This booklet has been produced by the council to give you information about Harrows primary schools.
It provides details mainly relating to the school year that starts in September 2013. It also gives general
information on education in Harrow.
The procedure to follow to get a place in a Harrow school is explained, as well as what to do if you dont get
a place in the school that you want. There is a map of Harrow Primary Schools showing their locations on
the back cover.

Introduction
Dear parent or carer
Starting primary school is an exciting time for children and their families. The
information in this booklet explains how you apply for a reception school place for
your child. From September 1, parents are able to submit their applications online by
visiting www.harrow.gov.uk/schooladmissions
Applications for reception will be co-ordinated by Harrow Council. Parents applying for
a reception place for September 2013 should only complete one form. For families who
live in Harrow this means you should only complete Harrows Common Application
Form (CAF). You can list up to six state maintained schools, whether in Harrow and/or
any local authority area, ranked in order of preference. Harrow will share information
about applications with other admission authorities. The outcome will be co-ordinated
to ensure that applicants only receive one offer, which will be the single best offer that
can be made.
It is important that you nd out as much as possible about the schools you are applying
for before completing your application form. It is very important that you read the
information in this booklet carefully so that you can make informed decisions about
how to rank your preferences.

Timetable of
applications to reception
The timetable for applications to school for children who live in Harrow
born between 1 September 2008 and 31 August 2009 due to start
reception in September 2013 is as follows:
You can apply online at www.harrow.gov.uk/schooladmissions or you can
request a form from Access Harrow
Application forms and booklets will be sent to all Harrow primary schools,
and are available from Access Harrow for Harrow residents.
If you live outside of Harrow you must apply to your own council. Parents
applying for a Voluntary Aided (VA) school must complete and return a
supplementary information form (SIF) direct to the school by 15th January
2013. If parents do not complete a SIF, the school will not have the
information about how well the child meets their admission rules. SIF forms
for Harrow VA schools are available from the school or www.harrow.gov.uk/
schooladmissions
Closing Date for applications
By this date you must have submitted an online application or completed a
paper application form and returned it to a Harrow Primary school or to
Access Harrow/Admissions Service.
Letters posted to parents with the outcome of their application. If you
have applied online you will be sent an email with the outcome of your
application. Please wait until you have received the email before logging on
to the eadmissions website.
Deadline for acceptance or decline of offer (you can accept/decline your
offer online).
Closing date for receipt of appeals.

How to apply
Making your application for a reception class in a Harrow school to start in
September 2013
There are two ways to apply, online or by
completing the Common Application Form (CAF).
We recommend you complete your application
online. Please only use one method of application.
Do not complete a Common Application Form
(CAF) if you intend to apply online. If you send
more than one application, we will only use the
most recent one.
Only Harrow residents should complete a Harrow
CAF.
You cannot apply for private or independent
schools through this process.
If your child has a statement of special educational
needs, please do not complete an application
form. The Special Educational Needs Assessment
and Review Service (SENARS) on 020 8966 6483
will manage your childs admission to school. For
further information please see page 56.
Please only complete an application for a
reception class place if your child is born between:
1 September 2008 and 31 August 2009.

You will be able to apply online to any of
Londons maintained primary schools
The online application system has a search
facility to help you identify schools in the local
area and links to more information about the
schools.
ln order to apply online you will frst need to
register your details and will be sent a user
name and password. Once you have registered
you will be able to apply online. The online
system will allow you to make changes to your
application before the closing date of 15 January
2013 and to keep track of the progress of your
application after the closing date
You can save your position and return later if
you are unable to complete the application in
one session. Every time you make or change
your online application you will receive an email
conrming the status of your application. You
can also check the status when you log onto the
system and select your application.
At the end of the process you must `submit` your
form in order for it to come through to us. Failure
to `submit` will mean that your application has
not been sent to us, and your application will not

lf you apply online you will receive an email
with the outcome of your application during the
evening of 17 April 2013.
lnternet access is available free of charge from
any Harrow library.
Completing your application online or in writing
Childs details: Complete your childs name as
it appears on their birth certicate. Do not use
shortened names or nicknames.
Address: If you are applying in writing please
check that your address falls within Harrow
before completing the form. The address used
must be the childs home address on
15 January 2013. Applications must be made to
your council. If you change your address after
completing the form, you must tell the council
straightaway.

Please do not list an address of someone who
provides a temporary care arrangement for
your child, a business address, childminders
address, a relatives address or any other
address other than the childs home address.
If a school place is offered on the basis of an
incorrect address, the place may be withdrawn.
Where a child lives with parents with shared
responsibility, each for part of a week, the
address where the child lives is determined
using a joint declaration from the parents
stating the pattern of residence. If a childs
residence is split equally between both parents,
then parents will be asked to determine which
residential address should be used for the
purpose of admission to school. If no joint
declaration is received where the residence is
split equally by the closing date for applications,
the home address will be taken as the address
of the parent who receives child benet. In
cases where parents are not eligible for child
benet the address will be that of the parents
where the child is registered with the doctor.
If the residence is not split equally between
both parents then the address used will be the
address where the child spends the majority
of the school week.
Current school: Complete the details of the
pre school your child is attending. If your child
changes pre school after you submit your
application it is really important that you
notify us.
Preferences: On your application form you
will be asked to list six schools, ranked in order
of preference. Each of your preferences will
be treated as a separate application. You must
name the schools that you wish to apply for,
wherever they are in the country, in the order you
prefer them. This is important because we can
only make one offer. If more than one school
that you have listed on your application form can
offer your child a place, then we will refer to the
rankings on your application form and offer the
school you have ranked highest. For example,
if the school you named as your second
preference and the school you named as your
fourth preference can offer you a place, we will
offer you a place at the school you ranked as
your second preference. Lower preferences will
be discarded.
With a paper application you can apply to any
maintained school anywhere in the UK. Once
you have decided on the order in which to rank
your school preferences, please complete the
school preference section listing the names of
the schools (preference one being your highest
ranked school). When lling in each preference
you must include the full name, Department for
Education (DfE) number and postcode of each
school. The DfE numbers for Harrow schools
can be found on the relevant school pages in
this guide.
You should try and use all the preferences
available to you. You do not have to apply to
six schools however initially you will only be
considered for the schools that you list on the
form. We recommend that you apply to at least
one school which is near your home, as distance
is used by many schools to decide which
children are offered places.
If you do not include a local Harrow school on
your list of preferences you will have no say in
which school your child is offered. This could
mean you may be offered a place a considerable
distance from your home as local schools will
have lled from applicants who named them on
the application form.
Consider the admissions arrangements of each
of the schools you are applying to and, using the
information about how places were offered in the
past, consider how successful your application
might be. You will nd the statistics on page
12 which show how places were allocated at
Harrow schools last year.

The level and pattern of demand for schools
changes every year. This means the distance
to which we can offer places also changes. The
table on page 12 shows the distance offered for
last year. This will change every year depending
on where children live. Please do not assume
that because children in your area attend a
particular school that your child will also be
offered a place.
Where a school is oversubscribed, its published
admission criteria will be used to decide the
order in which applicants will be offered places.
Councils will not pass on details of where the
school was ranked, and no school will be told
about other schools a parent has applied for.

you can go to www.harrow.gov.uk/distancetool.
Reasons for preference: For each preference
we have provided you with some space to note
why you have selected a school. This box does
not need to be completed. Any information you
do provide will be passed to the school. Please
note that unless the information you provide
relates directly to the schools oversubscription
criteria it will not have a bearing on your
application.
Siblings: A sibling is a childs brother or sister,
half brother or sister, adopted foster brother
or sister, step brother or sister living in the
same family unit at the same address. It does
not include cousins or other extended family
members who live in the same household. This
may vary from school to school, please see
individual schools oversubscription criteria for
further information as to how this criterion will be
applied and what information you will need to
provide.
In the case of twins, triplets and other multiple-
birth children, if one child can be offered a
place in a preferred school, other multiple-birth
children will be allocated a place in the same
school. Where twins are concerned and one
twin has a Statement of Special Educational
Needs that names a specic school the other
twin will be treated as having a sibling link for
that academic year.
Social/medical needs: Some schools give priority
to children with social or medical needs. If you
state a preference for a particular school because
of the medical, social or special educational needs
of your child, you must demonstrate how this
school meets your childs special circumstances.
Along with your application you should submit
supporting evidence which sets out the particular
reasons why the school is the most suitable and
the difculties that could be caused if your child
has to attend another school. This will normally
be in the form of a report from a suitably qualied
professional, like a consultant. Please see
individual schools oversubscription criteria for
further information as to how this criterion will
be applied and what information you will need
to provide.
Looked After Children/Previously Looked
After Children: A `looked after child` or a child
who was previously looked after but immediately
after being looked after became subject to an
adoption, residence, or special guardianship
order. A looked after child is a child who is (a)
in the care of a local authority, or (b) being
provided with accommodation by a local
authority in the exercise of their social services
functions (see the denition in Section 22(1) of
the Children Act 1989).
An adoption order is an order under Section
46 of the Adoption and Children Act 2002.
A `residence order` is an order settling the
arrangements to be made as to the person with
whom the child is to live under Section 8 of the
Children Act 1989. Section 14A of the Children
Act 1989 defnes a `special guardianship order`
as an order appointing one or more individuals
to be a childs special guardian (or special
guardians).

Children of Staff: Some schools may give
priority to children of staff at the school. Please
see individual schools oversubscription criteria
for further information on how this criterion will
be applied.
Parent/carer details: Please enter details of
the person with parental responsibility for the
child. All correspondence will be sent to the
address details provided. If your address is
different to the childs address, you will need to
write to the Harrow School Admissions Service
explaining why.
lf both parents share custody, please advise us
in writing or by email and give both addresses,
quoting your childs application reference
number. We will only discuss the application with
the persons listed in this section.
Supplementary Information Forms (SIF):
If you are applying to a voluntary aided school
e.g. faith schools, Academy school, Free
school, boarding school or selective school
you will be required to complete an additional
Supplementary Information Form (SIF). These
can be obtained directly from the school and
for Harrow schools are available on the Harrow
website www.harrow.gov.uk/schooladmissions.
The SIF should be completed in addition to your
online or written application. Failure to complete
a SIF may result in your application to that
particular school being unsuccessful.
Where individual school admissions
arrangements do not provide explicit denitions
of sibling, distance, additional/supplementary
forms and parents/family members the following
denitions will apply:
Distance: Distance will be measured in a
straight line from the address point of a home to
the centre point of the school site. Each centre
point factors in on-site buildings only and is
agreed by the school.

Distance is calculated using a computerised
mapping system based on Ordnance Survey
and address data. To nd distances to
schools in Harrow go to www.harrow.gov.uk/
distancetool.
In cases where applicants live equidistant from the
preferred school and places cannot be offered to
both children, the available place will be allocated
using a random computer selection.
Parents/family: A parent is any person who has
parental responsibility for or is the legal guardian
of the child. Where admission arrangements
refer to `parents attendance at church` it is
suffcient for just one parent to attend. `Family
members include only parents, as dened
above, and siblings.
Submitting your application
Please ensure you note your application reference
number as you will need to quote this number
before we can discuss any details of your
application over the telephone. If you apply online
you will be issued with an application reference
number once your application is submitted. If you
apply in writing your application reference number
will appear on the acknowledgement letter that
Harrow sends you. Email correspondence will only
be accepted from the email address provided on
your application.
lf you apply in writing please ensure you
remember to sign and date the form. If the form
is returned without being signed, we are unable
to accept it as a completed application form.
Your completed form can be returned to your
childs Harrow primary school or by post. Make
sure you use the correct postal charge. Harrow
Council cannot be held responsible for postal
delays, lost forms or non receipt of forms.

Proof of address
We do not require proof of address to be sent in
with your application form.
There is section on the form which asks you for
your council tax reference number, if you know
your council tax reference please complete this
section
Harrow Council will check internal council
databases in order to verify your address
Where it is not possible to verify your address
or you have recently moved we will write to you
asking for two proofs of address
False information
Harrow Council reserves the right to verify any
address given as the childs permanent address
in order to ensure that it is allocating places
appropriately and fairly. If you deliberately give
false address information to obtain a place at a
school you must expect the offer of the place to be
withdrawn.
Any information and/or any supporting
documentation which is false or deliberately
misleading may also lead to any place offered
being withdrawn
Stringent checks will be carried out to ensure
applications are not fraudulent
Home visits will be carried out to verify addresses.
What you should expect after you have sent us
your form
Online applications will receive an automatic
acknowledgement once the form is submitted.
Once we have received your paper application we
will send you an acknowledgment. If you do not
receive an acknowledgement within 20 working
days please contact us.
Late applications and changes to your
application
You will need to submit your application to Harrow
Council by 15 January 2013. It is vital to get your
application in on time. There is considerably less
chance of getting a place at a preferred school if
the application is late.
Closing date
Applications received by 15 January 2013 will
be processed rst. Applications received after
15 January 2013 will not be considered until all
other applications have been dealt with, unless
there is supporting evidence to say why the
application is late. This information must be
received by 17 February 2013.
Changes to preferences and the order of
preferences will only be accepted up until the
closing date of 15 January 2013. After this date any
changes you make to your preferences will not be
added to your application without a genuine reason
for doing so, for example, if you have recently
moved address proof will be required. After 17
February 2013 any changes to your application
will be administered as a late application and will
therefore not be considered until after the offer day
of 17 April 2013.

Harrow takes very seriously any attempt
to gain an advantage in the admissions
process by giving false information and will
investigate possible fraudulent claims. If we
offer a place at a school and then discover
that the offer was made on fraudulent
or misleading information (for example,
a false claim to living at an address) we
will withdraw the place offered. This has
happened in previous years. Where a place
has been offered based on false information,
we can withdraw the offer even after your
child has started at school. This will cause
considerable distress, particularly for your
child. Providing false information could lead
to legal action being brought against you,
including a criminal prosecution.

The following are examples of exceptions that
will be considered.
If your family moved house after the closing
date you will be asked to provide either:
proof of living at the new address or
a formal tenancy agreement from a letting/estate
agent, which comes into effect on or before 17
February 2013.
If you are returning from living abroad you will
need to provide either:
a council tax bill confrming re-occupation of
your property before 17 February 2013 if your
property has not been occupied or
confrmation that tenancy ceased before 17
February 2013 and that you will re-occupy
your property if it has been rented during your
absence or
confrmation from your employer that you will
return to live in Harrow on or before 17 February
2013 if you were seconded abroad.
If you are a single parent who has been ill for
some time you will need to provide:
evidence from a doctor or medical professional.
If there has been a recent death of an immediate
family member you will need to provide:
evidence.
If you cannot provide the evidence required for
any of the above circumstances or similar, or it is
received after 17 February 2013, your application
will be treated as a late application.
Any changes to the application, (e.g. change of
address, change of linked school) received or
that come into effect, after the closing date will be
treated in the same way as a late application.
Change of circumstances
You must keep us informed of any change in your
circumstances in relation to your application (e.g.
sibling leaving the school, change of address, etc).
If you move in or out of Harrow
If you move into or out of Harrow after 15 January
2013 and have completed a Common Application
Form (CAF) in your previous borough, you will
need to contact both your previous council and
Harrow with details of your new address. You
will be given an opportunity to change your
preferences as long as this is before 17 February
2013.
Starting in reception class
In Harrow all children start school in September.
There is no provision for children to go in to
reception class before September. Any request
for earlier admission to reception class will be
refused.
Delaying entry into reception
You may feel your child is young for their age or
there may be educational reasons why you wish to
consider delaying your childs entry into school.
You will need the schools agreement for your
child to start school at a later date. You must
discuss this with the headteacher before making
your application so that the full implications of de-
layed entry can be explained to you. If you and the
school agree to delay your childs entry to school,
this place will be held for you but your child must
start before the end of the school year or the term
after their fth birthday, whichever comes rst. You
will need to provide written conrmation with your
application of the agreement to delay your childs
entry to reception.

Even if you wish to delay your childs
entry to school you must still apply for
a place for your child in the normal way.
Your application must be received by
the deadline for receipt of applications.

Applications to go on the waiting list for schools
listed as a lower preference will not be considered
unless there are exceptional circumstances.
Documentary evidence will be required. Applicants
who completed an on time application but did
not name the school as one of their original
preference(s) may apply for their childs name to
be added to the waiting list.
Waiting lists are not a `frst come frst served`
list and so time on the list does NOT give any
priority. Waiting lists are kept in the priority order
as explained in the admission rules.
Places are offered from the waiting list throughout
the year. When a place becomes available, it
is offered in line with the schools published
admission criteria. Children may also move down
the waiting list if another family, with a higher
priority under the admission rules, ask for their
childs name to be added to the list.
Applicants who ask for their childs name to be
placed on the waiting list for another school, after
a school place has been allocated, are indicating
they prefer this school to the school already
allocated. If at a later date a place is offered from
the waiting list, this new offer will supersede any
previous offer, which will then be withdrawn.
Looked after children and previously looked after
children and those allocated a place at the school
in accordance with Harrows Fair Access Protocol,
will take precedence over those on a waiting list.
How the system works
WHAT HAPPENS IF YOU ARE NOT OFFERED A
PLACE AT YOUR PREFERRED SCHOOL?
In nearly every case where a place is offered in
a school that was not ranked on the application
form, parents are happy with the alternative
offered. It is always a good idea to visit the school
where you have been offered a place. This gives
you a chance to see the school, rather than rely
on what you might have heard about it, and you
are also able to discuss any worries that you might
have with the school staff. However, if you are
still unhappy about the school offered you may
decide to use the appeals process (see pages
18-19). If you do not give a full list of preferences
it is taken to mean that all other schools are
equally acceptable. If it is not possible to offer a
place at one of the schools you have listed on the
application form you will be offered the school
with a vacancy nearest to the home address.
WITHDRAWAL OF OFFERS
Places offered at oversubscribed schools will be
withdrawn if:
the offer was made in error
the offer was made on the basis of information
that cannot be conrmed to the satisfaction of
Harrow Council or later proves to be inaccurate
an incorrect address or other false information is
supplied. If false information is provided this can
lead to prosecution
the family has accepted more than one offer at
the same time
If your childs place is withdrawn, you will have the
right of appeal against this decision.
WAITING LISTS
If you have been allocated a school place which
was not your rst preference your childs name
will automatically be placed on the waiting list for
schools which you have ranked higher than the
offer we have made.

Appeals
If you do not receive an offer from a school that
you have made an application to, you have the
right of appeal to an independent appeals panel.
How to appeal
An appeal has to be made in writing setting out the
grounds on which it is made. You must include
at least a brief summary of your case. Any appeal
form received without any grounds of appeal
may not be considered to have been lodged
properly and may be returned to you. Additional
information and evidence supporting your appeal
should be submitted as soon as possible and
before the appeal hearing. Please note that any
evidence or information submitted on the date
of appeal might not be considered at the appeal
hearing.
By 28 February 2013, Harrow Council will publish
on their website an appeal timetable and who to
send your appeal to. Appeal timetables should
also be published on each admission authoritys
website by the same date.
If you wish to appeal please complete the relevant
appeal form and return it to the address stated on
the form.
If you wish to appeal for a Harrow community
school, the form will be available on the website
but for further information contact the admissions
service.
If you wish to appeal for any other school in
Harrow contact the school directly.
If you wish to appeal for a school outside Harrow,
contact the school directly or that schools local
authority.
Appeals are heard by Independent Panels who are
trained in hearing appeals. For Reception, Year 1
and Year 2 appeals the panel will consider each
appeal in line with the information set out below.
First Stage: establishing the facts, at which the
panel considers:
i) whether the admission of an additional child/
additional children would breach the infant class
size limit;
ii) whether the admission arrangements (including
the areas co-ordinated admission arrangements)
complied with the mandatory requirements of the
School Admissions Code and Part 3 of the School
Standards and Framework Act 1998;
iii) whether the admission arrangements were
correctly and impartially applied in the case(s) in
question, and;
iv) whether the decision to refuse admission was
one which a reasonable admission authority would
have made in the circumstances of the case.
The panel may only uphold the appeal at the rst
stage where:
a) it nds that the admission of additional children
would not breach the infant class size limit, or;
b) it nds that the admission arrangements did not
comply with admissions law or were not correctly
and impartially applied and the child would have
been offered a place if the arrangements had
complied or had been correctly and impartially
applied, or;
c) it decides that the decision to refuse admission
was not one which a reasonable admission
authority would have made in the circumstances
of the case.
In multiple appeals where a number of children
would have been offered a place under
paragraphs above, and to admit that number
would seriously prejudice the provision of efcient
education or efcient use of resources, the panel
must proceed to the second stage.
The panel must dismiss the appeal at the rst
stage where:
a) it nds that the admission arrangements did
comply with admissions law and were correctly
and impartially applied, or;
b) it nds that the admission arrangements did not
comply with admissions law or were not correctly

Second Stage: The panel must compare each
appellants case for their child to be admitted
and decide which of them, if any, to uphold.
Where the school could admit a certain number
of children without breaching the infant class size
limit (or without needing to take measures to avoid
breaching it that would prejudice the provision of
efcient education or efcient use of resources)
the panel must uphold the appeals of at least that
number of children.

In combined primary schools the children simply
move on to the next year group (from Year 2 to
Year 3) in the same way as at the end of all
other years.
Where the infant school and junior school are
two different schools, parents must express a
preference for a junior school. For the academic
year 2013/2014, parents of children in Years 2 will
be given full details of the application procedure
during the school year.
Applying for a junior school place
Children attending a Harrow school
There are two ways to apply, online or by
completing Harrows common application
form. Children in Year 2 at a Harrow community
infant school will be sent an application form in
September 2012.
You should ll in the form and return it to
your childs current school. The closing date
for receipt of applications is 15 January 2013.
Applications received after this date will not
be considered until all other applications have
been dealt with.
Transfer to junior school
If you do not put your childs linked junior
school as your highest priority ranking and
are offered a place in a non-linked school you
ranked higher, your child will NOT have a place
at their linked school.
Children not attending a Harrow
school
You can apply online or you can request an
application form from Access Harrow. You should
return the completed form direct to the Admissions
Service address.
On the application form you can name six schools
you would like your child to attend ranked in order
of preference. We treat each of your six schools
as a separate application and work out how well
you qualify for each school using the admission
criteria. We will allocate places by looking at
how you have ranked schools on your list of
preferences in the following way:
lf your child meets the criteria for more than
one of the schools for which you have applied,
we will offer you a place at your highest-ranked
school.
lf your child meets the criteria for only one of the
schools on your list, we will offer you a place
there.
lf it is not possible to offer a place in any of your
preferred schools, a place will be offered at the
nearest junior school to your home address with
a vacancy.
Most junior schools are likely to have few, if any,
places available after children from the linked
infant school have been offered places.

to school. This must be the address where the
parent and child normally live and they must be
living there on the closing date for receipt of

Places will be offered up to the number of places
available in each school.
If, under any one criterion, more applications
are received than there are places available the
tiebreaker of distance will be applied. Distance is
measured in a straight line from home to school.

Educational Needs is dealt with by a completely

Denitions

SIBLING
A sibling is a childs brother or sister, half brother or
sister, adopted/foster brother or sister, step brother
or sister living in the same family unit at the same
address. It does not include cousins or other
extended family members who live in the same
household.
DISTANCE
Distance is measured in a straight line to the centre
point of the school, except for St Georges Catholic
Primary School where distance is measured to the
main gate. Each centre point/school gate is agreed
by the school.
Distance is calculated using a computerised
mapping system based on Ordnance Survey and
address data. To nd your closest schools showing
distances go to www.harrow.gov.uk/distancetool.
The distance is measured from the address point for
the home address to the centre point of the closest
school. In cases where applicants live equidistant
from the preferred school and places cannot be
offered to both children, the available place will be
allocated using a random computer selection.
SUPPLEMENTARY INFORMATION FORMS
Parents who list a voluntary aided school (i.e. Church
of England, Hindu, Jewish or Catholic school) on
Harrows Common Application Form (CAF) have
made a valid application. However, applicants for
voluntary aided schools must also complete and
return a supplementary information form to each
voluntary aided school named on the CAF for their
application to be considered by the governors.
PARENTS
A parent is anyone who has parental
responsibility or is the full-time carer of a child
(documentary evidence of having full-time care will
be required). Where admission arrangements for
voluntary aided schools refer to religious practice,
parent(s)will be required to provide conrmation
of religious practice.
FAMILY/FAMILIES
When applying the admission rules for voluntary
aided schools, family/families means the parent(s)
of the child for whom the application is being made.

Admission Arrangements
The admission arrangements for Avanti House
School for the academic year 2013-2014 and,
subject to any changes approved by the Secretary
of State, for subsequent years are:
a) Avanti House School has a Published
Admission Number of 60 pupils in Year R and
180 students in Year 7. The School will admit

admission number than its published admission
number for any calendar year.
Consideration of applications. The School will
consider all applications for places. Where fewer
than 60 in Year R and 180 applications in Year 7
are received, the School will offer places to all
those pupils/students who have applied.
Procedures where the School is
oversubscribed. In the event of over-subscription,
after places are offered to children with statements
of SEN where the School is named in the
statement, the following arrangements will apply:
a) Applicants who are `looked-after` or who have
been previously looked after as dened by the
Admissions Code, (Section 1.7).

Not withstanding the provisions of paragraphs 8
above, the Secretary of State may direct Avanti
House School to admit a named pupil to the
School on application from an LA.
The operation of a waiting list. After 60 (Year
R) and 180 (Year 7) applicants have been offered
a place for admission, others will be offered a
place on a waiting list for the relevant year. Places
for admission which are declined or otherwise
become vacant will be offered to those on the list.
The waiting list will usually be maintained for one
academic year from September. The order of the
waiting list will be determined by the application of
the oversubscription criteria to the applicants on
the list at a point in time.
Appeals. There will be an independent appeals
panel appointed in accordance with the provisions
of the statutory Code of Practice on School
Admission Appeals.
Notwithstanding the provisions of paragraph 11,
above, the Secretary of State may direct Avanti
House School to admit a pupil on an application
from Harrow LA in accordance with the terms of
the Fair Access Protocol.

Late Applications. Late applications will not be
considered until all on-time applications have
been dealt with. Applications received after the
closing date will only be considered alongside
those applicants who have applied on time if
places have not been allocated and there are
exceptional reasons for the late application. i.e. a
major change of circumstances. A late application
will not affect the right of appeal or the right to be
placed on the waiting list.
Proof of Identication. Following the offer of a
place at the School, parents/carers can be asked
to provide their childs proof of identication
and main residence to comply with the Schools

Admissions Policy 2013/2014
Krishna-Avanti Primary School (the School)
is an I-Foundation Voluntary-Aided Hindu faith
school and has worked since its inception with the
International Society for Krishna Consciousness
(ISKCON) as its ofcial Faith Partner.
The Vision Statement of the School reects its
distinct character which is to help children realise
their spiritual, moral and academic potential in a
welcoming, secure and supportive environment
centred about loving service to Lord Krishna. The
school enables pupils to enjoy learning, to develop
character and competence, and to prepare for
secondary education & the responsibilities of adult
life in contemporary Britain.
As such, all parents and carers as well as
applicants are expected to give their full,
unreserved and positive support for the aims and
ethos of the School.
The School is currently a one form entry school
admitting thirty children into its Reception Class.
The School has applied for planning permission
and subject to obtaining planning permission
(and possibly capital funding) the Governing Body
intends to incrementally expand into a two form
of entry school and admit no more than a total of
sixty pupils into its Reception Class. Higher years
will remain one form of entry with thirty places
each. If planning permission is not obtained then
the School will continue to operate as a one
form entry school admitting thirty children to the
Reception Class.
Parents should be aware that the School does
receive more applications than the number of
places available and that the submission of an
application does not guarantee the offer of a place
at the School.
Parents need to apply for admission for a place
in the Reception Class even for a child already
admitted to the nursery. In accordance with the
law, attendance at the nursery does not guarantee
admission to the Reception.
ADMISSIONS AND OVERSUBSCRIPTION

Where there are more applications for places than

using the following criteria in order of priority.
This will increase to ten if the School expands
to two form entry admitting sixty children:
a) Families who have taken initiation
(diksha) within ISKCON and are regularly
attending Sanga (registered congregation
programmes)
b) Families who are registered candidates for
initiation within ISKCON and are regularly
attending Sanga
c) Families who have taken initiation within
ISKCON or who have graduated from an
ISKCON gurukula
d) Families who worship at least weekly at an
ISKCON temple
(Applicants applying under this criterion must
complete the Bhaktivedanta Manor Form
section of the SIF. If more applicants apply
under this criterion than available places, then
unsuccessful applicants will be considered
under criterion 6 and ordered in accordance to
distance to the school.)
4. Community places: If and when the school
expands to two forms of entry, any ten children
per year group based on distance criterion
alone, irrespective of their faith (Applicants
applying under this criterion are not required to
complete a SIF.)

the member of staff has been employed at
the school for two or more years at the time

more applicants live equidistant from the school

the presence of an independent witness.

Children with a Statement of Special
Educational Needs
The admission of children with a statement of
Special Educational Needs is dealt with by a
completely separate procedure. Details of this
separate procedure are set out in the Special
Educational Needs Code of Practice.
Hindu and Bhaktivedanta Manor Places
Evidence of Hindu practice or attendance and
of regular worship at Bhaktivedanta Manor
(if claimed) is provided by applicants on the
Supplementary Information Form. Applicants must
complete the relevant parts of the form and then
ask an authorised ofcer at their local temple or
at Bhaktivedanta Manor (as the case may be) to
countersign the form. Bhaktivedanta Manor is the
UK Headquarters of ISKCON. It helped to establish
the School, assists with setting the ethos of the
School and nominates a Governor to the School
Governing Body. Priority is therefore given for ve
places out of the thirty in each year to children
who worship with their families at Bhaktivedanta
Manor. The other twenty ve places in each year
are allocated according to the Admissions criteria.
If the school expands to two form entry admitting
sixty children then priority will be given for ten places
out of the sixty places to children who worship with
their families at Bhaktivedanta Manor. The other
fty places will be allocated according to the
Admissions criteria.
In-Year Admissions
Applications for In-Year admissions are made directly
to the school using a common application form.
If more applications are received than there are
places available then applications will be ranked
by the governing body in accordance with the
oversubscription criteria. If a place cannot be offered
at this time then you may ask us for the reasons
and you will be informed of your right of appeal. You
will be offered the opportunity of being placed on a
waiting list. This waiting list will be maintained by the
governing body in the order of the oversubscription
criteria and not in the order in which the applications
are received. Names are removed from the list at the
end of each academic year. When a place becomes
available the governing body will inform the parent
that the school is making an offer.
Fair Access Protocols
The school is committed to taking its fair share of
children who are vulnerable and/or hard to place
as set out in locally agreed protocols. Accordingly,
outside the normal admissions round the governing
body is empowered to give absolute priority to
a child where admission is requested under any
local protocol that has been agreed by both the
I-Foundation and the governing body for the
current school year. The governing body has this
power even when admitting the child would mean
exceeding the published admission number.

encouraged to attend Open Days or to make an
individual appointment to meet the Head Teacher

INTERPRETATION OF TERMS USED IN THE ADMISSIONS POLICY AND
OVERSUBSCRIPTION CRITERIA
Looked after Children A `looked after child` is a child who is (a) in the care of a local authority, or (b) being
provided with accommodation by a local authority in the exercise of their social services
functions (see the denition in Section 22(1) of the Children Act 1989) at the time of
making an application to a school.
Under the terms of the Adoption and Children Act 2002. See Section 46 (adoption orders).
Under the terms of the Children Act 1989. See Section 8 which defnes a `residence order`
as an order settling the arrangements to be made as to the person with whom the child is
to live.
See Section 14A of the Children Act 1989 which defnes a `special guardianship order` as
an order appointing one or more individuals to be a childs special guardian (or special

Practicing Hindu Regular family attendance at a Hindu temple and following all the key tenets of the Hindu
faith (as practised by the Temple) and which are both conrmed by the Temple Priest.
Other Hindu families Family attendance at the Temple but where the Temple Priest cannot conrm that all the
key tenets of the faith are followed.
Family Those individuals who live at the residential address of the parents and/or parent carers
and or legal guardians who are submitting an application for a place on behalf of a child.
Sibling A childs brother or sister living at the same address. This includes a childs half brother
or sister, adopted/foster brother or sister and step brother or sister. However this will not
apply where the older child will leave school before the younger one starts.
Distance Measured in a straight line from home to the centre point of the school site, using the
Local Authoritys computerised mapping system based on ordnance survey data. All
school ofcial entrances are mapped onto the system. The journey is measured from the
address point for the home address to the centre point of the school site.
Home Address Where a child lives with parents with shared responsibility, each for part of a week, the
address where the child lives is determined using a joint declaration from the parents
stating the pattern of residence. If a childs residence is split equally between both
parents, then parents will be asked to determine which residential address should be
used for the purpose of admission to school. If no joint declaration is received where the
residence is split equally by the closing date for applications, the home address will be
taken as the address of the parent who receives child benet. In cases where parents
are not eligible for child benet the address will be that of the parents where the child is
registered with the doctor. If the residence is not split equally between both parents then
the address used will be the address where the child spends the majority of the school
week.

5 Waiting List
For those applicants who do not receive
an offer of a place, parents must advise the
School, in writing, if they wish the childs name
to be included on the waiting list. The Schools
waiting lists for all years will be kept open
indenitely and the School may check with
parents, from time to time, to establish whether
they wish their child to remain on the waiting
list. The childs place on the waiting list will be
determined at all times in accordance with the
oversubscription criteria.
Following the application procedure for
Reception places, and once initial offers have
been made, the waiting list will be adjusted to
include late applications. A childs position on
the waiting list will not depend upon when the
application was made, but will be determined
by how the oversubscription criteria are met.
This means that a childs position on the list
can go down as well as up, depending on the
circumstances of all applicants. In the event of
a vacancy occurring, the place will be offered
to a child on the waiting list starting with
the one at the top, at the time, and working
downwards until the vacancy is lled.
Parents are asked to inform the School when
they no longer wish their childs name to
remain on the waiting list.

9 Right of Appeal
Parents who receive a letter to say that their
application has not been successful have the
right to appeal. Parents wishing to appeal
must write to the Clerk to the Governors at the
School address, within 20 days of receiving
the letter of refusal. The procedure will be

the timetable for the process will be published
on the Schools website (www.moriahschool.
co.uk) by 28 February each year.
10 Children from Overseas
Applications for children coming from
overseas must be treated in accordance with
European Union law or Home Ofce rules
for non-European Economic Area nationals.
Nonstatutory guidance on this should be

11 Fair Access Protocol
Moriah Jewish Day School is committed to

Notes:
1 Whilst priority will be given to those children whose families
demonstrate an on-going commitment to the Schools
ethos, all families will be expected to respect the ethos.
2 If a child is offered a place in Reception (Foundation II)10
and would start school before the child is of compulsory
school age, parents can defer until later in the year, or until
the term in which the child reaches compulsory school
age, or take up the place part-time until the child reaches
compulsory school age.
3 Twins and children from multiple births will be admitted
when one of the siblings is the 30th child and, as a result,
the Schools PAN will be increased.
4 A Statement of Special Educational Need is a statement
made by the local authority (see section 324 of the

to Reception (Foundation II)10. Parents must apply via the

8 Siblings of pupils attending the School at the time of
admission and siblings of former pupils include half-
siblings, foster siblings, step-siblings, adopted siblings and
other children living permanently in the same home.
9 The childs home address shall be determined as at the
deadline for application. Where parents reside at separate
addresses, but with shared responsibility for the child, it will
be the address at which the child spends most of the week.
10 Reception (Foundation II)10 is the entry class to primary
schools as dened by section 142 of the School Standards
Framework Act 1998.
11 Working day is dened as any day other than a Saturday,
Sunday, or a day which is a bank holiday within the meaning
of the Banking and Financial Dealings Act 1971. Parents are
advised to make any necessary arrangements if the National
Offer Day falls during Pesach.

not include evidence of personal details about parents
and families, such as maiden names, criminal convictions,

As a Catholic school, we aim to provide a Catholic
education for all our pupils. At a Catholic school,
Catholic doctrine and practice permeate every
aspect of the schools activity. It is essential that
the Catholic character of the schools education
is fully supported by all families in the school. All
applicants are therefore expected to give their full,
unreserved and positive support for the aims and
ethos of the school.
Applications must be submitted no later than
the date specied for the return of the LAs
CAF.
The admission of pupils with a statement of
Special Educational Needs is dealt with by a
completely separate procedure. This procedure
is integral to making and maintaining statements
by the pupils home Local Authority. Details of this
procedure are set out in the Special Educational
Needs Code of Practice.
Applicants must provide proof of their residential
address at the time of application. The two
acceptable forms of documentation are either a
current Council Tax letter or current Child Benet
letter. Independent verication may be sought of
the applicants residential address.
Applicants may defer entry to school up until
statutory school age, i.e. the rst day of term
following the childs fth birthday. Application is
made in the usual way and then the deferment is
requested. Applicants may also request that their
child attend part-time until statutory school age is
reached. The place will then be held until the rst
day of the spring or summer term.
Entry may not be deferred beyond statutory
school age or beyond the year of application.
Parents of children with birthdays in the summer
term should be aware that, if they wish to defer,
they will need to apply for a Year 1 place for the
following September and that if the school is
oversubscribed they are very unlikely to obtain
a place.

Making an Application
1. Applicants must complete the Local Authority
(LA) Common Application Form (CAF).
They should also complete a Supplementary
Information Form. Both of these forms are

you to nominate up to six schools in order of

2 Failure to complete and return both
the Common Application Form and the

January 2013 may affect the priority accorded

If your application for a place at St Anselms is
refused you will have the right of appeal to the
Independent Appeal Panel. Further details of this
procedure will be sent out with the refusal letter.
Unsuccessful applicants may request in writing
to be placed on a waiting list maintained for each
year group. If a place becomes available this will

Admissions Policy and Oversubscription Criteria.
Names will remain on the list for the remainder of

Fair Access Protocols
The school is committed to taking its fair share
of children who are vulnerable and/or hard to
place, as set out in locally agreed protocols.
Accordingly, outside the normal admissions round
the governing body is empowered to give absolute
priority to a child where admission is requested
under any local protocol that has been agreed by
both the Diocese and the governing body for the

Note A:
The Governing Body will give rst priority to an
application within a category where compelling
evidence is provided at the time of application of
an exceptional social or medical need of the child

Any application on these grounds within one of
the above admission criteria must be made at
the time of application and be accompanied by
supporting documentation from a social worker or
NHS Consultant fully detailing the childs condition
or need, which fully states why St Anselms is
the only school where this need can be met. The
Governing Body reserves the right to request

Note B:
In applying each of the above eight
oversubscription criteria priority will then be given
to those children who, at the proposed date of
admission, will have a sibling attending

INTERPRETATION OF TERMS USED IN THE ADMISSIONS POLICY AND
OVERSUBSCRIPTION CRITERIA
Looked after Children Any child in the care of the Local Authority or in accommodation provided by them e.g. a
child who has been placed with foster carers, as dened by section 22 of The Children
Act 1989
Catholic `Catholic` means a member of a Church in full communion with the See of Pome. This
includes the Eastern Catholic Churches. This will normally be evidenced by a certicate
of baptism in a Catholic Church or a certicate of reception into the full communion of the
Catholic Church.
For the purposes of this policy, it includes a looked after child who is part of a Catholic
family where a priests reference demonstrates that the child would have been baptised or
received if it were not for their status as a looked after child (e.g. a looked after child in the
process of adoption by a Catholic family).
Parent The person or persons who have legal responsibility for the child.
Sibling A childs brother or sister living at the same address. This includes a childs half brother or
sister, adopted/foster brother or sister and step brother or sister.
Practising Catholics Practising Catholic means a Catholic child from a practising Catholic family where weekly
practice is veried by a reference from a Catholic priest in the standard format laid down
by the Diocese.
Catechumens Children for whom there is a certicate of reception into the order of catechumens.
Eastern Christians Eastern Christian Churches that are not in full Communion with the See of Rome.
Christian A member of one of the member churches of Churches Together in Great Britain and
Ireland.
Applications for Reception 2012
The school was heavily oversubscribed in 2012. We received 209 applications for 60 places. 28 applicants
in category 2(a) baptised children of practising Catholic families with a sibling attending the school were
offered a place and 32 applicants in category 2(b) baptised children of practising Catholic families with no
sibling attending the school were offered a place in accordance with the distance criterion set out in our tie
breaker.
Tie-breaker
In the event of there being insufcient vacancies
to admit all applicants in any of the categories
detailed above, priority will be given to children
whose parents/legal guardians residential
address is the shortest distance from the
midpoint of St Anselms Catholic Primary School.
Distance is measured in a straight line from
home to the centre point of the school site using
a computerised mapping system based on
ordnance survey data. In cases where applicants
live equidistant from the school and places cannot
be offered to both children, the place will be
offered using random allocation in the presence
of an independent witness. Where a child lives
with parents with shared responsibility, each
for part of a week, the address where the child
lives is determined using a joint declaration from
the parents stating the pattern of residence. If a
childs residence is split equally between both
parents, then parents will be asked to determine
which residential address should be used for
the purpose of admission to school. If no joint
declaration is received where the residence is
split equally by the closing date for applications,
the home address will be taken as the address
of the parent who receives child benet. In cases
where parents are not eligible for child benet the
address will be that of the parents where the child
is registered with the doctor. If the residence is

be supported by a recommendation from their
Parish Priest or from a Priest known to them, on

3. If you are applying to another Catholic school

Special Educational Needs is dealt with by a
completely separate procedure. This procedure
is integral to making and maintaining
statements by the pupils home Local Authority.

residential address. The two acceptable forms
of documentation are either a current Council
Tax letter or current Child Benet Book/letter.

To apply for a place at St Georges School you
should complete and return two separate forms by
the closing date. In order to make a full application
complete a Common Application Form and send
this to the local authority you live in. You should

which parish you live in. If you live near the boundary of St Georges parish please

statutory school age is reached. Entry may not be
deferred beyond statutory school age or beyond
the year of application. Applicants where children

Growing and Learning Together with Christ
The published Admission Number (PAN) for
September 2013 is 60. Applications are invited
from families whose child was born between 1st
September 2008 and 31st August 2009.
The admission of pupils with a statement of
Special Educational Need is dealt with by a
completely separate procedure. This procedure
is integral to making and maintaining statements
by the pupils home Local Authority. Details of this
procedure are set out in the Special Educational
Needs Code of Practice.
Reception Class Application:
Application for admission to Reception Class
must be made by completing the Local Authority
Common Application Form (CAF) available from
schools, the Local Authority Admissions Service
or online on the Harrow website. Applicants
should also complete the schools Supplementary
Information Form, available from the school or
the local authority and a Priests Reference Form
(where applicable), available from the school or
the Diocese of Westminster website, to enable
the correct oversubscription criteria to be applied.
The CAF should be returned to your local authority
with proof of date of birth and proof of address
(as specied in Application Booklet). In the event
of a false statement of date of birth the governors
reserve the right to withdraw the place.
Supplementary Information Forms should be
returned to all specied Voluntary Aided Schools
with the baptismal certicate and completed
Priests Reference Form (where applicable).
Offers of places will be sent by the Local Authority
in April 2013.
In-Year Admissions:
In-year applications are made directly to the
school, using a Common Application Form and
Supplementary Information Form. If a place is
available and there is no waiting list then the
governing body will make an offer. Alternatively, if
there is a waiting list, applications will be ranked in
accordance with the oversubscription criteria,
with the following modications:
Catholic children without an offer of a school
place elsewhere are given priority immediately
after Catholic `looked-after` children; similarly,

Tie Breaker: In the event of there being insufcient
vacancies to admit all applicants in any of the criterion
detailed above, priority will be given to children in the
following order:
The Governing Body will give top priority, within
a criterion, to an application where compelling
professional written evidence, from a medical
consultant or senior social worker, is produced at the
time of application of a social or medical need of the
child or family which can only be met at this school.
Applicants with a brother or sister already at the
school at the proposed date of admission will
increase the priority within each category. Parents
of children within criteria 6, 8, and 9 must be
aware that younger siblings will not qualify under
criterion 2, as priority will be given to children of
practising Catholic families.
Applicants whose home address is the shortest
distance from the school. Where two or more families
live equidistant from the school places will be offered
by random allocation i.e. lottery in the presence of an
independent witness. Whilst every effort has been
taken to ensure the accuracy of the Parish Boundary
Maps, their content is subject to change. If you have
any information relating to its accuracy or require
clarication please contact the Parish Priest.
Armed Forces Personnel: Baptised children
of practising Catholic Armed Force Personnel,
moving into the parishes of St. John Fisher, St.
Lukes or a parish without an attached school
will be offered a place even when the statutory
number is exceeded.
Twins and Multiple Births: In cases were multiple
siblings tie for the last available space, all will be
offered a place, even if this exceeds the planned
admission number. Where multiple births are
concerned and one child has a statement of SEN
that names St John Fisher School, the other
siblings will be treated as having a sibling link for
that academic year.
Applicants may defer entry to school up until
statutory school age i.e. the rst day of term
following the childs fth birthday. Application is
made in the usual way and then the deferment is
requested once the offer of a place has been
received. The place will then be held until the rst
day of the spring or summer term. Applicants may
also request that their child attend part-time until
statutory school age is reached. Entry may not be
deferred beyond statutory school age or beyond
the year of application. Applicants whose children
have birthdays in the summer term should be
aware that, if they wish to defer, they will need to
apply for a Year 1 place for the following
September and if the school is oversubscribed
they are very unlikely to obtain a place.
Unsuccessful applicants have the right to appeal
and information will be sent with the decision letter
from the local authority.
A waiting list will be held, ranked in accordance
with oversubscription criteria and updated

1. `Catholic means a member of a Church in full communion with the See of Rome. This includes the
Eastern Catholic Churches. This will normally be evidenced by a certicate of baptism
in a Catholic church or a certicate of reception into the full communion of the Catholic

Catholic family where a priests reference demonstrates that the child would have been
baptized or received if it were not for their status as a looked after child (e.g. a looked
after child in the process of adoption by a Catholic family).

This term refers to children who are subject to care orders and those who are

school. Distance is measured in a straight line using
the LAs computerised mapping system. In cases
where applicants live equidistant from the school
and places cannot be offered to both children, the
place will be offered using random allocation in the
presence of an independent witness.

writing, their continued interest at the end of each

applications for 60 places, of which 20 were

acquired parental responsibility by: being appointed as a guardian to care for a child whose parent(s) has died; obtained a parental
responsibility order or residence order from the court; adopted the child.

a certicate of reception into the order of catechumens.
Eastern Christian Church includes Orthodox Churches, and is normally evidenced by a certicate of baptism
or reception from the authorities of that Church.
Christian is a member of a church which belongs to `Churches Together in Britain and lreland.
Exceptional social, medical or pastoral need To demonstrate an `exceptional social, medical or pastoral
need of the child which can only be met at this school, the governing body will require written evidence. Any
application on these grounds within one of the above admission criteria must be made at the time of application
and be accompanied by supporting documentation from a social worker, NHS Consultant or priest/minister of
religion fully detailing the childs condition or need which fully states why St Josephs is the only school where
these needs can be met. The Governing Body reserves the right to request further information where
an application is made on this basis.
Distance this is measured in a straight line from home to school, using the Local Authoritys computerised
mapping system based on ordnance survey data. All ofcial school entrances are mapped onto the system.
The journey is measured from the address point for the home address to the centre point of the school site.
Home address is dened as the address at which the child resides for more than 50% of the week. Proof of
a child residing at an alternative address will be required and will be veried by the local authority. Where a
child lives with parents with shared responsibility each for part of a week, the address where the child lives is

Admissions Policy 2013/2014
St Teresas is a voluntary-aided Catholic Primary
School, founded to provide for the education of
Catholic children.
As a Catholic school, we aim to provide a Catholic
education for all our pupils. At a Catholic school,
Catholic doctrine and practice permeate every
aspect of the schools activity. It is essential that
the Catholic character of the schools education
is fully supported by all families in the school. All
applicants are therefore expected to give their full,
unreserved and positive support for the aims and
ethos of the school.

The Published Admissions Number (PAN) for
the reception classes at St.Teresas is 60. The
Governing Body has sole responsibility for
admissions to this school and intends to admit
60 children in the school year which begins in
September 2013. Applications are welcome from
families whose child reaches his/her 4th birthday
between 1st September 2012 and 31st August
2013.
Whenever there are more applications than places
available, priority will always be given to Catholic
applicants in accordance with the criteria listed
below.
In this Policy applicant refers to the person making
an application on behalf of a child; candidate refers
to the child on whose behalf the application is
being made.
OVERSUBSCRIPTION CRITERIA
Where there are more applications than the
number of places available, places will be offered

Within each criterion applicants will be considered
in the following order:
The Governing Body will give top priority, after
the appropriate category of looked-after children,
to an application where compelling evidence
is provided at the time of application, from an
appropriate professional such as a doctor, priest
or social worker, of an exceptional social, medical,
pastoral or other need of the child, which can
only be met at this school. The Governing Body
reserves the right to request further information
where an application is made on this basis.
The attendance of a sibling at the school at
the time of admission will give priority within
categories 5 to 10.
Where the offer of places to all the applicants in
any of the sub-categories listed above would still
lead to oversubscription, the places up to the
admission number will be offered to those living
nearest to the school. Distance is measured in a
straight line using the LAs computerised mapping
system.
Where the nal place is offered to a child who has
other siblings applying for a place in the same
school year, these siblings will also be admitted.

offered at this time then you may ask us for the
reasons and you will be informed of your right of
appeal. You will be offered the opportunity of being
placed on a waiting list. This waiting list will be
maintained by the Governing Body in the order of

and not in the order in which the applications are
received. Names are removed from the list at the
end of each academic year. When a place becomes
available the Governing Body will decide who is
at the top of the list and inform the parent that the
school is making an offer.
Application Procedure
2013 - 2014
In order to make an application, you must complete
a Common Application Form (CAF) from your
local authority. You should also complete the
Schools Supplementary Information Form (SIF).
The information on the SIF enables the Governing
Body to assess your application fully against the
Schools criteria in the event of oversubscription.
Please return the SIF (in person or by post) to the
School together with all other relevant paperwork
required for your application. This includes the
Common Diocesan Priests Reference Form where
relevant, a copy of the childs baptismal certicate
and proof of residence (i.e. Council Tax Bill or
Landlords Tenancy Agreement).
If you do not complete both of the forms (CAF
and SIF) described above and return them by
15th January 2013, the Governing Body will be
unable to consider your application fully and it is
very unlikely that your child will be offered a place.
Applications received after the closing date will be
dealt with after the initial allocation process has
been completed.
The local authority will write to you on behalf of
the Governing Body with the outcome of your
application on 16th April 2013.
Please note: If you are applying to another
Catholic School you will be required to complete
supplementary forms for each Catholic School.
Right Of Appeal
If you are unsuccessful you may ask us for the
reasons for the refusal of a place. These reasons
will be related to the oversubscription criteria listed
in the Policy and you will have the right of appeal to
an independent panel.
Last year the school was heavily oversubscribed
we received 136 applications for 60 places. All
applicants in category 1 [0] and category 2 [30]
were offered a place, along with [29 in category
3] and [1 in category 4] in accordance with the
distance criteria set out in our tie-breaker. The
governing body was unable to offer places to any
applicants beyond category 4. As the school is
usually oversubscribed by Catholic candidates,
it is very unlikely that applicants who are not
Catholics will obtain a place. In the past 5 years,
the governing body has been unable to offer
a place to any applicant who is not a Catholic,
except in 2010.
Fair Access
The school is committed to taking its fair share
of children who are vulnerable and/or hard to
place, as set out in locally agreed protocols.
Accordingly, outside the normal admissions round
the governing body is empowered to give absolute
priority to a child where admission is requested
under any local protocol that has been agreed by
both the Diocese and the governing body for the
current school year. The governing body has this
power even when admitting the child would mean
exceeding the published admission number.
Reception Year Deferred Entry
Applicants may defer entry to school up until
statutory school age i.e. the rst day of term
following the childs fth birthday. Application
is made in the usual way and then the deferral
is requested. The place will then be held until
the rst day of the spring or summer term as
applicable. Applicants may also request that
their child attend part-time until statutory school
age is reached. Entry may not be deferred
beyond statutory school age or beyond the year
of application. Applicants whose children have
birthdays in the summer term should be aware
that, if they wish to defer, they will need to apply
for a Year 1 place for the following September
and if the school is oversubscribed they are very
unlikely to obtain a place.
In-Year Admissions
Applications for In-Year admissions are made
directly to the school using a common application
form. If a place is available and there is no waiting
list then the governors will offer a place to the
family. If more applications are received than there
are places available then applications will be
ranked by the Governing Body in accordance with
the oversubscription criteria, with the following

Looked after child has the same meaning as in section 22 of the Children Act 1989 and means any
child in the care of a local authority or provided with accommodation by them (e.g. children with
foster parents).
Parent means the adult or adults with legal responsibility for the child.
Sibling means brother or sister, to include adopted brothers and sisters, half brothers and sisters
or step brothers and sisters. A sibling relationship does not apply when the older child(ren) will leave
before the younger one starts. The sibling priority does not include cousins or other extended family
members who live in the same household.
Catholic means a member of a church in full communion with the See of Rome. This includes the
Eastern Catholic Churches. This will normally be evidenced by a certicate of baptism in a Catholic
Church or a certicate of reception into the full communion of the Catholic Church.
Practising Catholic means a Catholic child from a practising Catholic family where the practice is
verifed by a reference from a Catholic priest in the standard format laid down by the Diocese. `Family`
includes the Catholic or Catholics who have legal responsibility for the child.
Catechumen means a child who is a member of the catechumenate of a Catholic Church. This will
normally be evidenced by a certicate of reception into the order of catechumens.
Eastern Christian Church includes Orthodox Churches and is normally evidenced by a certicate of
baptism or reception from the authorities of that Church.
Christian for the purposes of this policy, means a member of one of the Churches afliated to
`Churches Together in Britain and lreland`.
Resident A child is deemed to be resident at a particular address when he/she resides there for 50%
or more of the school week. Where a child lives with parents with shared responsibility, each for part of
a week, the address where the child lives is determined using a joint declaration from the parents stating
the pattern of residence. If a childs residence is split equally between both parents, then parents will be
asked to determine which residential address should be used for the purpose of admission to school.
If no joint declaration is received where the residence is split equally by the closing date for applications,
the home address will be taken as the address of the parent who receives child benet. In cases
where parents are not eligible for child benet the address will be that of the parents where the child is
registered with the doctor. If the residence is not split equally between both parents then the address
used will be the address where the child spends the majority of the school week.
Distance from School Distance is measured from the address point for the home address to the
centre point of the school site in a straight line, using the Local Authoritys computerised mapping
system based on ordnance survey data. In the case of those living in ats, random allocation will be
used in the presence of an independent witness.
Waiting List
In addition to their right of appeal, unsuccessful
candidates will be offered the opportunity to be
placed on a waiting list. This list will be maintained
in order of the oversubscription criteria set
out in the Policy and not in the order in which
applications are received or added to the list.
Names are removed from the list after one year,
unless applicants request to remain on the list.
Pupils With A Statement Of Special
Educational Needs
The admission of pupils with a statement of
Special Educational Needs is dealt with by a
completely separate procedure. Details of this
separate procedure are set out in the Special
Educational Needs Code of Practice. If your child
has a Statement of SEN you must contact your
local authority SEN ofcer.
Change Of Details
If any of the details on either of your forms
changes between the date of application and
the receipt of the letter of offer or refusal, you
must inform the School and the local authority
immediately. If misleading information is given
or allowed to remain on either of your forms, the
Governing Body reserves the right to withdraw the
place, even if the child has already started at the
School.
Nursery Admissions
There is a separate policy for admission to the
Nursery and an entirely separate applications
process (contact the School Ofce). Attendance
at the Nursery does not guarantee a place at the
school.

Applying for a school place during the
academic year
Who should make an in-year application?
Moves to or within the Local Authority
Applications for in-year admission are usually
made by parents/carers who have moved into
the area and who require a school place for their
child. If you require a school place for a child who
is moving in to the area or a child who attends
a school but due to a house move is unable to
continue attending their existing school, you will
need to complete the in-year application form.
Transfers between schools
It is extremely important that a child has continuity
in their education. For this reason, the Local
Authority strongly discourages unnecessary
transfers between schools. If your child is already
attending a school but you feel that a move would
be benecial, you must discuss your reasons for
this with your childs current school. It is common
for some children to feel unsettled when they
join a new school and there may occasionally be
other issues that arise. However, it is important
that you try to resolve any difculties by working
with the school rather than seeking a transfer. It
is extremely rare that a transfer to another school
resolves a childs difculties and any difculties
are best addressed at your childs current school.
If you still wish to apply for a school transfer, you
will need to complete the in year application form.
However, you will need to provide your reasons for
seeking a change of school and set out what you
have done to try and resolve the issues with the
current school.
In considering your application we will need to
determine whether it would be more benecial for
you to resolve any difculties your child is having
with their current school, and a member of the
Admissions Service or another ofcer may wish to
discuss this with you. It is very important that you
do not withdraw your child from his/her current
school until you have secured an alternative
school place. This will avoid your child missing
education and being out of school for any period
of time before he/she can be admitted to a new
school.
Which Local Authority should you apply to?
If you live in Harrow or have moved in to Harrow
you should apply to Harrow Council for a school
place even if you wish to apply for a school
outside of Harrow.
If you live outside Harrow you must contact your
home Local Authority for details on how to apply
for a school place, even if you wish to apply for a
place at a Harrow school.
Which schools can you apply for?
You can apply for any state-funded school on
your in-year application form. A list of all Harrow
schools can be found on our website. For more
details of the schools in Harrow visit
www.harrow.gov.uk/schooladmissions. You
should not however name any private or
independent schools.
How will your application be considered?
The law gives you the right to state a `preference`
for the school that you want your child to attend. It
is worded in this way rather than `choice` because
there may be reasons why your preference cannot
be met, for example if the school is full or there are
more applicants than places. When this happens,
it is the schools admission criteria that determine
which children will be offered a place. As many
schools are oversubscribed it is important that
you consider as many schools as possible when
deciding which schools to apply for.
Before making an application, please read the
admission criteria for each school carefully so
you understand how places will be allocated. The
admissions criteria will also tell you about any
documents or supplementary forms required that
you will need to send to the school to complete
your application.
You can make arrangements to visit schools in
which you are interested by contacting the school
direct. You should also check who is responsible
for making decisions on admissions for a school.

Harrow has an In-Year Fair Access Protocol for Harrow resident pupils. Harrow may exceptionally require
schools to admit children in excess of the published admission number in order to protect the interests of
vulnerable children and those with challenging behaviour. These pupils will be shared among schools using
Harrows Fair Access Protocol in ways that are fair and objective.
Pupils placed through the Fair Access Protocol take priority over children on the waiting lists.

The decision as to whether on a school can offer a
place is dealt with differently depending on which
school(s) you are applying for. All secondary
schools in Harrow besides Whitmore High School
are their own admission authorities, which means
the school governors will make the decision about
your application and inform the admissions service
of the outcome.
If you are applying for a school outside of Harrow,
the admissions service will send details of your
application to the relevant council. If the council
is the admission authority for the school they
will make the decision about your application. If
the school is its own admission authority, then
the school governors will make the decision and
inform the council. In either case, the council
will inform the Harrow Admissions Service of the
outcome of your application.
As you can see from this it may take longer to
process applications where a number of different
admission authorities are involved in the decision
making.
Once the Harrow Admissions Service has the
decisions on all your applications, we will co-
ordinate any offers. We do this by applying the
ranking information you gave on the application
form in the following way:
lf your child can be offered only one of the
schools on your list, we will offer you a place at
that school.
lf your child can be offered a place at more than
one of the schools you have asked for we will
look at the rankings you gave the schools and
offer you a place at your highest ranked school.
Offers for schools placed lower on your list of
preferences will not be made, when a higher
preference has been offered. If a place is not
available at any of your preferred schools,
and your child does not have a school place
or is currently not attending a school within a
reasonable distance from your home, you will be
offered a place in the nearest Harrow school that
has a vacancy

Applying for a
nursery class place in Harrow
Nursery classes provide the ideal bridge from
home to school. Parents are welcome to come in
and spend time with their child to help them settle
in and make the transition from home.
All Harrows nursery classes have a qualied
teacher and trained assistant working together
with others, often including parents. All nursery
classes follow the Early Years Foundation Stage
Curriculum which focuses on four themes: A

All primary schools in Harrow are either infant/rst,
junior or primary schools. The age ranges of schools

Primary curriculum
Infant schools
Harrow infant schools offer Early Years
Foundation education to children from reception
classes through to Year 2.
Nursery and Reception classes
In a nursery or reception class, children will work
at activities that encourage:
Personal and social development
Language and communication skills
Mathematical ability
Widening knowledge and deepening
understanding of the world
Physical development
Creative development
The Early Years curriculum places a high value
on learning through play. Early Years teachers
see play as an essential component in the
development of all children and they provide a
wealth of opportunity for practical activities.
When children are given such opportunities,
their achievements are enhanced, particularly in
developing literacy. Were very proud to see our
young children acquiring language skills at an
early age. Our best classroom libraries are well
supplemented by child-made books describing
and illustrating work achieved on practical
projects.
It is acknowledged that a rich Early Years
Foundation curriculum provides a valuable
foundation from which children can consolidate
and further their learning. We believe that this
contributes to the excellent results achieved
consistently by Harrows secondary schools.
Years 1 and 2
From the age of ve, children will build on these
foundations by continuing with enjoyable and
practical activities at school which give a high
priority to the development of literacy and
numeracy, but also include the study of all
subjects required by the National Curriculum.
The National Curriculum for younger children is
made up of the following subjects: English,
mathematics, science, art, geography, history,
information and design technology, music and
physical education. In addition, pupils are taught
religious education.
While the National Curriculum provides a
common compulsory educational framework,
there are other signicant areas of learning which
make up the whole curriculum on offer to children
in our schools. These important aspects of the
curriculum are:
Economic and industrial understanding
Citizenship
Environmental education
Careers education and guidance
Health education
Personal, social and citizenship education
Equal opportunities
The whole curriculum contributes to the all-round
development of pupils, enabling them to make a
full contribution as individuals and members of
society.
Junior schools
Harrow junior schools teach children from Year 3
to Year 6.
The National Curriculum is the same in junior
schools as in infant schools, but children might
also study a modern foreign language, although
many schools start this earlier. In junior schools,
subjects may be taught by specialist staff in some
subjects such as music and French.
In all schools the children take part in activities
that make their school experience wider and
richer. After-school clubs, study trips to places of
interest in Britain and abroad, and visits to schools
by artists or musicians are just a few examples of
the activities that our schools offer.

Council will offer you the one you ranked highest.
Forms of entry
The number of classes that a school admits each
year (and usually the same as the number of
classes in each year group).
Free school
Free schools are all-ability state-funded schools
set up in response to what local people say they
want and need in order to improve education for
children in their community.
Secondary school
In Harrow:
community schools for pupils aged 11 to 18
voluntary aided schools for pupils aged 11 to 18
Academies for pupils aged 11 to 18
Infant school
Schools for children aged 4 to 7.
Junior school
In Harrow, the schools for children aged 7 to 11.

School which is the responsibility of the LA.

Part of the national assessment system that helps
to record each childs attainment at the end of
each Key Stage you may hear them referred to
as SATs.
Ofsted
Ofce for Standards in Education Government
organisation to oversee regular inspections of
schools and to report on other matters to do

Academy School
Academy Schools are publicly funded,
independent schools, outside local authority
control and funded direct from central
government. An academy is its own admissions
authority.
Access Harrow
Harrow Councils reception service (also known as
the `One Stop Shop`)
Admissions authority
For Harrow community schools, Harrow Council
is the admissions authority. For Harrow Church of
England, Hindu, Jewish and Catholic schools, the
Governing Body is the admissions authority.
Co-educational
A school where girls and boys are educated
together (single-sex schools are for just girls or
just boys).
Common Application Form (CAF)
This is the form to complete to apply for a place in
a Harrow primary school (i.e. community, Church
of England, Hindu, Jewish or Catholic School).
Community school
School which is maintained by a Local Authority
(LA).
Co-ordinated admission scheme
Harrow Council will co-ordinate with the admission
authorities for Harrows Church of England, Hindu,
Jewish and Catholic schools so that applicants are
offered ONE school place only.
DFE
Department for Education the government
department that deals with all education matters.

Equal preference
Each school named as a preference on the
common application form is treated as a separate
application. The admission rules are then applied
to nd out how well you qualify for each school.

Reception class
In Harrow, the rst year group in each infant/
primary school (not including nursery classes).
School year
A year starting on 1 September and technically
ending on 31 August (though in Harrow the
summer term ends well before this date).
Statement of Special Educational Needs
A formal assessment of the special needs of a
child and details of the provision that should be
made to support the needs these are used
for only a small proportion of children; any
learning needs of other pupils are supported in
a less formal way.
State School
School which is maintained by a Local Authority
(LA).
Supplementary Information Form (SIF)
Form required by voluntary aided schools to
conrm religious afliation
Voluntary aided school
A school largely funded, but not owned, by the
LA the buildings are owned by a voluntary body,
usually a religious organisation, and the governors
have responsibility for admissions.
