In 2010, to address the increased vulnerability of men having sex with men (MSM) as well as transgenders (TG) to HIV transmission, especially in the context of South East Asia, the Insular Southeast Asian Network on MSM, TG, and HIV (ISEAN) and the Humanist Institute for Cooperation with Developing Countries (Hivos), jointly submitted a regional proposal to the Global Fund Round 10. The grant agreement was approved and the contract for the grant was signed on October 6, 2011. This grant, has since then been called, the ISEAN-Hivos Program. The goal of the program is to reduce the vulnerability and risks of MSM and TGs in Insular Southeast Asia to HIV infection and lessen the impact of HIV on their lives. The program intends to address critical gaps in supporting and scaling up activities that reduce HIV and AIDS among MSM and TGs. It aims to complement national responses by strengthening CBOs to engage policymakers and advocate for improved access to comprehensive HIV interventions. Initial Funding Support for MSM and TG CBOs: One of the major strategies of the program is to support CBOs of MSM and TGs in terms of engagement and project/activities implementation through a granting of initial funding. This small grant facility - CBO Support Grant aims to complement national responses by strengthening CBOs to engage policymakers and advocate for improved access to comprehensive HIV interventions. It also intends to support CBOs of MSM and TGs in their engagement in planning and administration activities of the organization.

Organizations Eligible for CBO Support:


MSM and TG CBO that: 1. Is registered or government accredited (i.e. SEC, DSWD, LGU) as non-profit organizations implementing programs/projects/activities that address the issues and concerns of males having sex with males, transgenders and HIV; 2. Has existing organizational bank account; and 3. Has established accounting system CBOs that do not meet the criteria mentioned above should look for a conduit that meet the requirements.

Pre-screening: Pre-screening will be done to ensure that qualified CBOs are able to apply for the initial funding. The following documents, together with a cover letter, must be submitted: 1. Copy of Registration / Accreditation Certificate 2. Organizational Profile (VMG, history, track record) 3. List of Partners (government, NGO, private) 4. Two (2) recommendation letters from local partners 5. Certification of No legal or administrative case pending in court against the CBO or its key officers 6. Concept note: maximum of 10-page activity proposal Type of Activities allowable for funding by the ISEAN-Hivos Program: 1. Advocacy Activities: a. Format of Concept Note / Proposal


The proposal following: A. B. C. D. E. F. should not exceed to 10 pages using Arial font size 11 and should contain the Title of the Project Implementing Organization / Contact Person / Address Rationale / Background of the Grant-supported Activity Objectives Key Activities / Critical Steps / Expected output Budget (include counterpart contributions)

Project Completion and Allowable Support:


The project should be completed in three months. Qualified CBO can apply for a maximum of Ninety Thousand Pesos (PhP 90,000) to conduct an activity or a series of activities.

Submission Procedure: Interested applicants should submit an Expression of Interest (EoI) letter, together with the pre-screening documents, via email to tlfmanila@gmail.com on or before 22 March 2013 (Friday), addressed to Mr. Jonas V. Bagas,Executive Director of TLF SHARE Collective. Technical review of documents and approval will be done by the review and appraisal team of the IHP-Philippines. All approved applications will be made known through official communication. Approved grants will be posted on the websites of TLF SHARE Collective.
