responsibility, and introduce expectations about what acknowledgement of that history requires" (p. 2). Of the 71 official apologies she lists, 39 have been offered by Heads of State, and of those 19 relate to the actions in and during World War II, as well as in the aftermath of coloni-
sation. The Catholic Church, with its long history of misdeeds and abuses, has also apologised for a variety of those abuses. However, when Hindu groups like the Vishwa Hindu Parishad sought an apology from Pope John Paul II during his visit to India in 1999 for the actions of "Saint" Xavier for the Goa Inquisition (1560 to 1774) he did not bother to respond. Similarly, the expectation of an apology from the British for the Jallianwala Bagh massacre has come not from the government but from the media, and from individual leaders and groups. That David Cameron at least penned a strongly worded regret for the actions of General Dyer, which he termed "deeply shameful", is better than what Prince Philip said dismissing the Indian estimate that 1,000 people were slain in the massacre. The Prince, whether he is a racist or merely provincial, is known for more such gaffes and The Mirror listed 90 of them on his 90th birthday in 2011. Finally, we should not forget another aspect of apologies: the power equation. If a country or a group has economic or military clout, we can expect a fairly elaborate and explicit apology from those who have previously caused them harm or anguish. The Chinese, officially, now not only demand apologies, but they do so scolding shrilly and loudly. Some apologies come so late that it matters little after all the irreparable harm they have caused: thus the 2008 Australian "sorry" to its Aborigines came too late, despite the moving and comprehensive nature of the apology. The American apology to its Native Americans did not even make the headlines as it was tucked away in a spending bill in 2009. Again, it was only in 2008 that the US Congress passed a resolution apologising for slavery and the Jim Crow laws. Seeking an apology, especially for old crimes, can make one look non-serious. But, if an apology is tendered, wholeheartedly, and even late, then it can enhance the moral standing of a country or a people. The British are too fond of their colonial legacy and their once "jewel in the crown" to tender an apology to Indians anytime soon but one hopes better moral sense will prevail.

SRINAGAR, FEB 23: Terming the frequent strike calls given by Hurriyat (G) as the poison for tourism sector in Kashmir, the Minister for Tourism, Ghulam Ahmed Mir Saturday said that tourists are leaving and bookings are being cancelled due to prevailing situation in the Kashmir, though there was not a single report about any tourist being targeted. "We are worried. People associated with this sector are more worried. Let Hurriyat give no strike call and I assure you that this sector will get boost within no time," Mir said Srinagar based news agency CNS and added that efforts are being made to persuade European countries not to issue advisories to their citizens for not going to Kashmir. Mir said that strike calls not only affect education and tourism but it hits every sector and makes people economically very weak. "As per our reports 2 to 3 percent advance bookings have been cancelled and tourists are once again leaving Kashmir and enjoying stay in others states of Kashmir. I am afraid if such strikes will continue then once again this sector will get affected badly," Mir said and added that no doubt this winter, record number of tourists, including skiers and adventure lovers from within the country and abroad visited the Kashmir valley, particularly world famous ski resort of Gulmarg and Pahalgam, where heli skiing has been introduced recently. He said Government has already enlisted 14 departments including Social Welfare (ICDS) whose functioning will be monitored by the PRIs so that the benefits of the scheme reach out to the needy. He said awareness is a very important component to achieve the objective of this scheme; therefore, the department must step up its campaign in every nook and corner to educate the targeted group. He also stressed the need for close coordination between the ICDS, education, health departments with the active support of the PRIs and other social organizations for achieving the
goals. Asking the parents to give balanced diet to their children, especially the girls to ensure better health, the Minister said that balanced diet does not mean a rich diet but it must be a combination of different food items. He asked them to restrict fast food and encourage the children to adopt traditional food habits and take part in sports activities which keep them healthy and fit. The camp was organized by the ICDS Project, Akhnoor under the supervision of CDPO, Mr. Surinder Paul Sharma. Mr. Sharma briefed the gathering about the implementation of the scheme and targets achieved. SDM,Akhnoor, Mr. N. S. Jamwal and BMO, Dr. Narinder also threw light on the

He said that to provide High Quality Certified Seeds & Inputs to the farmers at their doorsteps, department should work in close coordination with the farmers to achieve the target of self sufficiency in agriculture production. He directed officers to popularize double cropping system by adopting modern techniques & using high yielding varieties of seeds. He said that plans should be formulated as per requirement of Panchayat Halqas and in this regard during ensuing Kharief Season, in every Panchayat Halqa high yielding variety of paddy demonstration will be laid. He impressed upon the officers to create awareness among farmers to use high yielding varieties of cereals & vegetables for making state self sufficient. Director Agriculture Kashmir, Dr. Farooq A. Speaking on the occasion, the Minister said that four lakh mulberry plants shall be provided to the farmers for plantation during ensuing plantation season while as 2.5 lakh plants shall be planted by the Sericulture department. "We have set a target to plant 6.5 lakh Mulberry Plants during 2013-14, out of which 2.5 lakh shall be planted by department of Sericulture", the Minister said, adding the target for cocoon production for the year 2013-14 has been fixed at 3.20 lakh Kgs. On the occasion, the Minister was informed that 3 lakh Kgs of cocoon were produced during 2012-13 by 8500 farmers, generating revenue of Rs. 4.18 crore.

Russia, NATO to hold Gulf of Aden Anti-Piracy Exercise
NOVESTI: The Russian Navy's Udaloy I class anti-submarine destroyer Severomorsk will take part in a NATO anti-piracy exercise in the Gulf of Aden, Navy spokesman Capt. First Rank Vadim Serga said on Thursday. Russian and Italian naval teams will practice operations to recover pirate-held ships, he said, adding that the exercise will begin "within several days." In the most recent attack, Reuters reported pirates seized the ship Armadah Tuah off the Nigerian coast on Sunday, holding its crew to ransom. The Russian Foreign Ministry said there were three Ukrainians, two Indian nationals, one Indonesian and one Russian on board. According to an AP report, the crew members were taken off the vessel, operated by multinational energy company Century Group. The kidnappers demanded a 200 million naira ($1.27 million) ransom. There has been no comment from the Nigerian government. In mid-January, an international maritime watchdog said sea pirate activity in international waters had subsided to the lowest level since 2008. The International Maritime Bureau (IMB), an arm of the International Chamber of Commerce, said a total of 297 vessels were attacked by pirates last year, down from 439 in 2011. The IMB's Piracy Reporting Center also recorded 67 attempted attacks last year. Pirates took a total of 585 people hostage last year. Six people were killed and 32 injured. Somalia and the Gulf of Aden remain the world's most dangerous maritime routes, accounting for nearly a quarter of the world's piracy incidents. Seventy-five ships were attacked there last year. This figure, however, is well below the 2011 figure of 237 attacks.

MUMBAI: The Reserve Bank's decision to cut interest rates in the third quarter monetary policy review was in tune with the unanimous opinion of external experts in this regard. Four of the six members, the minutes said, had suggested that the reduction should be by 25 b a s i s points as they felt favorable global conditions as well as marginal decline in WPI inflation provided room for some monetary easing. Further, the members opined that "the underlying macroeconomic conditions are still sluggish. Investment has not revived yet and contraction is still underway in the capital goods industries". They were of the view that there has been an improvement in sentiment since the government initiated measures to attract FDI and for fiscal consolidation. Also, setting up of the Cabinet Committee on Investment to fasttrack delayed projects was also a welcome step, they opined. This would also enable loan rates to reduce more than deposit rates. One of the other two members felt that the Reserve Bank should make use of open market operations (OMOs) to manage liquidity and keep the CRR unchanged. These two members recommended a sharper reduction in the repo rate by 50 basis points and use of OMOs to manage liquidity.

India to launch Mars mission World's smallest space telescope to be this year: President launched from Sriharikota in India
NEW DELHI : India will launch its first space mission to Mars this year, President Pranab Mukherjee said on Thursday. "Several space missions are planned for 2013, including India's first mission to Mars and the launch of our first navigational satellite," Mukherjee said in his maiden address to the joint sitting of Parliament at the start of the budget session. The Indian Space Research Organisation (ISRO) will also put in orbit the first of its seven satellites of the Indian Regional Navigation Satellite System (IRNSS). The system is India's version of the Global Positioning System. The Mars Orbiter mission, scheduled for launch in October, will look for signature of life and reasons for loss of atmosphere on the red planet. Under the mission, India will put in orbit a spacecraft using the Polar Satellite Launch Vehicle. The satellite will undertake a 300-day journey to Mars and is expected to be put into the Martian orbit in September next year. Mukherjee said the space programme epitomised India's scientific achievements and benefits the country in a number of areas. "The launch of the Polar Satellite Launch Vehicle on September 9, 2012 marked our 100th space mission. India's first remote sensing satellite RISAT-1, with all-weather imaging capability, was also launched in 2012," he said. NEW DELHI:The smallest astronomical satellite ever built is set to be launched on Monday, February 25, as part of a mission to prove that even a very small telescope can push the boundaries of astronomy. The satellite was designed and assembled at the Space Flight Laboratory (SFL) of the University of Toronto Institute for Aerospace Studies (UTIAS). It will be launched from the Satish Dhawan Space Center in Sriharikota, India, along with its twin, also designed in Canada, but assembled in Austria. Each nano-satellite in the BRIght Target Explorer (BRITE) mission is a cube 20 centimeters per side, and weighing less than 7 kilograms.The BRITE satellites are part of the new wave of nano-satellites that can be designed, assembled and deployed fast and relatively cheaply. "SFL has demonstrated Laboratory at UTIAS said. "A nano-satellite can take anywhere from six months to a few years to develop and test, but we typically aim for two years or less," Grant said. Up to now, such nanosatellites had been used only to monitor the Earth and experiment with new technologies. BRITE is the first nano-satellite mission intended for astronomy, and the first-ever astronomy constellation more than one satellite working toward a common objective of any size. She had always thought that they were simply ignoring her when they drove away, but now she knew that without her no one would be able to drive anywhere. Then she felt very bad that she had caused all of these problems. The traffic light did not want to make people unhappy, so she decided that from now on she would only switch herself from green to red when it was the proper time so that her switch wouldn't burn out too soon. She thought of how happy it made people when she was working properly, and she knew that she would still see the kids every day, even if it was for only a few seconds. That made her VERY happy, and from that day on she was never lonely again.

After a few days of switching herself, the circuit inside of her pole got messed up and the light stayed on yellow. She tried very hard to switch it to red or green but she just couldn't.
The next morning, the repairmen came and opened the little door on the side of her pole. They worked for a couple of hours and found the problem. The switch that she used to turn the light from red to yellow to green had burnt out. In a few minutes they had replaced the bad switch and the traffic light was back to normal. Now she was again able to stop the red car and see the little children every morning and afternoon. But after a few days the switch burnt out again and the repairmen had to come out to fix it once more. As they were working, the traffic light could hear them talking to each other. She heard them saying that the traffic light must be getting too old and that it was really hard for all of the people, because it was making traffic jams when she broke down. MWC 2013 to be the biggest ever, but don't expect big announcements
hen the top executives of the world's wireless industry gather next week in Barcelona for their annual trade show, cellphones will take a back seat to talk of cars, electric meters and insulin monitors. That idea of empowering new devices with wireless connections has been percolating for years. General Motors cars have had wireless OnStar connections for more than a decade. But the push is intensifying now that most people have cellphones -and the wireless industry's future growth depends on it. That means the GSM Mobile World Congress, the telecommunications industry's largest annual trade show, will be abuzz with discussion of devices like "smart" meters that report a home's usage
of electricity, natural gas or water back to the utility, and to your phone. "You'll see more things that are 'today' things versus 'tomorrow' things at the show," said Glenn Lurie, AT&T's president of "emerging devices." AT&T's CEO Randall Stephenson will speak at the show, which runs Monday through Thursday. He'll be rubbing shoulders with the CEOs of Deutsche Telekom AG, parent of T-Mobile USA; Nokia Corp. and Vodafone Group PLC, the British company that owns 45 percent of Verizon Wireless. Another big theme at the show will be Near-Field Communications, or NFC. Cellphones are great at communi-

yber-security company Mandiant Corp won plaudits from its peers and made front-page news around the world this week when it published a report that purportedly traced a series of cyber-attacks on U.S. companies to a Shanghai-based unit of the Chinese army. But some hackers have turned the tables on the cyber-expert by creating malicious versions of its 74-page report that were infected with computer viruses. They emailed the tainted reports to their victims this week in a bid to wreak havoc under Mandiant's name. Though the episode was embarrassing, the company said its systems were not breached. "Mandiant has not been compromised," the company said on its corporate blog. Mandiant was founded in 2004 by Kevin Mandia, a former U.S. Air Force cyber-forensics investigator who co-authored an influential textbook on the subject. The company made its name by automating processes used to investigate computer breaches. Mandiant was largely unknown outside the computer security industry until Monday, when it fingered the People's Liberation Army's Shanghai-based Unit 61398 as the most likely driving force behind a Chinese hacking group known as APT1. China's Defense Ministry issued a flat denial of the accusations and
called them "unprofessional." But Mandiant won kudos for the unprecedented level of detail in its report, including the location of a building in Shanghai's Pudong financial hub from which Mandiant said the unit had stolen "hundreds of terabytes of data from at least 141 organizations across a diverse set of industries beginning as early as 2006." It's actually better to give than take: Study
LONDON: Age-old wisdom suggesting the joy of giving is far better than receiving has now been established by a new study by researchers from Simon Fraser University in Vancouver. The study using data from Gallup from a global survey of 234,917 responders found people all over the world experienced more happiness when spending on others than when spending on themselves. The findings held true from povertystricken Uganda to nations in the wealthy West, Daily Express reported Saturday. For the study, the researchers tested the idea with an experiment in which they gave 200 students from Canada and South Africa a small amount of money and told them to either buy treats for themselves or for a child in hospital. The students reported higher levels of well-being after purchasing a goody bag for a sick child than when buying one for themselves.
