Operating Procedure No. 2 Disposal of Special Wastes 1.

Purpose and Scope This procedure ensures that disposals of special wastes are managed in conformity with the relevant environmental and legal requirements. 2. Responsibility The Facilities Manager is responsible for identifying special waste arising on site. If any member of staff is concerned that a waste might be special waste, he or she shall refer to the Office or Facilities Manager. The facilities Manager is responsible for arranging removals of special waste, and preparing and signing, and filing special waste Consignment Notes. 3. Definitions The definition of special waste is given in the relevant legal regulations. In general terms, it includes wastes which are highly flammable, harmful, toxic, irritant, corrosive. The following wastes produced by THE COMPANY have been classified as special waste: Batteries Obsolete technical/computer equipment Toner and print cartridges Fluorescent light tubes 4. Disposal of Special Waste Waste Carriers Waste carriers shall be selected as described in Operating Procedure 1 Disposal of Controlled Wastes Obtaining a Consignment Note Disposals of special waste are controlled using a Special Waste consignment Note. Standard Consignment Notes can be obtained from the Environment Agency, or may be supplied on your behalf by the waste carrier. The Waste Carriers design of Consignment Note can be used, provided it contains the relevant information. Before using a note, obtain a code number from the Peterborough office. Operating Procedure #: Issue..... Dated ...../..../20....

Completing a Consignment Note When making a disposal, using the five part set: Before moving the consignment, prepare Parts A and B of the note and enter the code number. Send the first sheet (white) to the agency office covering the area in which the recipient of the waste is located. If in doubt which office to use, ring the Environment Agencys enquiry number 0645 333111 (local call rate). When making the despatch, complete Part C of the note with the carriers details. Both the Office Manager/Waste Manager and the carriers representative (e.g. the driver) shall sign the note. Keep the green copy, and hand the other three copies to the carrier. (in due course, one of these copies will be returned to the Environment Agency, who will match it to the pre-notification copy.) 4.4 Multiple Consignments If the same type of special waste is to be disposed of by the same carrier in a period of time, up to one year, the multiple consignment procedure can be used. If there are going to be multiple consignments of the same type of special waste, only the first consignment need be pre-notified. The consignment Note should be endorsed in Part A to indicate that there will be further consignments. Part B should give an indication of the total amount of waste to be moved (e.g. disposing of 100 tonnes of material in 20 tonne loads). For each successive consignment, discard the pre-notification (white) copy of the Consignment Note set and complete the rest of the documentation as above, making a note on the Consignment Note that it is part of a series of consignments. (The Consignment Note will carry its own code number. You must also write on the code number of the first consignment.) Fees are payable per Consignment Note i.e. payment per load. 4.5 Exception There are some exceptions to the above procedures: Lead batteries: For disposal of lead batteries, pre-notification is not required. Discard the pre-notification copy of the Consignment Note set. The fee is 10 There are special provisions where a carrier collects the same type of waste from specified consignees and delivers it to a single destination There are other variations, such as where off-specification products are being returned to their manufacturer, transfers are between locations in the same group for storage purposes.

4.6 Filing Completed Consignment Notes shall be filed in the Waste Transfer Note file which acts as the register. Consignment Notes shall be retained for three years from the date of expiry.
