UNITED Nationalist Alliance (UNA) senatorial candidate San Juan City Rep. JV Ejercito Estrada expressed his gratitude to the public after the latest Pulse Asia survey showed that he remained in 5th place among the so-called Magic 12 or list of senatorial candidates preferred by Filipinos. Pulse Asia released on March 11 its February 2013 Pre-Election Survey fielded from February 24-28, 2013. Ejercito Estrada placed 5th among the 33 senatorial candidates and was favored by 43.8 per cent of the survey respondents. The sustained strong trust being given to me by Filipino voters inspires me to do more for them, said Ejercito Estrada. The San Juan solon has vowed to pursue measures that will ensure that economic growth rates being posted by the Philippines would translate into more decent jobs for Filipinos. The measure was originally authored by Angara. The Magna Carta also provides that women in the military service should not be prevented from performing combat duties and other sensitive military assignments . It also directs the military establishment to open up all forms of training even dangerous ones to women. According to Angara, even women in search of economic opportunities should not be discriminated against. As to education rights of women, the Magna Carta prohibits schools from discriminating against students or faculty members who get pregnant outside of marriage . The usual harsh penalty of expulsion meted against students or faculty members who get pregnant outside of marriage is deemed illegal. On the other hand, the laws health component has three significant provisions, namely, women should be covered by a comprehensive and gender sensitive health care programs; the health programs shall cover all stages of a womans life cycle; and it shall cover all major causes of morbidity and mortality. Chikay adjudged outstanding municipal councilor in PHL


TACLOBAN CITY She may be a greenhorn politician but she is making her grade, even at the national level. Cheeryl Enrica Chikay Esperas, an incumbent town councilor of San Miguel here in Leyte, was adjudged among the finalists in a search for the countrys outstanding councilors in the municipal category. Esperas,34, is just on her first term as a councilor but became the first official from her town of San Miguel to be ever recognized first, as a regional grand winner as an outstanding councilor, and later, as a finalist in the national level. At first, I did not mind about it because I was so preoccupied with my activities in San Miguel doing my consultations with the barangay people,she said when asked what was her reaction when she learned about the award she recieved from the Philippine Councilors League

her inclusion as among the finalists in this years outstanding councilors of the Philippins could be attributed to the different programs that she spearheaded in her home town of San Miguel. Among the programs that she is proud to mention is the giving of slippers to day care pupils, dubbed as tsinelas ni Chikay. Under the program, all day care center pupils who managed to finish the year recieved a pair of slipper. It may sound so ordinary an act but for the pupils, it means a lot. They struggle to finish the year in the hope that they stand to recieve a slipper from their ate Chikay, she said. She also gives medals to honor students in the elementary and high school students in her home town. As a member of the town council, she also authored several ordinances and resolutions geared toward the betterment of her people. To date, she has sponsored more than 20 ordinances and resolutions which include the local version of

Smoke in the air

Fed up with this seeming inaction to complaints, people just dont bother reporting violators to supposed enforcers though they come upon vehicles with grave smoke emissions that could impair health. They find it a waste of time to be doing so since their complaints merely fall on deaf ears. The campaign may have been inconsistent, the enforcers lax, the violators rampant, but the injurious side eects of destructive smoke emitted into the air by deteriorating vehicles still spread, risking life on earth, and destroying the environment that in turn results in global warming and climate changethe ultimate destroyers of lives and properties via devastating calamities.

ike any other campaign meant to change things for the better, the crusade against hazardous fumes emitted by vehicles with near-rotten engines actively works only at the start, but it doesnt really last long. One hardly hears anything about it now. This mandate to avoid driving vehicles with black fumes around is merely ridiculed by violators as another ningas-kugon campaign. They may not have taken it seriously from the start. Up to the present, plenty of vehicles are still emitting heavy black fumes that are undoubtedly toxic to health. And these emissions rampantly occur even in crowded thoroughfares, where the trac-enforcement authorities are supposed to be fielded. Violators do not at all hesitate to perpetuate their non-observance of this ordinance to keep the air clean. They ignore laws and policies relative to it, not fearing the authorities whom they figure to

Redundancy of Winaray
A teacher may say, Okay, class, get one-half sheet of paper. The students, instead of obliging right away, will just ask: Maam, one half? What did I say? the teacher may ask in annoyance, managing to hold her temper and trying not to flare up as a result. Get one-half sheet of paper, the students may say in unison. Okay, very good, the teacher may say. From elsewhere, one or two students would raise their hands and ask: Maam, one half? This is the real classroom situation. Seemingly, students are not contented with just one instruction from the teacher. They want to have it given repeatedly, as in repeatagain-for-the-second-twice. Its not that they failed to hear paglinakat, ayaw. Diri ito pwede, diri. Kaon lugod didi, kaon. Malalamba ka na, malalamba. These are grammatically accepted and spoken in Winaray, but they will not work if translated literally to other languages, to English for instance. Note these translations if you will: who is your name, who? Where do you live, where? What are you up to, what? How old are you, how old? Where are your companions, where? Why did you come, why? Dont go anywhere, dont. Its not allowed, its not. Eat here instead, eat. You will get spanked, you will. See how awkward these sentences and expressions are? Well its all because English is a language that does not allow redundancy. But Winaray does.

Because to be honest, it isnt out of disrespect that students would echo such order from the teacher. It could be due to culture, or custom, or personality. When an adult asks a child on where the latter is headed, the question would be: Tikain ka, tikain? Actually, tikain ka? (where are you going?) is already enough to express the query, but in Winaray, the word is usually repeated twice, as if one is not enough. Same is true when other questions, or statements of similar structure, are asked and said: Hino tim ngaran, hino? Diin ka naukoy, diin? Ano tim tuyo, ano? Pira tim edad, pira? Hain tim mga kaupod, hain? Kay ano ka kumanhi, kay ano? Ayaw

Unlike the commercialized elections for government positions, the election of the next Pope is one where the Papal seat seeks for the right person and not the person seeking for the post left vacant with the resignation of Pope Emeritus Benedict XVI. The next Pope shall be elected by and from among the members of the College of Cardinals who shall begin the conclave today. The electoral process follows sacred tradition to ensure that the one who shall be elected was chosen as the Holy Spirit leads. The whole Catholic faithful all over the globe are in united in prayer that the Cardinals will be enlightened by the Holy Spirit as they make their choice for the next Pope. The Catholic Church had proven its strength and stability during the periods when the Papal seat is vacant due to natural death or resignation as in this present case. Notwithstanding the vacancy of the Papal seat, the Catholic Church remained strong as the true church that Jesus Christ

Leading a College-Bound Child


contradiction leaves me sleepless. I am now thinking of Vidas medical internship in Manila and Pollys Florida affair. And this adds up to my uncertainty. This internship thing is quite exploitative - unpaid hard work, is that it? This makes me miserable. While we all pursue the American dream, last year, I spent so much for it, and what then? Paula is equally perplexed over Seans K-12. Gifted in math, she counted the years and her poor boy would be older by two years. I myself may be a product of elite education, but it has not provided me material success and clear path to success. But, I do live in quiet and blessed goodness. Lesson: let us be parents balancing encouragement and empowering our kids make their own decisions. What a difficult choice. But there is really no magic ticket to success. Maybe, I should trust my childs decision. Excuse me while I go pray. Then I am going to tell Paula that everything will be all right. And try, try, try to let my panic button sleep.

Sacred choice

While I listen to two moms argue over the public schools ranking compared with city schools, one can see chances of success. I slept on this thought myself. I was thinking of Polly enrolling in accounting or law or just proceed to post-graduate studies. In deep thought, Izzem butted in that most of the richest men in America are college dropouts. This point pushed my neurotic button. Raising six girls is confusion. It is chaos management. My goal is to send all of them to top-tier college, at the local level. I cannot imagine trying to afford the best schools in Manila or Cebu and end up psychotic with the high cost of living and the corre-

sponding risks. Simple lives for simple income, I remember my fathers motto. The problem is that I clutch two wishes that I fear are at odds. One is for my children to grow up to be well-rounded, humane, engaged, happy people with lives full of meaning and loving connections to others. The other is for them to achieve: top of their classes, admission to top colleges and therefore (this is my fantasy) assured jobs and material success. I want them to follow their interests and passions, but I want those interests and passions to be potentially lucrative and prestigious. So they can afford health care and clean water. Not surprisingly, this

CURE ON A SABBATH
There was a feast of the Jews, and Jesus went up to Jerusalem. Now there is in Jerusalem at the Sheep [Gate] a pool called in Hebrew Bethesda, with five porticoes. In these lay a large number of ill, blind, lame, and crippled. One man was there who had been ill for thirty-eight years. When Jesus saw him lying there and knew that he had been ill for a long time, he said to him, Do you want to be well? The sick man answered him, Sir, I have no one to put me into the pool when the water is stirred up; while I am on my way, someone else gets down there before me. Jesus said to him, Rise, take up your mat, and walk. Immediately the man became well, took up his mat, and walked. Now that day was a Sabbath. So the Jews said to the man who was cured, It is the Sabbath, and it is not lawful for you to carry your mat. He answered them, The man who made me well told me, Take up your mat and walk. They asked him, Who is the man who told you, Take it up and walk? The man who was healed did not know who it was, for Jesus had slipped away, since there was a crowd there. After this Jesus found him in the temple area and said to him, Look, you are well; do not sin any more, so that nothing worse may happen to you. The man went and told the Jews that Jesus was the one who had made him well. Therefore, the Jews began to persecute Jesus because he did this on a sabbath.

SNSC reaps good harvest this year

THE WATER OF LIFE


Millions of Hindus covered with sacred ash plunge into the river Ganges in Northern India on a particular day, during the 15-week long Kumba Mela or pitcher festival, held every 12 years, in the city of Hardwar. They believe that the freezing water from the Himalayas will wash away their sins, and help them achieve freedom from the cycle of death and rebirth. What the Hindus do is the expression of the longing of every human heart, to be washed of its guilt. As Christians we long for people to recognize that the divine power not only to wash away guilt but also to make us into wholesome healthy individuals is to be found in Jesus Christ. The angel who appeared to Ezechiel pointed to a flowing river and said: Everything will live where the river goes (Ez 47:10). It was a prophecy about Christ, who will come to the world as Gods living water. That is why the man who was invalid for 38 years, and could not manage to get into the pool of Bethesda in Jerusalem, the water of which was believed to have the power of healing, was cured without the help of that water, at the mere command of Jesus: Rise, take up your pallet, and walk (Jn5:8). When we approach Christ for healing, he will give it to us; but the water we receive from him must flow, through us, to others. In Palentine, the fresh sweet water of the river Jordan is flowing all the time into the Dead Sea, but that Sea still remains dead because it is not sending out streams. So, too, though the living water of Jesus is flowing into all Christian churches, some of them remain dead, because they are not giving out any water to others. Keeping up a legacy of being a center of academic excellence, the Sto. Nio Sped Center (SNSC) in Tacloban City brandishes for the nth time its banner after bagging national awards in various national competitions this school year. This is on top of producing students, 17 of them, who passed the Philippine Science High School National Competitive Entrance Examination, an achievement that SNSC is noted for. All of these, for sure, are results of combined effort between the school, home and the community. In this school-years issue of The Ripples, the official publication of SNSC, the schools impressive standing in different scholastic contests was bared.

Students and teachers alike have etched astonishing marks in competitions and conferences. It should be remembered, too, that SNSC was a consistent awardee of the Dept. of Education in its Brigada Eskwela program. The Ripples has its bundle of recognitions, too, with dedicated teachers who constantly guided the students editors and writers towards the school organs goals. Acera stressed that all motorboats in Eastern Visayas should be registered with Marina . He explained that motorboats are part of the transportation in many coastal areas and the main or the only mode of transport for the island communities in the region. He added that fishermen use their motorboats for their livelihood activities and they travel or do fishing in many places. He explained that the origin and ownership can easily be determined and identified if the motorboats are registered with his office. He further explained that boat registration will greatly help the owners in tracking down or finding their lost motorboats especially during calamities. It will also help his office in monitoring the motorboats if they are still sea worthy for travel and also how these motorboats are being used by the owners, he added. Acera disclosed that more than 300 boats have been registered by his office from the towns of Abuyog, Albuera, Capoocan, Carigara, all of Leyte and Caibiran, Biliran. For this year his office is registering the motorboats in Culaba, Biliran, he added. DAR expects high rice yield in ARBO areas


TACLOBAN CITY- The Department of Agrarian Reform (DAR) expect higher yield from the Agrarian Reform Beneficiary organizations (ARBOs) who have received modern farm equipment as capacity enhancement to their agricultural activities under the Agrarian Reform Communities Connectivity and Economic Support Services (ARCCESS). DAR-8 information officer Jose Alsmith Soria said that their office have already released 97 modern farm equipment worth P 19.4 million to 60 ARBOs within the region in which they have trooped to DAR regional office compound last March 7 in order to received personally the modern farm equipment from DAR Undersecretary Felix Perry Villanueva and DAR Central Office finance and administrative director TeresitaPanlilio. He also said that the modern farm equipment includes 37 hand tractors; 30 threshers; 10 cultivators; 8 water pumps; 6 flatbet driers; 2 reapers; 2 mechanical trans planters; and 2 combine harvesters. Among the economic activities of the ARBOs that get funding support under ARCCESS are rice, organic vegetable, sugarcane and cassava production and marketing, Soria said. The ARBOs will hopefully have an increased income resulting to a better quality life thereby contributing to poverty reduction and employment generation in the rural areas under President Benigno Aquinos 2011-2016 Philippine Development Plan, Soria added. CAMP KANGLEON, Palo, Leyte A CAFGU Active Auxiliary and his two brothers who have been wanted by law for murder and frustrated murder charges were the latest addition to the list of wanted criminals captured in the intensified manhunt operations by the Police Regional Office 8. This is a part of our ongoing operation against wanted criminals in line with the PNPs Manhunt: Charlie, said PRO8 director Chief Superintendent Elmer Ragadio Soria. Soria added that the accounting of wanted persons is an integral part of the security preparations for the forthcoming national and local elections to ensure the conduct of secure and fair electoral exercise in Eastern Visayas. The top police official informed that at about 9:20 A.M. last Thursday, Tracker Team from Calbayog City Police Station under Police Superintendent Elmer B. Cinco conducted manhunt operations at vicinity of Purok 6, Brgy Capoocan in Calbayog City resulting in the arrest of three brothers tagged as the three most wanted persons in Calbayog City. The regional director identified the suspects as Renato Marces alias Rene, 45, married, CAA member of 52nd Infantry Battalion, Philippine Army and his brothers Federico alias Pede, 50, married, carpenter, and Dionesio alias Julie, 48, married, fisherman, all residents of Purok 2, Brgy Pilar, Oquendo District, Calbayog City and listed as Number One, Two and Three most wanted persons in Calbayog City, respectively. The Marces brothers were arrested by virtue of an arrest warrant for Murder with Frustrated Murder in Criminal Case Number 6511 issued by Hon. Romeo G Tagra, Presiding Judge of Regional Trial Court Branch 32 in Calbayog City. No bail was recommended by Judge Tagra for the suspects temporary liberty and they are now detained at Calbayog City Police Station lock-up cell while awaiting trial for their cases. Alunans first poetry collection in Cebuano, Pagdakop sa Bulalakaw ug uban pang mga balak, on 15 March 2013 at the UPVTC Multipurpose Hall. Published by the Ateneo de Manila University Press, Pagdakop sa Bulalakaw contains poems Alunan wrote in the course of ten years of finding her way back to Cebuano, the language she learned as a child shuttling between the different islands of the Visayas. Of her collection, poet, fictionist, and critic, Jaime An Lim writes: To read the Cebuano poetry of Merlie Alunan is to be amazed, again and again, by her extraordinary power to bring to life the riches of her native traditions, experiences, and sensibility. The voice speaking in her poetry moves in a rhythm that is familiar and authentic, about simple ordinary things that matthe hand over seas becomes m e m o r y. Love, here, is found in a stack of f irewood. H i s t o r y, in a head of lice. Drought and its attendant hungers beget a poet in this breviary of names that is Alunans p o e t r y, names of faces and ter to the honest heart. Evasco observes: Originally written in Cebuano Binisaya, Alunans poems in English translation show her mastery of her poetics, soundly based on a welltuned ear for the differences between the cultural nuances of English and Cebuano Binisaya. This collection, as she says in her essay, is about crossing borders and coming home. And we heartily welcome the seeker of the firebird who sings of such a wondrous quest. Merlie Alunan is a Professor Emeritus of the University of the Philippines and teaches in the Humanities Division of UP Tacloban. BanKO plans to accredit 10 more partner outlets in EV


TACLOBAN CITY Ayalacontrolled mobile based BPI Globe BanKO is targeting to accredit additional 110 partner outlets in Eastern Visayas this year, tripling its existing network. BanKO Tacloban branch manager Randy Bioco said that currently they only have 40 partner outlets in Leyte to include pawnshops, internet cafes, grocery stores, and reloading stations The least is one per municipality this year. We are planning to expand in Samar by mid of 2013 mainly to serve beneficiaries of the Pantawid Pamilyang Pilipino Program, Bioco said. The expansion was pushed through noting that many people in Eastern Visayas dont have a bank account. The bank only requires Globe or TM SIM card, P100 (P50 for the ATM card and P50 for the initial deposit), and photocopy of 1 valid ID or barangay certificate with photo. The BanKO savings account is designed to cater to the needs of the unbanked. This account does not require customers to maintain a minimum balance and they can save as little as P50 at a time, he explained. BanKO president Teresita Tan said that they are targeting to end the year with 3,000 outlets nationwide from 2,100 as of last year. The thrift bank plans to increase the number of depositors to 700,000 this year from 300,000 in 2012. Accreditation of new outlets will help us reach out to more people in the countryside who have little or no access to formal banking services. They are trained to accept BanKO account applications and to perform cash-in and cash-out transactions, Tan added. Tan said the bank is eyeing to raise its loan release from P2.5 billion in 2012 to P4 billion this year. For deposit portfolio, the target is P5 billion this 2013 from P3.2 billion last year. Bank of the Philippine Island (BPI) is the oldest bank in the country but we are only banking five and a half million Filipinos. We want to reach every Filipino who wants to have bank accounts. Being financially included is so empowering, Tan said in an interview. TACLOBAN CITY Senator Loren Legarda suggested that the Department of Labor and Employment (DOLE) as well as the Department of Environment and Natural Resources (DENR) work hand in hand in making sure that the safety standards of workers are being followed. This was the reaction of Senator Legarda when asked on her comment regarding the recent landslide that happened at the Energy Development Corp. (EDC), which caused the death of 14 workers. What had happened on the area is a very sad experience especially to the family of the victim workers who died on the area. Yes, what had happened is purely an accident, and nobody wants it to happen. We just hope that proper assistance would be given to their families, she said. According to her, the landslide occurred because of the frequent rains, which caused the softening of the soil in the area. On the climate change aspect, whatever projects implemented that is related to both the environment and energy, the safety measures and standards then of the workers necessarily need to be followed strictly, Legarda added. In relation to the

landslide that occurred on the area, I think that both the Departments of Labor and the Environment Department should work hand in hand to make sure that the safety standards of our workers especially in vulnerable communities are really upheld, she said. by a certain agency is no longer appropriate to be used now for the time has changed and the climate has changed. Sen. TACLOBAN CITY The Philippine Drug Enforcement Agency (PDEA) in Eastern Visayas yesterday urged all government and private business managers and supervisors to ensure a drug-free workplace. PDEA is promoting a drug-free workplace in line with the salient provisions of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 which mandates the PDEA to lead the enforcement of a national drug control system particularly in working places such as offices and public utility terminals and schools, said Liza Baoy, PDEA-8 information officer. Ten years after the effective date of Republic Act 9165 and despite the premium it puts on the promotion of a drug-free workplace, the drug menace continues to threaten a government bureaucracy largely unable to patrol its own ranks, Baoy added. This observation comes to fore as James Cinco, 35, was arrested on March 7, 2013 by PDEA elements in an entrapment operation involving methamphetamine hydrochloride or shabu near a popular restaurant in Salazar Street, this city. Cinco is an administrative aide at the National Labor Relations Commission (NLRC) and is considered a high-value target by virtue of his being a public servant. 496 barangay residents benefit from city cash-for-work program


TACLOBAN CITY Around 496 barangay residents were recipients of the cash-for-work program of the city government through Mayor Alfred Romualdez. The recipients who came from 12 barangays received P1,890 each from Councilor Cristina G. Romualdez at the programs payout last March 9, 2013 at the Sagkahan Gym. The recipients from Barangays 52, 56-A 62, 63-A, 64, 76, 77 95, 109 and 110 rendered 11 days of community service in their respective barangays, like participating in canal dredging activities and anti-dengue clean-up drives. The cash-for-work program is a temporary intervention program of the City Social Welafre Development Office which targets indigent residents and provides cash grants in exchange for community works and services rendered.

PDEA wants workplaces in EV to be drug-free areas

The Department of Environment and Natural Resources (DENR), would like to inform the general public that Palompon Watershed Forest Reserve (PWFR), a protected area of Two Thousand Three Hundred Ninety-Two (2,392) hectares in the Municipalities of Palompon, Matag-ob and Villaba, Leyte, respectively, is subject for disestablishment as an initial component of NIPAS (R.A. 7586). In furtherance to this objective, the DENR Region 8 through the Protected Areas Wildlife and Coastal Zone Management Service will be conducting a comprehensive Protected Area Suitability Assessment (PASA) along with the prescribed public hearing and/or pursuant to Rule 8.2 of DAO 26, S, of 2008). The Guiuan Water District (GWD) has spearheaded the blessing and inauguration on March 9, 2013 of its Pumping Station No. 05 located in Brgy. Palamrag, Mercedes, Eastern Samar, as part of its expansion project. No less than LWUA chairman Rene Villa as the guest of honor and guest speaker of the simple ceremony held at the pumping station site. The LWUA will provide the funding for the 2 kilometers pipelining to the town proper of Mercedes. It was learned that the LWUA will release an amount of P2 million for the said project. Providing access to water is part of the commitment of the President and the Philippines under the Millennium Development Goals (MDGs), by 2015 we should be able to provide access to around 80% of our population.
