On behalf of the citizens and city of Baltimore, it is my honor to welcome you to the Baltimore
City Police Department’s Annual Medals Day Ceremony. As a public servant, I am inspired by
your selfless dedication and commitment to positive change in our communities.
Today we take the time to celebrate the men and women who have committed their lives to
protecting the people of Baltimore City from harm. Those who have demonstrated exceptional
skill and dedication are being singled out for an even greater honor. I hope that those honored
today will continue to be examples of professional excellence for many years to come.
This achievement deserves more than just a medal or even a round of applause – but sincere
gratitude from a city that will no longer tolerate to live in communities of fear and intimidation.
I would also like to extend my gratitude to your family and loved ones who also make sacrifices
on your behalf as you make this city safer.
Your commitment to serving the people of Baltimore goes a long way to ensuring a stronger

On November 15, 2007 at 2220 hours, Officer Gelsa and Timms were working
together on a crime suppression detail. The two officers engaged an individual who had
just fled from detectives. The individual was observed hiding between two cars. Officer
Gelsa ordered the individual to show his hands. The individual fired several shots from a
stolen .45 caliber handgun striking Office Gelsa in the leg. Officer Timms advanced on
the suspect and fired his handgun. The suspect continued to fire at Officer Gelsa. Officer
Timms continued to advance on the suspect and incapacitated him.

On April 15, 2008 at 1410 hours, Detectives Himes and Spila were in the 2800
Block W. Lanvale Avenue. They saw an individual running towards a parked car. The
vehicle pulled away, but stalled out. The individual opened his door quickly striking Det.
Spila. The individual fled the scene on foot. While running, the individual pulled out a
handgun and shot Det. Spila. Det. Spila fell to the ground, but was able to return fire.
Det. Himes fired at the suspect. Believing the suspect was incapacitated, Det. Himes
rendered aid to Det. Spila. The suspect was not incapacitated. He rose from the ground
and fired more shots at the detectives. Det. Himes returned fire.
The suspect ran into a nearby house. The suspect confronted Sergeants Young,
Salefski, and Macer as well as Officers Andrades and Minor. Several more shots were
fired by the suspect at these officers. Officers returned fire and the suspect fell to the
ground. The suspect refused to comply with orders and was taken into custody after
Officer Warren tasered him.
The Emergency Dispatcher for the Southwest Channel during this time was Ms.
Shawnta Privette. During the chaotic events, Ms. Privette’s actions were the model of
true professionalism. Det. Himes later wrote in reference to Ms. Privett’s actions that
day, “You were the one that kept all the information straight and got it out to the
appropriate people. I feel that you saved mine and Mark’s life that day.”
Detective Robert Himes is awarded the Medal of Honor. Detective Mark Spila is
awarded the Citation of Valor and Silver Star. Sergeants Young, Salefski, Macer, as well
as Officers Minor and Andrades are awarded the Silver Star. Officer Warren is awarded
the Bronze Star. Emergency Dispatcher Privette is awarded the Distinguished Service
Award.

On January 23, 2009 at 2000 hours, Officer Daniel Harper and Officer Dante
Arthur were in the process of arresting multiple suspects for narcotics violations. Officer
Arthur was attacked by one of the suspects. He suffered a gunshot wound in the face.
Both officers returned fire. Officer Harper realizing the severity of Officer Arthur’s
wound, dragged him to a safe location while the suspects were still in the area. Officer
Harper rendered aid and covered Officer Arthur while additional units were summoned to
the scene. All suspects were apprehended.
Officer Daniel Harper is awarded the Medal of Honor. Officer Dante Arthur is
awarded the Citation of Valor.

Steven Mahan
VIOLENT CRIMES IMPACT DIVISION
On October 31, 2007 at 1327 hours, Det. Mahan and other members of the
Violent Crimes Impact Division were conducting a narcotics investigation. The target of
the investigation was seen leaving his house and entered a vehicle. A car stop was
initiated. As Det. Mahan approached the vehicle, the target drove the vehicle into Det.
Mahan, pinning him between two vehicles. Det. Mahan’s legs and midsection were
crushed as he fell to the street. The suspect fled the scene in the vehicle and was later
captured.
Det. Mahan was taken to the hospital in critical condition. He was hospitalized
for a month, survived four surgeries and endured six months of rehabilitation.

VIOLENT CRIMES IMPACT DIVISION
On June 24, 2007 at 0040 hours, Sergeant Clayton, Officers Rayam, Nicholl, and
Lee approached a group of individuals. Suddenly they heard gunshots. The armed
person was identified and the officers returned fire. A foot chase ensued. The suspect
ran into an alley, turned towards the approaching officers with his handgun. Officers
incapacitated the suspect. During the exchange of gunfire, Officer Rayam suffered a
gunshot wound to his foot.
Officer Rayam is awarded the Citation of Valor and Silver Star. Sergeant
Clayton, Officer Nicholl and Officer Lee are awarded the Silver Star.

On March 8, 2008 at 0100 hours, Officer Perez and McKnight were conducting
field interviews. During the interview, an unknown suspect began shooting at the two
officers. The shots were fired from a nearby wooded area. Officer Perez was struck in
the knee. Officer McKnight pulled Officer Perez in between two cars and eventually to a
safe location.

Citation of Valor and Silver Star
On March 16, 2008 at 0227 hours, Officer Jobst heard multiple gunshots while on
patrol. He observed a vehicle leaving the area. The operator of the vehicle refused to
stop for Officer Jobst. The vehicle later crashed and the operator bailed out. With the
assistance of Sergeant Donato, and Officers Gross, Edwards, Owens, Farley, and Allen
the suspect was located. The suspect refused to surrender to police and opened fire at
them. Officer Jobst was struck in the foot and helped to safety by Officer Owens. The
officers exchanged gunfire. Officer Gross suffered a graze wound. The suspect was
incapacitated. The suspect was wearing body armor and armed with two guns.
Officer Jobst and Officer Gross are awarded the Citation of Valor. Sgt. Donato,
Officers Edwards, Owens, Farley, and Allen are awarded the Silver Star.

On May 16, 2007 at 0120 hours, Officers Torres and Ripley responded to a
shooting call. They observed a vehicle leaving the scene. The operator of the vehicle
bailed out and the officers noticed he had a gun in his hand. The suspect pointed the
handgun at both officers. Officer Torres fired his handgun and the suspect was taken into
custody.

WESTERN DISTRICT
On November 17, 2008, Officer Laycock was leaving court. He noticed an
altercation between a man and woman. The man had the woman on the ground and
appeared to be punching her. Officer Laycock approached the man and deployed his
taser. This had no effect. Officer Laycock observed that the man was stabbing the
woman. Officer Laycock then shot the man. The suspect was incapacitated. Officer
Laycock is awarded the Silver Star.

SOUTHWESTERN DISTRICT
On April 9, 2008 at 2240 hours, Detective Fried and fellow squad members were
in the area of a suspect discharging a handgun. Det. Fried witnessed an individual
running. Det. Fried ordered the individual to drop the weapon. He refused and shot at
Det. Fried. Det. Fried returned fire and the suspect was incapacitated.
On April 6, 2008 at 2216 hours, Sergeant DeVita and Officer Lavery were on
patrol in an unmarked vehicle and heard multiple gunshots. They observed a suspect
running towards them with a handgun. They confronted the suspect, who pointed his gun
at them. Both officers feared for their safety and shot the suspect. The suspect was
incapacitated.
Sergeant DeVita and Officer Lavery are awarded the Silver Star.

Officers McShane, Hagee, and Corona are awarded the Silver Star.
Bronze Star
On June 13, 2008 at 2205 hours, Officers Min and Cintron were walking foot in
the area of a prior shooting. Both officers observed a male. At that moment, they
received a call for an armed person that matched the description. As they approached the
male, he withdrew a .22 long barrel revolver. Officer Min kicked the gun out of his hand.
A violent struggle ensued. The suspect was arrested.

SPECIAL OPERATIONS SECTION
On October 5, 2007 at 1712 hours, Officer Russell and his partner heard gunshots.
Officer Russell approached the area and observed an armed male firing a gun at another
male. Officer Russell approached the suspect who pointed the gun at him. Officer
Russell discharged his handgun at the suspect. The suspect was incapacitated.

SPECIAL OPERATIONS SECTION
On September 12, 2007 at 0315 hours, Sgt. Schluderberg and fellow officers
observed a group of individuals. One of the individuals pulled a handgun from his
waistband and fled the location. The suspect ran through a dwelling towards an open
field. The suspect approached a retaining wall and turned towards Sgt. Schluderberg.
Sgt. Schluderberg feared for his safety and fired his handgun. The suspect was
incapacitated.

VIOLENT CRIMES IMPACT DIVISION
On April 28, 2007 at 0012 hours, Det. Thomas and his partner responded as
backup units to assist another officer. One male fled the location upon their arrival. The
male was armed with a handgun. Det. Thomas chased the male. The suspect turned
towards Det. Thomas and pointed the handgun at him. Det. Thomas fired his handgun
and the suspect was incapacitated. Detective Thomas is awarded the Bronze Star.

On February 28, 2008, Sergeant Edwards and Officers Meehan and Fisher were
conducting a narcotics investigation. A citizen approached them and advised a
convenience store was being robbed. The approached the store and noticed the suspect
armed with a shotgun exiting the location. The suspect fled on foot. While running, the
suspect pointed the shotgun at the officers. All three fired at the suspect and he was
incapacitated.
Sergeant Edwards and Officers Meehan and Fisher are awarded the Bronze Star.

Paul Southard
NORTHEASTERN DISTRICT
On December 6, 2008, Officer Southard received a call for an armed robbery in-
progress. A description of the suspect’s vehicle was received. Officer Southard observed
the vehicle. The vehicle was stopped. Officer Southard observed the suspect in the
vehicle reaching for a handgun. Officer Southard shot the suspect and he was
incapacitated. The suspect had an open warrant for Carjacking.
On September 15, 2004, Officers Schimpf and Moro observed a male being
disorderly. The officers approached him and he withdrew a 9mm Norinco Uzi and turned
towards the officers. Officer Moro grabbed the suspect prior to him being able to fire the
weapon that was loaded with 18 live rounds. Both officers were able to arrest the
suspect.

Joseph Grossman
SOUTHEASTERN DISTRICT
On May 7 , 2008, Officer Grossman and fellow officers initiated a car stop. This
car was described by the victim of a shooting as the suspect’s vehicle. The suspect bailed
out of the vehicle. The suspect fired one round at Officer Grossman. Officer Grossman
returned fire. The suspect was arrested and his handgun was recovered.

EASTERN DISTRICT
On October 28, 2008, Officer Cabral and fellow officers responded to a location
for a family disturbance. Upon their arrival they noticed a cutting victim. While in the
rear of the location, Officer Cabral and his partner entered the location. One of the males
in the location was armed with a knife. The male charged Officer Cabral and he shot
him. The suspect was incapacitated.
In October 2007, the book Some Gave All: A History of Baltimore Police
Officers Killed in the Line of Duty was published. This book was authored by Sgt. Olson
and Officer Brown. Officer Alvarez designed the dust cover. Mr. Cottom volunteered
the use of his own private business to publish the book. The four individuals’ efforts
included hundreds of hours of donated time. All of the money raised from the sale of this
book are given to the Baltimore Police Memorial Fund.
Sgt. Olson, Officers Brown and Alvarez are awarded the Distinguished Service
Award. Mr. Cottom is given the Citizens Award.
