Penn State Extension has provided educational workshops for all the private water system owners. The workshops are free and open to the public and are geared to the water system owners who participated in the pre-gas well drilling testing project. The combined results from the first 689 private water systems already tested last year will be shared. DEC REMINDS SMALL COMMUNITIES OF HIGH FIRE RISK SEASON AND STATE BAN ON BRUSH BURNING Residential Brush Burning Prohibited March 16 - May 14 New Yorkers who reside in smaller communities should be aware that all residential brush burning is prohibited during the states historically high-fire-risk period beginning March 16 through May 14, Department of Environmental Conservation (DEC) Commissioner Joe Martens reminded today. Since the open burning regulation passed in 2009, there are a fewer number of fires reported in New York State this time of year, Commissioner Martens said. I urge everyone to be cautious with the risk of wildfires and remind all New Yorkers that the statewide ban is in effect through mid-May beginning this week. In 2009, New York toughened restrictions on open burning to reduce harmful air pollutants and help prevent wildfires. While the regulation allows residential brush burning for most of the year in towns with a population of less than 20,000, it prohibits open burning in all communities during early spring when the bulk of New Yorks wildfires typically occur. The new regulation prohibits the burning of garbage at all times and places. Several factors enable wildfires to start easily and spread quickly at this time, including the lack of green vegetation, abundance of available fuels such as dry grass and leaves, warm temperatures and wind. Open burning is the largest single cause of wildfires in New York State. Data from DECs Division of Forest Protection show that debris burning accounted for about 36 percent of wildfires in the state between 1985 and 2009 - more than twice the next most-cited cause. In addition, from 2000 to 2009, New Yorks fire departments responded to an average of 2,300 wildfires each year during the period of March 14 through May 16 or about 46 percent of all wildfires for the year. Fire department data for 2010, 2011 and 2012 indicated a 35 percent reduction in wildfires during the burn ban period for those years when compared to the previous 10 years (20002009). In addition, 80 percent of all communities across the state had a reduction of wildfires as compared to the previous ten years. Violators of the open burning state regulation are subject to both criminal and civil enforcement actions, with the minimum fine of $500 for a first offense. Vacuum - Much of the dirt and debris that accumulates in vehicles can easily be removed with a vacuum. A shop vac will have enough power to thoroughly clean upholstery and mats. If you do not have one, visit a self car wash. Remove the floor mats and set them on a flat surface. Thoroughly vacuum the mats to clear them of dust, dirt, food crumbs, and any other debris. Vacuum the floor of the car as well as any seat upholstery that may be a catch-all for crumbs. Using a soft-bristled vacuum attachment, you also can remove dust from the vents, speakers and the center console of your vehicle. Spot cleaning - Spills and stains do occur in vehicles, just as they do elsewhere. Cleaning these stains may require a little elbow grease and a cleansing agent. Most automotive supply stores will sell an upholstery cleaner designed for car interiors. You also can use a mixture of laundry detergent and water applied with a slightly damp rag or sponge. Go over each area that is soiled so you can devote adequate time to each stain. The same process can be used on the vehicles carpeting. Use a brush to really clean heavily soiled areas. Leather upholstery can be more delicate than cloth upholstery. When cleaning a leather interior, use only products that are designed specifically for leather so as to avoid damaging the interior. Console and dashboard detailing - A barely moist cloth can be used to clean the plastic components of the dashboard and consoles of the vehicle. The goal is to wipe away any dust and any minor stains or sticky areas without saturating important electrical components. It is always better to spray polish or cleaning agents on your cloth than directly on the dashboard. In hard-to-reach-areas, consider using a soft-bristled paintbrush or cotton swabs to clean in crevices. Wipe down everything with a dry cloth or towel afterward. Windows - Having clean windows is essential to driving safely. Cleaning the windshield and windows is relatively simple to do with a glass cleaner spray and a lint-free cloth. Use caution when cleaning the rear windshield if it has a defogger/defroster grid on the window. These wires can be damaged easily. Clean with the direction of the defroster grid lines. Freshen the car - Place an air freshener or spray a product on the air intake vent to eradicate musty smells in the car. It also is important to replace the cabin air filter periodically, otherwise you could be breathing in dust and dander that is trapped in the filter. When it comes to taking care of their vehicles, many motorists prefer to be overly cautious. While thats not necessarily a bad thing, there are times when being too cautious can unnecessarily cost you money. Motor oil, and when to change that oil, has long been a point of contention. Many drivers grew up being told that motor oil should be changed every 3,000 miles. However, that myth has been debunked for many of todays vehicles, which should come with suggested intervals between oil changes. According to Edmunds.com, in 2010 the average interval for oil changes was 7,800 miles. In addition to changing a cars motor oil less frequently, there are other things drivers should know about motor oil. * Oil does not necessarily need to be changed before a long trip. Taking a trip? While its good to have your car examined before embarking, if the recommended oil change interval is not up, then you do not need to preemptively change your oil. Such a change is likely unnecessary and will not improve the performance of your vehicle during the trip. * Black oil does not necessitate a change. Conventional wisdom once suggested if the oil on the dipstick is black then it needs to be changed. But nowadays automotive profes-sionals are noting that black oil is doing its job and different additives might be changing the oils color, which means the oil doesnt need to be changed. * You can use petroleum-based oil after using synthetic. Another long-standing myth regarding motor oil was that once you use a synthetic motor oil instead of a petroleum-based oil you have to continue using synthetic oil, which is often more expensive than more traditional motor oil, in order to avoid harming the vehicle. However, automotive professionals have noted that these two types of oils

are now often blended, meaning switching back and forth from one to the other is not likely to cause any damage to your vehicle. Just be sure to use motor oil that meets the standards set forth in your vehicles owners manual. * Consider an earlier oil change after buying a new vehicle. Sometimes a new vehicle will need an oil change after its first 3,000 miles. However, this does not mean your vehicle will need one every 3,000 miles. According to Blackstone Laboratories, who study motor oil, oil samples taken from engines during their initial 3,000 miles of driving had elevated metal levels from the camshafts and pistons. These elevated levels will not necessarily be harmful, but some auto manufacturers recommend a shorter initial interval just to be safe. Honda, however, includes an anti-wear additive in their break-in oil and advises against changing their oil early. The return of warm weather marks the return of road trips for millions of motorists across the country. Whether going to the beach or heading off to parts unknown, hitting the open road with the windows down is a timehonored tradition for drivers of all ages. But such road trips can prove disastrous if drivers dont take the right steps to prepare their vehicles for spring and summer travel. The following are a few ways motorists can ensure their car is ready to tackle the open road. * Tighten things up. Loose parts, such as exhaust clamps, license plates, and interior trim panels, can create rattles and cause parts to get damaged or fall off. Before heading off for parts unknown, motorists should inspect their headlight lenses to reduce risk of accident. If the lenses are yellowed and foggy, thats likely because salt, ozone and road debris has dulled them to a

point where vision can be impaired, placing drivers and their passengers at risk. But foggy lenses dont mandate an expensive headlight replacement. Being Prepared
I keep an emergency preparedness kit in my car and a filled backpack at our front door. Tornadoes seem to be our highest natural threat where we live, so I just recently set up another emergency prepared-

ness kit in the basement closet as that would be our safe room to retreat to in such an emergency. Each emergency kit is different. For instance, the car kit contains a compass, the front door kit is set up for evacuation, and the basement kit contains an old cell phone for calling 911. I check my kits twice a year to update, add, delete, and recharge the old cell phones. Being a little more prepared is a good feeling, and it does not require a lot of extra cash to set up a kit. Backpacks seem to be the easiest to handle in an emergency, as they can be carried across shoulders, leaving hands free. Plastic zipper bags work great for waterproofing supplies, and when supplies are organized in clear bags, it is much easier to see the contents in an emergency. Inexpensive backpacks can be found at thrift stores almost every day of the week. -Saga

Replace filters and fluids as recommended; have engine performance problems (rough idling, poor acceleration, etc.) corrected. Given todays high-tech engines, its wise to have this type of work done by automobile technicians who are ASE certified in engine performance. Use windows and air conditioning wisely. Keep windows up at highway speeds to reduce air drag. This is true even with the air conditioning on. But turn off the A/C in stop-and-go traffic to save fuel. Avoid excessive idling. Shut off the engine while waiting for friends and family.

DEC ADOPTS CHRONIC WASTING DISEASE REGULATIONS IN RESPONSE TO PENNSYLVANIA DISCOVERY The New York State Department of Environmental Conservation (DEC) has adopted changes to its Chronic Wasting Disease (CWD) regulations that prohibit people from importing into New York state certain parts of white-tailed deer or elk taken in the state of Pennsylvania, DEC Commissioner Joe Martens announced today. This revision finalizes the emergency rule implemented last October. The first case of CWD in the state of Pennsylvania was confirmed by the Pennsylvania Department of Agriculture last fall. In response, DEC implemented an emergency rule to protect New York's valuable wild white-tail deer population by prohibiting the importation of the following parts of hunter-killed deer or elk taken in Pennsylvania: brain, eyes, spinal cord, tonsils, intestinal tract, spleen or retropharyngeal lymph nodes. "Where CWD has been identified, hunters who take a deer or elk in Pennsylvania must remove the prohibited parts before entering New York state," DEC Commissioner Martens said. "Most successful hunters will opt to butcher a deer or elk and put the meat in a cooler before traveling back to New York." DEC has a surveillance

program since CWD was first confirmed in New York in 2005 and has not discovered any additional cases of CWD since then. CWD is a contagious neurological disease affecting deer, elk and moose. It causes a characteristic spongy degeneration of the brains of infected animals resulting in emaciation, abnormal behavior, loss of bodily functions and death. It is not known exactly how CWD is transmitted. The infectious agent may be passed from animal to animal through feces, urine or saliva. The minimal incubation period between infection and development of the clinical disease appears to be about 16

months. The maximum incubation period is unknown, as is the point at which shedding of the CWD agent begins during the prolonged course of infection. The movement of infectious material may be one route of transmission. This amendment to the CWD regulations will prohibit the importation of those parts of a deer or elk where the disease is most likely to be found. While the exact health risks of consuming meat from an animal infected are unknown, DEC advises hunters not to consume the meat of any animal that acts abnormal and to exercise precautions when butchering animals, such as using rubber or latex gloves. www.dec.ny.gov/regs/3926.html . f

DEC ANNOUNCES PROPOSED CHANGES TO NEW YORK STATE FALCONRY REGULATIONS PUBLIC COMMENT PERIOD RUNS THROUGH MAY 6 Proposed changes to the regulations governing the sport of falconry are now out for public comment, the New York State Department of Environmental Conservation (DEC) announced today. The proposed regulations are in response to changes to the Federal regulations governing the sport of falconry published by the U. S. Fish and Wildlife Service. DEC consulted with the Falconry Advisory Board in developing the regulations. In addition, in April 2012, the Environmental Conservation Law was amended to change the falconry license term and fee thereby requiring subsequent changes to the state regulations. DEC will be accepting public comments through May 6, 2013. DEC worked with the New York State Falconry Advisory Board to review and incorporate the federal regulation changes into New York's proposed regulation changes. The proposed regulations will provide regulatory relief for falconers and increase the number of raptors that can be possessed by General Falconers and Master Falconers. The proposed regulations authorize additional activities under the authority of a falconry license including: conducting conservation education programs, conducting limited propagation, and assisting wildlife rehabilitators with the assessment and conditioning of raptors prior to release. In accordance with the new state legislation, the license term and license fee for falconry licenses will change from 20 dollars for 4 a year license to 40 dollars for a 5 year license. THINKING AHEAD - WHAT TO PLANT & WHERE TO PUT YOUR GARDEN By: Colleen Cavagna, Cornell Cooperative Extension Educator Spring really is here, even though we have experienced some below average temperatures for most of March. If you are planning on growing flowers or vegetables this year, now is the time to plan your garden. Whether you are planting seeds or buying transplants, it is a good practice to look ahead at what space you have for your flowers and what your family will actually consume in vegetables. Select vegetables that your family commonly eats so you can avoid waste, but dont be afraid to try a few new things to keep your garden exciting and new. It is always advisable to keep the size of your garden within the realm of your care; smaller gardens may be beneficial to new gardeners or small households because of the ease of maintenance and costs. If you have great success and want to expand next year, that is preferable to starting out huge and giving up half way through the growing season. Before starting seeds or buying transplants, take some time to map out your existing gardens to make best use of your space and to visualize how the garden is going to look. Look at your plant growth habits, taller plants should be planted so they do not block the sunlight from lower plants. Plants also can spread horizontally, take this into account so one plant doesnt crowd out another by the end of the growing season. Place perennial plants, such as rhubarb and asparagus, together along one side of the garden to avoid moving them or working around them year after year. If you are starting a new garden this year, or looking to move your existing garden, it is good practice to evaluate potential sites for necessary elements that makes a garden productive. The site needs to be relatively sunny, receiving at least 6 hours of direct sun daily (more is better). It is best to have a moderately level site that is well drained and free of any standing water. This means your soil should be loamy, not clay or sand only, but a combination of both. Too much clay means wet roots and potentially your plant roots will rot, too much sand will not hold the water and your plants will be wilting all the time. The garden should be located far enough away from trees to allow for sunlight and to reduce competition for water and nutrients. Good air circulation will help prevent disease and produce stronger plants, however, too strong of winds can damage your plants. Sometimes these elements are not all readily available in your useable space and this is where a raised bed could be established in a traditional gardens place. Raised beds can be used; this can be as elaborate as buying wood materials to build raised beds or just mounding soil above the height of the normal soil horizon to create a raised bed without walls. This will help with soil drainage and will also allow you to place it where it is protected from strong winds, but has the best light. The Bradford pear trees hold up their arms looking like somebody stuck cotton puffs on them. Not huge ones but enough. Enough for me to know that theyre not dead. That theres still life in them. And that life on this first day of spring is about to surge, then emerge. If not today, then some day soon, youll have a tough morning. And youll feel like theres no life in you. That youre dead. Remind yourself that you still have life in you. Then go positively surge, emerge, and then spring forth. Listen to that positive life and then live it, okay?
