Budget 2013-14 - A step in the right direction


sans populism - a snapshot
The Union Budget for 2013-14,
presented by Finance Minister,
P.Chidambaram, is a pragmatic one, a
bold initiative with the responsibility,
spurring for growth in the economy
for achieving sustainable development
in all spheres. Eventhough this budget
will be the last one of the UPA
government facing the elections in a
year away, that too, when the economy
is confronted with multi macroeconomic instability and slipping
growth. He has all the more courage
and conviction, resisted and dismissed
the pressure of populism with a
number of freebies. He is very
optimistic and squarely balanced the
competing claims of politics and
economics. His relentless efforts to
address the sagging fiscal deficit and
current account deficit is anoteworthy
which have been widely welcomed by
economic pundits. He has delivered
on his promise of fiscal prudence by
restricting the fiscal deficit to 5.2% of
GDP this year and 4.8% in the

succeeding year. He has provided for


a 29% rise in plan expenditure more
than the revised estimate for the
current year. He hopes to raise tax
revenues by 19%, is a very optimistic
estimate. By this, he will get additional
revenues by accelerating a GDP
growth from 5% in current year to
around 6.5% next year. This will be
achieved through wasteful expenditure
cuts.
The Budget lays emphasis on
certain welfare programmes targeting
the youth, focusing on vocational
training, scheduled castes, scheduled
tribes, minorities as well as women
and children. His allocation to the
AGRICULTURAL SECTOR has
been stepped up by nearly 22% ,
setting up a target of Rs.7 lakh crore
of agricultural credit slightly higher
than the target of Rs.5.7 lakh crore
during the current year, is a welcome
step for achieving sustainable
development in agriculture. The
initiative for provision of foodgrain
storage godowns is allowed at the
Panchayat levels is welcome. Rs.500
crore is alloted for crop diversification
programmes which signals the decisive
shift in high value agriculture. He has
earmarked Rs.10,000 crore for
implementing the provisions of the
proposed National Food Security Bill
over and above the normal provision
of FOOD SECURITY. The provision
for overall subsidies are 10% lower
than the revised estimate for the
current year that may provide comfort
towards fiscal consolidation.
INFRA-STRUCTURAL
DEVELOPMENT - He has permitted
to raise tax-free bonds to a total sum

of Rs.50,000 crore. He has


allocated deduction of an
investment allowance of 15% of
investment for a company investing
Rs.100 crore or more in plant and
machinery during the next two
years in addition to a depreciation
at current levels is a bold initiative
to revive MANUFACTURING
sector from doldrums.
HOME LOAN SEGMENT His move to provide Home loan
borrowers with an additional 1 lakh
rupees deduction from interest in
addition to Rs.1.5 lakh for a first
time home beneficiary, the limit for
home loan sanction is Rs.25 lakhs
and the property cost is Rs.40
lakhs, is very reasonable for middle
income group which caters to the
Affordable Housing Segment. The
luxury homes will cost more. The
other positive measure to boost
housing include the increase in the
Rural Housing Fund to the tune of
Rs.6000 crore and the introduction
of the Urban Housing
Fund of Rs.2000 crore.
This
will
pave
assistance in Housing
Finance companies.
TDS 1% on transfer of
immovable property
valued over Rs.50 lakhs
is announced.

DEVELOPMENT Another promising
announcement includes
the commitment to
award 3000 kilometers
road project during the
current year, setting up
for the first time, a Regulatory
Authority for the road sectors.
Chennai - Bangalore corridor blue
print will be finalised within a year
with assistance of funds from
Japanese
government
in
colloboration with 3 state
governments.
PUBLIC TRANSPORT :
This sector will get a boost of
10,000 new buses in cities to boost
city commuters services under
JNNURM. He has also reiterated
the
road
map
on
the
implementation of Gaar & GST.
HEALTH AND EDUCATIONAL
SECTOR have been enhanced by
about 21% and rural development
by 46%. ENERGY SECTOR :
He has extended the benefits under
the section 80 1A for power
projects by a year. There is a strong
focus on this sector regarding coal
imports, blending and pooling
pricing and enhancing coal
production through Public Private
Partnership (PPP) with a clear
definition on exploration. There is
an effort in the OIL AND GAS
SECTOR , given a renewed thrust
through measures such as shifting
project sharing to revenue sharing
measures. Rs.800 crore is alloted
for generation-based incentives for
wind energy deserves credit.
Amnesty for service providers
is announced who have failed to
pay service taxes for the first time.
Rs.150 crore is alloted in the budget
for the health care of the SENIOR
CITIZENS as a boost to geriatric
care across the country roughly for

FOREIGN
DIRECT
INVESTMENTS - His clarity on
investments by Foreign Institutional
Investors (FII) and Foreign Direct
Investors (FDI) in attracting foreign
exchange is a welcome sign since it
will eradicate cumbersome court
cases posing legal hurdles, arbitration
etc.
Metals - The maximum
permissible limit for bringing gold
from trips abroad has been enhanced,
raising it to Rs.50,000 for men and 1
lakh for women passengers. It is
welcomed that there is no revision
since 1991. This will to some extent
reduce smuggling of gold.
Women Empowerment Stepping up allocation of Rs.8500
crore for women specific schemes
including all WOMEN BANK with
a capital of Rs.1000 crore and
Rs.1000 crore special fund called
NIRBHAYA FUND for safety and
security of women. The initiative
should be complemented.
Readymade garments - Prices of
readymade garments come down by
about 5% by zero excise duty for
cotton and manmade garments at the
yarn and fibre.
SMALL AND MEDIUM
ENTERPRISES - Micro, small and
medium enterprises will get greater
support through the refinancing
capability of Small Industries
Development Corporation has been
enhanced from existing Rs.5000 crore
to 10,000 crore per year.
DEVELOPMENT OF PORTS
- A sum of Rs.130000 crore is likely
to be pumped into development of
ports and airports- 77% for ports
and 33% for airways. Expansion of
Tuticorin V.O.Chidambaranar Port
will get a new outer harbour increasing
the trade volume at an estimated cost
of Rs. 75,000 crore under PPP. This
has to be welcomed.

Food at A/c restaurants will be costlier since it will attract service tax. The task
of restoring the economy to a high growth trajetory, tackling inflationary pressures,
fiscal and external imbalances is quite challenging. But he has demonstrated his
resolve on controlling expenditure, pruning subsidies and stepping up of reforms
and other investments in infrastructure, road projects etc. on the developmental
front is quite commendable. It is imperative to cut red-tapism and arrest corruption
at all levels, black-money eradication and recovery of money in income-tax cases and
various scams in the already instituted cases filed in various courts will pave way for
a realistic ambition for development. Most of our foreign exchange resources are
drained through import of gold alone mostly to around 50%. The government
should take steps to curtail the import of gold and instead concentrate on expansion
of exports through various projects especially in oil, natural gas and energy sectors
to restrict the drain in foreign exchange reserves.This will be a vital step in tackling
fiscal and current account deficits paving way for consolidation that reinforce growth
with faster development in the economy.
At present the corporate rate of taxes is 32.5% which is the lowest in the world.
But it seems that the payment of tax is still drifted around 10% only. It seems that
the rich people having a taxable income exceeding Rs.1 crore will be more and the
government should check up the datas, tap them and recover taxes appropriately so
that they can net more revenue to exchequer and the effective tax rate should not be
less than 32.5% as mandated. Moreover it seems that owing to the rebates granted to
the industries, the revenue foregone on account of customs , excise duty and indirect
taxes run to several lakhs of crores of rupees should be altogether minimised or
scrapped since the majority of the corporates are enjoying lot of tax concessions. It
will be meaningful and an easy means to balance our budget in tackling deficits and
will be an useful tool for larger development of economy, thus finding easy resources.
But all to be seen, wait and watch, how it works!

MUSHROOM
BRIYANI

Ingredients : Rice - 2
cups, Mushroom - 2
packets, Onion - 1,
Tomato - 1, Carrot - 1,
Ginger garlic paste - 2
tsp, Turmeric powder - 1/
2 tsp, Chilli powder - 11/
2 tsp, Garam masala
powder - a pinch,
Cardamom powder - 1/4
tsp, Clove powder - 1/4
tsp, Cinnamon - 1, Brinji
leaf - 3, Coriander leaves
- a few, Mint leaves - a
few, Salt - as needed, Oil
- as needed.
Method : Cut onion,
tomato,
carrot,
mushroom finely. Heat
oil in a pressure cooker.
Add cinnamon, brinji
leaf, onion and fry for a
few minutes.
Add ginger garlic
paste and fry till smell
arises. Add tomato,
carrot, mushroom, chilli
powder,
turmeric
powder, garam masala
powder, clove powder,
cardamom powder and
fry till oil leaves the
contents.
Add rice, stir for a few
minutes. Add 4 cups of
water, cover with a lid
and cook. When the
cooker whistles twice
switch off the stove.
Transfer to a serving
bowl, sprinkle coriander
leaves, mint leaves and
serve. Delicious and
