ensurepaypanty in the pay adjustments for civilian federalworkersandmilitary personnel.I planto work with House
Committeeon the BudgetChairmanSprattto offer payparity languageduringdeliberations on the budgetresolution.

Thereis a disparitybetweenthe civilian andthe military pay increases budgetproposal


includedin your administration's
aspresented to Congress. It is my hopethat we can work togetherto correct
this disparityandrecognizethe important
contributionsto our nationprovided by both our civilian andmilitary personnel.

Our military menandwomenhavecertainlydistinguished themselves throughouthistory,andparticularlyduringthis time


of war, but we cannotforgetthe criticalrole civilian employeesplay in providinglogisticalsupportandothervital
servicesto our military, aswell astheir importantwork for thetaxpayerson essentialgovernmentfunctionsandservices.

We mustalsobe cognizantof the pendingdemographic imperative:Our federalworkforceis aging. Almost 40Yoof


federalworkerswill be eligiblefor retirementthis decade.As a result,we needto makesureincentivesexistto maintain
our currentfederalworkforceandattractthe bestandthe brightestto federalservicein the comingyears.

Nearlyeveryyearfor the pasttwo decades,our governmenthasadheredto the principleof pay parity. I believethereis
