Les propos de l’ambassadeur ont soulevé beaucoup d'intérêt et ont apporté un éclairage tout à
fait actuel sur le rôle de l'ONU, la complexité des délibérations multilatérales et l'apport du
Canada dans ce contexte. Il nous a entretenus de divers sujets comme le monitoring des
Objectifs du Millénaire, les possibilités de réforme de l’ONU, en particulier du Conseil de
Sécurité, de l’évolution possible des missions de paix et de la notion de la « responsabilité de
protéger », de la collaboration de la Mission canadienne avec les Missions de l’Union
européenne et des États-Unis d’Amérique. Il a signalé le 60ième anniversaire de la Charte des
Droits de l’homme et de la contribution exceptionnelle du Canada à sa rédaction (John
Humphrey). Les participants à la conférence en sont sortis mieux informés. Nous souhaitons
que ce soit un rendez-vous annuel.

que vivent entre eux et à l’interne chacun de ses neuf pays, et du processus de conciliation et
éventuellement de paix auxquels ils sont récemment arrivés avec l’appui des Nation Unies, de ses
multiples agences et de l’Union Africaine. Le rôle de la Conférence des Grands Lacs a fait l’objet d’un
exposé historique complet, expliquant, à l’origine, un passé de conflits meurtriers (internes et externes)
et les efforts plus récents de rapprochement et de conciliation, et la participation du Canada. Elle n’a
pas passé sous silence les étapes qui restent à parcourir, tout en nous transmettant son optimisme.

On 16 May 2007, the United Nations General Assembly proclaimed 2008 to be the
International Year of Languages. As language issues are central to UNESCO‟s mandate in
education, science, social and human sciences, culture, and communication and information,
the Organization has been named the lead agency for this event.

Among the initiatives announced at the Forum, which began on Tuesday, is a $100 million
investment by Sheikha Mozah bint Nasser-el-Missned in a global youth employment initiative
that brings together Governments and major multinational corporations.
The Forum also saw the launch of a multi-million dollar Alliance of Civilizations Media Fund,
which will support the production and distribution of films that not only entertain but also
combat stereotypes and promote understanding.
In his address to the Forum, Secretary-General Ban Ki-moon said the Alliance is “an
important way to counter extremism and heal the divisions that threaten our world.
“Never in our lifetime has there been a more desperate need for constructive and committed
dialogue, among individuals, among communities, among cultures, among and between
nations,” he told participants.
The Forum was opened by Mr. Ban, along with Spanish Prime Minister Jose Rodriguez
Zapatero, Turkish Prime Minister Tayyip Recep Erdogan, and Mr. Ban‟s High Representative
for the Alliance and former President of Portugal, Jorge Sampaio.

23 January 2008 – Secretary-General Ban Ki-moon today called on donors to respond quickly
and generously to a $3.8 billion United Nations humanitarian appeal, stressing that for the
poorest of the poor, early funding means the difference between life and death.

29 January 2008 – The United Nations High Commissioner for Refugees (UNHCR) is asking
donors for more than $90 million to fund the agency's programmes assisting people who have
fled within the borders of six conflict-torn countries this year.
The agency issued a news release today on the appeal, which is included in the overall UN
funding goal for the Central African Republic, Chad, Colombia, Côte d'Ivoire, the Democratic
Republic of Congo (DRC), Liberia and Uganda.
29 janvier 2008 – Le Haut Commissariat des Nations Unies pour les réfugiés (UNHCR) a
aujourd'hui demandé aux donateurs d'accorder plus de 90 millions de dollars pour financer des
programmes à destination de millions de personnes déplacées dans sept pays.

« L'appel recouvre les opérations du HCR dans six pays africains et un pays d'Amérique du sud
: la Colombie, la Côte d'Ivoire, le Libéria, la République centrafricaine, la République
démocratique du Congo, l'Ouganda et le Tchad », indique un communiqué du UNHCR publié
aujourd'hui à Genève.
Au total, le budget représente 90,5 millions de dollars, dont 23,5 millions pour l'opération en
RDC. Dans ce pays, quelque 200.000 personnes déplacées recevront en 2008 l'aide du HCR, en

Developing countries need both trade and aid, says new UN study
18 January 2008 – With the erosion of trade preferences, which save least developed countries
(LDCs) hundreds of millions of dollars a year in duties that would otherwise be levied on their
exports, both trade and aid are crucial to their development, according to a new United Nations
study.
Before the 6th UN World Trade Organization (WTO) Ministerial Conference in Hong Kong in
2005, the prevailing rationale for the preferences was that “trade is better than aid.” The new
paradigm has become “aid for trade.”
This recognizes that trade preferences per se are not sufficient to generate supply capacity and
economic growth in the LDCs, but that aid is first needed to make the preferences, and trade
itself work for development, says the study – Erosion of trade preferences in the post-Hong
Kong framework: From “trade is better than aid” to “aid for trade.”

30 January 2008 – While precise estimates are difficult to come by, some 250,000 children
globally are being recruited to fight in armed conflicts in violation of international law, a
United Nations official said today, reporting mixed progress in efforts to tackle the problem.

Le Fonds des Nations Unies pour l'enfance (UNICEF) plaide surtout pour le développement
des services essentiels intégrés grâce au renforcement des systèmes de santé et des partenariats
communautaires.
« L'intégration, au niveau de la communauté, des services essentiels pour les mères, les
nouveau-nés et les jeunes enfants, ainsi que l'amélioration durable des systèmes de santé
nationaux peuvent sauver la vie de beaucoup des 26.000 enfants de moins de cinq ans qui

Davos, Switzerland, 25 January 2008 – World leaders have issued a joint statement at the
World Economic Forum Annual Meeting in Davos vowing to make 2008 a turning point in the
fight against poverty. The world is facing a "development emergency", they said, and "we
pledge to work together to help the world get back on track to meet the MDGs."
Leaders spearheading the call to action include Ban Ki-moon, Secretary-General, United
Nations, New York; Umaru Musa Yar'Adua, President of Nigeria; Gordon Brown, Prime
Minister of the United Kingdom; H.M. Queen Rania Al Abdullah of the Hashemite Kingdom of

Kenya : les enfants et les femmes victimes de violences sexuelles / UNICEF

25 January 2008 – Children and women have borne the worst of the violence in Kenya and
have the most to gain from peace, the United Nations Children‟s Fund (UNICEF) said today,
drawing attention to rising sexual violence and seeking resources to combat it.
25 janvier 2008 – Les enfants, les adolescents et les femmes sont les premières victimes des
attaques sexuelles au Kenya, déplore aujourd'hui l'agence des Nations Unies pour l'enfance.
« Bien qu'ils soient réticents à rapporter les attaques sexuelles, il est malheureusement évident
qu'ils sont victimes d'abus sur fond de crise politique », affirme le Fonds des Nations Unies
pour l'enfance (UNICEF) au Kenya.
Selon l'agence, il apparaît que les femmes et les jeunes filles dans les camps de déplacés se
voient contraints d'accepter des relations sexuelles en échange de nourriture, de protection ou
de transport, a rapporté la porte-parole du Secrétaire général.

29 January 2008 – The post-electoral crisis in Kenya has taken a sharp turn for the worse in
recent days with violence claiming many more lives and hampering relief efforts by United
Nations agencies and their partners, further worsening an already dire situation.

Ladies and Gentlemen,
The recent flaring up of conflict in the occupied Palestinian territory has been paralleled by an
escalation of human rights violations. The right to life is imperiled for all in the region. This is
the case for those living in Israel, particularly in the area of Sderot and Ashqelon. This is the
case for Palestinians, in particular those living in Gaza who, in addition, are systematically
deprived of the enjoyment of almost all their human rights and basic needs.
In December 2007, 58 Palestinians in Gaza were reportedly killed due to the conflict, making
December the month with the highest Gaza strip death toll in 2007. The number of wounded
also increased: 61 Palestinians and eight Israelis were injured during Israel Defense Forces

operations in Gaza, and six Israelis were wounded by Palestinian Qassam rockets and mortar
shells. Since the beginning of the year and until mid-day on 22 January, as hostilities continue
unabated, around 70 Palestinians have been reported killed; 23 of them on 15-16 January
alone. Israeli military operations continue also in the West Bank and in particular in the city of
Nablus where Palestinian security forces had been attempting to restore law and order.
Although differing in scope and proportions, operations which have failed to respect
international humanitarian law have resulted in the loss of lives of Palestinian and Israeli
civilians. The Israeli practice of collective punishment, disproportionate use of force, and
targeted killings continues, as does the Palestinian militants' practice of indiscriminate firing
of mortars and rockets into Israel. Since the beginning of the year and until mid-day 22
January 2008, Palestinian militants fired around 230 mortar shells and 110 rockets into the
northern Negev including the cities of Sderot and Ashqelon.
According to Israeli and Palestinian civil society organizations, last year, more than a third of
the total number of Palestinians killed are civilians. The same organizations report that during
2007, seven Israelis and 131 Palestinian civilians were killed. In the two incidents that took
place on 15-16 January, five Palestinian civilians were killed during the operation of the
Israeli army and another three died when an Israeli aircraft allegedly mistakenly fired a
missile at their car. On 18 January, a Palestinian woman was killed and around 30 civilians
injured, among them several children, when an Israeli air strike targeted an empty building of
the Ministry of Interior. An Ecuadorian volunteer worker was killed by Palestinian gunfire in
the south of Israel.
The escalating violence has added to the already critical situation in the Gaza strip, which
results from the restrictions on the movement of people and goods to and from the territory
imposed by Israel, the breakdown in law and order, and abuses committed by local authorities
and armed groups.
As recently stated by the Secretary-General, the 1.4 million people of Gaza live under the most
abhorrent conditions. With few exceptions, all legitimate trade with Gaza has come virtually to
a halt as a result of the closure of the crossings into Gaza, with devastating effects on the
economy and on livelihoods.
The UN Office for the Coordination of Humanitarian Affairs reports that 80% of Gazans live
under the poverty line and depend on food and direct assistance provided by aid agencies. As
regards the right to food, the World Food Programme estimates that only 56% of basic
commercial food import needs were met during the period of mid November to mid December
2007. The level of desperation became even more starkly apparent this morning when
thousands of Palestinians poured out of Gaza and into Egypt rushing to buy food, fuel,
medicines and other supplies that have become scarce in Gaza. Masked gunmen had blown
dozens of holes in the wall on the border to facilitate passage. In relation to the right to health,
the World Health Organization highlights a serious shortage of essential drugs, as well as
increasing difficulties for patients requiring emergency care to exit Gaza, sometimes resulting
in the death of the patients concerned. Access to essential services and utilities, such as water,
waste-water systems and energy, is becoming more uncertain. Electricity is essential to ensure
adequate provision of health services. On Sunday 20 January, Gaza's main power plant shut

down. The power plant can resume working properly only when the provision of fuel is
regularly allowed within the territory. Tuesday, Israel allowed fuel and medical supplies into
Gaza and signaled that it is considering further easing restrictions. I exhort the Government of
Israel to completely lift all restrictions to the free flow of desperately needed aid and essential
supplies into Gaza. Let me reiterate what a number of experts have already pointed out with
regard to Israeli action in Gaza: the use of collective punishment is strictly prohibited under
the Fourth Geneva Convention.
While aid agencies and the donor community are committed to providing humanitarian
support in Gaza, such aid, by itself, cannot reverse the situation. It is a palliative. The denial of
basic and fundamental rights can not be compensated for by permitting a trickle of charity.
Unless broader steps are taken, both by the parties to the conflict and by the international
community, the situation for Palestinians and Israelis can only continue to deteriorate. All
parties concerned should put an end to the vicious spiral of violence before it becomes
unstoppable. To this end, they must ensure accountability for breaches of international
humanitarian law and violations of international human rights law through credible,
independent, and transparent investigations. In all ascertained cases of such violations,
perpetrators must be brought to justice and victims must receive adequate reparation.
The international community must intensify its efforts to ensure that the human rights
dimension of this conflict is properly addressed regardless of the development of a political
settlement. It is, therefore, imperative that Israel, the Palestinian Authority and Hamas respect
the long-standing international legal obligations governing the situation to which they, as duty
bearers, are bound. While States have a primary responsibility to protect all persons under
their jurisdiction or control from war crimes, crimes against humanity, genocide, and ethnic
cleansing, under the doctrine that was reconfirmed in the Outcome Document of the 2005
World Summit, the international community in its entirety shares the responsibility to protect
civilians in particular where and when the authorities concerned are unable or unwilling to do
so. Thus, the people of Gaza look legitimately to the international community to respond with
urgency and with appropriate measures to their desperate and still worsening situation.

“Only a short time ago, the international community had great difficulty discussing matters
related to migration,” she said in an address to the Conference on Migration and Development

in New York. “Dividing lines were drawn between north and south, between what we called
„sending‟ and „receiving‟ countries.”
However, recently, Ms. Migiro said, due in large part to large global meetings on the issue,
accusations and recriminations have been replaced by “dispassionate discussion of how
migration can contribute to development.”
Countries have come to realize, she pointed out, that collaboration will bring the greatest
gains to not only migrants and their families, but also to both the communities they leave
behind and move to.
“Let us build such an ethic of cooperation around issues of mutual benefit,” Ms. Migiro stated.
“Then, as we build trust and achieve results, we can move on to address some of the more
contentious issues we face.”
Last July at the inaugural Global Forum on Migration and Development held in Brussels,
Belgium, Secretary-General Ban Ki-moon characterized migration as “one of the great global
challenges of our century.”
Recognizing that it is a “sensitive” issue, he said that “we can work to strengthen the positive
impact of migration on the development of migrants‟ home countries. We can encourage
destination countries to promote the success of migrants, both in their original and their
adopted homes.”
The Deputy Secretary-General will leave this evening for Egypt to attend an Economic and
Social Council (ECOSOC) symposium on south-south cooperation. While in the country, she
also plans to attend a conference on regional dialogue, as well as meet Government officials,
the Secretary-General of the Arab League and UN staff.
There are some 45,000 registered Colombian refugees in Ecuador, and tens of thousands more
who have fled conflict between the Government, rebels and paramilitary groups in their own
country but have never contacted the UN High Commissioner for Refugees (UNHCR) or the

Iraq - IOM's 2007 Displacement Review shows that despite decreasing levels of violence,
reduced displacement rates and limited returns, Iraq is still facing a serious humanitarian
crisis with more than 2.4 million Iraqis internally displaced and some 2 million living as
refugees, mostly in neighbouring Syria and Jordan.

21 JANUARY 2008 | GENEVA -- The Executive Board of the World Health Organization
(WHO) began its twice-yearly session today on an optimistic note with a report highlighting
progress in many areas of public health from the Director-General, Dr Margaret Chan.
Before describing progress however, Dr Chan drew attention to current threats to health
arising from instability and civil unrest, which disrupt routine health services and compromise
access to basic and emergency care. In reviewing the events of the last year, Dr Chan
highlighted three trends that gave her personal encouragement.
First, she cited the increasing willingness of development partners, UN agencies, and funding
facilities to invest in health systems, calling this a "striking and welcome change from the
past."
Secondly, she applauded the acceptance of climate change as a reality by world leaders. "Up
to now, the polar bear has been the poster child for climate change. We must use every
scientifically sound and politically correct mechanism in the book to convince leaders that
humanity really is the most important species endangered by climate change," Dr Chan told
Board Members.
"According to the latest projections, released in November, Africa will be severely affected by
as early as 2020. This is just a dozen years away. Our sector has good evidence about what
droughts, floods, storms, heatwaves, air pollution, malnutrition, displaced populations, and
water-borne and vector-borne diseases mean for health." Climate change and health will be
the focus for World Health Day which will be celebrated on 7 April 2008.
Her third reason for encouragement was the revival of interest in primary health care. “I
believe we will not be able to reach the health-related Millennium Development Goals unless
we return to the values, principles, and approaches of primary health care. I believe we must
reach these Goals, as the ability of countries to adapt to climate change will depend on the
state of population health and the systems in place to protect it.” Primary health care will be
addressed in this year's World Health Report.

NOUVELLES D’ACNU-QUÉBEC

Ça bouge dans la région de capitale nationale ! La section de Québec, forte d’une nouvelle
équipe jeune et motivée, démarre 2008 en trombe. Au programme pour ce début d’année, un
nouveau site internet et un forum de discussion, des conférences gratuites traitant des grands
défis et questions internationales, des évènements tel que le mois des noirs ou la semaine de
l’eau et le lancement du projet Sport-In-a-Box dans des écoles de la région de Québec.
Début janvier, le nouveau site internet de l’ACNU-Québec a refait peau neuve : dans une
version fraîche et épurée (et encore en construction…), ce nouvel outil de communication
permettra à l’association de diffuser ses évènements et de rejoindre plus facilement ses
membres. Plus tard dans l’année, l’ACNU Québec mettra également en place un forum de
discussion. Passez donc nous voir au www.acnu-quebec.org.
Février sera le « Mois des Noirs », mois de célébration des réalisations et contributions des
communautés noires du Canada. L’ACNU-Québec lance ce mois d’échanges par la conférence
« Tout sur le partenariat Canada-Afrique : politique canadienne d’aide au développement de
l’Afrique, aperçu des programmes et indicateurs de progrès », le 4 février à 17h à la salle Jean-
Paul Tardiff du Pavillon La Laurentienne de l’Université Laval. L'activité gratuite est placée
sous le parrainage de M. Paul Gérin-Lajoie qui agira également comme conférencier avec un
fonctionnaire de l'ACDI et M. Charles Moumouni qui est professeur à l'Université Laval. Parce
que le sport est un excellent medium de communication, le mois se poursuivra par des tournois
de soccer et de basket organisés par l’ACNU-Québec. L’évènement prendra fin avec une
conférence et des projections vidéo traitant de l’implication et de l’épanouissement d’immigrés
africains au Québec ainsi que des solutions pour apporter son soutien au développement
économique de l’Afrique.
Le 22 mars aura lieu la journée mondiale de l’eau. L’ACNU-Québec organise à cette occasion
une semaine d’activités sur la thématique de l’eau. Au programme, deux conférences gratuites,
le lundi 17 mars sur le thème «Agriculture intensive et pollution de l'eau: enjeux, risques pour
la santé, politique nationale de protection des eaux et perspectives» ainsi que le mardi 23 mars

sur le sujet «Systèmes de gestion des déchets solides et des eaux usées en milieu agricole:
efficacité et impacts sur les sources d'approvisionnement en eau potable». Des projections de
films sont également prévues ainsi qu'une marche pacifique de sensibilisation du public à la
protection des sources d'alimentation en eau. L'activité sera réalisée en partenariat avec
l'Institut d'Hydro-Québec en Environnement, Développement et Société. Tout ceci sera
parrainé par le Point Focal de l'ONU pour l'année Internationale de l'Eau et de
l'Assainissement.
Unis par le sport ! Tel est le crédo du projet Sport-In-A-Box qui connaît un succès croissant au
Canada. En avril, l’ACNU Québec effectuera le lancement officiel de l’évènement dans la
région de la capitale nationale. 5 écoles participeront à la première phase du projet avec pour
parrain M. Charles Fortier, joueur de l’équipe de basket-ball de Québec les Kebs ainsi que pour
marraine Mme Fannie Lafontaine professeur à la Faculté de droit de l'Université Laval et
ancien membre du cabinet exécutif du Haut-Commissariat des Nations Unies aux droits de
l’homme.
