ABSTRACT THE DEVELOPMENT OF PLANNING METHOD OF HANDLING PROGRAM ON NATIONAL AND PROVINCE ROAD NETWORK SYSTEM IN LOCAL AUTONOMY

ERA (CASE STUDY: NANGGROE ACEH DARUSSALAM PROVINCE) By: Muhammad Isya NIM : 35003001 Referring to the Constitution 45, Indonesian governments system gives freedom of action to local government for operating local autonomy. They consider that its important to applying local autonomy, within the framework of realizing the internal and external challenge. Relating to the internal challenge was an impact of imbalance development between local and central government in sociopolitical order in Indonesia, hence emerge the claim from local government for having more authority. The external challenge is an impact of regional cooperation like AFTA, APEC, IMT-GT and KAPET which are caused by globalization. On behalf of that, the government of Indonesia applying the law no 22/1999 (substitute by no 32/2004) regarding local government and no 25/1999 (substitute by no 33/2004) about financial balance between central and local government. Specifically for Nanggroe Aceh Darussalam Province, applying special autonomy based on the law no 11/2006, with Presidents legalization in August 1st 2006, namely the Law of Aceh Government. The objective of applying local autonomy is in order to gain good governance, which applying principal like: accountability, transparency and participatory. Local autonomy also cause basic alteration paradigm in Indonesian Government system include transportation sector. In transportation system, the intention will deviate according to transport planning, like top down to bottom up, inspiration to aspiration, mobilization to participation, and by sector to regional/integrate. The deviation will deal with how the road network transportation system in specific area must be planned, served, operated, evaluated and funded. The objective of this research is to produce a formulation of compiling process for handling program on national and province road network system in a scope of province area which is appropriate with local autonomy condition. Planning process must be able to guarantee an objective achievement of local autonomy, consider multi characteristic of transportation and the output of planning in priority as result of limited handling fund. In this case, the decision making is using multi criteria analysis. In this method, the crucial things are actor, criteria, and criteria weighting. In this research, the actor as decision determiner is grouping into two sides, decision maker and stakeholders.

Interview survey using questioner is applied to both of them, to get criteria weighting (include sub-criteria) and alternative weighting. Scoring is applying on each link to get quantitative and qualitative criteria in time horizon. Totaling weighing times scoring for each road link is a decisive value for priority handling road system selection. Scoring will change along with range of time horizon. On behalf on that, modeling and forecast of traffic performance will applied using four step transportation modeling. Sum of weighting times criteria scoring for each link is a value for determining priority or the rank of road handling. In general, this research has produced a formulation planning process which is related to application method of handling program for road network system using participatory approach, involve many criterions and result the output in priority scale. The analysis result of the rank of handling program which is involve stakeholders perception, compared to rank process using decision maker perception only with technical and measurable criteria. It shows the difference of handling priority as caused by the difference of criteria and weighting criteria. Output of planning as a result of the bottom up process, involve many criterions and resulting the output with priority, is exegesis as autonomy condition.
