MBOMBELA LOCAL MUNICIPALITY

The MBOMBELA LOCAL MUNICIPALITY is looking for a suitably qualified person for the following five year performance based position:

DEPARTMENT: FINANCE
1 X CHIEF FINANCIAL OFFICER Requirements: At least an honours degree in the fields of Accounting, Finance, or Economics OR Chartered Accountant (SA). Minimum of 7 years experience at senior and middle management levels of which at least 2 years at senior management level. Evidence of excellent communication skills (both written and verbal), experience in managing and working with a winning team, cutting edge computer skills, evidence of attention to detail, hands-on corporate governance experience and willingness to work extraordinary hours including extensive travelling are essential requirements. Key Performance Areas: Provides strategic financial management direction, advice, and leadership to the Budget and Treasury Directorate. Ensure provision of an effective financial management service by implementing and maintaining an effective Financial Management System inclusive of policies, procedures, standards, practices, anticorruption measures and an effective accounting service within the Municipality. Provides strategic direction to the financial planning and budgeting process within the Municipality, and ensure that strategies are consistent with the MTEF, MFMA, and Treasury Regulations. Ensure effective Revenue collection systems that are consistent with the Municipality Systems Act and effective system of expenditure management. Supports the accounting Officer and other Senior Managers in the execution of their functions.

Formulates creative solutions to enhance income generations, cost effectiveness and efficiency.

Required minimum competency levels: The appointee will be required, as a condition of his/her appointment, to have obtained/or exhibit competency in the following Financial & Supply Chain Management Competency areas as stipulated in Government Gazette no 29967 of 15 June 2007: Strategic leadership and management Strategic financial management Operational financial management Governance, ethics and values in financial management Financial and performance reporting Legislation, policy and implementation Project management Stakeholder relations Supply Chain Management Audit and assurance

A flexible and competitive remuneration package will be negotiated with the successful applicant. Note: Applicants who hold the position of chairperson, deputy chairperson, secretary, deputy secretary or treasurer of any political party nationally or in any province, region or other area in which the party operates; or any position in a political party equivalent to a position mentioned above, irrespective of the title designated to that position, shall not be considered for appointment as Chief Financial Officer.
