HYDERABAD: 15 special teams have been set up to crack the Dilsukhnagar twin blasts case even asAndhra Pradesh government today announced steps to ramp up security including installation of 3,500 CCTV cameras at vital points. Reports stated that a woman candidate of BJP has sought repoll in at least four polling stations under Wahjajer constituency in West Jaintia Hills district. Police have rounded up eight persons and arrested a BJP supporter for allegedly trying to break the EVM in one of the polling stations there. The candidate, V N Lamare, however, alleged that polling agents from the Congress "chased her agents", besides threatening to assault them and demanded repoll from the Election Commission. The ruling Congress is the only party contesting all the 60 seats followed by the UDP in 50 seats. The P A Sangma-led National Peoples' Party, in the Opposition, is contesting in 32 seats. Election officials said an electorate of 15,03,907, including 7,59,608 women, exercised their franchise in the elections being contested by 345 candidates belonging to 15 political parties and independents, including 25 women. Altogether 91 companies of central paramilitary forces have been deployed to maintain law and order in the state. The BSF has sealed the 498 kmlong border with Bangladesh and deployed additional forces to prevent any attempt of the rebels to cross over and disrupt the poll process. Meghalaya voters defy ban, Nagaland sees brisk polling


SHILLONG/KOHIMA, FEB 23:Meghalaya's electorate Saturday defied a shutdown call to enthusiastically turn up in large numbers at polling booths in the assembly elections while Nagaland too saw brisk ballotting. Assembly by-polls were also held for one constituency in Punjab and three in West Bengal. Over half of the voters had cast their ballots till afternoon for the Meghalaya and Nagaland assembly elections, with both states witnessing long queues outside polling stations. Polling was postponed in one assembly constituency in Nagaland following a candidate's death. Voting was peaceful in both the states. In Punjab, polling was held for the Moga assembly by-election while in West Bengal, by-elections were being held for three assembly constituencies -- Nalhati in Birbhum district, Rejinagar in Murshidabad district and English Bazar in Malda district. In Meghalaya, more than half of the electorate had exercised their franchise for the 60-member assembly, though it was yet to pick up in the West Garo Hills region, said an official. The Border Security Force has stepped up patrolling along the India-Bangladesh border in Meghalaya following the shutdown called by the Hynniewtrep National Liberation Council (HNLC). The HNLC, which runs hit-andrun operations from its hideout in Bangladesh, has been demanding a sovereign Khasi homeland in eastern Meghalaya. Over 1.5 million voters -- about half the population of Meghalaya -are eligible to decide the fate of 345 candidates, including 25 women and 122 independents. Polling began at 7 a.m. and would be held till 4 p.m. Voting is taking place at 2,485 polling booths, out of which 842 have been termed hyper-sensitive. In the state, the Congress has fielded candidates in all constituencies followed by the United Democratic Party (UDP) in 50 seats. The Purno Sangma-led Nationalist People's Party has 32 candidates while the Nationalist Congress Party (NCP) will contest in 21 seats. The Hill State People's Democratic Party has fielded 17 candidates. The polls are being held in newly-formed constituencies where 16 outgoing legislators are pitted against one another. Nagaland too witnessed half of its electorate voting by early afternoon to pick a 60-member assembly. The polling for the Tuensang Sadar I assembly constituency in Nagaland was postponed after the death of Congress candidate and sitting MLA P. Chuba Chang at a hospital in Kohima Friday. Chang, 49, was ailing and died at a hospital in Kohima Friday. Nagaland Joint Chief Electoral Officer N Moa Aier said Saturday that they have written to the Election Commission of India, which is likely to announce a fresh date for holding the polls in the constituency. The hilly state has 1,193,438 electorates, including 589,505 women. Election officials are using 2,600 electronic voting machines to conduct the polls in 2,023 polling stations. A total of 188 candidates, including two women, are in the fray with 49 outgoing legislators seeking reelection. The ruling Naga People's Front (NPF) has fielded candidates in all 60 seats while opposition Congress has put up candidates in 57 assembly constituencies. One third of the 60 constituencies will witness straight fights between the NPF and Congress. According to election officials, over 26,000 security personnel, including 225 companies of central paramilitary forces and police, have been deployed for the polls in Nagaland.

HYDERABAD: Abdul Wasey Mirza, a 23-year-old unemployed youth who became the victim of a terror attack for the second time on Thursday during the Dilsukhnagar twin blasts, has been questioned by police which is not treating him as a suspect. "As part of the investigations we only recorded his statement as a witness along with others," Hyderabad Police Commissioner Anurag Sharma told PTI today. When asked if Wasey was being treated as a suspect in the case, he said, "Nothing like that." A section of the media claimed that Wasey's role in the twin bomb blasts was being suspected and that he was "grilled" by police. Wasey sustained severe injuries in the Mecca Masjid blast in May 2007 and it was a quirk of fate that he suffered injuries in the Dilsukhnagar blast as well. He is currently undergoing treatment at the Yashoda Hospital at Malakpet here. Both Cyberabad and Hyderabad police have questioned some local youths to obtain clues in the blasts case. AHRC notice to Assam Govt on police firing


GUWAHATI: The Assam Human Rights Commission(AHRC) has issued a notice to the state government seeking a report on the killing of three persons in police firing at Hatsingimari in Dhubri district on February 15. Taking suo motu cognisance of media reports about the incident, the AHRC issued the notice to the Chief Secretary to submit the report within 45 days. Sources in the Commission said instruction was also given that an inquiry into the incident be conducted by a Commissioner or Secretary level officer. The AHRC stated that delay in counting of votes polled at the Hatshingimari panchayat election booth, under Mancacher subdivision in the district, reportedly led to tension among supporters of candidates and stones were pelted on security and polling personnel. The security personnel opened fire to control the mob, killing three persons, the AHRC said quoting media reports. About 11 others, including four police personnel, were also injured during the clash that broke out later, it added. In another directive to the Kamrup district Deputy Commissioner, the AHRC has asked for a probe into a food poisoning incident at Khetri near Guwahati where around 200 persons, including school children and their parents, had fallen ill after eating prasad after Saraswati Puja at a local school.

BANGALORE: Another ruling BJP MLA resigned his assembly membership, further jolting the party in the poll-bound state. H S Shankarlinge Gowda, who represents Chamaraja Assembly constituency, waited for more than 90 minutes for Speaker K G Bopaiah and submitted his resignation letter, official sources said. Bopaiah immediately accepted the resignation of Gowda, who is now all set to join JDS. Gowda's resignation comes two days after Forest Minister C P Yogeeshwar and Small Scale Industries Minister Rajugouda quit the Jagadish Shettar Cabinet. Yogeeshwar had also submitted his resignation from the assembly membership to Bopaiah in person at Madikeri yesterday. However, the Speaker is yet to announce his decision on Yogeeshwar's resignation. Bopaiah declined to meet reporters, who thronged his office to know the fate of his resignation. Trial by media a serious concern: Chief Justice


PATNA, FEB 23: Chief Justice of India (CJI) Altamas Kabir Saturday expressed "serious concern" over trial by media of persons accused of crime or wrongdoing even before the courts pronounced their judgement. "Media trial is a matter of serious concern. In my view, it should not be held. Media trial creates a perception of prejudice against the accused. Judgment should be delivered in court only," Chief Justice Kabir told reporters at a Chanakya National Law University function here. "My view is more or less similar to most people that media trial should not be held," he said. He also said only parliament can reduce the age limit at which juvenile offenders can be sent for trial in regular courts instead of the Juvenile Justice Board. Kabir was referring to demands that one of the six Delhi gang-rape accused, a minor, be tried in a regular court. The death toll in the blasts in Hyderabad now stands at 16 with the number of injured being put at 117.

Supreme Court allows Italian marines go home for four weeks


NEW DELHI: The Supreme Court on Friday permitted two Italian marines, accused of killing two Indian fishermen last February after mistaking them for pirates, to go back to their country for four weeks to vote in the ongoing elections and meet their families. Taking note of Italian government undertaking that two marines - Chief Master Sergeant Massimilano Latorre and Sergeant Salvatore Girone - would be kept under the "constant custody, supervision and control in Italy during this period", the court also sought additional undertaking from duo that they would submit to Indian legal authorities after these four weeks. A bench of Chief Justice Altamas Kabir, Justice Anil R Dave and Justice Vikramajit Sen, however, expressed displeasure over the failure of the government to set up a special court in pursuance of its January 18 directions to try two marines. Taking exception that nothing had been done in last one month since the apex court passed its direction to set up the special court, Chief Justice Kabir said that had the court been set up, the trial in the case would have been over. "If they are guilty, they are guilty. Otherwise they should be allowed to go back," he observed. The apex court by bits January 18 verdict while holding that the Kerala government had no independent jurisdiction to try two Italian marines for shooting down two Indian fishermen, had ruled that it was only the central government that had the jurisdiction to hold their trial. It said that the central government, in consultation with the chief justice, will set up a special court to hold the trial. In its order, the apex court had said that the Italian government would be free to raise the question that it had the jurisdiction to conduct the trial of these two Italian marines in their country. Submitting that their credentials in submitting to Indian courts was beyond shadow, two marines noted that they had come back to India to face the legal proceedings after Kerala High court in a "human gesture" allowed them to visit their families for four weeks on the guarantee by the Italian government. Their application said that if they were permitted to travel to Italy, they would be able to "exercise their right to vote in their home town" for the general elections that would take place Feb 24-25. The marines said that on the expiry of four weeks they would return to India to face legal proceedings.

Hyderabad blasts case: Investigators get 'vital clues' from CCTV footage
HYDERABAD: Investigators today claimed to have got "vital clues" in the probe into the twin blasts in the city and were examining CCTV footage with the needle of suspicion zeroing in on banned militant outfit IndianMujahideen. Police also announced Rs 10 lakh award for information leading to the perpetrators of Thursday's serial blasts that left 16 dead and 117 injured. "We have already gathered vital clues in the case. We are confident we will crack the case soon," state Home Minister P Sabita Indra Reddy said after a high-level review meeting chaired by Chief Minister N Kiran Kumar Reddy. The modus operandi adopted by the perpetrators like ammonium nitrate and splinters-laden aluminium containers fitted to bicycles used in the blasts were similar to the attacks carried out by Indian Mujahideen. Without going into details, Hyderabad Commissioner of Police Anurag Sharma said, "We have some evidence, some clues". "We have footage from the camera (at the blast site) which we are analysing it," he said while refuting media reports that CCTV wires had been cut by the terrorists before their operation. He, however, admitted that out of 303 CCTVs in the city, 38 were not functioning. The Police Commissioner said they had received an alert from Delhi on February 15 about possible strikes in Hyderabad and three other cities. "We did not take any warning lightly". Asked about reports of arrests and detentions, he said, "We have not arrested anyone in this case. We are examining all types of evidences." Asked about the involvement of IM, he said the investigations were underway. "Unless we complete the process, we cannot jump to any conclusion." He said ammonium nitrate was used in the IEDs which had timers. Sharma said a high alert has been sounded and number of policemen and bomb detection squads increased particularly in vulnerable areas of the city like crowded markets, malls and cinema halls. Reddy said 15 special teams of Andhra Pradesh police, each having 10-15 personnel, have been constituted to probe the case and bring the culprits to justice. Investigators were following some leads from CCTV footages, including of a man seen coming to the blast site on a bicycle with a bag. Mobile call records from the area at the time of the explosions were also being examined. Director General of National Investigation Agency S C Sinha discussed with state police officials the ongoing investigation. Meanwhile, Abdul Wasey Mirza, a 23-yearold unemployed youth who fell victim to terror attack for a second time on Thursday in the Dilsukhnagar blasts, has been questioned by police which clarified he is not being treated as a suspect. "As part of the investigations we only recorded his statement as a witness along with others," Sharma said. Cyberabad and Hyderabad police have questioned some local youths but made it clear that nobody has been detained so far. "Media reports that we have detained some persons are totally baseless. We only called some people for questioning, which is a normal investigating procedure," a top police official said. In Mumbai on a private visit, senior BJP leader L K Advani squarely blamed Pakistan for the Hyderabad blasts accusing it of launching a "proxy war" against India. "There is no doubt that there is the hand of the neighbouring country in Hyderabad blasts. The neighbouring country has not been successful in waging a war against India in the last few decades, so it has resorted to a proxy war," he told reporters.

It added that sites were chosen in part for their resistance to earthquakes and military air strikes. cThe Islamic republic says it needs 20 large-scale plants to meet its growing electricity needs over the next one-and-a-half decades. Maldives: After 11 days Mohamed Nasheed steps out of Indian embassy


MALE/NEW DELHI: Ending eleven days of stalemate, ex-Maldivian President Mohamed Nasheed on saturday walked out of the Indian High Commission in Male where he was holed up since last Wednesday to evade an arrest warrant. Nasheed walked out of the mission at 4:15 pm after which India said it hoped that with this development the former President will again resume his social and political life. "We welcome this development," President Mohamed Waheed's Press Secretary Masood Imad told a news agency in Male adding there was no arrest warrant against Nasheed at the moment. However, he also added that "I am happy that the longest meeting in world has ended. We were formally told by the High Commission on the first day that Nasheed had come into the Mission for a meeting and will be out once it is over." Nasheed has been in the Indian Mission since February 13 to evade arrest after he failed to appear in court on charges of detaining Chief Criminal Judge Abdulla Mohamed during his Presidency. His party claimed that the case was politically motivated and designed to disqualify him from taking part in September Presidential those who have cooperated in these efforts, the MEA statement said. It said that India has been working closely with the Government and other relevant stakeholders in Maldives to strengthen the democratic framework of the country. India has maintained broad based contacts with all political parties and democratic institutions in Maldives without interfering in its internal affairs. "The Government of India urges all parties to maintain peace and calm and hopes to continue its positive engagement in the spirit of the close and friendly relations between the two countries," it said. Iran Revolutionary Guard begins military exercises


TEHRAN: Iran's powerful Revolutionary Guard has begun a three-day ground and air military exercise aimed at upgrading its combat readiness. State TV says the drills involve ground forces of the Guard, Iran's most powerful military force, around the city of Sirjan in the country's south. It showed tanks and artillery attacking hypothetical enemy positions. The broadcast says the aim of the exercise is to upgrade the capabilities of the Iranian forces. It did not elaborate. The war games are taking place amid escalating tensions between Iran and the West over Tehran's disputed nuclear program. Israel has hinted that it may take military action if talks fail to get Iran stop its uranium enrichment programme. The US and its allies accuse Iran of seeking nuclear weapons, a charge Tehran denies.

Bloody clashes erupt in Bangladesh over 'blasphemous' bloggers


DHAKA: At least four people were dead and scores injured as thousands of activists of about a dozen of religion-based parties and groups clashed with police, lobbed handmade bombs and pelted stones at them in capital Dhaka and elsewhere in the country after Friday's weekly Juma prayers over the issue of blasphemous bloggers. Police fired rubber bullets, used water cannons and tear gas in retaliation. Apart from the protesters, dozens of police men and journalists were also injured across Bangladesh. A police spokesman could not be reached to know about the exact number of people who died and injured throughout the country during the hours of violence in which ruling party men have also reportedly clashed with the Islamists. Local media reported that at least "four people" were dead in the incidents of clashes in three Bangladesh districts. But it was not known whether the victims were engaged in party politics. The Islamist parties have called a nationwide dawn-to-dusk hartal for Sunday protesting what they said attack on demonstrators demanding punishment to top bloggers for hurting religious sentiments from Shahbag Square movement since Feb 5. Frustrated at a war crimes verdict, scores of youths imbued with the spirit of the country's ninemonth liberation war first gathered in Shahbag on Feb. 5 afternoon under the banner of " Bloggers and Online Activist Network" hours after the International Crimes Tribunal-2 sentenced Abdul Quader Mollah, assistant secretary general of Bangladesh Jamaat-e-Islami party, to life term imprisonment for his war crimes. Mohamed Morsi declares election dates, Opposition calls for boycott


CAIRO: Mohamed ElBaradei, Egypt's National Salvation Front, has called for the boycott of the upcoming upcoming parliamentary, terming it as 'an act of deception', as per a CNN report. A tweet by ElBaradei stated, "Called for parliamentary election boycott in 2010 to expose sham democracy. Today I repeat my call, will not be part of an act of deception," the report states. The reaction from the opposition leader came after Egyptian President Mohammed Mursi announced the date for the first post-constitution parliamentary elections to be held from April. Mursi announced that the vote will take place in four stages due to a shortage of election supervisors. The new Parliament will convene on July 6. SEOUL: North Korea has warned the top US commander in South Korea to cancel upcoming drills aimed at deterring Pyongyang's military provocations. Gwadar: Can India Checkmate China? P


BY VIJAY SAKHUJA akistan's decision to hand over commercial operations at the Gwadar port to the Chinese Overseas Port Holdings, a state-owned company, does not come as a surprise. Interestingly, for some, it was a deliberate and a 'smart ploy'; first bring in a foreign operator like the Port of Singapore Authority (PSA) and award it port management and development contract for 40 years; dispel the 'China threat' and the oft stated Gwadar as a post in the 'string of pearls' strategy; and then, at an opportune moment and on some pretext, transfer it to the Chinese. Has the gambit paid off? What are the implications? And what can India do? China and the Strategic Significance of Gwadar Gwadar port located on the Makran coast is a strategic maritime outpost. It is close to the energy rich but volatile Gulf region and about 400 kilometers from the Strait of Hormuz, a strategic chokepoint through which nearly 16-17 million barrels of oil is transported daily. On an average 20-30 tankers enter the Gulf each day and during peak hours, one tanker leaves the Strait every six minutes. Gwadar has figured prominently in China's Indian Ocean calculus and Beijing had generously invested US $198 million of the US $248 million in the project. It is also fair to argue that Chinese have the capability to build modern ports given that some of their own ports are ranked among the top ten in the world. Gwadar offers China several economic and military advantages. China can directly ship its oil supplies from Iran via the IranPakistan pipeline (erstwhile IranPakistan-India (IPI) pipeline project) or other Gulf states through the Gwadar port. In fact Pakistan has offered China the option to build a 1500 kilometers pipeline from Gwadar to Xinjiang in western China. Apparently, China is also set to 're-launch the Gwadar oil refinery project' that had been put on hold in 2009 due to the fear of attacks by the separatist elements in Baluchistan who had kidnapped few Chinese engineers. From a military perspective, Gwadar is a strategic listening post to monitor maritime and naval activity in the Gulf region. The PLA Navy can forward deploy its ships and submarines to ensure safety and security of Chinese shipping carrying vital energy supplies. However, China does not consider Karachi naval base suitable as a forward base since it is conscious of the vulnerability of the Karachi port that was exposed during the 1971 IndiaPakistan war. This prompted Pakistan to develop alternative naval bases west of Karachi away from India and Gwadar, 600 kilometers from Karachi, is considered safe from attacks by the Indian air force. A Strategy for India: Focus on Chabahar? Developments in Gwadar have invited mixed reaction in India. For the Indian Defence Minister, "it is a matter of concern," but the Foreign Minister has dismissed any apprehensions. Interestingly, he stated that there is no need to overreact over the Chinese engagements in Gwadar. Instead he opined that,"We need to take these matters in our stride and in the normal course." Meanwhile, the Chinese Foreign Ministry spokesperson in Beijing has defended China's engagement in Gwadar and stated that Chinese companies have participated in projects in Pakistan and, "as long as these things are conducive to China-Pakistan friendship and the development and prosperity of the country, the Chinese side will actively support them," India too has shown some alacrity in developing infrastructure in foreign territories. The ambitious joint project to develop the Chabahar port in Iran which is only a few miles from Gwadar is making some visible progress. Significantly, in 2012, Iran, India and Afghanistan signed a tripartite agreement to develop the Chabahar port. India may invest up to US $100 million depending on the expansion of the port including building modern infrastructure and undertaking port operations. Chabahar can be connected through rail and road networks to the International North

South Transport Corridor (INSTC), a multinational project involving India, Iran and Russia. It can serve as trans-shipment hub for Zahedan, Afghanistan through a 600 kilometer connecting road and also as a transit point for the landlocked Central Asian Republics (CARs). The latter fits well into India's 'Connect Central Asia' policy announced last year in Bishkek, Kyrgyzstan. Likewise, for Afghanistan, Chabahar is of strategic importance as an alternate to Pakistani ports through which it engages in international trade. Its supply chains are vulnerable to a number of factors including tensions in Afghanistan-Pakistan relations and threats from terrorist groups. Given its interest in Chabahar, India would like to develop the port to serve military purposes. Iran too is keen to develop Chabahar as an alternate naval base to overcome the vulnerabilities of its main naval base at Bandar Abbas. However, the big question is, would Iran allow the Indian Navy access to Chabahar.

Nuclear Weapons: Debating the Normative Imperatives to Disarm


BY SATYABRAT SINHA n evaluating the argument that for global nuclear disarmament to be possible, norms that delegitimise and devalue nuclear weapons are needed, we first need to understand norms and their difference from injunctions (legal or moral), and the emergence of norms. Norms may be defined as, a principle of right action binding upon the members of a group and serving to guide, control, or regulate proper and acceptable behaviour. Norms comprise both of behaviour, observable recurrent patterns, as well as beliefs and expectations. Social norms can emerge through human design as well as an unintended outcome of uncoordinated human action. The crucial element sustaining the norm is the presence of conditional preferences for conformity. Only the joint presence of a conditional preference for conformity, and the belief that other people will conform to a particular ideal, will pro-

duce an agreement between normative beliefs and behaviour. That the establishment of norms devaluing and delegitimising nuclear weapons could go a long way in paving the path towards global nuclear disarmament has often been argued. There are various reasons to not expect the linear progression as imagined in the hypothesis. The first, and the strongest argument available, pertains to the prestige and utility value of nuclear weapons and how they provide weaker powers security against bigger and stronger powers. The norm of non-use of nuclear weapons that developed after its use in Hiroshima and Nagasaki is a taboo that precludes the possession of nuclear weapons. In fact, the normative taboo with regard to use of nuclear weapons notwithstanding, there are more states who have rushed to possess nuclear weapons than the ones who have given up. Nuclear weapons remain an insur-

ance for states seeking parity with superior powers (Pakistan-India; India-China; China-United States) and for states seeking security against regime change (North Korea). When the utility value of possessing nuclear weapons for the above set of states is examined, it seems that the normative considerations have not been and would not be enough to stop them in their pursuit. States such as Brazil, South Africa or Argentina, that have given up the nuclear weapons option have been states whose security calculus had no value of the possession of nuclear weapons. However, the states whose security imperatives called for the utility of nuclear weapons, have gone ahead (Israel, India, Pakistan) and the others (North Korea, Iran) have assiduously moved towards the goal, despite the threat of the US. As long as the utility of the possession of nuclear weapons remains, normative conditions will be diffi-

cult to satisfy. This, by far, would be the strongest argument against the development of norms against nuclear weapons and its success in terms of moving towards global disarmament. The example of the taboo against chemical weapons, which is used as the successful precedent for suggesting a similar course of action for nuclear weapons, may have its own problems. As to how the norm against chemical weapons came to be accepted is a matter of a rich debate with insights from varied perspectives. Even if we assume that we can decipher the trajectory by which the taboo against chemical weapons emerged and replicate them, it would be a matter of conjecture as to how successful the efforts would be. It is important to remember that it took almost a century for the taboo against chemical weapons to be an accepted norm; and almost half of this century was also the period of the discovery of atomic power and

the threat of nuclear annihilation. Yet, the taboo concerning nuclear weapons was a taboo against its use and not directed at its utility and possession. The search for a normative understanding for doing away with nuclear weapons also takes away attention from the current issues of concern. It is like an intellectual black hole in which all measures concerning nuclear issues can be lost. While global nuclear disarmament has not been achieved, the range of arms control measures and treaty agreements have fulfilled a function, even if through unequal perpetuation of the nuclear divide, and can perhaps serve as building blocks for the emergence of norms. Efforts towards global nuclear disarmament cannot wait for norms, but such measures should continue at their pace and needs, and the consensus on issues. These, in turn, could pave the way for the emergence of norms delegitimising and devaluing nuclear weapons.

The politics of apology


BY RAMESH RAO avid Cameron's dramatics at Jallianwala Bagh this week was dj vu. His 'regret' had "vote Conservative" and "invest in Britain" written all over. What happened that dark, deadly day in 1919 in Amritsar is now part of official Indian history: at least 1,000 people - innocent men, women and children - were killed on the orders of General Reginald Dyer. These martyrs had gathered to protest the prohibitory orders clamped by the British barring all public demonstrations and meetings. The British feared conspiracy and trouble inspired by the 1917 Russian revolution and passed the 1919 Rowlatt Act muzzling Indian protests. The British provided a lower count (379 dead and 1,100 wounded), to lessen their guilt and culpability and to oppose claims made by the Indian National Congress. Dyer was forced to retire but received a hero's welcome back home in Britain where he was feted and rewarded. Rabindranath Tagore, shaken by the brutality of the British, and the response of those who sought to reward Dyer for his actions, renounced his knighthood. This is what most Indian children learn in school, and Jallianwala Bagh has now come to symbolise British cussedness and brutality in India, and the Indian willingness to sacrifice lives in the cause of freedom. The British approved of Dyer's actions while both Churchill and Asquith condemned them in London. The cold-blooded Dyer, interrogated by the Hunter Commission, said he would have used machine guns if his armored vehicles could have made their way through the narrow entrance ways to the meeting place, and that he did not bother to tend to the wounded because hospitals were open and the Indians could go there if they needed help. The Hunter Commission unanimously condemned Dyer's actions. But many in Britain led by Rudyard Kipling no less raised 26,000 pounds which they presented to the General on his return. And for all those who argue that women are more humane, it should be pointed out that a 13-women's committee was set up in England to present the "Saviour of the Punjab with the sword of honour and a purse".

They perhaps forgot that the whole nation was united as far as Kashmir was concerned and the parliament Resolution of 1994 should have been the guiding force for them when dealing with the separatists in Kashmir. Today the worst fears of the nation have come true one of the Interlocutor Radha Kumar has criticized the government for the hanging of Afzal Guru. Radha kumar as Director of Delhi Policy Group which wants to promote peace and resolve ethnic problems should have understood the sensitive matters relating to Jammu and Kashmir and should as a mature person destined from issuing statements which are bound to create confusion and fuel fires rather than dousing them. The people of this country demand an answer from the likes of Radha Kumar who in a craftily carved image of being an expert on conflict resolution as to why did she issue a statement which is not only fraught with grave risks but which jeopardizes the efforts of the country to bring normalcy in the Kashmir . The likes of them ought to know once for all that it are the separatists who are the real culprits in the state and it were they who fanned hatred in the State and are responsible for killing of thousands of people in the State. Since the start of the initiation of the so called peace process the three interlocutors were not going on well with each other. Radha Kumar was severely criticized by her college M M Ansari who served as former information Commissioner of hobnobbing with people like Ghulam Nabi Fai. She is said to have attended the conference o rganised byFai who now stands disgraced as the face of Pakistani ISI in America. Not only that Radha kumar was also severely criticized for attending te Seminar on Kashmir organized by Abdul Majid Tramboo a known activist who is for the freedom of Kashmir from India. It is a strange behavior of the likes of Radha kumar to attend the camps of suspect persons and ignore the political aspirations of the people of Kashmir. Guru was hanged as he was the mastermind of the attack on Parliament which is the heart of India's democracy .She should not forget that it is the same vibrant democracy which gives the likes of Radha Kumar to speak freely and give opinion on highly sensitive national issues. But these so called self styled intellectuals are mistaken that through their dubious statements they are contributing to peace in the region. Her mission needs to be probed thoroughly so that the truth about her credentials comes out in the public domain. Kashmir is at present passing through a crucial phase and the people of Kashmir in general and the State in particular have shown sagacity and maturity after the hanging of Guru. They want to move ahead on the road of peace and progress. It is for the persons like Radha Kumar not to wash their dirty linen in the waters of Kashmir. She is requested to leave the Valley alone. It has the resilience to fight the terrorists on its own and with the un- stinted support of the people of India. Laying a wreath at the memorial and regretting the massacre, the Prime Minister wrote: "This was a deeply shameful event in British history, one that Winston Churchill rightly described at the time as 'monstrous'. We must never forget what happened here. In remembering we must ensure that the United Kingdom stands up for the right to peaceful protest everywhere in the world." However, he did not use the word "apology", and those who were expecting such an apology were disappointed. Who have the British apologised to, for what actions, and what necessitates an official, public apology? In a list of public apologies tendered by states and heads of government, compiled by the University of Pennsylvania, we see that the British apologised in 1995 to the Maoris of New Zealand for taking away their lands in 1863. In 1997, Prime Minister Tony Blair expressed regret for English indifference to the plight of the Irish people during the Potato Famine of the 1840s, and in 1998, Blair apologised for the 1972 "Bloody Sunday" massacre of 19 civilians in Northern Ireland. In her interesting book, "The Politics of Official Apologies", Melissa Nobles argues that "the power of apologies and what distinguishes them from other types of symbolic gestures is that they not only publicly ratify certain reinterpretations of history, but they also morally judge, assign responsibility, and introduce expectations about what acknowledgement of that history requires" (p. 2). Of the 71 official apologies she lists, 39 have been offered by Heads of State, and of those 19 relate to the actions in and during World War II, as well as in the aftermath of coloni-

sation. The Catholic Church, with its long history of misdeeds and abuses, has also apologised for a variety of those abuses. However, when Hindu groups like the Vishwa Hindu Parishad sought an apology from Pope John Paul II during his visit to India in 1999 for the actions of "Saint" Xavier for the Goa Inquisition (1560 to 1774) he did not bother to respond. Similarly, the expectation of an apology from the British for the Jallianwala Bagh massacre has come not from the government but from the media, and from individual leaders and groups. That David Cameron at least penned a strongly worded regret for the actions of General Dyer, which he termed "deeply shameful", is better than what Prince Philip said dismissing the Indian estimate that 1,000 people were slain in the massacre. The Prince, whether he is a racist or merely provincial, is known for more such gaffes and The Mirror listed 90 of them on his 90th birthday in 2011. Finally, we should not forget another aspect of apologies: the power equation. If a country or a group has economic or military clout, we can expect a fairly elaborate and explicit apology from those who have previously caused them harm or anguish. The Chinese, officially, now not only demand apologies, but they do so scolding shrilly and loudly. Some apologies come so late that it matters little after all the irreparable harm they have caused: thus the 2008 Australian "sorry" to its Aborigines came too late, despite the moving and comprehensive nature of the apology. The American apology to its Native Americans did not even make the headlines as it was tucked away in a spending bill in 2009. Again, it was only in 2008 that the US Congress passed a resolution apologising for slavery and the Jim Crow laws. Seeking an apology, especially for old crimes, can make one look non-serious. But, if an apology is tendered, wholeheartedly, and even late, then it can enhance the moral standing of a country or a people. The British are too fond of their colonial legacy and their once "jewel in the crown" to tender an apology to Indians anytime soon but one hopes better moral sense will prevail.

State Bank of India taking customers for a ride


SRINAGAR, FEB 23: The two branches of State Bank of India in South Kashmir's Islamabad district are the constant source of annoyance for the customers as the computer systems inside the branches frequently encounter problems that leads the customers dismayed. "After many days of strike, dozens of customers including me appeared in Lal Chowk branch of SBI but to our surprise no transaction took place as the bank authorities told us that their computer system are out of order," Bashir Ahmed, told CNS and added that it is not for the first time that customers were returned back without depositing or withdrawing money but such things occur frequently and the people are so annoyed and irked by this branch that they are closing their accounts and shift to other banks for transactions. Despite repeated attempts the higher ups of the State of Bank of India could not be contacted, however, the Advance Manager of the Lal Chowk Branch, Abdul Qayoom confirmed to CNS that computer systems in the branch are frequently encountering problems which cause lot of inconvenience to the customers. "We are on the job and hopefully in near future such problems will not occur,'' he said.

Pak-based militant group working to revive militancy in J&K


ISLAMABAD: Mushtaq Ahmed Zargar, one of three militants released by India in 1999 in exchange for passengers of a hijacked Indian Airlines flight, has decided to revive an "armed struggle" in Jammu and Kashmir while using Pakistan-occupied Kashmir as the base for his Al Umar Mujahideen group. Little was heard of Zargar alias Latram, a resident of Srinagar, after his release along with Maulana Masood Azhar and Ahmed Omar Saeed Sheikh in exchange for passengers of flight IC-814 that was hijacked by Pakistani militants from Kathmandu in Nepal to Kandahar in Afghanistan. Zargar, the chief of the Al Umar Mujahideen, had been lying low in Narul area of PoK capital Muzaffarabad since his release. He decided to reactivate his group in the aftermath of the hanging of terror suspect Afzal Guru in India earlier this month, The News daily reported today. In recent interviews, Zargar has said a "reinvigorated" armed struggle in Jammu and Kashmir as the only solution to the Kashmir issue. He has said that his goal is to "liberate Jammu and Kashmir through an armed struggle". "Regarding money, men and guns, we can get it from anywhere. We still run training centres on both sides of the Line of Control," he added. Though the Pakistani security establishment had expressed ignorance about Zargar?s presence in in the country, The News reported that he had been living in Muzaffarabad since his release in 1999. Masood Azhar currently heads the Jaish-e-Mohammed, which too has said it plans to step up the "jihad" in Jammu and Kashmir. Ahmed Omar Saeed Sheikh was sentenced to death by a Karachi court for killing Wall Street Journal reporter Daniel Pearl. Zargar, who is known for his ruthlessness, joined militancy in 1984 and rose to prominence for his role in kidnapping Rubaiya Sayeed, the daughter of then Indian Home Minister Mufti Mohammed Sayeed. About three dozen murder cases have been registered against him in Srinagar. It August 1988, he abandoned the Jammu and Kashmir Liberation Front and crossed over to Pakistan for training. After returning to Jammu and Kashmir, Zargar formed Al Umar Mujahideen in December 1989. He was arrested in 1993 and held in Kot Balawal Jail in Jammu till his release in 1999.

Demolition drive started in Ganderbal


SRINAGAR, FEB 23: Acting on the directions of High court, District Administration Ganderbal has started a demolition drive for dismantling the illegal structures raised by some people on the picturesque of the Nallah sindh, a famous water body of Kashmir running through the district. SRINAGAR, FEB 23: Terming the frequent strike calls given by Hurriyat (G) as the poison for tourism sector in Kashmir, the Minister for Tourism, Ghulam Ahmed Mir Saturday said that tourists are leaving and bookings are being cancelled due to prevailing situation in the Kashmir, though there was not a single report about any tourist being targeted. "We are worried. People associated with this sector are more worried. Let Hurriyat give no strike call and I assure you that this sector will get boost within no time," Mir said Srinagar based news agency CNS and added that efforts are being made to persuade European countries not to issue advisories to their citizens for not going to Kashmir. Mir said that strike calls not only affect education and tourism but it hits every sector and makes people economically very weak. "As per our reports 2 to 3 percent advance bookings have been cancelled and tourists are once again leaving Kashmir and enjoying stay in others states of Kashmir. I am afraid if such strikes will continue then once again this sector will get affected badly," Mir said and added that no doubt this winter, record number of tourists, including skiers and adventure lovers from within the country and abroad visited the Kashmir valley, particularly world famous ski resort of Gulmarg and Pahalgam, where heli skiing has been introduced recently. JAMMU, FEBRUARY 23: Minister for Urban Development and Urban Local Bodies, Mr. Nawang Rigzin Jora on Saturday said that as Tourism Minister he put his best to promote tourism in Jammu and Kashmir around the Globe and efforts were made to develop not only the existing tourism infrastructure but several new tourist destinations were brought on the tourism map. Addressing a function organised by All Jammu Hotel and Lodges association here at Jammu club, Jora said that all efforts to give new fillip to the tourism sector in the State received considerable attention and varied tourism activities including pilgrim tourism, Sports and adventure, cultural tourism attracted record number of tourists to Jammu and Kashmir and gave much needed impetus to this highly important sector for the economic welfare of the people. Mr Jora said that all the three regions received equal attention and several major development initiatives were taken and some are in pipe line for development of tourism in Jammu Division including several Tourism Centres, Golf courses, cable car projects, Mubarak Mandi Culture Heritage centre, Border Tourism, development of lakes including artificial lake on Tawi Nallah, TRC at Rajouri, face lifting of Bahu Fort and many more projects. He said that his main aim was to develop these areas and construct Tourist Reception Centres to attract tourists to these places also, so that the people of these areas may also get employment and earn their livelihood and at the same time tourists can come out from the capital cities and enjoy the beauty of remote and far flung areas full of splendid hills, natural lakes, glaciers and meadows. He said during his tenure, as a Tourism Minister, he kicked started a number of projects in all the three regions of the State. Meanwhile, Mr. Jora hoped that all those projects launched by him, would be completed under the dynamic leadership of the new Tourism Minister, Mr.G.M Mir, and expected that these projects on which presently the work is going smoothly would be completed within the stipulated time. Addressing the gathering, the newly inducted Minister for Tourism, Mr. G.M Mir assured Mr Jora that all the projects executed by him would be completed as early as possible and added that efforts would be made to prioritise all those left out areas which still have not been put on the tourist map. He said when Kashmir valley was passing through rough times, it was Ladakh and Jammu regions which gave life line to the tourism industry and kept the traditions of tourism industry alive with their best hospitality, which the people of the State have inherited from centuries. He said, that Mr Jora as Urban Development Minister will give a new twist to the development of the urban areas with his dynamic approach and varied experience. He said that city of temples has a great pilgrimage potential and lakhs of pilgrims are visiting Raghu Nath Temple after paying obeisance at Mata Vaishno Devi Temple at Katra. He said that railway link from Jammu to Katra to Kashmir would also help significantly attract tourists to various tourist destinations. Earlier, the main demands put forth by the All Jammu Hotels & Lodge Association included diversification of pilgrims tourists to various destinations in Jammu. They also demanded construction of a recreational park on State land near artificial lake at Tawi Nallah fitted with all the basic facilities for tourists. The Association also appreciated the steps taken by Mr Jora as Tourism Minister for promotion of tourism in the State and especially in Jammu division and wished him success in the future also. Rs 741.29 lakh budget approved for 2012-13


JAMMU FEBRUARY 23Minister for Planning, Labour & Employment, Mr Ajay Kumar Sadhotra on Saturday called for regular auditing of accounts provident fund organization, saying delays in doing so is not in its best interests. Chairing a meeting of the Board of Trustees of the organization here this afternoon, the Minister stressed on close monitoring and streamlining the working, making it employee friendly. He said the government will provide all necessary support in this regard as the organization is charged with onerous responsibility of safeguarding the trust of work force. "The organization should keep it in mind that it is the custodian of hard earned money of the working class which they save by putting in hard toil", he said while calling for most humane approach in settling the claims of accounts holders. The Minister took exception to delayed auditing of the organisation and said that such a tendency should be eschewed at all costs. During the meeting, the Board was told that 98 per cent claims of the accounts holders were settled during 2011-12. Of 17,560 claims, 17,255 were settled. Mr Sadhotra urged the officers that they should ensure that cases between the employees and employers are settled amicably and situations of rift should be averted at all costs. "Taking the issues to courts is neither in the interest of the employees nor of the employers", he said, maintaining that the provident fund organisation can act as a strong bridge between the two. He said the employees should in no way feel harassed while seeking settlement of their cases. The Minister asked officers to rededicate themselves for the welfare and betterment of the work force and help them sorting out their problems. He specifically mentioned tendencies among employers for going for forced settlement of various claims and urged the officers to see that such type of exploitation is dispensed with and issues sorted out amicably. "The employees and employers have to work in tandem", he said and hoped the department will assume the role of a guide and facilitator. The Minister reviewed the performance of the organisation in detail. He also discussed various measures with regard to the welfare of employees and initiatives taken by the organisation for their uplift, medicare etc. He was given resume of activities of the organisation over the years and assured that it will not lag behind in mitigating the problems of stake holders. The Board also discussed the budget of the organisation for the just concluded financial year which amounted to Rs 692.29 lakhs.

The meeting was attended by Tehsildar, SDPO, TSO, Executive officer, Municipal committees and SHO Kishtwar besides others concerned officers. Later, the market in the Kishtwar town was checked by the squad constituted by the district administration along with police assistance and imposed a fine of Rs. 3940/- on violators for selling items on exorbitant rates and non display of rate lists in their establishments. The shopkeepers were directed to display rate lists and maintain hygiene in their shops.

DEO Kishtwar for strict scrutinize of voter lists


KISHTWAR, FEBRUARY 23: The Deputy Commissioner Kishtwar Saleem Mohhamed, who is also the District Election Officer Kishtwar today issued directions to the Assistant Electoral Registration officers (Tehsildars) of Kishtwar, Chhatroo, Padder, and Marwah tehsils to strictly scrutinize all the voter lists of the district Kishtwar so that there is no duplication of names in any voter list of the district.

He said Government has already enlisted 14 departments including Social Welfare (ICDS) whose functioning will be monitored by the PRIs so that the benefits of the scheme reach out to the needy. He asked them to restrict fast food and encourage the children to adopt traditional food habits and take part in sports activities which keep them healthy and fit. The camp was organized by the ICDS Project, Akhnoor under the supervision of CDPO, Mr. Surinder Paul Sharma. Taking review of the ongoing developmental works in the hospital, the Minister asked the Medical Superintendent to prepare the estimates for modernization of X-Ray, Ultrasound, OPD and laboratory room besides installation of street lights in and around hospital premises and submit the same for funding so that the works like floor tiles and white wash could be started under Hospital Development Fund (HDF) and RKS funding. Mr. Bhalla said Government has approved Rs. 4.5 lakh for electric fittings in all wards, purchase of essential life saving drugs, flood lights for hospital premises, purchase of waste buckets, curtains, screens and torches besides sanitation material. He asked the hospital authorities to prepare a detailed project report of urgent nature of works in the hospital and submit the same for funding and approval. Regarding improving the drinking water facilities in the hospital, Mr. Bhalla said Government has earmarked Rs. 3.5 crore for digging of deep drill tube well on the identified site including laying of water supply pipes. He said work on the project is under progress on war-footing and would be completed within stipulated time frame. The Minister asked the hospital management to install air-conditioners in newly dedicated Ultrasound room out of HDF funding so that the patient would not face inconvenience during summer.

Russia should induct BRAHMOS missile: Antony


NEW DELHI: Russia should induct the joint venture BRAHMOS supersonic cruise missile to fully appreciate its tie up with India for developing the weapon system, Defence Minister A K Antony has said. "Russia should induct BRAHMOS in their fleet so that the success achieved in the joint venture will be fully appreciated," he said here. The missile is yet to be inducted into the Russian armed forces. BrahMos has been pushing for the induction of the missile on under-construction Russian warships which are similar to Indian Navy's Talwar Class frigates. The Minister was addressing a gathering on the 'Partnership Day' marking the 15th anniversary of the signing of Inter-Governmental Agreement (IGA) between India and Russia for the setting up of the BrahMos joint venture. Antony said IAF will soon have BRAHMOS both, on land and air platforms, making it a real force multiplier for all the wings of the Indian armed forces. "Army, Navy and Air Force consider BRAHMOS to be an important weapon due to its speed, precision and power. The government has also decided to expand the infrastructure at multiple centres to cater to larger production requirement of BRAHMOS missiles and systems," he said. Indian army to procure 20 cheetal helicopters


NEW DELHI: The Indian Army has signed a Rs 300 crore contract with the Hindustan Aeronautics Limited for procuring 20 Cheetal helicopters to boost its capability in carrying out high-altitude operations in areas like Siachen. The Cheetals are being procured to fulfil the deficiencies faced by the force in light helicopter segment in view of the delays in the procurement of new 197 choppers for it and the IAF. The Cheetal helicopters are the upgraded versions of the Cheetah/Chetak choppers in the Indian Armed Forces and have been equipped with stronger engines to enhance their performance. The contract for the procurement was signed on Thursday between the Army and the HAL and the first helicopter would be delivered within next two years from now, army sources said. The negotiations for the deal started in December 2010 and it was cleared by the Defence Acquisition Council (DAC) headed by Indian Defence Minister A K Antony last December, they said. The Cheetals come with a longer range than their predecessors and will have a range of 640 km in comparison with the 540 km of the vintage choppers. They will also have a better load-carrying capability in the high altitude areas as they can carry 90 kg while the Cheetahs can carry only 50 kg along with the pilots. Pentagon grounds its entire fleet of F35 fighter jets


WASHINGTON: The US military temporarily grounded its entire fleet of F-35 fighter jets - used in Air Force, the Navy and the Marines - as a precautionary measure after a routine inspection detected a crack on an engine blade. All F-35 flight operations have been suspended until the investigation is complete, the Pentagon said in a statement on Friday. "It is too early to know the fleetwide impact of the recent finding," it said, adding F-35 Joint Program Office is working closely with Pratt & Whitney and Lockheed Martin at all F-35 locations to ensure the integrity of the engine, and to return the fleet safely to flight as soon as possible. The Pentagon said a routine engine inspection revealed a crack on an engine blade of the F-35 engine installed in F-35A aircraft AF-2 operating at Edwards Air Force Base, California. Engineering teams are shipping the engine's turbine module and its associated hardware to Pratt & Whitney's Engine Facility in Middletown, Connecticut, to conduct more thorough evaluation and root cause analysis, it said. The New York Times said the suspension of flights comes at an awkward time for the military, which is facing automatic budget cuts that could slow its purchases of the planes. Smaller version of BRAHMOS missile being developed for IAF


NEW DELHI: A smaller variant of the 290-km range BRAHMOS supersonic cruise missile is being developed for arming IAF's fighter aircraft. A new version of the missile is to be fitted on the frontline aircraft of Air Force including Su-30MKI, Mirage 2000 and the future inductions such as the 126 multirole combat aircraft, BrahMos officials have said. For the first time, the IndoRussian joint venture showcased the model of the new missile at the 15th anniversary celebrations of the tie-up between the two countries. "Dr. A S Pillai (of the venture) has assured us that BrahMos will be developing a miniaturised version of the missile for our other aircraft and the future inductions," IAF chief Air Chief Marshal N A K Browne said. BrahMos officials said the range of the missile would be 290-kms and it would be smaller by around three metres as compared to the present missile. At the moment, IAF and BrahMos are working on a Rs 6,000 crore project for integrating an airlaunched BRAHMOS on the Su-30 MKI aircraft to allow the warplane to carry one missile under its belly. After the new missile is developed, the Su-30MKI would be able to carry three missiles while other combat jets of the IAF would be able to carry one each, they said. BrahMos Aerospace is also planning to carry out the underwater test firing of the missile in near future which is expected to pave way for its induction into the Indian submarine arm.

Russia, NATO to hold Gulf of Aden Anti-Piracy Exercise
NOVESTI: The Russian Navy's Udaloy I class anti-submarine destroyer Severomorsk will take part in a NATO anti-piracy exercise in the Gulf of Aden, Navy spokesman Capt. First Rank Vadim Serga said on Thursday. Russian and Italian naval teams will practice operations to recover pirate-held ships, he said, adding that the exercise will begin "within several days." In the most recent attack, Reuters reported pirates seized the ship Armadah Tuah off the Nigerian coast on Sunday, holding its crew to ransom. The Russian Foreign Ministry said there were three Ukrainians, two Indian nationals, one Indonesian and one Russian on board. According to an AP report, the crew members were taken off the vessel, operated by multinational energy company Century Group. The kidnappers demanded a 200 million naira ($1.27 million) ransom. There has been no comment from the Nigerian government. In mid-January, an international maritime watchdog said sea pirate activity in international waters had subsided to the lowest level since 2008. The International Maritime Bureau (IMB), an arm of the International Chamber of Commerce, said a total of 297 vessels were attacked by pirates last year, down from 439 in 2011. The IMB's Piracy Reporting Center also recorded 67 attempted attacks last year. Pirates took a total of 585 people hostage last year. Six people were killed and 32 injured. Somalia and the Gulf of Aden remain the world's most dangerous maritime routes, accounting for nearly a quarter of the world's piracy incidents. Seventy-five ships were attacked there last year. This figure, however, is well below the 2011 figure of 237 attacks.

Coast Guard commissions high-speed interceptor boat


MUMBAI: An interceptor boat capable of search and rescue apart from maritime surveillance and which carries medium-range armaments were commissioned by the Coast Guard here on Friday. The 28 metre-long interceptor boat with 75 tonnes displacement can achieve a maximum speed of 35 knots, Navy sources said. It is designed for high-speed interception, close-coast patrol, low-intensity maritime operations besides surveillance. The boat, named C-154, was commissioned by Maharashtra Chief Secretary Jayantkumar Banthia, at a ceremony attended by representatives of the Navy, Army, Air Force and state government officials. It has been built by

Army chief reviews Kashmir situation


JAMMU: Indian Army chief Gen. Bikram Singh Saturday reviewed the latest situation in Jammu and Kashmir in the wake of some of the incidents of ceasefire violations by Pakistani troops and the killing of two Indian soldiers on the Line of Control. He visited the Northern Command headquarters at Udhampur, 65 kms north of Jammu. Due to the bad weather, Gen. Singh had to land at Jammu and go to Udhampur by road. During his short visit, the army chief interacted with the Northern Command chief, Lt.Gen. K.T. Parnaik, and other senior officers. "He was apprised of the current security situation and the operational preparedness in Northern Command as well as the complex dynamics of the proxy war situation in the state," Northern Command spokesman, Lt. Col. Rajesh Kalia said in a release. The army chief exhorted senior commanders to further consolidate on their gains in counter-insurgency operations achieved during the past two years. Gen. Singh has immense experience of the operational dynamics in the state as he has commanded various formations in the state.

Antony calls for indigenisation of defence production


NEW DELHI: India needs to speed up the indigenisation process of its defence production in order to root out corruption from the sector, Defence Minister A.K. Antony said Wednesday. "I think our armed forces, government, DRDO, industry both public as well as private should come together in mission mode so that India can achieve maximum for indigenisation in a reasonable time," he said. "Whatever support is needed from the government, I assure you we will give," he said at a Defence Research and Development Organisation (DRDO) conference here. The minister said: "I am going to ask about our defence procurement and defence production policy so we can speed up the indigenisation process". Regarding corruption in defence deals, he said: "I got an e-mail last year about some foul dealings by one Abhishek Verma; immediately I sent that e-mail to CBI director and enforcement directorate". "We have to go to the root of all allegations. Whatever needs to be done to punish the guilty" should be done.

IAF displays prowess to operate behind 'enemy' lines


POKHARAN :Troops slithering down ropes in "enemy territory", transport aircraft flying low to evade radar in the combat zone and supersonic fighters smashing targets with precision missiles and rockets - the Indian Air Force's 'Iron Fist' firepower display in this desert expanse gave ample demonstration of its readiness to meet the country's security needs. The assembled gathering Friday looked in awe and admiration as frontline planes and helicopters in the IAF's inventory displayed their flying and firing abilities. Sorties followed in quick succession as 30 targets including "enemy" ammunition dumps, command and control centres, headquarters building, heavy guns, vital bridges and aircraft shelter" evaporated in heavy pounding. While the day and dusk operations, including the dazzling acrobatic display by Sukhoi 30 MK I, had the gathering on the edge of their seats, the night events were spectacular. A Mi-17 V5 helicopter moved IN to drop troops in the battle arena in darkness as another Mi-17 emerged to provide illumination for a search mission. The Mi 17 helicopter's arclight, capable of lighting an area the size of a football field, hovered and directed its powerful beam on the battle arena as troops from another helicopter slithered down a rope to accomplish their "mission". With concerns in the country over cross-border terrorism, an IAF officer told IANS that such missions can be carried out behind enemy lines if there is adequate air superiority. "It can be done if there is adequate air over," the officer said. The C-130J Super Hercules transport aircraft also demonstrated its ability to operate behind "enemy lines" as it flew low to evade radar and dropped paratroopers and, after a quick about turn, picked them shot landing and taking off capabilities. Over 225 fighter and transport aircraft including Mirage 2000, Jaguar 2000, MiG 27, MIG 21, MIG 29, C130J, AN-32, Embraer and the IL-76 and unmanned aerial vehicles participated in the event, firing rockets, missiles and bombs and laser guided weapons. A MiG 29 aircraft created a sonic boom before the spectators as it crossed the speed of sound. The IAF chief, Air Chief Marshal N.A.K. Browne's son Squadran Leader Omar Browne was the co-pilot of one of the Sukhoi SU-30MKI combat jets that took part in the firepower demonstration. The IAF also displayed the operational capability of the Pechora, Osa AK-M and IGLA range of surface-to-air missiles. The Sarang helicopter team performed aerial acrobatics while the Akashganga parajumpers, the Air Warriors Drill Team had the gathering glued to their seats. In its third quarter monetary policy review on January 29, the RBI had reduced the key rate (repo rate) by 0.25 per cent after maintaining a status quo on it since April, 2012. Four of the six members, the minutes said, had suggested that the reduction should be by 25 b a s i s points as they felt favorable global conditions as well as marginal decline in WPI inflation provided room for some monetary easing. Further, the members opined that "the underlying macroeconomic conditions are still sluggish. Investment has not revived yet and contraction is still underway in the capital goods industries". They were of the view that there has been an improvement in sentiment since the government initiated measures to attract FDI and for fiscal consolidation. Also, setting up of the Cabinet Committee on Investment to fasttrack delayed projects was also a welcome step, they opined. MUMBAI: Reserve bank of India governor Duvvuri Subbarao endorsed the unanimous recommendation of all external members of the bank to cut its policy interest rate last month - the first cut in 9 months - minutes of the quarterly meeting on Saturday showed. Four of the six members suggested that the Reserve Bank of India (RBI) should reduce the policy rate by 25 basis points in the third quarter policy review as global conditions were favorable and marginal decline in WPI inflation provided room for some monetary easing. On January 29 India's central bank lowered its key policy repo rate by 25 basis points (bps) to 7.75 percent to help support an economy set to post its slowest annual growth rate in a decade.. It also unexpectedly reduced the cash reserve ratio (CRR) , the share of deposits banks must keep with advisory, with the governor having the final say in deciding rates. Two of the members felt that a 25 basis points reduction in the repo rate alone might not induce banks to reduce their lending rates and advised a cut in the banks' cash reserve ratio (CRR) of 25 basis points to nudge the lending rates down was in order. This would also enable loan rates to reduce more than deposit rates. One of the other two members felt that the Reserve Bank should make use of open market operations (OMOs) to manage liquidity and keep the CRR unchanged. MUMBAI: Leading accounting and consultancy firm E&Y India has awarded the Tata Group patriarch Ratan Tata, the Chairman Emeritus of the USD 100-billion conglomerate, with the Entrepreneur of the Year Lifetime Achievement Award. Tata received the award from Corporate Affairs Minister Sachin Pilot at a function here late last night, E&Y said in a statement today. Tata had won the E&Y Entrepreneur of the Year Award in 2003 as well. Adi Godrej of the Godrej Group has won the Entrepreneur of the Year for 2012, who will represent India at the E&Y World Entrepreneur of the year award in Monte Carlo, Monaco in June, the statement said. Citigroup faced US market regulator's questions over its value on brokerage


NEW YORK: Citigroup Inc was unsuccessfully trying to convince an arbitrator that the brokerage it owned with Morgan Stanley was worth as much as $23 billion, the U.S. Securities and E x c h a n g e Commission in August was asking Citigroup to document the valuation it had placed on the asset. The request was made public on Friday when the agency posted written responses from Citigroup to questions from SEC staff about the bank's financial disclosures. The SEC request was made in an August 22 letter, six days before the two companies announced they were extending the deadline to set the price that Morgan Stanley would pay for an additional 14 per cent of the brokerage, of which Morgan Stanley already owned 51 per cent. At the time, the companies asked an arbitrator to set the price because they could not agree on the brokerage's worth. Citigroup's valuation proved to be more than one-and-half times too high when the deal terms were finally stuck on September 11, and the company announced a $4.7 billion charge to earnings to write down the value on its balance sheet of its 49 per cent stake. After announcing the charge, Citigroup told the SEC it was submitting the requested valuation information in a separate letter, which was not released on Friday.

FIPB to take up Air Asia's proposal on March 6


NEW DELHI: The Finance Ministry will take up Malaysian airline Air Asia's proposal to operate in India jointly with the Tata Group and Telestra Trade place early next month. The Foreign Investment Promotion Board, scheduled to meet on March 6, will consider 18 proposals which also includes one by European airline Farnair Switzerland which entered the cargo segment in India last year. Air Asia has sought FIPB approval for taking 49 per cent stake - the maximum allowed in the existing FDI policy - in a joint venture with Tata Sons Ltd, the pioneer of airline services in India, and Arun Bhatia's Telestra Trade place Pvt Ltd. Tata Sons is likely to hold 30 per cent stake in the company while the remaining 21 per cent share will be Telestra's. The venture will mark Tata Group's return to the aviation sector almost 60 years after it exited the business following nationalization of Air India in 1953. Air Asia will initially invest about $30-55 million in the proposed venture and would start operations with three to four Airbus A-320 aircraft, Air Asia CEO Tony Fernandes said. The proposed joint venture will operate from Chennai and will focus on providing domestic connectivity to Tier-II and Tier-III cities, a statement by the Malaysian carrier from its headquarters in Sepang had said earlier this week. It will give both Delhi and Mumbai a miss in the initial phase. In India, a carrier must complete five years of domestic operations before becoming eligible for starting overseas flights. The FIPB will also consider a proposal from European airline Farnair Switzerland which bought a substantial stake in Quikjet Cargo Airlines Pvt. Ltd last February. Tata Capital Ltd is one of the key investors in Quikjet Cargo. The airlines operates both cargo and passenger airlines in Europe but did not have the option to apply for the passenger segment last year as the FDI rules at that time did not permit it.

Need to move towards tech-driven tax administration: FM


NEW DELHI: Finance Minister P Chidambaram today said there is need to move towards a technology driven tax administration and called on all assesses to file tax returns. "We will have to get each one of the 28 lakh tax deductees (under TDS). The tax amount would be credited to the government and refund would be credited to the deductee. And this can be done only if we move to technology," Chidambaram said. "Income tax department is moving towards information technology. This will process TDS returns, capture massive data so that government gets revenue and taxpayer gets refund," he said. The Finance Minister was speaking to reporters after inaugurating the Centralized Processing Cell (CPC) of the Income Tax department here. The CPC would process all Tax Deducted at Source (TDS) applications and would help ease the Compliance procedure for taxpayers. "We have around 28 lakh deductees, of which only 14 lakh people have filed return. The other 14 lakh do not file return. We do not know whether they are filing TDS," Chidambaram said. A technology driven tax administration would assist the tax deductor, tax collector and also the payee, he said, adding it will help all the three get linked to each other without being manually involved in the process. The target for collection of direct taxes for the current fiscal is fixed at Rs 5, 70,251 crore, a 15 per cent growth over the previous year target. the same period of the previous financial year. Faced with widening fiscal deficit, the government had earlier issued stern warning to tax evaders, asking them to disclose their correct income and pay advance tax by due date or be prepared to face action. Despite slowdown in economic activities, the government has said it is confident of meeting the Rs 5.70 lakh crore direct tax target for the fiscal. Direct taxes include income tax, corporate tax and wealth tax. Infosys which is also a partner in the CPC project, said in a statement that the TDS facility will process more than 400 million tax deduction submissions filed by nearly one million entities annually. Infosys has been processing tax returns filed online by Indian citizens since 2008. Till date, it has successfully processed more than 30 million tax filings and related refunds, the company said. In 2011, the income tax department selected Infosys as its managed services provider to facilitate central processing of TDS filings by business entities. As part of this new agreement, Infosys provides comprehensive services to the department including technology infrastructure, maintenance, and upgrade of applications for the tax deduction reconciliation, analysis, and correction Enabling system, better known as TRACES, the statement said. India poised to issue bank licenses to corporate players


MUMBAI: Indian companies from any business sector will be allowed to seek entry to the country's banking industry as the government looks to bring banking services to the large proportion of the population without bank accounts. The Reserve Bank of India (RBI) on Friday announced rules that would allow any type of company to apply for a banking license, paving the way for India's first new banks since the formation of Yes Bank in 2004. Draft rules issued in 2011 had barred companies in the property and brokerage industries from applying, and disagreement between the central bank and finance ministry over exclusions had slowed the release of the final rules. Some critics, including the International Monetary Fund, had also voiced concern over the possibility of new banks issuing potentially risky loans to their related companies. However, the final rules on Friday did not make any particular exclusion. The move to issue new bank licenses is intended to increase competition and bring fresh capital to an industry dominated by state lenders and reaches only about half of Indian households. Newly licensed banks will be required to open 25 percent of their branches in rural areas that lack banking services. "India has a huge population of unbanked ... and the real concern is financial inclusion," said Rupa Rege Nitsure, chief economist at Bank of Baroda.

GHAZIABAD: Finance Minister P. Chidambaram on Saturday said the government has introduced "world-class" technology that improved tax compliance, resulting in a boost to the exchequer. After launching a centralized processing cell for Tax Deducted at Source (TDS) here Chidambaram said India was moving towards a technology driven tax administration. "We have today in partnership with Infosys, put in place here the most advanced technologies...the systems here, the software here is equal to anything anywhere else in the world," the finance minister told reporters. He said the use of advanced technology would help trace tax evaders and make things easier for the genuine tax payers. "There are 14 lakh tax deductees who are filing returns, but 14 lakh are not filing returns. We want each one of the 28 lakh tax deductees to file returns," Chidambaram said. The new centralized processing cell for TDS is situated at Aayakar Bhawan, Sector-3, Vaishali, and Ghaziabad. What we have here is a worldclass facility equal to the facility in Bengaluru, which processes the income tax returns... this will process the TDS returns," Chidambaram said. Infosys is the software partner for both the centers. The finance minister said the central processing centers would be a "big boom" for tax payers as well as the government. "I know how much the taxpayer suffers if the TDS is not credited to his or her account. It's a big boom to the taxpayer. Secondly, it's also a big boom to the government, which will now be able to collect every single rupee that is deducted and account for every single rupee," he said.

IDBI Bank, EXIM in co-finance deal


MUMBAI: IDBI Bank has tied up with the Export Import Bank of India to facilitate loans to exportoriented small and medium scale enterprises. "The two banks would co-finance, co-arrange, syndicate rupee and foreign currency loans, provide refinance facility in Indian rupee and foreign currency for extending short-term export credit and long term capex loans to eligible export-oriented companies, particularly in the SME sector," IDBI Bank said in a release. Both the banks said they would also co-operate in promotional activities and provide advisory services to assist each other's clients.

India to launch Mars mission World's smallest space telescope to be this year: President launched from Sriharikota in India
NEW DELHI : India will launch its first space mission to Mars this year, President Pranab Mukherjee said on Thursday. "Several space missions are planned for 2013, including India's first mission to Mars and the launch of our first navigational satellite," Mukherjee said in his maiden address to the joint sitting of Parliament at the start of the budget session. The Indian Space Research Organisation (ISRO) will also put in orbit the first of its seven satellites of the Indian Regional Navigation Satellite System (IRNSS). The system is India's version of the Global Positioning System. The Mars Orbiter mission, scheduled for launch in October, will look for signature of life and reasons for loss of atmosphere on the red planet. Under the mission, India will put in orbit a spacecraft using the Polar Satellite Launch Vehicle. The satellite will undertake a 300-day journey to Mars and is expected to be put into the Martian orbit in September next year. Mukherjee said the space programme epitomised India's scientific achievements and benefits the country in a number of areas. "The launch of the Polar Satellite Launch Vehicle on September 9, 2012 marked our 100th space mission. India's first remote sensing satellite RISAT-1, with all-weather imaging capability, was also launched in 2012," he said. NEW DELHI:The smallest astronomical satellite ever built is set to be launched on Monday, February 25, as part of a mission to prove that even a very small telescope can push the boundaries of astronomy. The satellite was designed and assembled at the Space Flight Laboratory (SFL) of the University of Toronto Institute for Aerospace Studies (UTIAS). It will be launched from the Satish Dhawan Space Center in Sriharikota, India, along with its twin, also designed in Canada, but assembled in Austria. Each nano-satellite in the BRIght Target Explorer (BRITE) mission is a cube 20 centimeters per side, and weighing less than 7 kilograms.The BRITE satellites are part of the new wave of nano-satellites that can be designed, assembled and deployed fast and relatively cheaply. "SFL has demonstrated Laboratory at UTIAS said. "A nano-satellite can take anywhere from six months to a few years to develop and test, but we typically aim for two years or less," Grant said. Up to now, such nanosatellites had been used only to monitor the Earth and experiment with new technologies. BRITE is the first nano-satellite mission intended for astronomy, and the first-ever astronomy constellation more than one satellite working toward a common objective of any size. Smallest planet discovered outside our solar system


WASHINTON:NASA has discovered the smallest known planet outside our solar system which is slightly larger than the Moon and orbits its Sun like host star every 13 days. NASA's Kepler space telescope detected the smallest planet yet found around a star similar to the Sun in a new planetary system. The planets are located in a system called Kepler-37, about 210 lightyears from Earth in the constellation Lyra. The smallest planet, Kepler-37b, is slightly larger than our Moon, measuring about one-third the size of Earth. It is smaller than Mercury, which made its detection a challenge. However, while the star in Kepler-37 may be similar to our Sun, the system appears quite unlike the solar system in which we live. Astronomers think Kepler-37b does not have an atmosphere and cannot support life as we know it. The tiny planet almost certainly is rocky in composition. Kepler-37c, the closer neighbouring planet, is slightly smaller than Venus, measuring almost three-quarters the size of Earth. Kepler-37d, the farther planet, is twice the size of Earth. Kepler-37's host star belongs to the same class as our Sun, although it is slightly cooler and smaller. All three planets orbit the star at less than the distance Mercury is to the Sun, suggesting they are very hot, inhospitable worlds.

Milky Way grew by 'cannibalising' other smaller galaxies


WASHINGTON:Astronomers using NASA's Hubble Space Telescope have uncovered tantalising evidence for the possible existence of a shell of stars that are a relic of the Milky Way's past cannibalism of other galaxies. Peering deep into the vast stellar halo that envelops our Milky Way galaxy, a team of astronomers led by Alis Deason, from UC Santa Cruz, used Hubble observations to precisely measure, for the first time ever, the sideways motions of a small sample of stars located far from the galaxy's center. Their unusual lateral motion is circumstantial evidence that the stars may be the remnants of a shredded galaxy that was gravitationally ripped apart by the Milky Way billions of years ago. These stars support the idea that the Milky Way grew through the accretion of smaller galaxies. They also offer a new opportunity for measuring the "hidden" mass of our galaxy, which is in the form of dark matter -- an invisible form of matter that does not emit or reflect radiation. Deason and her team plucked the outer halo stars out of seven years' worth of archival Hubble telescope observations of our neighbouring Andromeda galaxy. In those observations, Hubble peered through the Milky Way's halo to study the Andromeda stars, which are more than 20 times farther away. The Milky Way's halo stars were in the foreground and considered as clutter for the study of Andromeda. But to Deason's study they were pure gold. The observations offered a unique opportunity to look at the motion of Milky Way halo stars. "We knew these stars were there, because for the Andromeda study we had to separate the stars in Andromeda from the stars in the Milky Way," said co-author Puragra Guhathakurta, professor of astronomy and astrophysics at UC Santa Cruz. Researchers said finding the stars was meticulous work. Each Hubble image contained more than 100,000 stars.

JU Class-IV employees suspend token strike


JAMMU: Feb 18: The protesting Class-IV employees and casual laborers in Jammu University on Monday suspended their fortnightlong stir after the Non-Gazetted Employees Union entered into an agreement with the JU authorities. As per the agreement, the ViceChancellor would ensure that demands of the agitating employees are conceded soon while the NGEU would suspend the token strike for 15 days. The NGEU president Krishan Chand announced to suspend the token strike after the ViceChancellor Prof M P S Ishar read out the agreement in front of the agitating employees this afternoon. Prof Ishar assured that he would ensure fulfillment of all the demands before the next meeting of JU Council. The VC was accompanied by Registrar Prof Naresh Padha, OSD to VC Jaikumar Sharma and other officers. Announcing suspension of their stir, the NGEU president Krishan Chand however warned to convert the token protest into indefinite strike if the demands are not conceded within 15 to 20 days. Teachers' strike hits Nilamber Pitamber University exam schedule


DALTONGANJ: The Palamubased Nilamber Pitamber University has rescheduled Part 1 examination for arts, science, commerce and vocational courses owing to the ongoing strike called by teachers of affiliated colleges. The examinations, earlier scheduled to begin on November 30, have been postponed until January 7, 2013, if the strike is withdrawn by that time. Varsity registrar P K Verma said teachers at four big colleges affiliated to the university are on strike since November 24 and the universities all over the state are to go on Christmas holiday in the third week of December. LGSN Shahdeo, controller of the NP university examinations, confirmed the development Sources said the academic schedule for Part 1 students has been adversely affected by the strike and there will be two Part 1 examinations in the 2013 calendar year there - one for the batch of 2012 and the other for 2013 with a gap of just a few months. The delayed examinations will have its effect on the students performance, said Renu Kumari, an affected student. Pro vice-chancellor Ramesh K Pandey said: "All efforts will be made to ensure that the examinations are conducted from January 7. In the event the strike does not end, the administration of three districts - Latehar, Garhwa and Palamu -will be approached for help. The officials will be asked to provide government buildings as examination centres, officials to work as invigilators and a posse of police force for maintenance of law and order. Vice-Chancellor Firoz Ahmad has also sought the cooperation of the teachers in the matter.

New community health B.Sc course to be introduced: Azad


NEW DELHI: A new Bachelor of Science (Community Health) course with the objective of generating a cadre of health care providers in rural areas of the country is likely to be introduced from the academic year 2013-14, Health Minister Ghulam Nabi Azad said. In a written reply in Lok Sabha, Azad said the task force constituted in this regard has made certain recommendations on cost estimates for infrastructure, human resources, equipments and other facilities required in rural health schools to the government for consideration. Azad said the admissions as well as deployment of these graduates would be district-based in the respective states which are willing to introduce the course. The course was earlier proposed as Bachelor of Rural Health Care (BRHC) but it has been changed in consultation with the Medical Council of India. The course duration is proposed to be of three years with six months of rotational internship. Candidates eligible for the course will be those who have completed 10+2 exams with Physics, Chemistry and Biology as their subjects. "The proposed course is likely to be introduced in the states willing to adopt it from academic 2013-14," Azad said in his reply. A few medical bodies like the Indian Medical Association (IMA) have not welcomed the proposal, but the government said it is committed to introduce the course, with inbuilt safeguards.

India, UK industry bodies sign pacts in healthcare, education


NEW DELHI: India and UK industry bodies signed two agreements to collaborate in healthcare and education areas aimed at improving these sectors in both the countries. The Confederation of Indian Industry (CII) and Association of Colleges, India (AoC India) have signed an agreement with the objective of establishing partnerships between UK FE Colleges and representatives of key Indian industries to facilitate best practices approach on education, training and skills development. "We welcome the MoU between CII and AoC India at such a historic moment during the visit of British Prime Minister David Cameron. This will further strengthen bilateral ties between India and UK and make way for more symbiotic relationships in the future," CII Director General Chandrajit Banerjee said in a statement. Meanwhile, the Healthcare Sector Skill Council (HSSC), promoted by CII and leading healthcare service providers in India and UKbased Skills-for-Health UK have signed another memorandum of understanding (MoU) to collaborate and work together in the area of healthcare skills, the statement said. The MoU was signed by Healthcare Sector Skill Council Chairman Naresh Trehan and Skillsfor-Health (UK) CEO John Roger. Both the organizations - HSSC (India) and Skills-for-Health (UK) recognize that there is a huge scope for mutual cooperation and learning between India and the UK in skill development in allied healthcare and paramedic space. In order to facilitate sharing of experiences, exchange of expertise and building linkages between UK and India in the area of healthcare skills, HSSC and Skills-for-Health have identified some areas to collaborate like development of occupational standards, elearning, product development for improving the efficiency of healthcare in India, the statement said.

Cops launch e-awareness programme for students


NEW DELHI: Delhi Police launched a cyber awareness and safety programme for school students on Tuesday to educate them about the risks of uninhibited exchange of information on internet. Dharmendra Kumar, special commissioner of police (crime and railways) said the programme was launched following a surge in complaints of fake profile and defamation being filed with cyber cell police station. "About 245 complaints of fake profile and 51 complaints of defamation were received in 2011. Many of the victims were minors in the age group of 14 to 18," Kumar said. Probe into the complaints revealed a complete lack of awareness about the pitfalls involved in internet usage. An inherent need was also felt to identify and create awareness in the vulnerable group. It led to a three hour-long interactive session with students of ASN Senior Secondary School at Mayur Vihar on Tuesday. "We interacted with students of class 9 and 10. A concerted beginning has been made at schools targeting the focused groups of teachers, parents as well as the children. We are also considering launching an exclusive helpline number for children that can be used in case of distress or emergency," Mishra said. The programme spreads awareness among school administration and teachers so that they can ingrain safe habits amongst children. We will also appoint internet safety officers in schools by training designated teachers," Mishra added. A publicity campaign through advertisements will also be launched over the issue as well as the penal actions possible in such matters.

CHANDIGARH: Education department of Chandigarh administration started a helpline to provide expert advise and counseling to students, on Wednesday. The department has constituted a team of 19 persons comprising officers, principals, headmaster, lecturer and subject experts in vocational education to deal with examinations stress and anxiety felt by the students. Starting from Wednesday, the helpline will remain open till March 31. Students can contact officials between 2pm to 7.30pm for the said period. CBSE hosted consultative meet for endorsement of hospitality courses


NEW DELHI: For promotion and industry endorsement of hospitality courses, a consultative meet of the hospitality industry was organized by the Central Board of Secondary Education on Friday. The meet, a collaborative effort with the Hotel and Restaurant Association of North India, was held to explore the involvement of the industry stakeholders for better implementation of the hospitality and tourism courses that CBSE is offering. Aligned with the government of India's directives and initiatives for skill competency building through formal education, CBSE is offering five vocational courses under hospitality and tourism sectors, namely food production, food and beverage services, bakery and confectionary, front office operations and travel and tourism management. At present, there are about 100 schools affiliated to CBSE, who are offering hospitality and tourism based vocational courses. The Board has collaboration with the National Council of Hotel Management and Catering Technology for these courses under joint certification. Hockey India derecognizes Air India


NEW DELHI: Hockey India (HI) on Saturday derecognized Air India as its associate member with immediate effect. This decision was unanimously taken in the Executive Board meeting of HI which was held on Saturday at the Major Dhyan Chand National Stadium. The decision was taken due to non-payment of their annual membership fees since 2010-11. Air India had been a member of HI since 2009 and in 2012 it was demoted to Associate Member. HI secretary general Narinder Batra said following the rules and regulations, the Executive Board decide to take the step. "Although it was tough to derecognize Air India as an Associate Member but discipline should be maintained for the smooth functioning of the National Sports Federation. We expect all the Affiliate Members and Associate Members to work professionally which is the basic criteria to develop any sport in the country," said Batra. of the people in them were very upset because they couldn't get where they needed to go. It was then that the traffic light realized how important she was to all of the people in their cars. She had always thought that they were simply ignoring her when they drove away, but now she knew that without her no one would be able to drive anywhere. Then she felt very bad that she had caused all of these problems. The traffic light did not want to make people unhappy, so she decided that from now on she would only switch herself from green to red when it was the proper time so that her switch wouldn't burn out too soon. She thought of how happy it made people when she was working properly, and she knew that she would still see the kids every day, even if it was for only a few seconds. That made her VERY happy, and from that day on she was never lonely again.

The Lonely Traffic Light


nce upon a time, there was a traffic light a lonely traffic light. She felt that nobody gave her much attention. Sometimes people would stand by her and push the button for the light to change, and she felt less lonely while they were waiting. But once the light changed the people would leave and cross the street. At times, when the light was red, the people waiting in the cars would give her their attention as they waited for the light to turn green. That also made her less lonely, but not for long. Once the light turned green the cars would zoom by without noticing that she existed. Then, the traffic light noticed that there was a little red car that passed by early every morning and again every afternoon. It was a mother and two little kids dropping off their Daddy at the train station in the morning and picking him up in the afternoon. Sometimes when the light was red, the two kids would wave to the traffic light, show her their stuffed animals, or stare at her waiting for

the light to change. That made her very happy. At other times when the light was green the car would go right through the intersection and the little kids wouldn't even look at the light. That made her very sad. The traffic light wanted the attention of the two little children and decided that the next time she saw the car she would turn herself red. That would give the kids a chance to wave to her or stare at her. She thought the idea sounded very nice, so that is what she did the next morning and afternoon when she saw the red car.

After a few days of switching herself, the circuit inside of her pole got messed up and the light stayed on yellow. She tried very hard to switch it to red or green but she just couldn't.

The next morning, the repairmen came and opened the little door on the side of her pole. They worked for a couple of hours and found the problem. The switch that she used to turn the light from red to yellow to green had burnt out. In a few minutes they had replaced the bad switch and the traffic light was back to normal. Now she was again able to stop the red car and see the little children every morning and afternoon. But after a few days the switch burnt out again and the repairmen had to come out to fix it once more. As they were working, the traffic light could hear them talking to each other. She heard them saying that the traffic light must be getting too old and that it was really hard for all of the people, because it was making traffic jams when she broke down. When she looked up she saw a huge line of cars all waiting and honking. All

The third one is on the octagonal faces of two pillars of the hall which records that 'the chaitagrha on mount Trirasmi was consecrated by one Mahahakusiri Bhatapalika, daughter of a royal minister'. On either side of this Chaityagrha (Cave 18) are located two monasteries (Cave 17 & 20) which are approached from the flight of steps from Cave 18. Cave 20, a monastery, was first started by an ascetic but the final completion was done during the 7th regnal year of Satavahana king Yajna Satakarni by the wife of a mahasenapati. The cave also witnessed later period additions in the form of cells, a shrine, enlargement of hall during 6th - 7th centuries A.D. Buddha attended by Padmapani and Vajrapani is housed in the shrine. Cave 17 also belongs to the same period and was a gift by a Yavana from Dattamitri. This cave also received additions and alterations during later period when a relief of Buddha was added. Among the monasteries, Cave 19 is one of the earliest excavated during the reign of Satavahana king Krishna by a monk from Nasika. The monasteries, Cave 3 & 10 are the most important and largest among all the caves here. Cave 10 is the gift of Saka Ushabhadata and his wife Dakshamitra, daughter of King Nahapana of the Kshaharata family. Many inscriptions of this family can be seen on the walls of the verandah and left wall of the court. The donations include provisions for monk's cloth, frugal deity of 20 monks during varsha and perpetual endowment to provide medicine for the sick monks, the last by a female lay devotee of the Saka lineage during the reign of Abhira king Isvarasena. The cave consists of a pillared verandah, with a cell on either side, and 16 cells with rock-beds on three sides of a spacious hall. MWC 2013 to be the biggest ever, but don't expect big announcements

hen the top executives of the world's wireless industry gather next week in Barcelona for their annual trade show, cellphones will take a back seat to talk of cars, electric meters and insulin monitors. That idea of empowering new devices with wireless connections has been percolating for years. General Motors cars have had wireless OnStar connections for more than a decade. But the push is intensifying now that most people have cellphones -and the wireless industry's future growth depends on it. That means the GSM Mobile World Congress, the telecommunications industry's largest annual trade show, will be abuzz with discussion of devices like "smart" meters that report a home's usage

of electricity, natural gas or water back to the utility, and to your phone. "You'll see more things that are 'today' things versus 'tomorrow' things at the show," said Glenn Lurie, AT&T's president of "emerging devices." AT&T's CEO Randall Stephenson will speak at the show, which runs Monday through Thursday. He'll be rubbing shoulders with the CEOs of Deutsche Telekom AG, parent of T-Mobile USA; Nokia Corp. and Vodafone Group PLC, the British company that owns 45 percent of Verizon Wireless. Another big theme at the show will be Near-Field Communications, or NFC. Cellphones are great at communi-

cating with distant people and websites, but not at connecting to things in their immediate surroundings. The process of communicating with a phone that's 3 feet away is the same as if it's 300 miles away. Now, smartphones are getting new chips that allow them to connect to similarly equipped phones to transfer videos quickly a capability Samsung has featured in some mildly salacious ads. The chips also let phones talk directly to card-swipe terminals in stores, which has set off a race to organize and control the new world of mobile payments. For the occasion, most of Barcelona's taxi cabs have been outfitted with terminals that let them accept a "tap" from a phone as a mode of payment. The show itself is set to be the

The GSM Association, which organizes the shows, expects more than 70,000 attendees, and the demand for exhibit space has forced a move from the historic conference center at the foot of the Montjuic hill to a larger, more modern venue further from the city center. Michael O'Hara, chief marketing officer for the GSMA, expects the show to inject 300 milion euros, or $400 million, into the local economy and create 6,500 parttime jobs. Last year, a massive protest against government anti-austerity measures closed the entrance to the conference center for hours. This year, only a minor disturbance is expected a Wednesday demonstra-

yber-security company Mandiant Corp won plaudits from its peers and made front-page news around the world this week when it published a report that purportedly traced a series of cyber-attacks on U.S. companies to a Shanghai-based unit of the Chinese army. But some hackers have turned the tables on the cyber-expert by creating malicious versions of its 74-page report that were infected with computer viruses. They emailed the tainted reports to their victims this week in a bid to wreak havoc under Mandiant's name. Though the episode was embarrassing, the company said its systems were not breached. "Mandiant has not been compromised," the company said on its corporate blog. Mandiant was founded in 2004 by Kevin Mandia, a former U.S. Air Force cyber-forensics investigator who co-authored an influential textbook on the subject. The company made its name by automating processes used to investigate computer breaches. Mandiant was largely unknown outside the computer security industry until Monday, when it fingered the People's Liberation Army's Shanghai-based Unit 61398 as the most likely driving force behind a Chinese hacking group known as APT1. China's Defense Ministry issued a flat denial of the accusations and

called them "unprofessional." But Mandiant won kudos for the unprecedented level of detail in its report, including the location of a building in Shanghai's Pudong financial hub from which Mandiant said the unit had stolen "hundreds of terabytes of data from at least 141 organizations across a diverse set of industries beginning as early as 2006." Other security companies that have published reports on cyberattacks have shied away from so clearly identifying their perpetra "It was a wonderful report," said Michael Hayden, a former director of the CIA and National Security Agency, who is now with the Chertoff Group. Crispy palak bhajia are made with fresh spinach leaves mixed with besan and various spices. They taste great when topped with chaat masala, sliced onion and green chutney. These crispy palak bhajiya are a perfect snacks and are quick and easy to make. Learn how to make palak bhajia. INGREDIENTS: 6 - 8 tsp besan 1 tsp red chili powder 1 tsp roasted cumin seed powder 1 tsp ginger (grated) 2 cups spinach leaves, cleaned and chopped roughly A pinch of turmeric powder A pinch of asafetida 2 pinch baking soda 1 tblsp rice flour (optional) Salt to taste 1 tsp smoking hot oil * Mix all the ingredients well and add chopped spinach leaves. Mix well. Now add water little by little to make a thick consistency mixture. * Heat oil in a frying pan or kadai and then with the help of a spoon or wet fingers drop small balls of the mixture in the oil. * Deep fry in hot oil and turn them occasionally to fry evenly from all sides. Note : Do not fry the bhajias on high flame as the mixture will remain uncooked from inside. Also do not fry on very low flame as the bhaiyas will absorb excess oil. * Repeat with the remaining mixture to make more bhajias. * Drain on absorbent paper and serve immediately topped with chaat masala, chutney and sliced onions.

LONDON: Age-old wisdom suggesting the joy of giving is far better than receiving has now been established by a new study by researchers from Simon Fraser University in Vancouver. The study using data from Gallup from a global survey of 234,917 responders found people all over the world experienced more happiness when spending on others than when spending on themselves. The findings held true from povertystricken Uganda to nations in the wealthy West, Daily Express reported Saturday. For the study, the researchers tested the idea with an experiment in which they gave 200 students from Canada and South Africa a small amount of money and told them to either buy treats for themselves or for a child in hospital. The students reported higher levels of well-being after purchasing a goody bag for a sick child than when buying one for themselves.
