EDC partly to blame in landslide incident in Leyte that claimed 14 lives: MGB-8
The Mines and Geosciences Bureau find that Lopez-owned Energy Development Corp. (EDC) partly to be blame in a landslide incident in its geothermal power facility in Kananga, Leyte that left 14 dead and eight workers injured last March 1, 2013. In his report to Environment Secretary Ramon J. Paje Jr., MGB Regional Office 8 Regional Director Alilo Ensomo Jr. , said that EDC seems to overlook the mandatory need to identify and periodically monitor the potential geohazards being manifested in the grounds as evidenced by the weak materials along the very steep slope surrounding the mountain where steam pipeline is laid with high probability it may be hit by an inevitable landslide. The recent landslide incident in EDC operational area has caused lives and several losses in the power supply to Luzon and Cebu households. This may serve as an eye opener to EDC officials that vegetation cover is not enough to be complacent to ensure a landslide-free environment. Ensomo added. Ensomo recommends that EDC must establish/ conduct a strict and serious monthly monitoring of ground degradation relative to landslide occurrence. He said that the influx of people coming to the geothermal area needs to be contained before it gets worst for the power facilities. Ensomo confirmed that an MGB 8 geohazard assessment team sent to the landslide incident, on the same day of occurrence, was not allowed to proceed to EDC area purportedly for safety reason, and instead were billeted in Pongos Hotel in nearby Ormoc City. The team moved out of the hotel and reached EDC area at 8:45 a.m. the following day. After waiting for several hours, the MGB team was finally allowed to view the landslide area five meters away. We will set up police assistance desks at bus terminals, seaports and along major traffic routes aside from police visibility in churches to assist motorists, vacationers, and pilgrims, said Police Chief Superintendent Elmer Ragadio Soria, PRO8 regional director. He added that extra patrols are being mapped out to residential and commercial areas and increased police presence at churches where the faithful will take part in the traditional Bisita Iglesia and Siete Palabras. The top police official also advised the public to ensure that the doors and windows of their houses are locked to prevent burglary, and to see to it that all electrical appliances are unplugged to prevent fires. Armed beggars
n todays rush to get things better, beggars are in no way left behind. They also upgrade their operations to achieve better results that translate to cash. They devise ways and means for this end, even if it means fooling people, including themselves. And so, they had developed a technique that could break ones heart. They do not approach a person with a stretched arm and open palm, in short, with bare hands; they do it with a piece of paper in hand, which is a doctors prescription for certain medicines that the bearer is supposed to buy. Armed with this piece of paper, they would approach people and beg for nancial help in the buying of those drugs, unable as they are accordingly due to poverty. If the people they approach are soft-hearted enough to extend the
needed help on account of the urgent medical need, they would get their desired money. It turns out though that this prescription is merely props. They just got it from somewhere and are not truly theirs, their patients being merely imaginary. They must have gotten the idea that people easily give money when the proceeds are meant for the saving of ones life. And so they invent a story about their loved one badly needing medical help amid their nancial difculties. This proves to be effective than pure begging. Its begging for a cause. Problem with this is that, when the genuine people in need would roam around for help, nobody would listen to them anymore. Generous people no longer know who is in need and who is just fooling them. How pathetic.

Looking at the above requirements and procedures, one could infer that a Ph.D. is in no way different from other forms of doctorates in the Philippines. They are all basically the same in terms of requirements; they only differ in contents and perhaps length of time. But as regards organization and protocol, they share many things in common. How, then, could Ph.D. boast of superiority when, as a matter of fact, it is devoid of peculiarity and edge? The notion that elevates Ph.D. to the highest level is baseless andforgive the wordembarrassing. Why, it is tantamount to being ignorant. Some thinkinggreat-of-themselves holders of it must have invented the idea in an attempt to likewise lift their egos. But the truth is, they are wrong, though they may
According to some academicians in the country today, Ph.D. is the most superior form of doctorate, enjoying the highest popularity and respect, and rendering the rest of doctorates inferior. This is a notion that has been spreading in some colleges and universities, causing the Ph.D. holders to be extra proud while discriminating albeit in mind the lesser doctorate degrees. What does a Ph.D. require? Basically, it requires that a taker has satisfactorily finished a Masters De-
gree in ones chosen field of study. Then it prescribes a list of subjects for one to take up and pass. After finishing these academic requirements, one has to take and pass a comprehensive examination. After this, one should then embark on an original research commonly known as dissertation and be able to successfully defend it in a series of hearings before a panel of experts in ones academic field. Only after one successfully hurdles all this that one becomes a rightful holder of a Ph.D.

The Comelec regional office earlier trained the pool of trainers for BEIs, composed of provincial election supervisors, election officers, and board of certifiers. The training is almost the same in 2010 but we have to make sure that teachers are well-versed on the use of precinct count optical scan (PCOS) machines, he said. The Department of Science and Technology (DOST) will certify BEI members if they are capable of operating the PCOS machines for the automated polls as one PCOS machine is intended for each of the clustered precincts. In 2010, the region posted a 93% passing rate among the 9,704 BEI who took both the written and practical examinations, according to DOST Regional Director Edgardo Esperancilla. The DOST expects a higher passing rate this year with the intensive training and some BEI members are already aware
of the technology. The BEI is composed of a chairman and a poll clerk, who are public school teachers. The board conducts the voting and counting of votes in their respective polling places, acts as deputies of the Commission in the supervision and control of the election in their assigned polling places. Eastern Visayas has 2,576,250 registered voters in 4,390 barangays. The Comelec has identified 17,328 precincts clustered into 5,135. At least 3,773 will be used as voting centers in May 13, 2013 polls.
