PASSAGE NOTES : DEPARTURE FROM COME-BY-CHANCE, Newfoundland: 47_ 48' N 54_ 01' W

LOCATION: The North Atlantic Refining Limited plant is located in Placentia Bay. The terminal position is Lat. 47_ 48' 18" N, Long. 54_ 00' 35" W. The navigation season is year round. APPROACHES: Pilotage in the Placentia Bay area is compulsory for vessels more than 223 m. LOA. Pilot boarding position is Lat. 47_ 20' N, Long. 54_ 06.5' W, near Red Island Shoal. See General Pilotage before first port. ETA times must be given in UTC. Arrivals: Vessels are required to request clearance from ECAREG at least 96 hours prior to arrival. Communications procedures are specified in the current Canadian Radio Aids to Navigation publication. Upon receipt of this signal, the Operations Officer will provide the Master upon request:a) All Notices to Mariners b) Pollution Regulations and Requirements c) Weather and Ice Reportsd) Other relevant information and Marine Safety Regulations.In addition, should any technical assistance be required to service any navigational equipment, the Operations Officer can arrange, and if necessary, direct the vessel to a suitable embarkation point where a technician may be placed aboard the vessel, thus ascertaining that the vessel is 100% serviceable upon entering Placentia Bay.The first notice 24 hours prior to the ETA (GMT) for entering Placentia Bay shall contain the following:a) which boarding station the Pilot is required atb) namec) call sign.d) deepest drafte) speedf) Agentg) length, breadth, moulded depth, deadweight tonnage and the largest net registered tonnage.Subsequent notices are to be sent 12 hours, 6 hours and 4 hours prior to the ETA (GMT) for entering Placentia BayDepartures/Movages: First notice 9 hours prior to the ETD (Local time). Embarkation/Disembarkation: Masters of calling vessels are reminded of their obligation to comply with statutory rules and are recommended to comply with the following:a) The Officer responsible for embarkation/disembarkation of the Pilot is a watchkeeping officerb) The pilot ladder is securec) The pilot ladder is adequately illuminated at nightd) Means are provided to enable the Pilot to pass safely and conveniently from the head of the pilot ladder into the ship or on to the ships deck.Portable stanchion, if used, should be independently secured to the rail or deck, one on each side of the laddere) The ladder is in good condition and its treads remain horizontal. An increased loading draft of 0.9 m. maximum may be allowed, depending on height of tide where maximum tidal difference is 2.4RADIO: Masters are strongly advised to contact their Agent 72 hours, 48 hours, 36 hours, 24 hours, 12 hours and 6 hours with ETAs. In the 72 hour message Masters should advise all port requirements.Pilotage messages may be forwarded through the nearest Canadian Coast Guard Radio Station. Direct requests can be made through St. Johns Traffic Centre on VHF Channel 11 and Placentia Traffic on VHF Channels 12 and 14. Please contact Agent for specific details.Prior to arrival, Master shall advise the Terminal either via his Agent or direct on VHF Channels 12, 14 or 16:a) ETA: Masters are requested to give their Agent 72, 48, 36 and 24 hours ETA messages in GMT. When the vessel is within 24, 12,6 and 4 hours of Come-By-Chance, the ETA should be confirmed or amended via Placentia Traffic Centre. The 4 hour message confirms the Pilot.b) Documents required:Crew Declaration (Form Y14)Ships Stores (Form E1)Immigration Crew List (Form IMM200).(To be sent by fax or telex to Agent at least 48 hours prior to arrival). In addition, the clearance form from the last port of call, and the expiry date of the following documents will be required: Derat Certificate, Load Line Certificate, Safety Equipment Certificate, SafetConstruction Certificate and Radio Equipment Certificate. Ensure the Oil Record Book is up-to-date and available for inspection by Government Steamship Inspectors.c) Draft.d) Quantity of cargo slops on board. There are no slop reception facilities ashoree) Quantity of cargo to be loaded and bulk loading rate requested.f) Number, size and material of vessels manifold connections.g) Confirmation that an inert gas system is fitted, fully operational, and that the oxygen content of all tanks does not exceed 8%. h) Repair requirements, as most repair services are only available at St. Johns (90 miles from Come-By-Chancei) Laundry requirements are available.VHF: The Pilots and the tugs are equipped with VHF radios covering the Channels 16, 12, 11, 9 and 6.Should there be two ships moored, each ship will communicate with the Jetty on the same channel.TUGS: Four tractor tugs are stationed at Come-By-Chance to assist vessels in berthing and unberthing: 2_4,000 h.p. (51 ton B.P.) and 2_5,600 h.p.(57 ton B.P.).BERTHING: The jetty extends 914 m. from the shore.Berth No. 1 (outside) can accommodate 326,000 d.w.t. tankers. Length of berth face 463 m., depth alongside 30.5 m.Berth No. 2 (inside) can accommodate tankers up to 67,000 d.w.t., depth alongside 14.6 m.Both berths are equipped with hydraulic operated loading arms which are fitted with a speed-seal hydraulically operated manifold coupling.TIME: GMT minus 3.5 hours. First Sunday in April clocks advanced 1 hour. Last Sunday in October clocks retarded 1 hour.

ANCHORAGES: There is no port anchorage for dry cargo vessels. It wasreported that tankers can discharge into barges off Newport. PRATIQUE: See General Pratique before first USA port. VHF: Port Authority listens on Channel 16 and works on Channel 18A.Agent listens on Channel 16 and works on Channels 18A, 13 and 9.Also see Pilotage. TUGS: Nine tugs available, 1,600 3,200 h.p. Vessels may dock andundock without tugs, however, they are required for turning in the harbour.

Providence Steamboat Company serving ports of Providence,Narragansett Bay, Fall River and New England Electric at Brayton Point. Fourtugs, 24-hour dispatching service. 2_3,000 h.p. tugs. BERTHS: Quay: Granite slab construction with a wooden pile facing.A large number of the piles are missing but there are still sufficient to landon. Surface of quay looks rough and covered in sand and earth but it ismetalled under this and will take heavy mobile crawler cranes. * Breasted 15 ft. off the quay wall at MLW. Distance from entrance to berth 25 miles. Length and beam no limit. Max.draft 38 ft. Least depth of water in channel from sea to berth reported to be 40 ft. Mean tidal range at berth 4.5 ft. General: The Wilkes Barre Terminal of the American Chemical Company islocated 26 miles from the Sea Buoy on the Providence River. This facilitywas formerly operated by Exxon Company USA. It is now operated by UnionOil Company of California and Getty Oil Co Inc. The wharf has a 75 ft. face,300 ft. with dolphins; 30 ft. depth alongside. Deck height of 9 ft.The berth can accommodate vessels up to 600 ft. in length, 85 ft. beam, maximum 25,000 d.w.t., and maximum drafts to 27 ft. Docking isaccomplished at HW or rising tide only. Undocking can take place at anystate of the tide. Pilotage and Docking: The services of a Pilot and Docking Master arerecommended. The width in the existing berthing area and required approachmanoeuvres make utilisation of the Docking Master mandatory. Two tugs areequired when docking vessels of any tonnage. A minimum of one tug (1,800 h.p.) is required when undocking. During strong southerly winds twotugs should be employed for undocking. Mooring: Normal mooring leads are adequate for this berth. However, strongsoutherly winds are cause for concern. There is a poor lead for the afterspring and breast lines. During times of excessive southerly winds, all linesshould be tended and checked frequently. The terminal does not provide a gangway.Only No. 2 heating oil is discharged at this terminal. Discharge isaccomplished through 2_8 in. hoses using ASA flange connections. Pumping pressure is 125 p.s.i. The terminal has no facilities for receiving ballast orslopsAmoco, Providence, Kettle Pt: General: The Amoco Wharf is on the east side of Providence River 26 milesfrom the Sea Buoy. This wharf is used for the receipt and shipment ofpetroleum products. The berth is aligned north and south with a total of sixwooden breasting dolphins. The wharf has a 500 ft. face (600 ft. withdolphins). Hose rig and hoist are located on a T-head 90 ft. long, 30 ft. wideat the centre of the pier.conditions. One tug is used for normal undocking. Both tugs and Docking Master meet the vessel 0.5 miles below Kettle Point and assist vessels tothe berth. Gasoline, heating oil, diesel, and No. 5 fuel are all discharged through 8 in.hoses. All connections are made with ASA flanges. Maximum pumping pressure for all cargo lines is 90 p.

Tankers: LPG discharged at No. 5. Municipal wharf at a bulk rate of750 tonnes per hour, through a 10 in. chicksan. This chicksan is a mobileone connectedtemporarily into an underground line, and jacked up off itswheels; thus it is rather fragile and demands precise positioning during berthing, and careful control of the list during the discharge as it is at itsmaximum reach when a 60,000 cu.m. vessel is in ballast. Density: Salt. Fire Precautions: LPG Tanker, only those imposed by the ship.Surveyors: Saybolt attended this LPG vessel on behalf of receivers. Gangway/Deck Watchmen: None. Ships accommodation ladder wasused to the wharf.Customs Allowances: Usual USA allowances but no check of bond madeon this visit.Repatriation: Local airport with services to Philadelphia for internationalflights, or by bus approximately 1 hour ($7.00) to Boston International. Time: GMT minus 5 hours. Eastern Daylight Saving Time GMT minus4 hours in the summer. Emergency: USCG Castle Hill on VHF Channel 16, working 22A or 12.Telephone: At Municipal Wharf No. 5 there is a public telephone booth within 250 ft. of the foot of the gangway, against the wall of a warehouse.Storing: No known restrictions.Shore Leave: Bus route into town (2 miles) about 100 yards from WharfNo. 5.Identification Cards: Standard USA Immigration requirements.Regulations: All LNG/LPG Tankers have to anchor off Brenton Tower for USCG inspection (2 3 hours), even those with valid letters of complianceand if no LOC then the inspection could take about 6 7 hours. During the discharge of LPG, two USCG personnel are permanently stationed by theshore manifold, and do occasional spot checks onboard.
