tion that represents at least nine decades of struggle for equality, justice, peace and development. In the Philippines, the Magna Carta was signed in 2009 to eliminate discrimination against women by recognizing, protecting, fulfilling and promoting the rights of Filipino women in all spheres of society. The measure was originally authored by Angara. Section 2 of the law affirms the role of women in nation building, and commits the State to ensure the substantive equality of women and men, promote the empowerment of women and pursue equal opportunities for men and women as well as ensure their equal access to resources and to development results and outcome. Angara admitted that both the government and the private sector have yet to fully implement the provisions of the Magna Carta. When it comes to the Magna Carta, we have not fully implemented its provisions like the provision on equal representation for women in political parties. I dont think that is being followed, Angara said. Then, there is the equal representation in the civil service, and this involves millions of employees. That, too, I think, is not being followed, he added. Among the salient features of the Magna Carta are increasing the number of women personnel until
Know your rights and exercise them. Thus said Team PNoy senatorial candidate Edgardo Sonny Angara today as he called on women in the country to be vigilant in protecting their rights under Republic Act 9710, or the Magna Carta of Women, for this landmark legislation to succeed. Angara issued the statement as millions of people around the world are expected to gather to
celebrate the International Womens Day (IWD) tomorrow, March 8. The myth of a weaker gender should cease to exist. It should be purged from the Filipino culture , he said. IWD is a global day of recognition at the United Nations when women on all continents, often divided by national boundaries and by ethnic, linguistic, cultural, economic and political differences, come together to celebrate a tradi-

they fill half of third-level positions in the government; setting up in every barangay (village) a violence against womens desk, providing incentives to parties with womens agenda, and barring the derogatory portrayal of women in media and film. The Magna Carta also provides that women in the military service should not be prevented from performing combat duties and other sensitive military assignments . It also directs the military establishment to open up all forms of training even dangerous ones to women. According to Angara, even women in search of economic opportunities should not be discriminated against. As to education rights of women, the Magna Carta prohibits schools from discriminating against students or faculty members who get pregnant outside of marriage . The usual harsh penalty of expulsion meted against students or faculty members who get pregnant outside of marriage is deemed illegal. On the other hand, the laws health component has three significant provisions, namely, women should be covered by a comprehensive and gender sensitive health care programs; the health programs shall cover all stages of a womans life cycle; and it shall cover all major causes of morbidity and mortality. TACLOBAN CITY- The Department of the Interior and Local Government (DILG) through the City Local Government Operations Office (CLGOO) here encourages Lupong Tagapamayapa members to talk with the Sangguniang Barangay (SB) regarding to the increase of their honorarium. CLGOO Officer Atty. Darwin Bibar said that the request of the Lupong Tagapamayapa regarding the increase of their honorarium may be fulfilled once they talk with the SB members especially to their barangay chairman who is also the Lupon chairman. He also said that their office has no authority over the request of lupong tagapamayapa members because the increase of their honorarium depends upon the funds and approval of the SB. The Lupong Tagapamayapa in order for
them to avail of the increase of honorarium must check first if the Sangguniang Barangay has a fund which is sufficient for the increase of their honorarium, Bibar added. Bibar emphasized that once the SB approved the increase of their honorarium by way of a resolution, it is clear enough that they have a sufficient fund to cover the increase of the lupong tagapamayapa honorarium. On the other hand, the DILG-CLGOO will always support every step and decision of the sangguniang barangay with regards to the increase of honorarium of the Lupong Tagapamayapa. (RYAN GABRIEL L. She only realized how prestigious was the award bestowed on her when she received the glass trophy during the awarding ceremonies held at the Mall of Asias SMEX Convention Center last March 7, this year. She also offered her award to her family and her husband Engr. Victorio Esperas Jr. and daugther Annika Vicktoria and to officials of Leyte, particularly former governor Jericho Icot Petilla. In 2012, Esperas, who is running for mayor of her hometown in this years midterm elections, was adjudged as the regions most outstanding concilor in the municipal catergory. Among the programs that she is proud to mention is the giving of slippers to day care pupils, dubbed as tsinelas ni Chikay. ike any other campaign meant to change things for the better, the crusade against hazardous fumes emitted by vehicles with near-rotten engines actively works only at the start, but it doesnt really last long. One hardly hears anything about it now. This mandate to avoid driving vehicles with black fumes around is merely ridiculed by violators as another ningas-kugon campaign. They may not have taken it seriously from the start. Up to the present, plenty of vehicles are still emitting heavy black fumes that are undoubtedly toxic to health. And these emissions rampantly occur even in crowded thoroughfares, where the trac-enforcement authorities are supposed to be fielded. Violators do not at all hesitate to perpetuate their non-observance of this ordinance to keep the air clean. They ignore laws and policies relative to it, not fearing the authorities whom they figure to
Redundancy of Winaray
A teacher may say, Okay, class, get one-half sheet of paper. The students, instead of obliging right away, will just ask: Maam, one half? What did I say? the teacher may ask in annoyance, managing to hold her temper and trying not to flare up as a result. Get one-half sheet of paper, the students may say in unison. Okay, very good, the teacher may say. From elsewhere, one or two students would raise their hands and ask: Maam, one half? This is the real classroom situation. Seemingly, students are not contented with just one instruction from the teacher. They want to have it given repeatedly, as in repeatagain-for-the-second-twice. Its not that they failed to hear paglinakat, ayaw. Diri ito pwede, diri. Kaon lugod didi, kaon. Malalamba ka na, malalamba. These are grammatically accepted and spoken in Winaray, but they will not work if translated literally to other languages, to English for instance. Note these translations if you will: who is your name, who? Where do you live, where? What are you up to, what? How old are you, how old? Where are your companions, where? Why did you come, why? Dont go anywhere, dont. Its not allowed, its not. Eat here instead, eat. You will get spanked, you will. See how awkward these sentences and expressions are? Well its all because English is a language that does not allow redundancy. But Winaray does.
the teacher, because even if they did, they would still ask that same inquiry. Its not also to mock the teacher, to tease her till she gets angry and perhaps turn wild. Because to be honest, it isnt out of disrespect that students would echo such order from the teacher. It could be due to culture, or custom, or personality. More appropriately, it is nature expressed through language. Yes, the Warays are basically redundant in communication. And this is evidenced by their language.
When an adult asks a child on where the latter is headed, the question would be: Tikain ka, tikain? Actually, tikain ka? (where are you going?) is already enough to express the query, but in Winaray, the word is usually repeated twice, as if one is not enough. Same is true when other questions, or statements of similar structure, are asked and said: Hino tim ngaran, hino? Diin ka naukoy, diin? Ano tim tuyo, ano? Pira tim edad, pira? Hain tim mga kaupod, hain? Kay ano ka kumanhi, kay ano? Ayaw

Unlike the commercialized elections for government positions, the election of the next Pope is one where the Papal seat seeks for the right person and not the person seeking for the post left vacant with the resignation of Pope Emeritus Benedict XVI. The next Pope shall be elected by and from among the members of the College of Cardinals who shall begin the conclave today. The electoral process follows sacred tradition to ensure that the one who shall be elected was chosen as the Holy Spirit leads. The whole Catholic faithful all over the globe are in united in prayer that the Cardinals will be enlightened by the Holy Spirit as they make their choice for the next Pope. The Catholic Church had proven its strength and stability during the periods when the Papal seat is vacant due to natural death or resignation as in this present case. Notwithstanding the vacancy of the Papal seat, the Catholic Church remained strong as the true church that Jesus Christ

While I listen to two moms argue over the public schools ranking compared with city schools, one can see chances of success. I slept on this thought myself. I was thinking of Polly enrolling in accounting or law or just proceed to post-graduate studies. In deep thought, Izzem butted in that most of the richest men in America are college dropouts. This point pushed my neurotic button. Raising six girls is confusion. It is chaos management. My goal is to send all of them to top-tier college, at the local level. I cannot imagine trying to afford the best schools in Manila or Cebu and end up psychotic with the high cost of living and the corre-
sponding risks. Simple lives for simple income, I remember my fathers motto. The problem is that I clutch two wishes that I fear are at odds. One is for my children to grow up to be well-rounded, humane, engaged, happy people with lives full of meaning and loving connections to others. The other is for them to achieve: top of their classes, admission to top colleges and therefore (this is my fantasy) assured jobs and material success. I want them to follow their interests and passions, but I want those interests and passions to be potentially lucrative and prestigious. So they can afford health care and clean water. Not surprisingly, this

Apart from speculations about what Vatican observers considers as papabili, the Cardinals are reluctant even to give any hint of interest or aspiration to the Papal seat. to page 11

CURE ON A SABBATH
There was a feast of the Jews, and Jesus went up to Jerusalem. Now there is in Jerusalem at the Sheep [Gate] a pool called in Hebrew Bethesda, with five porticoes. In these lay a large number of ill, blind, lame, and crippled. One man was there who had been ill for thirty-eight years. When Jesus saw him lying there and knew that he had been ill for a long time, he said to him, Do you want to be well? The sick man answered him, Sir, I have no one to put me into the pool when the water is stirred up; while I am on my way, someone else gets down there before me. Jesus said to him, Rise, take up your mat, and walk. Immediately the man became well, took up his mat, and walked. Now that day was a Sabbath. So the Jews said to the man who was cured, It is the Sabbath, and it is not lawful for you to carry your mat. He answered them, The man who made me well told me, Take up your mat and walk. They asked him, Who is the man who told you, Take it up and walk? The man who was healed did not know who it was, for Jesus had slipped away, since there was a crowd there. After this Jesus found him in the temple area and said to him, Look, you are well; do not sin any more, so that nothing worse may happen to you. The man went and told the Jews that Jesus was the one who had made him well. Therefore, the Jews began to persecute Jesus because he did this on a sabbath.
Keeping up a legacy of being a center of academic excellence, the Sto. Nio Sped Center (SNSC) in Tacloban City brandishes for the nth time its banner after bagging national awards in various national competitions this school year. This is on top of producing students, 17 of them, who passed the Philippine Science High School National Competitive Entrance Examination, an achievement that SNSC is noted for. All of these, for sure, are results of combined effort between the school, home and the community. In this school-years issue of The Ripples, the official publication of SNSC, the schools impressive standing in different scholastic contests was bared.
Students and teachers alike have etched astonishing marks in competitions and conferences. It should be remembered, too, that SNSC was a consistent awardee of the Dept. of Education in its Brigada Eskwela program. The Ripples has its bundle of recognitions, too, with dedicated teachers who constantly guided the students editors and writers towards the school organs goals. The Ripples banner runs this headline SNSC reaps natl awards in Sci congress & quest, while a second story heralds the title, SNSC reigns in MTAP 2013. This is indicative of the dedication that both the students and their coaches infused towards this end. As worthy as the student-winners are,

These NPA rebels have been harassing the local populace, forcing to give in to their so-called revolutionary taxes in exchange for securing their communities, Vestuir added. In a related event, the troops of 34th Infantry Battalion and 81st Reconnaissance Company overrun a temporary NPA camp after a 30-minute firefight against 25 NPA rebels in Palapag Complex, Northern Samar last March 4, 2013. We will act deliberately against all armed threats perpetrated by the NPA or any armed groups which hamper peace and development in the communities Layug added. He also said that the support and assistance of the local leaders and its populace to the government troops is a clear manifestation that the Bayanihan spirit manifests in the communities. We will continue securing the communities against rebel influence and other armed threats, and we will be in close coordination with the local leaders and other stakeholders in ensuring peace in every community in the region, Layug added.

DepEd says honor pupils to be drawn from Top 10 students at advanced level
PALO, LEYTEHonor pupils in Grades 1 to 10 shall be drawn from the top ten students at the advanced level, according to a Department of Education (DepEd) order posted at the regional office, here. This, as DepEd implemented reforms following the introduction of the K to 12 Basic Education curriculum. Based on DepEd Order No. 74, series of 2012, candidates for honors must not have a final grade lower than 85 (proficient level) and they should have no grade at developing level (75-79) in any quarter. TACLOBAN CITY The Philippine Drug Enforcement Agency (PDEA) in Eastern Visayas yesterday urged all government and private business managers and supervisors to ensure a drug-free workplace. PDEA is promoting a drug-free workplace in line with the salient provisions of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 which mandates the PDEA to lead the enforcement of a national drug control system particularly in working places such as offices and public utility terminals and schools, said Liza Baoy, PDEA-8 information officer. Ten years after the effective date of Republic Act 9165 and despite the premium it puts on the promotion of a drug-free workplace, the drug menace continues to threaten a government bureaucracy largely unable to patrol its own ranks, Baoy added. This observation comes to fore as James Cinco, 35, was arrested on March 7, 2013 by PDEA elements in an entrapment operation involving methamphetamine hydrochloride or shabu near a popular restaurant in Salazar Street, this city. Cinco is an administrative aide at the National Labor Relations Commission (NLRC) and is considered a high-value target by virtue of his being a public servant. Cincos apprehension comes in the heels of the arrest of another government employee during a raid on a drug den in Baybay City last February 8,

Indeed, the post left by Saint Peter is too tough to handle that those who are to succeed to it are not aspiring for it, relying solely that the seat will be given by Gods grace to the one who is considered as the choice according to the inspiration of the Holy Spirit. The election is beyond ordinary as the vote required for one to be de-
clared as the next Pope could hardly be attained considering the strict procedures. As the Catholic Church is confronted with many problems and challenges, both within the church and in the outside world, the next Pope must possess the charisma to lead the faithful in its journey ahead. The need for a healthy and strong leader is vital in
the juvenile delinquency act. Esperas said that her being an opposition to the incumbent local administration would not hinder her to continue serving the people of San Miguel and in the process, make a different on their lives. But while she admitted that she could somehow do what she aspires for her people, she is also realistic enough to acknowledge that her current post as a councilor is not the right platform.
My funding is not enough. There are times that I have to shell out my own personal money. And I dont hesitate to ask financial assitance from then Gov. Icot (Petilla) and (provincial administrator) Vince (Emnas), she said. In this years midterm elections, Esperas is seeking for the mayorship of her town against the incumbent mayor whose family has ruled San Miguel close to two decades now. I want to make a difference to my people. That we need a new blood that could result new changes in
our town, she said. She feels sad that her town is not among most well-known areas in Leyte. They knew about Alangalang, Barugo and Carigara but not San Miguel, she said, attributing this distinction to the way the current leaderships lack of desire to make their town be known. But with her strong faith of her town and its people and her strong desire to make a difference, Esperas said she is positive that San Miguel will eventually found its rightful place in the sun. the face of the challenges, problems and scandals affecting the Catholic Church. A principled and moral leadership that can offer solutions to the raging issues and scandals that had been brought to the fore by various sectors from within and outside the church. Prayers from every
faithful around the globe are the best participation that the entire Catholic Church needs as the Cardinals begin the conclave for the election of the next Pope. There are no aspirants aiming for the Papal seat as the chosen one will come from all of those in the College of Cardinals in the conclave.
We can just keep our fingers crossed as we ask for the Holy Spirit to guide our Cardinals in making the best enlightened decision as to who among them will succeed Pope Emeritus Benedict XVI. May our Cardinals be blessed to make the sacred choice. Comments to alellema@yahoo.com
