Empowerment of woman has become an order of the day for any civic society. It is well known that as per Indian philosophy yhe source of energy is located in motherhood, obviously an woman. It has been described in many a forms in Indian mythology,e.g. Durga,Laxmi,Saraswati and many more. There is no dearth of such examples in our history also. Brave ladies like Laxmibai, Durgabati and Rezia Sultana have immortalized their roles in the society.Yet its matter of concern that womenfolk is still identified as a weaker sex even today. That warrants massive mobilization of awareness in the society in general and family in particular to provide equal opportunities to sons and daughters. Unfortunately there are prevailing bias attitude against women amongst some of so called men. It could be addressed properly only if literacy among the womenfolk is increased upto the desired level. Of late there is some sincere efforts in the right direction to highlight women empowerment. In fact self help group movement has given a new dimension to efforts in this direction. Such a moment invokes their strength in unity, that also inculcate leadership ability in the group members. They are economically empowered by mobilising their resorces in shape of thrift savings and extentending loans for them. They are also promoted to venture into need based entrepreneurship in their localities.Fortunately it is yeilding results in the right direction, thus encouraging.

FIFTH TATA AIG MISP TRAINING

PARTICIPATION INCLUSION MAINSTREAMING

What do such words really mean? The words are today fashionable in development and have been so for some time. They may be new to some. The emphasis in development has shifted over the last decade from being serviced biased, providing services to those who most need them, to a rights based approach recognizing the basic rights of each person whoever he or she might be. The rights of women have taken some prominence and will become an important issue for the younger and next generations. Today there remain many of society who are still marginalized whether through poverty, disability, illness or the lack of education. They are excluded from the benefits of participating in the mainstream of society; their rights are not upheld. Inclusion means enabling people to participate in the mainstream society to the best of their ability. Education, health, government and employment are just some of the areas in which such persons are excluded; their rights ignored with little access to information or infrastructure. BISWA is working with many groups of society who are excluded, primarily through poverty but even so there is much more that could be done simply and without much additional cost or effort.Take for example the situation of persons with a disability. Their rights are encompassed within the Person with Disability Act passed in the mid 1990s. The water and sanitation programme is especially important to them, in particular women and especially young women. BISWA gathers information on persons living with a disability in its surveys amongst the communities it is working on water and sanitation. But as yet we have not been able to use that information to cater for the special needs of those people in providing aids, appliances or adaptations to facilitate the easy use of the toilet provided through the programme. With the agreement of our chairman and the managers of the programme those needs are now, subject to funding, to be catered for! But what of other BISWA programmes? Persons with a disability can be economically active! Given the opportunity those people are able to work, to produce and to earn a livelihood as readily as any other person. Should they therefore because of their disability be excluded from doing so? Of course not ! We should believe that people who have a disability have the right to become members of an SHG even if the members are exclusively people with a disability. To enjoy the benefits of a micro finance programme leading to participation in micro enterprise and join with other marginalized or vulnerable groups of a community to join the mainstream of society. There is a tremendous opportunity for BISWA to expand its programmes positively to benefit these people and enhance its own position. It will not be easy; many members of our community will be reluctant to embrace these people so it will be hard work for our field staff to sensitized the groups to enable people with a disability to participate. But that work and effort will be worthwhile and rewarding for all; the people themselves will grow in self esteem; they will have a dignity! The communities in which they live will benefit at family and village level; and BISWA and its staff will have a sense of achievement in giving such persons the opportunity to be included. To make a start our programmes must be open to all who have the capacity to contract legally; attitudes of communities may need to change through sensitization and education and that will take time but it will happen if we are positive ourselves in our approach. So let us seek out those with a disability within the communities we serve in order that they might be given the opportunity to participate and to become part of the mainstream! We have some data let us expand our base of information to record those who have a disability, the nature of the disability and the demographic details of them so that our programmes may accommodate and meet their needs as well as those who are less disabled.
